They must meet suitability criteria, go through a standard visa application process and pass security checks.If accepted, they would be given three months in the UK to claim asylum or apply for a visa, and would be subject to the same rules for all asylum seekers not allowed to work, study or have access to benefits.

Desk report: Angela Rayner has given China two weeks to explain why parts of its plans for a new mega-embassy in London have been blanked out.

The deputy prime minister's Ministry of Housing, Communities and Local Government sent a letter asking for further information and requested a response by 20 August, the BBC understands.

Beijing's plans for the new embassy have sparked fears its location - Royal Mint Court near London's financial district - could pose an espionage risk. Residents nearby also fear it would pose a security risk to them and attract large protests.

The BBC has contacted the Chinese embassy in London for comment. China bought the old Royal Mint Court for £255m in 2018. At 20,000 square metres, the complex will be the biggest embassy

in Europe if it goes ahead.

The plan involves a cultural centre and housing for 200 staff, but in the basement, behind security doors, there are also rooms with no identified use on the plans.

There are concerns, held by some opponents, that the Royal Mint Court site could allow China to infiltrate the UK's financial system by tapping into fibre optic cables carrying sensitive

data for firms in the City of London.

Pro-democracy campaigners from Hong Kong also fear Beijing could use the huge embassy to harass political opponents and even detain

them. Last month, the UK condemned cash offers from Hong Kong authorities for people who help in the arrest of pro-democracy activists living in Britain. A final planning decision on the controversial plans will be made by 9 September, the BBC understands.

In a letter seen by the PA news agency, Rayner, who as housing secretary is responsible for overseeing planning matters, asks planning consultants representing the Chinese embassy to explain why drawings of the planned site are blacked out.

The Home Office and the Foreign Office also received copies of the letter. It notes that the Home Office requested a new "hard perimeter" be placed around the embassy site, to prevent "unregulated public access", and says this could require a further planning application.

More teens to get their choice of uni even if they miss their grades, says Ucas

A record number of 18-yearolds are likely to get into their first choice of university this year, the head of the Universities and Colleges Admissions Service (Ucas) has said - even if they narrowly miss their grades.

Dr Jo Saxton said universities were keen to enrol UK undergraduates because there was more "uncertainty" around international student numbers.

She said they would "quite possibly" accept students who did not meet the conditions of their offer adding that domestic students offered universities "stability" for "financial planning".

The prediction comes as thousands of students will open A-level, T-level, Btec and other level-three results next week.

Dr Saxton said it was a "really, really good year to be a UK-domiciled 18-yearold that wants to go to one of our world-class universities".

"I would anticipate a record number of 18-year-olds will wake up with confirmation, quite possibly even where they are near-misses," she said.She added that universities were "recognising, actually, that

a three-year undergraduate student is stability for your teaching and learning, for your university community, for your financial planning".

Vivienne Stern, chief executive of Universities UK, said universities were "certainly competitive" with one another, which meant applicants had "lots of choice". Ucas says

universities have made more offers this year, which it says, external "typically translates into more acceptances".

Dr Saxton said she expected there to be "slightly fewer" places in clearing as a result - because if more places are taken up by students who have received offers, there will be fewer places to list. Ucas's clearing system

lets students search for university courses with available places.

More than 22,600 courses had listed vacancies for undergraduate students from England this week, according to a Press Association analysis of 129 universities. There were more than 3,600 courses advertised

across 17 of the selective Russell Group universities. Nick Hillman, director of the Higher Education Policy Institute, said year 13 students were "well placed" to study where they wanted to.

"The financial plight of universities makes them very keen to fill their courses and they will be falling over themselves to sign up good potential students," he said. Students from England and Wales will pay higher tuition fees for university this year, after the sector called for help with its finances.

Tuition fees have risen from £9,250 to £9,535 for the 2025-26 academic year. It is the first time they have gone up in England since 2017, and comes after universities said their realterms value had fallen. They have become increasingly reliant on higher fees from international students in recent years to make up for frozen domestic fees - but the number of overseas students coming to the UK has fallen.

In May, the regulator in England, the Office for Students, warned that more than four in 10 universities expected to be in a financial deficit by this summer.

