Armistice Day: UK gathers for remembrance of deaths in military conflicts Bangla Sanglap desk: The UK has come together for Armistice Day, a year after ceremonies were disrupted by the pandemic. The Duchess of Cornwall laid a cross amid the poppies at the Field of Remembrance outside Westminster Abbey. And delegates at the COP26 summit in Glasgow stopped to observe a two-minute silence at 11:00 GMT to commemorate those who died in military conflicts. Remembrance in 2020 had been reduced by Covid rules with people encouraged to stay home and remember the fallen. With no restrictions now remaining, events took place again across the UK this year. Such recommendations which have to be signed off by MPs - are usually accepted without much discussion. But on Wednesday, the government ordered its

members to vote for an amendment to halt Mr Paterson's case and to rejig the standards system. Camilla - who was representing the Royal Family at the commemorations - observed the silence ahead of the opening of the 93rd Field of

Remembrance, which will be accessible to the public until 21 November. A single gun was fired from Edinburgh Castle as local government officials there joined members of the armed forces laying wreaths at the Scott Monument. The silence was also

observed at the Field of Remembrance at Belfast's City Hall, at the cenotaph in the centre of Derry and at Cathays Park in Cardiff. Meanwhile, a service took place at the National Memorial Arboretum in Staffordshire. A two-minute silence is held every year on

11 November at 11:00 GMT to mark the end of World War One in 1918. The silence is held then because the end of hostilities between Germany and the Allies was declared "on the 11th hour of the 11th day of the 11th month".

Lives at risk from long 999 waits, say paramedics Bangla sanglap desk: Lives are at risk because patients are facing unacceptably long waits for a 999 response, the College of Paramedics has told the BBC. It comes as NHS data shows callouts for problems such as heart attacks and strokes are taking nearly three times as long as they should in England. Targets are being missed in the rest of UK too, with some seriously-ill waiting up to nine hours for an ambulance. Investigations are ongoing into deaths linked to delays in a number of areas. These include: A person died following a cardiac arrest after waiting more than five hours in the back of an ambulance outside Worcestershire Royal Hospital A death in the East of England after it took crews an hour to get to a call classed as immediately life-

ambulances arrive at A&E but spend hours queuing outside, because the hospital is too overcrowded to accept the patient. Margaret Root, 82, waited nearly six hours for an ambulance to come following a stroke, and she then waited for another three hours outside hospital. When she was finally admitted, her family was told it was too late to give her the drugs needed to reverse the effects of the stroke. Her granddaughter Christina White-Smith said her grandmother had been "hugely let down". threatening. The individual was found dead With ambulance services under their highest states of alert patients are being told to make their own way to hospital where possible. The BBC has spoken to

ambulance staff across the UK about their experiences, with one saying they felt patients were at risk on every shift and another describing the situation as "horrendous". The College of Paramedics, the professional body for the sector, described the

situation as "unacceptable" and said lives were at stake. The BBC has found reports of numerous serious incidents. Cases involve both waits for crews to reach patients, as well as delays when

She said she did not blame the staff because they were "amazing" when they got to her grandmother, but said she is angry the NHS is not getting the help it needs.

Focus on climate justice at COP26 Rayhan Ahmed Topader The Industrial Revolution was driven by the active pursuit of profit. This time we are driven by the emergency facing our planet, coupled with the need to ensure a fair and just recovery of our world economies from the pandemic. As principal of the University of Glasgow and a member of the Scotia Group an international, independent network working together to help the COP26 process. All nations must play their part, both in partnership with others and in terms of their own actions and policies. We have an opportunity in Scotland and the UK to lead from the front: to show focused government leadership, to show our willingness to collaborate across borders and to maximise our enormous capacity to innovate and drive the technologies needed for a cleaner and greener world. Research shows the transition to renewable energy can only address 55% of emissions; the remaining 45% comes from producing cars, clothes, food and everyday products. Circular economy models offer a clear pathway to achieving our collective climate goals, tackling emissions tied to extraction, processing, manufacturing and landfilling of goods. Many innovators are addressing today’s challenges, while policymakers are looking at ways to help close the loop on our valuable materials through legislation and incentives. Leaders across the globe will gather next month for COP26 to collectively accelerate action toward the Paris Agreement and UN Framework Convention on Climate Change.During a milestone event in 2015, 197 countries signed the Paris Agreement to limit temperature rise to 2°C, with an agreement to aim for a 1.5°C limit. In addition, nearly one-fifth of the world’s 2,000 largest public companies (representing $14 trillion in sales) have committed to net-zero emissions. We depend on our planet’s natural resources for sustenance, protection and basically everything we need to survive. Which is, We’re using more than the Earth can provide. Today, we are using about 1.6 earths; meaning we’re using about 60% more of the earth’s resources than it can regenerate every year. By 2050,with an increased

