A BRIGHTER FUTURE

W

hile the cost of a college education is rising nationwide, Florida continues to rank among the most affordable states for higher education. It boasts the lowest average in-state tuition and fees for four-year public institutions in the nation, with an average of roughly $4,940 to $6,723 annually, which is significantly lower than the national average of approximately $11,950. Even with relatively low rates, the total cost can add up over four years, and these numbers don’t include housing, books and transportation. Fortunately, Florida students have access to a scholarship option that can significantly reduce college tuition and fee expenses.

If you’re the parent of a high schooler in Florida and haven’t looked into the Florida Bright Futures Scholarship Program yet, now is the time. The program is one of the most generous state scholarship offerings in the country, and it rewards your kid for making good grades and logging volunteer or work hours.

Any Florida high school student who meets residency and academic requirements can apply. For parents, it’s important to know the requirements and key deadlines so they can track their child’s progress and make sure they apply on time.

The Basics Bright Futures is a lottery-funded scholarship program through the Florida Department of Education that covers college costs for eligible Florida high school graduates attending in-state postsecondary institutions. There are four award types, and the two most common, the Florida Academic Scholars award and the Florida Medallion Scholars award, are what most families are working toward.

The Florida Academic Scholars award (FAS) covers 100 percent of tuition and applicable fees at public Florida colleges and universities. The Florida Medallion Scholars award (FMS) covers 75%. There are also two Gold Seal awards for students in career and technical education programs, but for families pointed toward a four-year degree, FAS and FMS are the finish line.

Funds go directly to the institution and the scholarship applies to tuition and fees automatically.

Requirements

Both FAS and FMS have three main requirements: coursework, grades and test scores. Students also need to complete a volunteer or paid work hour requirement.

Coursework

Both awards require the same 16 college-preparatory credits: four in English (at least three with substantial writing), four in math at or above Algebra I, three in natural science (two with lab), three in social science and two in a sequential foreign language. If your student is in a standard college-prep track at a Florida public high school, they’re likely already meeting this. The foreign language requirement must be sequential credits in the same language, not a mix.

GPA

This is where FAS and FMS diverge. FAS requires a 3.50 weighted Bright Futures GPA; FMS requires a 3.00. That GPA is calculated specifically across those 16 college-prep credits, not across every class on the transcript. And it’s weighted using a state-defined system for honors, AP, IB, AICE and dual enrollment courses. So, a B in AP Chemistry counts for more than a B in a standard course. If your student is loaded up on honors and AP classes, their Bright Futures GPA may be higher than their regular weighted GPA.

In some cases, additional academic credits may be included in the GPA calculation to improve eligibility.

Test Scores

FAS requires an ACT of 29, an SAT of 1330 or a CLT of 95. FMS requires an ACT of 24, an SAT of 1190 or a CLT of 82. The good news is the program super scores, meaning it pulls the best individual section scores from across multiple test sittings and combines them. Students can test as many times as they need through August 31 of their graduation year. If your student’s composite falls just short, a targeted retake focusing on one section could be the difference.

Beginning with the 2025–26 graduating class, the ACT Science section is optional for Bright Futures purposes. If your student has taken the ACT with science, Bright Futures will calculate their composite both ways, with and without science, and use whichever is higher.

Service and Work Hours

FAS requires 100 hours of volunteer service, paid work or any combination of the two. FMS requires 75 volunteer-only hours or 100 paid work hours. These need to be approved and documented through the district school board or private school administrator, and the paperwork requires signatures from the student, a parent and the organization. Make sure hours are logged and documented as they’re completed, not reconstructed at graduation.

Other Ways to Qualify

Students who’ve earned certain academic distinctions can qualify for Bright Futures without meeting all of the standard requirements.

National Merit Finalists and Scholars, AP Capstone Diploma recipients and students who’ve completed a full IB or AICE Diploma can qualify for FAS without needing to meet the test score threshold. They still need the service hours.

Students pursuing an IB or AICE curriculum track (not the full diploma) can also qualify for FAS or FMS with the standard test scores and service hours. If your student is in one of those programs, check carefully what tier of eligibility applies to their coursework.

