A Light into the Bay: Pensacola Lighthouse celebrates its 160th anniversary by Kaitlyn Peacock • photos by Guy Stevens
On a foggy day, mist rolls into Pensacola from the Pensacola Bay, obscuring the roads and making Three Mile Bridge a little spooky to cross, especially on those days when you can’t see the water below. For the many ships coming in and out of the bay, the fog is even more dangerous. It hides other ships, rocks and beaches that would on any other day be easily avoided, and can make the narrow Pensacola Pass into the Bay treacherous. However, for the past 160 years, there has been a constant light to help guide ships through even the worst storms. The Pensacola Lighthouse has stood at its perch into the Pass since Jan. 1, 1859. The second iteration of a lighthouse for the Pass, it has weathered hurricanes, demolition attempts and possible hauntings while remaining the brightest light on the Gulf shores. The 171-foot tall lighthouse was built in response to complaints that the first Pensacola lighthouse was insufficient in guiding ships. Located about a quarter mile from the site of the current lighthouse, the original lighthouse was built by Winslow Lewis, the premier lighthouse contractor of Florida at the time, but stood only 45 feet tall and was soon overgrown by trees along the shore. As the first lighthouse in Florida, it was a good first step to what would become the tallest lighthouse on the Gulf Coast and one of the oldest in the state. In addition to building the lighthouse taller, the site was moved due to the shifting of the Pass, which was stabilized to make sure the lighthouse would always be located at the Pass’s mouth. The lighthouse would be continuously lit for the next 160 years, but it wouldn’t be open to the public until the formation of the Pensacola Lighthouse and Museum, a nonprofit formed in 2009 that worked to restore the derelict structure. After four years and millions of dollars, the restoration was announced completed at a celebration of the lighthouse’s 160th anniversary on Jan. 11, 2019. Executive Director of the Pensacola Lighthouse and Museum Jon Hill attended the event to announce and celebrate the end of the restoration. “We are excited to see the
end of this large, historic restoration effort,” he said at the ceremony. “All work was completed without the benefit of federal dollars. It was completed entirely through earned income, donations and grants from organizations such as Pensacola Bay Area Impact 100, Florida Lighthouse Association and Florida Department of Historic Resources.” The entire project included restoring the lighthouse from top to bottom. First was the installation of a new porch, then outside of the tower, which was cracked and needed the old paint stripped off, was repaired. The cracks on the outside of the tower were mirrored on the inside and had to be fixed as well. Along with repairing the brick of the tower, 110 of the 170 steps inside the tower leading up to the lantern room had to be replaced and the entire staircase was reinforced to make it steady and safer. The entire lantern room was cleaned, restored, with added safety measures to ensure children were safe at the top of the tower, and finally, the lens was restored, completing the project. The significance of the lighthouse lies not only with its age, but also its purpose. Still serving as a beacon today, it once acted as a central hub of maritime navigation, as all lighthouses did. “You have to think about how these ships were like the space shuttles or the airplanes
of their time,” Hill said. “They were the most technologically advanced things we had as humans, and they (the lighthouses) were like the air traffic control centers.” Although the lighthouse acts more as a museum nowadays, the light can still be used to guide ships through inclement weather or when their navigation systems fail. “Of course you have GPS and things like that, but batteries go out, stormy weather happens, so people still use it to guide their way home,” Hill said. The beacon rotates every 20 seconds and is the brightest light on the shore. This is due to the refraction of light in the glass of the lens. The glass was made from special sand from France that has been used up completely, meaning we are unable to make a light as bright as the lighthouse’s beacon. Upkeep of the lens is extremely important to keep the light shining, with members of the U.S. Coast Guard coming in to take care of the lens and the lighting apparatus. While the Coast Guard currently cares for the light, what we know today as the Coast Guard was once three separate government entities that merged in 1939. One of those entities was the U.S. Lighthouse Services, whose civilian keepers cared for the lighthouse until James M. Hatton, who was proceeded by a Coast Guard keeper.
While the lighthouse may have changed hands over the years, one thing remained the same; tales from the various keepers suggest that there was something more going on at the Pensacola Lighthouse. Hatton’s own son Emmitt Hatton claimed to have heard footsteps in the keeper’s quarters and upon investigating saw the front gate open by itself. Strange incidents similar to Emmitt’s have piled up over the years and the lighthouse now has ghost hunts throughout the year, looking for clues of paranormal activity. Soon after the formation of the Pensacola Lighthouse and Museum, the lighthouse was featured on an episode of the popular SyFy show Ghost Hunters in 2009. So, is it really haunted? Well, if you ask some residents of Pensacola, they might tell you the entire city is haunted, but we’ll leave that question for your interpretation. Emmitt Hatton played a more instrumental part in the lighthouse’s history beyond hearing disembodied footsteps along the halls. In the 1990s, all of the buildings around the lighthouse were scheduled to be demolished. Emmitt heard about this and contacted an old Admiral friend of his, who stopped the bulldozer, but not before it had destroyed the washhouse. The other buildings were saved, including the keeper’s quarters and carriage house, which serves today as the gift shop.

