Get out! EU chief Martin Schulz tells Theresa May to activate Brexit process as soon as possible
of talks on Brexit, with talks scheduled with Labour leader Jeremy Corbyn and Mayor of London Sadiq Khan. Yesterday Mr Kenny said Britain's Brexit Secretary and Northern Ireland Secretary James Brokenshire had indicated Britain would trigger Article 50 in January or February next year. This would pave the way for Britain to officially cut ties with Brussels by early 2019. However Downing Street refused to comment on 'private conversations'. Last week Number 10 dismissed reports Mrs May had told EU Council president that she plans to trigger Article 50 in January or February, despite his claims that she had done. Mr Tusk claimed in a meeting with the remaining 27 states that Mrs May had revealed her planned timetable to begin the formal process of Brexit in the first two months of 2017. Downing Street insisted his comments were merely an 'interpretation' of Mrs May's remarks to Mr Tusk.

The European Parliament president made the brash ultimatum as he jetted into Downing Street for his first meeting with Mrs May since she became Prime Minister, telling her that Britain must be out in time for the MEP elections in May 2019. In a thinly veiled threat Mr Schulz said it would not do any good to Britain's interests if the UK public were voting for new MEPs while negotiations to leave the bloc were still ongoing. Speaking tonight, Boris Johnson signalled that Article 50 would be triggered in the early part of next year. Mrs May must trigger the clause to start the formal process for cutting ties with Brussels and doing so sets a two-year limit on completing Britain's departure. Irish Taoiseach Enda Kenny revealed yesterday that British ministers had indicated Mrs May would start the process in January or February next year, which would fit Mr Schulz's timetable. But Downing Street refused to comment on the timing of triggering Article 50, signalling it will not be cowed by the EU's threats. In a statement issued ahead of his meeting with Mrs May at Downing Street, Mr Schulz said: 'The future deal between the EU and the UK must be good for all sides and must be one which allows the UK and the EU to keep working closely together on various aspects. 'The UK has decided to leave the EU but it will continue to be a European country with values and geopolitical interests which are common to the rest of the continent. 'I will also reiterate that the four freedoms of the single market - goods, capital, services and persons - are equally important. 'In London I will also stress why the European Parliament favours the earliest possible triggering of Article 50, which is a pre-condition to opening

EU leaders met without Britain for the first time in Bratislava at the weekend and have made clear there will be no concessions on free movement of people in return for keeping Britain inside the single market after Brexit. But a Downing Street source said Mrs May did not specifically mention January or February at the meeting and that Mr Tusk's comments were an interpretation of their conversation. The PM 'recognises the need to deliver on the public verdict without delay', the source added. At the end of the day of talks in the Slovak capital, Mr Tusk stressed that they would 'protect the interests of the 27, not the leaving country' in negotiations. 'I hope we will be effective and maybe even stronger than before the British referendum,' he added. European Commission president Jean-Claude Juncker said he could not 'see any possibility of compromising' on the issue of not allowing Britain to restrict immigration from the EU if it wants to retain membership of the single market.

