MEASURE YOUR LIFE IN LOVE

ensacola Little Theatre

P(PLT) proudly presents Jonathan Larson’s RENT , an iconic rock opera musical, as the grand finale of the 2023-2024 season. Running every weekend from June 14 to 23, RENT is directed by Kathy Holsworth, with music direction by Ginger Caro and choreography by Michael Dennis.

Winner of both the Tony Award for Best Musical and the Pulitzer Prize for Drama, RENT has transcended generations to become a pop culture phenomenon. Its dynamic soundtrack and compelling narrative have resonated with audiences worldwide.

RENT , loosely based on Puccini’s beloved opera La Boheme , is set in New York City’s 1991 Lower East Side city-scape amidst the rampantly raging HIV/AIDS crisis. The production tells the story of a year in the life of a group of starving artists living rather than dying as they pursue their passions.

The physical and emotional complications of HIV/AIDS deeply impact the lives of Roger, Mimi, Tom and Angel. Maureen explores her chronic infidelity through performance art while her partner, Joanne, wonders if their relationship is worth the heartache as she navigates the friend group. Benny has sold out his Bohemian ideals in exchange for a corporate income and must negotiate with his former friends. Mark, an aspiring filmmaker, feels like an outsider to life in general. While each character has different motivations and reactions to their respective situations, RENT showcases how

this group of friends comes together to support and love one another.

Both new and returning cast members will take the stage to bring this beloved production to life, with Pensacola natives having the chance to enjoy some notable favorites in the local theater scene.

Veronica Lindholm, who plays Maureen, has performed at PLT as the lead in Mamma Mia, as well as at PSC as the lead role of Funny Girl, Fanny Brice. Nick Arnstein, who performed alongside Lindholm in the production as Benjamin Haupt, plays the role of Angel in PLT’s production of RENT. Mark is played by Zander Smith, who many recognize from his leading role in SpongeBob at PSC. Other actors of note are Nathan Simmons, who plays Rodger, and Anthony Broughton, who plays Collins.

“Our cast is amazing, and the energy that they are giving us during rehearsal is just extreme,” RENT

Choreographer Michael Dennis said. “They are super talented and willing to put in all their effort to make it a wonderful show. They’re very dedicated, and our set designer, Kayla Stephenson, is doing an amazing job making sure everything works with the choreography.”

RENT is set against the iconic 1991 New York City scaffolding featured in the original production, which will prove to be nostalgic for the audience.

“The band will be on stage instead of in the pit, which will make the show feel more live,” Dennis added.

PLT’s RENT will not be a direct copy, but show producers are staying true to Larson’s original production.

“I think that people that are older will enjoy the show because

it represents their time period, and it appeals to younger audiences because it’s an iconic show,” Dennis said. “It’s a little irreverent, and the music is rocking.” While this show resonates with international audiences, please note that the production does contain strong language and adult themes.

Written in the 90s, it’s interesting that RENT is considered a period piece. People ages 18 and older have grown up cherishing this music but may have lacked true understanding of the material. PLT found itself exploring the concepts with not only the audience, but also the cast as their production of RENT developed.

As PLT’s artistic director, Kathy Holsworth has been directing for 20 years. She works with a selection committee made up of 40 volunteers to select titles, and Holsworth gets to suggest one title a year for her major project. Her original selection was Rock of Ages , but unfortunately, PLT was unable to get the rights to produce the show. Holsworth worked with music director Ginger Caro to brainstorm different rock musicals. They soon found out that there had been no other amateur productions of RENT produced in the area as of yet. The material was nostalgic and challenging, and Holsworth and Caro had lots to say about it. They brought the title to the selection committee and were surprised to find that they were able to get the rights.

Holsworth noted that RENT was the hardest casting call that she’s experienced in 20 years of directing because of the meaning and

depth associated with the musical.

According to Dennis, RENT felt like a long time coming for Holsworth, Caro and himself.

