A Space to Create by Will Isern • photos courtesy of Longhollow Creatives
On a Wednesday evening in mid-February, around 50 young professionals gathered in a 120-year-old building on Guillemard Street to celebrate the opening of Pensacola’s newest cowork and studio space, Longhollow Creatives. There was local beer on tap and the party spilled out onto the back lawn around picnic tables and a fire pit. Cowork spaces are not new in Pensacola, but Longhollow’s founders have sought to create a space uniquely catered to creative professionals and fresh startups. “It’s the kind of place I wish I had had when I was getting started,” said Steven Gray, one of Longhollow’s four founders. “We want to be a resource for people who really want to grow a business, who really want to develop themselves professionally. There’s a lot of hobbyists and we’re not opposed to helping them too, but we really want to focus in on stage-one startups, entrepreneurs and people who are trying to get a good business plan off the ground. So in trying to reach out to what we needed back in the day, I think we’ve really tapped into a need that other people feel.” The building is 700 N. Guillemard St, a historic twostory built around 1900 that originally served as horse stables for city firefighters. Today, with its ample natural light, sleek industrial styling and vintage-inspired decor the space is wholly modern, while still maintaining much of the historic charm of the building’s brick walls, timber support beams and cobblestone walkway the bisects the firstfloor work space. Upstairs is 1,000 square-
feet of wide-open studio space catering to photographers and videographers or just about anyone who can make use of a well-lit backdrop of historic brick. Desks at Longhollow run $400 month and provide a business mailing address, access to a meeting room and eight hours of studio time a month. Non-members can rent the studio for $200 for a halfday. Longhollow is the culmination of the vision of its four founders, Gray and his wife Annie and Cory and Rachel Hogue. All are Pensacola natives and graduates of the University of
looking for some office space. Then Gray, a photographer, was commissioned to photograph former mayoral candidate Drew Buchanan, who was leasing the Longhollow building at time. Buchanan had launched a cowork space of his own before entering the mayoral race, but was looking to get out of his lease as the campaign wound down. “I had been eyeing that building for six years but just didn’t think I was going to have the opportunity,” said Gray. “So it took some time but we got the meetings we need and we got in.” The team remodeled the bathrooms, built in a kitchen,
desk for added privacy. The response from the creative community has been quick. All the desks at Longhollow are already rented, and there’s a waiting list for the few more that Hogue is building. The upstairs studio has been booked extensively throughout January and February. The appeal of a cowork space over working from home, Rachel Hogue said, is the opportunity to set distractions aside and get feedback from trusted peers. “I think working from home can be great for a lot of people, but it can also be a distracting and lonely,” she said. “I think

need someone there to look at it, so to have other creative you trust near you is invaluable.” Despite there being a number of other cowork spaces in Pensacola, Longhollow’s founders don’t see themselves as competitors, but rather as part of a network trying to drive innovation and create opportunities for young entrepreneurs. “Our focus on the creative side just aesthetically sets us apart, but thematically there’s several cowork spaces in town,” said Gray. “We’re very friendly with all of them and we’re trying to refer people back and forth. Say someone comes to us and says, ‘We love your building, but we’ve got a four-person team.’ That’s something we can’t accommodate but we can immediately refer them out to Cowork Annex or send them to interview at Co:Lab, so we’re very open about that.” Long term, Longhollow’s founders want their space to become a hub for professional development, hosting classes and professional training sessions. They believe the Longhollow district is ripe to become the bedrock of Pensacola’s professional creative community. “For us this started as just a place we could share with others we knew would enjoy it,” said Hogue. “I think success in the long run would be to open this entire district up as an arts district and we share that vision with the First City Arts Center just down the street. It’s prime to be the first location in Pensacola that’s a walking arts district. We can’t accomplish this goal by ourselves, but we hope to be a small piece of it.”

Shorebird nesting season begins again at the National Seashore Late last week the national seashore discovered the first shorebird nest of the season. Nests and chicks are so well camouflaged that they can be accidentally impacted by unsuspecting beachgoers. When beach-nesting birds are forced to fly or run from their nests, their eggs and chicks are left vulnerable to the elements and to predators. While enjoying the park, visitors can help protect shorebirds by: • Avoiding posted shorebird nesting and resting areas and use designated walkways and trails. • Keeping pets on a leash and away from areas where birds may be nesting. • Properly disposing of trash and not feeding wildlife to keep predators away. • Food scraps attract predators such as raccoons and crows to the beaches. • Litter can entangle birds and other wildlife. • Observing posted speed limits and watching carefully for birds flying across or feeding along the roadway. Each year, beginning in February/ March and ending in late summer, the seashore provides critical habitat for several species of ground nesting shorebirds including least terns, snowy plovers, Wilson’s plovers, and black skimmers. Adult birds and tiny chicks are sometimes struck by vehicles as they cross the road, look for food near roadways or fly low across the road into the path of oncoming vehicles.
