THE NEXT GENERATION: Youth LeaP Inspires Tomorrow’s Leaders

By now, the Pensacola Chamber Foundation’s Leadership Pensacola (LeaP) program is well known in the community both as an initiative to continually renew the pool of leaders in the city and as the kickstarter for many great community projects, like the LeaP Trail near the airport, a playroom at Sacred Heart, and most recently parking meters for the homeless. What is less known is the Youth LeaP program, a curriculum created by LeaP alumni that reaches into area schools and engages with sophomores, juniors and seniors in much the same way the adult version does for lawyers, doctors and business professionals. Youth LeaP was designed to expose high school students to various elements of Pensacola life—as well as movers and shakers that may positively impact them in their future careers. The program gives them a behind-the-scenes look, for example, at the region’s justice system, utilities infrastructure, military industry, healthcare hubs and more, while also providing thought-provoking exercises on ethics and best practices. “We want to plant the seed of Pensacola’s excellence so that after they complete their education, they will stay here, raise a family and be successful,” said Scott Grissett, who works at Andrews Institute but also helps head up the youth program. It all started just a few years after LeaP’s inception in the 80s, when a group of alumni realized that the city’s talented kids were going away to college in Tallahassee and Gainesville and never coming back. The best and brightest of our region
were vacating the very place they grew up. To combat this, a core collective of early LeaPers decided to market Pensacola’s excellence and infrastructure to those still in school. Kurt Larson, whose day job is now at the Florida Institute of Research and Education training firefighters, decided to work with the Foundation for Excellence, a facet of the Pensacola Chamber. They directed him to the Escambia County School Board, and in 1988, the very first Youth LeaP program, then called Pilot, took place at Pensacola High School. “It was such a success that the district wanted to expand it to all 39 schools,” said Larson. “We didn’t have the infrastructure for that, so we decided to just do all the high schools. From that point, the alumni took over facilitation of the program.” It started out small, with five days outside of class throughout the year dedicated to learning about civics and leadership. Gradually other elements, like a class project, were added and qualification requirements were tweaked. “Kids from the early class who stayed in Pensacola did take on more leadership and volunteer roles,” said Larson. “So in that way, I think it was a success.” The program also aided with future college enrollment applications, as Bright Futures requires a certain number of volunteer hours, a condition Youth LeaP helped fulfill. Today, the Youth Leap program continues to engage with the district to fine-tune the class every year. “We recently created a focus group that engaged the Escambia County school
district, their guidance counselors and other professionals to make the program into something that adds value to these kids,” said Grissett. “The demands on kids are much greater than when I was in school, so we want to make sure each day is worthwhile.” Guidance counselors work with students to select those with the most potential for the program. After

to make effective change happen. “We don’t want the project to be a laborsome commitment, but we do want them to understand what goes into creating positive change,” said Grissett. All LeaP Alumni dues go to fund the Youth LeaP program, making the latter a completely free experience for the participants. The Youth LeaP program
Youth LeaPers learn about the history of the Belmont-Devilliers area. they have been nominated, the student will fill out an application and submit it to a Youth LeaP selection committee by April 15. There is a GPA requirement and some essay questions that factor into the decision. That committee will then select 50 students by May to begin in late August and continue through until April, with monthly days or half-days during which the students will travel about and learn about their city. The students visit places like the Pensacola Cultural Center, Gulf Power, the Emerald Coast Utility Authority, a courthouse and more.
Each year, the LeaP alumni select curriculum chairs who work hard to make each day as engaging and enlightening as possible. “We want to ensure it’s a quality product,” said Grissett. Much like adult LeaP, the youth program is also encouraged to select a class project that will benefit the community in some way. These projects are less labor- and funds-intensive than their adult counterparts, but they provide an opportunity for the students to understand what it takes
has been a great success, both for the kids involved and the business that participate in sharing their business models and lessons learned with the next generation. The applicant pool is competitive, but Grissett encourages students to apply for the program and give it their best shot. “Any students that see youth leadership as a value sort of select themselves,” said Grissett. “We want to accept a wide range of students. We want the program to be something the chamber, the city and the alumni are proud of.”

