Feeding the Gulf Coast How the Former Bay area food bank is expanding its reach to extend more help to the gulf coast community by dawn gresko What happened to Bay Area Food Bank? It’s undergone somewhat of a marketing makeover, no longer referred to as the food bank of the “Bay Area” but as Feeding the Gulf Coast—a name that says exactly what the food bank aims to accomplish. So, while the name may be gone, the mission and values the local food bank sought to uphold have not been forgotten. “Our new name more accurately describes our mission and reach,” said Kyle Schoolar, external relations and volunteer manager of Feeding the Gulf Coast. “When Bay Area Food Bank was established in 1981, the food bank serviced Mobile and Baldwin counties. Over the years, our service area has grown to over 20,000 square miles, including parts of three states and 24 counties, seven of which are in Florida.” So far, the public response to the change from Bay Area Food Bank to Feeding the Gulf Coast has been very positive, and the new title allows the organization to show its strong ties to Feeding America. In our own Escambia and Santa Rosa counties, Feeding the Gulf Coast successfully distributed over 3 million pounds of food in 2015. That’s over 2.3 million meals, which were provided to food insecure people in both counties. To make this happen, the food was distributed through Feeding the Gulf Coast’s partnerships, which include almost 100 organizations from church pantries to soup kitchens and more throughout Escambia and Santa Rosa counties. More specifically, Feeding the Gulf Coast’s 64 Escambia County partner organizations include the likes of Abundant Life, Appetite for Life, Waterfront Rescue Mission, Poplar

Dell Baptist Church, and Epps Christian Center. In Santa Rosa County, the food bank partners with 35 agencies, such as First Baptist Church of Milton, Immanuel Baptist Church, Olivet Baptist Church, Acts Ministries, and New Hope HomeWaterfront Rescue. The nearest branch of Feeding the Gulf Coast is located in Milton, Fla., where over 8 million pounds of food were distributed just last year from the Milton warehouse. This was enough food for over 6 million meals, sent out to food insecure people in the sevencounty Florida service area. The faithful volunteers from our two-county area (Escambia and Santa Rosa) dedicated over 3,500 volunteer hours at the Milton warehouse in 2015. Aside from distribution, Feeding the Gulf Coast is all about active involvement in food drives and charity events of various types. This year, a portion of the proceeds from Seville Quarter’s annual Smokin’ in the Square event went to both Feeding the Gulf Coast and Santa Rosa Bridges Out of Poverty. Each organization received a total of $10,000, after the money was raised by Knights of Columbus through the event. This year, the local Stamp Out Hunger Drive received over 26,000 pounds of food. To divvy up the donations and aid in distribution, post offices of Escambia and Santa Rosa counties were divided up among local hunger fighting organizations. However, all donations made in Pace and Milton went directly to Feeding the Gulf Coast. Feeding the Gulf Coast is also in charge of several area programs, including the Mobile Pantry and Retail Store

Level Pickup programs—two separate but cooperating programs. Typically, when we think of food donation drives, our mind s conjures images up of canned and other dry goods. However, the Retail Store Level Pickup program gives Feeding the Gulf Coast’s food bank and its agencies access to a variety of foods, including fresh foods like produce, dairy, meat and bread. This is a feat the food bank wouldn’t be able to accomplish without the help of local retail grocery chains, who pull products nearing their expiration date from the shelves to donate to Feeding the Gulf Coast instead of throwing the items away. The food bank began recruiting agencies to pick up food directly from the retail stores in 2013, which enables Feeding the Gulf Coast to use fewer resources like trucks, employees and monetary donations, while also helping to get the food into the hands of those who need it that much quicker. In Escambia and Santa Rosa, Feeding the Gulf Coast received over 2.4 million pounds of food from 42 participating retailers in both counties. These retailers included Walmart, Target, Publix, Winni-Dixie and military commissaries. Feeding the Gulf Coast served almost 800,000 pounds of food in 2015, which was distributed through 67 mobile pantries in Escambia and Santa Rosa. On the other hand, the Mobile Pantry program provides at least 5,000 pounds of various groceries from fresh produce and frozen meats to canned and dry good items. With each distribution, 100 to 120 families in need can be served. All food is distributed and delivered the same day it is received, relieving the need for partner agencies to store the food. To help partner agencies

sponsor these distributions by the Mobile Pantry program, Feeding the Gulf Coast handles securing funds through obtaining grants. Furthermore, to promote nutrition education in all ages of the community, Feeding the Gulf Coast has helped start two community gardens: one garden at the Boys & Girls Club of Escambia County, and the other called the “Grow Garden” on Dr. Martin Luther King Drive in Downtown Pensacola. Both sites provide fresh, nutritious produce to agency partners, educate the public about the benefits of growing their own produce, and promote environmental awareness in the community. The program’s goal is to get people working hands-on in the garden and participating in education workshops, and the program also serves as a way for other organizations in our area to gain access to resources for starting their own gardens. For example, this program helps community gardens grow by offering help with planning and breaking ground, preparing workshops, recruiting volunteers, grant writing for funds, marketing and promotion, and creating a community garden map for better accessibility by the public.

