CARDIAC INSIGHT DONATES $150,000 IN ECG DEVICES TO FCAAP TO SUPPORT STATEWIDE ROLLOUT OF SECOND CHANCE ACT
Cardiac Insight Inc., whose mission is to improve patient care by providing clinicians with life-saving cardiac diagnostic products, today announced that it is donating 25 of its Cardea 20/20™ electrocardiogram (ECG) devices to the Florida Chapter of American Academy of Pediatrics (FCAAP). The donation of this advanced cardiac screening technology, valued at $150,000, was first announced over the weekend at FCAAP’s annual conference in Lake Buena Vista, and will help in supporting the statewide rollout of the Second Chance Act, which was signed into law in June 2025.
“The Second Chance Act is about saving lives, and we are proud to support its rollout here in Florida,” said Roy Kim, president and chief growth officer of Cardiac Insight. “Cardiac Insight stands with pediatricians and families across the state to help ensure no young athlete is lost to hidden heart conditions that could have been detected. We are honored to play a part in this lifesaving effort.”
Designed to help protect studentathletes by detecting hidden heart conditions accurately and efficiently, Cardea 20/20 ECG is the only ECG in the U.S. with the International Consensus Criteria built in. This means it delivers the lowest false-positive rate, about 2% in youth athletes, compared to as high as 30% with other ECG devices.
In addition to supporting the statewide rollout of the Second Chance Act, the donation of the Cardea 20/20 devices will help to reduce unnecessary additional referrals, saving Florida families and providers time, stress, and money.
As a part of the donation, Cardiac Insight will also be providing pediatricians with toolkits, training, and resources for effective adoption.
Cardiac Insight has been the longtime ECG partner of Who We Play For (WWPF), a Florida-based nonprofit dedicated to elimi -
nating preventable sudden cardiac death in the young, which utilizes the Cardea 20/20 devices to provide comprehensive heart screenings across the state.
“We believe no Florida family should lose a child to a detectable heart condition,” said Evan Ernst, executive director of WWPF. “Through this partnership with Cardiac Insight, we are ensuring students across our state have access to the most accurate screenings, giving peace of mind to families and protecting young lives.”
The signing of the Second Chance Act into law made Florida a leader in advancing the standard of care for all first-time Florida high school student-athletes by requiring a preventative ECG screening before participating in school sports activities. WWPF celebrated the signing of the act by hosting a community screening event at the high school Chance Gainer attended to recognize his life and legacy that will continue to live on through the Second Chance Act.
Sudden cardiac arrest (SCA) is the No. 1 medical cause of death of studentathletes, accounting for 75% of all deaths during youth sports. One in 300 youth has a detectable heart condition that puts them at risk of SCA. Hypertrophic cardiomyopathy (HCM) is the most common cause of sudden cardiac death in young people, including competitive athletes, and ECG heart screening is considered a gold standard for detecting HCM at approximately ~95%.
About Cardiac Insight Inc.
Cardiac Insight Inc. is dedicated to developing advanced cardiac care solutions. Their flagship product, Cardea 20/20, is a cutting-edge ECG system designed to deliver accurate and timely ECG interpretation specifically for active youth athletes ages 14 and above. Cardiac Insight’s mission is to enhance patient care through innovative technology and comprehensive support.

SANTA ROSA BOCC FISCAL YEAR 2026 TENTATIVE BUDGET AND MSBU PUBLIC HEARING
On Thursday, Sept. 4, at 6 p.m., the county administrator and Santa Rosa County Office of Management and Budget (OMB) presented the tentative fiscal year 2026 (FY2026) budget to the board of county commissioners in a public hearing at the Administrative Complex, 6495 Caroline St. in Milton. An interactive agenda with backup supporting documents is available online at santarosa.fl.gov. The public hearing is available at the same link. This is the first of two public hearings regarding the FY2026 budget. The first public hearing is for the tentative budget and proposed millage rate, along with the Municipal Service Benefit Unit (MSBU) hearing. The millage rate and budget for the new year are adopted at the second public hearing, which is scheduled for Tuesday, Sept. 16, at 6 p.m.
The FY2026 budget, as requested by the board of county commissioners, prioritizes different sources of revenue, public safety, infrastructure, and keeping and supporting employees. To promote transparency and ensure funding for public safety, the general fund budget is divided into two millage rates, with no increase to the overall rate:
• The county general operating millage is set at 3.885 mils.
• The law enforcement Municipal Service Taxing Unit (MSTU) is established at 2.07 mils.
Due to an 8.4% rise in property taxable value compared to FY2025, property tax revenue has increased by $5.7 million. The law enforcement MSTU rate will not apply
within city limits, since cities have their own police departments; any application would require a Memorandum of Understanding and shared revenue, resulting in a tax reduction for the cities.
Key budget items include:
• A maximum employee performance merit of $2,500
• Identified stormwater funding through a Municipal Services Benefit Unit (MSBU)
• Capital funding through reallocated funds
• $500,000 designated for farm conservation
The total FY2026 budget is $265,443,903, which is $153,000 less than the FY2025 budget. This financial plan aligns with the county’s strategic framework, ensuring high levels of service with the fewest employees and the smallest budget per capita compared to similar counties.
In lieu of attending the public forum portion of the meeting in-person, citizens may submit comments in advance by completing the public input form. This is not a sign-up sheet for in-person public forum. To speak in-person during public forum, please sign up on the paper in the meeting room available before the meeting begins. Santa Rosa County adheres to the American Disabilities Act and will make reasonable modifications and accommodations for access to these hearings upon request. Requests may be made to Tom Kristufek, Risk Management Specialist/ ADA Coordinator, at 850-983-1838, TTY 711, or ThomasK@santarosa.fl.gov. Requests must be made at least 48 hours in advance in order to provide a reasonable accommodation.

At the center of Three Decembers is Madeline Mitchell, a glamorous Broadway star whose career has always come first. As the years pass, her two adult children—Bea and Charlie—struggle to reconcile their own lives and identities with the shadows cast by their mother’s fame, distance, and emotional armor.
Set over the course of three decades—1986, 1996, and 2006—this intimate, characterdriven opera explores the complexities of family, the ache of unresolved grief, and the truths we choose to hide or reveal. With a stirring, modern score Three Decembers delivers powerful storytelling through soaring music and raw emotion.
Originally commissioned by Houston Grand Opera and San Francisco Opera, Three Decembers has become a contemporary classic, praised for its accessibility, lyricism, and deep emotional resonance.
“I’m excited to bring Three Decembers to our audiences in Pensacola,” says Music Director and Conductor Cody Martin. “Between Heggie’s incredibly beautiful melodies and the pared down intimacy of the piece, I really think it’ll be something unlike any other opera we’ve performed before. The power of telling these
characters’ stories in such a concise package is truly something that can’t be missed.” Pensacola Opera is also proud to announce that there will be a select display of the AIDS Memorial Quilt in the lobby of the theatre during Three Decembers . After being in storage for over a decade, we will all be able to honor, remember and celebrate the stories and lives of those lost to HIV/ AIDS. While the storyline of Charlie and his husband in Three Decembers is fictional, Pensacola Opera is honored to tell a story on stage that has been reality for so many.
