BRINGS CLASSIC HOLIDAY STORIES TO LIFE IN DOWNTOWN PENSACOLA Photos by Darien Hardy

I

t is once again that time of year when storage bins filled with strands of lights, tinsel, warm holiday pajamas and glittering ornaments are pulled from the corner of the attic or the back of the closet. Much like our homes, downtown Pensacola will soon be lit up with holiday flare and members of the community will come together for one of the city’s favorite Christmas events: Winterfest. This year’s event will run November 17 through December 24 and feature brand new festivities, fanfavorite events and more zany activities. Winterfest festivities will kick off at 223 South Palafox Place in downtown Pensacola. With more actors, songs, festivities and tours, event organizers say this Winterfest is the biggest year yet. Today’s Winterfest hails back to when community members would decorate Pensacola’s downtown historic village and people would drive their cars around to see the lights. From there, a group of neighbors came together to give trolley tours around the village. Soon, they added storylines that took guests through many different classic Christmas stories. This year, Winterfest has many exciting events in the works including two parades and a brand new tour. The Elf Parade—which Winterfest puts on every year—gets all the favorite holiday characters together to walk through downtown Pensacola. As they lead the way to the Christmas Market, children may join the lineup donned in their best holiday attire. On the sidelines, families may compete in various costume and decoration contests. This year’s themes—each divided into their own section—are “best wagon,” “best stroller,” “best costume,” “best ears” and “best ugly sweater.” The Christmas Market will be held at the plaza on the corner of Zaragoza and Tarragona Streets. The beloved Grinchmas parade encourages folks to bring the Grinch presents that would make his heart grow three sizes. Eventgoers may bring things like onions, drawings of the Grinch, shiny things to bring to Martha May Whovier and tools to work on his trolley with. “Everyone who’s anyone in Whoville will be there—a real Who’s Who, if you will,” Winterfest PR Manager Kismet Dunkerly said. Dunkerly has worked with Winterfest since 2019, and in 2021, Dunkerly started to work in Winterfest’s public relations department. Also coming this year is the brandnew trolley tour “A Whoville Christmas Caper,” which will take guests on a 25-minute ride to see the beautiful holiday decorations around downtown Pensacola. While Winterfest organizers warn that the Grinch is on some sort of a decoration-stealing bender, they assure guests that he will not spoil any of the fun. “I’m beyond excited for this tour

because we’ve cast the most wonderfully hilarious and talented Who’s we could find, and they do not disappoint,” Dunkerly said. Finally, Winterfest will be hosting a talented artist by the name of Mr. Scott to transform guests into caricature Whoville versions of themselves. Mr. Scott has been a professional artist for more than 35 years. He is proficient in a variety of different styles, but he is best known for his comic book art style. A Whoville Christmas Caper In this brand-new trolley tour, the Grinch is back to his old tricks, but the Whoville police are hard at work to be a match for his mischiefmaking pranks. Winter fest organizers advise the Pensacola community to guard their Christmas trees and cheer, for the Grinch is on the loose. Cindy Lou Who may be able to save the day and melt the Grinch’s hard, cold heart—or the Grinch will end up in the Whoville slammer. Either way, join the Whoville gang for an evening of excitement as the hunt is on for that naughty Grinch. Tickets are $10 for children and $14 for adults. Polar Express Tour Join the Conductor for a magical journey through a wormhole on the Polar Express. Share in the adventure as the Conductor recounts the story of the boy who received the first gift of Christmas: a bell from Santa’s sleigh. Rekindle the wonder of the beloved storybook, along with the belief in the magic of Christmas. Remember to dress warm and cozy for this openair trolley ride. Tickets are $9 for children and $12 for adults . The Grinch’s Merry Match A fan-favorite trolley tour that debuted in 2021, the Merry Match, is back again this year. The Grinch was getting a little jealous of everyone else having a trolley tour but him, so he decided to build his own trolley from trash he found on Mount Crumpit. Winterfest organizers hope the trolley will hold together but assure guests that the Whoville fire department is always ready with their emergency exit slide in case anything goes wrong. Tickets are $10 for children and $14 for adults.

