A MODERN RENAISSANCE: IMOGENE THEATRE

You might not guess it driving Caroline Street through downtown Milton, but the old Imogene Theatre across from the courthouse is in the midst of a renaissance. First built in 1913, the Imogene predates the Seanger Theatre in downtown Pensacola by 12 years. It has survived fires, hurricanes and the shifting economic tides that have seen the decline of downtown Milton and, more recently, its resurgence.

growing the theater’s profile. As they developed relationships with booking agents, word spread about the historic little theater outside of Pensacola with hardwood floors, ornate crown molding, wraparound balcony and great acoustics.

The theatre is owned by the Santa Rosa Historical Society and was renovated in 2013 with a $104,500 grant from IMPACT 100 Pensacola Bay Area. The Imogene’s revival reflects that of Milton in general. The theater is central to the city’s master plan, which focuses on enhancing the riverfront and surrounding area, and boosting economic development in downtown.

“You just don’t find rooms like this anymore because they’re not built like this anymore,” said Dennis Gleason, RE Development’s director of operations.

Over the years, the Imogene has been home to vaudeville shows, silent films, opera and community events. It still serves as venue for high school proms and local acts. But beginning in 2017, the Imogene’s managers, RE Development, Inc., began reaching out to larger, regional acts in hopes of

The theater, with capacity for just 350, began booking regionally known acts like PawPaw’s Medicine Cabinet, Johnny Hayes and James Dupre (contestants on “The Voice”). “We started getting feedback from the regional acts and they began to say, ‘This is a really cool place, and you’ve really got something here,” said RE Development, Inc. president Kyle Verner. “They began to say, ‘This is a place that some bigger acts would look at.’”

Then, in the fall of 2017, the theater manager’s got a call they never expected. “So we get a call and the guy goes, ‘This is (the booking agent for) Denny Laine of the Moody Blues and Wings,’ and we’re like, ‘Yeah, right,’” Verner said. “He’s like, ‘No really, I’ll send you pictures.’ So he was routing through and a booking agent for Johnny Hayes knew this booking agent and said, ‘You need to check out this place called the Imogene Theatre.’ So they called and said, ‘Would you like to have Denny Laine come and play?’ and we’re like, ‘Yeah, absolutely.’” Laine gave an intimate, sellout performance at the Imogene in September. Since then the Imogene has booked Sammy Kershaw, Lee Ann Womack and Steve Earle – big names for a theater that was nearly torn down in the 1980s. “This place is historic. Hank Williams played here, Roy Acuff played here, and now

it’s got a second life,” Verner said. “I think that people are really digging the fact that it’s got a second life and it’s now becoming the catalyst for the rebirth of this area again.” For more information and updates about events at the Imogene Theatre, visit TheImogeneTheatre. com.

Equal Justice Works Crime Victims Justice Corps Legal Fellowship Position Description Organization: Legal Services of North Florida Fellowship: Equal Justice Works Crime Victims Justice Corps Legal Services of North Florida will host a fellow over two years as part of the Equal Justice Works Crime Victims Justice Corps. The fellowship should begin on or about June 1, 2018 and end May/June 2020. The Equal Justice Works Crime Victims Justice Corps is a legal fellowship program designed to increase capacity and access to civil legal help for crime victims. A cohort of approximately sixty fellows are placed at nonprofit organizations across the country to provide direct representation, outreach, and education, to victims of crimes, including human trafficking, fraud/identity theft, campus sexual assault, and hate crime, and immigrant victims of crime with meritorious claims for immigration relief. All fellows will incorporate crime victims’ rights enforcement into their practice and will receive training from the National Crime Victim Law Institute. This program is supported by an award from the U.S. Department of Justice, Office of Justice Programs, Office for Victims of Crime, Award Number 2017-MU-MU-K131, and private funding. The fellow will be supervised by Legal Services of North Florida, and the office location is negotiable among any of LSNF’s 5 offices. The mission of Legal Services of North Florida is “To provide an opportunity for justice for eligible residents through representation conducted efficiently and comparable in quality to that of the private bar, and through other forms of legal assistance designed to provide a full range of civil legal services to those in need.” Fellowship Description The Equal Justice Works Crime Victims Justice Corps Fellow will: • Provide direct legal services to human trafficking survivors to address the range of civil legal issues that arise from the victimization • Provide crime victims’ rights enforcement • Conduct outreach and education activities, provide referrals, and leverage pro bono resources • Contribute to programmatic reporting required under the grant • Collaborate with other Equal Justice Works Crime Victims Justice Corps Fellows • Actively participate in mandatory in-person training programs including two-day Crime Victims Justice Corps Victim Law Boot Camp training on June 28-29, 2018 in Washington, DC; learning event at the end of the Fellowship; annual three-day

