Legal Professionals and the Hollywood Myth
Three legal professionals provide their thoughts on Hollywood’s spin of the legal profession and shared their reality of being a part of the legal community. by Shekka Drayton Geico Staff Counsel
Art imitates life, but for many legal professionals, this imitation is not a form of flattery. Hollywood frequently misses the mark in portraying the legal profession. Legal professionals are an important staple of any community, yet are often cast in polarizing lights in television and film. Three legal professionals provided their thoughts on Hollywood’s spin of the legal profession and shared their reality of being a part of the legal community. These three members of the bar, Judge Jennifer J. Frydrychowicz, Attorney Aaron Watson and Attorney Randall Etheridge weighed in on the misconceptions of legal professionals in media. When asked about the portrayal of judges on television, Judge Frydrychowicz, an Escambia County Court Judge, said “I think it depends on the show/movie. I do not claim to be a TV or movie buff, but I cannot think of a fictional production that I believe accurately represents me or our local judiciary. Unfortunately, many TV/movie judges are portrayed as “crooked.” They are “working for the mob” or can be bribed.” Her reality could not be further from this portrayal. She went on to add, “I am proud of the work I do, and I am proud of my colleagues. The First Judicial Circuit is fortunate to have fair and impartial judges working hard to ensure justice is done in our community.” Attorney Watson, a personal injury lawyer of The Watson
Firm with offices in Pensacola and Fort Walton, provided his take. “Often times, television and film portrays the legal profession with consistent glamour and quick results. Also, entertainment portrays lawyers as highly wealthy individuals with daily enticing courtroom drama.” Rejecting these assumptions, he clarified, “ While the legal profession can be financially rewarding and glamorous at times, entertainment is very misleading on the time and effort required to reach those results. Court proceedings can be riveting and provide drama for spectators. However, most court proceedings are tedious and require a high amount of preparation.” Attorney Etheridge, a Pensacola criminal defense attorney at his namesake firm, shared the sentiment of Watson, adding, “Television makes lawyers out to be dramatic. It’s overly adversarial. The practice of law is not as combative. I enjoy working with my counterparts at the State Attorney’s Office.” Themes of power, corruption and glamour dominate Hollywood’s portrayal of the legal profession. In combating such stereotypes, Judge Frydrychowicz, Watson, and Etheridge opened up about the most rewarding aspects of their respective careers. “I am so thankful to serve, and I find my job rewarding in more ways than I can count in this article,” Judge Frydrychowicz said. “Most attorneys who
appear before me are new to the practice of law. Many come to me requesting feedback, and I am proud when they take the advice and become better attorneys for it. It is rewarding when they go on to do well in their careers, whether promoted within their offices or out in private practice.” She went on to shed light on her role in Escambia’s specialty courts. “I have presided over T.E.A.M. Court (Escambia County’s Mental Health Court) since January 2016,” she said. “Our participants have small and large victories every time I see them. I share in their joy when they meet their goals, whether it be securing a valid driver’s license, employment, or celebrating reunification with their children.” For Watson, connecting with his clients prove to be the most rewarding part of his career. “Client hugs are the most rewarding to me,” he said. “There is nothing like a genuine hug from a client after winning their case. Just the other day, a client came back to my office and said she just wanted to give me a hug. It literally gave me chill bumps as she explained that she prayed for me every day since I took on the case.” For Etheridge, it is all about being an advocate for his clients. “Helping people who cannot help themselves is the most rewarding,” he said. “I enjoy that more than anything.” Judge Frydrychowicz perfectly reflects the sentiment of the profession in her declaration:
“Overall, my job is rewarding because I have the opportunity to serve others.” In breaking away from the stereotypes of legal professionals in media, consider the active roles each individual serves in their local community. Although her role as a sitting judge keeps her busy, Judge Frydrychowicz still finds time to give back. Judge Frydrychowicz often uses her voice to inspire the next generation of legal professionals, speaking to pre-law students at the University of West Florida, Boy Scout Troops and elementary aged students. Her commitment to education is notable. She has served as a voluntary judge in collegiate and high school mock trial competitions, and she has volunteered to facilitate a program for foreign military students at NAS Pensacola. The program, inspired by the 15-year work of Judge Maney in Okaloosa County, serves as an introduction to the American legal system and is held a few times a year. Judge Frydrychowicz has served as the First Circuit Representative to the Conference of County Court Judges of Florida since 2015, has served as the Legislative Chair for the Conference and has been appointed and certified as a judicial mentor by the Chief Justice of the Florida Supreme Court. She also facilitated Escambia County’s first Driver’s License Clinic, a “one stop shop” for citizens to interact with local and state agencies and/or the court so that they would be educated on how to regain their

driving privileges. The success of the program has members of the community hopeful for another clinic next spring. Many would be surprised to learn that Watson is a Guardian Ad Litem. Watson and his wife visit children at their homes each month to check on their wellbeing. “We attend court hearings and speak on behalf of the children assigned to us,” Watson said. “The children are so happy to see us when we visit. As new parents of twin boys, we know the importance of guidance and mentorship in the lives of young children.” Furthermore, Etheridge and his wife give back to the community by volunteering and providing meals at the Waterfront Rescue Mission. The Waterfront Rescue Mission is a social services organization in Pensacola that offers food, emergency shelter, and rehabilitation services to homeless, unemployed or otherwise vulnerable members of the community. Ultimately, even attorneys and judges are not immune from Hollywood’s grand departures from reality and hyperbole. It’s dedicated members like Judge Frydrychowicz, Watson and Etheridge who prove that legal professionals are far from the typecasts portrayed in the media. They are volunteers, advocates, and parishioners. They are everyday members of the community with personalities and interests as diverse as the people they serve.