Even with the restoration of the lighthouse completed, Hill said they aren’t finished with their work. Part of a new project would see the demolished washhouse rebuilt as a classroom for education for children on history, preservation, conservation and early learning skills and also to serve as a place for those unable to climb the tower to see the view from the lantern room. Hill hopes they can install virtual reality goggles that will allow people to see from the tower’s top without having to climb all 170 stairs. As more and more people begin to recognize the significance of Pensacola’s only lighthouse, whether from its historical or paranormal importance, it has grown into an icon of the city, a place you have to go see at least once. “We have people who’ve lived in Pensacola for seventy years, all their life, and never been here,” Hill said. “But we’re getting to the point where people are recognizing that this is part of their history and heritage. It is a unique building and it has unique compositions of people, time and motions to lighthouses that are different from other buildings.” The lighthouse is open to the public 9 am to 5 pm daily, with special events including ghost hunts and Blue Angel practice viewings yearround. Members of the public are invited to apply on or before March 22, 2019, for one three-year term on the Florida Board of Bar Examiners. The Supreme Court of Florida will appoint one public member to serve on the Florida Board of Bar Examiners. The Board ensures that applicants seeking admission to The Florida Bar have met the requirements of the Rules with regard to character and fitness, education and technical competence before recommending to the Supreme Court an applicant’s admission to the Bar. A public member volunteer should possess education or work-related experience such as educational testing, accounting, statistical analysis, medicine, psychology or related sciences. A bachelor’s degree is required. Lawyers are not eligible. Board members of the Bar Examiners must be able to attend approximately 10 meetings a year in various Florida locations, with travel and subsistence expenses reimbursed. Board members should be willing and able to devote the equivalent of three to four days’ work a month, or up to 350 or more hours per year, on Board business, depending on committee assignments.

Volunteer sought for the Escambia County Board of Adjustment The Escambia County Board of County Commissioners is seeking Escambia County residents interested in volunteering to be considered for an at-large appointment to the Escambia County Board of Adjustment. ment: Established by the Board of County Commissioners through adoption of Escambia County Ordinance No. 88-16, enacted Dec. 1, 1988. Ordinance 2004-9 amended the Escambia County Code of Ordinances to change the membership from five to seven members, all of whom must reside within Escambia County. Ordinance 2004-9 specifies the BCC endows the BOA with the power to conduct any required quasi-judicial public hearings to grant, grant with conditions, or deny applications for variances, conditional uses, requests for final extension of development orders for site plan approval, requests for the temporary use of a mobile home as a guest residence due to medical hardship, and appeals of administrative decisions filed by those persons aggrieved by interpretations or administration of these regulations. Ordinance 2001-35 provides a right of appeal to the Board of County Commissioners for review of the orders of the BOA affirming, reversing or modifying the decision of an administrative official.
Escambia County offering two spring break programs Escambia County will host two spring break programs for youth in grades K-12 Monday, March 18 through Friday, March 22, offering fun, stimulating environments for students while they are out of school. Play, Learn, Grow Spring Break Program: Escambia County’s Play, Learn, Grow after school program will host a special spring break program March 18 through March 22 from 7:30 a.m. to 5:30 p.m. at the Brownsville Community Resource Center, 3200 W. Career online high school program offered through Santa Rosa County library system The Santa Rosa County Library System participates in the Career Online High School (COHS) program. This program provides adults 19 and older an opportunity to earn an accredited high school diploma and career certificate online. The library’s program offers a limited number of scholarships to qualified adult learners who are looking to advance their careers, prepare for workforce entry and continue their education. The deadline to apply is March 31 to allow applicants adequate time
to complete a two-week prerequisite course, an in-person interview and a 30-day probationary period before the end of the fiscal year June 1. To apply, applicants must first complete the online self-assessment. Santa Rosa County has had five graduates from the 2016/17 program year and have awarded one scholarship for the 2018/19 program. Hop on over to PLT for The Velveteen Rabbit The Pensacola Little Theatre (PLT) Treehouse series proudly presents The Velveteen Rabbit, directed by PLT Education Director Jay Bixler. Based on the highly-adored literary classic by Margery Williams, the story of one stuffed rabbit on his journey to become “real” is a PLT favorite. Show dates are March 8 through 10 and 14 through 17. Through the twists of being found by “the Boy” (played by actress Ella Kimball) and becoming the closest of friends, the Velveteen Rabbit must learn what is beyond the nursery walls and venture out into the world after his dear friend becomes sick. Fusing his love of directing and arts education, PLT Education Director Jay Bixler says this production is bound to encourage audiences to embrace their imagination.

