CITY OF PENSACOLA SELECTED FOR NATIONAL LEAGUE OF CITIES GRANT PROGRAM

Mayor D.C. Reeves recently announced that the City of Pensacola was selected to participate in the Southern Cities Economic Initiative (SCEI), a program led by the National League of Cities (NLC) in partnership with the Federal Reserve Bank of Atlanta.

The SCEI is a grant and peerlearning program led by the NLC that aims to help Southern cities address economic challenges and drive long-term economic growth.

SCEI provides selected cities with funding and technical assistance to help plan and implement sustainable strategies that lead to expanded economic opportunities for residents and small businesses.

“One of the tenets of our strategic plan is ‘Thriving Innovation and Businesses,'” Pensacola Mayor D.C. Reeves said. “This program will help us develop a program of support for small businesses and entrepreneurship efforts, with a focus on women and minorities.”

As part of the initiative, the City of Pensacola will be awarded $15,000 from NLC through grant funding provided by SCEI’s philanthropic partners, joining 19 other competitively selected cities from across the Southern United States.

As part of this three-year initiative, selected cities will explore innovative approaches to support small businesses in their communities, strengthen their local workforce and boost the financial well-being of residents.

“Local governments play a critical role in driving economic growth and expanding opportunities for all residents,” NLC CEO and Executive Director Clarence E. Anthony said. “The South has significant potential to lead on economic resilience and serve as a model for the nation. We are thrilled to collaborate with the Federal Reserve Bank of Atlanta for the SCEI to provide the tools to build stronger, more resilient economies.”

SCEI programming includes tailored technical assistance, access to data and experts from the Federal Reserve Bank, peer learning opportunities, connections to national funders and assistance to leverage longer-term funding. Selected cities will also have the opportunity to apply for additional NLC grants of

up to $60,000 for deeper assistance with strategy implementation.

Other cities selected to participate in the initiative include Atlanta, GA; Canton, GA; Center Point, AL; Charlottesville, VA; Fayetteville, AR; Greenville, MS, Harrisonburg, VA; Jacksonville, FL; Jackson, MS; Jonesboro, GA; Lauderhill, FL; Little Rock, AR; Monroe, LA; Morrisville, NC; Nashville, TN; Natchitoches, LA; New Orleans, LA; Sunflower County, MS and Thomasville, NC.

With tailored support and collaboration from NLC, national experts and peer municipalities, these cities will develop initiatives that will serve as future models of success for other cities across the nation.

“We appreciate the efforts of organizations like the National League of

Cities and Federal Reserve Bank of Atlanta that recognize what we are trying to do within our city to help people succeed,” Reeves said. SCEI’s initial planning phase will run through October 31. Upon completion of the initial planning phase, participating cities will have an opportunity to advance to a more intensive implementation phase, which extends through December 2027. This effort is built on a previous iteration of SCEI that supported 15 southern cities between 2021 and 2024 in successfully launching economic initiatives, including:

• Expanding Small Business Support – Establishing new city departments focused on small business growth

• Enhancing Contracting Opportunities – Helping small, local businesses secure city contracts

• Leveraging Funding – Mobilizing millions in grants to support economic development

• Strengthening Workforce Initiatives – Launching youth employment programs in partnership with public school systems

• Increasing Access to Business Resources – Enacting legislation to expand services for disadvantaged business enterprises

This initiative is made possible through the generous support of philanthropic partners, including the Annie E. Casey Foundation, Robert Wood Johnson Foundation, Kresge Foundation, Nathan Cummings Foundation and the W.K. Kellogg Foundation.

40TH ANNIVERSARY

Gulf Breeze Hospital is celebrating 40 years of serving the community. Baptist Health Care opened the facility on June 24, 1985, which has provided convenient access to lifesaving hospital and outpatient services in south Santa Rosa County to thousands of residents and visitors.

NATIONAL NAVAL AVIATION MUSEUM DEBUTS NEW MAXFLIGHT SIMULATORS WITH CUSTOM HELMET WRAPS

The National Naval Aviation Museum is proud to announce the launch of two new MaxFlight 360 simulators—immersive, high-tech experiences that give visitors the thrill of flight with 360-degree pitch, roll, and spin motion.

DONUT STRIKE FOR MANNA FOOD AND FUNDS DRIVE SLATED FOR JUNE 25-27

Local law enforcement and fire departments are running to the rescue once more —teaming up again to fight hunger.

These brave men and women are going on strike against the disc-shaped delicacies from Wednesday, June 25 through Friday, June 27 to encourage the community to fight local hunger by supporting Manna. They won’t give in until truckloads of nutritious food has been donated to the cause.

