When outsiders think of Pensacola, perhaps the first thing that comes to mind are the famously snow white beaches along the sparkling Gulf of Mexico. While the natural beauty and historical sites local to the city are a given, some of the area’s other resources – like forward-thinking industry and education – have been growing and grabbing the attention of entrepreneurs and talented techies from around the region and nation. One way the area is positioning itself as a hub of import for those in the tech industry is through ITEN (Innovation Technology Entrepreneurship Network) WIRED, a cybersecurity and IT conference to connect, collaborate and build community with industry leaders, entrepreneurs and educators on innovation, technology and entrepreneurship topics. This year the event will be held Wed., Oct. 2 through Fri., Oct. 4 at the Hilton Pensacola Beach, marking its 11th year. The summit began as an economic development initiative in 2008 by the Greater Pensacola Chamber of Commerce and is now hosted by IT Gulf Coast and FloridaWest Economic Development Alliance. The event has grown steadily since its inception and this year is expected to have about 500 attendees, said director Jim Rhodes.
By day the Communications and Public Relations Director for the University of West Florida Center for Cybersecurity, Rhodes is part of the all-volunteer board that helps organize the event along with IT Gulf Coast and FloridaWest Economic Development Alliance. The board is comprised of members of the local IT, tech and entrepreneurial community. Rhodes first attended ITEN WIRED in 2011 and became involved in planning in the following year. “It’s become a three day event, with multiple keynotes throughout the days. We’ve added on a cyber competition, a CIO Roundtable, a career fair and the VIT (Very Important Techie) dinner,” Rhodes said about the event’s expansion. “Every year we try to think outside the box and not do the same thing. We’ve added an industry day as well, so it should be a full slate in October.” Topics for keynotes, breakout sessions and panels cover a wide range of industryrelated topics. The Industry Day kicks off Wednesday, which includes the Career Opportunities Expo and a TEEX Cybersecurity Course. Over the next two days attendees can attend keynotes from heavy hitters in tech and entrepreneurial positions and choose from breakout session and panel discussion offerings to suit almost any interest within the scope of
entrepreneurship, innovation, and technology. Rhodes expressed excitement to have Adam Ely, Vice President & Deputy Chief Information Security Officer for Walmart, as the opening keynote speaker for Thursday. Ely has been a part of the summit before and was happy to return as a keynote. Another keynote presenter who almost all locals will recognize is Quint Studer, who will close things out on Friday. “He’s always great to listen to. You’ll always walk out inspired after hearing him talk,” Rhodes said. “We’re hoping he can tie it all together about how we can push this area forward.” Rhodes said the team behind the event is always looking to mix things up with presenters, and this year is no different. There are plenty of opportunities for attendees to network and mingle, and there’s even some more casual entertainment planned for the event. “We’re doing something different this year – we’re actually inviting a comedian to close out on Thursday just to kind of lighten things up,” he said. “He was actually recommended to us by an attendee. He’s got tech-based humor which should tie in well with our crowd.” ITEN WIRED has a regional and national scope, marketing to leaders in other metropolitan areas like Atlanta, Birmingham, Chatta-
nooga and Washington, D.C. While Rhodes said he hopes to continue growing the number of ITEN WIRED attendees from out of state, the summit also has a very community-oriented approach, working to bolster and incubate the talent we already have locally while spotlighting what’s available to those with an interest in technology-focused work. “That’s kind of the spirit of the event; it’s to showcase what we’ve got going on here, not only to the people who live here, but again to the global players,” he said. “We’re trying to connect the dots. It’s a global community and we want to make sure we have this area plugged into it.” Bringing ITEN WIRED to life each year is a collaborative feat for the groups that have combined their efforts to build a premier summit for attendees. IT Gulf Coast is a professional association for the IT community in Northwest Florida that facilitates educational seminars, networking socials and other events relevant to local industry members. FloridaWest Economic Development Alliance is an economic development organization with the mission of building, growing and sustaining the economic potential and prosperity of Northwest Florida. “Greater Pensacola is quickly becoming a nationally recognized hub for Cyber and Information Technol-