Attorney Shaffer to Teach Intellectual Property at UWF

UWF is offering its first ever course on intellectual property law and Shaffer is teaching it during the summer session. Shaffer is a license patent attorney and Florida Board Certified intellectual property law specialist. Having earned an MBA, Shaffer knows students of business have studied how to finance, account for, advertise and insure a business. A successful business, however, attracts competitors, and a proper understanding of how to protect a business from competitors is what this introductory course on intellectual property is designed to deliver. Patents, trademarks, copyright and trade se-
crets are the four building blocks of an intellectual property protection plan for a business. This course introduces these topics using class room discussion, readings, presentations from local businesses and writing a paper on how an imaginary business, as defined by the student, pris protected in at least the four primary ways. Presentations include one by Lisa Newell of the Gulf Breeze News and representatives from other local business success stories, such as UWF’s Dr. Rick Harper, Quint Studor, Appriver, IHMC, Hopjacks, and others. Even at $15 per Hour, Minimum Wage Might not be Enough for Many Families By PHYLLIS K. POOLEY | ppooley@uwf.edu
Phyllis K. Pooley serves as director of special projects with the University of West Florida Center for Research and Economic Opportunity in Pensacola. Recently, there has been a rising demand from low-wage workers to increase the current federal minimum wage of $7.25 per hour to $15. Some states have responded by significantly increasing state minimums to this desired goal, but most are still on the fence as to the effectiveness of mandated increases. Arguments for increasing minimum wages include improved living standards, increased worker morale and increased consumer spending by these workers. The opposition to such increases points to
raised prices as wages are increased with no matching increase in productivity, cuts in jobs and job benefits, and a reduced desire to increase job skills to move forward in a career. One major problem with the federal minimum wage is that it does not increase as time passes. Unlike the Florida state minimum wage, the federal minimum wage is not adjusted annually for inflation. According to the U.S. Department of Labor, the minimum wage reached its highest inflation adjusted amount in 1968, when it was worth approximately $10.89 in today’s dollars. Had the 1968 minimum wage grown at the same rate as the cost of living, it would be $16 today. Proponents of increasing the minimum wage point to these lack of cost of living increases as a major driver of the need for government subsidies for the working poor. Stories of hourly workers needing food stamps and other government programs to survive suggest a shifting of wealth distribution that favors specific employers or types of employers at the expense of others who pay higher wages. Increasing the minimum wage is seen as a way to make these unintentionally benefited employers pay their fair share.
But, would a $15 per hour minimum wage really make a difference to low-income workers? For more than 10 years, experts have regularly tried to determine what amount of income is necessary for families to meet basic needs. Called “self-sufficiency” or “living” wages, these calculations typically represent the minimum amount of unsubsidized hourly wage income that would be needed for individuals or families to survive independent of welfare and/or other public and private assistance. One set of calculations for living wages has been provided by the Massachusetts Institute of Technology on its website. The table shows minimum hourly wage calculations for the Pensacola metropolitan statistical area. As a reference point, the current Florida minimum wage stands at $8.05 per hour. The data as it stands show that Florida’s current minimum wage may be insufficient to support even a single adult living alone. The data also clearly indicate that while the proposed $15 minimum wage can help support a working adult or two working adults with children, it is insufficient to cover basic necessities when there is only one working adult in a family with children. The hourly figures are derived using a basic needs budget, totaling the costs of food, childcare, insurance premiums, health care, housing, transportation and other necessities. Drilling down into the data used by MIT to calculate a living hourly wage indicates that childcare, health care and transportation costs are the major expenses in single-parent households driving the need for higher income. According to data from the Florida Department of Economic Opportunity, the median hourly wage for all occupations in Pensacola was $14.78 for 2015. Median means that half of the workers make more than this amount and one half make less. The average hourly wage was $19.12. Both of these numbers would strongly suggest that in many cases in Pensacola, two adult workers are required in order to generate a living wage in households with children. Other data from the American Community Survey bears this out as the 2014 five-year estimate data show that while an estimated 13 percent of married couple families with children under 18 years of age received food stamp assistance in 2014, 42 percent of single parent households with children under 18 received food stamps in the same time period. The case for a living wage is a strong one, but whether simply raising the minimum wage to attempt to accomplish it remains an interesting if not fully answered question. Increased educational opportunities and the availability of higher-wage job alternatives in the region are also potential answers, as are finding ways to provide lower-cost services to make the low-wage dollar go further. As other areas adopt higher minimums, the resulting responses by their employers and the impact on their economies might provide guidance as to the path Florida should take.
Electric Vehicle Charging Stations at Pensacola International Airport
In an effort to support the City’s initiative to become more sustainable and green, Mayor Hayward is excited to announce that electric vehicle (EV) charging stations are now available at the Pensacola International Airport. A total of six EV charging stations have been installed at Pensacola International Airport to expand on the amenities available to individuals traveling to and from the Gulf Coast region. EV charging stations have been installed on Levels 2 and 3 of the parking garage and in Economy Lot 2. Each reserved charging station provides a 22 foot charging cable and a 120 volt low power charge; suitable for use by long term parkers. “Pensacola International Airport continues to be the first choice of travelers all along the central Gulf Coast, and this is another added feature that shows we are moving in the right direction,” said Pensacola Mayor Ashton Hayward. “By growing our services to accommodate new technologies and patrons, we continue to position ourselves to compete for new carriers, new routes, and new passengers.” Individuals will not be required to pay an additional fee above the normal parking rate for the ability to charge their vehicle while parked at the airport.

