Adventures on the Beach by Kaitlyn Peacock

A day on the beach sounds like paradise, but let’s be honest. Pensacolians have had lots of days on the beach. The beach doesn’t change. Even if you love the sun and the sand and the waves, there’s only so much to do. Luckily, there’s something a little different just across the Bob Sikes Bridge. The newly upgraded Premier Adventure Park may just have something to switch up your beach routine. Located on the sound side of Pensacola Beach, this activity complex offers a go-kart racetrack, Jet Ski rentals, a splash pad for children and an impressive threestory beach ropes course, among other things. The go-kart track is recently refurbished with an improved track, a redone bridge and brand-new go-karts for both children and adults to enjoy. Certain activities do require tickets, but purchasing a ticket for any activity also allows access to other areas of the complex, including the splash pad. Located at the park is also the newly opened Sandbox restaurant. The restaurant is open to anyone who visits the park and is also open to anyone who just wants to come in and grab a bite. Check in at the front desk, then come up and enjoy hamburgers, pizza, nachos and other finger-food goodness with a view of the beach below. According to Stephanie Powell, director of marketing at Premier Island Management Group, the Sandbox is “the hidden gem of Pensacola Beach.” “The best part is you can eat and participate in all these activities

at the same place,” she said. “It’s in an ideal location, on the sound side with a nice view and beautiful sunsets. (…) You can stay at the park all day, come in and get out of the sun, eat something, then go right back out and continue to play. It keeps you from having to pack up and move, rent chair sets. If you wanted to sit and just enjoy a little quiet area of the beach, that’s available here as well.” Looking for something to do that’s a little more on the adventurous side? Premier Adventure Park also offers parasailing, paddleboards and a Jet Ski dolphin tour during certain times of the year, typically until October or November. Throughout August, test your balance with a paddleboard yoga class every Wednesday at 6 pm. While some of the activities at the park sound a little intense for some children, don’t be fooled. Many of the activities can be fun for children, including the ropes course. The course includes a safety harness along a track to keep children, and even adults, from falling. It’s safe for children and a challenge for even some adults. However, there are height restrictions on some of the activities, including the parasailing. “The park upgrades truly enhance the variety of entertainment options available on Pensacola Beach – especially for families looking for activities that everyone can enjoy or a place to rent beach chairs and lounge,” Powell said. “The convenience of having so much to do and easy, quick access to food

and drinks is something we’re uniquely positioned to offer guests who are looking to make the most of their beach day.” Maybe you need some time away from your family, but still think this sounds like the place to be. With or without children, if you’re not

Songwriters at sunset event to hold exclusive beach-strumming session in Perdido Key for local foundations The Perdido Key Area has an extended history of music and songwriting shaping the culture of the community. On Friday, September 6, 2019, at the Lost Key Beach Club, The Perdido Area Chamber of Commerce presents the debut of the Songwriters at Sunset Benefit Concert, raising funds for the Frank Brown Foundation for Music and the Perdido Area Chamber Foundation. Taking place on the breathtaking, Gulf-beachfront in Perdido Key with Grammy winning singer-songwriters, this event is sure to bring anyone back to the roots of what built the Perdido Area’s musical backbone of our treasured area. Dona and Milton Usry donate $100,000 to PSC for scholarships Pensacola State College received a $100,000 donation for scholarships from Dona and Milton Usry Aug. 7. The scholarship donation – earmarked for students pursuing educations in the accounting field ─ was presented to Pensacola State President Ed Meadows during a 10 a.m. press conference in the College’s Board of Trustees meeting room on the Pensacola campus. “Dona and Milton Usry have been longtime friends and supporters of Pensacola State College,” said Pensacola State President Ed Meadows. “The PSC family thanks you for your generosity in endowing this scholarship that will help our students achieve their goals and dreams.” The Dona and Milton Usry Endowed Accounting Scholarship is available to full- or part-time Pensacola State students majoring in the field of accounting with a 2.5 or higher grade point average. Recipients must be a U.S. citizen or resident alien. Scholarship funds can be used for tuition, fees, books, and other supplies. Preference will be given to students pursuing a bachelor’s degree in accounting or a related field. The Board of Trustees Board Room in Building 7 will also be renamed in honor of the Usry endowed scholarship. Meadows noted that many Pensacola State students work full-time jobs, are sometimes the primary breadwinner in their families and often foundation scholarships are critical for these students to continue their education. “The generosity of the Usrys in endowing this scholarship will assist

