HOLLICE T. WILLIAMS PARK DESIGN + EXPANSION

CITY UNVEILS NEW DESIGN PLANS FOR PARK & LONG HOLLOW POND

The City of Pensacola recently unveiled plans for a multidecade project that will reimagine Hollice T. Williams Park, the 1.3-mile stretch of green space that runs beneath Interstate 110.

The redesign will add a variety of new public amenities and extend to the adjacent Long Hollow Stormwater Pond, transforming the two connected areas into a vibrant community-focused hub.

This new vision plan is a result of extensive public input, replacing a previous plan that lacked sufficient community engagement.

The park is named after Hollice T. Williams, Pensacola’s first African American City Councilman and longtime YMCA leader. The redesign is set to honor his legacy, as well as reconnect and restore vibrancy to the historically Black and working-class neighborhoods that were displaced by the construction of I-110 in the 1970s.

To ensure the park redesign adheres to the community’s vision, the City Council adopted the Hollice T. Williams Equitable Development Plan in November 2024.

The design team has worked closely with community groups, park users, area neighborhoods, state and federal agency stakeholders and former residents to ensure the community’s input is accurately reflected in the park design and expansion plans. Led by Pensacola native Katie Fox of Geosyntec Consultants, the team also includes renowned park designers Michael Van Valkenbergh Associates, and Pensacolabased landscape architects Jerry Pate Design.

The equitable development plan lays out six guiding values for the redesign: inclusivity and

accessibility, history and culture, economic opportunity, environmental justice, housing affordability and local decision-making. These principles will guide both the park’s redevelopment and future growth around its perimeter.

“We hope that the park will become a design precedent for the Gulf Coast region and will give back to the local community and the city in a big way,” Community Redevelopment Area Urban Design Planner for the City of Pensacola Rachel Bennett said.

For years, there have been discussions around a potential revitalization of the park, but only recently has there been a look into the future of a reimagined Hollice T. Williams Park.

“The City of Pensacola initiated the design process for the Hollice T. Williams Stormwater Park in 2010, resulting in the Hollice T. Williams Greenway Framework Plan, and in 2022, a set of 100 percent design plans,” Bennett explained. “The city utilized these design plans to apply for $25 million in Community Development Block Grant Disaster Recovery stormwater infrastructure grant money to fund the first phases of planning, design and construction of the Hollice T. Williams Stormwater Park and successfully won this grant money.”

A 2021 park design was created but was later shelved after Pensacola Mayor D.C. Reeves received feedback from Harvard University’s Mayors Institute for City Design that the plan lacked enough community feedback and connectivity. This feedback prompted the city to take a step back and redesign the park with deeper community involvement.

“We re-issued a Request for Qualifications in 2023 to redesign the park, and awarded the park redesign to Geosyntec Consultants and Michal Van Valkenburgh Associates, Inc. Since then, we

have initiated a robust community engagement effort, created an Equitable Development Framework Plan for the park and the half mile radius around the park, and won a $5 million Reconnecting Communities Grant to further the construction of the park,” Bennett said.

In April 2025, the City of Pensacola unveiled its preliminary vision plan for the park, which included a public presentation featuring a 15-foot, 3-dimensional model of the proposed design plan.

Spanning a total of approximately 110 acres, the reimagined park will provide community amenities, address the area’s stormwater management issues and celebrate and honor the history of the neighborhood.

The construction of the entire park would span approximately 20 years, broken up into four phases. The first phase will cover 46 acres and is expected to be completed by the end of 2027. This ambitious timeline is largely driven by the required deadlines of nearly $30 million in grants the city won for the project.

Some key features of phase one include connecting the Long Hollow Pond to the park with a central multimodal pathway, constructing a fullsize football field and more. Phases two through four are anticipated to take place over the next 20 years, and timelines for these phases will solidify as the project moves forward and more funding is secured.

