COMMUNIT Y NEWS

U.S. FOREST SERVICE AND U.S. ENDOWMENT FOR FORESTRY AND COMMUNITIES ANNOUNCE THE FORESTRY ANALYTICS FOR CARBON TRACKING (FACT) DATA PLATFORM The Forest Service and U.S. Endowment for Forestry and Communities today announced the Beta launch of the Forestry Analytics for Carbon Tracking (FACT) platform, a sciencebased platform that addresses the growing challenge and need for reliable forest sector carbon data at no cost to users. Landowners and businesses face increasing pressure to report and communicate carbon information, but existing data can be fragmented, inconsistent and costly to aggregate. FACT compiles previously siloed public and private data into one free, accessible and transparent place, strengthening the competitiveness of U.S. forest products in domestic and global markets. “The Forest Service is committed to giving landowners access to information that supports active and effective forest management,” said Forest Service Chief Tom Schultz. “FACT demonstrates what is possible when the public and private sectors work together around transparent, standardized data.” The FACT Beta launch serves as a working release and active improvement period during which the platform will continue to be optimized, functionality will evolve, and new information will be incorporated. Valuable input gathered during this stage will shape the platform ahead of its full Version 1 release, which is planned for summer 2027. FACT is being developed through a publicprivate effort led by the Endowment, the Forest Service, and the forest sector, with input from scientists, engineers and practitioners. The effort is supported through a collaborative agreement including the American Forest Foundation, American Wood Council, Composite Panel Association, Decorative Hardwoods Association, Hardwood Federation, Hardwood Manufacturers Association, National Alliance of Forest Owners, National Hardwood Lumber Association, National Wood Flooring Association and Woodpack Global. “Forest and harvested wood product carbon data has been scattered across public and private sources for years, making it challenging for landowners, manufacturers and researchers to work from a consistent foundation of information,” said Pete Madden, president and CEO of the Endowment. “FACT will make standardized, transparent data easier

to access and use, strengthening the competitiveness of American forest products while supporting U.S. jobs and rural economies.” FACT will complement tools and datasets people already use across the forest products value chain rather than replacing them. The platform is being designed to: • Provide forest land managers with a standardized method to convert their forest inventories to carbon stocks and create small area carbon estimations. • Give harvested wood product manufacturers the tools to determine and report the carbon impacts of their operations. • Support the consideration of embodied and displaced carbon estimates in design and architectural applications. • Advance research by identifying gaps in primary carbon data. As forest carbon research advances and published Life Cycle Assessments and Environmental Product Declarations are updated, FACT will continue incorporating new information. This approach will allow the platform to evolve as science, data and user needs change. About the U.S. Endowment for Forestry and Communities The U.S. Endowment for Forestry and Communities is a not-for-profit public charity collaborating with partners in the public and private sectors to advance systemic, transformative and enduring change for the health and vitality of the nation’s working forests and forest-reliant communities. About the Forest Service: The Forest Service has brought people and communities together to answer the call of conservation for more than 100 years. Grounded in world-class science and technology — and rooted in communities — the Forest Service connects people to nature and recreation opportunities. The agency manages 193 million acres of public land, supports the nation’s forest industry and energy needs and operates the largest and most respected wildland fire and forestry research organizations in the world. By providing assistance to state and private landowners and working with tribes and other partners, the Forest Service also helps steward an additional 900 million forested acres within the U.S.

The project will revitalize waterfront infrastructure supporting Navy and U.S. Coast Guard operations in the Gulf Coast region. Modernization of the installation’s deepwater port infrastructure will help sustain expeditionary readiness and support naval and joint maritime assets. “Our shore facilities are power-projection platforms that directly affect fleet readiness and national security,” said Lt. SANTA ROSA COUNTY BUILDING INSPECTIONS URGES COMMUNITY TO BEWARE OF UNLICENSED CONTRACTORS AND SCAMS Santa Rosa County Building Inspections urges residents to use caution when hiring contractors for storm-related repairs. Following a major storm, unlicensed contractors and scammers may take advantage of homeowners who are trying to repair their properties quickly. Before hiring anyone to perform repairs, take a few simple steps to protect yourself, your home and your money. Protect Yourself – Know Before You Hire! • Verify the contractor's license. Make sure the contractor holds the appropriate license for the work being performed. You can verify licenses through the Florida Department of Business and Professional Regulation (DBPR) at www.MyFloridaLicense.com. • Be cautious of door-to-door offers. Be wary of individuals who show up unsolicited, pressure you to make immediate decisions, or claim they can begin work right away without the necessary permits. • Don't pay large amounts upfront. Avoid paying for the entire project before work begins. Be especially cautious of contractors demanding cash payments. • Get everything in writing. Request a written contract outlining the scope of work, materials, total cost, payment schedule and estimated completion date.