First CIRCUIT JNC ANNOUNCES COUNTY COURT JUDICIAL VACANCY The 1st Judicial Circuit Judicial Nominating Commission announces a vacancy created on the County Court by the resignation of County Judge Joyce Williams. Applicants must have been a member of The Florida Bar for the preceding five years, registered voters and must be residents of the territorial jurisdiction of the court at the time of assuming office. Applications may be downloaded from the Office of the Governor’s website at www.flgov.com or The Florida Bar’s website. Applicants must deliver the following to the JNC chair by e-mail (pam@ langham.net) or by mail or hand delivery (Pamela E. St. John’s hosting local astronomer for space talk St. John’s Episcopal Church will be hosting a talk with Dr. Wayne Wooten, speaking on “Things that Matter: The Making of the Material Universe,” tomorrow, March 28 at 6 pm. Wooten has been an active astronomer since he was hooked on astronomy by the appearance of the Comet Mikos in the western evening sky in August 1957. He has been a professor of astronomy at Pensacola State College and the University of West Florida, has The Jefferson parking garage is one of the brightest buildings in downtown now.
DIB Cleaning Ambassadors Hit the Streets as Part of Downtown Improvement Plan Parking dollars from City-owned lots and spaces managed by the Downtown Improvement Board (DIB) are being used to launch several new projects targeting safety, cleanliness and the overall visitor experience downtown, DIB executive director Lissa Dees announced recently. The DIB has hired a “cleaning ambassador” team, completed the installation of LED lights atop the Jefferson St. Garage and recently begun removing worn out parking meters on downtown streets. The changes are the latest on a long list of districtwide maintenance and improvement projects funded by parking revenues collected by the DIB. You may have seen them in their green DIB “Clean Ambassador” shirts: three individuals diligently working along downtown sidewalks and streets, stopping to assist visitors when needed. They were hired locally through StreetPlus, a 25-year-old cleaning, maintenance and hospitality service company that maintains more than 70 business improvement districts in the U.S. Each completed an extensive, 80-hour “Ambassador Academy” training program that included tracks on emergency preparedness and response, cultural diversity and perceptions and hospitality and extreme customer service, among others, as well as the history, culture and current events of Downtown Pensacola.
The top floor of the Jefferson St. Parking Garage is much brighter now thanks to the installation of new LED lights, a project that was recently completed by the DIB. The DIB plans to begin landscaping and pressure-washing the area around the garage, as well as painting three of the exterior garage walls, in advance of a planned alleyway “makeover” of the unused space behind the garage. “The safety and appearance of the garage and surrounding area are important to downtown visitors and to us,” said Dees, who says the DIB “truly enjoys the challenge of turning an asset such as an underutilized parking garage alleyway into a unique and creative space that the public can enjoy and the community can be proud of.” A number of other improvement projects are currently in the works by the DIB, each designed to create a better experience for people who live and visit downtown. On March 16, the guard shack which stood at the entrance of the Jefferson St. Garage was demolished, and the DIB is sprucing up the site in which it and entrance barrier gates formerly stood. The DIB has also set a plan into motion to remove every broken and out-of-service parking meter from downtown streets, a laborintensive project that is expected to be completed before summer, said Dees.