PSC Honors 70 Employees with Service Awards Pensacola State College recently recognized 70 employees at the Annual Service Awards Ceremony. Visual Arts Professor Bill Clover was honored with a video tribute and a replica of the college’s M.J. Menge Bell Tower in celebration of his 50 years of service. Clover also shared memories of his first day teaching at then Pensacola Junior College in 1966. He is the longest serving faculty member in the college’s 68-year history. Employees who have been at the college for 25 years were recognized as PSC Legends and received a pin and Legends certificate. LOBBYING FEES PILE UP IN EARLY 2016 By JIM SAUNDERS THE NEWS SERVICE OF FLORIDA Lobbying firms pulled in more than $35 million during the first three months of the year for their work in the Legislature—with five firms each earning at least $1 million, according to newly filed reports. The fees came as lawmakers held an earlier-than-usual session that started in January and ended March 11. Firms faced a Sunday night deadline for filing reports that gave at least broad compensation totals for the first quarter, though in most cases the reports do not include exact amounts. A preliminary state report posted online Monday estimated legislative lobbying fees at $35.5 million. While that number is subject to change, it is an increase from an estimated
$35.1 million during the same three-month period in 2015. Five firms—Ballard Partners; Capital City Consulting, LLC; Greenberg Traurig PA; Ronald L. Book PA; and Southern Strategy Group—each reported earning at least $1 million from their dozens of clients. At least nine more firms—Buchanan Ingersoll Rooney PC; Corcoran & Johnston; Floridian Partners LLC; GrayRobinson PA; Johnson & Blanton; Metz Husband & Daughton PA; Smith Bryan & Myers Inc.; The Advocacy Group at Cardenas Partners LLC; and The Rubin Group—each earned between $500,000 and $999,999, the online reports show. Another 18 firms earned between $250,000 and $499,999 during the quarter, while at
least 39 firms earned between $100,000 and $249,999. Dozens of firms were paid less than $100,000. With the exception of fees of $50,000 or more from individual clients, firms report their incomes in ranges. Examples of those ranges are $1 to $9,999; $10,000 to $19,999; and $20,000 to $29,999. Estimates are calculated by using the numbers at the mid-point of each range. But some of the large fee amounts track issues from this year’s legislative session, which started nearly two months earlier than annual sessions typically begin. For instance, the Ronald L. Book firm reported receiving $100,000 to represent the Florida High School Athletic Association, which was the subject of legislation deal-
ing with the oversight of high-school sports. Similarly, Southern Strategy Group reported receiving $60,000 from Costa Farms LLC, a major nursery that has been selected to take part in the state’s new medical-marijuana industry. In some cases, the large fees reflect industries, such as insurers and hospitals, that have broad interests in what happens in the Legislature. Floridian Partners, for example, reported receiving $70,000 from FCCI Insurance Group, and Southern Strategy Group also reported receiving $53,000 from the insurer. Similarly, The Rubin Group reported getting paid $56,000 by the HCA health-care company, while another firm, Rutledge Ecenia also was paid $51,000 by HCA, the reports show.