In the upcoming summer months, be on the look out for Feeding the Gulf Coast’s annual 30 Ways in 30 Days calendar, found online at feedingthegulfcoast.org. This will provide readers with ways in which they can join the fight against hunger and raise awareness through the month of September—also known as Hunger Action Month. Other ways to get involved include signing up to volunteer, donating foods and funds, or becoming a member agency to help distribute food in our service area. Donations can made whether you choose to become a monthly donor or give through one of the food bank’s campaigns and promotions. Even giving a $1 to the cause allows the food bank to provide five meals to someone in need. Pensacola Sertoma Fourth of July Fireworks For the 27th year, area Sertoma organizations are coordinating and hosting the largest Fireworks display on the Gulf Coast over Pensacola Bay on Monday, July 4, at 9 pm. There will be activities throughout the day, from 11 am until 6 pm in Seville Square to include a free Children’s Area with inflatables, pony rides, rock climbing wall, “meet and greet” with characters, face painting, Lowe’s kid’s clinic and much more! There will also be a variety of arts and crafts vendors, food vendors, and live entertainment on the gazebo stage beginning at 11 am. Of course, the Fourth of July would not be complete without a Hot Dog Eating Contest. Be sure to sign up early as the contest begins promptly at noon. Starting at 4:30 pm, there will be live music on the Bayfront Stage. The festivities will culminate with the fireworks show over Pensacola Bay, synchronized with music broadcast on Cat Country 98.7.

Health Care, Other Benefits Becoming More Costly to Employers By Phyllis K. Pooley

Ever wonder why your employer says they can’t afford to pay you a higher wage? For some, it could be the rising cost of fringe benefits. In addition to the expense of recruiting new workers, physical space, equipment and training, non-wage costs for employees at a minimum include legally required benefits such as Social Security and workers’’ compensation insurance. They also often also include health insurance, paid leave and retirement plans. Over time, these fringe benefit packages have grown to present a larger and larger share of an employer’s total cost per employee. These labor costs are tracked by the U.S. Bureau of Labor Statistics. Its Employer Costs For Employee Compensation product is a quarterly report that, using National Compensation Survey data, shows employers’ average hourly cost for total compensation and its components. Key features from the report include showing compensation costs both as a dollar amount total and broken

out by wages and salaries and total benefit costs. Total benefit costs are further separated into benefit costs for broad benefit categories, such as paid leave, supplemental pay, insurance, retirement and savings, and legally required benefits. Costs are further drilled down into detailed benefits, such as paid holidays, health insurance, defined benefit pension and workers’ compensation. The chart illustrates the breakout of average employer costs in 2016 for private industry employees using the most recent ECEC data. While wages till make up the lion’s share of employer costs, non-wage costs now represent over 30 percent of the total employee cost. And as the trend table below indicates, the non-wage portion of employer costs has been steadily increasing since the mid 1980s. Insurance costs represent by far the largest increase in employer costs since 1986. And by far the biggest component of these insurance costs is health care. While representing 5 percent of the total employer costs in 1986, non-Medicare

health care costs have increased to 7.6 percent of total employer costs per employee in 2016. Healthcare costs during the time rose significantly faster than general price inflation. Between 1986 and 2016, inflation as measured by the Consumer Price Index increased the price of items that cost $1 in 1986 to $2.17 in 2016-an increase in prices of 117 percent. At the same time, the price of providing medical benefits to employees increased from approximately 67 cents to $2.40, a cost increase of 258 percent for an inflation rate of over double that of other items. As a comparison, wages and salaries only slightly outpaced inflation during the 1986 to 2016 time period with an average increase of 129 percent. As non-wage employer costs continue to rise, employers and employees are both faced with tough choices. In order to remain competitive, employers may be forced to reduce benefits to avoid passing too many costs onto consumers. This could cost them valuable workers. Conversely, employees wanting to retain current levels of benefits may not

