Sunny Trails Ahead
A glimpse at the bright future of the Florida SUN Trail and how it will affect our own segment of the Florida Panhandle, leading with the Perdido Key Multiuse Trail. By Dawn Gresko There are sunny trails ahead for Escambia County, thanks in part to funding from the Florida Shared-Use NonMotorized Trail Network, better known as the Florida SUN Trail, program. This year, the program awarded a total of $44.4 million to 45 separate projects located across 21 counties throughout Florida, including the Perdido Key Multiuse Trail in Escambia County. The SUN Trail is essentially a network of statewide, paved multi-use trails for bicyclists and pedestrians that is physically separated from vehicular traffic. “Florida is proud to be an outdoors state, and our many incredible bicycle, pedestrian and multi-use trails are great activities for Floridians and visitors to enjoy,” Gov. Rick Scott said. “I am proud to join FDOT in celebrating this investment as we work to provide more safe recreational opportunities for families across our state.” The goal of SUN Trail is not only to provide safer routes for bicyclists and pedestrians to travel, but to increase connectedness across Florida communities as well as promote tourism. The SUN Trail has its own program, which serves as a funding source to implement this network of paved trails, as a component of the Florida Greenways and Trails System (FGTS). The FGTS plan is the responsibility of the Florida Department of Environmental Protection’s Office of Greenways and Trails (OGT). The Florida Department of Transportation (FDOT) and OGT worked closely to develop the program and define eligibility for SUN Trail funding. “This initial SUN Trail funding will provide safer opportunities for bicyclists and pedestrians,” FDOT Secretary Jim Boxold said. “As well as advance the completion of the state trail system and enhance the state’s partnership with local communities throughout Florida.” The FDOT has a central office in Tallahassee, Fla., and the department is split into seven districts. District 3 is responsible for the entire Florida Panhandle, encompassing 16 counties from Escambia to Jefferson and every one in between. Throughout District 3, the SUN Trail primarily follows US 98. The FDOT reached out to all adjacent
counties along the corridor of the SUN Trail, including those along US 98, and as a result Escambia County responded by applying for a trail through the FDOT’s application process, which includes the Florida-Alabama Transportation Planning Association (TPO). Escambia County’s application was deemed a top priority by the FloridaAlabama TPO, an advisory group consisting of elected officials from around the Florida-Alabama area. The group meets to prioritize what they perceive as transportation needs in their arESCAMBIA
dered since a design firm has not been contracted. While we do not know much about how the Perdido Key Multiuse Trail will look in completion, we do know that the trail will be a 10-foot, five-directional multiuse asphalt path with some sections of boardwalk added as needed
Based on the location, the FDOT is not anticipating any right-of-way, so the next phase would be construction as funds come available. Right now, construction has yet to be funded. But, if we were to estimate the combined costs of design and construction, the Perdido Key Multiuse Trail

eas. After the Florida-Alabama TPO issues their list of priority projects, the FDOT then looks at the list and determines which ones can be put into a five-year work program. In short, when the Florida-Alabama TPO sets a project as a priority, the FDOT takes the information and looks into finding funding sources to implement those projects through the five-year work program. The Perdido Key Multiuse Trail is one of the projects that made it to priority status. Currently, the trail is in the preliminary engineering (PE) phase. Essentially, all this means is that the trail is still in the process of review, acquiring permits, and surveying, which will eventually lead to design. At this time, a design for the trail has yet to be ren-
(because of environmental obstacles like wetlands). We also know the trail is neither part of the 270mile St. John’s Loop nor part of the Coast to Coast Connector linking the Gulf and Atlantic coasts through Central Florida, but is in fact one of 23 projects that will build individual trail segments throughout the rest of the state. Moreover, the Perdido Key Multiuse Trail is one of four individual trail segments on the Florida Panhandle. The trail will be located on Perdido Key Drive and State Road 292 from Gongora Drive to the Alabama state line. The multi-use trail will be constructed on the north side of the road and will possess strategicallyplaced sidewalk connections on the south side of the road.
