Barktoberfest, Prost! O

ctober is a time for horror movies and crisp air, but is also the celebration of our favorite furry companions—our pets! Whether they meow or bark, now is the perfect time to take them into the cool weather to help support those pets that may not have homes, as a part of Pensacola Humane Society’s annual fundraiser, Barktoberfest. By Tanner Yea Held on October 28 at Seville Square, the 17th Annual Barktoberfest Celebration is held by the Pensacola Humane Society as their largest fundraising event of the year. Jeff Keener, the director of development for the Humane Society, said the event has been growing consistently over the last four to five years. “Usually the summer is a difficult time for animals to attend due to the heat. But October is the perfect time because it cools down and the animals can participate,” said Keener. “And it’s just a happy time of the year.” The Pensacola Human Society was first incorporated in 1943 as an organization that rounded up stray pets and investigated animal cruelty cases. As time went on, they became a no-kill facility that offered food, shelter, medical care and affection to lost, misplaced and stray dogs or cats. Currently, the Human Society has two primary activities: sup-

porting the shelter to help find second chance opportunities for dogs and cats, and operating their lowcost spay and neuter clinic. Keener said that in the last year, the Pensacola Humane Society has found homes for 1,062 dogs and cats and has performed over 6,000 spay and neuter surgeries, many for low income residents of Escambia County. “The event supports the Humane Society, but it also supports many of the other shelters and rescues in the region,” said Keener. “They are encouraged to participate, which they can do for free. It’s a great time for all these organizations to fundraise, promote adoptions and recruit volunteers.” Barktoberfest is set to be an all day affair and feature lots of activities for pets and their owners. This includes costume contests, pet-owner lookalike contests, agility and trick demonstrations, and food and drink for both owners and animals. Keener says they expect

about 9,000 to 10,000 visitors to take part in the activities throughout the day. One contest leading up to Barktober Fest is the Most Adorable Pet Contest. People can submit pictures of their dog or cat via the Pensacola Humane Society website to hopefully be called the most adorable pet in the Pensacola area, with the contest running up to October 27. The top dog and cat will receive free food for a year courtesy of Woerner’s Landscape and Pet Supply, and will also be featured in advertising for the Human So-

ciety’s 75th Anniversary in 2018. The top six dogs and cats will also receive prizes, and the first 75 dogs and cats submitted will get displayed on the Lamar Outdoor Advertising Billboard. Keener says though this is only his second year hosting Barktoberfest, he has seen the appeal grow. “I spoke to people who came west of Mobile, one who came from Atlanta, some from North and South Carolina. We think of it as a local event, but it has a regional appeal.” The American Society for the Prevention of Cruelty to Animals,

or ASPCA, estimates that every year, roughly five to seven million animals enter shelters, and though Pensacola Humane Society is a no-kill shelter, roughly 3.7 million of those shelter animals are euthanized. The funds raised by Barktoberfest not only ensure our local shelter animals are happy and healthy, but that they can find a permanent home and help to prevent euthanization. Barktoberfest has a fundraising goal of $60,000, and a single dollar can feed three cats or two dogs for a day. There is still plenty of time to donate and also time to celebrate the fall season with the pets we love so much. The 17th Annual Barktoberfest Celebration is on October 28 from 9 am to 4 pm at Seville Square. FloridaWest Announces the Launch of the Cybersecurity Strategic Plan for Greater Pensacola

