PENSACOLA’S ANNUAL CELEBRATION OF ART, CULTURE & CREATIVITY RETURNS
By Claire Croley
I
t’s that time of year again — Foo Foo Fest is back. Now in its 13th year, Pensacola’s annual celebration of art and culture brings 12 days packed with unique experiences, live entertainment and creative events, many of them free to enjoy. The Foo Foo lineup is powered in part by this year’s grant recipients, each bringing its own unique perspective and creative programming to the 12-day celebration. This year’s grant recipients include 309 Punk Project, Ballet Pensacola, Fiesta Pensacola, Friends of Downtown, Japan-America Society of Northwest Florida, Night Moves Inc, PenArts, Pensacola Mess Hall, Pensacola Museum of Art, Pensacola Opera, Pensacola State College and the Pensacola Symphony Orchestra. But the fun doesn’t stop there. In addition to the events presented by this year’s grant recipients, Foo Foo Fest features an even broader lineup of activities and experiences throughout the festival, including the annual Jazz for Justice celebration. Bringing together art, music, history, science and culture, Foo Foo Fest offers plenty of opportunities to experience Pensacola in a whole new way. Whether or not you’ve participated in Foo Foo Fest before, this year’s lineup offers plenty of reasons to get downtown and see what all the Foo is about. Here’s a look at this year’s grantfunded events, along with a few new and returning favorites worth adding to your Foo Foo Fest itinerary. For special announcements, event previews and the complete lineup of 2026 Foo Foo Festival events, visit foofoofest.com or follow @FooFooFest on social media. 309 Punk Project 309 Punk Projects is putting on the second annual HalloZine Fest. It is a very unique marketplace, full of self-published stories, and diverse ones at that. Both Oct. 29 and 30 are filled with special events, including an afterparty with that teenage global music sensation The Linda Lindas, and a screening of the documentary Giant Robot. There is also a Q&A with Martin Wong, the cofounder of Giant Robot magazine. This event is located at the Voices of Pensacola Multicultural Center. wonderful experience that is about a child’s imagination, filled with beautiful puppet animals. This is a ballet that brings everyone together, and that doesn’t end when the music stops; it then invites the audience to join in and become part of the ballet. Ballet Pensacola is partnered with Pensacola Humane Society, having adoptable puppies dressed in animal costumes that mimic the ones in the ballet, right outside the theater. This ballet runs from Nov. 1-3 with five showings ranging at different times, and it’s located at The Courtroom at The Clark Family Cultural Center. Fiesta Pensacola Fiesta Pensacola is presenting Living Museum 2026: Anchored in History. Step into a living timeline where history comes alive around every corner. From DeLuna’s dramatic arrival in 1559 to the birth of a new nation in 1776 and beyond. Wander each museum floor and meet costumed interpreters representing Spain, France, Great Britain, Colonial America and Historic Pensacola. This year, begin your adventure outdoors on the plaza, where delicious appetizers, drinks and lively entertainment set the stage for an unforgettable historical experience. This wonderful event is only open Nov. 5, and is located at the Pensacola Museum of History. Friends of Downtown Friends of Downtown presents Lightspill. Open from Oct. 29–Nov. 9, Lightspill reimagines the historic Artel Gallery as a living canvas, where hundreds of mirrored spheres appear to pour over the building and onto the historic streetscape below. The installation blurs the line between architecture and art, transforming one of Pensacola’s most recognizable landmarks into an immersive experience that shifts with every ray of sunlight, every passing cloud, and every visitor who encounters it. Japan America Society of Northwest Florida Japan America Society of Northwest Florida presents HizashiCon Anime Festival. Experience the vibrant pop culture of Japan steps away from Pensacola’s sunny beaches. HizashiCon offers attendees three fun-filled days of music, cosplay and anime. On Oct. 30, the event will kick off with a special documentary screening for the hit magazine Giant Robot in partnership with 309 Punk Project. Test your knowledge of anime and
video games at Coastal Cat Cafe’s Trivia Night right after the screening. Dress in your Halloween best on Oct. 31, for hours of panel programming, Maid Café performances, the cosplay contest, idol festival and karaoke. Gamers young and old are also invited to participate in video game tournaments scheduled throughout the event in the game room. Finally, meet the voices of some of your favorite characters in the Guest Hall. Enjoy brunch before the convention at Coastal Cat Café on Nov. 1, with their special Catpuccinos and Cosplay event. Wear your favorite cosplay and play with rescue cats and eat a catered breakfast. Finally, join the crowd back at the convention for more programming, cosplay and art! Night Moves Night Moves wraps up with a multi-day music festival taking over venues across Pensacola from Oct. 29 through Nov. 8. Expect an eclectic mix of indie, alternative, psychedelic, punk, EDM and singer-songwriter sets, with shows happening everywhere from The Handlebar and Laguna’s to Odd Colony, the Maritime Park and Betty’s. PenArts PenArts presents Side Show. A powerful musical about two young women who were an attraction in a circus side show yet dared to hope for a better life, a normal life. Daisy and Violet Hilton began their career in a freak show. They were conjoined twins. This is their story. Presented by both local and nationally performing actors with a live band, Side Show is a poignant and intriguing look into two unique lives. With circus, side show, freak show and community themes, Side Show is appropriate for elementary school ages and up. Open Oct. 30–Nov. 1 and Nov. 3–8, this is not a show you will want to miss. Before each performance, outside of The Gordon, a rotating display of attractions will be free to all. Anyone can attend the outdoor attractions, whether one has a ticket to the show or not. Pensacola Opera Opera comes alive at Rock the Runway: Living Art, where fashion meets stunning storytelling in a creative fusion of the visual and performing arts. Pensacola Opera will present Rock the Runway: Living Art during the first week of the Foo Foo Festival on Nov. 4 at the historic Pensacola Saenger Theatre.