Scrooge Tour Take part in some ghostly fun with the classic tale: A Christmas Carol. Beginning at the steps of the old courthouse for a free to the public pre-show, guests will encounter Ebenezer Scrooge’s long-deceased partner Jacob Marley. Marley wears many chains around him with each link representing a selfish misdeed from his life. During the 25-minute trolley tour, guests will meet the Ghosts of Christmas Past, Present and Future as they show Scrooge how he became so callous toward others, what the true meaning of Christmas is and that fortune is not as important as he thought. Tickets are $16 for children and $20 for adults. Tombstone Photos with the Ghost of Christmas Future After the ScroogeTour, guests may encounter the Ghost of Christmas Future and get a photo taken with their own tombstone including a personalized epitaph. There will be 10 styles of epitaphs to choose from. Just fill in the names of the party and pick the epitaph for each person after booking tickets. Additional charges may apply. Photos with the Grinch Mr. Grinch sure is a mean one, but Santa’s favorite nemesis is begrudgingly allowing Winterfest guests to invade his space for this viral photo opportunity. Guests will meet the Grinch at his throne behind Santa’s sleigh, but unlike Santa, the Grinch likes to ask children what they do not want for Christmas. Guests should take caution, though, as Mr. Grinch has some tricks up his sleeve and a special lever that can launch guests out of their seats. Digital files cost $37 to $50. If you have a large group and would like to take lots of photos, make sure to reserve extra time. ■

Photos with Santa Santa Claus is coming to town and will be available for pictures after each trolley tour. Professional photos will be available for purchase and guests are welcome to bring their personal cameras to take pictures or video during their visit. Children can also bring their Christmas letters to give to the jolly man himself, or they can drop them off in mailboxes

REMINDER: RESTORE MYIP AMENDMENT 3 PUBLIC COMMENT PERIOD OPEN NOW Escambia County has released its RESTORE Act Draft Multi-Year Implementation Plan Amendment 3 for a 45-day public comment period beginning Oct. 16, 2023 until Dec. 1, 2023. Public comments will be accepted via the following ways: • Emailing restore@myescambia.com • By mail - Attention: Terri Berry, Natural Resources Department, 221 Palafox Place, Pensacola FL 32502. • MYIP Amendment 3 proposes alterations of two projects and the addition of eight new projects. The two alteration projects include the Escambia County Workforce Development program and Little Sabine Bay Restoration program. The eight new projects include: • Perdido Key Public Beach Access Property Acquisition and Construction • Pensacola Bob Sikes Fishing Pier Rehabilitation • Cantonment Community Center Construction • Palafox Complete Street - Construction • South Navy Boulevard Improvements • Bayou Grande Watershed Management Plan • O.C. Phillips Bridge Replacement • Carpenter Creek HeadwatersCarpenter Creek Watershed Management Plan Site 16 Background In April 2010, the Deepwater Horizon oil platform exploded, killing 11 workers and leading to the worst environmental disaster in U.S. history. As a result, the RESTORE Act was signed into law in 2012, directing 80% of administrative and civil penalties back to the

impacted areas of the Gulf Coast through the Gulf Coast Restoration Trust Fund. The U.S. Department of Treasury serves as the administrator of the RESTORE Act Direct Component, one of five funding streams through the RESTORE Act. In Florida, RESTORE Direct Component projects are selected and implemented by the 23 Gulf Coast counties, contingent on compliance with the RESTORE Act and acceptance by the U.S. Department of Treasury. To ensure projects are consistent with the RESTORE Act and obtain broad-based participation in the project selection process, Treasury requires submittal and acceptance of a Multi-Year Implementation Plan. The U.S. Department of Treasury approved Escambia County’s Initial MYIP on Oct. 20, 2017, which included 10 projects selected by the Escambia County Board of County Commissioners. The first amendment to the MYIP was approved by the U.S. Department of Treasury on June 16, 2020, which included modification to three projects included in the Initial MYIP and the addition of eight new projects. The second amendment to the MYIP was approved by the U.S. Department of Treasury on Aug. 16, 2021, which proposed the addition of funds to one existing project and the addition of a new project. The RESTORE Act and the U.S. Department of Treasury require the county to complete a 45-day public comment period to obtain broad-based participation from the public prior to the submittal and approval of MYIP Amendment 3. Escambia County will take all public comments under advisement and reflect those comments in the public comment section of this document following the public comment period closure. ECFR REMINDS RESIDENTS TO PRACTICE FIRE SAFETY THIS THANKSGIVING Escambia County Fire Rescue reminds residents to stay safe when cooking on Thanksgiving, which is the peak day for home cooking fires across the United States. In Escambia County, cooking fires account for 62 percent of all house fires. Follow these tips to help prevent fires and to be better prepared in the event of a fire: • Always have working smoke detectors in your home. For information about obtaining a home smoke detector, call 850-595-HERO (4376). City of Pensacola residents may call 850-436-5200 for smoke detector installation assistance. • Have an escape plan and know two ways out of every room in your home. • In the event of a fire, call 911 even if you think the fire is out. • Never leave cooking food unattended. If you must leave the room, turn the stove off first. • Do not panic if a pan catches on fire. Place a lid over the pan, turn the heat source off and let the pan cool. • If a fire occurs in your oven, leave the door closed and turn the oven off to prevent the fire from spreading. • Keep children at least three feet away from the stove. • Never wear loose clothing while cooking. • Keep the area around the stove clear of anything that can burn, including packaging, paper towels and dishcloths. • Turn pot handles toward the back of the stove so you don’t bump them. Turkey Frying Safety Tips • Use a fryer with thermostat controls. This will ensure the oil does not become overheated. • Thaw your turkey completely. Ice on