New operator selected for Pensacola Bay Cruises The National Park Service and HMS Ferries, Inc. have signed a 10 year concessions contract for the operation of Pensacola Bay Cruises. HMS will immediately begin preparing for the 2019 season. Service startup date, schedule, prices, and other details will be announced as soon as they are available. Tickets for regular service will be allday hop-on, hop-off, and discounts may be offered for children, military, seniors, groups, and frequent riders. Park entrance fees are waived for visitors arriving at Fort Pickens via Pensacola Bay Cruises. “We’re excited to start working with HMS Ferries, Inc. and to see this wonderful opportunity return to Gulf Islands National Seashore this spring,” said Superintendent Dan Brown. The service provides the community and visitors a unique way to experience the exceptional marine resources of Pensacola Bay and provides an attractive transportation option between Pensacola, Pensacola Beach, and Fort Pickens. Each leg of the triangular route passes through national seashore waters, which encircle Santa Rosa Island. Pensacola Bay Cruises will operate seasonally during the spring, summer and fall recreation season. Pensacola Bay Cruises’ 150 passenger boats, named Turtle Runner and Pelican Perch, were built with funds received via

a post-Deepwater Horizon oil spill settlement reached with BP. The settlement earmarked some funds specifically to compensate the public for the temporary lost use of the national seashore beaches and waters. The settlement earmarked other funds for restoration of the park’s natural resources injured by the spill. HMS (Hornblower Maritime Services) has over 25 years of experience in the maritime industry, and currently operates boat cruises and ferries at locations across the country including the Mobile Bay and Gees Bend ferries in Alabama, and St. Johns River ferry in Jacksonville, Florida. They bring an experienced and capable team to the operation at Gulf Islands National Seashore and its community partners. In 1978, Gulf Islands National Seashore’s General Management Plan called for the establishment of a ferry service in Pensacola Bay. With help from the City of Pensacola and Escambia County and through numerous local, state, and federal funding sources, including damages paid by BP to the Deepwater Horizon Natural Resource Damage Assessment Trustees to mitigate for impacts the 2010 Deepwater Horizon oil spill had on public access to and recreational use of local beaches and waterways, infrastructure and vessels were secured over the last seven years.

But there’s no capacity to do it.” Gualtieri, a lawyer, is encouraging sheriffs to consider other, less burdensome options to bolster the state’s cooperation with ICE. For example, under the newly hatched “Warrant Service Officer” initiative, deputies or county jail workers can get four hours of ICE training without ever leaving their own facilities, the sheriff said. The program allows county employees to process the federal detainer warrants required for undocumented immigrants to be held for up to 48 hours. Gualtieri said he expects the sheriffs’ association to roll out the warrant service officer initiative, already in use in a handful of areas, sometime this month. “It’s painless. It’s lawful. And it facilitates keeping criminal illegals where they belong, and that is in custody,” he said. “In my opinion, there’s no reason for somebody not to do it.” Gualtieri was also the architect of the “Basic Ordering Agreement” program launched early last year, in which 29 Florida counties now participate. Under the agreements, ICE pays the local governments $50 to house inmates for up to 48 hours. According to a press release issued by ICE officials in January 2018, the basic ordering agreements “clarify that aliens held by these jurisdictions are held under the color of federal authority, thereby affording local law enforcement liability protection from potential litigation as a result of faithfully executing their public safety duties.” The basic ordering agreement “has nothing, nothing to do with deputy sheriffs or police officers enforcing immigration law on the street,”
Gualtieri said. “It has nothing to do with asking for green cards. It has nothing to do with anything other than making sure that somebody who has already been arrested for a crime is not released into the community so they can wreak havoc and commit more crime,” Gualtieri said. But in December, the American Civil Liberties Union, the Southern Poverty Law Center and others filed a federal lawsuit challenging Monroe County Sheriff Rick Ramsey’s use of a basic ordering agreement to detain a man who was born in Philadelphia. The civil rights lawyers argue that immigration detainers are an unconstitutional violation of Fourteenth Amendment protections against unlawful searches and seizures. While he wasn’t familiar with Gualtieri’s latest plan, ACLU lawyer Amien Kacou, one of the attorneys in the Monroe County case, told the News Service that, as with basic ordering agreements, nothing in federal law gives local law enforcement officials the authority to handle immigration warrants. “They’re just pretending that the presence of that administrative warrant adds due process to the process, or that somehow it makes it more legit, which it does not,” Kacou said. DeSantis’ push for more local law enforcement officials to partner with the federal government isn’t restricted to the 287(g) program, his office said when asked about the other initiatives. “The governor encourages Florida sheriffs and local law enforcement to increase their coordination and cooperation with federal authorities through all programs available for the enforcement of immi-
gration law,” his press office said in an email. Immigration detainers can be requested for people who have been convicted of crimes, have served their sentences and are due to be released from prison or jail. Sen. Joe Gruters, a Sarasota Republican who does double duty as the chairman of the Republican Party of Florida and who is sponsoring the socalled sanctuary city ban, told the News Service on Monday that his bill is focused solely on undocumented immigrants who have committed crimes. “Illegal aliens are already breaking the law, but I am not worried about that part. This is not an immigration fix, and it’s not about immigration policies. This is about criminal illegal aliens, people who are doing bad things in our communities. Listen, people who are doing violent crimes are more likely to commit crimes again,” said Gruters, whose proposal will be vetted by a key Senate committee Tuesday. But the detainers can also be sought for individuals who have been charged with crimes, have paid bail or bond, but have never been convicted, or those who are being released from custody because the charges have been dropped. The basic ordering agreements and the warrant service officer programs allow local law enforcement to do “the dirty work” of immigration agents, at local taxpayers’ expense, said Kacou. “The dishonesty of this entire scheme, from the BOA to SB 168, includes this conflation of ‘criminals’ and undocumented immigrants, when the reality is that the function of a detainer is not limited to making sure that people who were convicted of a crime are essentially transferred to ICE,” he said.