is expected to take nearly $12 million to complete. Although, as a final design draft comes in and more surveying is done, costs can potentially increase or decrease. Already, a little under $1.2 million has been allocated to the Perdido Key Multiuse Trail; this funding will be dedicated to the trail’s design costs for the 2016-2017 fiscal year. “Funding from the SUN Trail program is not a onetime deal,” said Olen Pettis, Trails Coordinator for District 3 of the FDOT. “Every year, about $25 million is awarded state wide. This means, if awarded again, SUN Trail funding can cover the construction costs of the Perdido Key Multiuse Trail, as well, once design goes underway.” In 2015, the Florida Leg-
was directed to give funding priority to certain trail projects. According to Section 335.065(4), the FDOT would give priority to projects that: (a) are indentified as a priority by the Florida Greenways and Trails Council (pursuant to Chapter 260 of Florida Statues), (b) support the transportation needs of bicyclists and pedestrians, (c) have national, statewide or regional importance, and/or (d) facilitate an interconnected system of trails by completing gaps between existing trails. Furthermore, once funded projects are completed, they are to be operated and maintained by an entity other than FDOT; the FDOT is not obligated to provide additional funding for operation and maintenance fees. Also, according to
the 2015 Trail Legislation found in Sections 320.072 and 339.81, the FDOT may allocate state funding for the SUN Trail network corridor planning, pursuit of additional right-of-way, design, new construction or reconstruction of trail surface and bridges, as well as maintenance. However, this excludes sidewalks, loop trails all 50 Milesa single park or within natural area, water trails, the Florida National Scenic Trail, and on-road facilities like bicycle lanes or routes. There is an exception when it comes to some on-road facilities that are no greater than half a mile in length and that connect two or more non-motorized trails, as well as some exceptions to the Florida Keys Overseas Heritage Trail.Before a trail system can achieve priority status, it is expected to meet some of the following criteria: (a) possess publicly vetted documentation supporting the regional trail system, (b) encompass multiple counties within the FGTS priority system, (c) serve as a destination and serve destinations, (d) support economic development and tourism, (e) serve as an off-highway facility enhancing safety for nonmotorized uses (with the exception for some on-road facilities no greater than half a mile and connecting two or more non-motorized trails), (f) demonstrate prior and future public/private investment or commitment, (g) possess committed operations and maintenance entities, (h) connect and facilitate use of multimodal transportation opportunities, as well as (i) capable of being completed or programmed within five years. “Gov. Scott, the Florida Legislature, and leadership of FDOT all recognize the significance of these trails,” said Ian Satter, Public Information Director for District 3 of the FDOT. “Florida is a state in which we’re outdoors 12 months a year. The more avenues we have for transportation and the more ways for people to get out there and enjoy our state makes it a more attractive place for people to live.”

Innovation Coast Announces New Executive Director: Tiffany Sullivan
The Board of Directors of Innovation Coast was pleased to announce Tiffany Sullivan as the nonprofit organization’s new executive director. Sullivan will tap into her background as an attorney and community leader to guide her new role. She credits relationship-building as the driving force behind her success. “I’ve learned that community initiatives are only as effective as the quality of relationships that you build within the community,” Sullivan said. “I look forward to building relationships that will create more growth opportunities for entrepreneurs, as well as technology and knowledge-based companies in the region.” Jim McClellan, chair of the board of directors for Innovation Coast, and director of marketing and communications for AppRiver, said the board is excited to have someone of Sullivan’s caliber joining the organization. “Tiffany’s wealth of experience in membership development and fundraising for non-profit organizations, and demonstrated leadership in the community will help Innovation Coast move forward and continue to thrive,” McClellan said. Sullivan, who grew up in
Jay, Fla., practiced as a civil and commercial litigator for 14 years. She serves in several leadership roles in the community, including the Santa Rosa County Chamber of Commerce, Escambia/ Santa Rosa Bar Association, Leadership Santa Rosa, Pensacola Young Professionals and Boys and Girls Club— Santa Rosa County. She is also a representative of LegalShield, a service that provides legal counsel to members. When Sullivan assumed her role as executive director on Nov. 1, she began to manage day-to-day operations; direct recruitment and membership development of technology and knowledge based companies; and work closely with related organizations to plan fundraising activities and campaigns. “I see an opportunity for a community growth ef-