Don’t Wait to Apply

You don’t apply for Bright Futures when your student gets into college. You apply during their senior year of high school, through the Florida Financial Aid Application (FFAA), and the absolute deadline is August 31 of the graduation year. Miss that deadline and the scholarship is gone.

The program is administered by the Florida Department of Education’s Office of Student Financial Assistance (OSFA), which processes FFAA applications, determines initial student academic eligibility and manages funding disbursement for the scholarship. OSFA recommends submitting the FFAA as early in senior year as possible, even if your student hasn’t finished meeting all the requirements yet. The application is online and free, and submitting it early gives you time to catch any issues with test scores or transcripts before the window closes.

After the FFAA is submitted, your student can track their application status online. An early evaluation based on seventh-semester transcripts and scores through January 31 posts in March. A final evaluation is posted in July after graduation. Awards are automatically forwarded to the eligible Florida institution the student plans to attend, so make sure that school information stays updated in the system.

How to Keep it

Bright Futures renews automatically each year as long as students meet the renewal requirements, but

there are GPA and credit hour minimums that have to be maintained. FAS students need to maintain a 3.0 cumulative GPA in college. FMS, GSV and GSC students need a 2.75. Credit hour requirements are based on how many hours a student was funded each term. Full-time students typically need to earn a minimum of 24 credit hours over the academic year. Drop or withdraw from a class after the add/drop period and the student owes the institution a refund for those hours before the scholarship will renew.

A one-time restoration opportunity is available to students who missed only the GPA requirement (but met the credit hour requirement) in their first year of funding. If that situation comes up, act quickly and know the deadline is May 30 of the year the student wants to resume funding. The scholarship is good for up to five years from high school graduation and covers up to 120 semester hours toward a certificate or first bachelor’s degree.

The Bottom Line Bright Futures doesn’t require perfect grades. Most students who qualify do so because their families understood the requirements early enough to make intentional decisions, like which AP classes to take, when to retake the ACT and how to get service hours documented correctly.

If your student is in ninth or 10th grade, you have time to build that plan from the ground up. If they’re in 11th or 12th grade, the most important thing you can do right now is pull up their transcript, calculate their Bright Futures GPA across those 16 credits and figure out where they stand and what GPA they’re aiming for. SRC Libraries offer a variety of audiobook options, including books on CD, Playaways and eAudiobooks through Libby and hoopla apps. Browse hundreds of titles and find your next great listen at any Santa Rosa County library.

Preschool Storytime

Storytime programs are presented for preschool children ages three through five and include stories, finger plays and action rhymes. Caregivers must remain in the library during storytime; however, they cannot accompany children into the programs. Programs start promptly at the assigned times; latecomers are not admitted.

First timer? Visit the library to meet the storytime presenter, pick up a welcome packet, explore the children's area and enjoy a tour of the library.

Dig into adventure this summer with the Santa Rosa County Library System’s “Unearth a Story” Summer Reading Program. All ages are encouraged to track the number of minutes read and complete weekly challenges to earn prizes. Programs will be offered for families with students who were in kindergarten through fifth grade during the last school year at the following times:

JOIN THE 2026 PENSACOLA BEACH JUNIOR LIFEGUARDS PROGRAM

The Pensacola Beach Junior Lifeguard program is seeking aspiring lifeguards between the ages of 13 and 15 to join the 2026 Junior Lifeguard Program, an exciting and challenging two-week summer training session on Casino Beach.

Tryouts for the program will take place Saturday, June 6, at 7:30 a.m. at Quietwater Beach. Tryouts consist of an approximately 400-yard open water swim in waist-deep water, followed by a one-mile run on the sand. Applicants must attend tryouts to be considered for the program. Limited spots are available. In the event of inclement weather, tryouts will be postponed to Sunday, June 7 at 7:30 a.m. The program cost is $200 per person. FLORIDA POWER & LIGHT BRINGS 2026 INFRASTRUCTURE UPGRADES

TO ESCAMBIA COUNTY

Florida Power & Light Company (FPL) will continue building a stronger, smarter and more storm-resilient electric grid in Escambia County in 2026, advancing its ongoing commitment to reduce outages and restore power faster following major storms.