current and future students who wish to have a career in accounting,” he added. The Usrys are active community volunteers and have a legacy of supporting higher education. “The scholarships provided through this endowment are a strong indication of our ongoing support of postsecondary education, particularly in accounting,” the Usrys said of the donation. “We are using funds from our taxdeferred retirement account,” Milton Usry explained. “Along with helping college students, we also will receive a tax break for using funds from this account.” Dona Usry has a long history of service to Pensacola State. From February 1999 to May 2014, she served on the Pensacola State College Board of Trustees. During her tenure, she was the board chairwoman for two terms – 2005-2006 and 2006-2007. Also, she is a member of the WSRE-TV Foundation Board of Directors. An esteemed University of West Florida faculty member, Milton Usry was the institution’s first Eminent Scholar and named the Mary Ball Washington Professor Emeritus of Accounting. Before moving to Pensacola, Dr. Usry was Regents professor of accounting for 25 years at Oklahoma State University. The Usrys’ son, Wayne, is a retired accountant, and their other son, Mark, is a business professor at Bloomsburg University of Pennsylvania. Escambia County Receives $21.8 Million in Funding for New Jail Escambia County will receive $21.8 million from the Florida Division of Emergency Management through Federal Emergency Management Agency reimbursement, which will go directly toward the county’s $145 million correctional facility project. “On behalf of the board of commissioners, I’d like to thank the Escambia County legislative delegation chairman, Sen. Doug Broxson, and Rep. Alex Andrade, for their continued support of this project,” Commission Chairman Lumon May said. “Sen. Broxson has been working with our county administrator for the past six weeks

on these reimbursements and we appreciate his efforts and diligence in delivering these funds.” To date, the county has received over $111 million in funding for the correctional facility project from bond proceeds, Local Option Sales Tax, the State of Florida and FEMA. “These funds get us closer to the completion of this priority project for our community,” Sen. Doug Broxson said. “Making sure that Escambia County gets to close the door on a devasting incident and move forward is important and I am thankful to be able to provide meaningful assistance.”

Whitesell-Green/Caddell construction crews broke ground on the correctional facility in November 2018 and the project is on track for completion by mid2020. The new building is located near the southeast corner of North Pace Boulevard and West Fairfield Drive and will serve as the central booking facility and juvenile housing area. The facility is expected to provide approximately 90 new jobs. The three-story building will house 784 inmates and include an inmate intake and receiving area, and dining and kitchen service areas that will serve both the old and new facilities.

Pensacola Sports Foundation grant application deadline

The Pensacola Sports Foundation is accepting applications for its 2019 grant program. Community organizations involved in providing youth sports opportunities are eligible to apply for funding. Applications must be received by Nov. 1. These grants are administered by the Pensacola Sports Foundation through an annual application process. The purpose of the Pensacola Sports Foundation grant is to support the part of the Pensac-

ola Sports mission that focuses on the development, education, promotion and recognition of youth sports, amateur sports, scholar athletes, and athletic excellence in the Greater Pensacola area. Since its inception in 1984, the Foundation has distributed more than $500,000 in funding to organizations in the Greater Pensacola area. Applicants must be located in or serve Escambia or Santa Rosa Counties, and be deserving organizations or individuals

COURT BACKS EX-SUPERVISOR ON VOTING ROLLS JIM SAUNDERS News Service of Florida TALLAHASSEE – A federal appeals court has sided with a controversial former Broward County elections supervisor in a legal battle about whether she took proper steps to remove ineligible voters from election rolls. A three-judge panel of the 11th U.S. Circuit Court of Appeals last week upheld a lowercourt decision that said former Broward Supervisor of Elections Brenda Snipes had adequately complied with requirements in federal elections laws. In doing so, the panel ruled against the Virginia-based American Civil Rights Union, which filed the lawsuit in 2016

and contended that Snipes had not properly made efforts to remove ineligible voters such as people who had felony convictions. The 39-page ruling focused heavily on a federal law known as the National Voter Registration Act, which includes requirements for elections officials to remove ineligible voters. The ruling said the law only requires elections officials to remove voters who become ineligible because of death or change of address – though it allows them to remove ineligible voters for other reasons such as criminal convictions or mental incapacity. The Atlanta-based appeals court said the American Civil Rights Union incorrectly argued that Snipes was required

by the federal law to go beyond removing voters because of death or change of address. Writing for the court Thursday, Judge Stanley Marcus said the “statute could not be clearer: the states and their subsidiaries are required to conduct a general program of list maintenance that makes a reasonable effort to remove voters who become ineligible on account of death or change of residence, and only on those two accounts.” “What ACRU (the American Civil Rights Union) really has asked us to do is to rewrite the statute so as to treat all of the categories of ineligibility in the same way,” added Marcus, who was joined in the ruling by judges Britt Grant and Frank Hull. “It would have us read