global population and a resulting rise in consumption, that “overshoot” could get to 3-4 earths, which is clearly unsustainable. Over-extraction harms people, the planet and economies. Our current linear system depends on extraction including of rare natural resources – and is responsible for 53% of the world’s carbon emissions and more than 80% of biodiversity loss, according to a study done by UN Environment. In our linear takemake-waste economy, we too quickly dispose of products and materials during production and at the end of use. Our reliance on waste systems becomes even more challenging as more people enter the middle class and companies produce fast consumption products: Our waste is out of control. Today, the world produces over 2 billion tonnes of solid waste, and that’s expected to grow to 3.4 billion tonnes by 2050. About one-third of that waste is not managed properly. By volume, global waste includes 44% food and organics, 17% paper and 12% plastic all valuable commodities.Landfills are even deadlier than we thought. Why are landfills especially insidious? In addition to taking up otherwise productive land, this explanation from Waste Dive is especially helpful: “When trash is packed into a pile, the oxygen-free environment supports bacteria that thrive in those conditions. As the microbes degrade the waste, they release carbon dioxide and methane. The latter is 84 times more potent of a global warming agent than carbon dioxide in the first 20 years of its release. We waste food every day, even as millions go hungry. 22% of global emissions and 30% of energy consumption come from the food sector. At the same time, nearly one-third of all food produced is wasted, and food waste continues to be the top product found in landfills.A circular economy eliminates the concept of waste altogether, moving us into a more closedloop system where materials and products are kept in use as long as possible. In doing so, the circular economy tackles some of our greatest social and environmental challenges while unlocking $4.5 trillion in economic value by 2030. Two examples: Tossing textiles. We will throw away 148 million tonnes of clothing each year by 2030. $500 billion in value is at stake by adopting circular fashion solutions, keeping valuable materials out of landfills and reducing our reliance on

virgin commodities. The gold in our trash bins. Today we’re throwing away over 50 million tonnes of electronic and electric goods, worth over $62 billion, every year, including rare earth minerals, gold and copper.A circular economy eliminates the concept of waste altogether, rethinking how we produce and consume. It moves us toward a zero-waste system where throwing away valuable goods is no longer an option.A circular economy creates economic, social and environmental wins. By keeping materials in play, circular economy business models offer a clear pathway toward achieving our collective climate goals, and tackling the greenhouse gas emissions tied to the extraction, processing, manufacturing and landfilling of goods. In doing so, these business models create economic value, building local resilience and spurring innovation. And the good news is that companies championing circular business models are gaining traction, rapidly. Already, there are a plethora of innovators addressing today’s challenges, with companies like Thrilling fostering markets for second-hand vintage clothes, Algramo implementing reusable packaging systems for household staples like detergent, and HomeBiogas turning food scraps into clean energy. Even global corporations like Unilever are on board, with Unilever’s Sustainable Living Brands outperforming other brands in their portfolio. And leading governments and policymakers are looking at ways to help close the loop on our valuable materials through both legislation and incentives. By seizing the opportunity and momentum seen today to scale a truly circular economy, we can accelerate our pathways toward a sustainable and prosperous future and achieve our collective climate goals COP26 and the Real Economy: Climate Change Solutions at and beyond Glasgow. As many of us prepare to descend on Glasgow for the once-delayed, badly needed COP26, the world is facing serious questions. While it may be hyperbolic to say that these next two weeks represent the “last chance” to avert climate disaster, the urgency of action is blindingly clear, as the UN’s declaration of a Code Red for humanity makes clear. At the core of this COP, and indeed all our collective efforts to maintain a stable climate that sustains humanity, is this dilemma: actions and commitments continue to

