East Garden District Merges Past and Present by Will Isern
With work set to begin on the first phase of what promises to be a transformative project in the heart of downtown Pensacola, the project’s planners are drawing from the past for inspiration. Local developer Chad Henderson is driving the next phase of downtown Pensacola’s ongoing renaissance with plans to transform two blocks of Garden Street into a destination lifestyle district featuring shops, restaurants and a hotel. Henderson’s

More critical, though, will be the work that commences next to reimagine Jefferson Street as a pedestrianfriendly streetscape from the drab thoroughfare that it is today. At every step in the design process, Henderson has looked to the past for inspiration. The East Garden District takes its name from the historic streetscape laid out by British officer and
connectivity. “We’ve seen that the past several decades has mostly been made up of suburban sprawl and what we would frame as vehicular-centric development,” Henderson said. “Now in many areas and markets we’re seeing a movement of development back to the core and this is more around people-oriented development that would create a sense of vibrancy and human connectivity and walkability. So if you think about the spirit in
architect Steve Dana is working with Henderson on the project and said he expects to see a 30 percent reduction in total surface area of the road to make way for wider sidewalks. Dana also said 20 to 30 trees will be plated along Jefferson street, creating a canopy to provide shade and attenuate stormwater runoff. The vision will be similar to that of the streetscape between Southtowne and the Bear Levin Studer YMCA a few blocks to the south,

says you need to be putting in green infrastructure and we haven’t done it yet,” Dana said. “We want this to be a pilot project for the city and community to show the benefits of it so hopefully it can become the new norm.” Henderson is a Pensacola native whose healthcare real estate business regularly takes him all over the country. His vision for the East Garden District is based partly on other urban living districts that he’s seen in other places, like The Gulch in Nashville. Henderson said he’s seen how cities have become more connected, livable and people-centric, but often lack the kind of origin stories that create an authentic sense of place. That’s where Pensacola has an edge, he said. “This is what sets Pensacola apart is the ability to have these stories,” he said. “There are a lot of developments that are occurring that don’t really have the opportunity to draw back to the character and the soul of an old city, and we have that opportunity. So we should be thankful that we have all these old storylines to play off of, because that’s really what creates the character and soul of a place. That’s what I’m most excited about.” The East Garden District is bounded by Palafox, Chase, Tarragona and Garden Street and spans Jefferson Street. Henderson estimates the project will cost about $50 million.

Condolences for City Councilman Gerald Wingate On behalf of the Escambia County Board of Commissioners, Chairman and District 3 Commissioner Lumon May extends heartfelt condolences for the loss of dear friend and colleague, Pensacola City Councilman Gerald Wingate, who passed away Tuesday morning at age 73 after a battle with cancer. Escambia County extends its deepest sympathy and prayers to the Wingate family. Gerald Wingate proudly served as City Council President from 2017/2018, as well as Vice President from 2016/2017. Gerald represented
the City Council on the Juvenile Justice Council and the Florida/Alabama Transportation Planning Organization. Gerald is a native of Pensacola and a graduate of Booker T. Washington High School, Pensacola Junior College and the University of West Florida. He served his country for 25 years as an Army Officer and retired from the paper industry with 40 years of management experience. He also worked as a realtor with Main Street Properties. He is survived by his wife Betsie Wingate, their five children and many other family members and friends.
Escambia County corrections recognizes IN2WORK graduates The Escambia County Corrections Department proudly recognized six IN2WORK graduates with a ceremony Tuesday, Aug. 6 at the Escambia County Jail, celebrating their dedication to achieving educational goals. The IN2WORK program offers job skills training to inmates in more than 75 facilities across the country, providing participants with hands-on training and certification that prepares them for jobs in the culinary and retail management industries. Christopher Atkins,Demontra Jackson, Edward Nelson, Logan Nall, Brandon
Covington and Michael Jackson earned their IN2WORK certificate through the program while incarcerated. At the ceremony, Escambia County Jail Commander and Chief of Corrections William Powell commended the graduates for their accomplishment and encouraged them to work toward their goals. Other ceremony attendees included Commander Scott Nash, Chaplain Willie Leggett, Chaplain Reginald Benjamin and Food Services Director Leslie Hall, along with graduates’ family members.
