New Orleans French Quarter Festival Takes Over the Streets April 11 to 14 From French Quarter Festivals, Inc.

Looking for a great weekend geta-way? Look no further than this weekend in New Orleans. The free French Quarter Festival presented by Chevron is billed as the world’s largest showcase of Louisiana music, food, and culture. The 2019 festival will bring a record number of 48 debuts, more headliners, a new

riverfront stage, eight restaurant debuts, more than 1,700 Louisiana musicians, and recycling. Among the record number of debuts, is Galactic on the Abita Beer Stage. Debuts on the festival’s street stages include Sweet Olive String Band on the Hancock Whitney Stage, Doro Wat on the

Dorignac’s Food Center Stage, and Keith Burnstein’s Kettle Black on the Caire Hotel & Restaurant Supply Stage. In addition, the Dow Chemical Stage will feature two days of traditional jazz in the 500 block of Bourbon Street. In Jackson Square, the Hilton Stage returns with an all-star lineup of New Orleans’ most respected artists and culture-bearers including Ellis Marsalis, John Boutté, Leroy Jones, Shannon Powell, Robin Barnes, and James Andrews. It offers a lot of the same music as Jazz Fest, and a lot of the same food too, but nowhere near as crowded,” said New Orleans born and raised, but current Pensacola attorney, Edward Cangelosi. “It’s definitely worth checking out.” French Quarter Festival’s Culinary Lineup, sponsored by Broussard’s Restaurant and Courtyard, offers attendees the opportunity to sample the most famous, can’t-miss dishes in the city. The culinary lineup includes decadent traditional options like Cochon de Lait Poboys, Crabmeat-stuffed Chargrilled Oysters, and Baked Alaska, as well as contemporary and fresh healthy choices like Tujague’s Marinated Crab Claw Remoulade. The French Quarter Festival presented by Chevron is produced by French Quarter Festivals, Inc., the 501(c)3 nonprofit organization, which also produces Satchmo SummerFest presented by Chevron in August and Christmas New Orleans Style in December. First CIRCUIT JNC ANNOUNCES COUNTY COURT JUDICIAL VACANCY The 1st Judicial Circuit Judicial Nominating Commission announces a vacancy created on the County Court by the resignation of County Judge Joyce Williams. Applicants must have been a member of The Florida Bar for the preceding five years, registered voters and must be residents of the territorial jurisdiction of the court at the time of assuming office. Applications may be downloaded from the Office of the Governor’s website at www.flgov.com or The Florida Bar’s website. Applicants must deliver the following to the JNC chair by e-mail (pam@ langham.net) or by mail or hand delivery (Pamela E. Langham, Esq., 420 Canterbury Lane, Gulf Breeze, FL 32561) on nine separate flash drives: • A PDF version of the completed application and attachments, including the executed FDLE form, with a color photograph either in .jpg or .gif format. • A redacted PDF version of the application and attachments excluding all exempt information under Chapter 119, Florida Statutes, and other applicable public records law. Division Realignments Realignment of certain court divisions recently took place in Escambia and Santa Rosa Counties. Circuit Judges Marci Goodman and David Rimmer retired effective January 7, 2019. Judges Darlene Dickey and Scott Duncan transferred their service to the Santa Rosa bench to fulfill the vacancies. On January 8, 2019 the First Judicial Circuit welcomed Circuit Judges Lacey Powell Clark and Jeffrey L. Burns to the Escambia bench. Volunteers sought for EscambiaPensacola Human Relations Commission The Escambia County Board of County Commissioners is seeking Escambia County residents interested in volunteering to be considered for an appointment to four seats on the Escambia-Pensacola Human Relations Commission. The EPHRC was first established by an interlocal agreement between the Escambia County Board of County Commissioners and the city of Pensacola in April 1974. The purpose of the commission is to be responsible for the promotion of fair treatment and equal opportunity to all citizens of the local community. For this term, commission members, who are called commissioners, will serve an initial two-year term of office. Commissioners will establish a schedule of regular meetings, which shall be held at least monthly. The commission