the bird will cause the oil to splatter. Don’t overfill the pot with oil. If you do, the oil will overflow when you add the turkey causing a fire hazard. • Keep children and pets at least 3 feet away from the fryer. • Always use the fryer outdoors. Fire Statistics • Unattended cooking is the leading factor in home cooking fires. • Two-thirds of home cooking fires started when food or other cooking materials caught fire. • Clothing was the item first ignited in less than one percent of these fires, but these incidents accounted for 18 percent of the cooking fire deaths. • Ranges accounted for the largest share (62 percent) of home cooking fire incidents. • More than half (55 percent) of reported non-fatal home cooking fire injuries occurred when the victims tried to fight the fire themselves. • Frying poses the greatest risk of fire. Escambia County Fire Rescue proudly operates as a combination fire service, utilizing the talents and diversities of volunteer and career firefighting personnel. Career personnel operate in 15 stations throughout the county. 13 stations work a 48/96-hour shift, and two stations work Monday-Friday, 7 a.m. to 4 p.m. Volunteer firefighters operate out of numerous stations throughout Escambia County. CHESTNUT ROAD BRIDGE PROJECT, CLOSURES BEGINNING NOV. 16 Chestnut Road between Chance and Barrineau Park roads will be closed to thru traffic beginning Thursday, Nov. 16, while construction crews perform structural work to the Chestnut Road Bridge. But with Gov. Ron DeSantis expected to ask for an additional $1 billion for the state Emergency Preparedness and Response Fund during the upcoming legislative session, his budget director Chris Spencer said Tuesday the issue is mostly about accounting projections and is not at a crisis level. “The fund is something that we deal with on an accounting basis to make sure that we can satisfy those obligations,” Spencer told the House Appropriations Committee. “But when there’s an emergency declared, we respond.” The governor’s office can request additional mid-year money from the Joint Legislative Budget Commission, but Spencer said that is not anticipated this fiscal year because the fund holds just under $1 billion. The Joint Legislative Budget Commission is made up of House and Senate members. In questioning Spencer, House Minority Leader Fentrice Driskell, D-Tampa, said a negative cash balance “looks like a blemish on our financial planning.” But Appropriations Chairman Tom Leek, R-Ormond Beach, said the Legislature’s allocations to the fund are viewed as a “placeholder.” “It should not be unexpected or uncommon that when you have years in which there are an unusual number of emergencies or unusually costly emergencies that it may require more money,” Leek said. Created in 2022, DeSantis can use money from the fund during declared states of emergency. The fund has received $2.92 billion in state general revenue, including $500 million in the budget for the current fiscal year that began July 1. It has also drawn $621 million in federal dollars. Just over $2.56 billion has been spent. Spencer said after Tuesday’s meeting that

NO-FAULT REPEAL FILED IN SENATE A Senate Republican is again seeking to repeal the state’s longstanding no-fault auto insurance system. Sen. Erin Grall, R-Vero Beach, filed a proposal (SB 464) on Wednesday to eliminate the no-fault system and its requirement that motorists carry $10,000 in personal-injury protection, or PIP, coverage. The bill, filed for the legislative session that will start Jan. 9, would require motorists to carry bodily injury coverage. While serving in

The 2024 session will start in January. The fund is expected to receive invoices on several fronts. The state has already spent $2.7 billion on storm-relief efforts, with most expected to eventually be reimbursed by the Federal Emergency Management Agency, Spencer said. “Just knowing what’s currently in the queue, and where they are in the stages of the queue at FEMA, we are pretty comfortable that we’re going to get a significant amount of cash for some of the major big-ticket expenditures that are incoming, particularly non-congregate sheltering and debris,” Spencer said. But the timing of reimbursements isn’t certain, as the state continues to receive federal funding for 2018’s Hurricane Michael and awaits $800 million in COVID-19 assistance, Spencer said. The state doesn’t anticipate reimbursements for all of its emergency spending, particularly immigration enforcement and efforts involving Israel. Recently, the state started rescue flights and supply missions in Israel amid the war between Israel and Hamas. Costs could top $36 million, according to figures presented to the committee. Also, the state has spent $27.4 million related to immigration issues on the nation’s border with Mexico, including controversial flights of migrants to Massachusetts and California. Another $11.997 million could still be spent, according to figures presented to the Appropriations Committee. Ongoing immigration enforcement efforts in the Florida Keys and other parts of Florida, which have already cost $52 million, could require another $9.8 million.