NAS Pensacola Prepares for Hurricane Season

Naval Air Station (NAS) Pensacola will be participating in a natural disaster preparedness exercise, Hurricane Exercise/ Citadel Gale 2018 (HURREX/CG 18), April 24 - May 11. This annual exercise prepares the Navy to respond to adverse weather threats in U.S. coastal regions, and to maintain the ability to deploy forces even under the most severe weather conditions. HURREX/CG 18 will involve a simulated storm system developing and intensifying to hurricane strength,

threatening the East Coast regions. NAS Pensacola will be one of all Navy commands representing Navy Region MidAtlantic, Naval District Washington and Navy Region Southeast. Each will participate by reviewing and exercising heavy weather instructions, procedures and accounting for Sailors, Department of the Navy civilians, and Navy families in the affected regions through the Navy Family Accountability and Assessment System (NFAAS).

In April, the Lakeview Center Pharmacy started using the Parata Pass 208. The agency is the only pharmacy location in Pensacola operating this medication packaging machine. Bayview Resource Center Broke Ground on May 7, 2018 City of Pensacola Mayor Ashton Hayward and District 4 Councilman Larry Johnson invite the community to join them for a groundbreaking ceremony at Bayview Park, 2000 East Lloyd Street for the new Bayview Resource Center. The ceremony took place on Monday, May 7th at 11:00 a.m. Bayview Resource Center will be an exciting new addition to Bayview Park. The facility, which replaces the former community center that was demolished in 2015, will provide more accessible uses and waterfront access for the community to enjoy. The building is designed to be an active and highly social building that also reinforces the importance of Bayou Texar as a natural asset, and supports continued improvements of and around Bayou Texar. The community center portion of the facility will include a large event space which can be separated into two smaller event spaces, meeting rooms, a catering kitchen, fitness room, and staff offices. A large open lobby welcomes guests to the facility and there

are multiple decks and balconies offering sweeping views of the waterfront. There is also space for storage of kayak, SUP, and rowing sculls to provide a home for paddle sports and nonmotorized water activities. There will also be indoor and outdoor access to restrooms. The Bayview Senior Center will remain in its current location adjacent to the new community center and will see relief from program crowding as well as improved access to parking. “We are very excited for this new resource center at Bayview Park,” said Pensacola Mayor Ashton Hayward. “My staff and I have worked tirelessly to bring another extraordinary amenity to our community. UWF robotics team takes home second place in IEEE SoutheastCon competition The University of West Florida robotics team finished second place in the annual IEEE SoutheastCon hardware competition, held April 19-22 in Tampa, Florida. The team’s autonomous robot was only seconds slower than that of the winning team from University of Alabama. UWF beat every team in the Florida State University System that competed, including the University of Florida, Florida State University, Florida International University, Florida Institute of Technology and University of North Florida, as well as teams from much larger engineering programs, such as the Georgia Institute of Technology and University of North Carolina. The team, comprised of graduating seniors Asma Al-Selwadi, Steven Lewis and Oanh Nguyen, came in first during the qualifying rounds and completed all required tasks in the championship match. According to Al-Selwadi, this year’s competition required a fully-autonomous robot to simulate the role of a pirate, with the purpose of reading a treasure map and successfully completing its journey to retrieve the treasure chest. The robot was initially placed onto its “pirate ship,” where it received an infrared signal to determine which one of the eight possible paths the robot would follow. The robot was required to complete mechanical tasks, such as pushing a button, applying pressure to a pad, raising a flag and finally lifting and storing the “treasure chest” and bringing it back to the ship. “We’ve benefited from UWF as we are allowed the independence to create and implement projects of our own efforts and designs, which provides us a much higher level of understanding than that of undergrads in other engineering programs,” Al-Sewaldi said. The team’s accomplishments were