Volunteers sought for EscambiaPensacola Human Relations Commission The Escambia County Board of County Commissioners is seeking Escambia County residents interested in volunteering to be considered for an appointment to four seats on the Escambia-Pensacola Human Relations Commission. The EPHRC was first established by an interlocal agreement between the Escambia County Board of County Commissioners and the city of Pensacola in April 1974. The purpose of the commission is to be responsible for the promotion of fair treatment and equal opportunity to all citizens of the local community. For this term, commission members, who are called commissioners, will serve an initial two-year term of office. Commissioners will establish a schedule of regular meetings, which shall be held at least monthly. The commission

Smart Seminar Series in Chemistry Jeffrey Moore received his B.S. in chemistry (1984) and Ph.D. in materials science and engineering with Samuel Stupp (1989), both from the University of Illinois. He then went to Caltech as a National Science Foundation Postdoctoral Fellow working with Robert Grubbs. In 1990, he joined the faculty at the University of Michigan in Ann Arbor and in 1993 returned to the University of Illinois, where he is currently the Stanley O. Ikenberry Endowed Chair, Professor of Chemistry, as well as a Professor of Materials Science & Engineering. Jeff is a member of the National Academy of Sciences and a fellow of the American Academy of Arts & Sciences, the American Association for the Advancement of Science and the American Chemical Society (ACS); he has received the Campus Award for Excellence in Un-

dergraduate Teaching and has been recognized as a “Faculty Ranked Excellent by their Students.” For 14 years he served as an associate editor for the Journal of American Chemical Society. In 2014, he was selected as a Howard Hughes Medical Institute Professor and in 2016 was chosen as the recipient for the ACS Edward Leete Award in Organic Chemistry. He received the Royal Society of Chemistry’s Materials Chemistry Division 2018 Stephanie L. Kwolek Award. He has published over 400 articles covering topics from technology in the classroom to selfhealing polymers, mechanoresponsive materials and shape-persistent macrocycles. NPS to protect species of concern on southeast coastlines through predation management
Navy Point beaches have been restored
Projects combat erosion at Navy Point Erosion threatens infrastructure and public access at several locations along the Navy Point Park shoreline. Escambia County Natural Resources Management and Parks and Recreation Departments are working to resolve erosion by establishing living shorelines at critically eroded locations and by renourishing beach areas. Living shorelines are an innovative and environmentally friendly way of reducing shoreline erosion, improving water quality and providing habitats for fish and wildlife. Oyster reefs or other permitted material are installed to reduce wave energy, and native shoreline and upland vegetation are planted to hold sediment in place. These projects are authorized through permits issued by Florida Department of Environmental Protection and U.S. Army Corps of Engineers. In May of 2018, the Navy Point Park Living Shoreline Project was completed utilizing a $180,000 grant provided by the National Fish and Wildlife Foundation. First year project monitoring will take place in May to document the success of the project.
In addition to the living shoreline project, the Escambia Park and Recreation Department provides beach maintenance through renourishment to help combat erosion. In late January, approximately 300 cubic yards of sand was placed at Patterson Point and Gibbs Point to maintain viability of the live oaks and sidewalk in the area. The sand was harvested from Big Lagoon to match the sand quality native to Patterson and Gibbs Point. It is native 99 percent quartz just like the native sand on Pensacola Beach and Perdido Key. The Navy Point sand is temporarily darker in color because the quartz sand grains are coated with organic material from being submerged in Big Lagoon for many years. As the organic material naturally decomposes when exposed to air and sun, the quartz sand grains will become lighter in color. Parks and Recreation staff returned in March to rake the sand to help remove any possible debris and to aid in the natural sand bleaching process. Crews will return weekly to ensure that the sand is clean and to expedite the bleaching process.