Each day of the Donut Strike, first responders will be stationed at grocery stores across Escambia and Santa Rosa counties from 3 to 6 p.m. to collect food and monetary donations. For participating grocery stores in your area, please visit mannahelps.org. Food donations and financial gifts to Manna may also be dropped off at their headquarters, 3030 North E Street, Pensacola, any day during the week of the Strike, from 9 a.m. to 4 p.m.

“Because the cost of food and other essentials is rising, Manna is experiencing even greater demand than is typical in the summer months,” said DeDe Flounlacker, Executive Director of Manna. “At the same time, food donations are down, as everybody feels the pinch on their budgets. Every day, our first responders see children and

families who are struggling — and we are so grateful for their efforts to impact change.”

This is the eighth year of the Donut Strike and so far, the pastry protest has raised more than 202,000 healthy meals to help fight hunger in our communities. This year, longtime supporters of the Donut Strike for Manna food drive, Hanto + Clarke General Contractors and PenAir Credit Union are joining Manna as official sponsors of this sweet event.

The Donut Strike wrap party will be held at J’s Bakery and Café on July 1 at 8:30 a.m. to announce and celebrate the total meal count, and of course to eat dozens and dozens of donuts and have coffee with our heroes! All are welcome.

FLORIDA BLUE FOUNDATION AWARDS GRANT TO ESCAMBIA COUNTY SHERIFF FOUNDATION IN SUPPORT OF YOUTH MENTORSHIP

Escambia County, Florida (June 11, 2025)

– The Escambia County Sheriff Foundation has been awarded a grant from the Florida Blue Foundation to support the Sheriff's Blazer Academy, a significant investment in the future of Escambia County's youth. A program of the Escambia County Sheriff's Office, the Sheriff's Blazer Academy is a distinguished youth mentorship program designed to empower teens with essential life skills, mentorship, and positive law enforcement interactions.

This grant represents the largest single award ever received by the Escambia County Sheriff Foundation, significantly enhancing the organization's ability to support Sheriff Simmons’ goal of impacting local youth through strategic and focused mentorship opportunities.

The Sheriff’s Blazer Academy engages young men and women, ages 13 to 15, in interactive sessions focusing on courtesy, responsibility, health & wellbeing, and respect. The program uniquely integrates leadership and personal development through role-playing scenarios and mentorship from Escambia County Sheriff’s Office personnel.

"We are deeply grateful to the Florida Blue Foundation for recognizing the profound impact that structured mentorship programs can have on our community's youth," said Whitney Lucas, President of the Escambia County Sheriff Foundation.

Participants in the Blazer Academy gain valuable experiences and skills throughout the six-week curriculum, culminating in a formal graduation event. The grant will support two full classes of 25 students each, providing them with meals, formal attire including a blazer, educational materials, and a commemorative graduation experience.

"The Blazer Academy was created to build trust, foster wellbeing, and positive interac-

tions between our youth and law enforcement," said Sheriff Chip W. Simmons, creator of the Blazer Academy. "We believe strongly in the power of community partnerships, and this generous support from the Florida Blue Foundation significantly advances our mission of preparing young people to become confident and responsible leaders."

PENSACOLA NATIVE SERVES WITH THE NEXT GENERATION OF U.S. NAVY ELITE RESCUE SWIMMERS

Airman Ethan Harper, a native of Pensacola, Florida, is serving in the U.S. Navy assigned to Aviation Rescue Swimmer School (ARSS) where the next generation of Aviation Rescue Swimmers (AIRRs) are taught to execute life-or-death rescues in the most extreme conditions imaginable.

Harper is a 2023 graduate of J.M. Tate High School. Harper joined the Navy nine months ago. Today, Harper serves as a student rescue swimmer.

“My dad was in the Navy and served as a rescue swimmer,” Harper said. “This gives me the opportunity to follow in his footsteps.”

The skills and values needed to succeed in the Navy are similar to those found in Pensacola.

“Growing up, I learned to work hard even when there are challenges,” Harper said. Located at Naval Air Station Pensacola, Florida, ARSS provides initial aviation water survival training and CPR qualification to all preflight student naval aviators and student naval flight officers, student flight surgeons, naval aircrew candidates, student aviators from other branches of the U.S. Armed Forces and international student aviators.

As part of the world’s most elite Special Operations force, AIRRs are a team dedicated to being the top emergency response unit in the world. Leaping from helicopters, swimming through raging seas and saving victims whose lives are on the line, AIRRs complete search and rescue missions in some of the most extreme environments imaginable. The motto of an AIRR is, “so others may live.” It is

a testament to not only the selflessness of this job but the honor, courage, and commitment it takes to do it well.