In order to decrease the number of road kills, posted speed limits along Hwy. 399 will be temporarily reduced to 25 mph in the next month. The reduced speed limit is just one element of the park’s efforts to reduce speeding including speed bumps and enhance enforcement along the roadway. By September, nesting is complete and normal use of the roads will resume. Visitors and locals can show their support for shorebird chicks and help remind others to slow down to 25 mph by proudly displaying the Gulf Islands Chick Magnet. Beginning Wednesday, March 13, visitors may pick up their free chick magnet at the Fort Pickens & Perdido Key Entrance Stations, Fort Pickens Discovery Center, and park headquarters at Naval Live Oaks Area. “With the help of our community and those who enjoy the national seashore every day, we can ensure these nesting shorebirds have the best opportunity to welcome and fledge their next generation,” said Superintendent Dan Brown. Park staff will monitor beaches for nesting activity and close areas as needed. Closed areas represent a very small percentage of the seashore and park officials request that visitors divert activities to other areas. If visitors find themselves besieged by birds, it means that you are near an unmarked nesting area or young chicks. Please leave the area by backtracking your steps - the eggs are very small, well camouflaged, and hard to see.

But the House plan captures the debt. A financial obligation dozens of sex-related offenses, continued through a civil judgsuch as human trafficking and ment, such as a lien, would also
have to be paid off before a felon could be considered eligible to have his or her voting rights “automatically” restored. And before inmates are released, the proposal would require the Department of Corrections or county jail staff members to provide “an accounting of all outstanding financial obligations imposed by a court, the department, or the Florida Commission on Offender Review” for each felony conviction. The House measure “expands what it means to complete your sentence,” according to Neil Volz, the political director of a committee that backed the amendment. “We’re opposed to restricting voting rights for friends, neighbors, family members who are eligible to vote because of Amendment 4. This bill does that,” Volz, whose right to vote was restored following passage of the amendment, said in a telephone interview Monday. The measure would restrict voting rights in a variety of ways, he said.
“We believe the sentence is given to you by the judge at the time of sentencing,” Volz said. But under the House proposal, “a financial entity” or a Department of Corrections employee could “attach sentence obligations after a judge has already imposed a sentence,” Volz said. “So somebody who works for the government or works for a financial organization can determine whether somebody is eligible to vote in the state of Florida. We think that’s wrong and we’ll fight it,” he said. Court costs, fines and fees are not considered part of a sentence unless specifically ordered as restitution by the judge at the time of sentencing, according to the clemency processes currently used by the Florida Commission on Offender Review, Volz said. “We think it’s important to acknowledge that there’s a process right now and there’s discussion to change it and restrict voting in the process,” he said. According to one state analysis of the amendment, the constitutional change could open
the door to voting for more than 730,000 felons in Florida, some of whom began registering to vote after the amendment went into effect in January. Grant acknowledged the proposal is likely “to get pushback everywhere,” but blames the amendment’s own language for its problems. “This notion of making policy in the Constitution is problematic for a lot of reasons, and this (Amendment 4) is a great of example of why,” he said. The Senate has heard from elections officials, prosecutors, clerks of court and others on the issue, but has not yet released its version of an implementing bill. Whether the amendment requires implementing legislation is also the subject of debate. Gov. Ron DeSantis is among those who believe legislation is necessary, but backers of the amendment – which required Florida Supreme Court scrutiny to get on the 2018 ballot – believe it is self-executing. “Every single justice approved that language,” Desmond Meade, president of the Florida Restoration of Rights Coalition, said in a recent interview. “Let’s be clear. Every single justice, who were appointed by various governors, said that the language was very clear, it was not confusing. We think the language speaks for itself. The people who are excluded are people who commit murder and people who commit felony sexual offenses.” – News Service Assignment Manager Tom Urban contributed to this report.
DESANTIS SIGNS BILL TO ALLOW SMOKABLE POT By DARA KAM NEWS SERVICE OF FLORIDA
TALLAHASSEE – Pointing to the “will of the voters,” Gov. Ron DeSantis on Monday signed into law a measure repealing Florida’s ban on smokable medical marijuana. Shortly after he took over as governor in January, DeSantis gave the Legislature until March 15 to do away with the smoking ban. If they didn’t act, the Republican governor threatened to drop the state’s appeal of a court decision that found the smoking prohibition violated a constitutional amendment broadly legalizing medical marijuana in Florida. Lawmakers met the deadline, with the House giving final approval Wednesday. “Over 70 percent of Florida voters approved medical marijuana in 2016. I thank my colleagues in the Legislature for working with me to ensure the will of the voters is upheld,” DeSantis said in a prepared statement Wednesday.