Escambia County animal shelter offering reduced adoption fees for all animals during August It’s the perfect time of the year to adopt a forever friend from the Escambia County Animal Shelter. The Escambia County Animal Shelter is offering a special reduced adoption fee of $40 for all dogs and puppies and $20 for all cats and kittens during the month of August. Adoption fees include altering of the animal (spay or neutering services), microchip, heart worm test and the initial vaccinations, including rabies
vaccinations. Escambia County residents will be required to purchase a license at the time of adoption. This is an additional $11 over the adoption fees and is paid separately. The Escambia County Animal Shelter is located at 200 W. Fairfield Drive and is open Monday through Friday from noon to 5 pm and Saturday 10 am to 4 pm. Real ID Enforcement Begins October 1, 2020 Escambia County Tax Collector Scott Lunsford reminds travelers that beginning Oct. 1, 2020, every traveler must present a Real ID-compliant driver license or identification card, or another acceptable form of identification, to fly within the United States. As of Oct. 1, 2020, individuals who are unable to produce a Real ID-compliant credential or other acceptable form of identification, such as a valid passport, federal government PIV card or US military ID, will not be permitted to enter a TSA checkpoint and will not be allowed to fly. The Real ID Act passed by Congress in 2005 establishes the minimum-security standards for state-issued driver licenses and identification cards and prohibits federal agencies, like TSA, from accepting licenses and identification cards for certain official purposes, including boarding federally-regulated commercial aircraft, entering secure federal buildings and visiting military installations. Although Florida is a compliant state, if a citizen has a non-compliant driver license or identification card, he or she will be required to show a second form of identification to board a plane
or access these federal facilities. It is simple to check your compliance. If your driver license or identification card has a gold star in the upper right corner, you are Real ID compliant. If your credential does not have the gold star and expires within the next 18 months, visit EscambiaTaxCollector.com to make an appointment to renew. In Escambia County, 87 percent of driver licenses and 97 percent of identification cards are Real ID compliant, leaving almost 33,000 Escambia County records that are not Real ID compliant. Becoming Real ID compliant is easy. Just bring the following documents to your appointment: • Identification (bring one) - Current valid US passport - Certified US birth certificate - U.S. Certificate of Naturalization - Consular Proof of Birth Abroad (FS-240 or FS 545) • Name change(s) since birth - Valid U.S. passport with correct name - Certified proof of legal name change(s) (i.e., marriage certificate, adoption, legal name change, court order). SECURITY SPENDING UP FOR GOVERNOR, DIGNITARIES

TALLAHASSEE – Florida taxpayers spent just over $4.3 million in one year to protect the occupants of the governor’s mansion and various visiting dignitaries, according to state records released last week Friday. The total for the fiscal year that ended June 30 is a $1 million jump from the previous year, the Florida Department of Law Enforcement report shows. More than half of the increase – $549,063.70 – can be attributed to the cost to cover Gov. Ron DeSantis, as he transitioned into office following the November election. The figures in the annual “Report of Transportation and Protective Services” represents what was spent protecting former Gov. Rick Scott, DeSantis, their families, the governor’s man-
sion, and select officials who traveled throughout Florida. The report doesn’t outline how the security details were manned or operated, and doesn’t break down the spending for each governor. The spending is topped by $3.64 million for the salary of law enforcement officers who provided security for the governor, and $596,349 for costs tied to transportation. It’s unclear how future transportation costs will be impacted by the state’s purchase of a nine-passenger jet. FDLE officials recently agreed to spend $15.5 million to buy a Cessna Citation Latitude from Textron Aviation Inc., to replace the twinengine King Air the agency had used to ferry DeSantis around the state. Scott, who is now a U.S. senator, sold the state planes upon taking office as governor in 2011. Scott, the wealthiest governor in Florida history, used his personal aircraft to travel.