“The 2045 visioning plan for the Hollice T. Williams Stormwater Park and expansion envisions a wholistic, multifaceted and complex project that focuses on innovative stormwater infrastructure and landscaping that reduces local flooding, multimodal connectivity that reconnects a bisected and erased community due to the inser-

tion of I-110 and reclaims the space under I-110 and recreational project amenities (which are yet to be finalized) that address health and wellness, history, culture, entrepreneurial opportunities and public art,” Bennett explained.

The new park design plan also calls for meandering sidewalks, new playgrounds, seating areas, basketball courts, infrastructure to reduce flood risks, an outdoor amphitheater and a central multimodal pathway for pedestrians, cyclists and skateboarders. Additionally, the design includes landscaping plans like the planting of dense trees to shield noise from traffic on the interstate.

The latest milestone in the project was the submission of a 60 percent design plan for phase one construction for the city’s review. Throughout the park’s redesign process, the city has hosted various meetings and events to receive public input and feedback. In August, they hosted Party in the Park, which gave attendees a look at the project plans and an opportunity to provide feedback.

“After four public community engagement events and two public surveys, the general feedback

that we have received from the surrounding community has been positive. The community is excited that we are commencing construction in the next year, considering this project has been in progress for two decades,” Bennett said. The city is also listening to concerns that community members have brought up during the meetings, most of which focus on street closures.

“Some of the bigger concerns that we have received regarding the 2045 vision plan have been related to proposed street closures and stormwater ponds. The Geosyntec and Michal Van Valkenburgh Associates, Inc. team is working with Kimley Horn on a traffic study to evaluate the effects of these road closures and has considered the stormwater pond feedback in their design revisions,” Bennett said. The city plans to hold additional public meetings and workshops in the future to provide more opportunities for shared input and feedback.

GULF BREEZE WILL DO ANNOUNCES 2025 GRANT WINNERS

Gulf Breeze Will Do, a women’s philanthropic group, awarded $45,000 in grants at its annual meeting on November 2, 2025.

Gulf Breeze Will Do (GBWD) was born out of a group of Gulf Breeze women who formed an organization that could serve as a funding tool to help other organizations and individuals who are trying to make a difference in the Gulf Breeze and Pensacola Beach communities. The organization is celebrating its 11th anniversary and has funded more than $543,000 in grants since its inception.

Grant funding at GBWD is provided by collective annual membership dues, of which 100 percent is distributed back to the community. Every member has a vote on which organizations receive grant funding.

A $4,080 grant will be used to create a sensory room at the Arc Gateway South Santa Rosa center. This calming, engaging environment will help clients struggling with anxiety and overstimulation, which could result in unsafe situations.

City of Gulf Breeze Police DepartmentAutomatic External Defibrillators (AEDs)

A $7,044 grant will be used to purchase four AEDs to replace the current units that are near the end of their useful life.

Pensacola Beach Chamber of CommerceAutomatic External Defibrillators (AEDs)

A $1,809 grant will be used to purchase a portable AED to provide life-saving support at one of the busiest public areas on the beach.

The 2026 Membership Drive is currently underway. Annual dues are $250 per person and membership is open to women 18 years of age or older.

SANTA ROSA COUNTY ANIMAL SERVICES OFFERS HOME

PAWLIDAYS SHORT-TERM HOLIDAY FOSTER PROGRAM

Foster a pet this holiday season over Thanksgiving or Christmas through Santa Rosa County Animal Services (SRCAS) 'Home for the Pawlidays' short-term foster program. As a bonus, fosters who decide to keep their holiday furry friends permanently will have their adoption fees waived!

This year, the holiday foster program will be split into two date ranges. The Thanksgiving option will be November 19 - December 3. The Christmas option will span December 17 - January. 5. This allows potential fosters to participate in either holiday or both!

Those interested should complete a foster application, and staff will review the applications to determine the pet that will best fit each foster. The shelter will provide everything a foster parent needs to care for the animal, including food, toys, treats, a harness and a leash.