especially impressive considering UWF had the smallest team, with only three members. The second smallest team had more than double its members. Dr. Mohamed Khabou, professor and chair of the Department of Electrical and Computer Engineering, mentored the team. “By mentoring these smart, hardworking students, you establish a strong bond with them. They not only consult you on technical issues, but they also seek your advice on their professional aspirations,” Khabou said. “This is not the first time a UWF robotics team placed above far bigger schools in this competition.” Khabou attributes the team’s success to the rigor of the Department of Electrical and Computer Engineering curriculum, emphasis on hands-on learning within the program and continuous mentoring provided by UWF faculty who set high expectations of their students, encouraging them to try multiple solutions and not to be afraid of failure. “We are producing quality ECE graduates who can go against any other graduates in the nation and we have the data to prove it,” Khabou said. “Whether it’s winning national or international competitions, a much better performance than the national average of ABET programs on the professional engineer exam or the very positive feedback from both local and national employers, ECE graduates are proving themselves in different ways and highlighting the solid education they got at UWF.” IEEE serves as the trusted voice for engineering, computing and technology information around the globe. SoutheastCon is an annual technical professional and student conference for IEEE Region 3, encompassing the southeastern U.S. and the country of Jamaica. UWF Spring Commencement celebrates graduates, honors Quint and Rishy Studer The University of West Florida hosted its Spring 2018 Commencement Saturday, May 5 at the Pensacola Bay Center. Addressing approximately 1,500 graduates, UWF President Martha D. Saunders commended the students’ achievements and contributions to the University. “We are very proud of our students and their accomplishments,” Saunders said. “Today we join with their professors, families and friends in recognizing their hard work and determination. They are part of a spirited community of learners who will change the world.” During the ceremony, Mort O’Sullivan, chairman of UWF’s Board of Trustees, recognized Claira Watford, the first student to graduate in her class, at the age of 19. Watford, a psychology major who graduated magna cum laude, began taking classes at UWF as a freshman in Summer 2017. Watford enrolled in college courses in the eighth grade which allowed her to get a head start on earning her bachelor’s degree. “UWF was so accommodating to my unique situation,” Watford said. “The University allowed me to participate in orientation a month early so that I wouldn’t have to wait to enroll in online courses and accepted all the credits I had earned from other colleges, allowing me to complete my degree so quickly.” Watford joined the Air Force Reserve and plans to attend graduate school to continue her education. Pensacola philanthropists and business leaders Quint and Rishy Studer were recognized for their achievements and leadership. Saunders named each of the Studers an Honorary Doctor of Letters. The honorary doctorate degree recognizes distinguished performance and is regarded as the highest form of recognition a university can bestow. “It is an honor and privilege for the University to recognize two outstanding community leaders,” O’Sullivan said. “The Studers’ commitment to their community and UWF is exceptional and these degrees are an appropriate reward for their hard work.” Quint and Rishy Studer have focused their gifts and investments on community-based philanthropy, job creation and educational attainment.

Through their corporate work to improve healthcare for patients in Pensacola and around the world; investment in Pensacola’s downtown historic district, waterfront and the Double-A Pensacola Blue Wahoos minor league baseball team; and philanthropic work to publicly and privately assist families in need, the Studers play an integral role in Pensacola’s growth and development. Quint Studer is the founder of the Studer Community Institute, a nonprofit, research-based entity started in 2014 with the goal of improving the quality of life in the community. SCI’s efforts focus on improving education and economic development through three tracks: research and advocacy in early childhood education, leadership training and employee development for small and medium-sized businesses and increasing civic knowledge and engagement. In his new book, “Building a Vibrant Community,” he addresses the what and the why, but also provides a blueprint for how a community can get from where it is now to where it wants to be. Rishy Studer devotes her time to community development in the Pensacola area. She has been a driving force in the revitalization of historic Pensacola’s urban areas. Projects have included rebuilding a turn-of-the-century property now occupied by the Bodacious family of shops, which Rishy Studer oversees. Longtime supporters of UWF, the Studers helped to establish the UWF Center for Entrepreneurship in the College of Business, thanks to a $1 million gift in 2015. Quint Studer serves as entrepreneur in residence at the Center, guiding Northwest Florida business owners and entrepreneurial students. Since 2012, the Studers have funded the Pensacola Pledge Scholars Program, providing scholarships for graduating high school seniors in Escambia and Santa Rosa County to attend college locally, either at UWF or Pensacola State College. Most recently, the Studers gifted a $150,000 Interactive Early Learning Playground to UWF, which will be located at Museum Plaza, a historic preservation and education initiative in Historic Pensacola.