The department, which would see its staff shrink from 39 to 23, released a proposed $20.6 million budget Monday for next fiscal year. The proposed spending plan would be 31.9 percent below the current year’s $30.3 million operating budget. The Bartow-based agency, which will put the proposal before the Florida Citrus Commission for a review Wednesday, is looking to slash travel costs by 40.7 percent, salaries and benefits by 36 percent, retail marketing by 72.5 percent and international marketing by 24.4 percent. As for staffing, any cuts in July—the Citrus Commission is slated to approve a budget in June—are expected to come from administration, scientific research and marketing. “We’ve had multiple staff meetings where folks know this is what we’re going through,” Department of Citrus Executive Director Shannon Shepp said. For growers of the state’s signature crop— who have been backed by Gov. Rick Scott in seeking the agency reductions—the proposed changes could result in a drop in the tax they pay to fund the department. The tax would go from 23 cents to 10 cents on each 90-pound box of processed oranges. The tax could go from 19 cents to 10 cents for each box of grapefruit. Some growers had sought reductions to 7 cents a box. “While we would have liked to have seen the budgeted assessment at the recommended 7 cents per box, we recognize that the DOC (Department of Citrus) was responsive to the growers concerns, and we appreciate their efforts to make difficult

With the lowered numbers, the taxes collected on processed oranges are projected to drop from $15.6 million for the current year that ends June 30 to $5.6 million in the next fiscal year. Revenue at the agency from grapefruit production could go down from $1.95 million to $836,500. Another $44,040 could be saved by growers of specialty fruits. The “box tax” rates won’t be set until the agency is able to determine how much money can be carried over from the current season and after the U.S. Department of Citrus releases its first crop estimate for the next harvest season, which comes out in September. Scott has directed the agency to use revenue from growers before dipping into any state allocation. For its budget calculations, the state agency is estimating that the orange harvest for the next season will produce enough to fill 58.1 million 90-pound boxes and about 8.8 million similar sized boxes with grapefruit. During the current season, the state is projected by the U.S. Department of Agriculture to produce 80.1 million boxes of processed oranges and 10.85 boxes of grapefruit, which would be among the lowest totals in decades. The latest seasonal forecast put the industry on pace to be 16 percent lower than the 2014-2015 growing season total of 96.94 million boxes of processed oranges. Shepp said the projections for the next season are based upon the direction of the harvest the past five years, which in the past two years has become more unpredictable due to citrus greening.
THE NEWS SERVICE OF FLORIDA After earlier attempts failed, U.S. senators from Florida and Alabama are working on a new effort to get Congress to intervene in their states’ long-running “water wars” with Georgia. Sens. Marco Rubio, R-Fla., and Bill Nelson, D-Fla., on Monday joined Alabama Republicans Richard Shelby and Jeff Sessions in writing a letter to Senate leaders, asking for help in creating an interstate compact to allocate the water of two river systems shared with Georgia. All three states share the Apalachicola-Chattahoochee-Flint River Basin, while Georgia and Alabama share the Alabama-Coosa-Tallapoosa River Basin. The U.S. Army Corps of Engineers controls the flows in both systems, and the four senators have tried several times to prevent the Corps from reallocating water to Georgia. Monday’s letter to Senate Majority Leader Mitch McConnell, R-Ky., and Minority Leader Harry Reid, D-Nev., noted the senators’ earlier attempts to amend the 2017 Energy and Water Development and Related Agencies Appropriations Act to require the governors of the three states to agree on water allocations from the river systems. “For example, in the Energy and Water Development bill, we supported a provision that would have prohibited funds for the reallocation of water within the ACT