TALLAHASSEE — Enrollment in Florida’s Medicaid program has dropped by more than 670,000 people after the end of a federal public-health emergency, as a potential class-action lawsuit continues about the state’s handling of the issue. Newly posted data by the state Agency for Health Care Administration showed that 5,105,874 people were enrolled as of an October count, down from a high of 5,778,536 in April. Decreases are expected to continue in the program, which provides health care to low-income people. The federal government declared a publichealth emergency in 2020 as the COVID-19 pandemic began. Medicaid is jointly funded by the federal and state governments. As part of the emergency, Washington agreed to pick up more of the tab for the program. But in exchange for the extra money, states had to agree that they wouldn’t drop people from the Medicaid rolls during the emergency. Florida’s program grew from about 3.8 million beneficiaries in January 2020 to the nearly 5.78 million in April of this year. At least in part, the increase stemmed from the program being unable to drop people who otherwise might not qualify because of their income levels. With the end of the public-health emergency this spring, the state has used what is known as an eligibility “redetermination” process. Enrollment has steadily declined, dropping by about 56,000 people from September to October, according to the new data. The redetermination process is continuing. A federal judge is scheduled to hear arguments Dec. 5 in a potential class-action lawsuit that alleges the state has not provided adequate information to Medicaid beneficiaries before dropping them from the program. Jacksonville-based U.S. District Judge Marcia Morales Howard will hear arguments on a request for a preliminary injunction that would require Medicaid officials to reinstate coverage to people dropped from the program and end additional terminations until adequate information is provided. Also, the judge will hear arguments about certifying the case as a class action, according to a notice issued last month.

STUDENT PENALTIES EYED FOR HAMAS SUPPORT Senate and House Republicans on Wednesday filed identical bills that could financially penalize state university and college students who back “foreign terrorist” organizations, such as Hamas. DEFENSE LAWYERS OBJECT TO JUDGE AGREEMENT A statewide group of defense attorneys is raising concerns about a proposed agreement that would lead to a 30-day suspension and a public reprimand for a Liberty County judge who held an improper discussion with a prosecutor after a court hearing. The Florida Association of Criminal Defense Lawyers late Tuesday sought permission from the state Supreme Court to file a brief about its “disapproval” of the agreement reached by Judge Kenneth Hosford and an investigative panel of the Florida Judicial Qualifications Commission. The case stems from a June 15 discussion between Hosford and an assistant state attorney after a hearing held on Zoom. The investigative panel, in a filing last month at the Supreme Court, said Hosford addressed “concerns over the prosecutor’s decision to decline to file charges in a theft case where Judge Hosford had, just the day before, personally approved an arrest warrant for the accused. In a brief last month, the plaintiffs’ attorneys contended that the state had violated Medicaid beneficiaries’ rights. “Due process guarantees an adequate notice that ‘fully informs’ the enrollee of the case against them so they can decide whether to request a pre-termination hearing,” the brief said, partially quoting a legal precedent. “The notices in this case border on incomprehensible. As a result, people incorrectly decide not to appeal, or lose the right to benefits pending appeal, and must then scramble to figure out next steps.” But attorneys for the Agency for Health Care Administration and the Florida Department of Children and Families disputed that the state had violated beneficiaries’ rights and said the judge should reject the requests for a class action and an injunction. The Agency for Health Care Administration runs most of the Medicaid program, but the Department of Children and Families plays a key role in the redetermination process. “Plaintiffs’ requested injunction upsets the apple cart with respect to millions of people: those who were found ineligible for full Medicaid whom plaintiffs demand be reinstated, and those for whom eligibility re-determinations would be halted during the pendency of this litigation,” the state’s attorneys wrote in a court document. “DCF’s (the Department of Children and Families’) administration of a multibillion-dollar program cannot simply pivot overnight to accommodate chaos of that magnitude.” The issue also affects managed-care organizations that contract with the state to oversee care for most Medicaid beneficiaries. Centene Corp., which is a major Medicaid managed-care plan in Florida and other states, indicated last month in a federal Securities and Exchange Commission filing that it is watching the issue nationally. “We are actively engaged to help ensure individuals take the state agency requested action to confirm eligibility in their Medicaid coverage or find other appropriate coverage that is best for themselves and their families,” Centene, which operates the Sunshine Health plan in Florida, said in a quarterly report.
