Homes of Hope What it means to be a foster parent and how to extend your heart and home to local children in need. – by Dawn Gresko

I
t takes a whole village to raise a child: nothing could be more true than in the case of fostering children. The saying is not a low blow to moms and dads, implying they are incapable of parenting on their own; instead, it brings to light the fact that no parent is alone because the community can share in the role of shaping and steering the future of every child within its reach. In our own community, spanning the four counties of Escambia, Santa Rosa, Okaloosa and Walton, FamiliesFirst Network (FFN) of Lakeview works hard to ensure neither parent nor child ever feels alone. The FFN is a community-based care agency contracted by Northwest Florida’s Circuit 1 Department of Children and Families to provide foster care and related services to the four counties listed above. The network includes Lakeview Center as the lead agency, sub-contracted service providers, foster parents, agency stakeholders, as well as the four-county region as a whole working together to implement community-based care. In Northwest Florida, FFN provides child protective services to families, independent living services for teens and youths who age out of foster care, adoptive services for children in the dependency system, and places foster children in licensed homes and residential facilities. So, when could be a better time to explore foster parenthood and ways to help out local foster families than during May, Foster Care Appreciation Month? For this reason, Pensacola Magazine reached out to FFN’s foster care home recruitment and licensing managers, as well as two local foster parents, who outline what it means to be a foster parent and how you might extend your heart, if not your home, to local youth in need. What is foster care? In most cases, foster care means providing temporary care for children who have been removed from their biological, or “bio,” family for various reasons, some of which include abuse, abandonment, or neglect. By all means, foster care is intended to be a temporary situation and a way for foster parents to provide support and stability to children in need until the situation at home can be resolved. At FFN, all foster families are taught to embrace a family-centered practice, which encourages working with families of foster children, focusing on the family as a whole and not just the children. Biological family members are viewed as partners in the process of fostering, helping to define problems and identify solutions.
What does it mean to be a foster parent? “Foster parenthood means you must be willing to take on the role of mentor,” says Dana Walker, mother of three and president of the Emerald Coast Foster/Adoptive Parent Association. “Not only for foster children, but for the biological parents and families who may be looking for guidance and a support system, too.” Although each foster family’s level of engagement with the biological family is different, every foster family is expected to maintain a level of respect for the biological family to ensure the family and child maintain a positive and healthy bond. To encourage family engagement, foster parents are asked to provide transportation to visitation with the bio family and act as a third party supervisor for visitation, as well as invite bio parents to medical appointments, teacher conferences and special events like plays and picnics, along with sending the foster child’s class and art work to the bio parents. In addition to supporting relationships among foster children and their birth parents, the role of foster parent includes but is not limited to protecting and nurturing children in a safe environment with unconditional positive support, helping children cope with separation and loss, using discipline appropriate to a child’s age and stage of development, as well as building a child’s self esteem, giving positive guidance, and supporting a foster child’s cultural identity and religious belief regardless of what your own may be. “The benefits well outweigh the many challenges that come along with foster parenting,” said Jennifer Perry, a foster parent and mother of five who is also an elementary school teacher. “People often say they could never be a foster parent because they couldn’t give a child back. I would say that if it was easy to send a child home, you aren’t doing it right. If you want to make a difference in the life of a child, I cannot think of a better way.” How do you become a foster parent? Becoming a foster parent entails a rigorous licensing process, which is not for everyone. “While foster parenthood is not for everyone, everyone can do something to help the cause,” said Linda Roush, foster care recruitment manager at FamiliesFirst Network of Lakeview. “You can support a foster family by making donations on the FamiliesFirst Network Facebook page.” Before entering the licensing process, you should be aware that every prospective foster
parent must be at least 21 years old and earn sufficient income to support the household without relying on foster board payments from FFN. Also, being single does not disqualify you from becoming a foster parent as long as you earn enough to support you and your foster family. On the flip side, if you are either married or cohabitating, both parties are required to participate in foster parenting. To receive your foster care license, you are required to first complete an online orientation followed by pre-service training. The online orientation and a short assessment quiz may be accessed on FFN’s website: familiesfirstnetwork.org. On the site, you’ll provide contact information that allows FFN’s recruitment manager Linda Roush and licensing manager Connie Werner to help you register for training. Finishing pre-service training means attending one class a week from 6 to 9 pm for a total of nine weeks, and these classes are held in Pensacola, Milton, Crestview and Fort Walton Beach. “Many use pre-training as a test drive,” said Connie Werner, foster care licensing manager at FamiliesFirst Network of Lakeview. “Pre-training helps prospective foster parents make an educated decision on whether or not fostering will be right for their family. From there, you are not required to follow through with licensing, and it is not unusual for an individual or family to contact us more than once, as it may be anywhere from six months to a year before they feel ready to take on the role.” Once you’ve completed the training, a counselor will be assigned to you to start working on a home study process, which means a series of background checks, home inspections, family assessment, DMV checks along with employment and personal references. Essentially, anything you’d want to know about a person who is going to take care of your child is what FFN looks to gather from prospective foster parents. There’s also the matter of re-licensing, which every foster parent is required to complete at the end of every year. Re-licensing takes you through the same steps as the procedure for licensing, so more checks and evaluations, but instead of nine weeks of training you are only required to complete eight hours of training. What does foster care look like in our area? The number of children in foster care changes every day. As of February 2016, our four-county area had a total of 2,000 children in the care of FFN. In comparison, our region has 305 foster homes and is always in need of more.