This one-of-a-kind fashion theatre experience celebrates Pensacola’s thriving arts community, inviting audiences to step inside a world where every scene is a work of living art. The concert begins with the sparking charm and rhythmic vitality of Igor Stravinsky’s Pulcinella Suite. The spotlight then turns to Mozart’s Piano Concerto No. 24, one of the composer’s most dramatic and emotionally profound works, showcasing the dazzling virtuosity of pianist Carter Johnson. The evening concludes with the youthful exuberance and radiant melodies of Symphony in C by George Bizet. In-person tickets start at $26, and virtual tickets are $20. NAS PENSACOLA AREA LEADERSHIP SIGNS DOMESTIC VIOLENCE AWARENESS MONTH PROCLAMATION Naval Air Station (NAS) Pensacola Commanding Officer Capt. Chandra ‘Mamasan’ Newman and area tenant command leadership signed a proclamation Oct. 1 at the installation’s Mustin Beach Club recognizing October as Domestic Violence Awareness Month. The NAS Pensacola Fleet and Family Support Center (FFSC)-led event, designed to increase awareness of resources available to military families impacted by domestic violence, also served to demonstrate the solidarity survivors of domestic abuse share and area leadership’s commitment to continuing a culture where these survivors can feel safe seeking assistance. The event was sponsored through the NAS Pensacola FFSC by Telemynd, a virtual mental health platform connecting patients with licensed therapists and psychiatrists for online counseling and medication management. FFSC Family Advocacy Program Victim Advocate Brittany Oehrle said with the significant number of younger service members at various command’s onboard the installation, ensuring a culture of understanding and support is critical. “NAS Pensacola is home to a massive population of junior personnel and students,” Oehrle said. “Department of War (DoW) data shows that more than 83 percent of military domestic abuse victims are age 34 or younger. Our youngest, most junior personnel are the ones most vulnerable to relationship stress, financial strain and digital harassment, and we must continue to cultivate an environment where every service member and their family feel safe to seek help. By addressing domestic violence proactively, we strengthen our teams and enhance the resilience of our entire force.” Oehrle spearheaded the theme of the observance, ‘Change in Action,’ something she said represents the shift from simply
acknowledging domestic violence to taking active steps to prevent it. “October is Domestic Violence Awareness Month — a crucial time for us to confront this pressing issue,” Newman said. “But awareness is only our baseline. True safety, prevention and support for victims require tangible, decisive action from every leader, every service member and every civilian in this community.” According to NAS Pensacola FFSC Director Train Hatton, more than 10 million Americans are victims of physical violence – 20 individuals victimized every minute. “The safety and well-being of our personnel are directly tied to maintaining a missionready force,” Hatton said. “Domestic violence doesn't just destroy families; it actively undermines unit cohesion, degrades morale and directly impacts our operational readiness.” Emergency resources are available for military personnel and their families who experience domestic violence. The National Domestic Violence Hotline provides 24/7 confidential support at tel: (800) 20799-7233. Active-duty service members, their families and reservists on active duty can also access assistance through the Fleet and Family Support Center and the DoD Safe Helpline at tel: (877) 20995-5247. Founded in 1826, NAS Pensacola, known as the ‘Cradle of Naval Aviation,’ supports operational and training missions for several tenant commands, Naval Air Technical Training Center, Naval Aviation Schools Command and Center for Technical Training. The installation also hosts Marine Aviation Training Support Group 21 and Marine Aviation Training Support Group 23 and serves as the headquarters for Naval Education and Training Command. In addition to an active airfield, NAS Pensacola maintains a deepwater port supporting operations for the U.S. Coast Guard.