increase, but the trajectory of the planet’s warming is headed in the wrong direction. Breaking this dynamic is objective number one in Glasgow and is very much worth navigating the welter of COVID-19 precautions adding a layer of complication on top of what is a highly complex event to begin with. First and foremost, it is essential that we continue to expand ambition. An explosion of net-zero commitments has been made since Paris, an idea that remained at the fringes in 2015. More than 3000 companies have now committed to net zero before mid-century, including one-fifth of the world’s largest companies. More than 130 governments—representing 61 percent of global emissions, 68 percent of global GDP, and 52 percent of the global population—have made comparable commitments. The Race to Zero is one of the centerpieces of voluntary action in Glasgow, which is assembling commitments in several hard-to-abate sectors. What’s more, there are nearly 2,000 companies that have expressed support for science-based targets. Many governments are coming to COP with strengthened nationally determined contributions (NDCs). Investors are making commitments through Climate Action 100+, adoption and use of the TCFD framework, and other means. The ambition loop must continue and expand. All this is crucial, to be sure. But it is far from sufficient. The science tells us that we are not yet turning the corner. It is well past time to translate ambition into action. Doing this means setting not only 2050 targets, but also 2025 objectives, which are measured and reported transparently. As one article put it, a 2050 pledge is “six CEOs from now,” meaning that longterm commitments may not lead to necessary changes. Ensuring that commitments deliver tangible, meaningful results requires not only changing business models, products and services, and incentives, but also an urgent call for strong policy solutions. This continues to lag, not least on the part of many companies and trade associations in the US recently, with insufficient support (albeit with some exceptions) for the climate provisions of President Biden’s Build Back Better legislation. It is also essential that governments keep their Paris promises on climate finance. Some governments Germany, for example have done

exactly that. But far too many have failed to do so. This is a matter not only of justice, but also of generating the widespread support required for transformative global action. The need could not be clearer. We have learned the painful lessons of the financial costs let alone the devastating human costs of the global pandemic. In the wake of COVID’s destruction, it is therefore sobering to see The Lancet, one of the world’s foremost medical journals, call climate change the defining narrative for human health. The fact is that the human costs of climate change come along with financial costs, which also makes clear that climate finance is an investment that will pay off. Business has unique credibility in making the economic case for such investments; it should use its voice to make sure governments make good on their pledges at long last. Bring Climate Justice to the Fore.My strongest hope for COP26, however, is that it will be a turning point towards a more just and inclusive world as we go through the energy transition. Climate justice has too often been relegated to the sidelines at COPs and beyond. We have seen such changes before. At Paris in 2015, very few companies or political entities had committed to net zero; today, it is rapidly becoming commonplace. Can the same dynamic be embraced on climate justice? Of the 3000+ companies setting net zero aspirations, how many have included commitments to climate justice? BSR’s estimation is that the numbers are closer to 1 percent than even 10 percent, let alone 100 percent. As the treatment of climate finance shows, there is insufficient public investment in investing in inclusive climate solutions. In a world that is brutalized by extreme weather with increasing frequency, it is indefensible not to make climate justice a priority. The world outside COP relies on commitments inside COP, but the work to make good on those commitments happens in the real economy the rest of the year. With ongoing ambition, resolute pursuit of that ambition, the right level of investment, and a focus on climate justice, we can turn this into a catalyst that shifts the economy in the right direction. UK announces £120m to support climate action in Bangladesh Bangla Sanglap Desk: COP President Alok Sharma announced on 9th November how £165 million of UK funding will tackle climate change, including by addressing the gender inequalities that make women and girls more vulnerable to climate change, and by empowering women and girls to be leaders in climate action. • One of these new programmes is £120m for Bangladesh, from 2021 to 2027. The programme will scale up locallyled adaptation, expand renewable energy, tackle pollution and waste, and develop and empower the next generation of climate leaders Speaking from COP26 in Glasgow, COP President Alok Sharma said: “Gender and climate are profoundly intertwined. We see that in terms of the impact of climate change, which affects women and girls disproportionately. And we see it in terms of tackling climate change, where we know our efforts are more effective when women and girls are at their heart.” “We are committed to women’s participation at every level of climate action and to placing gender at the heart of all our efforts. It is why gender cuts across the full COP fortnight. And it is why we are hosting Gender Day today.” Evidence from around the world shows women are more vulnerable to the effects of climate change than men, in part because they constitute a large majority of the world’s poor and are more directly dependent on natural resources that are threatened by climate change.[1] Women and children can comprise 80% of those displaced by climate-related disaster. [2] But addressing gender inequality and empowering women and girls has also been proven to advance efforts to tackle climate change. Through its COP26 Presidency, the UK has been urging countries to put gender equality at the heart of climate action, and on Gender Day convened ministers and other actors to discuss new action to tackle

emissions from Bangladesh account for just 0.4% of global GHG emissions, with per capita emissions less than 10% of the world average . However, Bangladesh is on a rapid emissions growth trajectory, largely because of its plans for new coal fired power plants. The UK’s climate programme in Bangladesh will enable renewable energy to be scaled up so that, by 2027, between 10% and 30% of Bangladesh power generation could come from renewables (compared to 3% in 2021).