fort,” Sullivan said. “I want to show companies in the region how they can participate in and support the economic growth in our area.” Sullivan will hit the ground running as she oversees the Innovation Awards, the most lucrative business plan competition in Florida. With $250,000 in cash and other consulting and technical services available, it will provide the community with an influx of net-new investment and economic activity. HOUSE, SENATE WEALTH DROPS WITH NEW LAWMAKERS

An impact of term limits and turnover in this year’s elections is a slightly lesswealthy state Legislature. The freshman class --set to be formally sworn in Tuesday --- carries two new standard-bearers for personal wealth in the House and Senate. However, the average net worth of senators is going down 8.5 percent, to $3.5 million, and the average in the House is dropping 5.9 percent to $1.493 million. The numbers are based on figures that candidates provided to the state Division of Elections when qualifying for office and annual financial-disclosure reports submitted to the state Commission on Ethics. Aubrey Jewett, a political-science professor at the University of Central Florida, said the net worth of lawmakers should matter to Floridians. For one, Jewett said the legislative body becomes increasingly exclusive as wealthy candidates have more readily available access to resources and the ability to self-fund campaigns than do middle- and working-class Floridians. Also, Jewett said many people in upper tax brackets don’t share the concerns and challenges of middle-class and workingclass constituents. “The policies they push and legislation they pursue is likely to reflect their ability to succeed in the current system under the current rules,” Jewett said. “They are less likely to seek changes and reforms.” A cause for the decline in average House and Senate net worths is that many new members aren’t as
well off as lawmakers who have left. Of the 160 members of the House and Senate, there will be 53 millionaires writing laws for Floridians the next two years, down two from the 2016 session. The reduction in averages comes despite two freshmen each topping $25 million in net worth. Replacing term-limited Sen. Don Gaetz, R-Niceville, as the wealthiest member of the Legislature is George Gainer, a Panama City Republican who cruised into his new office without opposition in this year’s elections. Gainer, a longtime Bay County Commissioner who owns a fleet of auto dealerships across North Florida, reported his net worth at $27.9 million. Gaetz, who co-founded VITAS Healthcare Corp., had a net worth of $25.04 million at the end of 2015. In the House, recently re-elected Miami Republican Michael Bileca will no longer hold the mantle of highest net worth, a mark that’s been his since 2012. Newly elected Rep. Ralph Massullo, a Lecanto dermatologist who also won office without competition, reported a net worth of $26.8 million. Bileca, the co-founder of Towncare Dental Partnership, is worth $18.4 million. At the other end of the financial spectrum, the elections have led to an increase in the number of lawmakers in the red. In the 2016 session, eight lawmakers, all in the House, were underwater in terms of debts to assets. The in-debt number is growing to 10, in part because of six freshmen in the House --- Democrats Kamia Brown, Wengay Newton, Amy Mercado and Nicholas Duran
and Republicans Amber Mariano and Mel Ponder --- and two new members of the Senate. With large home mortgages in their portfolios, former Democratic House members Darryl Rouson, $47,999 in debt, and Victor Torres, negative $77,654, become the first senators on the negative side of the ledger in three years. Rouson was elected to the Senate this year in a Tampa Bay district, while Torres was elected in a Central Florida district. Duran, the executive director of the Florida Association of Free and Charitable Clinics in Doral, has the lowest net worth --- negative $213,697 --among those joining the Legislature. Duran’s negative net worth is primarily due to student loans. Returning Rep. Danny Burgess, a Republican attorney from Zephyrhills, is the deepest in the red, negative $253,100, also due to heavy student loans. With relatively little turnover the past four years, the net worths of both chambers had been steadily growing. In 2011, House members had an average net worth of $1,065,470. At the same time, the Senate average was $3,058,683. For the 2016 session, the average net worth of a member of the House was $1,587,631. Senators had an average net worth of $3,827,609. Republicans are wealthier in both chambers. In the Senate, the average net worth of the 25 Republican senators is $4.97 million. The 15 Democrats have an average net worth of $1.06 million. In the House, the average net worth of the 41 Democrats is $569,763. The 79 Republicans in the House have an average net worth of $1.97 million.

