Lucky Dough Pizza Pensacola’s new sourdoughbased Neapolitan-style pizza restaurant, Lucky Dough Pizza, opened its doors for its first batch of customers on September 12. Replacing the former Gaby’s Taqueria at 104 E. Gregory Street, Lucky Dough dishes up delicious pizzas using an authentic outdoor wood-fired pizza oven, as owner Arpan Patel has been doing for pop-ups around Pensacola since 2024. The revamped space boasts an expansive outdoor seating area, an indoor dining area with limited seating and a fresh new bar concept developed by Artisan Restaurant Group. While Artisan is still in the process of building out the new bar area for customers to enjoy, patrons can order beers, wines and handcrafted cocktails from a temporary bar in the meantime. For now, the menu will stay consistent with Patel’s pop-up history of signature and specialty pizzas, with future plans to add appetizers, salads, sandwiches and desserts to the lineup to offer more options for downtown’s lunch and dinner crowd. Lucky Dough Pizza is currently open Wednesday through Sunday from 5 pm to 9 pm. For real-time updates and information, follow Lucky Dough Pizza on social media.

Craft on Scenic

The Scenic location will offer an expanded brunch menu, along with a variety of artisan breads, cakes, pastries, gelatos, coffees and handcrafted espresso drinks. The new location will also offer a late-night snack menu with a variety of fun drinks and more. While the original Davis Highway

Reservoir

What was once the neighborhood’s historical Malamo Brothers corner grocery store at 524 N. Hayne St. has been transformed into a multi-faceted eatery and event space—the Reservoir. Located across from the Blake Doyle Skate Park, the Reservoir dishes up tasty Southern-inspired cuisine, locally roasted coffee, draft beer, cocktails and hand-selected wines in a casual, community-focused atmosphere. The space offers plenty of seating, both indoors and outside on the large patio. Menu options include items like burgers, sandwiches, oysters and other dishes like Red Eye Shrimp and Grits. The menu caters to a wide range of price points, with all items made from scratch using highquality ingredients. The Reservoir is open Wednesday through Thursday from 11 am to 8 pm, Friday and Saturday from 11 am to 9 pm and on Sunday from 11 am to 2 pm.

The Drop In

Two locals have resurrected one of Pensacola’s beloved, and possibly most missed products—Damian’s Frozen Lemonade. Co-owners Rick Emmons and Joe Jacobs—the son of Damian’s founder Tony Jacobs— have revived the original family recipe and brought the frozen treat back to Pensacola at their new business, The Drop In. Located at 23 W. Cervantes St. in downtown Pensacola, The Drop In officially opened in May, bringing tasty new eats like hot sandwiches, hand-cut fries, other casual food items and, of course, Damian’s Frozen Lemonade. Housed in a refurbished storefront that once served as a gas station, The Drop In features indoor and outdoor seating, along with a food truck in the back, where the sandwiches and other food items are prepared. Batches of the iconic Damian’s Frozen Lemonade are made from scratch inside the storefront. Although operating hours and menu options are subject to change, The Drop In is currently open Thursday through

Saturday from 11 am to 8 pm, and on

Sunday from 12 to 5 pm.

J’s Bakery & Cafe

J’s Bakery & Cafe has opened a second location at 1124 W. Garden St. in downtown Pensacola, and is serving up some of its best-selling pastries, including smiley face cookies, thumbprints, chocolate bars, fruit danishes and much more. The downtown J’s is the sister store to the original location at 2014 N. 12th Ave., which has been a staple in the East Hill community since 1946. The new storefront is located in the back portion of the building that also houses the Emerald Coast Bread Company and former Captain Joe Patti’s Seafood Restaurant. Much like the original J’s, the new location will boast an inviting mom-and-pop vibe—something the bakery has been famous for since 1946. The downtown J’s location officially opened to the public in May, serving various crowd-favorites that are quintessential to the J’s experience. As of now, the new location is open Tuesday through Saturday from 9 am to 6 pm. Great Harvest Bread Company Studer Properties announced that The Savoy Place apartment building at 501 W. Wright St. in downtown Pensacola will welcome Great Harvest Bread Company (GHBC) as its first ground-level tenant, which is planned to open by the end of this fall. GHBC is a national franchise that’s widely known for its made-from-scratch breads and fresh food items. Each cafe location mills its own wheat into fresh flour onsite daily to preserve the bread’s nutritional value and bring out its flavors. The GHBC will be the first retail tenant to make its debut in the Savoy Place building, which plans to open its lower level to the public within the coming year, filling the ground floor with a vibrant mix of retailers that will bring additional shopping and dining options to Pensacola’s historic BelmontDeVilliers neighborhood. Once open, the cafe will serve breakfast, lunch and a variety of hand-crafted coffee beverages with anticipated operating hours from 7 am to 6 pm Monday through Saturday. For now, you can follow Great Harvest Pensacola on Facebook for updates on their progress leading to opening day. NAS PENSACOLA ACTIVATES EMERGENCY FAMILY ASSISTANCE

Naval Air Station (NAS) Pensacola’s Fleet and Family Support Center (FFSC) activated its Emergency Family Assistance Center (EFAC) Oct. 25 at the installation’s Navy Inn in response to a Naval Station Guantanamo Bay non-mission essential personnel movement.