Planned upgrades focus on reducing outages, strengthening critical infrastructure and restoring service faster after severe weather. FPL crews convert overhead neighborhood powerlines with underground lines in an Escambia County neighborhood. Underground power lines help provide customers with reliable service year-round and during extreme weather.

Upgrades FPL is Making in Escambia County in 2026

This year, FPL plans to complete the following infrastructure improvements in Escambia County:

• 40 Storm Secure Underground Program (SSUP) projects, replacing overhead neighborhood power lines with more resilient underground lines.

• 727 miles of power lines will undergo tree and vegetation trimming, addressing one of the leading causes of power outages.

• 4,739 power poles will be inspected, strengthening or replacing those that no longer meet FPL’s standards. How is FPL Improving Reliability Across Northwest Florida?

While no electric system can be made completely resistant to the impacts of hurricanes and other extreme weather events, across Northwest Florida, FPL continuously pioneers new technology and enhances the energy grid to reduce outage times and improve overall reliability for customers during both good weather and bad, including:

• More than 1.6 million customer interrup-

tions avoided in 2025 due to self-healing smart grid technology.

• 39% fewer wooden transmission structures in Northwest Florida as part of FPL’s efforts to harden the grid with steel and concrete structures.

• More than 150 miles of neighborhood power lines placed underground in Northwest Florida.

• 11,451 smart grid devices installed in Northwest Florida to improve outage detection and response. How Reliable is FPL?

GULF WINDS FOUNDATION AWARDS UP TO $45,000 IN SCHOLARSHIPS TO FIVE MEMBERS

Gulf Winds Foundation is proud to announce that it recently awarded up to $45,000 in scholarships to five outstanding student members: Myiah Alverson, Ellie Nissim, Sarah Schultz, Colton Rollin and Emma Grayce Fuqua. Each recipient will receive a renewable scholarship, including four awards of up to $10,000 and one award of up to $5,000, to support their educational pursuits and aspirations.

This year Gulf Winds received 62 completed applications for the program from a diverse group of students. Open to members of Gulf Winds Credit Union, recipients were selected through a competitive process that evaluated each application on academic accomplishments, community involvement showcasing a desire to make impact, personal essays, letters of recommendation and financial need.

“At Gulf Winds, we believe that education has the power to transform lives, families and communities,” said Daniel Souers, President and CEO. “We are proud to recognize these outstanding students who have demonstrated that they dream big and look forward to seeing the positive impact they will make in their communities and beyond.”

Since 2007, Gulf Winds has been committed to supporting students in their higher education journeys, having awarded $342,500 in scholarships to 80 students. From a young age, Sarah was passionate about music and singing. Growing up in Brewton, Alabama, Sarah recognized the need for local mentorship in the arts at higher levels. Now pursuing a degree in Music in Vocal Performance at Samford University, she is determined to return to Brewton to offer support and lessons as local youth pursue their own futures in the arts. An outstanding student and active member of her community, she has excelled in multiple AP courses, served as Vice President of the National Honors Society and annually contributed to multiple local events including Brewton’s Super Fun Day and Vacation Bible School.

The Junior Lifeguard Program is offered in two sessions from 9 a.m. to 3:30

p.m. Monday through Friday over a twoweek period. Applicants with the fastest tryout times will have first choice for their preferred session:

• Session two: Tuesday, July 21 to Saturday, August 1

During the program, junior lifeguards will learn about water rescues and medical care, participate in rescue drills, shadow Pensacola Beach Lifeguards, and more.

With aspirations of becoming a neonatal nurse, Myiah is majoring in Nursing at the University of Alabama this fall. Inspired by her own sister’s experience with a congenital disease, Myiah has a passion for making a difference in the lives of others. Her academic excellence at Flomaton High School is complemented by dedication to community, demonstrated by her involvement in multiple local groups including the Leo Club and Atmore Area Chamber of Commerce Youth Ambassador program. Myiah also thrived in cheerleading, with two recognitions as an All-American Cheerleader and placing twice with her team at regional tournaments.