Ten staff members at FFN are dedicated to training, licensing and re-licensing foster families, which are supervised by Connie. Linda manages two recruiters for foster care; one recruiter reaches out to residents of Escambia and Santa Rosa counties, while the other covers Okaloosa and Walton counties, both extending the reach of FFN in the hopes of inspiring others to become foster parents. When placing children in foster care, FFN aims to keep children in the same county as the home from which they are being removed, so the children may maintain some sense of continuity and stability by staying in the same school and interacting with familiar faces. FFN also assesses each child’s individual needs, making a decision on home placement according to factors like behavior, age and background. Besides traditional foster homes, there are several placement options for foster children, including matrix, therapeutic, and medical foster homes, as well as group homes and treatment facilities. Matrix homes are for children who may have minor behavioral issues, while a step up from matrix homes are therapeutic homes for children with significant behavioral issues. For foster children who may require care from a person with a medical background, there are medical foster homes, while children who have suffered abuse may be placed at a local treatment facility. For children who may not have a foster home placement yet, and for those who have aged out of the foster care system, there are group homes. FFN enlists the help of subcontractors like Children’s Home Society, Florida Baptist, and United Methodist Children’s Home for providing placements for children in the foster care system. Out of the 305 total foster homes in the four-county area, 67 homes are provided by aforementioned subcontractors. Businesses, organizations and others from the local community also reach out to foster families through partnership and collaborations with FFN. For instance, the recent partnership between Papa John’s Pizza and FFN was forged so that all foster families in the area can be treated to a free dinner of pizza, cookies and soda delivered for one night, so the family has chance to enjoy a meal together without worrying about the mess of cooking and cleaning. What are some resources for foster care parents? If you’re ever feeling tentative about your choice to enter foster parenthood, remember that in each of the four counties there are groups for foster and adoptive parents, such as Es-
cambia County’s Emerald Coast Foster/Adoptive Parent Association. You can bet your local group of parents will have helpful advice and answers to your questions about what to expect in court, or how to navigate the foster care system. The association meets on the third Monday of every month at 6 pm on the Crown Church campus (9600 N. Palafox St.). At foster care training sessions, you’ll likely meet a representative from one of the four county foster/adoptive parent associations promoting awareness about the group and the fact that no foster, or adoptive, parent is ever alone. Outside of monthly meetings, which count toward the hours needed for foster care re-licensing, the association holds events during the summer, for back to school functions, and they organize fun programs like gift exchanges during the holidays. “My biggest piece of advice is make sure you have a support system,” said Walker. “I am thankful for the strong relationships I’ve developed with other parents in the association. We’re an extended family and there’s always someone you can call who’s been in your situation, or one like it.” Should you be a foster parent? Recipients Named for the 2016 Ethics in Business Award The University of West Florida College of Business and the Combined Rotary Clubs of Pensacola named Dr. Judith Bense and Dick Appleyard as the 2016 recipients of the annual Ethics in Business Award. The two were honored on May 2, during a luncheon at New World Landing in Downtown Pensacola. The Ethics in Business Award is given to recognize those who exemplify the concept of “service above self” and work to build a positive sense of self-worth within both the business community and the broader community as a whole. Criteria for the award is based on adherence to the high ethical standards of honesty, integrity and consistency in dealing with employees, contractors and customers, while positively enhancing the economic well-being of the firm’s stakeholders and providing jobs, opportunities and profits.