The EFAC, a temporarily activated entity in response to an event causing relocation through which service members and eligible beneficiaries can receive disaster relief services and information, essentially serves as a one-stop shop. Controlled by NAS Pensacola’s FFSC, several installation departments and community mutual aid partnerships such as the Pensacola-area American Red Cross were involved in the ongoing evolution.

“About 864 [Naval Station] Guantanamo Bay service members, family members and contractors were part of this non-mission essential personnel movement, and each individual has a series of questions which we were able to answer,” said NAS Pensacola FFSC Director R. Train Hatton. “From lodging and accommodations to emergency orders to getting needed items, we were able to successfully in-process and direct these displaced members of our Navy family to the appropriate resources.”

Along with NAS Pensacola’s Unaccompanied Housing employees, staff from the Navy Lodge; Navy Inn; the Navy Exchange (NEX); Morale, Welfare and Recreation (MWR) Child and Youth Programs; the NAS Pensacola Religious Ministries; and Legal; other organizations such as the Navy and Marine Corps Relief Society (NMCRS) and off installation organizations including the American Red Cross played a pivotal role in ensuring the arriving eligible beneficiaries were aware of available resources.

Hatton said the streamlined process during the two-day non-mission essential personnel movement involved the intake those displaced and ensuring they were made aware of services. FFSC employees directed arriving personnel to areas where they were able to discuss their unique situations and receive information or resources. Hatton said the EFAC focus centered around recovery and ensuring every arriving displaced individual had the resources needed.

“This is a response-centric evolution,” he said. “Our coordinated response is part of the recovery phase of an incident, and we’re able to focus not on the event itself but on the support of the service members and their families.”

NAS Pensacola Commanding Officer Capt. Chandra ‘Mamasan’ Newman lauded the efforts of the installation’s departments, citing the efforts of the air station’s hundreds of service members and employees in coordinating the arrival of about 864 Naval Station Guantanamo Bay non-mission essential personnel.

“Large-scale evolutions such as this are complex and the level of professionalism, compassion and willingness to help others during their time of need is something the NAS Pensacola staff takes very seriously,” she said. ‘So many of our employees, service members and volunteers were crucial to the overall success of relocating these members of our Navy family, and I couldn’t be prouder of their efforts.”

NAS Pensacola, the only Navy installation in the Gulf with both a deep-water port and active airfield, previously received nonmission essential personnel during 2016’s Hurricane Michael, and also serves as a safe harbor for numerous U.S. Coast Guard and USNS ships during extreme weather situations.

GOVERNOR RON DESANTIS ANNOUNCES $1 BILLION IN AUTO INSURANCE REFUNDS AS A RESULT OF FLORIDA’S IMPROVING INSURANCE MARKET

Governor Ron DeSantis was joined by Insurance Commissioner Michael Yaworsky to announce continued progress in Florida’s insurance market, with major reforms driving down rates, attracting new insurers, reducing litigation, and delivering significant savings for Florida consumers. The governor highlighted the success of Florida’s insurance reforms, which are now benefiting both homeowners and auto policy holders statewide. The governor also announced that, thanks to improved market conditions, Progressive will refund nearly $1 billion to Florida auto policyholders, reflecting reduced losses and strong savings tied directly to the state’s tort and insurance reform efforts.

“Florida’s insurance market is stabilizing with decreasing auto and home insurance rates, and frivolous litigation is declining,” said Governor Ron DeSantis. “This year, Florida’s top five auto insurers are averaging over a 6% rate reduction, and we've secured nearly $1 billion in credits for Progressive auto policyholders – and the other carriers are expected to follow suit soon. Also, 17 new companies have entered the homeowners’ market, 33 companies have filed for rate decreases, and reinsurance market rates have declined.