gender and climate change. New UK funding will support women’s climate leadership and ensure the needs and priorities of women and girls are addressed, including through: • £45 million to help empower local communities and grassroots women’s groups in Asia and the Pacific to challenge gender inequalities, and adapt to the impacts of climate change. • £120 million to build resilience, prevent pollution, protect biodiversity, strengthen renewable energy and better manage waste, while also supporting women’s leadership, access to finance, education and skills in Bangladesh. This programme will help deliver a more climate resilient, less carbon intensive and cleaner Bangladesh. With a proposed budget of £120m, the programme will provide a comprehensive approach

to the country’s adaptation, energy, environmental management and climate governance challenges. It will: 1. Help communities cope with a variety of climate impacts through naturebased solutions; 2. Increase the share of renewable energy in the country’s energy mix; 3. Reduce pollution and the generation of hazardous waste from key industrial and municipal sources; and 4. Deliver greater investment, evidence, and leadership for climate action As a low-lying country, Bangladesh is exposed to very high climate risks. According to the Global Risk Index , Bangladesh ranked as the seventh country most affected by extreme weather events from 1999 to 2018. At the macrolevel, the combined effects of climate change could result in a loss of between

1 and 2% of GDP per year by 2041 . The poorest and most marginalised are already suffering the most from these impacts, yet too often they lack access to the resources and power needed to implement solutions effectively. This programme will help between 0.5m and 1m households, including households headed by women, better cope with the impacts of the climate crisis (flooding, drought, storm surges, etc.). Bangladesh boasts two wetlands of international importance, which are also globally significant in terms of biodiversity and their contribution to climate change mitigation. This programme will help protect up to 9000km2 of biodiversity in these two areas (Sundarbans mangrove forest and Tanguar Haor wetland). Greenhouse

Despite good environmental legislation, Bangladesh suffers some of the worst pollution problems of the world, and this compounds climate impacts. The UK programme will help reduce air and water pollution and improve recycling and waste management. The programme will also strengthen the UKBangladesh climate partnership by linking up centres of excellence on all aspects of climate change, and sharing expertise, and technology as well as finance, to tackle common challenges. The chair of the flagship Gender Day event, UK International Champion on Adaptation and Resilience for the COP26 Presidency, Anne-Marie Trevelyan, said: “It is women, girls and those who are already most marginalised, that will be most severely impacted by climate change. But they also have a critical role to play to address the climate crisis. “The UK is committed to addressing this dual challenge head on, targeting more International Climate Finance to also advance gender equality and committing new funding to empower communities and women’s groups to take locally-led adaptation action, to build local, national and global resilience. I urge more countries to make commitments to implement the UNFCCC Gender Action Plan and deliver the goals of the Feminist Action for Climate Justice.”

UK is not a corrupt country, says Boris Johnson Bangla Sanglap Desk: Boris Johnson has hit back at sleaze allegations, insisting the UK is not "remotely a corrupt country".

country and I genuinely think that our institutions are not corrupt. "We have a very, very tough system of parliamentary democracy and scrutiny, not least by the media.

The prime minister said MPs faced "tough" scrutiny - and those who broke the rules should be punished.

"I think what you have got is cases where, sadly, MPs have broken the rules in the past, may be guilty of breaking the rules today. What I want to see is them facing appropriate sanctions."

He was speaking to the world's media at the COP26 climate summit in Glasgow. It comes amid controversy over Conservative MPs with second jobs - and an investigation into Sir Geoffrey Cox doing paid outside work in his House of Commons office. This, as well as paid lobbying - attempting to influence government policy in return for money - is banned under MPs' rules. Asked if he

had a message to voters concerned by headlines

about the return of Tory sleaze, Mr Johnson said: "I

genuinely believe that the UK is not remotely a corrupt

But he added that MPs had been allowed to do other jobs, such as lawyers and doctors, for "hundreds of years", and "on the whole" this had strengthened British democracy by giving them "some experience of the world".

Duchess of Sussex apologises to court for biography exchanges

Bangla Sanglap Desk: The Duchess of Sussex has apologised to a court for forgetting she asked a senior aide to brief the authors of a biography about her.

"I had absolutely no wish or intention to mislead the defendant or the court." 'Stressful' The duchess added that she would have been "more than happy" to refer to the exchanges with Mr Knauf if she had been aware of them at the time, but said they were "a far cry from the very detailed personal information that the defendant alleges that I wanted or permitted to put into the public domain".