The Navy’s approach to building and maintaining physical readiness throughout the fleet is supported by fitness specialists from Morale, Welfare and Recreation (MWR), who support Sailors and service members by providing training in strength, endurance and conditioning and offering guidance on designing and implementing effective physical training programs. William Higbe, a MWR Pensacola fitness instructor at Naval Air Station Pensacola’s Corry Station, specializes in training and developing physical readiness. “I am the morning fitness specialist at the Wenzel Fitness Center,” said Higbe. “I have been with MWR for 11 years and I’ve been a NOFFS instructor for four years.” In line with MWR fitness standards he incorporates training routines from the Navy Operational Fitness and Fueling Systems (NOFFS) into his programs using evidencebased training to optimize performance for military members. “All of the workouts and fitness programs we teach are based off NOFFS,” said Higbe. “One of our missions as MWR instructors is to train [command fitness leaders or CFLs] so that they can run their fitness programs to the best of their abilities,” said Higbe. “We typically host a CFL training course every quarter at Corry Station.” During the CFL course, MWR fitness instructors alongside other fitness leaders teach aspiring CFLs how to properly conduct a PRT, providing them all the information they need from administrative to physical action. “We teach them administrative actions such as how to file paperwork, how to read medical waivers and how to look out for false or improper medical information,” said Higbe. “Additionally, we teach them the basics of the human body such as energy system development, the aerobic system, anaerobic system and more.” Instructors also teach CFLs different types of workouts, warm-ups, cooldowns and exercises they can incorporate within their programs that focus on improving general strength, intensity, endurance and recovery, ensuring they have the tools for success in leading Sailors during fitness programs while bolstering physical readiness. Beyond training CFLs, MWR fitness instructors serve as trainers and provide fitness classes for military members on base.
Higbe runs a group fitness class Corry Station Monday through Friday at 6 am focused on developing functional strength, endurance, sustainability and technique. “During class we integrate various exercises and workouts such as cardio training, flipping tires, pulling and pushing sleds or even utilizing a medicine ball in plyometric training,” said Higbe. “We focus on proper form and technique to create habits that promote sustained physical readiness.” Cryptologic Technician Collection 1st Class Harper Justice, assigned to Navy Information Operations Command, is an active participant of Higbe’s classes. He started attending classes to improve his physical health and said that going to the morning workouts has improved his quality of life. “Attending the workouts in the morning has vastly improved my physical health and helped reduce the daily aches and pains significantly,” said Justice. “I hope to keep improving physically. I have gotten stronger; my endurance has increased.” Justice is one of the many Sailors that Higbe has helped get in better shape. Experiences like these motivate him to continue teaching. “I had a Sailor that came to me after an ACL surgery saying, ‘I want to be able to pass the PRT’,” said Higbe. “Over the course of six to seven months, we trained together and she passed her PRT with flying colors.” That Sailor eventually became a CFL for her command. Higbe has great admiration for the military, but due to a knee injury in high school he was unable to join. He feels that being an MWR Fitness instructor has allowed him to give back to the military by contributing to the improvement of service members physical readiness fueling their success in their careers and personal lives. “Helping military members reach their physical goals such as passing their PRT has allowed them to continue their careers,” said Higbe. “If they didn’t pass, they would have potentially gotten discharged.” “It makes us happy when members come back to us with hugs and smiles after losing a certain amount of weight,” said Higbe. “For our retirees, some of them are able to play with their grandchildren for their first time in years because they now have the energy and strength do it.” “If you are wanting to get in better shape and don’t know where, MWR Fitness is a great place to start.” said Justice. “We are here to help give military members a better quality of life,” said Higbe. “So that they can do their job and so they go can home and live their lives after the military, that is the biggest honor that any of us in MWR Fitness can have.”
SANTA ROSA COUNTY BUILDING INSPECTIONS GUIDANCE: STORM REPAIRS AND ELECTRICAL SERVICE RESTORATION As Santa Rosa County residents begin cleanup and recovery efforts following Hurricane Isaias, the Santa Rosa County Building Inspections Department reminds property owners to use caution when hiring contractors to perform storm-related repairs. Following a major storm, contractors from surrounding communities and other states often travel into affected areas offering repair services. While many are legitimate professionals, disasters can also create opportunities for unlicensed individuals to take advantage of property owners seeking immediate assistance. Emergency Repairs and Permit Requirements Florida law recognizes the need to expedite certain repairs following a declared state of emergency. Under Florida Statute 553.7922, local governments impacted by a declared natural emergency must establish expedited permitting procedures for qualifying repairs that do not require technical review, including roof repairs, reroofing, electrical repairs, service changes and replacement of a single window or door. Property owners may take immediate temporary measures necessary to protect their property from further damage, such as installing tarps over damaged roofs or securing broken openings. However, permanent repairs, including structural, roofing, electrical, mechanical and plumbing work, may require permits and inspections. A declared state of emergency does not automatically waive building permit requirements or authorize unlicensed contracting. Residents are encouraged to contact the Building Inspections Department by emailing srcpermits@
santarosa.fl.gov before beginning permanent repairs to determine applicable requirements. Electrical Service Restoration – Priority Permitting Licensed electrical contractors currently registered with the Santa Rosa County Building Inspections Department may now submit applications for electrical "Work With" permits through the County's MyGovernmentOnline (MGO) permitting system. A "Work With" permit is used when electrical repairs are conducted by a licensed and registered contractor for emergency repairs to help expedite and facilitate the safe reconnection of electrical service following a power interruption, including storm-related damage to electrical service equipment. Building Inspections staff will prioritize these applications and process them as quickly as possible to assist residents whose homes and businesses are ready and able to have electrical service safely restored. While Building Inspections personnel are currently conducting preliminary damage assessments throughout the County, restoring electrical service to homes and businesses that can safely be reenergized remains a top priority. Staff will continue balancing damage assessment responsibilities with expedited processing of electrical "Work With" permits to support recovery efforts. Residents requiring electrical service repairs or reconnections are encouraged to contact a properly licensed and Countyregistered electrical contractor to evaluate the necessary work and facilitate the permitting and inspection process.