“Florida's insurance market continues to see great stability and the strong underwriting gains in the auto market is just the latest sign of success since Florida's historic tort reforms,” said Florida Insurance Commissioner Mike Yaworsky. “OIR has been diligent in communication with auto insurance companies to proactively ensure credits owed to policyholders are paid, and millions of consumers will start feeling the benefits with many companies in the process of issuing refunds. Companies must act in the best financial interest of Florida consumers— please know that OIR is fully aware of the books, and we are watching. So do the right thing, come to us first before we make you comply with the law.”

"Florida’s historic insurance reforms laid the groundwork necessary for our insurance market to strengthen. Auto insurance rates have dropped so much that policyholders are now starting to receive refunds from their insurance company," said Chief Financial Officer Blaise Ingoglia. “It’s a good day when the insurance companies are the ones sending the checks to the policyholders instead of receiving checks from policyholders. I have said since day one that I will fight for the policyholders, not insurance companies or trial attorneys. Thank you Governor DeSantis and the legislature for continuing to make our insurance market better for Floridians.”

Since the passage of historic reforms, Florida’s property insurance market has experienced record growth and stability. Seventeen new insurance companies have entered the marketplace, bringing with them more than $574 million in policyholder surplus to support expansion in Florida’s property sector. Today, more than 7.61 million residential insurance policies are in force across the state, making Florida one of the largest property markets in the nation.

Domestic property insurers reported $954 million in net income at the end of 2024— up from $292 million in 2023 and reversing a $741 million loss in 2022.

-0.1% change compared to a +7.6% increase in the same period last year. According to S&P Global, the Insurance Information Institute, and Lending Tree, Florida had the lowest average homeowners rate increase in the nation in 2024—just one percent— while 33 other states experienced doubledigit increases. Reinsurance costs have also continued to decline, with risk-adjusted costs dropping 1.56% in 2024 and another 0.36% in 2025, reflecting continued confidence in Florida’s market.

Auto

Florida is seeing great success within the auto insurance industry. Commissioner Yaworsky recently announced a decline in auto insurance rates for Florida. For 2025, Florida’s top five auto writer insurance groups are indicating an average -6.5% rate change, down from an average +4.3% in 2024 and a staggering average of +31.7% in 2023. The top five auto writer insurance groups amount to 78% of Florida’s auto market. For more information, click here.

In September, Progressive recorded a $950 million policyholder credit expense, representing a current estimate of profit earned on the three-calendar year period ending Dec. 31, 2025. The company expects to provide credits to active policyholders as of Dec. 31, 2025—estimated at approximately 2.7 million personal auto policyholders in Florida.

In a September SEC filing, Progressive credited Florida’s reforms for its success, stating: “Since Florida insurance reform was enacted in early 2023, we have seen lower loss costs on certain types of personal auto accident claims and favorable reserve development, and we have experienced strong profitability in our Florida personal auto business.” Excess profits for motor vehicle insurance are prohibited. Auto insurers are statutorily obligated under Section 627.066, Florida Statutes, to return excess profits to policyholders when applicable. Thanks in large part to historic legislative reforms over the last several years that have strengthened the state’s insurance market, OIR is aware that several auto insurance companies may be approaching the statutory threshold. For more information about Florida’s excess profit statute, click here. Litigation decline & market improvement Florida’s legal climate has also dramatically improved. Thanks to the Governor’s tort reforms, frivolous property claim litigation has declined sharply—down 25% in the first half of 2025 compared to the same period in 2024. Overall, insurance litigation filings fell 23% year-over-year from 2023 to 2024 and remain below pre-2018 levels. Every month of 2025 has reported a continued decline in litigation compared to the same month the previous year, further proof that the state’s legal environment has stabilized and is discouraging abusive lawsuits. The success of these reforms is also evident in the depopulation of Citizens Property Insurance Corporation. Citizens, which serves as the state’s insurer of last resort, has seen a total exposure reduction of more than $304.5 billion. In 2024, 477,821 policies were assumed by private insurers, and an additional 216,799 policies have transitioned so far in 2025. This demonstrates a clear shift of risk back into the private market, signaling renewed industry confidence and stronger consumer protection.

last. All VIP attendees are guaranteed a shirt if registered before the event date.

Homeowners

Homeowners are also seeing relief. Since reforms were enacted, the Office of Insurance Regulation (OIR) has received more than 150 residential filings for rate decreases or zero percent increases. Since January 2024, 33 companies have filed for rate decreases, while 46 companies have requested no change or 0% increases. Florida Peninsula Insurance Company, one of the state’s largest insurers, requested its biggest rate decrease in company history, averaging -8.4% statewide and -12% for condominium owners. The 30-day average for homeowner rate filings is now -1.3%, compared to -0.1% one year ago, and the 180-day average shows a

Governor DeSantis also announced continued investments in the My Safe Florida Home program for 2026, ensuring more families can harden their homes to withstand weather events and lower premiums. This program provides free wind mitigation inspections and matching grants for homeowners to harden their properties against storm damage. Since the program was reinstated in 2022, more than 122,000 inspections have been completed, with 63,000 home hardening applications approved and 42,000 projects completed. More than 62,000 homeowners have received grants totaling $383 million, resulting in an average $900 premium reduction last year.

