TRANSFORMING TRAVEL

PENSACOLA INTERNATIONAL AIRPORT MAKES WAY FOR EXPANSION

As the travel hub for Northwest Florida and much of lower Alabama, the Pensacola International Airport (PNS) is receiving an overdue expansion.

With 104 percent growth in passenger traffic over the past decade, PNS is embarking on a multi-phase expansion project to accommodate increasing demand and help position the airport for future success.

In 2024 alone, PNS saw more than 3.03 million passengers, an increase from 2023’s 2.73 million. With the rise in the number of travelers, PNS has put forth its new Terminal Expansion and Modernization Program (TEMP) to better meet the travelers’ demands. This project is expected to increase the airport’s overall capacity by about 50 percent.

The TEMP is part of the airport’s long-term vision to support economic growth, improve regional connectivity, and enhance the efficiency of air travel. The project is supported by federal grants, local investment and partnerships with key aviation stakeholders.

The main goal of the TEMP is to accommodate this vast growth by offering more space for passen -

gers within the airport, more flight options to meet the demands of travelers and an overall enhanced travel experience for all who enter PNS. The expansion will span approximately 50,000 square feet, which is a significant increase compared to the airport’s current 159,000-square-foot space.

“Pensacola International Airport is experiencing record growth, and TEMP is a direct response to that demand. By investing in infrastructure now, we’re not just meeting today’s needs—we’re positioning Pensacola as a premier gateway for business and tourism for decades to come," Pensacola International Airport Executive Director Matt Coughlin said.

The expansion project will introduce three key features—an expanded security area, new boarding gates and increased space for restaurant vendors.

The larger, expanded security area will provide more room for passengers and reduce wait times through the security process. It will also feature a dedicated “recomposure area” for travelers to get situated after going through the TSA checkpoint.

Five boarding gates will also be added as part of the expansion, increasing the airport’s total number of gates to 17. The new five-

gate concourse will increase the number of daily flights out of PNS.

Another major component of the TEMP is the addition of more restaurant and concession spaces for food and drink sales, providing convenient options for passengers traveling through the nearby gates. This additional concession space will also allow PNS to introduce more food vendors, offering passengers a more varied selection of food and beverage options.

With the additional gate capacity, ungraded amenities and advanced security features, the TEMP will help to improve overall airport infrastructure positioning PNS to better serve the needs of travelers and our local community.

"Our airport serves as a front door to Pensacola and the greater Gulf Coast, and this expansion allows us to better accommodate travelers, businesses and airlines alike. As our region grows, Pensacola International Airport is growing with it,” Coughlin explained.

The Pensacola community has played a role in the project’s advancement. In December 2024, PNS hosted a public open house to answer questions and receive the community’s feedback on preliminary design plans.

The expansion’s design is being led by luis vidal + architects, an architectural firm headquartered in Madrid, Spain, with the help of Ontario-based EXP, a multidisciplinary firm offering engineering, architecture, design and consulting services. The two companies have been brought on to tackle the architectural and engineering design efforts for the new five-gate concourse.

The expanded terminal building will feature an open floor plan, plenty of natural light, a coastal Pensacola-inspired color palette and roofs designed to resemble Pensacola Beach’s beautiful sand dunes.

At least 15 percent of the design is currently complete, with 30 percent of the design’s completion is due on April 22. Construction on the expanded region of PNS is set to begin on September 30, 2025. The security expansion portion is anticipated to be completed in 2027.

The current estimated cost for the TEMP is $90 million. Funding for the project has and will come from a variety of sources. In October 2024, the Federal Aviation Administration (FAA) awarded a $4 million grant to support the project. This grant is a part of the Bipartisan Infrastructure Law Airport Terminal Program, which supports the modernization of airport terminals across the country.

The City of Pensacola has also pursued and established additional state and federal funding. After all funding is received, any remaining costs for the project will be funded through bonds backed by the airport’s future revenue.

While the program will help the passengers traveling within the next few years, it will also support the airport’s future growth for years to come.

"This expansion is about more than just adding gates and modernizing facilities—it’s about shaping the future of air travel in Pensacola," said Coughlin. “We’re building an airport that reflects the innovation and economic vitality of our community while ensuring a first-class experience for all who pass through our doors.”