Labour ‘leaving public in the dark’ about payments from lobbyists

The Labour Party has been accused of “leaving the public in the dark” about significant payments from lobbying firms that have benefited its MPs.

A Times investigation found that before Christmas, Labour officials arranged parties for MPs — including ministers — and told lobbyists that their staff could join as part of commercial deals costing £15,000 plus VAT.In an email leaked to reporters, the lobbying firms were told that the public would not need to be informed about these payments. Officials wrote: “This is a commercial transaction and not a gift to the party, it is not a recordable donation.” There is no way for the public to know which lobbying firms made payments to the Labour Party and who attended the parties. This is because the deals are deemed to be general “commercial partnerships”, rather than donations or sponsorship payments that have to be published transparently. Separately, dozens of

Labour MPs also benefited from fundraisers held in partnership with the lobbying firm Arden Strategies before the general election. There is no way for the public to know the total value of these payments. Arden Strategies posted about these events on social media. In one post from November 2023, the company wrote that it was “very proud to have

sponsored fundraising dinners” for prospective candidates and then named 18 of them, 17 of whom went on to be elected as Labour MPs.

Research suggests that at least 35 prospective Labour candidates benefited from Arden’s financial support in this way before the general election, and at least nine other prospective

candidates benefited from similar arrangements with other lobbying firms. Two Labour MPs have disclosed that they received support from Arden before they were elected. The total estimated value of the support Arden gave for their fundraiser, involving three prospective candidates, was £2,320.85.

The Labour Party said the two MPs who had

disclosed the details had done so incorrectly. Arden Strategies is owned and run by Jim Murphy, 57, a former Labour cabinet minister. The company has enjoyed significant growth in recent years and is known to have worked closely with the Labour Party, both before the general election and afterwards. It was a main sponsor of Labour’s party conference last year. Under electoral law and lobbying rules, lobbying firms are under no obligation to report the value of payments they make to benefit politicians or political parties.

Political parties have to publicly declare donations of more than £11,180 — including sponsorship payments — according to Electoral Commission rules. But the commercial deals that Arden Strategies did to support prospective Labour candidates’ fundraisers were not with the party itself, and the party says it does not have to publicise these details under electoral law.

Kemi Badenoch hones her machete story in BBC interview cut ’n’ thrust

Desk report: Sometimes you can forget that these are days to savour. When was the last time that both the main parties (Labour and Conservative, at least at time of typing) were led by two straight-up, salt of the earth working-class heroes?

Sir Keir Starmer, as he so loves to say, “grew up working class”, rising to middle at some undefined point in his journey to the very top of the world of human rights law. Kemi Badenoch, on the other hand, famously became working class when she briefly worked at McDonald’s. What a pleasure it was to have them both on the airwaves in such quick succession, reminiscing about their very normal working-class childhoods. First there was Starmer, on Classic FM, curling a soft eyebrow toward the heavens and recalling his violin lessons with an 11-yearold Fatboy Slim, his passion for the piano and his trips to Malta with the Croydon Youth Philharmonic Orchestra, nothing but hope in his heart

and a flute case in his hand. Then there was Badenoch, who told the BBC’s Amol Rajan all about how, at the age of 11, she slept with a machete under her bed. She really did. She’s said it before, too, at least three times, but now in a set-piece primetime BBC interview. Badenoch has a lot to worry

about at the moment, but this is surely still quite a big one: she can announce that, as an 11-year-old girl, she slept with a machete under the bed, and the nation she hopes to lead barely notices or cares. If we bother to think about it, sleeping with a machete under the bed is exactly the kind of thing we expect

Badenoch to do.

It wasn’t only her with a machete under her bed. She slept in a room with 25 other 11-year-old girls and they all apparently had machetes under the bed. At this point, the elusive question of class returns. This, the world’s most violent slumber party, happened at boarding school.