and ACF Basins until the Corps executed a partnering agreement between Alabama, Florida, and Georgia,” they wrote to McConnell and Reid. “Such a provision would have ensured that the Corps remained neutral in the dispute, rather than continue to tip the scales in favor of Georgia.” However, as a press release from Rubio’s office noted, “The Georgia senators blocked the amendment from being considered.” Both river systems are the subjects of litigation. Florida has sued Georgia in the U.S. Supreme Court, seeking to limit Georgia’s withdrawals from the Apalachicola-ChattahoocheeFlint basin. A special master has been appointed to manage the case. Caribbean Pork Kabobs
Serves: 9 Prep Time: 15 minutes Cooking Time: 10 to 15 minutes 1/2 cup pineapple juice 3 tablespoons Mrs. Dash® Caribbean Citrus Seasoning Blend, divided 1 pound pork tenderloin, cut into small cubes 1 sweet onion, cut into cubes 1 red bell pepper, cut into cubes 1/2 fresh pineapple, peeled, cut into cubes Mix pineapple juice and 2 tablespoons seasoning blend in a small bowl. Pour 3/8 cup (6 tablespoons) of the pineapple juice mixture over the pork in a separate bowl and the remaining over the vegetables. Stir to coat evenly. Cover and refrigerate for about 1 hour. Thread pork pieces onto 9 skewers, alternating with onion, pepper and pineapple cubes. Sprinkle on remaining 1 tablespoon seasoning blend. Grill or broil for 10 to 15 minutes or until pork is thor oughly cooked.
Raspberry Citrus Sauce
Chipotle Burgers with Spicy Onions
Serves: 4 Prep Time: 10 minutes Cooking Time: 20 minutes 1 teaspoon olive oil 1 large red onion, peeled and thinly sliced 2 tablespoons Mrs. Dash® Southwest Chipotle Seasoning Blend, divided 1 pound extra lean ground beef 1/4 cup fresh cilantro, chopped 2 egg whites, or egg substitute equivalent to 1 egg 4 toasted hamburger buns Sliced tomatoes, optional Lettuce, optional Heat oil in large non-stick skillet, add onion and cook until golden and tender, about 10 minutes. Stir in 1 tablespoon seasoning blend, mix thoroughly and remove from heat. Gently mix ground beef, 1 tablespoon seasoning blend, cilantro, and egg whites or egg substitute. Mix well, and shape into 4 burgers. Preheat grill to medium-high heat and grill burgers for 8 to 10 minutes, turning once. Toast buns and top with burger and spicy onions. Garnish with tomato and lettuce, if desired.

Preheat broiler. Bring water to a boil in medium saucepan and remove from heat. Stir in couscous and green onion. Rinse and pat dry salmon fillets, then sprinkle seasoning blend on each side. Place fillets on a broiler pan coated with non-stick spray. Broil 5 minutes per side, 5 to 6 inches from heat source. Over medium heat, bring orange juice and shallots to a slight boil in a small saucepan. Lower heat and whisk in raspberry preserves, ginger and vinegar; keep warm while salmon is cooking. Fluff couscous with fork and place equal amounts on 4 dinner plates. Lay a piece of salmon on top. Drizzle citrus sauce over salmon and sprinkle almonds on top. Garnish top with raspberries, if desired.

Serves: 12 Prep Time: 20 minutes Chill Time: 2 to 3 hours 5 cups shredded cabbage 1 cup shredded carrots 8 radishes, sliced 1/4 cup chopped green onion 1/4 cup olive oil 3 tablespoons cider vinegar 2 1/2 tablespoons Mrs. Dash® Original Blend 2 teaspoons sugar 2 tablespoons lemon juice Combine cabbage, carrots, radishes and onion in large bowl; set aside. Combine oil, vinegar, seasoning blend, sugar and lemon juice in small bowl; mix well. Pour dressing over cabbage mixture; toss to mix well. Chill for 2 to 3 hours. Toss again before serving.