Bense, president of the University of West Florida, was recognized for the large business sector for organizations with 50 or more employees. Appleyard, president of the Appleyard Agency, earned the honor for the small business sector for organizations with 49 or fewer employees. “This is the 14th year that the Combined Rotary of Pensacola and the UWF College of Business have recognized community leaders who exemplify ‘service above self’ and the highest
ethical standards,” said Dr. Ed Ranelli, professor and dean emeritus for the UWF College of Business. “We are proud to be able to honor two incredible leaders in Judy and Dick with this award.” Bense, having served at UWF for 28 years, became its fifth president in 2008. Since taking office, she has focused on growth, visibility, enhancing the student experience and partnerships, with the goal of making UWF a first-choice university. She has built a solid network of community partners, identified regional workforce needs, increased student residents and athletic, and strengthened academic programs so that students are prepared for future leadership. During her time at the University, she founded the UWF Division of Anthropology and Archaeology, the Archaeology Institute and the Florida Public Archaeology Network – all of which are thriving today. She has a strong commitment to the community and is an active member in numerous local, statewide and national organizations. She serves in strong leadership roles with the American Association of State Colleges and Universities and the National Collegiate Athletic Association. Dick Appleyard serves as the president of the Appleyard Agency, which has focused on building a brand of honesty, integrity and contribution to community since its inception nearly 60 years ago. Under his leadership, the award-winning agency has expanded to meet the needs of a growing list of clients, consisting of more than 50 local, regional and national businesses. Outside of the agency, Applyeard is committed to community service. He actively supports several local organizations, including the Waterfront Rescue Mission, the Pensacola Children’s Chorus, Sacred Heart Hospital and United Way. He was also a founder and volunteer with Rebuild Northwest Florida, a Pensacola organization formed to rebuild and renovate hundreds of homes damaged by Hurricane Ivan in 2004.

Milton Parks Department seeks input on future plans of the Guy Thompson Community Center
The Fish House and Pensacola Police Department team up for “Tip-a-Cop”
Help support Special Olympics Florida by joining The Fish House and Pensacola Police Department on May 16 for “Tip-a-Cop.” The Pensacola Police Department will trade in their handcuffs for the day to spend both lunch and dinner serving you, and 100 percent of the tips you donate to the officers will benefit Special Olympics Florida, who provide sports training and competition for individuals with intellectual disabilities. The “Tip-a-Cop” program is one of many where law enforcement personnel organize a variety of community events to raise funds and awareness. Pensacola Police officers will serve as celebrity servers, shadowing the Fish House team for lunch service beginning at 11 am and then again for dinner service beginning at 5 pm. Uniformed officers will assist with serving and in return will ask for a special “tip” that will be placed in the Special Olympics envelopes given to each table. Sergeant Jimmy Donohoe, Specials Projects Sergeant with
the Pensacola Police Department is heading up the event at The Fish House. “It’s nice to have partners in the community come together and support a special cause,” says Donohoe. The Fish House has its own Special Olympics Olympian, Thang Nguyen. According to Collier Merrill, president of Great Southern Restaurants, “Thang has worked at The Fish House for ten years. Over those years he has participated in the Olympics on a local, state and national level. The City of Milton Parks and Recreation Department is seeking the public’s input on future development/expansion of the Guy Thompson Community Center, which is located at 5629 Byrom St. The GTCC, which was formerly known as the Milton Community Center, houses the Milton Parks and Recreations’ offices, a gym, a fitness room, as well as three multipurpose or meeting rooms. Milton Parks and Recreation Department Director John Norton seeks the public’s input on what they feel is needed in regards to expanding the Guy Thompson Community Center to ensure it meets Milton’s future needs at a public forum scheduled for May 17 at 6 pm at the Guy Thompson Community Center. “We are urging everyone in the community to come and participate in this public forum. As Milton continues to grow, we want to make sure the Parks and Recreation Department meets the future needs of the public at the community center,” said Norton. SPENDING EXPECTED TO RISE AT FLORIDA PORTS
POLL: CLINTON, TRUMP ‘TOO CLOSE TO CALL’ IN FLORIDA
By JIM TURNER THE NEWS SERVICE OF FLORIDA Nearly $3.7 billion is projected to be spent —through state, local and private dollars —over the next five years to handle growing international trade at the majority of Florida seaports, according to a report released Monday by the Florida Ports Council. The spending outline, which comes as the global economy sputters but Florida’s ports record growth in cargo tonnage and cruise passengers, is a $140 million increase—4 percent—from a projected fiveyear capital improvement plan released a year ago More than half of the money in the latest five-year plan is to flow through Port Canaveral, Port Everglades and JaxPort for large dredging projects and terminal facilities upgrades, while no expenditures are currently listed in the council’s 2016 Seaport Mission Plan for Port St. Joe, Port of Fort Pierce or Port Citrus. The report is expected to help the council argue for the continued flow of money for the industry, which has been one of Gov. Rick Scott’s priorities since taking office in 2011. Florida Ports Council President and CEO Doug Wheeler said the report shows more cargo is moving through the state. “It’s another way for us to tell the story of what’s happening in our ports around the state,” Wheeler said. The demand for deeper harbors and channels to handle ever-larger cargo ships, along with more cargo and passenger terminal facilities, comes as the World Bank Group’s Global Economic Prospects report indicates China—which has surpassed Colombia as