The U.S. Navy is celebrating its 250th birthday this year. According to Navy officials, “America is a maritime nation and for 250 years, America’s Warfighting Navy has sailed the globe in defense of freedom.” With 90% of global commerce traveling by sea and access to the internet relying on the security of undersea fiber optic cables, Navy officials continue to emphasize that the prosperity of the United States is directly linked to recruiting and retaining talented people from across the rich fabric of America.

Harper serves a Navy that operates far forward, around the world and around the clock, promoting the nation’s prosperity and security. Harper has many opportunities to achieve accomplishments during military service.

“I’m proud that I graduated boot camp,” Harper said. “It was something that required a lot of hard work and determination, so I was glad that I was able to complete it.” Harper can take pride in serving America through military service.

“Doing something that most people may not want to do is an honor,” Harper said. “I get to save people’s lives as a rescue swimmer and serve my country as a sailor in the Navy.” Harper is grateful to others for helping make a Navy career possible.

“I want to thank my mom and my dad for always being there when I needed someone to talk to and for always pushing me to keep going,” Harper added.

GULF WINDS FOUNDATION GRANTS

$25,000 IN SCHOLARSHIPS

The Gulf Winds Foundation awarded $25,000 in scholarships this year to five outstanding students: Jacob Akers, Monessa McMillan, Breely Richardson, Lael Peterson, and Jessica Abraham. Each student received $5,000 to support their educational pursuits and aspirations.

Gulf Winds is proud to announce we received 73 applications for our Scholarship Program, aimed at empowering students to achieve their higher education goals. Members of Gulf Winds Credit Union, along with their children and grandchildren, are eligible to apply. Our dedicated committee comprised of Gulf Winds employees carefully reviewed each application, considering academic accomplishments, community involvement, personal essays, letters of recommendation, and financial need.

Foundation Scholarship

This fall, Jacob is set to embark on his journey at Auburn University, where he will pursue his passion for Physics. From a young age, Jacob's enthusiasm for physics and mathematics has driven him to explore these subjects deeply. His academic excellence is evident through his induction into the National Beta Club and his consistent presence on the Honors Principal List. Beyond academics, Jacob has demonstrated leadership as a yearbook editor and commitment to community service with the Leo Club, where he organized donations for families in need. Looking ahead, Jacob plans to engage with the Student Government, join the physics society, and continue his dedication to tutoring fellow students at Auburn University.

Monessa McMilla

Foundation Scholarship

With aspirations of becoming a veterinarian, Monessa is majoring in Biology at the University of South Alabama this fall. Her academic excellence at T.R. Miller High School located in Brewton, Alabama, is complemented by her remarkable adaptability, demonstrated when she successfully transitioned from playing the clarinet to performing an oboe solo in just two weeks. Beyond her musical talents, Monessa also thrived on the track field, competing in the 800m event and advancing to state-level competitions throughout her high school years.

The Escambia County Marine Advisory Committee is charged to explore research, provide technical expertise and make recommendations to the BCC regarding the development, administration and preservation of the County’s marine resources. FIGURE SKATERS SHINE IN SOUTH FLORIDA COMPETITION

Congratulations to Houston and Cameron Konetzki, associate members of the Greater Pensacola Figure Skating Club, who recently competed at the 3rd Annual Paradise Coast Classic in Estero, Florida. The event was hosted by the Florida Everblades Figure Skating Club at the Hertz Arena and featured skaters from across the United States.

Houston Konetzki, age 15, competed in the Intermediate Combined Solo Dance event, performing an American Waltz pattern dance and his free dance program. He achieved a personal milestone by improving his combined ISU judging score by 7.63 points—a boost that will enhance his standing in the U.S. Figure Skating Solo Dance Series.

Cameron Konetzki, age 13, took the ice in the Juvenile Combined Solo Dance event with a Hickory Hoedown pattern dance and his free dance. His strong performance earned him a bronze medal and he maintains his 6th-place ranking on the East Coast in the USFS Solo Dance Series standings.

The U.S. Solo Dance Series runs from March through September, culminating with the National Final in Salt Lake City, Utah. While their competition schedule is still taking shape, the brothers hope to take part in additional events before the season concludes.