see salary increases as employers instead must use revenues to fund these benefits, or even pass more of these costs onto workers. This could cost employees financial stability as they fall behind in the ability to save. Many of these results have been and are still being seen in the current economy. If non-wage employer costs continue to represent a larger share of the compensation pie, both employers and government regulars will need to take a hard look at these costs. While legislation such as the Affordable Care Act was intended to address a major cost driver for employers, its impacts may not have fully made it into the data as yet. While the data doe reflect that the rate of increase in health care costs as a fringe benefit have slowed, these costs are still significantly outstripping the general inflation rate. Phyllis K. CITIZENS SEEKS RATE HIKE OVER WATER CLAIMS By JIM TURNER THE NEWS SERVICE OF FLORIDA State-backed Citizens Property Insurance is looking to boost premiums an average of 6.8 percent statewide as water-damage claims, particularly in South Florida, continue to surge. The recommendation will go before Citizens’ Actuarial and Underwriting Committee on Tuesday and is scheduled to go before the insurer’s Board of Governors on Wednesday. It follows a more-modest 1.8 percent increase this year on residential multi-peril accounts statewide, with hikes of 8 percent to 9 percent in Southeast Florida, which includes a large portion of Citizens’ portfolio. As with the increase enacted this year, the rate proposal for 2017 would vary by county and depend on location, home styles and types of policies. But this time, Citizens policyholders in Southeast Florida may not be the only ones facing large increases despite a decade without a hurricane hitting the state. “If you look at the county breakdowns you will see other pockets of increases that are due to nonwind related losses,” said Citizens spokesman Michael Peltier. On average, inland personal lines multi-peril accounts, which the majority of customers have, would get a 5.7 percent increase, under the proposal. Coastal multiperil accounts face an average 7.5 percent increase. However, rates for multi-peril coverage would grow on average 5 percent to 9.4 percent in Mon-

roe, Miami-Dade, Broward, Palm Beach, Hendry, Indian River, Osceola, Pasco and Escambia counties. On average, increases up to 5 percent would be felt for multi-peril policyholders in Nassau, Duval, St. Johns, Levy, Taylor, Wakulla, Gulf, Walton, Santa Rosa, Hernando, Hillsborough, Orange, Sarasota, Lee and Collier counties. All other counties would see, on average, no change or decreases that could be up to 10 percent. Wind-only policies would grow on average 8.3 percent across the state. Citizens and other insurers contend that premiums are being driven up by an increase in household water-damage claims and a process known as “assignment of benefits.” Paul Handerhan, Florida Association for Insurance Reform senior vice president of public policy, said that while the Citizens rate recommendation appears justified, the increases could continue unless the assignment of benefits issue is handled. “We’re a little bit frustrated that ratepayers are flipping the bill for this and it doesn’t seem like there is any end in sight, at least in the near term,” Handerhan said. “It affects the affordability of home ownership, it affects the attractiveness for new businesses to come to Florida.” When homeowners need repairs for problems such as water damage, they sometimes sign over benefits to contractors, who ultimately pursue payments from insurance companies.

Citizens and other insurers have lobbied in the Legislature for restrictions on assignment of benefits, contending the practice leads to fraud and litigation. But plaintiffs’ attorneys and contractors argue, in part, the practice helps homeowners hire contractors quickly to repair damage and also can help force insurers to properly pay claims. The plaintiffs’ lawyers and contractors also contend that assignment of benefits can help prevent consumers from having to fend for themselves in insurance disputes. Lawmakers could not agree during this year’s legislative session on assignment-of-benefits changes. Handerhan acknowledged it’s a difficult issue. “If you look at it from the micro level, if you’re a restoration contractor it’s a great tool because it gives you a lot of leverage with the insurance company to get your bill paid,” he said. “If you’re looking at it from an individual homeowner’s perspective, it’s a great tool because you can get your home repaired and you don’t have to be involved in the claims process. But from the macro perspective, when you start to see this has become so attractive, that so many are profiting from this, from the plumber to the restoration contractor to the attorney, now we’re seeing the adverse impact on

Florida’s ratepayers.” Earlier this year, the state Office of Insurance Regulation reported the state had seen a 46 percent increase in water damage claims and a 28 percent increase in costs since 2010. Unable to get legislation passed, Citizens has implemented a number of policy changes intended to rein in the water-damage claims. Starting July 1, policyholders will need to get company approval for emergency measures that exceed $3,000 or 1 percent of what is known as the “Coverage A” limit, which reflects the cost to rebuild a policyholder’s home. To receive coverage for permanent repairs, the loss must be inspected by Citizens or the work approved by the company. But if the company does not conduct an inspection or approve the work within 72 hours after a claim is made, the customer would be able to start permanent repairs. The Office of Insurance Regulation is expected to hold a public review of the approximately 2,000page rate proposal in August and rule on the rates in September. As of May 31, Citizens had 488,646 policies, more than 1 million fewer than three years ago.