But it was a state boarding school, in Nigeria, where they all had to take their own mattresses and their own “rusty bucket” in which to wash.It was, we would learn, her childhood in a systemically corrupt Nigeria that left her with “a loathing of people who cheat the system”. Badenoch grinned broadly as she told the story of how, at the age of 15, she stood up in an exam and declared that a boy sitting near her was cheating. “He ended up getting expelled,” she said. “Eventually, someone said to me, ‘You’re the only person who would have been brave enough to do that’.” To which you can only say, yes, going out of your way to get a fellow pupil expelled from a school where everyone’s got their own machete is nothing if not brave. The camera cut to Rajan, leaning back, eyes askance, chin protuberant and eyebrows raised so far as to have become fully embedded in his hairline.

Bank of England cuts UK interest rates to 4%

The Bank of England has cut interest rates to their lowest level in more than two years after the first two-round vote ever carried out among its officials.

The Bank’s monetary policy committee (MPC), the ninemember group that sets the base rate of interest in the UK every six weeks, voted 5-4 in favour of lowering borrowing costs by 0.25 percentage points to 4 per cent. The reduction from 4.25 per cent takes the rate to its lowest level since February 2023. It is the fifth quarterpoint reduction in a year.

The decision, announced at noon, required two ballots after the first vote was indecisive — four MPC members backed a quarterpoint cut, four favoured a hold and one called for a larger half-point cut. In the second vote, five MPC members voted for a quarter-point reduction.

It is the first time there has been two ballots since the MPC’s inaugural vote in 1998 after the Bank of England was made independent of the government by the chancellor at the time, Gordon Brown. Attacks on prison officers in England and Wales have also reached a new high. There were 10,568 assaults on staff in the year to March, seven per cent up on the previous year. The rate of staff assaults

– per 1,000 prisoners – also rose by seven per cent to a new peak. The central bank said that Rachel Reeves’s March spring statement, alongside the £25 billion rise in employers’ national insurance contributions (NICs), would tightly constrain the economy “over the next year”. The Bank added that inflation would be fuelled by the NICs raid and the 6.7 per cent rise in the minimum wage via an acceleration in food prices. Andrew Bailey, the governor

of the Bank of England, characterised the rate cut as a “finely balanced decision”, adding that future rate cuts “will need to be made gradually and carefully”. The Bank forecasts that inflation will rise to 4 per cent in September from its current rate of 3.6 per cent as it warned of a stronger risk of repeated price increases in the coming years. The Bank said the near-term rise in inflation will be mainly driven by higher food and energy

prices and rising household utility bills. The Bank is required to keep inflation at 2 per cent, a target it has not achieved since last summer.

September’s inflation rate is used to determine benefit settlements and changes in the pensioner triple lock. The warning from the Bank will rekindle fears of a repeat of the inflation crisis of 2022 and 2023, when the cost of living reached its highest level in four decades — 11.1 per cent — almost entirely

fuelled by a sharp rise in basic essentials.

The economy will expand by 1.25 per cent this year, a slight upgrade from the Bank’s previous forecast in May. GDP will then increase by 1.25 per cent next year and 1.5 per cent in 2027, the Bank said.

Unemployment is set to peak at 4.9 per cent, up from the current 4.7 per cent which is already a four-year high.

Officials at the Bank also warned of a 0.2 per cent hit to the economy over the next three years due to President Trump’s tariffs, despite Sir Keir Starmer reaching a trade agreement with the US in May. A return of the intense financial market volatility seen in the wake of Trump’s “Liberation Day” reciprocal tariffs could wipe a further 0.2 per cent off UK GDP, the Bank said. However, there may be downward pressure put on inflation from countries rerouting goods originally bound for the US to the UK. MPC members who voted for a quarter-point reduction, which included the governor, thought there had been enough progress on inflation in recent months and that a cut was required to counteract higher unemployment, increased staff layoffs and sluggish consumer spending.

UK asks China to explain blanked-out embassy plans

The proposed complex would include offices, a large basement area, housing for 200 staff, and a new tunnel to connect the Embassy House to a separate building on the embassy grounds. In a letter to planning consultants handling the application, Rayner said the reference to redactions appeared to relate to internal parts of two of the buildings that had been "greyed out".

However, she added that in some cases, corresponding documents submitted to the planning inquiry appeared to show some of the blanked-

out information.