Designed to bridge coursework and professional practice, the residency allows students to advance their Dissertation in Practice projects while building meaningful connections across cohorts and disciplines.

Throughout the weekend, students engaged in interactive workshops, project presentation sessions and alumni-led discussions that emphasized real-world application and performance improvement. Featured speakers included Dr. Denise Soares, dean of the School of Education; Mary Ann Scott, assistant director of the Doctoral Support Center; and several IPT alumni, including Dr. Robin Branden -

burg, global instructional design manager at Applied Materials. Dr. Brandenburg shared insights on organizational change and the human side of performance improvement, drawing on her expertise as a Prosci Certified Advanced Instructor.

Students described the experience as empowering and transformative.

“I left the residency feeling empowered and supported, and I have a team of successful colleagues to support me on my professional journey,” student Iesha Adams Powell shared.

Another student, Jenn Butler, reflected, “At times, the thought of identifying and conducting action research on a problem of practice and then writing a dissertation feels overwhelming. However, the residency format and the program’s structuring make these tasks seem manageable. The residency took the scary out of the equation for me.”

Dr. Holley Handley, interim chair of the Department of Instructional Design and Technology, reflected on the event’s impact.

“The residency embodies what makes our program distinct," Handley said. “It’s collaborative, applied and rooted in the systems thinking that defines the field of instructional and performance technology. Our students bring their organizational challenges to the table and leave with practical strategies and a renewed sense of purpose as scholar-practitioners.”

The IPT Doctoral Residency continues to serve as an annual signature experience that connects theory to practice, reinforcing UWF’s commitment to developing leaders who drive meaningful, evidence-based change across various organizational and professional environments.

ESCAMBIA COUNTY EMPLOYEES

TEAM UP FOR UNITED WAY DAY OF CARING

Escambia County employees teamed up Friday, Oct. 24 to volunteer in support of United Way Day of Caring, an annual community service effort coordinated by United Way of West Florida.

Escambia County volunteers worked on a variety of projects at several locations throughout the county, including First Tee Gulf Coast, Ronald McDonald House Charities of Northwest Florida, Valerie’s House Pensacola, and West Pensacola Elementary.

Each year, the one-day event gives participants an opportunity to learn about the needs of the community while helping a nonprofit agency or school. United Way of West Florida matches groups and individuals with agencies and local schools to spend the day volunteering on various projects.

The volunteer work completed by Escambia County employees during this year's United Way Day of Caring included yard work, landscaping, painting, cleaning and organizing, and more.

Escambia County Public Safety employees also delivered donations to Ronald McDonald House, providing for the daily needs of families during their stay.

Escambia County Environmental Quality Landfill Manager Clint Shevat said he has participated in Day of Caring for several years and always appreciates the chance to give back to organizations who give so much to the community.

“I’m excited that we had such a great team working out here today,” said Shevat, whose team helped with landscaping at Valerie’s House Pensacola, a nonprofit dedicated to helping children and families cope with grief and loss in a safe place. “We like to get out and help the community, and Day

of Caring is a great way to do that. It always feels good to help out an organization that goes out of their way to help people in need.”

Escambia County Natural Resources Management, Information Technology, and Purchasing employees participated in the “Red Ribbon Rally” at West Pensacola Elementary, an initiative aimed at promoting healthy, drug-free lifestyles. County staff helped with fun activities for the students, including running a photo booth station, and provided healthy snacks.

West Pensacola Elementary School Counselor Brittany Langlois said she encourages local schools to get involved in Day of Caring and help make a positive impact on the children in the community.

“It’s so meaningful to be selected for Day of Caring, and we love when the volunteers come out,” Langlois said. “The kids get so excited to see them out here helping with their school. It’s a day of fun, but it’s also educational, and we have an opportunity to tell them these people volunteer to help make their school better.”

According to United of Way West Florida, 743 volunteers completed 61 projects during the 2024 Day of Caring, totaling 2,939 hours of volunteer work. The volunteers' donated time is estimated to have a $93,460 impact.

Escambia County departments and divisions that participated in this year's United Way Day of Caring included the County Attorney's Office, Engineering, EMS, Emergency Communications, Emergency Management, Escambia County Fire Rescue, Natural Resources Management, Information Technology, Mosquito Control, Pensacola Beach Lifeguards, Purchasing, Public Safety, and Waste Services.