meetings are held to discuss the previous month’s day-to-day activities and to ensure that the interlocal agreement between Escambia County, the city of Pensacola and the EPHRC are in compliance. Additional meetings may be held for special discussion, workshops, training sessions or community activities. Escambia residents interested in serving on the Escambia-Pensacola Human Relations Commission are asked to submit a resume and letter indicating their desire to serve on the commission by the close of business today, April 10. Historic anniversaries are held to commemorate special and significant events in our lifetime. On April 12th, 1931 the Navy Yacht Club of Pensacola (NYCP) was established aboard the Naval Air Station Pensacola. This year the club will celebrate their 88th Anniversary and one of the best ways for the club to recognize this historic event is to host a sailboat race out on the waters of Pensacola Bay along with a special Anniversary Marina Party. Not only will the Navy Yacht Club and its members be celebrating their 88 years of existence but also look forward to being participants in the newly established Pensacola Bay Championship Series – a community effort to encourage more participation not only from the local yacht clubs in our area but to invite and support community athletes from the northern gulf coast district. Sailboat regattas were and are still part of the regular activities for the club throughout the years - the club’s Commodore’s Cup Regatta Series is part of that history along with the club’s other races (the Anniversary Regatta and the Navy Cup Regatta) all are part of the very special anniversary events which are uniquely important to the participants but also these events help to document the club’s existence and show the club as an active member of the community. Because the Navy Yacht Club members respect their history, they look forward to providing more opportunities to create memorable moments in the community. Many of the founding members of the Navy Yacht Club were part of the World War II effort and the club struggled to maintain their existence during these lean war years. Persistence paid off however, as the Yacht Club celebrates 88 years of sailing, training and competitive endeavors. The Navy Yacht Club’s historic Navy Cup Competition (held this year on June 8 & 9) was created during the resurgence of the club following the end of World War II and will celebrate the 57th Annual running of the event this year. The Naval Air Station Pensacola is known as the home of the Navy Yacht Club, a club that still hosts one of the oldest and most prestigious regattas along the Gulf Coast – the Navy Cup and continues tradition by hosting the Commodore’s Cup Series. Race Registration for the NYCP 88th Anniversary Regatta / Commodore’s Cup Race #2 / Bay Championship Race #5 is available via the Regatta Network and is mandatory. Registration and race information packages for the Commodore’s Cup Series can be obtained from the Navy Yacht Club through

their website http://www.navypnsyc. org (click on the Racing Program tab) Registration will also be open at the Crow’s Nest at Bayou Grande Marina on Saturday starting at 9:30 AM. Computer access to the Regatta Network will also be available for use for registration. Online race registration can be made via the Regatta Network at the following link: http://www.regattanetwork.com/html/calendar.php (scroll down to the date of the event to find the link to the registration form). The NOR (notice of race) is available on the Regatta Network website and on NYCP’s web site. Regatta entry Fee is $35.00 with US Sailing membership and $40.00 for non-member racing participants. Spectators and anyone who is interested in the racing event is invited to the Navy Yacht Club facility, which is located on the Pensacola Naval Air Station. The skipper’s briefing for the race competitors will be held at 10:00 AM Saturday morning (for those who can’t attend the meeting, all pertinent information will be passed along on VHF Radio Channel 72 at 1145 AM). Race registration for spinnaker, non-spinnaker and cruising classes will be held from 9:30 AM to 10:00 AM and the race start is scheduled for 12:00 Noon. Following the race, the participants and guests are invited to anchor their boats back at the Navy Yacht Club facility at the Bayou Grande Marina (contact the Fleet Captain for docking availability) and enjoy the Post Race Anniversary Marina Party Festivities which includes the Navy Yacht Club’s infamous Regatta food specials along with the Winner’s Award Ceremony to be held at approximately 5:00 PM. (Note: Sunday, April 14th will be reserved as a make-up day if required. Also being held in conjunction with the 88th Anniversary Regatta / Commodore’s Cup Race #2 is the Bay Championship Race #5.) The Commodore’s Cup is one of four races held on Pensacola Bay throughout the year and count towards earning the Overall Commodore’s Cup Series Trophy for each class which will be presented at the Commodore’s Ball held at the end of the year. The next Commodore’s Cup Race is scheduled for September 14th and will be counted in the Pensacola Bay Championship as Race #9. Ski and Travel Club Spring party The Pensacola Ski and Travel Club will host their Spring party at Shaggy’s Waterfront Grill, April 27 at 6 p.m. There will be a private room for the party’s own private bar and a private section of the deck overlooking Pensacola Bay. FemFest is celebrating its third year April 25 to 28 FemFest has announced its official 2019 lineup featuring new events and old favorites. Dates are set for April 25 to 28. Once again, FemFest will be partnering with Lakeview Victim Services, the Black Women Empower Collective and STRIVE to raise funds for each organization. Events will be hosted all over Pensacola at spaces, including the Bunny Club and Chizuko in the Historic Belmont-Devillers neighborhood, Pensacola Opera and Artel Art Gallery. This year, FemFest is proud to partner with OASIS Florida, an HIV prevention and care organization dedicat-