Bangladesh-China Relationship: Kanish Fatima
Last year (2015), Bangladesh and China celebrated their 40 years of diplomatic relationship. Lots of changes took place in this relationship within the span of 40 years which formally started in the year 1976. In 2014, China with its 12b USD trade volume with Bangladesh become our largest trade partner. Lots of development took place in security and military sector as well. China who stood against the liberation war of Bangladesh in 1971 is now the largest seller of military weapons. It becomes important to critically analyze the relationship between Bangladesh and China, what would be the outcome of Bangladesh from this relationship, how this relationship will affect relationship among Bangladesh, India, Myanmar and USA. The relationship between Bangladesh and China now-a-days becomes an epitome of best friendship since independence. China since its political course of time has changed itself a lot. There is a book called “Red Capitalism” – meaning China is red. Even though capitalism has grown up in China. The main objective of capitalism is to secure its profit. As a result it becomes imperative in capitalistic society to secure investment, accelerate international trade bypassing the morale as well as political idealism. There are two countries with whom the trade deficit of Bangladesh is substantially increasing. China’s position is next to India. Currently we have 7.43b USD trade deficit with China. Our export earnings from China within this time stood as 791m USD. Whereas our import cost stood more than 8b USD. In case of trade, China is getting an excess facility from Bangladesh. Let’s clarify this with a fact. We all know that the construction of Padma multipurpose bridge is undoubtedly an important indicator of our development. There were two different projects for construction of railway for this project. One is from Dhaka to Bhanga via Mawa, another is from Bhanga to Jessore. The total length of these railway was estimated approximately 220km. Later on, with the influence of China government as well as weakness of Bangladesh government, these two different projects were designed as a single project. This railway project was designed in such a manner that there will be no international tender. Not only that, the Bangladeshi government intends to invite only three Chinese companies (also called as limited tendering). The Chinese government didn’t allow that the three Chinese companies will compete for this bid. They nominated only one Chinese company. China Railway Engineering Company submitted the bid and the government finally awarded them the contract. To construct the railway line, this company has quoted 15m USD

Whereas the same company has quoted only 3.3m USD per kilometer to construct the railway line for Akhaura-Laksam double track railway line project since they have been awarded the contract through rigorous and competitive selection process of international tender which is almost 25% of what they have quoted for Padma Bridge Railway Line construction. The government as well as China are trying to justify saying that the rail which will cross through Padma Bridge will be fast and there will be other certain issues. But the question is “to what extent”? They are doing so because they are getting special treatment from the government’s end. The question is when a specific government do offer such privileges. To our understanding, when a government loses its popular legitimacy and assumes the power through an unfair election – these are the symptom of a weak government. To continue administer their activities, these type of government usually don’t rely on its people rather they bank upon the other powerful states. These powerful states then takes various privilege from the illegal government. China according to the symptom is exploiting Bangladesh now. Not only China, other countries like India, USA are doing the same thing. This is only happening because this government assumed the power without the mandate of the people and hence not feeling confident to rely on its people. Changes in both the economy took place over the course of time. Chinese the then government was headed by Mao Tse Tung and Zhou Enlai. During the liberation war of Bangladesh, China directly stood against Bangladesh. In 25th August of 1972, China placed its veto power against the UN membership of Bangladesh. The then Chinese delegate in UN stated that we do not stood against the sovereignty of Bangladesh forever but we expect Bangladesh to be a truly independent country. They have placed some conditions for that. Deng Xiaoping when assumes the power following Mao Tse Tung in 1979-1980 came with the slogan “High Brightness” and “love and security”. But later on, changing these policies, China has move forward to aggressive foreign policy. China is going to the deep sea navigation. They are developing ports in Myanmar, Sri Lanka and even in Nigeria. They are also keen to construct the deep sea port in Bangladesh as well. The US in its diplomatic language is saying this strategy as “String of Pearls”. This diplomatic language has now been incorporated in our discourse. We have to be very careful in analyzing China’s position through the eyes of USA. China is not the only country who has been playing with Bangladesh. India is also there. China has already forgotten the tensions which arise during the war in 1962 between China and India. If we compare the power of Bangladesh and
India then we will see the India holds the power asymmetric. In the same manner, China remains in the asymmetric position if we compare China-India. As a result India is inviting US and Israel as its strategic partner to remain stronger against China. The books which India published after 1962 war contains the various issues of war between China and India. Whereas the books which China published sheds the light of historical friendship of China and India. Both the countries strategy has been changed. Still two problem persists. One is with Sikkim. Till now China does not accept Sikkim as a part of India even though they have agreed that they will not fight with India on this issue but on legal ground they did not accept Sikkim to be a part of India. China even does not agree Arunachal to be a part of India. These problem still persists. On the other hand China practically holds the position of northern part of Kashmir. The issue stands as “India does not have the guts to vacate China from Kashmir and China is also not inclined to disturb India”. The economy of China is growing more every day. We have biggest trade imbalance with India but sooner China will assume this position. China has a big trade deficit with US also. China is the biggest buyer of US public debt. The policy of China is divided into two categories i.e. one is China’s trade and investment and another is China’s defense power. In case of international trade, China does not wish to follow the long procedure like USA. Rather they are keen to directly involve in the business. China in African countries like Nigeria, Sierra Leone does not bother like USA about the future consequences of investment. They directly come and invest there which indicates that China is new in the business. We should not ignore China being its recent presence in trade. Let it put in a different way. China has already constructed its port in Sea 2 i.e. Akiab port. This port will facilitate China to communicate with its Sing Kiang port which is the south-western part of China. Similarly they have done the same port in Hambantota of Sri Lanka. In Bangladesh, whether they will construct the sea port in Chittagong or Sonadia is still under China’s consideration. China is going to be the super power shortly. Now the question is how Bangladesh should get benefit from China. We can see the example of our two neighbor i.e. Sri Lanka and Myanmar. Sri Lanka has severely violated the human rights during its war against Tamil. The whole world including USA condemned Sri Lanka’s brutal stand against Tamil. The UN also condemned Sri Lanka for this. At that point of time, China deliberately supported China without any condition. They have provided the aircrafts, military ammunitions even political support in the UN. To keep pace with China, India has opened a consulate in Hambantota. The same scenario has been replicated in case of Myanmar.