The state acquired the King Air – which had a serious mechanical issue while taking DeSantis to Miami shortly after the Republican governor’s inauguration in January – from the federal government for $10,000 in 2016. Protection for the first ladies the past fiscal year came to $319,278. But that figure could increase in the current year, as First Lady Casey DeSantis’ has taken a more active role in policy issues than former First Lady Ann Scott, which could lead to more travel and appearances. Another $37,461 was spent providing security for the “first family,” and $236,949 was spent to man the governor’s mansion and grounds, according to the records. The first family’s costs for the current year could also grow, with the addition of the DeSantis’ two young children to the governor’s mansion. The Scotts’ children were adults who lived on their own during while the
former governor and his wife resided at 700 North Adams Street in Tallahassee. The report also provides glimpses of security provided to other individuals worthy of state protection or for whom “failure to provide security or transportation could result in a clear and present danger to the personal safety of such persons or could result in public embarrassment to the state.” Most of the security coverage of out-of-state dignitaries was for official visits, such as Vice President Michael Pence’s March appearance in Jacksonville that drew a state law-enforcement tab of $300.39. Some items are listed as personal trips to the Sunshine State, such as the premier of Ontario’s late December trip to Miami, which cost Florida taxpayers $1,135.50. Included in the cost for “visiting dignitaries” coverage is $66,036 previously reported to protect Cabinet
members – Chief Financial Officer Jimmy Patronis, Attorney General Ashley Moody and Agriculture Commissioner Nikki Fried – while on a state mission with DeSantis to Israel at the end of May. Security for DeSantis on the Israel trip has yet to be broken out. The security spending also included coverage for the governors of Colorado, Illinois, Indiana, Kentucky, Maine, New Jersey, South Carolina, Tennessee, Virginia, Washington and West Virginia, on personal or official trips to the state. And the state spent more than $8,000 providing security during eight visits to Florida by former Puerto Rico Gov. Ricardo Rosselló in the aftermath of Hurricane Maria, which devastated the island in 2017. The embattled governor left office earlier this month, resigning after the publication of embarrassing chat messages.
SENATE RESOLUTION CONDEMNING WHITE SUPREMACY OFF TO ROCKY START ana ceballos and dara kam News Service of Florida TALLAHASSEE – Senate Republican leaders say the first step toward preventing mass violence is condemning white nationalism and white supremacy as “hateful, dangerous and morally corrupt,” according to a draft resolution made public on Friday. But Senate Democrats want to see the chamber do more. Senate Minority Leader Audrey Gibson wants the Senate to note that mass violence is also caused by individuals that use semi-automatic rifles and high-capacity magazines to carry out their attacks. The Senate resolution may be off to a rough start, after Gibson sidestepped Republican leaders by sending the media a copy of her edited version of the proposal before it was finalized and distributed to reporters.
Sen. Wilton Simpson, a Trilby Republican who is in line to take over as Senate president following next year’s elections, told The News Service of Florida in a telephone interview on Friday that he does not want to “politicize this document.” “The notion that we would single out one type of weapon because it’s politically expedient I think is not the right thing to do,” Simpson said. “This is not a soap box. It’s not the time to use national, frivolous arguments.” Simpson initially emailed a draft of the resolution to Gibson on Thursday, asking for her feedback and saying he hoped she would join in “supporting this important statement.” Simpson told the News Service the resolution is a “first step” in the Senate’s exploration of mass violence and white nationalism following mass shootings in El Paso, Texas and Dayton, Ohio earlier this month. After the shootings, Senate Presi-
dent Bill Galvano, R-Bradenton, tasked Sen. Tom Lee, a former Senate president, to lead efforts to determine if any further action is needed after laws were enacted in the wake of the Feb. 14, 2018 massacre at Marjory Stoneman Douglas High School in Parkland. Simpson, Senate Budget Chairman Rob Bradley, R-Fleming Island, and Senate Rules Chairwoman Lizbeth Benacquisto, R-Fort Myers, crafted a resolution branding the recent mass shootings as “acts of domestic terror.” “The murderous violence was perpetrated by individuals who embraced a philosophy of white nationalism and white supremacy” and “is contradictory to the values, constitutional protections, and moral fiber of the United States of America and the State of Florida,” the resolution reads. But in the email to Simpson the Senate Minority Office shared with
reporters, Gibson wrote that Democrats wanted the resolution to say that the individuals who carried out the attacks “used as the preferred weaponry semi-automatic rifles and high capacity magazines.” Gibson, a Jacksonville Democrat, also wanted the resolution to include that “according to the FBI, there were 7,175 hate crime incidents in 2017, a 17 percent increase from 2016, and the third year in a row with an increase.” And Democrats wanted to add a Senate pledge to “protect the safety of the people of Florida,” she wrote. But Simpson rejected linking semi-automatic guns and high-capacity magazines to the attacks condemned in the resolution. “She is welcome to propose any changes she would like and she’s welcome to make any resolution attempt that she would like. We’ll have to wait and see the will of the body on those things,” he added.