Florida’s number two international trading partner—is in a commodities slump and there are economic contractions in Brazil. Brazil is easily Florida’s top trading partner. Still, the Ports Council report noted the state’s seaports handled 3.5 million cargo containers in 2015, up 5.9 percent from the prior year. The tonnage within the containers grew 6.6 percent year to year, while the value of the materials inside went down --- a reflection of the surge in the U.S. dollar. “I think I’d rather have the increase in volume of containers and tonnage,” Wheeler said. “More volume, I see as really translating into eventually more jobs and that more people are touching those containers.” The report notes that the state’s passenger cruise industry has also rebounded from the recession even though cruise passenger numbers recently dipped 2 percent. eling through Key West, JaxPort, PortMiami, Port Canaveral, Port of Palm Beach and Port Everglades during the 2014-2015 season is the second highest in a past decade, surpassed only by the 15.6 million in 2013–2014 season. Wheeler attributed the decline to ship maintenance and a few seasonal “repositionings” by cruise lines of some ships. The Ports Council also anticipates cruise lines bringing larger ships into the Florida fleet in the coming year. “I expect to see that (passenger count) number come back up this year,” Wheeler said. The report doesn’t make any projections regarding the recent opening of Cuba to passenger service. “That’s still such an unknown area,” Wheeler said. “I would expect we would benefit from that. But right now, free and open cruising is still not where we are.” Any projected state funding requires 50 percent matches from the local ports. The Legislature provided about $850 million for port upgrades and expansion during Scott’s first five years in office. The biggest beneficiaries have been PortMiami, JaxPort, Port Tampa Bay and Port Canaveral. The state’s $82 billion budget for the fiscal year beginning July 1 includes $153 million for port projects administered by the Department of Transportation. In the 2016 session, lawmakers also approved a wide-ranging transportation bill (HB 7027) that boosts the minimum annual funding for the Florida Seaport Transportation and Economic Development program—administered by the Florida Ports Council—from $15 million to $25 million. Under the new capital improvement plan, $1.2 billion would go over the next five years to JaxPort, where the St. Johns River channel is being dredged to 47 feet. Another $792 million is headed to Port Everglades and $753 million to Port Canaveral, which is pursuing on-dock rail for a new state-of-the-art container terminal in the north cargo area. PortMiami, which is among America’s busiest cargo ports and had been the biggest beneficiary of the state’s prior port spending, is up for $291 million for projects that include a new cruise terminal for Royal Caribbean and expansion of a terminal for Carnival Vista. Port Panama City is seeking $76 million as it seeks to double trade with Mexico and Central America, in part by expanding its freight distribution services. At the Port of Pensacola, where the wind turbine business is a major component, plans are for $20 million in upgrades.
With voters sharply divided by gender, race and age, Democrat Hillary Clinton and Republican Donald Trump are virtually tied in Florida as the focus of this year’s presidential race shifts from the primaries to the November general election, a new poll shows. The Quinnipiac University poll, released Tuesday, showed Clinton at 43 percent in Florida and Trump at 42 percent. While Clinton is widely expected to win the Democratic nomination, poll numbers are nearly identical when her primary opponent, Vermont Sen. Bernie Sanders, is matched up against Trump --- 44 percent for Sanders, 42 percent for Trump. The poll shows Clinton and Trump are unpopular with huge swaths of Florida voters. Each is viewed favorably by only 37 percent of voters and is seen unfavorably by 57 percent. Also striking is the difference in how women and men view the candidates. Clinton, seeking to become the first woman president, leads by a margin of 48 percent to 35 percent among women, while Trump leads by a margin of 49 percent to 36 percent among men. Trump leads Clinton by a margin of 52 percent to 33 percent among white voters, while Clinton leads 63-20 among non-white voters. White women are virtually split on the candidates, but Trump leads by a huge margin ---- 61 percent to 25 percent --- among white men, the poll shows. “Republicans’ weakness among minority voters is well known,’’ Peter Brown, assistant director of the Quinnipiac Poll, said in an analysis accompanying the results. “But the reason this race is so close overall is Clinton’s historic weakness
among white men. In Florida, she is getting just 25 percent from white men.” The Connecticut-based Quinnipiac frequently conducts polls in Florida and other swing states. It also released results Tuesday of polls in Ohio and Pennsylvania that showed Trump and Clinton in similarly tight races in those key states. “Six months from Election Day, the presidential races between Hillary Clinton and Donald Trump in the three most crucial states, Florida, Ohio and Pennsylvania, are too close to call,” Brown said. The poll was released as Republican leaders in Florida and across the nation debate whether to support Trump, a New York real-estate developer who has run against the party establishment and made controversial remarks about women and minorities. But Trump blazed through the GOP primaries, including winning 66 of 67 counties in Florida --- losing only in Miami-Dade County to Florida Sen. Marco Rubio, who lives in the county. Along with gender and race, the poll shows huge divides in Florida based on age. Clinton leads by a margin of 49 percent to 27 percent among voters ages 18 to 34 and leads 46 percent to 37 percent among voters ages 35 to 49. But the numbers flip with older voters: Trump is up by a margin of 49 percent to 38 percent among voters ages 50 to 64 and leads by a margin of 50 percent to 37 percent among voters 65 and older. In the end, however, the poll indicates the race in Florida could come down to independent voters. Clinton and Trump each receive support of 39 percent of those voters. The poll, conducted from April 27 to Sunday, surveyed 1,051 registered voters in Florida and has a margin of error of 3 percentage points.