SANTA ROSA COUNTY COMPLETES $4 MILLION DRAINAGE IMPROVEMENTS IN RANCHETTES SUBDIVISION

Santa Rosa County has completed a major drainage improvement project in the Ranchettes subdivision aimed at reducing flooding and improving stormwater management. The nearly $4 million project was funded through FEMA’s Hazard Mitigation Grant Program (HMGP), administered by the Florida Division of Emergency Management, in response to damages caused by Hurricane Sally in 2020.

“I am excited to share the completion of the Ranchettes drainage improvements,” said Commissioner Colten Wright, District 5. “This project will provide significant relief to residents by reducing flooding concerns, particularly during heavy rainfall events like those experienced in April 2014. I’m proud of our team’s ability to leverage grant funding, local Option Sales Tax, and general revenues to make such a significant investment in our infrastructure.”

The project included the construction of swales, installation of new driveway pipes, and the addition of inlet structures and stormwater pipes to direct runoff into a designated

pond. These improvements are designed to mitigate future structural flooding for approximately 300 homes across the Ranchettes, Northridge, and Whisper Bay subdivisions, considering a 100-year storm event.

In addition to protecting homes, the project enhances public safety by reducing the risk of road damage and closures that can hinder emergency and personal vehicle access during and after storms. The Ranchettes subdivision was originally built before stormwater control regulations were in place in Santa Rosa County.

The area has experienced repeated flooding, including damage to 44 private residences during the April 2014 flood, and structural flooding during Hurricane Sally, as well as heavy rain events in September 2004, April 2005, and June 2012.

Eighty-eight percent of the project was funded through grant funding and 12% funded through sales tax and general funding. This project was funded in part by sales tax dollars.

SCHOOL OF EDUCATION RECEIVES $579K NSF GRANT, LEADS NATIONAL STEM TEACHER PREPARATION PROJECT

The University of West Florida School of Education has received a $578,792 grant from the National Science Foundation to lead a collaborative project aimed at improving undergraduate teacher education in the fields of science, technology, engineering and math. This is part of a larger $1,498,899 grant awarded across five universities.

“We are thrilled to have been awarded this grant, which will open exceptional doors for our students to engage in research and experiential learning,” said Dr. Denise Soares, dean of the UWF School of Education. “This support reflects our university's dedication to cultivating tomorrow's creative thinkers and solution-oriented leaders. Beyond the tangible resources it provides, this funding represents a commitment to nurturing the change-makers who will shape our collective future.”

The project, led by Dr. John Pecore, professor in the UWF School of Education, brings together researchers from Drake University, Kennesaw State University, Texas A&M University and Southern Methodist University. Over the next four years, the team will work with approximately 250 college students preparing to become teachers to study how virtual reality and artificial intelligence simulations compare to traditional peer-teaching models in preparing effective STEM educators.

Participants will complete online learning modules and practice leading classroom discussions about real-world science and technology issues. Some will engage with a cutting-edge virtual reality simulation with artificial intelligence called Engage VR, while others will participate in guided peerteaching sessions. The research team will also design a scalable peer-teaching model that universities can adopt even without access to virtual reality tools.

“This research explores the potential of artificial intelligence – driven avatars in virtual reality to transform the way future STEM teachers learn to teach,” Pecore said. “The immersive environment gives preservice teachers a safe, authentic space to practice leading classroom discussions and receive feedback in real time. By comparing these experiences with traditional peer-teaching, our multi-institutional team aims to identify scalable approaches that strengthen teacher confidence and effectiveness in STEM classrooms.”

The project extends earlier research at UWF using mixed reality simulations to strengthen preservice teachers’ instructional skills. Dr. Shim Lew, associate professor in the School of Education, and Dr. Byron Havard, professor of instructional design and technology, serve as co-principal investigators. Lew contributes expertise in teacher learning and simulation-based practice, and Havard leads the design and development of the virtual reality AI platform that advances this work into fully immersive environments.

“I want to recognize our faculty for their tireless efforts in earning this highly competitive grant,” Soares said. “Their groundbreaking research was central to this success, and these funds will supply the essential tools to propel their work forward. This recognition will strengthen our school's research while enabling innovative partnerships and pioneering initiatives.”

Undergraduate education students and graduate students in instructional design and technology at UWF will assist with the project, gaining valuable research and teaching experience. With strong research methods and participation from multiple universities, this collaborative project aims to improve how future STEM educators are prepared, helping them teach in ways that make science and math more engaging and meaningful for all students.