FLORIDA DEPARTMENT OF CHILDREN AND FAMILIES HIGHLIGHTS STATEWIDE RESOURCES AND PARTNERSHIPS IN HONOR OF SUICIDE PREVENTION AWARENESS MONTH The Florida Department of Children and Families (DCF) highlighted the state's robust mental health resources in honor of Suicide Prevention Awareness Month. Suicide Prevention Awareness Month, recognized in September, presents an opportunity to emphasize the vital role we all play in suicide prevention by building awareness, learning and sharing the risk factors and warning signs, promoting resiliency, decreasing stigmas and sharing available resources. In 2024, there were 11,655 emergency department visits due to self-harm related injuries and 3,591 individuals died by suicide, making suicide a leading cause of death in Florida. These numbers underscore the urgency of continued investment in prevention, education and community-based care. In June 2025, Governor DeSantis signed Senate Bill 116, which supports veterans by expanding suicide prevention programs to include early recognition of mental health conditions and not just emergency intervention. The 988 Florida Lifeline received 167,502 calls in Fiscal Year 2025-2026, ranking Florida fifth in the nation, with 96 percent of the calls being resolved without need for higher-level intervention. 1,466 calls were made to the 988 Florida Lifeline during a suicide attempt in progress, with each individual making it to the next level of care alive. “Suicide prevention is not the responsibility of one agency or one community, but it belongs to all of us,” said Interim Secretary Kathryn Williams. “This Suicide Prevention Awareness Month, we renew our commitment to supporting Floridians before, during and after a crisis. Every conversation, every connection and every resource shared can help save a life. Together, we can build a culture of support, connection and hope.” “Mental health deserves care and attention, just like physical health. I encourage Floridians to seek help when they need it and to support those around them,” said State Surgeon General Dr. Joseph A. Ladapo. “Resources are available across Florida, and no one should feel they have to face these challenges alone.” "No matter what you are carrying, you do not have to carry it alone. At the Agency for Health Care Administration, we want every Floridian to know that help is close by, whether that is a
trusted friend, a call to 988, or a mental health provider covered through Florida Medicaid," said Agency for Health Care Administration Secretary Shevaun L. Harris. "Reaching out is not weakness. It is one of the strongest things you can do, and we will keep working to make sure that support is there for you when you need it." Throughout the month, the Department convened state and community partners to reinforce critical supports for Floridians. Highlights include: Florida Children and Families Summit At the 2026 Florida Children and Families Summit, the Department hosted nearly 3,000 professionals and stakeholders across its system of care. The summit held more than 70 workshops with important focus on elevating youth voice and lived experience and further integrating mental-health supports into child welfare practice. Suicide Prevention Coordinating Council The Department’s Suicide Prevention Coordinating Council includes 31 representatives from state agencies, regional suicide prevention coalitions, nonprofit organizations and individuals committed to advancing prevention. The Council meets quarterly to review current data, best practices, emerging research and community behavioral health resources to guide the development of effective statewide strategies. The Council’s quarterly meeting, held on September 24th, focused on Florida’s suicideprevention data and trends, targeted outreach for populations at greater risk, expanding awareness of the 988 Florida Lifeline and the importance of listening to Floridians and using data to guide our work. Florida Children and Youth Cabinet In partnership with the Florida Department of Education, the Department concluded Suicide Prevention Awareness Month with a Florida Children and Youth Cabinet meeting centered on youth suicide prevention, mental health resources and connecting young people with help before a crisis occurs. For help, call 988, available 24/7, to be connected with a mental health professional. The 988 Florida Lifeline is free, confidential and available in multiple languages. For more information and resources, visit MyFLFamilies.com/SuicidePrevention and 988FloridaLifeline.com.