the statute as imposing on the states a general program of list maintenance that makes a reasonable effort to remove any ineligible voter, regardless of the basis of ineligibility. But we may not rewrite the unambiguous text, where Congress has been crystal clear in treating different categories of ineligibility in different ways.” Removing ineligible voters has long been a controversial issue in Florida and other states, with many Republicans warning about fraudulent voting – and Democrats contending that little evidence exists of improprieties. The American Civil Rights Union, whose board includes Reagan administration officials such as former Attorney General Edwin Meese, said in

a news release last year after filing the appeal that rampant voter fraud was possible because Snipes had not properly maintained voter lists. Snipes and Broward County, a Democratic stronghold, have repeatedly been in the middle of controversies about elections processes. Then-Gov. Rick Scott, a Republican, issued an executive order in November that suspended Snipes because of problems during the 2018 elections and replaced her with a Scott ally, Pete Antonacci. Snipes filed a federal lawsuit challenging the suspension. That litigation ended after Scott’s successor, Gov. Ron DeSantis, issued a subsequent executive order that accepted Snipes’ resignation in January.

CORCORAN SHAKES UP DISABILITIES ORGANIZATION ana ceballos News Service of Florida TALLAHASSEE – Florida Education Commissioner Richard Corcoran has threatened a criminal investigation into a state organization that helps Floridians with disabilities, after learning about potential misuse of millions of dollars and alleged “incompetence” on the part of its leadership. His threats, outlined in an Aug. 15 letter obtained by The News Service of Florida, have already prompted a leadership shake-up at The Able Trust, a non-profit organization for the state education department’s Division of Vocational Rehabilitation. Corcoran said he would move to shut down the organization unless The Able Trust met 10 demands, which included the resignations of its officers and board of directors, as well as the exit of president and chief executive officer, Susanne Homant, who held the post since 2007. “Should the terms herein not be fully complied with by The Able Trust, the department intends to immediately sever any contractual or other similar relationships with The Able Trust,” Corcoran wrote. The education commissioner added that he would “subsequently direct this matter to the appropriate law enforcement agency or state attorney and if necessary the Internal Revenue Service,” if his demands were not met. Numerous attempts by the News Service to reach The Able Trust for comment were unsuccessful. Corcoran pointed to “several egregious concerns” at The Able Trust, which helps more than 45,000 individuals with disabilities get and maintain jobs every year. In his letter, he said the Division of

Vocational Rehabilitation “has not received the full benefits of a functioning [direct-support organization] for several years.” Corcoran said the organization should undergo a full audit by the state auditor general, “to include findings regarding potential malfeasance, misfeasance, neglect of duty, or incompetence on the part of board members.” Some of the organization’s issues were outlined in a June audit conducted by Corcoran’s inspector general. In that report, auditors flagged issues with “inaccurate reporting of administrative costs,” singling out discrepancies in how Homant’s annual $224,975 salary was reported. State auditors said The Able Trust inaccurately reported that its administrative costs made up 12 percent of the organization’s expenditures. But the audit found expenditures accounted for 18 percent of the non-profit’s expenses. Homant insisted that not all of her salary should be considered an administrative cost. However, auditors said, failing to accurately report administrative costs “could lead to non-compliance with the statutes.” The Able Trust management “generally disagreed” with auditors’ interpretation of a state mandate that says “administrative costs shall be kept to the minimum amount necessary … and are limited to 15 percent of the total expenditures in any calendar year.” In a June 17 response to the audit, The Able Trust defended its reporting by saying the organization is managed by a “very small staff,” which required its leaders to take on more than one job. “It was estimated by Able Trust that her (Homant’s) time was 75 percent to programs and 25 percent to administrative.” The organization added that audi-

tors did not adjust for the time Homant “spent directly on programs, fundraising, business interaction to encourage placement for people with disabilities, etc,.” according to the response letter. Even with Homant’s total salary included, The Able Trust’s administrative costs “only rises slightly above 15 percent,” the organization’s response, which was unsigned, said. Two months after The Able Trust responded to the audit, Corcoran demanded the organization immediately remove Homant from her position and deny her “physical and electronic access to Able Trust files and office.” He also banned the organization from entering into any contractual relationships with Homant in the future. Six days after Corcoran’s letter was sent to Gov. Ron DeSantis and legislative leaders, Karen Moore, chairwoman of The Able Trust’s board of directors, announced to supporters of the organization that Homant had “retired” and would be replaced by Tony Carvajal, who recently served as the executive vice president of the Florida Chamber Foundation. “As I am sure you are already aware, our board and staff have been working closely with Commissioner of Education, Richard Corcoran, and his team to lay the foundation for a bright and successful future,” Moore wrote in the Aug. 21 missive. Aside from concerns with the top executive’s salary, Corcoran in his letter highlighted issues with a non-profit entity The Able Trust created that had not been authorized in state law. That entity, the Able Charitable Foundation, has received “millions of dollars” in transfers from The Able Trust, Corcoran added. Corcoran demanded that The Able Trust agree to undergo a full investi-