The TEMP is part of the airport’s 20-year master plan. This plan includes a list of projects, including the new 435-space parking lot on Tippin Avenue that opened in November 2024.

In April 2025, PNS announced the launch of TransformPNS.com, a dedicated website providing the

latest updates, project details and community engagement opportunities for the program. The website offers visitors an interactive and user-friendly experience, featuring:

• Project Overview A detailed look at the Terminal Expansion and Modernization Program’s goals, phases and expected benefits.

• Latest News & Updates Timely announcements on construction milestones, new features and project progress.

• Community Engagement Information on public meetings, feedback opportunities and ways for the community to be involved in the expansion process.

• Visuals & Renderings Concept images, blueprints and video updates showcasing the future of PNS. Additional real-time updates will be posted as the project progresses to ensure the public and stakeholders have access to the most current information available.

“Pensacola International Airport continues to grow as a key gateway to the Gulf Coast, and this expansion is critical to ensuring we provide the best possible experience for our travelers,” Coughlin said. “TransformPNS.com allows us to keep our passengers and stakeholders engaged, informed, and excited about the future of PNS.” PNS connects over three million passengers per year and offers over 20 nonstop flights to major cities across the United States.

MANATEE SEASON BEGINS: BOATERS URGED TO WATCH FOR MANATEES AND REPORT SIGHTINGS

As the Gulf waters warm beyond 68°F, the annual manatee migration back to the northern Gulf is underway. These cold-sensitive mammals seek warmer climates during winter and typically arrive in our area in early April. Keep an eye out for manatees along Gulf beaches and coastal waterways as they travel from their southern wintering grounds. Their ability to thrive in both fresh and saltwater allows them to inhabit rivers and bays where they graze on aquatic plants. In our region, manatees have been reported as far north as the Blackwater River in Milton, FL.

The Panhandle Manatee Program asks boaters to keep a lookout for manatees and everyone to report sightings to assist local researchers. The Panhandle Manatee program is a partnership between the Pensacola and Perdido Bays Estuary Program and the Dauphin Island Seal Lab Manatee Sighting Network (DISL MSN).

Founded in 2007, DISL/MSN is the first formal manatee sighting network in the United States that is dedicated to manatee research, education, and outreach in the region. Part of DISL/MSN’s research focuses on defining where and when manatees reside in Alabama, Mississippi, and surrounding waters. DISL/MSN relies heavily on citizen science to learn more about manatees through publicly reported sightings.

In 2021, the Panhandle Manatee Program was formed to expand the sighting network into the Florida panhandle. The Panhandle Manatee Program utilizes trained volunteer Manatee Ambassadors to educate boaters, anglers, and the community about these gentle giants during our manatee season that runs from April to September.

“Our primary goal this time of year is to remind people that manatees are arriving and that the sighting network is active. We really depend on the public to report every sighting, any time, as soon as possible,” states DISL Senior Marine Scientist and DISL/MSN Director Dr. Ruth H. Carmichael.

Manatee sightings were significant in 2024, with over 150 reported in the Perdido Bay

Watershed and more than 50 in the Pensacola Bay Watershed.

“In addition to encouraging boaters to watch for manatees, we’re actively promoting seagrass safe boating practices that help protect this critical manatee food source. Boaters can take simple steps like trimming up their motor over shallow seagrass areas to prevent seagrass scars – and costly repairs to their motors,” said PPBEP Community Outreach Coordinator Logan McDonald.

What you can do to assist with Panhandle Manatee’s research and help protect manatees in the northern Gulf: Report any and all manatee sightings 24 hours a day, 7 days a week by phone (1-866-493-5803) or online sighting form (panhandlemanatee.org).

• Go slow when boating in manatee habitat, which typically includes areas with shallow water and abundant aquatic vegetation. Boat strikes are a leading cause of manatee deaths.

• Wear polarized sunglasses to help see manatee more easily. Look for snouts at the water surface or “footprints” left by manatees traveling underwater.

• Safely dispose of fishing line and other debris that could potentially entangle manatees.

• Give manatees space (stay at least 100 feet away) and never swim with, chase, touch, feed, or give water to manatees. Manatees are federally protected, and any activity that changes their natural behavior is illegal and potentially harmful.