TALLAHASSEE – A move to ban “fracking” in Florida advanced Monday in the Senate with some oil-drilling protections for the Everglades, but not more comprehensive language sought by environmentalists. The Senate Agriculture Committee voted 3-2 along party lines to approve a measure (SPB 7064) by Chairman Ben Albritton that would meet Gov. Ron DeSantis’ call to ban hydraulic fracturing, or fracking, which involves injecting large volumes of fluids into rock formations at a “high rate” of pressure to help release natural gas and oil. Sen. Doug Broxson, a Gulf Breeze Republican who voted for the proposal, expressed concern that the ban could impact the industry. Broxson noted that while the fracking technique has not been employed in the state, Florida has long had oil drilling in parts of the Panhandle and Southwest Florida. “Florida has very limited resources as far as what is in the ground,” Broxson said. “What we’ve done is safe and responsible. And let’s don’t do anything to interrupt what we’ve done right for
the last 60 years.” While adamantly opposed to fracking, environmentalists have opposed Albritton’s bill because it doesn’t address a technique called “matrix acidizing.” The acidizing technique utilizes many of the same chemicals as used in hydraulic fracking, but it dissolves rocks with acid instead of fracturing them with pressurized liquid. Sen. Kevin Rader, D-Delray Beach, said by not prohibiting the acidizing technique, as well as hydraulic fracturing, the proposal continues to be a “risky proposition” for the state’s fragile ecosystem. “I don’t understand why we are taking chances, Oklahoma has, as we heard last week, has fracking going on and for the first time in their history they’ve got 2,000 earthquakes between the years 2015 and 2017,” Rader said. “I know there is a little bit of debate that it is due to fracking or not, but the majority of the debate believes that it is.” Before voting, the committee made a change proposed by Albritton, R-Wauchula, that would impose additional state Department of Environmental
Protection reviews on oil exploration within the Everglades Protection Area, along with increasing permitting costs and penalties. Albritton’s amendment came after the 1st District Court of Appeal last month ruled that a Broward County landowner should receive a permit for exploratory drilling on about five acres of land in the Everglades. DeSantis’ administration, Broward County and the city of Miramar are asking for a rehearing in the appeals court. Albritton said his proposal wouldn’t prohibit the drilling permits. “At the end of the day, the courts have ruled that they can drill there, it really doesn’t leave us with very many options,” Albritton said. “My goal with this amendment was to provide for additional cost and safety measures, if they so choose to expand the drilling in that area.” Proposals to ban fracking have repeatedly emerged in recent years but have not passed. Groups such as the Florida Petroleum Council have opposed the proposals, contending that fracking is safe, can boost production and help hold down energy costs for consumers.
But Albritton’s proposed ban gained traction this year after DeSantis in January released a list of environmental proposals that included opposition to hydraulic fracturing. Opponents of Albritton’s proposal, many of whom contend they will remain opposed to the current bill if it doesn’t address “all forms of fracking,” argue fracking threatens Florida’s already-stressed water supplies, can impact agricultural production and can cause environmental damage. David Cullen, a lobbyist for Sierra Club Florida, said even the Everglades amendment includes loopholes, noting a prohibition on access corridors and drilling pads through sensitive areas would continue to allow such uses when “reasonable and prudent alternatives are not available.” “In other words, we get to do whatever we want to do in the Everglades, one way or another,” Cullen said of oil companies. Albritton’s proposal is similar to a House bill (HB 7029) that has started moving forward. Sen. Bill Montford, D-Tallahassee, has proposed a bill (SB 314) that would ban hydraulic fracturing and matrix acidizing.