In a highly unusual move, Florida Supreme Court Chief Justice Jorge Labarga has ordered an investigation of a death penalty lawyer who has repeatedly missed critical deadlines, was involved in a capital case in which roach-infested boxes of documents were destroyed by rain and who is currently representing two inmates who are trying to fire her. Labarga ordered the probe of Fort Lauderdale lawyer Mary Catherine Bonner “pursuant to the Court’s authority to monitor the representation of capital defendants to ensure that the defendants receive quality representation” on Nov. 8, seven months after prominent death-penalty lawyer Martin McClain wrote to the court outlining concerns about Bonner. Bonner, included in a registry of lawyers appointed by the court to represent Florida Death Row inmates in post-conviction appeals, was rebuked by a federal judge several years ago for failing on two separate occasions to meet a one-year deadline to file habeas corpus petitions. Such federal appeals provide inmates a last chance to have their convictions reviewed on a variety of grounds. In this month’s administrative order, Labarga appointed 3rd District Court of Appeal Judge Kevin Emas as the referee in the Bonner investigation and named Belvin Perry --- a former 9th Judicial Circuit chief judge who presided over the Casey Anthony murder trial --- to serve as special counsel to the referee. Labarga gave Emas 90 days to complete the inquiry and file a report on Bonner. “The referee shall make findings of fact and recommend any necessary remedial action, including the removal of Mary Catherine Bonner from the registry for postconviction capital attorneys, if appropriate,” the two-page order said. Bonner did not respond to phone calls and emails seeking comment. Numerous death-penalty legal experts told The News Service of Florida that Labarga’s order appeared to be the first of its kind. Florida’s death penalty has been under scrutiny for nearly a year, since the U.S. Supreme Court, in a case known as Hurst v. Florida, issued a ruling in January that struck down the state’s capital sentencing system as unconstitutional because it gave too much power to judges, instead of juries. State lawmakers hurriedly passed a new law intended to fix the deficiency, but the Florida Supreme Court last month overturned that law be-
cause it did not require unanimous jury recommendations for the death penalty to be imposed. Labarga ordered the Bonner investigation after McClain sent a letter April 4 to the clerk of the Florida Supreme Court raising alarms about two Death Row inmates, Alphonso Cave and Paul William Scott, whom Bonner represents in state court. Cave and Scott have independently asked the court to dismiss Bonner from their cases; both men alleged that their lawyer went for years without contacting them. McClain represented Scott for a period over a decade ago, as well as Cave’s co-defendant, who has since been executed. McClain also wrote about Bonner’s court-appointed representation of two Death Row inmates --- including Mark James Asay, whose pending execution was put on hold by the Florida Supreme Court earlier this year. McClain now represents the two Death Row inmates. In 2009, U.S. District Judge Timothy Corrigan harshly criticized Bonner for filing federal appeals in the cases of Asay and William Greg Thomas more than 200 days after a one-year deadline had run out. Bonner blamed the delays in part on health problems both she and her husband had undergone, but the Jacksonville judge was not appeased. “The terms ‘bad faith’ or ‘dishonesty’ capture Ms. Bonner’s conduct and are the type of egregious conduct that rises well above professional negligence or even gross negligence,” Corrigan wrote of Bonner’s handling of Asay’s petitions in 2009. Bonner’s delays in filing the federal appeals prompted Corrigan to grant “equitable tolling” in both cases, allowing the missed deadlines to be ignored. The Florida Attorney General’s office, which represents the state in capital cases, opposed giving the inmates more time to file the federal appeals but maintained that Bonner’s conduct warranted sanctions. Even so, the state opposes allowing inmates whom Bonner currently represents to fire her. In March, Cave sent a hand-written letter to the Supreme Court requesting that Bonner be terminated as his attorney, saying he had not seen her in four years and she had not responded to his letters and calls. Cave --- whom Bonner has represented for nearly half of the more than three decades he has spent on Death Row --was concerned about the impact of the Hurst ruling on his case. That decision prompted the state court to put the scheduled executions of Asay and Cary Michael Lambrix on hold indefinitely.