• Consider skipping fertilizer use on your lawn, or practice smart fertilizer use. Fertilizer runoff can feed algal blooms that negatively impact seagrass, a critical manatee food source.

• Volunteer as a Manatee Ambassador with Panhandle Manatee. Volunteers educate the community at boat ramps, fishing piers, and community events from April to September.

DISTRICT 5 RESIDENT RECEIVES NEW HOME THROUGH COUNTY ASSISTANCE PROGRAM

For Escambia County District 5 resident Luverne Bonner, the dream of having a brandnew home to call her own once seemed out of reach.

Now, that dream is a reality thanks to Escambia County assistance programs, which provided Bonner with a new home that she and her family can enjoy for years to come.

After living in her previous home for over 25 years, Bonner said she experienced numerous issues with the house that became unmanageable and overwhelming, including electrical problems, major leaks, roof and flooring issues, and more.

In need of help, she applied for the Escambia County Neighborhood and Human Services Department’s Housing Demo and Replacement Program, which demolishes deteriorating houses and replaces them with brand-new houses for income-eligible residents in need. The program is funded through a grant from the State Housing Initiatives Partnership, or SHIP, program.

"It is incredibly rewarding to see lives changed for the better through county programs like this, which help greatly improve the quality of life for residents in need of a helping hand in our community," District 5 Commissioner Steven Barry said. "Thank you to our county staff for their hard work to make this possible, and congratulations to Ms. Bonner and her family on this exciting new chapter. I wish you many happy memories together in your new home.”

Bonner was joined by county staff, family and friends for a ribbon cutting to

celebrate her official move-in day on Friday, April 4, when she received the keys to her new home.

Bonner said the new home is lifechanging for her, especially since she will now have a clean, safe space to host her children, grandchildren, and other family members.

“It means everything to me,” Bonner said. “With the old house, I really couldn’t have my kids or grandkids come stay with me. If they did, they couldn’t stay long, and I didn’t feel comfortable with them being here, because there was so much work to be done in the house.”

When her old home deteriorated to a point where she couldn’t safely live there anymore, Bonner said she was incredibly grateful to have a place to stay with her daughter until her new home was constructed. Without the assistance from Escambia County, Bonner said she would not have been able to move forward with making repairs or replacing her home.

“Now I can just be comfortable,” Bonner said. “I can just relax and not worry about things. It’s amazing – I just don’t have the words. I really, really appreciate it so much.”

Additional assistance may be available for income-eligible homeowners in Escambia County. Limited funding is available, but eligible residents in need of assistance are encouraged to reach out for more details. For information about eligibility requirements and assistance programs for Escambia County homeowners, please contact the Neighborhood Enterprise Division at ned@myescambia.com or 850-595-1642.

CITY GEARS UP FOR NATIONAL BIKE MONTH FOLLOWING BRONZE BICYCLE-FRIENDLY COMMUNITY DESIGNATION

The City of Pensacola is thrilled to announce its upcoming celebration of National Bike Month this May, coinciding with its recent recognition as a Bronze Bicycle Friendly Community by the League of American Bicyclists. This prestigious designation acknowledges Pensacola's ongoing commitment to creating a more bikeable and accessible city for residents and visitors alike.

"We are incredibly proud to receive the Bronze Bicycle Friendly Community designation," City Transportation Planner Caitlin Cerame said. "This recognition reflects the hard work and dedication of our city staff, local advocates and community partners in making Pensacola a better place to ride. As we enter National Bike Month, we are excited to showcase our progress and encourage even more people to experience the joy and benefits of cycling."

The Bicycle Friendly Community program recognizes communities across

the United States for their efforts in building better places to bike. The Bronze level designation highlights Pensacola's achievements in areas such as infrastructure, education, encouragement, enforcement and evaluation. It also represents the city’s continued efforts to implement recommendations from the Active Transportation Plan.

Throughout May, the City of Pensacola and its partners will be hosting a series of events and initiatives to celebrate National Bike Month and promote cycling as a healthy, sustainable, and enjoyable mode of transportation. Look for additional information as event dates near.

"National Bike Month is the perfect time to explore Pensacola on two wheels," Cerame said. "Whether you're a seasoned cyclist or just starting out, we encourage everyone to participate in local events and discover the many benefits of biking, from improved health and well-being to reduced traffic congestion and a smaller carbon footprint."