"We're trying to encourage more of our community members to foster some of our awesome animals, especially through the holidays, to give them a break from the shelter," said Randy Lambert, Santa Rosa County Animal Services Chief. "The shelter is completely full, and getting these animals

THE FLORIDA DEPARTMENT OF CHILDREN AND FAMILIES ANNOUNCES LAUNCH OF THE STATEWIDE YOUTH ADVISORY BOARD

The Florida Department of Children and Families (Department) announced the launch of the Statewide Youth Advisory Board, a new youth-led group made up of youth and young adults, created to elevate and honor the voices of those with lived experience in Florida’s child welfare system. Launched during Foster Youth Voice Month, this initiative reflects the Department’s commitment to encouraging and celebrating youth leadership and creating additional opportunities to empower young people to take an active role in improving the systems that supports.

The Board offers a meaningful platform for youth and young adults to share their insights and ideas directly with Department leadership—ensuring that their perspectives help guide decisions that shape the future of child protection and well-being in Florida. Additionally, the Board provides those with lived experience in the system of care with the information, tools, and resources needed to advocate effectively on behalf of their peers. By bridging the gap between lived experience and policy development, the Board strengthens the Department’s ability to serve young people across Florida with compassion, accountability, and respect.

“Thanks to Governor DeSantis’ leadership, we continue to put the people we serve at the very center of everything we do,” said Department of Children and Families Secretary Taylor N. Hatch. “The very idea to create a Statewide Youth Advisory Board originated from youth voice—and its establishment ensures their voices are not just heard, but are the driving force—informing, creating, shaping, and guiding how we strengthen supports and services to drive outcomes and relatability for youth

and families across our great state.”

The Statewide Youth Advisory Board builds on the success of the Department’s Youth Subcommittee, established in 2023, to increase collaboration with youth organizations statewide. Based on feedback from young leaders seeking an elevated avenue the Statewide Youth Advisory Board was developed to provide greater access, influence, structure, and leadership opportunities for young adults.

Eligibility

Membership is open to youth and young adults with personal experience in Florida’s child welfare system. The Statewide Youth Advisory Board will include up to 21 voting members ages 18–23, and additional nonvoting seats for youth and young adults, ages 14–26, who wish to engage in statewide advocacy and leadership opportunities. Members must reside in Florida during their term and demonstrate the desire to be actively involved. Applicants must be sponsored by a Community-Based Care Lead Agency or a youth advocacy organization, which will support their participation in Statewide Youth Advisory Board activities. The Statewide Youth Advisory Board will meet regularly throughout the year— both virtually and in person—to discuss Department initiatives, identify areas for improvement, and collaborate on recommendations that strengthen support for youth and young adults in areas such as the transition to adulthood. Members will receive training in leadership, public speaking, and policy development while working alongside Department leadership and community partners to improve outcomes for their peers statewide.

After foster applications are reviewed, shelter staff will reach out directly to schedule pick-up and drop-off times.

Staff also recommends scheduling time to meet animals before picking them up for fostering, but all pets available for adoption online can be fostered. This program gives pets a break from the shelter environment and the opportunity to spend the holidays in a loving foster home. Foster homes give the shelter great insight into the animal's behavior and reduce the number of shelter pets to care for during the holidays.

The shelter asks that foster parents take lots of photos and videos of their temporary pets and share feedback on the animals' behavior, likes and dislikes.

Santa Rosa County Animal Services' mission is to build a society in which every animal is treated with compassion; we provide humane shelter and care for the approximately 3,500 lost, displaced and victimized animals who enter our doors every year. Our services protect animals and educate the community through outreach, intervention, and enforcement.