The Northwest Florida cybersecurity leaders meeting hosted by the University of West Florida Center for Cybersecurity in December 2016 and the cybersecurity strategic planning workshop held in March of this year convened leaders to discuss the cybersecurity industry in Pensacola. FloridaWest and UWF, in partnership with public and private organizations, will launch the Cybersecurity Strategic Plan for Greater Pensacola at 1:30 p.m. on Friday, Oct. 13, 2017 at the UWF Commons Conference Center. Our existing cybersecurity industry cluster, combined with a national need for cybersecurity services and development, presents a unique opportunity to grow. Annual Fenner Ride to Benefit Big Brothers Big Sisters of Northwest Florida More than 400 cyclists from around the region are expected to participate in the annual Fenner Ride in Milton, Fla. on Saturday, Oct. 21 at 7:30 a.m. This year’s Fenner Ride was selected to be part of the Alabama Backroads Century Ride Series. The Fenner Ride is the only event in Florida to be selected to join the 13 race series. The century ride, benefiting Big Brothers Big Sisters of Northwest Florida, begins at the Guy Thompson Community Center at 5629 Byrom St., Milton, Fla. A portion of the ride will be on the Blackwater State Heritage Trail, selected as one of Florida’s most scenic greenways. Local Artist Donates Original Piece to UWF University of West Florida President Martha Saunders hosted a private event last week at the Dorr House in downtown Pensacola to thank local artist Tracey Savery Davis for generously donating her original artwork, “Oleander,” to the University. “I have been a Tracey Davis fan for many years,” Saunders said. “Her work is unique, and we are grateful for her donation of one of my favorite ‘ghost’ paintings. (I have a print in my home.)” Through her paintings, Davis tells a fictional ghost story that she writes herself using actual places and events as inspiration. “Oleander” tells the story of 11-yearold twins, Leander and Lucien DeLille, who lived in New Orleans in the early 20th century and died of an influenza epidemic. The piece will be displayed in the Dorr House until January, when it will be moved to Voices of Pensacola. It will also be used as part of a future exhibition at the Pensacola Museum of Art. “Mrs. Davis is a local artist with a national following,” said Robert Overton Jr., executive director for UWF Historic Trust. “Her unique style of blending art with history and storytell-

ing fits within multiple areas of our museum complex. Having an original work of hers helps us highlight Pensacola’s long tradition of supporting art and culture.” Davis, a native of Tupelo, Mississippi and longtime Florida resident, specializes in mixed-media art, including her award-winning Petite Sacre Mosaiques, or “small holy mosaics,” which feature micro mosaic works of art in antique watch cases. SENATE PUSHES TO EXPAND BRIGHT FUTURES By LLOYD DUNKELBERGER THE NEWS SERVICE OF FLORIDA

An additional 44,000 Bright Futures students would have their scholarships expanded under a bill approved Monday by the Senate Education Committee. The legislation (SB 4), sponsored by Sen. Bill Galvano, R-Bradenton, would increase scholarship coverage for “medallion scholars” in state universities from the current $77 per credit hour to $159, or roughly 75 percent of the cost of tuition and fees. The expansion would also help students at state colleges, increasing the medallion scholars from $63 per credit hour to $80 for students seeking associate degrees and from $53 per credit hour to $92 for students taking upper division courses at the colleges. The scholarship expansion, which will require an estimated $77 million in state funding, is part of a bill that revives most of the major provisions of higher-education legislation (SB 374) passed by the Legislature last spring but vetoed by Gov. Rick Scott. Another provision in the bill would make permanent the expansion of Bright Futures scholarships to cover full tuition and fees for “academic scholars,”

the highest level of the program. That part of the program includes some 50,000 students, mostly at state universities. The academic scholars expansion was included in this year’s state budget, although its future is in doubt without the passage of a bill that would place it into more-permanent law. The “Florida Excellence in Higher Education Act” is also a top priority for Senate President Joe Negron, R-Stuart. In a statement, Negron said students and their families “deserve financial security and peace of mind throughout their academic journey.” “With these permanent changes in law, we can help alleviate some of those financial concerns,” he said. The legislation also would expand need-based aid programs, including doubling the state match for the “first generation” in college scholarship program. Under the current 1-to-1 match for private donations, the program provided an average scholarship of $1,270 for 8,361 students in the 2016-17 academic year. With the proposed 2-to-1 match, the aim is to extend the program for some of the 15,442 students who qualified for the grants but received no funding. Other major provisions in the bill include a requirement that state universities develop block

tuition plans by the fall of 2018. Under such plans, students would pay a flat rate per semester, rather than paying for classes on a per credit-hour basis. Block tuition is expected to provide a financial incentive for students to take more classes and graduate more quickly. The legislation would require the state university system to use a four-year graduation rate as part of its performance-funding formula, instead of the current six-year measure. Schools seeking a “pre-eminent” university status would have to have at least a 60 percent four-year graduation rate, although the metric would be phased in over the next year. A key difference in the new bill from the prior legislation is that it does not contain many provisions related to the state college system. Senate Education Chairwoman Dorothy Hukill, R-Port Orange, said she will file a separate bill on the 28-school state college system in the next few weeks. Hukill said the legislation will contain a college system oversight board, similar to the Board of Governors’ supervision of the state universities. Currently, the college system is under the state Board of Education, which also oversees the prekindergarten-through-high-school system.