In April, Bonner asked the state court to keep her on as Cave’s lawyer, saying she “took a very bad fall” and broke her shoulder. Bonner went on to describe in detail problems she encountered during her recovery, including “a terrible adverse reaction to pain medication” and lengthy waits at the hospital where she was being treated. Bonner --- who has a clean record with The Florida Bar --- also wrote to Cave, asking him to keep her on as his attorney. “I care about your fate and will vigorously litigate on your behalf,” she wrote to the inmate on April 3. In a hand-written response to the court dated April 11, Cave wrote that he simply wanted a lawyer who would file the appropriate documents on his behalf. “It is unfortunate and just not right that I had to write this Honorable Court to get my lawyer to correspond with me,” Cave, 57, wrote. Cave’s letter is the latest document posted in his case on the Florida Supreme Court website. Scott also asked the court to remove Bonner as his lawyer in state court. After the court refused that request, Scott appealed. That appeal is pending, according to the state court website. Asay’s case became the focus of attention earlier this year. McClain took over Asay’s case in January, shortly after Gov. Rick Scott set a March execution date for the convicted double murderer. After being sentenced to die, Asay went for a decade without legal representation, and almost all of the paper records involving his case went missing or were destroyed. McClain described difficulties he encountered trying to retrieve documents from Bonner, who had served as Asay’s lawyer in the federal appeals. “Despite the exigencies created by Mr. Asay’s pending death warrant, she repeatedly delayed ascertaining and advising what files she had. About a week into the warrant, she had four mold and insect infested boxes delivered to my office. One of the boxes was largely empty. All of the material in the boxes had been exposed to water and was ruined. The prevalence of mold made the boxes a health hazard,” McClain wrote to Florida Supreme Court Clerk John Tomasino on April 4. Bonner later delivered more boxes to McClain “after they had been left outside in a driving rain storm,” he continued. The boxes were “completely waterlogged” and “were literally disintegrating as they were carried to my office,” he wrote. Much of the material in the boxes was unrelated to Asay’s case, according to McClain’s letter.

SCOTT HUDDLES WITH UNIVERSITY TRUSTEES ON IMPROVEMENTS

Looking to improve the quality of Florida’s universities while keeping costs low, Gov. Rick Scott held a three-hour meeting and luncheon Monday with chairmen of the boards of trustees from each of Florida’s 12 universities. While pointing out increases in state funding over the past half-dozen years, Scott called on the trustees to improve performance on issues like graduation rates and job placement, while emphasizing universities can do a better job of controlling costs. “Here’s my attitude, I don’t understand why we’re not No. 1,” Scott told the trustees during the meeting at the governor’s mansion. “I was never in a business where I said I’m fine with being No. 10, No. 15. Why wouldn’t we be No 1?” Echoing comments he made to university trustees at a Florida Board of Governors’ meeting in Boca Raton this month, Scott said he will evaluate how the schools meet some of the initiatives he has outlined, including graduating more students in four years, placing students in higher-paying jobs and keeping tuition low. Scott, a former healthcare company executive, also reemphasized the need to reduce costs at the 12 universities. “I really believe the cost is ridiculous,” Scott said. “The money these schools have been getting is skyrocketing. It’s not a little bit. It’s a lot of money.” Among other issues, Scott said he will scrutinize how Florida State University and the University of Florida, which received $25 million each in “pre-eminence”
money in the new academic year, are using that funding to rise in the ranking of national public universities. All of the universities have a large portion of their new funding tied to a performance-measurement system, which ranks the schools on metrics like job placement, wages of graduates, retention rates and whether students are taking “excess” classes. In the current academic year, the state distributed $500 million in performance funding to the 12 schools, with three schools, the University of North Florida, the University of West Florida and New College of Florida missing out on some of the funding because they finished at the bottom of the rankings. During Monday’s meeting, the chairs of each school’s board of trustees outlined areas where the universities were excelling but also highlighted areas where improvements could be made. Tom Kuntz, chairman of the Florida Board of Governors, which oversees the entire system, said the meeting was a unique opportunity for the trustees to “sit down and do some work” with the governor on the higher education improvements. Many of the chairs said they are using and incorporating the performance standards in various areas of their schools, including evaluations of the university presidents. Ed Burr, chairman of Florida State University’s board, said over time the performance standards have “created a culture” at the schools based on metrics and other performance standards. “That is becoming pervasive throughout our schools,” Burr said, saying it has been embraced by
administrators and “more slowly by faculty.” Kuntz said he expects the metrics to constantly evolve, noting the Board of Governors has just revised a metric designed to evaluate the “cost” of obtaining a degree at each school. He said some schools like the revision and others have concerns. “If these (measurements) ever just stop and never change, I think we will have a failed system,” Kuntz said. Kuntz said the measurements should not be changed radically on a yearto-year basis but that ongoing revisions are expected. “What should we change? What’s a better way to do it? And then adopt those over time,” he said. “Twenty years from now I would suggest it will look nothing like it does today.” But Kuntz also said there is still some resistance among the universities to using the measurement system to punish schools based on their performances. “I would say at this point one of the biggest obstacles to overcome still is I hear a lot of conversation of, ‘Yeah, but why is there going to be somebody at the bottom who gets less than somebody else?’ “ Kuntz said. Kuntz said some critics argue the schools should be measured against the performance standards but not be financially penalized. But Kuntz, a former banking executive, said “that’s just the way the world works.” “Somebody who has performed the best should get more, whether you are measuring against each other or measuring against a different group,” Kuntz said. Burr said the universities are adjusting to the system. “Hold us accountable and reward us if we do well,” he said.