$6,408.82 GRANT FROM FLORIDA POWER & LIGHT COMPANY SUPPORTS STEM TEACHER INNOVATION IN ESCAMBIA COUNTY

Escambia County Public Schools Foundation is proud to be a recipient of a Florida Power & Light Company (FPL) EmPOWERing STEM Educators grant, supporting the advancement of STEM-focused professional learning for teachers in Escambia County. This statewide initiative strengthens math and science instruction through peer-to-peer collaboration and classroom innovation.

The FPL EmPOWERing STEM Educators program increases teacher knowledge of effective, standards-aligned instructional strategies while encouraging the practical implementation of innovative approaches in the classroom. The emphasis on educator-led learning communities allows teachers to share best practices and deepen their impact through collaboration.

“The support from FPL allows us to invest directly in our educators’ professional growth and sends a strong message that their work matters,” said Jo McArthur, Executive Director. “When teachers feel valued and are given meaningful opportunities to collaborate and innovate, it not only improves instruction—it helps us retain great teachers in our classrooms.”

The Consortium of Florida Education Foundations manages the program, which helps local education foundations across the state share resources, strategies, and support to ensure meaningful implementation. Since 2018, FPL has partnered with the Consortium to invest more than $600,000 in this initiative, demonstrating a long-standing commitment to improving STEM education statewide.

"For the last 100 years, FPL has been committed to powering strong communities. Our investment in STEM education is a way to spark innovation and opportunity for the next generation," said Sarah Marmion, FPL senior manager of education outreach. "By supporting our teachers through these grants, we're empowering them with the resources they need to inspire students and cultivate the problem-solvers and innovators of tomorrow."

FPL also supports teachers and students through other programs such as its STEM Classroom Makeover Grants. These grants provide educators with $50,000 to transform their learning environments with cutting-

edge technology and hands-on materials. The program has helped Florida teachers create dynamic, interactive classrooms that make science, technology, engineering and mathematics more engaging for their students.

BLUE WAHOOS UNVEIL NEW “PENSACOLA SKY JOCKEYS” ALTERNATE IDENTITY FOR 2026 SEASON

In a ceremony at Pensacola International Airport on Monday, the Pensacola Blue Wahoos unveiled a new alternate identity that pays tribute to the community’s strong ties to military aviation. With a blue and yellow color scheme reminiscent of the U.S. Navy’s Blue Angels Flight Demonstration Squadron, the Pensacola Sky Jockeys will take flight at Blue Wahoos Stadium during select games throughout the 2026 season.

Fitting Pensacola’s status as the “Cradle of Naval Aviation,” the Sky Jockeys jersey features the team wordmark in a sharp, angular font to match livery on the F/A-18E/F Super Hornet flown by the Blue Angels. The cap features a fierce, anthropomorphic fighter jet sporting aviator sunglasses and baseball bats on its wingtips.

“The Pensacola Blue Wahoos have enjoyed a strong relationship with our military community since we first took the field in 2012, and that partnership has only grown in recent years,” said Blue Wahoos assistant general manager Anthony Aspenson. “Our players have visited the Blue Angels on the flight line at N.A.S. VETCV FOUNDATION TO CELEBRATE GRAND OPENING OF THE MISSION

NEXT MILITARY, VETERANS, AND FAMILY RESOURCE CENTER ON PENSACOLA STATE COLLEGE MILTON CAMPUS

VetCV Foundation, the nonprofit arm of VetCV Inc., invites the community to celebrate the grand opening and ribbon-cutting of the Mission Next Center on November 21 at 9:30 a.m. on the Pensacola State College Milton Campus. The event will be held in Building 4200 main entrance and will include guest speakers and tours of the new facility.

The Mission Next Center is a collaboration between the VetCV Foundation and Pensacola State College alongside local government leaders, businesses, and veteran service organizations to provide personalized resources and services to current and former service members and their families. Guests at the center will receive one-on-one guidance from Patriot Navigators to help them assess their needs and identify the right resources and services for them. They are then introduced to resources, tools, tips, and connected to Patriot Partner organizations that we believe can help—companies, nonprofits, faith-based groups, and government entities—which offer these services and resources. VetCV and the Mission Next Center maintain a database and contact with Patriot Partners to facilitate access to these resources.