Cedar Plank Grilled Salmon with Sweet Potatoes
Serves: 4 Prep time: 10 minutes Cook time: 15 minutes Cedar planks with enough surface area for salmon 4 Alaska salmon fillets (4-6 ounces each), fresh, thawed or frozen olive oil spray 1 tablespoon fresh (or 1 teaspoon dried) dill, thyme or rosemary salt and freshly cracked pepper, to taste 4 large sweet potatoes, sliced lengthwise into wedges 1/2 tablespoon ground cumin Soak cedar planks for 1-2 hours (or overnight) submerged in water. Remove and pat dry. Heat grill to medium heat (400 F). If frozen, rinse ice from salmon under cold water; pat dry with paper towel. Spray cedar planks and salmon with olive oil spray. Place salmon on planks; sprinkle with herb, salt and pepper. Place sweet potatoes in bowl; spray with cooking spray. Sprinkle with cumin and salt and pepper, to taste. Toss to coat. Place cedar planks and potato wedges on grill. Cover and cook about 3-4 minutes; turn wedges over and continue cooking until potatoes are soft and cooked. Keep warm. Cook salmon 12-15 minutes, until fish is opaque throughout. Brush both sides of fillets with olive oil.
In heated skillet, cook cod, uncovered, about 3-4 minutes, until browned. Shake pan occasionally to keep fish from stick ing. Turn cod over and sprinkle with lemon pepper seasoning. Cover pan tightly and reduce heat to medium. Cook an additional 6-9 minutes for frozen cod or 3-4 minutes for fresh/thawed fish. Cook until fish is opaque throughout. To serve, spoon pea puree onto 4 plates. Top each with cod fillet and serve immediately. Miso Halibut with Soba Noodle Stir-Fry Serves: 4 Prep time: 15 minutes Cook time: 15 minutes 1 package (12 ounces) prepared soba noodles (or noodle of choice) 4 Alaska halibut fillets (4-6 ounces each), fresh, thawed or frozen 3 tablespoons sesame oil, divided 2 cups roughly chopped bok choy 1 1/2 cups sugar snap peas 1 cup sliced mushrooms 1/2 cup chopped green onion 1/4 cup miso 1 cup water 1/4 cup teriyaki sauce Prepare noodles according to package directions; set aside. If frozen, rinse ice glaze from halibut under cold water; pat dry with paper towel. Heat large, nonstick skillet or wok over medium-high heat. Brush both sides of halibut with half of the sesame oil. In heated skillet, cook fish, uncovered, about 3-4 minutes, until browned.
Shake pan occasionally to keep fish from sticking. Turn halibut over; reduce heat to medium and cover. Cook 5-7 minutes for frozen halibut or 2-3 minutes for fresh/ thawed fish, cooking until fish is opaque throughout. Transfer fillets to plate; cover to keep warm. Wipe out skillet/wok with paper towel. Add remaining sesame oil. Heat to mediumhigh then add and stir-fry bok choy, snap peas, mushrooms and green onions. Stir in noodles; turn off heat. Cover and keep warm. In saucepan, blend miso, water and teriyaki sauce. Bring mixture to boil then reduce heat to a simmer and cook 1 minute. Stir sauce into warm noodle-vegetable mixture. To serve, divide and portion mixture into 4 bowls or plates. Top each with halibut fillet.