CORCORAN LOOKS FOR ANSWERS IN THE ‘WHY’ By BRANDON LARRABEE THE NEWS SERVICE OF FLORIDA
As he was formally nominated Monday by his Republican colleagues to be the next speaker of the Florida House, Rep. Richard Corcoran gave few new indications of where he will take the chamber over the next two years. Corcoran, R-Land O’ Lakes, alluded briefly to changes to the House rules that are set to be approved by the full chamber Tuesday during an organization session. But he spoke to the Republican meeting Monday for less than five minutes, saying he would be more expansive when speaking to the entire House. Instead, he encouraged members to focus on their motivations for seeking office, something he said had helped him handle two defeats in elections before finally winning his current House seat in 2010. “And what guides me through those moments of adversity, what will guide me over the next two years, is I try very, very hard to do my best to remember, what’s my why,” Corcoran said. “ ... My why is truth, goodness and beauty.” Corcoran promoted aspects of the new rules intended to weaken ties between legislators and
lobbyists. Among other changes set to be approved Tuesday are bans on lobbyists texting lawmakers during legislative meetings and a prohibition on House members flying on planes provided by lobbyists or their clients. “We have to remove those temptations,” Corcoran said. “We have to remind ourselves that the power that we hold we don’t hold for ourselves. ... We hold it in a sacred trust with the people we have sworn to represent.” Corcoran’s nomination still has to be approved by the full House, but because of the overwhelming Republican majority in the chamber, that is essentially assured. House Republicans hailed Corcoran’s approach to the rules, even as one of them recognized that they could face questions about how genuine the changes are. Rep. Chris Sprowls, a Palm Harbor Republican set to become speaker in four years, said the dubious attitude was understandable because of the past misdeeds by elected officials. “So when someone comes forth and ushers in a new era of unprecedented transparency and high standards of governing, our skepticism takes hold,” Sprowls said. “Our cynicism sets in and we remain often in disbelief. But I can tell the men and
women of this caucus what you already know: With Richard Corcoran, it’s real.” Republicans also nominated Rep. Jeanette Nunez, R-Miami, to serve as the No. 2 Republican in the House. If approved by the full House, she will become the highest-ranking Hispanic woman in the chamber’s history. Also, the GOP approved guidelines for its own caucus meant to slow down contests for future leadership spots. Speaking with reporters after the meeting, Corcoran also discussed how the House would address one potentially ticklish area of budget negotiations under its rules. He reiterated that the House would not accept any project during the budget process that has not been filed as a separate bill. The Senate does not have a similar provision in its new rules. But Corcoran said Senate members would still have to get a project filed with the House if they want it in the budget. That Senate project would not necessarily have to be approved by the House before negotiations to get into the final draft. “If they want that, then they have to come down, find one of the 120 members to file that earmark or project for them, and then it’s in play,” Corcoran said. “It’s in play all the way to the end of the session.”