“It was what we lived through, and we all had friends that died from AIDS. We knew what that was like,” Dennis explained. “Then, our cast is in their 20s. We’ve had to do a lot of education on what the lyrics and some of the references mean because those terms and words weren’t around for them. They don’t understand how deadly AIDS was. We have medications and people have been living with it for years, but during this time in RENT, it was a death sentence.”

Exploring this time period through such artistic expression as RENT can, in turn, change how cast, crew, producers and audience members see themselves.

“RENT has rich meaning for our cast, but also for audiences because it brings perspective for what we have and what we have had, both good and bad,” Holsworth explained.

AIDS Healthcare Foundation (AHF) and Red Ribbon Foundation (RRF) are proud sponsors of PLT’s production of RENT . While the show is sure to entertain audience members with songs that rock and a story that resonates with all ages, production organizers and these sponsor organizations plan to educate the public about the impact of the HIV/AIDS crisis using real-world experiences. For more information, visit hivcare.org and redribbonnwfla.org.

“I hope audience members, and even our cast, gain understanding about what the time period was like for people,” Dennis said. “The power of friendship and love is most important to living with any crisis, and what better way to do it through music and dance that’s both entertaining and educational.” For event details and ticket prices, visit pensacolalittletheatre. com, or check out PLT on Facebook @PensacolaLittleTheatre. ■

KOLBY SPRAGUE RECEIVES JUNE

Escambia County is pleased to recognize Kolby Sprague, Environmental Technician in the Natural Resources Conservation Division of the Natural Resources Management Department, as the June 2024 Employee of the Month. Sprague’s selection was recognized at the June 6 Board of County Commissioners Meeting.

Sprague’s career with Escambia County began on May 2, 2022. As Environmental Technician, he is responsible for helping citizens address land management concerns such as soil erosion and drainage issues. He plays an active role in land management activities on county property, including forest, recreational and wildlife management. He works closely with the United States Department of Agriculture’s Natural Resources Conservation Service to conserve land, water, and other natural resources, and implement cost-share programs for local farmers and timber landowners.

“I am immensely grateful to be the recipient of this month’s Escambia County Employee of the Month,” Sprague said. “It’s been a joy to work here these past years, and I’m excited for what the future holds. Thank you to all involved with this process and to everyone within the Natural Resources Conservation Division. Nothing is possible without all of their support.”

In addition, Sprague oversees the Natural Resources Conservation Division’s Invasive Plant Species Eradication Program, identifying invasive plant species on county property

and determining the best course of action to treat them. He is a Florida Certified Herbicide Applicator and has treated numerous acres of invasive plant species. Sprague’s diligent efforts and collaboration with the Escambia County Parks and Recreation Department have led to a reduction in cogon grass, an aggressive and invasive perennial grass. Sprague also leads the Wood Duck Restoration Project at Jones Swamp Wetland Preserve, partnering with the Northview High School FFA chapter to provide nesting habitat for wood ducks to increase their population in the preserve.

“Kolby is an invaluable member of our team and an asset to the citizens of Escambia County,” Natural Resources Management Department Director Chips Kirschenfeld said. “His strong grant writing skills helped the department obtain an urban forestry grant to create a tree arboretum at the Byrneville Community Park, providing additional educational opportunities for the public. Kolby has built strong relationships with other county departments and the agricultural community, and always seeks new opportunities to build on the county’s conservation efforts. We are honored to see his hard work recognized.”

Outside his work duties, Sprague is active in the county’s sports programs. A former collegiate baseball player, he regularly participates in the Pensacola Men’s Baseball League at Bellview Athletic Park. He is also an active kayaker and golfer.

ESCAMBIA COUNTY SELECTS NIKKI POWELL AS HUMAN RESOURCES DIRECTOR

Escambia County is pleased to announce Nikki Powell has been selected as the county’s Human Resources Director. Powell’s promotion was included as a recommendation at the May 20 Board of County Commissioners meeting, which passed unanimously. Her responsibilities as Human Resources Director include enforcing the county’s human resources policies, procedures and labor agreements, coordinating a comprehensive benefit program, and serving as the County Ethics Officer.