This fall, Ellie is set to embark on her journey at Florida State University, where she will pursue her passion for International Studies. Inspired by the 2016 Rio Summer Olympics and her time with the Gulf Coast Youth Diplomats, Ellie has a passion for connecting cultures with diplomacy. Her academic

Influenced by his brother’s career as an Apprentice for Alabama Power in Mobile, Colton is following in his footsteps and pursuing a career as a Lineman. He plans to attend Bishop State in the fall for their State Lineman program. While attending Flomaton High School, Colton was recognized as an Academic All Star for all four years. Beyond his academic pursuits, Colton demonstrated leadership through his involvement in multiple sports including basketball, golf and tennis. He is committed to engaging in his community from serving a few years as a peer helper to actively participating in the Little Escambia Baptist Church Youth Group.

Micah Williams Memorial Scholarship

Emma Grayce is pursuing a degree in Nursing at the University of South Alabama, driven by her passion for being a leader in her community. Since she was a young girl, Emma Grayce felt a calling to become a nurse. She aspires to serve on hospital boards to be a voice for her community’s medical needs. Emma Grayce has excelled academically throughout her educational career and has participated in multiple collegiate groups including the Blue Key Honor Society and Alpha Omicron Pi. Additionally, she spends time volunteering at Wilmer Hall, a home in Mobile that provides residential, educational and transitional support for children and young adults in need.

HOW TO PREPARE FOR A HURRICANE: SAFETY TIPS FROM FLORIDA POWER & LIGHT

At Florida Power & Light Company (FPL), safety is the cornerstone of our commitment to customers and employees. It is not a matter of if, but when the next hurricane will hit our state, which is why it’s important to be proactive in planning for the six-monthlong hurricane season.

Whether you're a longtime Floridian or new to the state, having a plan in place is the best way to stay safe this storm season. Below is a list of what you can do before, during and after a storm.

What is a Hurricane Emergency Plan?

• Determine whether your home or business is located in a flood or evacuation zone and review local evacuation routes.

• Determine your backup power source or make arrangements to relocate if a storm warning is issued.

• The Division of Emergency Management recommends that drivers keep their gas tanks at least half full throughout hurricane season. Electric vehicle (EV) owners should aim to maintain a charge between 50% and 80% at all times.

• Reach out to your local emergency management office if you or anyone you know has special medical needs, in case of evacuations. Apply for our Medically Essential Service designation if someone in your home relies on electric-powered equipment.

What Should a Hurricane Emergency Kit Contain?

• Build an emergency kit with non-perishable food, bottled water, flashlights, batteries, medications and a first-aid kit. Don’t forget phone chargers, power banks, and a waterproof container for important documents.

• Don’t forget information such as insurance policies, health cards, birth certificates, Social Security cards, a list of emergency contacts and a recent copy of your FPL bill.

How to Prepare Your Home for a Hurricane?

• Install approved hurricane shutters over windows and doors or using alternate covering such as plywood.

• Move patio furniture and outdoor items indoors, fasten doors and windows, and cover valuables and furniture with plastic and move away from windows.

• Turn off and unplug unnecessary electronics, including pool equipment and set your refrigerator and freezer to their coldest settings to keep food fresh longer during an outage.

• DO NOT attempt to trim trees or vegetation near overhead power lines yourself — only hire qualified professionals to trim trees and other vegetation near power lines.

• Look up and note the location of power lines before you begin working on a ladder. Be sure that any ladders or scaffolds are far enough away so that you — and the ends of the tools you're using —don't come within 10 feet of power lines.

What are Important Safety Steps After a Hurricane?

If you're planning to use a portable generator, read and follow all the manufacturer’s instructions. Be sure to set it up outside — not in your home or garage — and connect appliances directly to it. Do not wire your generator directly to your home’s breaker or fuse box, as the power you generate may flow back into power lines and cause injuries.

• Stay far away from and do not touch any downed power lines or flooded and debris-laden areas that may be hiding downed power lines.

How Can Floridians Stay Informed

After a Storm?

ASSISTANT ARTISTIC DIRECTOR

The Pensacola Children’s Chorus (PCC) is pleased to announce the appointment of Erin Dixon as its new Assistant Artistic Director. She will play a central role in producing PCC’s annual series of performances and directing the organization’s downtown-based choral programs.

Dixon recently earned her Master of Music in Choral Conducting from Louisiana State University. A native of Richmond, Virginia, she completed undergraduate studies in Music Education from James Madison University. Her previous teaching posts have involved choral music at all age levels and styles, including musical theatre and show choir.