Gov. Rick Scott’s office Monday announced that a record 26.9 million people traveled to Florida between July 1 and Sept. 30, a 5.1 percent increase from the same period in 2015. Also, the numbers came as Canadians, Florida’s top source of foreign tourism, have cut back on travel due to their nation’s weakened dollar. Scott traveled to the Jacksonville Zoo & Gardens to announce the latest numbers and to call for continued funding of Visit Florida, the state’s tourism-marketing arm. The state faced a series of challenges during the first nine months of the year, including the June shooting deaths of 49 people at the Pulse nightclub in Orlando, Hurricane Hermine hitting North Florida in early
Hurricane Matthew churned along the state’s East Coast in early October, causing significant damage in some areas. “Visit Florida does an incredible job of marketing our state and keeping all of our tourism partners, which include both large and small businesses, updated on how to keep our visitors informed when our state faces challenges like the Zika virus, hurricanes and the terrorist attack at Pulse nightclub,” Scott said in a prepared statement. As part of the recovery strategy, Visit Florida has used marketing campaigns tied around the social media hashtag “#LoveFL” to focus on areas impacted by disasters. The tourism industry accounts for more than 1 in 10 jobs in Florida, and Scott has set a goal of 115 million visitors for this year, which would be up from the 106 million reported for 2015. Preliminary numbers for the first nine months of the year indicate 85 million tourists have made their way to Florida, a 5.5 percent
the numbers indicate a need for his agency to work harder “to maintain that growth going forward.” To bolster the efforts, Visit Florida received $78 million from the Legislature for the current fiscal year, which began July 1. Most third-quarter visitors, 23.6 million, were Americans crossing state lines. While domestic travel is up 5.8 percent, overseas travel grew 0.9 percent during the same time. As part of its overseas marketing, Visit Florida spent $1.25 million to renew a one-year sponsorship of London-based Fulham Football Club, which is owned by Shahid “Shad” Khan, a Naples resident who also owns the Jacksonville Jaguars of the National Football League and has been a political backer of Scott. Britain’s nearly 1.7 million visitors last year was second to the 3.8 million Canadians. However, Canadian travel is down 3.8 percent this year from 2015 --- 5.7 percent in the third quarter.

Continuing to be dramatically outnumbered by Republicans, Democratic lawmakers on Monday picked new leaders in the Florida House and Senate to guide their caucuses for the next two years. House Democrats picked Rep. Janet Cruz, 60, a Tampa health-care executive, to lead their 41-member caucus, which faces a 79-member Republican majority. Senate Democrats tapped Sen. Oscar Braynon, 39, a Miami Gardens consultant, to lead their 15 members in a chamber with 25 Republicans. House Democrats picked up two seats in the November general election, while Senate Democrats picked up a net of one seat. “No matter what happened on Nov. 8, we as the Democratic caucus will still fight for our core principles, making sure that the middle class and working-class people have a voice in Florida,” Braynon said in his acceptance speech Monday. Cruz, who is the first Hispanic woman to lead the House Democrats, outlined a number of issues where Democrats will make a stand, ranging from protecting the environment to supporting public schools to opposing discrimination. “Rest assured: On those values, we will stand, and we will fight for the hardworking families of this state,” Cruz said. In an interview, Braynon said he was disappointed that the Democrats did not
gain more seats in the Senate during a presidentialyear election. But he said the wave of support that carried Republican Donald Trump to the presidency was a factor. “After what happened nationally and what happened across the state with the presidential ballot, he had coattails,” Braynon said. “I think we’re happy we came back with plus one.” In recent years, the Democratic minority has been more of a factor in the Senate, where Democrats have joined with a bloc of moderate Republicans on issues like guns and the state pension system. Braynon said he believes instances where Democrats can unite with some Republicans on contentious issues will continue. “The Senate is a more moderate body,” Braynon said. “I think the Senate will continue to be that more moderate body.” Another challenge for Braynon will be the fact that 11 of the Democratic senators are first-time members of the chamber. Only four Democrats are returning members, with Braynon labeling them “the fighting four.” Sen. Jeff Clemens, DLake Worth, another Democratic veteran, said he believes his caucus will be “playing defense” again on issues with the Republican majority. But Clemens said the key factor for the next two years may not be the relationship between Senate Democrats and Republicans, which has been relatively cordial, as much as it is the relation-
ship between Senate President Joe Negron, R-Stuart, and House Speaker Richard Corcoran, R-Land O’ Lakes. Clemens said Negron, who attended Monday’s Democratic caucus, has talked about helping individual senators succeed with their agendas, while Corcoran, who has already outlined an ambitious reform package aimed at lobbyists and state spending, “wants it to be all about his success and implementing his personal vision.” “I think that’s the difference between the two chambers,” Clemens said. “It’s going to be entertaining to see.” Cruz, who has 22 firsttime House members in her caucus, struck a conciliatory tone in remarks regarding Corcoran. “While I know that we will have our fights as we should in a representative democracy, I truly do appreciate the efforts of my friend, Richard Corcoran,” Cruz said. “He includes us, the dissenting voices in this caucus.” The Democrats on Monday also picked their No. 2 caucus leaders, tapping newly elected Sen. Lauren Book, D-Plantation, as the leader pro tempore in the Senate and picking Rep. Bobby DuBose, D-Fort Lauderdale, as the leader pro tempore in the House.