Powell brings over 20 years of experience in local government to the role. She joined the Board of County Commissioners in 2022 as Labor Relations Manager, where she maintained the county’s labor relations programs, policies and procedures, monitored and interpreted employee and labor relations trends, and assisted the Human Resources Department in developing pay scales and analyzing employee wages and benefits. She has served in the Interim Human Resources Director role since December 2023.

“I’m extremely honored and humbled to step into the role,” Powell said. “I want to thank the board for their vote of confidence in me as Human Resources Director, and I’m grateful for the support from County Administration and my fellow directors. We have an amazing Human Resources team who welcomed me with open arms when I became interim director, and I couldn’t ask for a better team to work alongside. I look forward to continuing our department’s hard work in this new capacity.”

In addition, Powell has played a significant role in Escambia County’s labor rela -

tions process, overseeing bargaining sessions with the county’s bargaining groups. She is an active member of the county’s negotiation team, providing analytical support for labor relations matters while maintaining a positive relationship with union members.

As she transitions into the permanent director role, Powell remains committed to collaborating with county departments to obtain qualified applicants while ensuring equal employment opportunities for all candidates. She will continue to work with county leadership to develop a strategic plan for the Human Resources Department while maintaining a fair and consistent business model in the department, updating policies and streamlining procedures to ensure efficient practices.

Prior to joining Escambia County, Powell was Accounting Operations Supervisor for the Escambia County Clerk of the Court from 2013-2022, where she was instrumental in preparing, verifying, and processing payroll for approximately 2,000 employees, compiling financial data, and monitoring and interpreting changes in federal, state, and local laws. Powell’s career in local government began in 1998 at the Escambia County Sheriff’s Office, where she served until 2004.

“I’m excited to see Nikki in the permanent director role,” County Administrator Wes Moreno said. “She has a great reputation throughout the county and has done a fantastic job with our union negotiations. I’m confident Nikki will continue to foster a positive work environment throughout Escambia County, and I look forward to continuing our work as we drive toward excellence.”

COURT SIDESTEPS

‘EXECUTIVE PRIVILEGE’ ISSUE

Sidestepping what could have been a major ruling about the state’s public-records laws, an appeals court on Wednesday upheld a judge’s decision that shielded Gov. Ron DeSantis’ administration from releasing records.

The appeal stemmed from a publicrecords request, filed by a person identified in court documents as J. Doe, seeking information from DeSantis’ office about influential conservatives involved in discussions about appointing Florida Supreme Court justices. In a subsequent lawsuit, Leon County Circuit Judge Angela Dempsey rejected the publicrecords request on a series of grounds, including that the governor had “executive privilege” that could be used to prevent release of certain documents.

Wednesday’s ruling by a three-judge panel of the 1st District Court of Appeal upheld the denial of the public-records request but did not weigh in on the issue of executive privilege.

“After denying the petition for procedural reasons, the court (Dempsey) unnecessarily considered the merits of the petition and ruled the identities of the legal conservative heavyweights are protected by executive privilege,” said the ruling, written by Judge Clay Roberts and joined by Judges Stephanie Ray and Susan Kelsey. “We expressly decline to rule on the propriety of this ruling as it was irrelevant and unnecessary.”

The records request was rooted in an Aug. 25, 2022, interview in which DeSantis told conservative commentator Hugh Hewitt that a group of “six or seven pretty big legal conservative heavyweights” had helped him screen candidates for appointment to the Florida Supreme Court.

In the request, Doe sought “any and all materials” between or among DeSantis, First Lady Casey DeSantis, the governor’s chief of staff, his lawyers and a range of other aides pertaining to the “legal heavyweights.”

During arguments in the case last month, Phil Padovano, a lawyer for Doe, argued that his client should be allowed to file the lawsuit anonymously because the state Constitution allows people to make public-records requests without using their names.

But the ruling Wednesday said Doe did not adequately justify maintaining anonymity in the lawsuit.

“Florida recognizes a strong presumption of openness for all court proceedings,” Roberts wrote. “While anonymous filings are not prohibited in Florida, they should be reserved for those exceptional circumstances that outweigh the public interest in open proceedings.”