ed to helping those who are affected by HIV/AIDS and preventing the spread through education and awareness. OASIS will be offering free, rapid HIV testing at FemFest events. The Senate Judiciary Committee on Monday revised an earlier version of a Senate bill (SB 7086) to strip out attempted murder as an offense that could prevent felons from getting the right to vote. The proposal, approved by the committee in a party-line, 3-2 vote, also eliminated fees and fines that have been converted to civil liens from the financial obligations that felons would have to repay to be eligible for voting restoration. And the Senate plan would define felony sexual offense as a crime that “serves as a predicate to registration as a sexual offender,” while the House’s version of the proposal (HB 7089) includes more than three dozen sex-related crimes, including a third conviction of prostitution. Both the House and Senate measures would require full payment of restitution, including restitution that has been converted to a civil judgment, the main point of contention during Monday’s vetting of the bill. With time running out in the committee meeting, Desmond Meade, executive director of the Florida Rights Restoration Coalition, spoke on behalf of dozens of the amendment’s supporters who didn’t have a chance to address the Senate panel. Meade, a felon whose voting rights were restored as a result of the amendment’s passage, said he and other “returning citizens” turned to the ballot initiative because the “Florida Legislature refused to act.” “They walked away from people like me who served our time

and all we wanted to do was just be part of this democracy, and all we wanted to do was move on with our lives. But the Florida Legislature ignored our cries, ignored the cries of our family, for years and years and years,” an emotional Meade, choking back tears, said. Meade and others called the Senate proposal a step in the right direction, but they remained opposed to the bill because of the requirement of full repayment of restitution. Meade pointed out that 5.1 million Floridians supported the constitutional amendment. “They were votes that were based on love, forgiveness and redemption,” he said, adding that felons have “done our time and ... just want to move on.” He pleaded with lawmakers to “look beyond the partisan politics” and “stop that partisan drumbeat from drowning out the voices of the people.” But Sen. Jeff Brandes, a St. Petersburg Republican who’s sponsoring the legislation, said the Senate measure reflects what former University of Florida law school dean Jon Mills told the Florida Supreme Court during an argument of the proposal and on information provided to the public by backers of the amendment. Brandes remained in the committee room after the meeting ended to speak with advocates, at his invitation, who lined up to share their frustrations about the legislation. “I was a supporter of Amendment 4. But I truly believe this

language needs to be clarified. The simple fact is that I can’t get a straight answer for what the definition of ‘murder’ is. That is just telling about some of the deeper questions that have to be answered here. And the Legislature has the responsibility to put forth their ideas, hear from the public, refine and hone this legislation as we put an implementing bill forward,” Brandes, who has long been an advocate for criminal justice reform, told The News Service of Florida. Brandes said he thinks the Senate is “moving in the right direction,” and that the House and Senate still have “many, many conversations” ahead before they reach consensus on a final bill. The House plan goes further by requiring full payment of fines and fees that have been converted to civil judgments and including the laundry list of sexrelated offenses not covered by the Senate measure. Even if the House and Senate finally settle their differences before the legislative session ends on May 3 as expected, that may not be the end of the debate on the issue. “I think everybody expects that this all will probably end up back before the Supreme Court at some juncture. We’re going in, providing what we think is the voters’ intent here, as we clarify those three areas. What does all terms of sentence mean? What does murder mean? And what is felony sex offense?” Brandes said. “I fully expect at some juncture (it) will be litigated.”