The Republican-controlled Legislature included the prohibition against smoking medical marijuana in a 2017 law aimed at carrying out the constitutional amendment. John Morgan, an Orlando trial lawyer who largely bankrolled the amendment, led the lawsuit challenging the smoking ban. Morgan, a political rainmaker who has generally supported Democratic candidates, has showered the Republican governor with praise since joining DeSantis at a January event where the governor delivered the ultimatum to the Legislature. “My job is done. The will of the people has been heard! Really sick and injured people now have a path to safe wellness. Now on to slay other dragons! #ForThePeople,” Morgan said in one of a series of Twitter posts after DeSantis announced he had signed the measure. House Republican leaders and some conservative senators had balked at reversing the smoking ban, arguing that they had concerns about negative health effects
of smoking on sick patients. But the House and Senate made a series of concessions in reaching agreement on lifting the smoking ban. They agreed on a compromise measure (SB 182) that allows patients to purchase up to 2.5 ounces of marijuana for smoking every 35 days and have up to 4 ounces of cannabis in their possession at any time. Under the new law, which went into effect immediately, terminally ill children can smoke the cannabis treatment, but only if they have a second opinion from a pediatrician. Smoking of medical marijuana in public places is banned. Also Monday, DeSantis’ administration and the plaintiffs in the lawsuit filed a joint motion in the 1st District Court of Appeal, asking that the case be dismissed. “Now that we have honored our duty to find a legislative solution, I have honored my commitment and filed a joint motion to dismiss the state’s appeal and to vacate the lower court decision which had held the prior law to be unconstitutional,” De-
Santis said in the prepared statement. Agriculture Commissioner Nikki Fried, a Democrat who in the past lobbied for the medical marijuana industry and who made medical cannabis the cornerstone of her election campaign last year, hailed the repeal of the smoking ban, calling it a “landmark victory for patients across Florida and for our democracy.” “It’s a triumph owed to the relentless advocacy of Floridians who refused to be silenced. Our state must not disregard the voice of its people – when the people’s will is nullified by those with authority, liberty cannot survive,” Fried said in a statement. The state’s largest medical marijuana operator, Trulieve, said the Quincy-based company looks forward to selling “safe, smokable flower” to its customers. “We stand ready to meet the needs of patients whose doctors order smokable products and are confident that the Department of Health is moving with all due haste,” Trulieve CEO Kim Rivers said.
REVENUE ESTIMATE TWEAKED AS BUDGET WORK NEARS By DARA KAM NEWS SERVICE OF FLORIDA TALLAHASSEE – As Florida lawmakers get ready to hammer out a new state budget, they received a final forecast Thursday of how much general revenue will be available to pay for programs such as schools, health care and prisons. Bottom line, not much changed. Economists scoured data Thursday and estimated that lawmakers will have about $7.4 million less in general revenue than forecast in December. But that is just a fraction of the $33.5 billion in general revenue that the state is projected to bring in during the 2019/20 fiscal year, which starts July 1. The economists huddle periodically throughout the year to update estimates of general revenue, which plays a crucial role in the budget. Senate President Bill Galvano, RBradenton, said Thursday he expects the Senate to start going through the budget process early next week before the full Appropriations Committee approves an initial 2019/20 spending plan. Galvano, speaking to reporters before the economists released the updated forecast, said he anticipated the estimate “may come down a little bit.”
“That’s what we’re hearing, which makes it a little more difficult going forward,” Galvano said. “But once we get those (numbers), we’ll be able to give what we call rolling allocations to the (chairs of appropriations subcommittees). … They’re going to be putting their budgets together early next week, so they’re going to have to have their allocations by the beginning of the week.” Gov. Ron DeSantis has released a $91.3 billion budget proposal, which includes general revenue and numerous other sources of money, including federal funds. House Speaker Jose Oliva, however, has signaled that he wants a smaller budget than the one DeSantis proposed. Ultimately, House and Senate leaders will have to negotiate a spending plan before the scheduled May 3 end of the legislative session. “I think that (Oliva’s view on the budget) is consistent with the way the speaker has approached the budget process,” Galvano said. “As long as I’ve known him, he is a fiscal conservative and that’s important. We have to be fiscally responsible, but at the same time we’re looking at all the factors, including what unanticipated needs we have to address. For example, in this budget period we have to address the aftermath of Hurricane Michael. I understand where he’s coming from. I recognize why he wants to go there. But we also have to make sure we’re covering im-
pacts from unexpected areas.” The $33.5 billion in general revenue that the state is projected to bring in next year is a $600 million increase from the current year, according to the revised estimates. But that represents a slowdown in the growth of general revenue, which is derived from such things as sales taxes. The current year’s budget is projected to include $1.7 billion more in general revenue than during the prior year. Also, while the latest estimate only tweaked the bottom line by $7.4 million, the way that number was reached also reflects slower growth in the upcoming year. The forecast showed the state is now expected to bring in $201.3 million more than had been projected during the current fiscal year. But the forecast also reduced an estimate of revenue for the 2019/20 fiscal year by $208.7 million. Combining the $201.3 million increase this year with the $208.7 million reduction for next year leads to the overall $7.4 million drop in projected revenues. Amy Baker, coordinator of the Legislature’s Office of Economic and Demographic Research, said she and the other economists saw a slightly weaker national and state economic forecast than when they last revised generalrevenue estimates in December. She said the effects of the weaker forecast will hit harder during the 2019-2020 fiscal year.