for years has advocated streamlining KidCare, which is administered by a combination of state agencies, from the Department of Children and Families, which determines Medicaid eligibility, to the Florida Healthy Kids Corporation, which receives all KidCare applications and determines eligibility for the children’s health- insurance program. “Oftentimes, when you have multiple agencies, no matter how good you are, you lose kids between the programs,” Woodall told committee members as she testified in support of the bill, which cleared the committee unanimously. The committee took up the bill during its first meeting in preparation for the 2018 legislative session, which starts in January. The measure would need to clear two more committees before it could go to the full Senate. The Legislature created the KidCare Program in response to the federal enactment of the Children’s

Health Insurance Program in 1997. That program, commonly known as CHIP, provides subsidized health insurance to uninsured children who do not qualify for Medicaid but who have family incomes under 200 percent of the federal poverty level and meet other eligibility criteria. CHIP is currently authorized through 2019, but funding for the program expired Sept. 30. Florida’s CHIP allocation in fiscal year 2017-18 is $422.7 million, of which $16.9 million is state funds. Children covered under the program could be at risk if Congress doesn’t agree to additional funding. The Senate Children, Families and Elder Affairs Committee unanimously approved the proposal (SB 108), which would create a 12-member task force in in the Florida Department of Health and charge it with making legislative recommendations by Dec. 31, 2018, on how to streamline and improve the Florida KidCare program. The “point of this bill is to simplify the program for families and to streamline the administration and make it more efficient and save tax dollars,” bill sponsor Daphne Campbell, D-Miami, told members of the committee. AHCA EYES HOSPITALS FOR BUGET CUTS By CHRISTINE SEXTON THE NEWS SERVICE FLORIDA

Gov. Rick Scott’s administration continues to target hospitals for potential Medicaid spending reductions in the coming year. The Agency for Health Care Administration’s top four proposed budget cuts for the Legislature to consider during the 2018 session would reduce Medicaid payments to hospitals by nearly $1 billion. Those reductions would be on top of nearly $500 million in recurring cuts made to hospitals during the 2017 session. “It would be devastating, for goodness sakes,” said Jan Gorrie, a hospital lobbyist and managing partner of the Tampa office of Ballard Partners. “I’m surprised to see the magnitude of the cut. It’s mind-blowing. It’s like, whoa.” In addition to a list of proposed reductions for the Legislature to consider, AHCA also submitted its proposed budget requests for the upcoming year. It includes a request for an additional $66 million to cover a deficit in the Children’s Medical Services managed-care

plan for the current year. The deficit is a result of lower enrollment in the Medicaid specialty plan than anticipated. The agency also is requesting $925,000 for analytics of data submitted to what is known as the all-payer claims database. And $700,000 so the agency can implement a new Medicaid prepaid dental health program for children and adults. Meanwhile, the agency’s top recommendation to save money is to alter a current policy that provides retroactive Medicaid eligibility for the 90 days prior to a beneficiary’s application being submitted. AHCA is recommending that the state trim retroactive eligibility to 30 days. During the retroactive period, the state picks up the health care bills that accrued in the three months including paying for “uncoordinated and potentially inappropriate utilization of medical services,” budget documents note. Trimming retroactive eligibility from 90 days to 30 days would reduce Medicaid spending by $98.4 million according to the agency’s budget documents. Hospitals would lose $58.3 million if the Legislature were to agree to the change.

Agencies annually compile proposed reduction lists as part of the budget process. The question is whether or not the Legislature will in fact target the areas that have been identified by the agencies in what is expected to be a tight budget year. A financial outlook prepared by state economists in September said Florida’s surplus may be as small as $52 million, but those projections did not include the state’s costs responding to Hurricane Irma. AHCA compiled a list of six proposed spending reductions and assigned each proposal a priority number. The agency’s second-highest priority is reducing the amount Medicaid spends on reimbursing hospitals by $318 million in total funds by eliminating automatic rate enhancements. Its third recommendation is restricting participation in the Medicaid “Medically Needy” program to about 1,600 pregnant women and children. The move would eliminate coverage for about 27,000 people currently covered under the program. The program provides Medicaid access to people who don’t qualify for Medicaid because of