ABORTION PARENTAL CONSENT BACKED IN SENATE By TOM URBAN NEWS SERVICE OF FLORIDA

TALLAHASSEE – After rallying and testimony from numerous activists on both sides of the issue, a Senate panel Monday approved a proposal that would require minors to receive parental consent before having abortions. The Senate Health Policy Committee voted 5-4 to support the bill (SB 1774), sponsored by Sen. Kelli Stargel, R-Lakeland. The bill needs approval from two more committees before it could go to the Senate floor. State law currently requires parents to be notified if their daughters are planning to have abortions, but the Senate proposal would go further by requiring parental consent. Stargel and other supporters of the bill say minors should have candid discussions with their parents before deciding to have abortions. “We have parental notice. All that does is allow the child to walk into the family and say, ‘I have made this decision and I am notifying you.’ Then they are on their way,” Stargel said. “This is strengthening the family, by allowing the family to have a conversation about the subject matter and come to a conclusion.”

But Sen. Lori Berman, D-Lantana, said there is no need for the legislation and that it is an attempt to limit abortion rights. “Has there been any outcry to have this change in law?” Berman asked. “Have you heard from medical people or any people who have said this change is needed, when the system is currently working?” The bill includes exemptions for situations such as minors who have health emergencies or who already have children. A similar measure (HB 1335), sponsored by Rep. Erin Grall, R-Vero Beach, is scheduled

to be heard Tuesday in the House Health & Human Services Committee and could then go to the full House. A parental-consent requirement, if ultimately approved, would likely spark a lawsuit that could wind up before a revamped Florida Supreme Court, which in 1989 struck down a parental-consent law. People on both sides of the issue say a parentalconsent law could be a test case for the Supreme Court, which was overhauled in January when new Republican Gov. Ron DeSantis appointed three justices, each more conservative than the justices they replaced. “There are concerns, because we wouldn’t want this to get to the court and then have some activist judges turn this into an opportunity to really reverse things in our Constitution and significantly and disproportionately affect women,” said Laura Hernandez of Floridians for Reproductive Freedom. But like Stargel, John Stemberger, president of the Florida Family Policy Council, said parents need to be involved in minors’ abortion decisions. “Abortion is an irreversible, significant medical procedure that is fraught with medical, psychological and emotional consequences,” Stemberger said.

During floor debate Thursday, House Democrats focused on those and other issues, including saying the House should spend more on mental-health programs in schools, affordable housing and helping areas devastated by Hurricane Michael. “First of all, allowing Visit Florida to sunset would be catastrophic to a state that counts tourism as the backbone of our economy, an industry that we know has a better than two-toone return on investment,” said Rep. Loranne Ausley, a Tallahassee Democrat who voted against the House plan. “Secondly, hospital cuts across the board would significantly hit our safety-net hospitals and could be the final nail in the coffin for our rural hospitals who are already struggling to keep their doors open. Third, no pay raise (in the budget) for state employees who work so hard for us every day. And fi-

nally, not enough attention or focus on our neighbors to the west (who were hit by the hurricane).” But House Appropriations Chairman Travis Cummings, R-Fleming Island, called the spending plan a “very responsible and sensible budget” that also includes $3.3 billion in reserves. “Conference creates an environment that we are able to work out differences,” Cummings said to House members, referring to formal conference negotiations with the Senate. “Now, this is our House budget. Obviously, we’ve got some differences and variances in the Senate budget. We’re going to work hard on those … we look forward to that. A Senate committee on Monday approved a bill that would restrict life-insurance companies from using genetic testing information in making decisions about selling policies. Sponsor Aaron Bean, R-Fernandina Beach, last week asked that a vote on the bill be delayed so he could have more time to work on finding a compromise with insurance companies and industry executives, who had balked at a ban on the use of genetic information. Before approving the bill, the Sen-

ate Health Policy Committee backed an amendment that would prevent life-insurance and long-term care insurance companies from requiring applicants to take genetic tests or from collecting applicants’ genetic information or genetic test results without the applicants’ authorization. Moreover, the bill makes clear that a company cannot sell, release or share any personal identifying health information about consumers with life- or health-insurance companies without prior written authorization and written requests from the consumers. The bill (SB 258) was supported by the

American Council of Life Insurers, which had been opposing the measure. It also is supported by state Chief Financial Officer Jimmy Patronis, who has oversight of the state’s top insurance regulator. Sen. Dennis Baxley, R-Ocala, said he appreciated the risk that the bill was trying to address and relayed a story about how his adoptive daughter suffers from Huntington’s disease and how he was encouraged to purchase a life insurance policy for her before finding out definitively whether she had the disease. “You can destroy a system by setting it up so it can be gamed,” Baxley said.