The panel also found that Doe’s request, which the ruling said sought “records between many people during an unspecified period of time,” was too broad.

“While the records custodian could possibly intuit some contextual parameters, the core information appellant (Doe) sought was a list of names Governor DeSantis referenced

in a particular interview. Fulfilling such a request would require the records custodian to consult with the governor to determine exactly who he was referencing in this interview. This is akin to an interrogatory seeking information, not a request to produce public records,” Roberts wrote.

The court’s “inquiry could be different” if Doe had “drafted his request in a more tailored or specific manner,” the ruling said, adding that Doe’s request “could not be fulfilled as submitted.”

Lawyers for Doe and the state have wrangled about whether the use of executive privilege conflicts with a 1992 constitutional amendment aimed at providing access to public records.

“The confidentiality of consultations with advisors — precisely the information Doe demands here — is critical to the execution of the governor’s constitutional duty to fill judicial vacancies, and Doe has not identified any need for this information that would overcome the governor’s presumptive privilege to maintain that confidentiality,” a brief filed by lawyers for DeSantis and Attorney General Ashley Moody said.

The state’s lawyers also argued that executive privilege was not “overridden” by the 1992 public-records amendment.

“Maintaining the confidentiality of deliberations concerning judicial appointments is necessary to enable the governor and his aides to receive candid, unfiltered advice regarding the exercise of an important constitutional function,” the brief said.

Dempsey wrote, in part, that the “purpose underlying the executive privilege supports its recognition here.”

The circuit judge’s ruling drew the attention of state and national media organizations and open-government advocacy groups, who filed friend-of-the-court briefs arguing that such use of executive privilege would undermine Florida’s broad public-records laws.

One brief filed by a coalition that includes groups such as the League of Women Voters and the Florida Center for Government Accountability said Dempsey’s ruling “upends decades of jurisprudence interpreting” the laws.

Speaking to reporters after last month’s arguments, Padovano said that the blanket exemption sought by DeSantis “opens the door, really, to what I would think is the destruction of the right to view executive branch government records, because they’re always going to go, ‘That’s you know, that’s my my record.’”

Padovano, a former appellate judge, said he hoped the panel would make a definitive ruling on the issue of executive privilege.

“I’d like them to put it to rest permanently. I think the one fear I have is that the court might want to, in order to avoid the question, dismiss the case on some other ground. But I don’t think it would take a great deal of courage to say that there is no such thing as executive privilege in the context of public records,” he said after the hearing. “It’s never been the case in Florida. We’ve been a state since 1845. No one has ever said that.”

DESANTIS, CABINET OK NEW EMERGENCY FACILITY

JIM TURNER NEWS SERVICE OF FLORIDA

Florida is moving forward with plans to buy and retrofit a massive warehouse in Central Florida as a staging area to respond to hurricanes and other emergencies.

Gov. Ron DeSantis and the Cabinet on Wednesday approved buying more than half of the 74-acre Midpoint Florida Logistics Center in Auburndale with money set aside in the new state budget.

The next step is getting an appraisal of the 40-acre property and warehouse. The budget includes up to $75 million for the purchase, but Department of Environmental Protection Secretary Shawn Hamilton said is too early to project if the cost will reach that cap.

“It’s out for appraisal, it’s hard to say,” Hamilton said after a Cabinet meeting.

Hamilton presented the plan to DeSantis, Agriculture Commissioner Wilton Simpson, Attorney General Ashley Moody and Chief Financial Officer Jimmy Patronis. DeSantis and the Cabinet members took part in the meeting by phone.

No timeline was immediately available from the state Division of Emergency Management on when the warehouse could be retrofitted and occupied.

Division of Emergency Management

Director Kevin Guthrie in April said the plan is to eventually merge into the new facility three smaller facilities that are used to stockpile disaster supplies, including one in Lakeland filled with personal protective equipment.