Rayner, who as housing secretary oversees planning matters, asked the Chinese embassy to "precisely and comprehensively" identify which documents had been redacted, and explain why.

She added that consideration of the application was "at an early stage, and no view has yet been formed".

The Liberal Democrats urged Rayner to "take the bull by the horns and finally block China's application".

Two women and a man have been charged with showing support for proscribed terror group Palestine Action following a protest in central London.

Jeremy Shippam, 71, of West Sussex, Judit Murray, 71, of Surrey, and Fiona Maclean, 53, of Hackney are due to appear at Westminster Magistrates' Court on 16 September, the Metropolitan Police said. The three were arrested at a protest in Westminster on 5 July.

Supporting Palestine Action is a criminal offence, with membership or expressing support for the group punishable by up to 14 years in prison.

Netanyahu vows to fully occupy Gaza

Desk report:: Israel intends to launch a fresh assault on Hamas in order to fully occupy Gaza, Benjamin Netanyahu has confirmed.

In an interview on Thursday afternoon, the Israeli prime minister said that ordering troops into the remaining 25 per cent of the enclave not currently controlled by the IDF was the only way to ensure Israel’s security and finally wipe out Hamas. It follows days of speculation, which have revealed bitter splits with the army, which reportedly opposes the plan.

Hostage families are also deeply opposed because the operation would involve fighting in areas where their loved ones are thought to be held.

If, as expected, the scheme is approved by Israel’s security cabinet on Thursday evening, it would extend the war in Gaza for at least another five months, according to military sources.

Asked by Fox News whether Israel would take control of all of Gaza, Mr Netanyahu replied: “We intend to in order to ensure our security and remove Hamas there.”

He said he then wanted to pass governance to a civilian administration that is “not Hamas, not anyone advocating the destruction of Israel”. Later in the interview, he confirmed: “We don’t want to keep it [Gaza].

“We want to have a security perimeter. We don’t want to govern it.

“We want to hand it over to Arab forces that will govern it properly without threatening us.” The prime minister’s comments on future governance are likely to dismay his ultra-nationalist coalition partners, who favour removing Gazan civilians from the Strip and repopulating it with Jewish settlements. The operation, which will require the remobilisation of tens of thousands of reservists, will likely involve laying siege to Hamas-controlled areas, having ordered the civilian populations to leave.

It also comes amid intense opposition from the IDF’s senior leadership.

On Thursday, chief of staff Lt Gen Eyal Zamir risked intensifying the row by issuing public comments warning that operations in Gaza were “matters of life and death”.

Some families of captive hostages set off on a flotilla towards Gaza on Thursday in order to “get as close as possible to their loved ones”.

Einav Zangauker, whose son is being held captive, said full occupation would condemn the hostages to death. Through the recent Operation Gideon’s Chariots, the IDF has secured around 75 per cent of the territory in Gaza.

However, the operation failed to defeat Hamas or put the terror group under sufficient pressure to persuade it to release the remaining 50 hostages, around 20 of whom are believed still to be alive. Most of the group’s gunmen, the hostages, as well as the majority of the Strip’s two million residents, live in the remaining 25 per cent.

These are principally Gaza City, Deir Al-Balah and the tented refugee area at AlMawasi.

According to military leaks reported on Thursday, the IDF would initially order civilians to leave Gaza City – around one million currently live there, before the military assault.

The sources said it would take weeks to prepare the humanitarian response needed to accommodate them.

A proposed “humanitarian city”, built on the ruins of Rafah in the south, remains government policy but has yet to get to even a mature state of planning. Fighting into areas where hostages are believed to be kept has prompted fears for their safety.

However, Israeli ministers say they risk dying soon anyway if the government and Hamas continued to fail to come to a ceasefire agreement.

Polling suggests most Israelis would prefer Mr Netanyahu to sign a deal to release the hostages, even if it meant ending the war with Hamas not yet wiped out. The Israel Hayom newspaper reported that the IDF had already begun provisional planning for full occupation, despite its leaders opposing the policy. Lt Gen Zamir has been the subject of hostile briefing from those close to Mr Netanyahu in recent days.