A professor in the University of West Florida College of Arts, Social Sciences and Humanities was recently awarded “Best Presentation” at the 2018 World Conference on Media and Mass Communication in Bangkok, Thailand on March 29, 2018. Dr. Chris Fenner, assistant professor in communications, along with his colleague Iqra Iqbal of Government College University in Faisalabad, Pakistan, were recognized for their paper, “From the Nation to the New York Times: An Analysis of Media Framing in Pakistan and United States Coverage of the Coleman – Boyle Rescue.” The conference was sponsored by The International Institute of Knowledge Management, a Sri Lanka-based educational foundation dedicated to “revolutionizing the Asian Research Culture.” Scholars, graduate students and professionals from more than 25 countries presented over 100 papers at the conference held in Bangkok, Thailand. “Participating in this conference has given me so many opportunities to network and interact with faculty and graduate students abroad,” said Dr. Chris Fenner. “It’s been really helpful to learn about media and social issues from such diverse perspectives and then be able to share that research with my students.” Dr. Chris Fenner and Iqbals’ paper focuses on the ways in which U.S. and Pakistani media presented the geo-po-

litical relationship between the two nations in coverage of the rescue of Joshua Boyle and Caitlin Coleman from the Taliban-linked Haqqani network in October 2017. The rescue was based on U.S. intelligence and carried out by the Pakistani military, offering a unique opportunity to analyze a positive news story between allied nations with a strained relationship. Dr. Chris Fenner and Iqbal first met at the 2017 MEDCOM conference in Malaysia and discussed collaborating on a research project. Dr. Chris Fenner is currently serving as an outside advisor for Iqbal’s master’s program thesis in the communication department at Government College University. In addition to presenting, Dr. Chris Fenner also co-hosted a workshop, “Strategies for Dynamic Presentations,” with his wife and UWF adjunct instructor, Stephanie Fenner. The workshop walked participants through exercises and tactics for communicating research to international audiences. “Apprehension about speaking in public seems to be universal,” said Stephanie Fenner. “Being able to help scholars and students from around the world better communicate their research was such a positive experience. ECSD Recognizes the 2018 Champions of the Arts Each year the Escambia County School District’s Fine Arts Department holds a reception to honor the teachers who are retiring from the classroom and the new group of Champions. This year’s retiring instructors are: Patricia Overlade, Ensley Elementary School, 18 years of service Larry Vosbury, Itinerant Fine Arts instructor, 27 years of service Linda Willis, Pine Forest High School, 34 years of service Deborah Young, Pine Forest High School, 31 years of service The reception is also a chance for all ECSD Fine Arts instructors, students and supporters to nominate Champions for public recognition for their support of our arts programs. This was inspired by a famous quote from the late Rita Pierson, an educator well known for her TED Talk that included the words, “Every child deserves a champion: an adult who will never give up on them, who understands the power of connection and insists they become the best they can possibly be.” This year’s ECSD Fine Arts Champions are people and businesses who know the power of connection and know that our teachers and their students sometimes need some extra support, assistance, finances, etc. so they can be the best teachers of the best students in the best programs they can be. The Champions don’t ask for recognition but they were nominated for this honor and it is our pleasure to invite them to this event so that we might take a moment to say, Thank you. The first full week in May is recognized as National Corrections Officers and Employees Week, commemorating the contributions of correctional officers and personnel who work in jails, prisons and community corrections across the country. GAMBLING RULE TAKES AIM AT CONTROVERSIAL CARD GAMES By DARA KAM THE NEWS SERVICE FLORIDA

A new rule floated by Florida gambling regulators holds a price tag of $50 million a year and could cost hundreds of jobs, according to a lawyer representing several of the state’s cardroom operators. The regulation in question, proposed late last month by the Division of Pari-Mutuel Wagering, would make a number of changes and effectively do away with controversial “designated player” card games that have been lucrative for pari-mutuel facilities across the state. The games have played a central role in a legal dispute between the Seminole Tribe and the state, and the proposed rule followed a revamped agreement inked last month by Gov. Rick Scott and the tribe. That agreement is an outgrowth of a 2010 deal in which the tribe promised to pay the state at least $1 billion over five years in exchange for exclusive rights to offer “banked” card games, such as blackjack, at most of its Florida casinos.