• Verify permit requirements. Many stormrelated repairs, including roofing, electrical and structural work, may require permits and inspections. Don't rely solely on a contractor's statement that a permit isn't needed. • Watch for red flags. Be cautious of contractors who refuse to provide license information, discourage permits or inspections, or ask you to obtain a permit as an ownerbuilder when they will actually be performing the work. Remember: A Licensed Contractor Helps Protect You! Hiring an appropriately licensed contractor and obtaining required permits helps ensure repairs meet applicable building codes and safety standards. Before you hire, verify the license and check permit requirements! If you are unsure whether a contractor is properly licensed or whether your repairs require a permit, contact Santa Rosa County Building Inspections at (850) 981-7000 before work begins. Residents who suspect unlicensed contracting activity may report it to the Florida Department of Business and Professional Regulation.

FEMA LAUNCHES NEW OPTION TO BUY NATIONAL FLOOD INSURANCE PROGRAM POLICY ONLINE It is now easier than ever for Florida residents to prepare for the devastating financial consequences of flooding. Today FEMA launched a new tool to purchase a National Flood Insurance Program policy completely online through Floodsmart. gov. The tool is accessible nationwide, with the online purchase option available to anyone living in one of the almost 22,700 participating NFIP communities. This development aligns with President Trump’s American First Resilience Strategy which outlines a risk-informed approach to resilience that empowers the American people to protect themselves and their property. Individuals are the first line of resilience and represent the nation’s greatest strategic advantage. By making it easier to purchase flood insurance, FEMA is empowering them to ensure their own resilience and reduce dependence on federal assistance. “I’ve seen firsthand how floodwaters devastate American communities,” said FEMA Administrator Cameron Hamilton. “We are making it easier for people to reduce their financial risk and protect what they’ve spent their lives building. With this new digital tool, you can get a quote and buy a flood insurance policy in a matter of minutes. This innovation demonstrates how FEMA is working to cut bureaucracy and deliver results to the American people.”

Through the National Flood Insurance Program’s new self-service digital purchase option, FEMA is reducing barriers and making flood insurance more accessible to people nationwide. You can get a quote on Floodsmart. gov after providing basic information about your building. Once you receive your quote, you will have the option to purchase a policy online or through an insurance agent. If you choose to purchase online, you can do so on Floodsmart.gov in just a few minutes. If you choose to purchase through a local or national carrier, you can share your quote details with your insurance agent, or Floodsmart.gov will offer the contact information of three licensed state insurance agents. The new self-service tool is consistent with the insurance industry’s shift toward digital engagement and aims to make it easier for more Americans to access flood coverage. Floods are the most common and costliest natural disaster in the United States. Flood insurance provides financial protection against the unexpected to help Americans be better prepared, self-sufficient and confident in their ability to safeguard their future. FEMA’s National Flood Insurance Program provides about $462 billion in coverage for approximately 1.7 million policyholders in Florida.

CITY OF PENSACOLA TO CELEBRATE DUNWOODY PARK PLAYGROUND GROUNDBREAKING NOV. 14 The City of Pensacola Parks and Recreation Department will host a groundbreaking ceremony for the new Dunwoody Park playground on Saturday, Nov. 14, at 10 am at 3600 McClellan Drive. This marks the next step in bringing a refreshed, Western-themed play space to the Cordova Park neighborhood. The $210,000 project will replace the existing playground with updated play structures featuring slides, ramps, accessibility elements and Western-themed details honoring the park’s “Cowboy Park” roots. Other park amenities include baseball and softball fields, a basketball court, picnic areas, a pavilion and walking paths. “Dunwoody Park has long been a gathering place for families in this neighborhood, and we’re excited to begin the next chapter of its story,” Parks and Recreation Director Tonya Byrd said. “This project brings a fresh, accessible play experience to the community while honoring the park’s ‘Cowboy Park’ roots. We’re proud to see community input helping shape a space where children and families can make memories for years to come.” Community Input Helped Shape the Design The playground’s design reflects feedback gathered from residents during a public input process in summer 2026. On July 3, the Parks and Recreation Department partnered with District 4 City Councilman Jared Moore to host a community input session at Dunwoody Park ahead of the Cordova Park Neighborhood Association’s annual Fourth of July Kids Bike Parade. Residents reviewed two playground design

concepts featuring Americans with Disabilities Act accessible elements and were invited to share their preferences through a survey. The feedback helped the City select a final design that honors the park’s Western heritage while incorporating updated play features and accessibility considerations. Read the City’s previous announcements for more information: • Dunwoody Park Playground Is Getting a Facelift and Needs Your Input, published June 30, 2026. • Dunwoody Park Playground Replacement Revealed, published Sept. 23, 2026. Project Timeline and Funding The Nov. 14 groundbreaking marks a milestone in the playground replacement project, with installation planned for winter 2026 and completion anticipated in spring 2027. The schedule is subject to construction progress and site conditions. The project is part of Direction ’25: Pensacola Parks Revitalization, announced by Mayor D.C. Reeves in January 2025. The $21.7 million initiative represents the City’s largest investment in parks since 1985 and supports improvements across all seven City Council districts. Projects include playground replacements, facility upgrades, court and parking lot resurfacing and improved ADA accessibility. The Dunwoody Park playground project is funded in part through Local Option Sales Tax (LOST) revenue and contributes to the City’s ongoing commitment to maintaining and enhancing public recreational spaces for residents and visitors.