ogy oriented companies, and the ITEN WIRED conference has been a catalyst for this success,” FloridaWest CEO Scott Luth said. “As the economic development agency for the community, FloridaWest has a mission of increasing the wealth and the number of high wage jobs in Escambia County. By growing tech and cyber related industries, we are helping to diversify our economy. As co-organizers of ITEN WIRED, FloridaWest and IT Gulf Coast continue to work with the community to expand the Cyber Coast. First of two toy borrow bins installed on Pensacola Beach
Zarzaur Law, PA sponsors local Girl Scout Troop and Ocean Hour Florida on Project The first of two beach toy borrow bins were installed on Sunday, Aug. 25. The first bin has been placed at the kids play area and beach at Flounder’s Chowder House on Pensacola Beach. Zarzaur Law, P.A., a personal injury law firm based out of Pensacola, Florida sponsored the project headed up by Ocean Hour Florida and Girl Scout Troop 1104. The bright blue bins were designed and built by Girl Scout Troop 1104 as a part of a Silver Award project and to help with the continued efforts by Ocean Hour to keep our beaches clean, marine life safe and reduce the plastic pollution in our oceans. “There is a large bulk of left behind beach toys we pick up each week during our beach clean ups.” Says
Jenn Deubler of Ocean Hour. “We hope these borrow bins will provide a place for the toys to be used and returned for the next child and reduce the amount of discarded toys that end up in our waters.” The signage on the bin provides information about how to use the borrow bin along with the importance of conservation. “We picked this project because we wanted to help the community by cleaning the beaches and saving the turtles.” Said members of Girl Scout Troop 1104. “We hope hope all the kids like the bins and use the beach toys.” “Anytime our firm can help make our community safer, better, or more environmentally friendly, count on us.” Said Joe Zarzaur,

Pensacola Seville Rotary Club presents the 9th annual Arrogant Steak Cook Off On Oct. 4, Seville Rotary will hold the 9th Annual Arrogant Steak Cook-Off at Seville Quarter in Downtown Pensacola. This special amateur culinary event features more than 25 four person teams competing to be crowned the most Arrogant steak-grill team while treating attendees to bite size steak samples! At the end of the cook off, a panel of local celebrities and chefs will award the judges favorite. Spectators will have an opportunity to vote on and award the crowd favorite. Seville Rotary will distribute all proceeds of this event to local charitable organizations. In 2018, the event raised more than $30,000. Additionally, Seville Rotary was able to use this event to raise and donate $2,500 to the District’s Hurricane Michael Relief
Fund. In the words of Seville Rotary’s Past President, Michael Brinkley, “this is Seville Rotary’s signature event and has become one of the most talked about cook-off events in the Pensacola area. Registration open for Escambia County Fall Softball Registration is underway for the Escambia County Parks and Recreation Department’s fall softball league for adults 18 and up, offering options for men, co-ed and church teams. The cost is $400 per team, and all leagues use United States Spe-

First City Art Center’s 13th annual Pumpkin Preview Party Oct. 11 and Pumpkin Patch Oct. 12 First City Art Center’s 13th annual Glass Pumpkin Patch takes place Oct. 12 from 10 am to 2 pm at 1060 N. Guillemard St., (on the corner of Guillemard and Gonzalez St.). This year, attendees will have more than 5,500 hand-blown glass and hand-thrown clay pumpkins to choose from. The pumpkins are created by members of First City Art Center’s glass and pottery guilds. The unique pumpkins come in all shapes, colors and sizes. First City Art Center is throwing a Pumpkin Patch Preview Party, from 6 pm to 9 pm, Oct. 11. PANHANDLE SCHOOLS STRUGGLE WITH STORM AFTERMATH ana ceballos News Service of Florida TALLAHASSEE – When classes resumed in August, a number of school districts in the Florida Panhandle found that many of their students never came back. In Bay County, the school district lost more than 3,200 students. In rural Jackson County, 114 fewer students showed up than in the previous year. And, in Calhoun and Gulf counties, school officials reported 83 and 32 fewer students enrolled, respectively. All of the counties were pounded by Hurricane Michael in October 2018. Almost a year later, entire school systems are still recovering from long-standing damage and dealing with the disruptive aftermath of the storm. Weeks into the new school year, school officials in Bay and Jackson counties had to handle students who needed to be involuntarily committed under the Baker Act for mental health reasons. “Before the storm, the Baker Act was not something we tracked. It was so unusual. It was something unfortunate that happened to a student,” said Sharon Michalik, spokeswoman for the Bay County school district. The situation changed after Michael shredded the region. The district now gathers data on the number of kids who are in critical need of mental health services, so school officials can systematically tackle the crisis, Mi-