gation of the Able Charitable Foundation, writing that the The Able Trust did not have authority “to allow funds to be deposited with a separate entity.” If money had been transferred to the foundation, Corcoran wrote, “the department will recommend immediate termination of its association with the Able Trust and prosecution to the fullest extent of the law.” Any funds that were transferred to the foundation must be returned to the Able Trust, Corcoran wrote. When asked about his vision for The Able Trust on Friday, DeSantis praised Corcoran’s “reform mentality.” DeSantis, who has the authority to appoint new members to the organization’s board of directors, said he wants to help make the organization “better.” “All of my appointees, I want them to be reformers, who are not going to tolerate incompetence or failure in government – that is what we will see,” the governor said Friday. Some advocates connected to the disability community welcomed Corcoran’s intervention. Jim DeBeaugrine, a former executive director of the Florida Agency for Persons with Disabilities, said the shake-up may be able to bring out the “tremendous potential” The Able Trust has to offer Floridians with disabilities. “The mission of the organization is absolutely worthwhile,” DeBeaugrine told the News Service in a telephone interview. “I do feel that new leadership was needed and I am optimistic that the new CEO is a good first step.” The Florida Legislature would be required to act to shut down The Able Trust. This spring, a bill that would have permanently saved The Able Trust from repeal went nowhere, but state lawmakers agreed to allow the organization to exist for four more years.

MOODY WRAPS UP SUMMER MENTAL HEALTH SERIES JIM turner News Service of Florida

TALLAHASSEE – Reducing recidivism, streamlining costs, and addressing mental health issues for law enforcement officers and people who have committed crimes are among the topics Attorney General Ashley Moody has tackled in a series of “round table” talks that concluded Friday. After the fourth session on the issue that Moody has made one of her top priorities since taking office in January, the attorney general said she needs more time to digest the input she’s gathered from judicial leaders throughout the state. “The recommendations that are coming out of this may end up being presented as some sort of legislative change request, but we’ll have to do that

after taking the information we’ve learned,” Moody told reporters, after judges from across the state discussed the impact of mental health on the courts. Earlier roundtables focused on mental health issues within law enforcement ranks and treating people with diagnosable disorders before and after they are arrested. Judge Steve Leifman, a member of the 11th Judicial Circuit who is also an advisor to the Florida Supreme Court on criminal justice and mental health, said standards are needed for every court in the state to ensure “right people come into these courts and we get good outcomes.” “We really have two choices in this state,” Leifman said. “We can continue to release people from the criminal justice system without treatment,

or we can release them with treatment. We all know, sitting around the table, and everyone involved in the mental health courts will tell you, the treatment works.” State Rep. Paul Renner, who serves as chairman of the House Judiciary Committee, said he wants to learn more about how resources are spent on people with serious mental health issues, once they’ve encountered the courts. Renner, a lawyer, said he may ask Leifman to address his committee in advance of the 2020 legislative session that begins in January. “Adopting some of the steps he’s taken … I think is something I want to look at,” Renner, R-Palm Coast, said after participating in Friday’s roundtable session at the Florida Supreme Court. According to a release from

Moody’s office, Florida currently spends $800 million annually to house people with mental illness in jails, prisons and forensic treatment facilities. An estimated 132,252 people with serious mental illnesses are arrested in Florida each year, yet the state ranks 43rd nationally for mental health care funding. Florida is also the fourthhighest state in the nation for uninsured adults with mental health issues, her office said. Moody said work is needed to cut down on arrests of people who wind up in a “revolving door” in the court system. “Are those that are urinating in public, do those need to be arrested and housed and do you as a taxpayer need to pay for them for an extended period of time, or is it better the get them stabilized within the community and make sure

we keep them stabilized?” she said. “When we put them back out, if they’ve been stabilized, they can continue that stabilization, so that the court and the jails do not become a revolving door for dealing with these types of situations.” While mental health courts already in existence may be built around the needs of a particular community, Moody said they can provide a template for other counties. “Today was a snapshot of where we are. Fourteen out of our 20 (judicial) circuits have mental health courts and judges that are specifically focused on that, along with 24 out of our 67 counties. But, we have a long way to go in making sure that we are specifically and appropriately dealing with those suffering mental health issues within the criminal justice system,” she said.