PANAMA CITY – Hurricane Michael recovery efforts continue to plod along in the Florida Panhandle, as a high demand for labor is butting up against limited housing for workers in areas ravaged by the storm 10 months ago, according to business owners and officials. Also slowing recovery efforts, estimated at about 50 percent complete, have been delays in insurance claim settlements and bureaucratic hurdles that some small business owners faced when seeking government assistance, U.S. Sen. Marco Rubio, R-Fla., was told Wednesday as he held a hearing at Gulf Coast State College in Panama City. “It clearly is better now than it was 10 months ago, but we’ve got a long way to go,” said Allan Bense, a former Florida House Speaker and cochairman of the Rebuild 850 initiative that is encouraging investment in the region after the hurricane. Bense, who was able to return to his storm-damaged Panama City home just over a month ago, said businesses in the region, such as McDonald’s res-
taurants, are struggling to find workers. “It’s very difficult because of housing for employees to move and live in Bay County and other counties impacted by the hurricane,” said Bense, who estimated it could take three to five years for the region to be considered fully restored. “The average working man and working woman are having a very difficult time.” Rubio held the hearing in his role as chairman of the Senate Small Business and Entrepreneurship Committee. He said he intends to share with members of Congress issues such as the importance of restoring Tyndall Air Force Base, which was heavily damaged in the storm, and the need to modernize the Small Business Administration’s disaster-relief efforts. He also pointed to the need to address housing in the region. “The workforce issue is a real problem, in terms of the amount of work that there is to do and how hard it is to find people,” Rubio said. “Part of that is due to housing, labor costs and availability. So that’s probably a broader challenge that will involve state and local action.” The Category 5 Hurricane Michael made landfall Oct. 10 in Mexico Beach
and caused billions of dollars in damage as it hammered Panama City and continued north through more-rural communities. Aaron Rich, who owns a marketing company in Panama City that had grown to 13 employees before the storm, said efforts to restart his business could have moved quicker if the process to get a Small Business Administration loan was more convenient. He noted that most computers and electronics in his office were damaged in the storm, but even if they worked, electricity was out for weeks. Meanwhile, part of the paperwork he had to file was via fax. “The technological problems that we had, to find out about the program, to find out what documentation was required, the amount of documentation I was required to give, was overwhelming,” Rich said. “I think that given what we’ve gone through in the disaster situation, I think there has to be a way to streamline the documentation that is required, because some of that is unreasonable for us to be able to get together in a short time.” Rich also said loans and housing assistance, broken into multiple payouts,
need to be dispersed quicker. “I just don’t understand why there’s an initial amount and then you get the remaining portion of it,” Rich said. “By the time I had the money, contractors were backed up months, and I mean three to six months for folks to do things.” Meanwhile, the rush for labor and contractors continues. State Chief Financial Officer Jimmy Patronis, a Panama City resident, noted after the meeting that many contractors are busy working at Tyndall Air Force Base, which is getting $1.7 billion to start its repairs. “All those laborers, contractors, electricians, are all getting sucked (up) by Tyndall in addition to all the other communities around them,” Patronis said. “So, there is a scarcity of qualified skilled labor to do the rebuilding process.” Patronis has pushed for insurers to settle what were more than 20,000 outstanding hurricane claims as of late July. Bense said delayed insurance payments have slowed home rebuilding, but federal housing agencies need to be given more flexibility to make “quicker and better decisions.”