The Mission Next Center will provide guidance for topics including employment, housing, education, VA benefits, healthcare access, economic self-sufficiency, legal services, small business growth, veteran community networking, support for returning citizens, substance abuse assistance, and much more.

The Mission Next Center is a shared vision with the VetCV Foundation and State Representative Michelle Salzman (Florida, District 1), alongside our Patriot Funding Partners, local business leaders and veteranfocused nonprofits and organizations. “We needed a way to navigate people to the veteran resources that are already available to the community,” Rep. Salzman said.

“The Mission Next Center will bridge the gap between federal support and the local area. Currently, we have organizations holding events in coffee shops and going to veterans’ homes to help with their claims. We believe that veterans deserve a place to call their own and access these resources. That’s what the Mission Next Center is.”

By supporting and engaging directly with active-duty service members, veterans, and their families, the Mission Next Center will also help optimize their successful transition from military service and help them navigate the challenges and opportunities of civilian life. The VetCV Foundation notes that there will never be a cost for these services to individuals.

ESCAMBIA COUNTY'S PROJECT RECONNECT PROGRAM HELPS MORE THAN 300 INDIVIDUALS

Escambia County's Real Change Project Reconnect Program is celebrating a milestone of helping more than 300 individuals, including 13 children, reunite with their family, friends, or other support networks through free transportation assistance.

Real Change Project Reconnect was launched in February 2024, with a goal of reducing homelessness in Escambia County. The program offers resources and assistance for individuals travel to locations where they have a better support system to help them get back on their feet.

The program is funded by Escambia County and facilitated by Ministry Village at Olive, Inc. Through Project Reconnect, eligible individuals and families are provided with a bus or plane ticket to their chosen destination, provided they can demonstrate that family, a job, or support network is in place for them.

Due to the success of the program, the Escambia County Board of County Commissioners approved another increase in funding for the program from $53,527 to $89,706, providing even more opportunities to help individuals seeking assistance. Approximately $54,569 of the funding allocated for the program has been spent for the 307 individuals who have received assistance so far. Escambia County Governmental Liaison Liz Kissel, who manages the program for the county, said she's excited about using the additional funding to continue helping

individuals who are looking for an opportunity to improve their circumstances.

“This milestone is another testament to the success of the Real Change Project Reconnect program, which is truly changing lives for the better and giving these individuals hope for a brighter future,” Kissel said. “I appreciate Ministry Village for their continued partnership and dedication to helping those in need in our community – this wouldn't be possible without their support. I look forward to hearing even more heartwarming stories of people being reunited with their families and getting a chance at a fresh start through this program.”

The following individuals and families may be eligible for Real Change Project Reconnect:

• Individuals and families seeking family reunification and housing with their family or other support system.

• Individuals and families who have identified employment and need only shortterm social service support to facilitate their transition to the arrival community.

• Individuals and families who have affordable permanent housing or other shelter options awaiting them in a community where they have family or social supports. This program is just one part of Escambia County’s ongoing efforts to reduce homelessness in the community, and the county is continuing to work with community partners to strategize additional solutions for those experiencing homelessness.

Santa Rosa County Parks and Recreation is bringing the big screen outdoors with the launch of its new Movie in the Parks program. Families and residents of all ages are invited to enjoy a free showing of The Incredibles on November 18 at 6 pm at the Bagdad Mill Site Park. This new program features a series of family friendly movie nights under the stars at parks throughout Santa Rosa County. Attendees are encouraged to bring blankets or lawn chairs for a fun-filled evening of entertainment. Local food truck vendors will be on-site, and movies will be shown on a large outdoor screen, creating a theater-like experience in the heart of Santa Rosa County’s beloved parks.