STATE SEEKS STAY OF ABORTION ‘STATEMENT’ RULING

NEWS SERVICE OF FLORIDA

The state late Tuesday asked an appeals court to put on hold a circuit judge’s decision that required changes to a “financial impact statement” that will appear on the November ballot with a proposed constitutional amendment about abortion rights.

Solicitor General Henry Whitaker and other state lawyers filed a motion urging the 1st District Court of Appeal to issue a stay while an appeal of Circuit Judge John Cooper’s ruling plays out. The motion came hours after Cooper rejected a stay in the case.

The stay issue is part of a fast-moving legal battle about the financial impact statement that voters will see when they cast ballots on the proposed amendment, which seeks to enshrine abortion rights in the Florida Constitution.

Cooper on Monday issued a ruling that said outdated information in the financial impact statement “renders it inaccurate, ambiguous, misleading, unclear and confusing.” He ordered that the statement be redrafted within 15 days.

The state quickly appealed Cooper’s decision. Under court rules, that placed an automatic stay on the decision. But Cooper held a hearing Tuesday afternoon and vacated the stay.

In their motion late Tuesday at the appeals court, the state’s lawyers argued that Cooper did not have legal jurisdiction to order a redrafted financial impact statement. Such statements are drawn up by a panel known as the Financial Impact Estimating Conference.

“The circuit court has unlawfully injected itself into the citizen initiative process by ordering the Financial Impact Estimating Conference, within 15 days, to redraft the financial impact statement that will accompany the proposed amendment respecting abortion that the people will vote on in this fall’s election,” the motion said. “Rather than allow the appellate process to proceed in the ordinary course — and even though nearly 11 weeks remain before the ballot must be finalized — the circuit court vacated the automatic stay, which gives the conference less than 15 days to comply with the court’s order to redraft the statement.”

In another twist, the Financial Impact Estimating Conference on Monday scheduled meetings July 1 and July 8 to “consider potential revisions to the financial impact statement to be placed on the ballot” for the abortion measure, according to a notice published online.

The state’s motion at the appeals court indicated the panel plans to revisit the finan -

cial impact statement regardless of whether Cooper’s decision is overturned.

“The FIEC intends that revision process to move forward even if the circuit court’s order is reversed on jurisdictional grounds,” the motion said.

Financial impact statements appear with ballot initiatives to provide estimated effects of the measures on government revenues and the state budget. The panel issued the financial impact statement for the abortion proposal in November.

But that came before two major Florida Supreme Court rulings April 1 on abortion issues. One of the rulings cleared the way for the proposed constitutional amendment to go on the ballot as Amendment 4.

The other ruling rejected a challenge to a 15-week abortion limit that lawmakers passed in 2022. That ruling also allowed a six-week abortion limit to take effect. Gov. Ron DeSantis and the Legislature approved the six-week limit in 2023.

The Floridians Protecting Freedom political committee, which is leading efforts to pass the constitutional amendment, filed a lawsuit in April arguing that the financial impact statement should be revised in light of the Supreme Court rulings.

The statement issued in November included caveats about litigation surrounding state abortion laws and concluded, “Because there are several possible outcomes related to this litigation that differ widely in their effects, the impact of the proposed amendment on state and local government revenues and costs, if any, cannot be determined.”

In his ruling Monday, Cooper agreed with Floridians Protecting Freedom and said the statement violates the Florida Constitution and state law “because it presents largely outdated information about the legality of abortion under statutes and litigation unrelated to Amendment 4.”

Floridians Protecting Freedom requested that Cooper vacate the automatic stay, a request he granted during Tuesday’s hearing.

In the motion filed at the Tallahasseebased appeals court, the state’s lawyers contended that only the Florida Supreme Court could legally review the financial impact statement. What’s more, it said the Supreme Court in 2019 decided against issuing what are known as “advisory” opinions about financial impact statements.

The proposed constitutional amendment says, in part, that no “law shall prohibit, penalize, delay, or restrict abortion before viability or when necessary to protect the patient’s health, as determined by the patient’s healthcare provider.” It has drawn opposition from DeSantis and other state Republican leaders.