The prime minister’s son, Yair, even publicly accused him of leading a military coup, prompting Israel Katz, the defence minister, to come to his defence.

Desk report: Rushanara Ali has resigned as homelessness minister, Downing Street has confirmed.

The move comes after she increased the rent on a house she owns within weeks of the previous tenants' contracts ending.

There were calls for her to step down from homelessness charities and opposition politicians.

In a letter to the Prime Minister she has said that remaining in the role would be "a distraction from the ambitious work of this Government".

In a story first broken by the The i Paper, four tenants who rented a house owned by Ali in east London were sent an email in November giving them four months' notice their lease would not be renewed.

However, the property was relisted shortly after they moved out, at a rent £700 a month higher.

Tory Party chairman Kevin Hollinrake accused Ali of "staggering hypocrisy" over the handling of the propertybut Ali's spokesman said she "takes her responsibilities seriously and complied with all relevant legal requirements".

In a letter to the prime minister, Ali wrote: "It is with a heavy heart that I offer you my resignation as a Minister."

Insisting that "at all times I have followed all relevant legal requirements" she

added: "I believe I took my responsibilities and duties seriously, and the facts demonstrate this.

"However, it is clear that continuing in my role will be a distraction from the ambitious work of the government.

"I have therefore decided to resign from my Ministerial position."

Responding to her resignation, prime minister Sir Keir Starmer thanked her for her work, which he called "diligent".

The PM praised her work to repeal the Vagrancy Act and added: "I know you will continue to support the Government from the backbenches and represent the best interests of your constituents in Bethnal Green and Stepney."

Desk report: The schedule for the upcoming national election will be announced in the first half of December, Election Commissioner Brig Gen (retd) Abul Fazal Md Sanaullah said today.

Speaking to reporters at the Election Commission headquarters in the capital this evening, Sanaullah also said that expatriate Bangladeshi voters will be allowed to vote through a postal ballot system. The ballot will include electoral symbols but not the names of candidates.

He briefed the media following the EC's ninth meeting, chaired by Chief Election Commissioner AMM Nasir Uddin. The meeting began at 11:00am and concluded around 7:00pm.

He mentioned that each expatriate Bangladeshi's vote via postal ballot may cost around Tk 500.

The election commissioner said three weeks will be given for voter registration for Bangladeshis living abroad.

The EC also mentioned that government officials and employees, individuals involved in election management, and those in legal custody or prison will also be able to register for voters online and vote through a postal ballot.

According to the meeting's decision, those who become

voters by October 31 will be able to vote in the next election.

In the meeting, the EC also finalised the Code of Conduct 2025 for political parties and candidates.

Sanaullah said, "The draft of the code of conduct for candidates and political parties, on which we had sought opinions online, has been finalised today based on that feedback."

Regarding the misuse of AI in the election, EC Sanaullah said, "The code of conduct is for candidates and political parties. But AI will be used by many others. To counter this, we have formed a committee. They are already working to determine what actions can be taken. We have imposed strict restrictions on the misuse of AI."

On the use of the internet during the election, he said, "Our primary goal is to conduct the election without reducing bandwidth or disrupting any services. Unless necessary, the Election Commission currently has no intention of limiting any service or platform."

When asked about the possible date of the election, Sanaullah replied, "Today's meeting did not discuss that. However, we will discuss it soon. The announcement will come from the chief election commissioner about two months before polls. The schedule is set to be announced in the first half of December."

Sanaullah also said drone use will not be allowed ahead of the upcoming national election.

"No candidate, agent, or anyone else will be allowed to use drones or quadcopters. If the Election Commission itself finds a need to use them [drone or quadcopter], we will consider it at the appropriate time. Even the media will not be permitted to use such equipment," he said.

Regarding the use of CCTV cameras during voting, he said the commission does not find it reasonable.

"We're actively discussing the issue and have already held several meetings," he said.

"Renting CCTV cameras for just one day is not possible through outsourcing, and buying them isn't practical either. Think about how many would be needed for 45,000 polling centres. Then where do you store them? How do you justify the cost? We've received many such proposals."