India has supported the student’s mass movement which started right after 1988. India with its utmost endeavour was trying to extend its influence over Myanmar. China got another competitor in East Asia i.e. Japan. To offset the relation between Japan and Myanmar, China is trying very hard. What is important to take lesson is that being a small country, Myanmar is in a position to play with China and Japan. Sri Lanka on the other hand is playing with China and India. Bangladesh has to follow the path. China from long time is trying to establish road network with Nepal, Myanmar, India and Bangladesh. China has a problem with India regarding McMahon line, Sikkim, Arunachal etc. Bangladesh has also problem with India regarding river. Experts are in the opinion that Bangladesh will become desert through the river linking project which India is doing now. China at the same time is taking the same initiative. Joint river is also associated with China and India. China is also diverting the major rivers from its own valleys and Tibet. Because China has the dire need to water as well. We don’t intend to say that China is doing arbitrary but its consequence will be detrimental for India. In such situation India becomes conscious. China is investing in Nepal. But traditionally there was a saying that Nepal is a client country of India. Similarly, people were saying that Myanmar is the client country of China. Nevertheless Nepal and Myanmar being the client country of India and China, they are getting the competitive advantage from both of them. The question arises for Bangladesh. Why Bangladesh cannot take the advantage from China, India or USA. When Myanmar was isolated, China built the relationship with Myanmar. Similarly when there was the crisis of Tamil issue in Sri Lanka and afterwards there Mahindra Rajapaksa was defeated in the election, there was no change in Sri Lanka’s foreign policy. Pakistan has allowed China to construct a sea port near Arabian Sea. China has done one thing. It has constructed a port within 18km in India’s Andaman Nicobar. By this, China will not only control the Malacca strait but also it can hear the activities over there with its latest sounding technology. So it clearly signifies that on the one hand China is keen for international trade and investment. On the other hand they have their defense strategy. Bangladesh or the similar countries who cannot take the latest technology from China, in such case China came up with a package of loan. Loan in a sense that China will meet its all expenses from the loan itself, Bangladesh will be merely the loan underwriter. Government consultation on early years provision
Tower Hamlets Council is encouraging residents to take part in a national consultation on proposals to change the way the Government funds free childcare and early years education. The consultation entitled “Early years funding: changes to funding for 3 and 4 year olds” was launched on 11 August by the Department for Education (DfE). It is likely the decisions the Government will make from the findings of this consultation could affect the delivery of early years services in primary schools and maintained nursery schools as well as early years services more generally. The council is keen for residents, teachers and relevant stakeholders to take part in the national consultation which is available here. The closing date to complete
the consultation is 22 September 2016. The government proposals include: introducing a new early years national funding formula for 3 and 4 year olds changing the way local authorities fund the early years providers in their area making sure that children with special educational needs or disabilities attract the extra funding they need Currently early years providers offer free early education and childcare for children aged under 5. This includes private nurseries, local authority day nurseries, pre-school playgroups, maintained nursery schools, nursery classes in primary schools and childminders. Tower Bridge will be closed to all vehicles, including bicycles, from October 1 until December 30 while the City of London Corporation undertakes major essential works. Major maintenance will be carried out to the 122-year old bridge’s lifting mechanisms while timber surfacing and various joints along the bridge will be replaced. Other works include waterproofing the brick arches that form the approach to the bridge and resurfacing the road