chalik said. So far this school year, more than 100 students in Bay County have been referred for mental health care, while 16 others have been admitted for examination under the Baker Act, according to Michalik. During the same time period, school officials just a few miles north reported that four children had been involuntarily committed under the Baker Act in Jackson County. School officials in neighboring Gulf and Calhoun counties said none of their students have been referred for Baker Act examinations. “It’s a mental health crisis not just for the students, but for the professionals in the classrooms as well,” state Rep. Jay Trumbull, R-Panama City, told the News Service of Florida on Thursday. Arnold High School Principal Britt Smith, who has worked with high schoolers for 16 years, says he sees the mental health crisis personified in the daily lives of his students. In the past, helping students graduate and get into college
had always seemed like an ordinary part of the job, he said. Then Hurricane Michael barreled through his community. “It doesn’t matter that Hurricane Michael happened. It doesn’t matter that they are homeless or that they continue to struggle,” the principal said. “At the end of the day, it’s their GPA and their community service and other factors that colleges will consider.” Smith’s high school is in the Bay County school district, which as of May 31 tallied 5,500 homeless students, a seven-fold increase since the hurricane hit, according to Michalik. At Parker Elementary School in Panama City, Principal Christopher Coan said he was encouraged to see around 600 students show up for the first day of school, a number the school had projected to be lower. The bump in enrollment was due to new students who had attended a neighboring school that was shuttered after the storm, Coan said. “They came back with smiles on their faces, saying
‘I have a roof now,’ ” Coan recalled. But small changes had to be made for students who lost not just their homes, but the items inside them, such as the green and white shirts that match the school’s colors. Coan said the district decided to waive the color-coded uniforms, as long as kids wore “appropriate” clothing. Smith, meanwhile, said he knows student athletes attending his school who were once vying for state championships but, after their homes were wrecked, are now either homeless or “couch surfing” with a friend. Hurricane Michael’s destruction of thousands of homes exacerbated a housing crunch that has fueled some of the issues already plaguing school districts, from student homelessness to a struggle to attract quality teachers unable to find affordable housing in the region. “The housing shortage continues to be the biggest thing that is crippling us,” Michalik said. Trumbull said the housing crisis is a key issue he intends to tackle in the 2020 legislative session, which starts in January. But he also wants to push for funding to replicate some of the relief the region received for the current fiscal year, which ends on June 30. School districts affected by Michael received a one-time relief package in the 201920 state budget that included $12.5 million for Bay County, and hundreds of thousands of dollars for eight other hurricane-impacted counties, including Jackson, Calhoun
and Gulf. “I am going to come back with a request that is very similar,” Trumbull said. “Obviously, they still need a bunch of support.” House Budget Chair Travis Cummings, R-Fleming Island, said Thursday that the Legislature will have to consider some “fairly significant funding needs” for the Panhandle next session, adding that he is awaiting details from Gov. Ron DeSantis’ office. “I do think that you are going to see some requests from the budget chair standpoint that relate to schools and some infrastructure needs as well,” Cummings said. Trumbull said lawmakers are planning to meet next month to discuss an early price tag on a hurricane-relief package, which is likely to be considered during the upcoming session. Bay County high school principal Smith said he hopes to get some long-term relief from the Florida Legislature to help bring quality teachers into the classroom. “The one-time payment helped get over the hurdles last year,” he said. “But we have ongoing issues that still need to be fixed.” Trumbull said he is confident lawmakers will approve a new relief package for the upcoming fiscal year. But the post-storm aid has been slow in coming, a sentiment reflected by Trumbell when speaking of his district’s struggles. “It’s still very sad, and we do feel like this is the forgotten hurricane,” he said.