“We are thrilled to welcome Erin to Pensacola and the PCC family,” Alex Gartner, Artistic & Executive Director, said. “Her passion for choral singing, past experience and vibrant energy make her an outstanding fit for our

Dixon was selected through a nationwide search, which garnered interest from nearly 30 applicants. She succeeds Juliana Child, PCC’s current Assistant Artistic Director, who originated the position in 2019. Child will depart over the summer to pursue graduate study in vocal performance and pedagogy at the Pennsylvania State University. A celebration in her honor will take place on June 18 at the Saenger Theatre.

Escambia County Area Transit resumed Seasonal Beach Jumper service Friday, May 22, providing residents and visitors a free and convenient way to travel between Pensacola and Pensacola Beach this summer.

The Seasonal Beach Jumper makes public transportation easy, with no tickets or prebooking required. Just hop on at one of several convenient stops in Pensacola, and the Beach Jumper will take you right to the Casino Beach Pavilion:

PROFESSOR RECEIVES U.S. PATENT FOR EARLY ALZHEIMER’S DETECTION TECHNOLOGY

Dr. James Arruda, professor of psychology at the University of West Florida, has received a Notice of Allowance from the U.S. Patent and Trademark Office for an electroencephalographic, or EEG, platform capable of detecting mild cognitive impairment due to Alzheimer's dementia, a milestone that brings a non-invasive, accessible early-detection tool one step closer to clinical use.

The allowed patent covers the Flash Visual Evoked Potential-P2, or FVEP-P2, platform, which Arruda developed and refined over the course of his research career. The technology measures the speed at which the brain responds to brief flashes of light, a response that is selectively delayed in patients with the type of mild cognitive impairment that often precedes Alzheimer's disease. This neurophysiological marker may allow clinicians to detect abnormalities years before cognitive symptoms appear. Unlike diagnostic approaches such as positron emission tomography, or PET, imaging and cerebrospinal fluid analysis, the EEG-based platform uses widely available clinical equipment and offers a non-invasive, lower-cost alternative for identifying patients who may be at risk.

“This Notice of Allowance brings us closer to giving clinicians a tool that is less expensive, more accessible and less invasive than the current standard for early Alzheimer's detection,” Arruda said.

Alzheimer’s disease is typically diagnosed after symptoms are already present, limiting the effectiveness of available treatments. With the recent U.S. Food and Drug Administration approval of the first diseasemodifying therapies for early Alzheimer’s disease, the need for accessible tools that can identify patients earlier in the disease process has become increasingly urgent. Arruda’s newly patented platform offers a non-invasive, cost-effective method to enable earlier detection and intervention, potentially slowing disease progression and improving quality of life for patients and caregivers.

In 2022, UWF entered a licensing agreement with BIOPAC Systems Inc., a California-based biomedical research company, to support continued development of the FVEPP2 platform and potential commercialization of the technology to be used in primary care practices, memory clinics, neurology offices and more. The agreement marked UWF’s third licensing agreement and a significant milestone in the University’s efforts to translate

faculty research into real-world solutions, with the newly allowed patent representing another critical step toward advancing the technology as a scalable clinical or research tool.

“The FVEP-P2 developed by Dr. Arruda is a significant innovation that allows nonintrusive detection of early cognitive declines,” said Jerry Lin, associate vice president of Research Administration and Engagement. “This is a unique technical advancement with commercialization potential that will benefit many patients in need and substantially reduce the medical costs associated with treating cognitive impairments.”

Initial clinical trials conducted at Brown University produced results supporting continued development. With the patent now allowed and clinical work continuing, Arruda and BIOPAC are preparing for pre-submission with the FDA on the regulatory pathway toward clinical deployment, a process that may be expedited by the fact that the underlying EEG hardware is already an established, FDA-cleared medical device.

“BIOPAC is proud to continue working alongside Dr. Arruda and the University of West Florida to advance this promising technology toward clinical use,” said Frazer Findlay, CEO of BIOPAC Systems, Inc. “The patent allowance marks an important milestone in the commercialization process, and as we move into the next phase of development and engage with the FDA, we remain focused on bringing this innovative diagnostic tool to clinicians and, ultimately, to the patients who could benefit from earlier intervention.”