BREXIT MEANS BREXIT BUT IN REALITY IT'S A LONG TIME AWAY Rayhan Ahmed Topader Those wanting the UK to leave the European Union have won the referendum battle but it is still far from certain that they will win the Brexit war.The task before the UK is huge, and it may be that Article 50 is never invoked. If there is a Brexit, or a radical new basis for UK membership, this may have to be by an entirely new treaty. One thing is plain: Brexit cannot be quietly abandoned.The Leave win was narrow but decisive and Remain was emphatically defeated. No political fact is so stark than that of the EU referendum result. It cannot be forgotten or wished away.Most UK citizens who voted in a referendum set up just to ask the question said they want the UK out. That was in the face of expensive government propaganda. This vote must mean the issue of the UK’s relationship with the EU, which has dogged British politics for more than 40 years, has been decided. If so, no future Thatcher will need to face down a Jacques Delors,no future Major will have to contend with Maastricht rebels, and no future Blair and Brown will need to find excuses for the UK not to join the euro.The matter of the EU seems to have been resolved, to the extent that it was capable of resolution.
But there is a serious problem. Making something happen is not the same thing as merely wishing for it. It may be near-impossible for the UK to leave the EU, at least in the next few years. And just as the brutal fact that the British people voted to leave the EU cannot be ignored, the fact that leaving the EU may not be possible cannot be ignored either. So extensive are the EU ties which bind the UK that they take at least a political generation to untangle. Gus O’Donnell, the former head of the UK civil service, has pointed out that it took Greenland, with a population less than Croydon and with only the issue of fish, three years to leave the old EEC.And in the Eighties the EEC was a far less complicated entity than the modern EU. Thousands of UK laws nobody knows exactly how many are based on EU law.Many of these laws only have effect because of the European Communities Act,which would need repeal or substantial amendment. Some of the laws have effect without any UK-implementing measure. Millions of pounds of funding for agriculture, regional development and scientific research comes from the EU.Almost every policy area you can think of, from medicines to television, has a EU component and many UK public bodies depend daily on EU institutions providing information.
Each policy area needs to be examined so the Government will put appropriate measures in place. All this will have to be done on top of what the Government will be doing anyway running the country, in a period of budget cuts and spending freezes, and with a civil service that is 20 per cent smaller than in 2010. Cutting the EU out of UK domestic law and policy is not some discrete surgical operation. It will be the political and legal equivalent of separating conjoined twins.And this is only the start of the problem. One special feature of the EU is the enforceable rights it gives citizens and companies. These so-called acquired rights are, in principle, enforceable by any EU citizen or company wherever they are in the EU.The most notable of these rights is that of free movement but others deal with the other freedoms” of capital, goods and service provision.Brexit may mean the rights of UK citizens and companies in the EU face being extinguished, as do the rights of EU citizens and firms in the UK.The Government already seems confused about what to do about this, and if it puts a foot wrong then substantial litigation is a near-certainty. But the Government does not know what sort of Brexit it wants. The referendum only asked about membership of the EU.It did not
propose any particular model. Some urge that the UK stays a member of the single market”which means the UK accepting EU law and policy without having a role in the making of it. Others propose a customs union, which would mean that the UK would have to accept tariffs set by the EU. Each compromise model means the UK will lose some control. This is presumably not what people voted for in the referendum. A minority of Brexiteers are clamouring for the quick break of a “Hard Brexit”: in effect, tearing the conjoined twins apart in one hefty pull. This will not happen, and for good reason. The problem with this is not only all the legal and policy complications, it will propel the UK into a world of tariffs and other barriers to trade. The UK’s agriculture, manufacturing and services sectors would be critically endangered overnight. It cannot even be taken for granted that we would immediately get membership status at the World Trade Organisation. Any balanced trade agreements with the rest of the world will take time.The Chinese and Australians took 10 years to complete their recent deal. Unless the UK accepts a series of one-sided deals then that is about how long it will take the UK to conclude agreements with other major economies.