National Park Service (NPS) sites in the southeast now have a coordinated strategy for managing predators that pose a threat to protected coastal nesting species, like shorebirds, sea turtles and beach mice. NPS Southeast Regional Director Bob Vogel signed a Finding of No Significant Impact (FONSI) authorizing the use of a suite of predation management tools and methods at coastal NPS parks with habitats that support species of concern in Florida, Georgia, Louisiana, Mississippi, North Carolina, Puerto Rico, South Carolina, and the U.S. Virgin Islands. The National Park Service hosted webinars and incorporated public comments received last fall into its final analysis, which became available to affected parks this month. Predators are an important and necessary function of healthy ecosystems, but predation can have devastating effects on coastal species that require concentrated protection. Some parks need a strategy to better protect species of concern. The NPS Southeast Region’s new Coastal Species of Concern Predation Management Plan and Programmatic Environmental Assessment
(PEA) provides its parks greater access to industry-tested best management practices and mitigation measures to minimize adverse impacts. The plan also helps ensure proper training and engagement of experienced personnel involved in predator removal. Species of concern at national parks along the southeastern coastlines may include, both, federally-listed threatened and endangered species and statelisted species – like the snowy and piping plover shorebirds, loggerhead sea turtle, green sea turtle, Kemp’s Ridley sea turtle, leatherback sea turtle, southeastern beach mouse, and Perdido Key beach mouse. NPS’ new plan aims to protect these species and their nests from such predators as coyote, raccoons, fox, and feral hogs. Affected park units may implement actions from the plan by first completing site-specific National Environmental Policy Act (NEPA) compliance. LAWMAKERS GETTING BEHIND HEMP INDUSTRY By JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE – Looking at a potentially lucrative new industry, lawmakers are working on rules for farmers and businesses to grow and sell industrial hemp in Florida. The Senate Agriculture Committee on Monday approved a bill (SB 1020) that would create a regulatory framework for the industry, which is emerging after a federal law last year legalized industrial hemp as an agricultural product. In doing so, Congress effectively separated industrial hemp, a type of cannabis, from marijuana that can get users high. Supporters say hemp can be used in a variety of products such as rope, animal feed, building materials and clothing – and could be a boon as a new crop for farmers. For example, some Northwest Florida lawmakers have started touting hemp as a crop that could help farmers and timber operators who sustained massive damage in October’s Hurricane Michael. The House Agriculture & Natural Resources Subcommittee is scheduled to take up a similar bill (HB 333) on Tuesday. “The intent here is to get this emerging industry to be viable in the state of Florida and for us to be as cutting edge as possible while also respecting the guiderails … that the federal government has provided in this situation,” Senate sponsor Rob Bradley, RFleming Island, said. “We’re going to push it. We’re going to keep pushing it.” The bill would give regulatory oversight to the Florida Department of Agriculture and Consumer Services, which is headed by Commissioner Nikki Fried, a major supporter of cannabis.
In part, the bill would require people or businesses to register with the department if they want to grow, process or sell hemp and would require background checks every two years. Also, they would have to agree to allow department representatives and lawenforcement officials to enter their premises to conduct inspections and to make sure requirements are followed. The bill also would require a program involving the certification of hemp seeds and create an industrial hemp advisory board. In addition, it would set the stage for submitting a required plan to the federal government for the state to regulate hemp production. Sen. Doug Broxson, a Gulf Breeze Republican who serves on the Agriculture Committee, praised the approach the bill would take. “I think we’re all in a kind of a new era in Florida, and we need to do it right,” he said. Bradley also has been a key player in recent years in developing Florida’s medicalmarijuana laws. While the medical-marijuana industry is growing quickly after passage of a 2016 constitutional amendment that legalized medical cannabis, the state has faced numerous regulatory and legal challenges in recent years. Bradley tried Monday to clearly separate medical marijuana from industrial hemp. “These (proposed hemp regulations) are not meant to be onerous. This is not a reflection of the medical-marijuana system. That is a medicine, a controlled substance, and this is different,” Bradley said. “But it’s also not the same as growing apples or oranges, either, until we evolve this industry and get to a point where perhaps it will be that one day.”
Highway Safety and Motor Vehicles reported 1,671 citations issued in the state last year, of which 39 were for repeat offenders. While the House last year passed a measure to make texting while driving a primary offense, the measure failed to advance in the Senate amid concerns about issues such as racial profiling. This year’s Senate proposal, sponsored by Sen. Wilton Simpson, R-Trilby, has been approved by three committees. The House bill goes before the Transportation & Infrastructure Subcommittee on Tuesday. Last year, then-House Speaker Richard Corcoran, now the state’s education commissioner, publicly announced his support for the measure, saying he had become convinced by statistics showing the dangers of texting while driving, particularly for younger drivers.
House Speaker Jose Oliva, RMiami Lakes, is “supportive of distracted driving legislation,” Oliva spokesman Fred Piccolo said on Monday. Toledo anticipates Oliva’s support for the current proposal. “From what I understood he preferred the distracted driving bill, all of the distractions, but this is a good step in the right direction,” Toledo said. The Senate proposal would lead to a public-awareness campaign, with warnings being handed out to violators from Oct. 1 through the end of the year, at which time citations would start to be issued. Users’ billing records for wireless devices would be admissible as evidence only when the drivers are involved in crashes involving death or serious bodily injury. First-time offenders could, if eligible, get their charges dismissed by taking a distracted driving program.