For Arruda, the patent represents the culmination of decades of research, clinical investigation and collaboration aimed at developing a more accessible approach to detecting Alzheimer’s disease in its earliest stages. As the technology advances toward regulatory review and potential clinical deployment, the milestone marks both a significant professional achievement and a promising step toward bringing the platform from the research lab to the patients and clinicians it was designed to serve.

“I have been studying this particular brain response for the past 29 years,” Arruda said. “It is gratifying to know that my work has contributed to the scientific and medical community's understanding of information processing in general, and that it may also prove clinically useful to those with mild cognitive impairment and Alzheimer's dementia.”

ESCAMBIA COUNTY FIRE RESCUE TO HOLD PHYSICAL ABILITIES TEST

Escambia County Fire Rescue will hold a physical abilities test Monday, June 15 for Florida-certified firefighters interested in joining ECFR.

The physical abilities test will take place at 8 am at Pensacola Fire Department Station 4, located at 1 N. “Q” St. Participants should arrive 30 minutes early to sign in.

Those interested in the physical abilities test must apply for the Florida-certified firefighter position prior to registering for the test. Apply for the Florida-certified firefighter position online. Qualified applicants will receive an email from Escambia County Human Resources with specific information and instructions for the test.

Florida-certified firefighters must be able to complete the following skills to pass the physical abilities test:

• 1 3/4" charged hose pull in 23 seconds

• Keiser sled in 47 seconds

• Tower evolution in 5 minutes & 40 seconds

Participants must pass the physical abilities test in order to become an Escambia County Firefighter. Interviews for those who pass the test will be conducted on Tuesday, June 16.

Last year, Pensacola Humane Society achieved a 98.7 percent save rate, far surpassing the benchmark required to receive no-kill recognition from Best Friends Animal Society. The designation reflects the organization’s ongoing commitment to lifesaving animal welfare efforts across the Gulf Coast community.

PENSACOLA INTERNATIONAL AIRPORT RECEIVES $9 MILLION FOR MODERNIZATION EFFORTS

Pensacola International Airport has been awarded a $9 million grant through the Federal Aviation Administration’s (FAA) Airport Terminal Program (ATP), funded under the Infrastructure Investment and Jobs Act of 2021.

The award was announced by the U.S. Department of Transportation and Federal Aviation Administration as part of the fifth and final round of the Airport Terminal Program to modernize infrastructure, improve accessibility, and strengthen the passenger experience at airports across the country.

The grant will support the continued expansion and modernization of Pensacola International Airport’s terminal facilities, specifically funding the expansion of the airport’s Transportation Security Administration (TSA) security checkpoint.

The project will add approximately 8,400 square feet of new space, expand the checkpoint to six screening lanes, improve passenger queuing areas, construct additional restrooms, and modernize critical baggage handling infrastructure to enhance the family travel experience.

“This investment is transformational for Pensacola International Airport and for the future of air travel in our region,” said Matt Coughlin, the airport's Executive Director. “Our community continues to experience tremendous growth, and this funding allows us to accelerate critical infrastructure improvements that will enhance the passenger experience, improve operational efficiency, and position PNS for the next generation of growth. We’re

incredibly grateful to the FAA and our congressional delegation for their continued support of our region’s infrastructure.”

The checkpoint expansion project is a key component of PNS’s larger Terminal Expansion and Modernization Program, which ultimately will deliver expanded passenger capacity, improved amenities, enhanced accessibility features, upgraded infrastructure, and future gate expansion opportunities to support continued air service development.

Pensacola Mayor D.C. Reeves said news of the grant award is a testament to the dedication of the Airport team and to partners at the federal level who advocated for our community.

“This grant program is the best opportunity to have less burden on bonds and on the airport passengers,” Reeves said. “Receiving these grant dollars ultimately helps keep costs low, and that’s what’s made Pensacola so competitive. U.S. Rep Jimmy Patronis, who is a member of the House Transportation and Infrastructure Committee, praised the grant as an investment in a vital economic asset in Northwest Florida.

Construction on the checkpoint is planned to begin at the end of 2026.