During the legal dispute, Seminole lawyers argued that the way designatedplayer games were played violated the tribe’s exclusive rights to offer banked games. A federal judge sided with the tribe in the dispute, which led to concerns that tribe payments to the state could end --- though the tribe did not stop making payments. The proposed regulation issued by the Division of Pari-Mutuel Wagering would require designated players to “compete and compare their cards against each other to determine the winner(s) of each game.” It would effectively negate the designatedplayer games. The new language would “ensure that players compete and compare their cards against each other to determine the winner(s) of each game,” which would end a current practice that allows gamblers to play against a designated player who acts as “the house.” John Lockwood, a lawyer who represents numerous pari-mutuels, called the proposal a “drastic change” that would have a dramatic impact on gambling operators and workers at the facilities. Lockwood said the change

could cost the industry $50 million a year and hundreds of jobs. “The division’s draft rule would be completely detrimental to the entire cardroom industry in Florida,” Lockwood, told The News Service of Florida in an interview Monday. The revamped agreement announced between Scott and the tribe last month would guarantee until May 2019 the continued flow of Seminole casino cash to the state budget --- at least $300 million. Before the agreement was announced, legislative leaders had held behind-the-scenes talks about possibly calling a special session, ostensibly because of concerns that the Seminole money could dry up. Pointing in part to the agreement, legislative leaders said they would not hold a special session. But the agreement was also a way to head off attempts by lawmakers to expand gambling through steps such as allowing slot machines outside of Broward and Miami-Dade counties, something the Seminoles were trying to clip. Lawmakers had been eager to sidestep a proposed constitutional amendment that will appear on the

November ballot and, if approved, will give voters the say-so over thorny gambling issues, now largely controlled by the Legislature. Key Republicans also wanted to ensure a continuation of at least $300 million the Seminoles now plunk into state coffers. Under the agreement, the tribe will continue making the payments through the 2019 legislative session. In exchange, the tribe will continue to have exclusive rights to offer games such as blackjack at its casinos and will continue to be the state’s only slotmachine operator outside of MiamiDade and Broward. But the flow of the money relies, at least in part, on the decision by U.S. District Judge Robert Hinkle, who sided with the tribe in the dispute with the state. The payments, under the agreement, rely on “aggressive enforcement action against continued operation of banked card games” at pari-mutuel facilities, which have seen revenue from other activities --- such as dog racing --decline in recent years.

and the appeal was pending when the Legislature and Gov. Rick Scott changed the “stand your ground” law to shift the burden of proof. In ruling Friday that the change should apply retroactively to Martin, the appeals court overturned his conviction and ordered that he receive a new “stand your ground” hearing under the 2017 law. “If, after the conclusion of that hearing, the circuit court concludes that Mr. Martin is entitled to statutory immunity, it shall enter an order to that effect and dismiss the information (charge) with prejudice,” said the ruling, written by appeals-court Judge Matthew Lucas and joined by judges Darryl Casanueva and Daniel Sleet. “If, on the other hand, the circuit court determines that Mr. Martin is not entitled to immunity, the court shall enter an order reflecting its findings and reinstate Mr. Martin’s conviction.” The appeals court noted the potential implications of retroactively applying the burden-of-proof change to cases

pending in the court system at the time the 2017 law passed, saying it “could impact a significant number of criminal proceedings.” Also, the appeals court asked the Florida Supreme Court to take up the retroactivity issue, a move known as certifying “a question of great public importance” to justices. The underlying “stand your ground” law says people are justified in using deadly force and do not have a “duty to retreat” if they believe it is necessary to prevent death or great bodily harm. When the defense is successfully raised in pre-trial hearings, defendants are granted immunity from prosecution. The change approved last year by the Legislature and Scott was rooted in a 2015 Florida Supreme Court decision that said defendants had the burden of proof in the pre-trial hearings to show they should be shielded from prosecution. With backing from groups such as the National Rifle Association, the 2017 law shifted the burden from defendants to prosecutors to prove whether a self-defense claim is

justified. In Martin’s original pre-trial hearing, he had the burden of proving that he should not be prosecuted because he acted in self-defense. After Friday’s ruling, the burden will shift to prosecutors to show that he is not entitled to “stand your ground” immunity. “Thus, as it now stands, the state (prosecution) bears the burden of disproving, by clear and convincing evidence, a facially sufficient claim of self-defense immunity in a criminal prosecution,” Friday’s ruling said. “On appeal, Mr. Martin argues that this amendment is retroactive in its application, that it applies to his case, and that he is entitled to a new immunity hearing. We agree.” The burden-of-proof change sparked heavy debate in the Legislature. It also has drawn legal challenges, which last year led to a Miami-Dade County circuit judge declaring it unconstitutional.

Hammer also blasted Bondi for not representing crime victims. “Our attorney general advocates for victims. Why on earth would she stand by and allow a 19-year-old young woman to be victimized, if she can stop it?” Hammer said.