their income levels. The fourth recommendation is eliminating an optional Medicaid program that provides coverage to 51,057 aged, blind and disabled people with incomes above what’s allowable for Social Security income but below 88 percent of the federal poverty level. Eliminating the “Meds AD” program would reduce total spending by $558 million. The Medically Needy program and the Meds AD program have been offered up in the past by the agency as potential ways to save money, but the Legislature has not chosen to reduce them. AHCA’s fifth recommendation is to reduce $135,150,336 in the Home and Community Based Services Waiver funding. It is “double budgeted” according to budget documents. Lastly, the Legislature could reduce spending in Medicaid HMOs by 5.16 percent, or nearly $475 million. To achieve that level of reduction, though, the state would have to eliminate some of the services that currently are covered under the Medicaid managed care program, which would require federal approval.

SENATORS SEEK MONEY FOR BEACHES, ST. JOHNS By JIM TURNER THE NEWS SERVICE OF FLORIDA

Millions of voter-approved dollars would go annually for beach restoration, the St. Johns River and a boost to the state’s natural springs, under measures that would continue to divide up a pool of environmental preservation money. The Senate Environmental Preservation and Conservation Committee on Monday unanimously approved a pair of bills (SB 174 and SB 204) for the 2018 legislative session that would require at least $50 million a year go to beach nourishment and inlet-management projects and $50 million go toward helping restore the St. Johns River, its tributaries and the Keystone Heights lake region. Meanwhile, funding for the state’s natural springs would increase from $50 million a year to $75 million. The money would come from a 2014 voter-approved constitutional amendment that called for setting aside a portion of documentary-stamp taxes to go to land and water conservation. Senate Appropriations Chairman Jack Latvala, a Clearwater Republican sponsoring the beach-funding proposal (SB 174), acknowledged that lawmakers may eventually over-carve the money, which is placed in a trust fund. “With a little bit of elementary math you can add up all the different percentages and dollar figures

that we are proposing be used for the Land Acquisition Trust Fund and you probably come up with more dollars than there is in the Land Acquisition Trust Fund,” said Latvala, who is running for governor next year. “At some point in time, probably in the Appropriations Committee, we’ll have to put all those bills that we have this year --- and the bills we’ve passed over the last couple of cycles --- on one sheet and figure out how we divide it up. There’s a lot of good ideas, just `x’ amount of dollars.” The real estate tax is expected to bring the trust fund $862.2 million next fiscal year, according to an August estimate by state economists. Lawmakers have already carved up the annual funding so at least $200 million goes for Everglades projects, another $64 million for a reservoir in the Everglades Agricultural Area south of Lake Okeechobee and $5 million to the St. Johns River Water Management District for projects dedicated to the restoration of Lake Apopka. The water management district would also oversee the money for the St. Johns River under the proposal (SB 204) sponsored by Environmental Preservation and Conservation Chairman Rob Bradley, R-Fleming Island. There is no House version of Bradley’s bill. “It’s important that we allocate in a manner that reflects all parts of the state,” Bradley said. Bradley also has a separate measure (SB 370) that would set aside at least $100 million a year for Flor-

ida Forever, the state’s most prominent land-preservation fund. Dividing the trust fund money toward projects and regions through individual bills continues to have support from backers of the 2014 constitutional amendment. “There is capacity in the Land Acquisition (Trust Fund) to fund springs, Everglades, land conservation, beaches and the St Johns River,” said Eric Draper, executive director of Audubon Florida and a prominent environmental lobbyist. “Any shortfalls are due to funds misdirected to agency expenses that should come from general revenue.” Environmental groups are battling the state in court about whether some of the trust-fund money has been improperly diverted from conservation purposes to agency staffing and operational expenses. Latvala’s beach-restoration proposal would revise the Department of Environmental Protection’s grading system for beach projects to account for such things as the availability of federal matching dollars --- to offset state costs --- and tourism-related economic impact. The state department would also be required to update a three-year list of projects quarterly, rather than annually. Rep. Kathleen Peters, R-Treasure Island, has filed a House version (HB 131) of Latvala’s bill. Committee meetings started Monday in advance of the 2018 legislative session, which starts in January.