ESCAMBIA COUNTY FIRE RESCUE RISK REDUCTION REPORT: APRIL & MAY 2025

In an effort to further educate Escambia County residents and visitors about the importance of having functioning smoke detectors, Escambia County Fire Rescue has implemented a monthly risk reduction report that shares the number of fire-related calls ECFR responded to where the home or business did not have functioning smoke detectors. Incident Report Summaries for April & May 2025:

• April 10: ECFR responded to a residential structure fire. Smoke alarms in the adjacent garage apartment alerted residents in the home where there were no smoke alarms. The fire started in the garage apartment from a malfunctioning dehumidifier and was extinguished by ECFR. No injuries reported.

• May 11: ECFR responded to a residential structure fire. Smoke alarms alerted residents of a kitchen fire. Residents were safely evacuated from the home, and ECFR extinguished the fire. No injuries reported.

• May 18: Smoke alarms alerted occupants of a stovetop fire of a commercial structure. The occupants extinguished the fire with fire extinguishers upon the arrival of ECFR. No injuries reported.

• May 31: ECFR responded to a commercial structure fire. The fire sprinkler system activated and knocked down the fire. The smoke alarms alerted over 20 residents, who were all able to evacuate before the fire department’s arrival. An operational sprinkler system and working smoke alarms saved lives and property during this fire. No injuries reported.

Smoke Alarms Save Lives!

The purpose of the report is to share the importance of having functional smoke detectors inside a home or business. Properly installed and maintained smoke detectors play a vital role in reducing deaths and injuries. Did You Know:

• Roughly three out of five deaths happen in homes with either no smoke alarms or no working smoke alarms.

• More than one-third (38 percent) of home fire deaths result from fires in which no smoke alarms are present.

• The risk of dying in a home fire is cut in half in homes with working smoke alarms

Smoke Detector Safety Tips:

• Install smoke alarms in every sleeping room and outside each separate sleeping area. Install alarms on every level of the home. Install alarms in the basement.

• It is best to use interconnected smoke alarms so that when one smoke alarm sounds, they all sound.

• Test all smoke alarms at least once a month. Press the test button to be sure the alarm is working.

• A closed door may slow the spread of smoke, heat, and fire.

• Working smoke alarms are an important part of a home fire escape plan.

• Escambia County Fire Rescue has a program to provide and install FREE smoke alarms. For information about obtaining a home smoke alarm, call 850-595-HERO (4376). City of Pensacola residents may call 850-436-5200 for assistance with obtaining a smoke alarm.

JEREME JOHNSON SELECTED AS JUNE 2025 EMPLOYEE OF THE MONTH

Escambia County is excited to recognize Jereme Johnson, 4-H Program Assistant with UF/IFAS Escambia Extension Services, as the June 2025 Employee of the Month. Johnson’s selection was recognized with a proclamation during the June 5 Board of County Commissioners meeting.

Johnson began his career with Escambia County in 2017, where he joined Extension services as the 4-H Program Assistant after working as a staff member at Florida 4-H camps Cherry Lake and Timpoochee. Over the last eight years, Johnson has successfully increased club involvement, expanded opportunities for youths, and developed significant impacts in the lives of the youth he works with. He has established eight new 4-H clubs throughout the county, secured over $72,000 in grant funding for the 4-H program, and developed successful day camps and after-school programs. He is recognized by his peers as a leader in Escambia County 4-H and has earned a reputation for his unending enthusiasm and commitment to 4-H.

When he was hired in 2017, Johnson was tasked with reestablishing and providing leadership for a large military 4-H club contingency, along with increasing the reach of the Escambia County 4-H program in county schools and community centers. He faced the challenges of gaining military 4-H volunteer and community trust, modifying longstanding traditions for better results, and working with youth center staff to plan and execute programs throughout the school year and

summer. Johnson got right to work, collaborating with teachers and community center directors to establish 4-H programming throughout the county. He became a 4-H ambassador to Escambia County 4-H military clubs, local schools, and community centers, introducing the program to hundreds of youths who may not have previously heard of it.

“I’m extremely proud of Jereme for his selection and we’re excited to recognize him as the Employee of the Month,” Extension Services Director Nick Simmons said. “Jereme is highly valuable to UF/IFAS Extension and Escambia County. His passion for youth development is evident in his work as the 4-H Program Assistant, where he shows commitment each day to improving the lives of youth in his community. He works tirelessly each day to make Escambia County’s 4-H program the best it can be, going above and beyond to help those around him. Congratulations to Jereme and all his hard work.”

Outside of work, Johnson is active in his community, serving as a volunteer club leader for two 4-H clubs. He also volunteers with the Sea Turtle Baby Shower Program and Waterfront Mission food distribution.

“I have loved working with the 4-H Program and Extension Services for the past eight years,” Johnson said. “I have gotten to see growth in not only the program but myself. Working with youth has always been my passion and through this program I am truly able to make the best better.”