LAWMAKERS LOOK FOR ANSWERS TO MASS VIOLENCE dara kam News Service of Florida TALLAHASSEE – After three hours of testimony from experts on Monday, the Republican head of a Florida Senate panel looking into mass violence and white nationalism suggested that increased background checks on gun sales might be the answer. “Probably the thing that makes the most sense, if there is something to be done in the area of commonsense gun safety, would probably be an enhancement of some kind of background check system, to look and see where there are holes in that system and if there is room for improvement,” Senate Infrastructure and Security Chairman Tom Lee, RThonotosassa, told reporters. Democrats in Washington and Florida have been pushing universal background checks, to close what they call “loopholes” in state and federal laws that allow private gun sales without checks. Florida Senate President Bill Galvano, R-Bradenton, directed Lee to have his committee review acts of mass violence following mass shootings last month in El Paso, Texas and Dayton, Ohio. Federal authorities are investigating the El Paso massacre, in which 22 people were killed and two dozen other individuals were injured, as an act of domestic terrorism and a possible hate crime after the gunman allegedly targeted Hispanics before opening fire Aug. 3 at a Walmart. Galvano also asked Lee, a former Senate president, to explore whether the Legislature needs to take additional action after passing school-
safety laws in the wake of the Feb. 14, 2018 mass shooting at Marjory Stoneman Douglas High School in Parkland. In addition to requiring improved school security, the 2018 law also raised the minimum age from 18 to 21 and imposed a three-day waiting period for the purchase of rifles and other long guns. The age and waiting-period requirements already applied to buying handguns, but the National Rifle Association filed a lawsuit challenging the new law, alleging that the restrictions on rifles are unconstitutional. That federal lawsuit remains pending. The 2018 law also banned the sale or possession of “bump stocks,” which allow semi-automatic rifles to mimic fully automatic weapons. And it gives law enforcement officials the ability to seek “risk protection orders” from courts, allowing weapons to be taken away from people who pose a danger to themselves or others. Lee’s committee, which held its first meeting Monday in advance of the 2020 legislative session that begins in January, heard from a pair of Florida State University criminology professors who are conducting federally funded research on mass shootings. The Senate panel also received updates from professional crime fighters, including Florida Department of Law Enforcement Commissioner Rick Swearingen. While gun-rights advocates, including President Donald Trump, have blamed mass shootings on inadequate mental health services, Swearingen eschewed the link between mental health issues and gun violence. While some assailants
have a history of mental health problems, “it is rarely the key” to violent acts, he said. “They don’t snap. They decide,” he said. “Most plan their attacks, days, months, even years in advance.” Jay Reeve, the president and CEO of Apalachee Center, a mental-health treatment program in the Tallahassee area, also said “there is vast disagreement” about the mental health histories of mass shooters. “I saw numbers as low as 3 percent and numbers as high as 50 percent,” when researching before Monday’s meeting, Reeve said. “It’s all over the map,” he said, adding that “I don’t see how you could have a large number of mass shootings associated with mental illness.” Swearingen extolled the “behavioral threat assessment model,” which tracks such things as activity on the internet and social media posts, as the best way to identify people who pose the greatest danger. Most shooters purchase or possess the weapons they use in committing acts of mass violence legally, or take the weapons from home, Swearingen told the panel, adding that there is a “huge gap” in the reasons perpetrators commit mass killings. “I don’t care about the why. I don’t care about the how. I don’t care about the location,” the head of the state law enforcement agency said. “None of that matters, if we focus on the observable behaviors that will let us prevent that in the first place.” Democrats on the committee repeatedly tried, to little avail, to force the panelists to respond to questions about restrictions on assault-style
weapons and high-capacity magazines, or other gun-control proposals. For example, Sen. Annette Taddeo, D-Miami, pointed out that the Florida Fish and Wildlife Conservation Commission bans the use of highcapacity magazines for shooting some game animals. “If we can cap magazine capacity to protect wildlife, why can’t we cap it to protect human life?” she asked. When none of eight expert panelists responded, Taddeo said she would try another question, before Lee interjected: “Well, we’ve got crickets.” FSU criminology professors Jillian Turanovic and Brendan Lantz said mass shootings are becoming deadlier, and that “public mass shooters” are often radicalized through online hate groups. The internet can “increase destructive behavior” and “act like an echo chamber,” Lantz said. “People feel more anonymous,” he said, adding that the internet “facilitates the mobilization of groups.” When pressed by Democrats, Turanovic said states that have the highest mass shootings “are the states that have the weakest gun laws, or the most lenient.” At the end of the meeting, Lee said “there really is no silver bullet, excuse the pun,” to the issue, but said the behavioral threat assessment model pitched by Swearingen and other law enforcement officials holds “a lot of promise.” “Law enforcement’s recognizing … that the future of some of this activity is going to be based on the internet. It’s a new world we live in,” he said.