STATE FINANCIAL CURBS ON CHINA, IRAN ADVANCING

JIM TURNER NEWS SERVICE OF FLORIDA

State moves to divest stock in Chinaowned companies and to expand sanctions involving companies working with Iran are going “very smoothly,” the incoming head of Florida’s investments agency said this week.

Owned by the Dallas-based real estate investment firm Dalfen Industrial, the center is a two-building, 896,799-square-foot industrial park immediately east of an Amazon distribution facility along Interstate 4. Dalfen, under the name CH Realty IX-DAL I Lakeland Auburndale, L.P., paid $25.7 million for the land in November 2021 and then built a pair of warehouses that each exceed 400,000 square feet.

“This development has direct frontage on I-4, which will provide tenants access to over 7.9 million people in the broader Orlando/ Tampa region,” Dalfen said after its purchase of the property was announced.

Florida intends to retrofit a facility that has 422,199 square feet of warehouse space and 39,200 square feet of office space, according to information prepared for the Cabinet meeting. The location also includes areas for 400 trailers and 274 cars. The site is expected to provide docks for loading and unloading supplies and temporary living quarters.

The Legislature included $116 million for the project in the budget (HB 5001) that will take effect July 1. Up to $75 million is available to buy the property, with the remaining funds targeted to upgrade the site.

“Upon completion of a retrofit of the space, the warehouse will be fully air-conditioned and will include racking, dock equipment, material handling equipment, cold storage, a dedicated area for trailer storage and open floor space,” Cabinet information said.

Chris Spencer said about 13 companies are being put on a “continued examination list” that could result in them landing on a list of “scrutinized” companies with links to Iran. Spencer added that about 500 other companies are facing the China divestment list.

Lawmakers passed a measure in 2023 dealing with Iran-linked companies and a bill this year about China-related divestment.

“The implementation of both of those bills have gone very smoothly,” Spencer told the state Investment Advisory Council on Monday.

Spencer has served as Gov. Ron DeSantis’ budget chief but will become executive director of the State Board of Administration, which oversees investments for the state pension system and other funds. The transition will take place after DeSantis signs a budget for the 2024-2025 fiscal year, which starts July 1, and issues vetoes.

“I’m anticipating being here full-time in this position very, very soon,” Spencer said.

The expansion of the list of “scrutinized” companies involved with Iran was part of a November 2023 special legislative session in which lawmakers passed measures to show support for Israel in its fight against Hamas, which is backed by Iran.

The list was created in 2007 and aimed at companies with links to Iran’s petroleum industry. That was expanded during the 2023 special session to companies with links to such things as the financial, construction, textile and manufacturing sectors of the economy.

“As we continue to move forward … and get more annual financial information on investment activities of various companies that may be in that scope, we’ll continue to update that list,” Spencer said. “But that’s, I think, a good start for us as we are implementing that legislation.”

The Legislature this year unanimously passed the bill about China (HB 7071). Signed by DeSantis on May 15, the bill requires the State Board of Administration to develop a plan by Sept. 1 for selling holdings tied to companies that are majority-owned by the Chinese government, the Chinese communist party or the Chinese military. Divestment would then have to occur within one year.

The agency has been targeting companies with 50.1 percent or more ownership by the Chinese government.

When the law was crafted, the exposure of the state’s investments to such companies was estimated at under $300 million.

A House analysis released in February put investments in more than 200 Chinese state-owned entities at $277 million, or 0.16 percent, of the retirement system. Of that, $53.6 million was linked to China Construction Bank Corp. and $46.4 million was in Kweichow Moutai, which specializes in a particular Chinese liquor. The majority of the investments were each less than $5 million.

Similar bans have been imposed involving Cuba since 1993, Sudan and Iran since 2007 and Venezuela since 2018.

In December 2021, DeSantis, Attorney General Ashley Moody and Chief Financial Officer Jimmy Patronis, in their role as trustees of the State Board of Administration, directed a review of Florida Retirement System investments to find links to the Chinese communist party.

The state paused new investments in China in March 2022.