EXCITING THINGS COMING TO SANTA ROSA COUNTY Santa Rosa County Recognizes National Animal Shelter Week The Santa Rosa County Board of County Commissioners proclaimed November 1-7, 2026, as National Animal Shelter Week, recognizing Santa Rosa County Animal Services staff, volunteers, foster families and supporters for their dedication to caring for homeless animals, promoting responsible pet ownership and connecting animals with loving, permanent homes. The proclamation encourages residents to support local animal welfare efforts through adoption, fostering, volunteering and donations. Temporary Living Quarters in All Zoning Districts During Hurricane Isaias Recovery The Santa Rosa County Board of County Commissioners unanimously approved permitting temporary living quarters, including recreational vehicles and travel trailers, in all zoning districts during the Hurricane Isaias recovery period, for a duration of one year. This measure is similar to one previously approved by the Board of County Commissioners following Hurricane Ivan and would provide flexibility for residents

needing temporary housing during the recovery period. Private Subdivision Debris Removal The Santa Rosa County Board of County Commissioners unanimously approved authorizing debris removal from privately maintained roadways in locations (such as subdivisions) where the debris removal addresses a clear public health and safety need. Santa Rosa County requires all homeowners' associations representing private or gated subdivisions or roads to execute a right of entry and hold harmless form before Hurricane Isaias debris can be removed from those premises. The right of entry/hold harmless form can be found online. Waiver of Residential Vegetative Fees The Santa Rosa County Board of County Commissioners unanimously approved waiving fees for residential vegetative debris brought to the Central Landfill and Jay Transfer Station by Santa Rosa County residents for an additional two weeks. Disaster debris removal is well underway, and residents can bring vegetative storm debris to three established locations around the county with no charge.

NAVAL AIR STATION PENSACOLA RETURNS TO NORMAL OPERATIONS OCT. 15, FOLLOWING HURRICANE ISAIAS Five days after Category 2 Hurricane Isaias made landfall on the Florida Gulf Coast, Naval Air Station (NAS) Pensacola resumed normal operations, Oct. 15. Shuttered while recovery crews assessed conditions to ensure the safety and security of service members and guests, NAS Pensacola – along with the more than 120 tenant commands at the installation and the Corry Station annex – reopened, continuing to support the next generation of naval aviators, aviation maintenance technicians, aircrew and cyber warfare specialists. “This was truly a team effort to get the ‘Cradle of Naval Aviation’ back fully operational,” NAS Pensacola Commanding Officer Capt. Chandra ‘Mamasan’ Newman said. “All hands supported our efforts in cleaning up the damage from the hurricane so we can maintain infrastructure and get back to doing what we do best – supporting commands who are preparing 60 percent of the Fleet for operational deployments around the world.” After more than three days of Naval Facilities and Engineering Command (NAVFAC) recovery crews assessing damage to ensure the safety of the individuals living and working onboard the installation, more than 2,000 service members and students from NAS Pensacola, the Naval Air Technical Training Center (NATTC) and several tenant commands removed debris from roadways,

walkways and common areas. Additionally, Naval Mobile Construction Battalion (NMCB) 1 Seabees, stationed at Naval Construction Battalion Center (NCBC) Gulfport, operated heavy machinery to remove larger debris. The majority of the installation sustained minor damage, with nearly all facilities shifting back to mission capable, Newman said. The NAS Pensacola Morale, Welfare and Recreation (MWR)-led A.C. Read Golf Course and the MWR marinas, however, are closed until further notice. “Being able to return to mission after a hurricane is a testament to the service members and civilian employees’ willingness and tenacity to move forward,” Newman said. “The men and women who keep our installation at full mission capability are exceptional and their efforts faced with personal challenges throughout our community are commendable.” NAS Pensacola hosts two areas of public interest onboard the installation – the National Naval Aviation Museum and Pensacola Lighthouse – and ensuring these areas were safe to move through was of the utmost consideration. Newman added that the volunteer cleanup effort, coordination with surrounding city and county leadership and the resilience of the NAS Pensacola team all contributed to ensuring the organizations were able to open for visitation.

These limited edition, gold-plated ornaments have become treasured collector’s items for many Gulf Coast residents over the past three decades. This year’s ornaments will be available beginning Monday, November 2 at Goodwill Gulf Coast stores, participating vendors and via GGC’s website. Proceeds from ornament sales support Goodwill Gulf Coast programs and services that help educate, train and employ thousands of individuals with disabilities and other barriers to success each year. The Falling and the Rising chronicles the imagined journey of a soldier suspended inside a coma, following an injury from a roadside IED. We follow as she makes her way through a miraculous coma-induced dreamscape— one punctuated with the lives of other fellow service members, each on their own individual journey toward healing and home. Together, they must move toward clarity, comfort, consciousness, and communal hope during a time of adversity.