She denied intentionally misleading the High Court after an appeal heard her former spokesman provided information to the authors of Finding Freedom. Jason Knauf told a court Meghan gave him briefing points to share with them. Associated Newspapers is appealing against a ruling over publishing a letter from the duchess to her father. Meghan, 40, won her case against the publisher of the Mail on Sunday earlier this year, when the High Court ruled its publication of the letter was unlawful. Associated Newspapers' legal team are seeking to overturn this judgement at the Court of Appeal, disputing that this was simply a private and personal letter - and have argued that it was crafted with the "possibility of public consumption" in

mind. A spokesman for the Sussexes had previously said the couple "did not contribute" to the Finding Freedom biography, written by Omid Scobie and Carolyn Durand. But in new evidence heard on Wednesday, Mr Knauf, the couple's former communications secretary, said the book was "discussed on a routine basis" and "discussed directly with the duchess multiple times in

person and over email". He also discussed planning a meeting with the authors to provide background information and said Meghan had given him briefing points to share with them, including information on how she had "very minimal contact" with her half-siblings during her childhood. In a witness statement to the court the duchess said she

accepted that her aide did provide information to the authors of the book with her knowledge but she said the "extent of the information he shared is unknown to me". "When I approved the passage... I did not have the benefit of seeing these emails and I apologise to the court for the fact that I had not remembered these exchanges at the time," she said.

Another reason the duchess gave for not discovering the emails between her and Mr Knauf sooner was that the disclosure stage of the litigation had not yet been reached, and in October last year her lawyers applied to adjourn the trial date as she was pregnant. She said she was advised to avoid stress after a recent miscarriage, which came shortly after Associated Newspapers Limited indicated it wished to reveal the identities of her five friends who gave an interview to the US magazine People, in which they referred to her relationship with her father.

COP26: Draft deal calls for stronger carbon cutting targets by end of 2022

Bangla sanglap desk: Countries are being urged to strengthen their carboncutting targets by the end of 2022 in a draft agreement published at the COP26 Glasgow climate summit. The document says vulnerable nations must get more help to cope with the deadly impacts of global warming. It also says countries should submit long-term strategies for reaching net-zero by the end of next year.

Critics have said the draft pact does not go far enough but others welcomed its focus on the 1.5C target. The document, which has been published by the UK COP26 presidency, will have to be negotiated and agreed by countries attending the talks. COP26 president Alok Sharma said he expected "near final texts" to be published overnight, adding that the agreement that comes out of the conference would "set the future for our

children and grandchildren". Scientists have warned that keeping temperature rises to 1.5C - beyond which the worst impacts of climate change will be felt - requires global emissions to be cut by 45% by 2030 and to zero overall by mid-century.

meet the goal, the draft document urges countries to "revisit and strengthen" the targets for cutting emissions by 2030 in their national plans to align them with the Paris Agreement goal of well below 2C or 1.5C by the end of 2022.

With the world off track to

Loss and damage - an

issue of key importance to the developing world - has been included in the draft, calling for more support from developed countries and other organisations to address the damage caused by extreme weather and rising seas in vulnerable nations. It also recognises that

more finance is needed for developing countries beyond the long-promised $100bn a year by 2020, which will not be delivered until at least 2022. But campaigners say these parts of the text are weak and essentially a "box ticking exercise".

COP26: World headed for 2.4C warming despite climate summit - report

Bangla sanglap desk: Despite pledges made at the climate summit COP26, the world is still nowhere near its goals on limiting global temperature rise, a new analysis shows.

far more than the 1.5C limit nations committed to. COP26 "has a massive credibility, action and commitment gap", according to the Climate Action Tracker (CAT).

It calculates that the world is heading for 2.4C of warming,

The Glasgow summit is seen as crucial for curbing

climate change. But the prediction contrasts with optimism at the UN meeting last week, following a series of big announcements that included a vow to stop deforestation.

COP26 is expected to finish this week. The projection comes as the UK's Met Office warns that a billion people could be affected by fatal heat and humidity if the global average temperature rises by 2C above pre-industrial

levels. The report by Climate Action Tracker looks at promises made by governments before and during COP26. It concludes that, in 2030, the greenhouse gas emissions that warm the planet will still be twice as high as necessary for keeping temperature rise below 1.5C degree. The COP summit held in Paris in 2015 laid out a plan for avoiding dangerous climate change which included "pursuing efforts" to keep warming under 1.5C. But when governments' actual policies - rather than pledges - are analysed, the world's projected warming is 2.7C by 2100, suggests Climate Action Tracker. The Tracker is backed by a number of organisations including the prestigious Potsdam Institute for Climate Impact Research in Germany.