HOUSE, SENATE ROLL OUT BUDGET PLANS By JIM SAUNDERS and ANA CEBALLOS NEWS SERVICE OF FLORIDA TALLAHASSEE – The House and Senate on Friday rolled out state budget proposals for the upcoming fiscal year, with the plans hundreds of millions of dollars apart and higher than the current year’s budget. The Senate wants to spend $90.3 billion during the fiscal year that starts July 1, while the House is proposing an $89.9 billion budget. Both legislative chambers are pitching smaller plans than Gov. Ron DeSantis’ $91.3 billion proposal – the highest in state history. Lawmakers passed an $88.7 billion budget for the current fiscal year. The release of the budget proposals Friday came after House and Senate subcommittees issued pieces of the spending plans earlier in the week. The proposals are an initial step in a process that will lead to legislative leaders negotiating a final budget before the scheduled May 3 end of the annual legislative session. Appropriations committees in both chambers will take up the proposals next week and likely will make changes before sending the spending plans to the full House and Senate. Along with the difference between the House and Senate on a bottomline budget number, several areas have emerged during the past week as important issues in the looming budget talks. For example, the Senate wants a
$1.1 billion increase next year in a key part of the budget for public schools, while the House is proposing a $579.3 million boost. Also, the two chambers will have to bridge differences on issues such as health care, tourism marketing and environmental projects. DeSantis has made a priority of environmental and water-quality projects, pitching a $625 million proposal for next year. The Senate’s budget proposal includes $656 million for Everglades restoration and water-quality efforts and the House is proposing $607.4 million. Another high-profile issue will be spending to help areas of Northwest Florida that sustained severe damage in the Oct. 10 Hurricane Michael. Senate leaders are touting proposals that they say would bring to $1.8 billion the amount of state spending to help the area recover. “The tremendous amount of funding the state has invested in hurricane recovery placed significant constraints on our budget that guided every facet of our decision-making in all other areas,” Senate President Bill Galvano, R-Bradenton, said in a prepared statement Friday. The Senate released a summary that showed it wants to provide money for numerous projects in hurricane-ravaged areas. Also, the plan includes providing $14.2 million to help school districts that face losing money because students were displaced by the storm and have moved elsewhere.

TALLAHASSEE – Money for a plane for Gov. Ron DeSantis is still up in the air. While a new House budget proposal includes aircraft funds, the Senate budget plan doesn’t follow suit. But talks are underway as lawmakers still have another month before needing to finish a spending plan for the fiscal year that starts July 1. Senate spokeswoman Katie Betta said in an email Monday that Senate Appropriations Chairman Rob Bradley, R-Fleming Island, “has been working with the Governor’s Office to discuss needs and parameters. Those conversations continue, and the chair may offer an amendment this week.” The issue has drawn attention since DeSantis took office in January because his predecessor, former Gov. Rick Scott, got rid of state planes in 2011 to fulfill a campaign pledge. Scott, the wealthiest governor in state history, used his own aircraft to fly throughout the state. An $88.9 billion budget proposal released Friday by the House includes $7.2 million for aircraft, with the
money listed as a “special category” line item within funding for the Florida Department of Law Enforcement. The Senate spending plan – also released Friday – totals $90.3 billion for the upcoming fiscal year but does not have money for a plane. The Senate Appropriation Committee and the House Appropriations Committee will meet separately Wednesday to consider changes to their proposed budgets. After that, the spending plans will go to the full Senate and House, before negotiations begin on a final version. Last month, Bradley lent his support to putting the governor in a new state-operated aircraft, “whether he asks for it or not.” “It is ridiculous, if we’re the third largest state in the union, that the governor is having to travel around in the manner he’s traveling around in right now,” Bradley said Feb. 6. “I think it’s completely appropriate for him to have a secure means to move around the state.” Without a typical state plane at his disposal, DeSantis has turned to flying in a modified plane that had been acquired by the Florida Department of Law Enforcement. Days after DeSantis’ Jan. 8 inauguration, the FDLE air-
craft had to make an emergency landing due to a mechanical problem that required the use of oxygen masks for the occupants, including DeSantis, his chief of staff, Shane Strum, and Attorney General Ashley Moody. This month, DeSantis had to answer reporters’ questions about a flight he took to New York aboard a chartered jet owned by Jeffrey Soffer, the owner of the Fontainebleau resort hotel in Miami Beach and the Big Easy Casino in Hallandale Beach. The Republican Party of Florida paid for the flight. DeSantis said the Feb. 28 flight was “all legal” and “ethical,” and the charter flight was the “most efficient” means to travel without costing taxpayers. House Speaker Jose Oliva, R-Miami Lakes, has said any new aircraft should be limited to the governor, with other leaders getting on board only if invited. “I don’t know of too many situations that would require Cabinet officers or presiding (legislative) officers to get to a place in such a short time,” Oliva said in January. “If there is some sort of tragedy, we can all make our way down in relatively short order. But I think the person that would be required to be there, in the event of an emergency, a tragedy, some pressing matter, I think the executive is the one that would have to get there.”
