Becoming blind as a young person or later in life can be devastating and it can seem like the end of the world. But it is said, “When God closes a door, he opens a window”. munity, Independence for the Blind is that window. We help the blind and severely visually impaired cope with their blindness. We teach basic living skills and the use of various computer and other adaptive technologies that can broaden their world immensely and may also help them qualify for future or continuing employment. AAF Pensacola Presents Silver Medal Award AAF Pensacola presented the Silver Medal Award to Brent Lane during the 2017 AAF Pensacola American Advertising Awards Gala, held on Friday, February 17 at the Hilton Pensacola Beach Gulf Front. The annual dinner and awards presentation was attended by more than 200 individuals in the local advertising and media businesses. AAF Fourth District Governor Elect, Mara Clark presented the award to Lane. “It’s an honor to join the amazing group of advertising and media professionals who have won the Silver Medal Award over the years,” Lane said. “I would never in a million years have thought I would have had the privilege to be recognized by my peers in advertising. I am thrilled to be considered someone who has made the kind of impact that this honor represents, for

my company, my community and my family.” Beginning his radio career at the tender age of 14 in Modesto California, Brent Lane recently celebrated a decade on air in Pensacola on the Cat Pak Morning Show. In 2009 he was named the ACM Personality of the Year by the Academy of Country Music. Believing in success through service, Brent is the voice of Pensacola. He has served as master of ceremonies at fundraising events for numerous area nonprofits. Brent is a recognizable face of Pensacola locally and nationally. Irish storyteller Tomaseen Foley brings to life Ireland’s cultural heritage at 7:30 p.m. Friday, March 10, at Pensacola State College’s Ashmore Auditorium, Building 8, on the Pensacola campus. Along with Celtic musicians, singers and dancers, Foley revisits the memories of traditional Irish gatherings at weddings, wakes and solstice celebrations. Using instruments like uilleann pipes, fiddles, tin whistles and flutes, the professional troupe produces a rousing evening of fiery music, stirring ballads,

foot-stomping dances and, of course, stories. Called the Garrison Keillor of Ireland, Foley grew up on a small farm in the remote parish of Teampall an Ghleanntáin in the 1950s. “Irish culture springs up from the ordinary people – farmers, fishermen, blacksmiths, spinners and weavers – and it expresses the vitality, the joy and the resiliency that is the bedrock of their lives,” Foley said. “I witnessed and was part of much of the joy and innocence and great good humor I try to bring to my shows.” Tickets are $11, gen-

Attorney Troy Rafferty Starts New Scholarship to Inspire Succes Troy Rafferty, a trial lawyer with the Levin Papantonio Law Firm, is donating $50,000 a year for a new college scholarship. The scholarship will be awarded annually to students in Escambia County, through the Southern Sports Youth Association (SYSA), a non-profit organization that supports local youth through sports, tutoring, mentoring, and social development. The goal is to inspire students to pursue success through higher education. “This is about hope,” said Rafferty. “Our children need to know that if they work hard and are committed to making our community better, that the money will be there for them to go to college.” The students will receive the scholarship funds after graduating high school and meeting other criteria, like maintaining a certain GPA and performing community service. There will also be oversight by the SYSA in how the scholarship money is spent. Many of the students who participate in the variety of activities offered by the SYSA are from low-income homes and neighborhoods struggling with crime. As a result, they face

additional challenges, and often need a guiding hand. The SYSA Director, Lumon May, says the organization’s programs are designed to help students become successful athletes, students, and citizens. “We have children in our community who just need to know somebody cares and we try to provide that for them, but it’s an uphill climb considering where they’re growing up,” said May. According to the Florida Department of Education, Escambia County’s overall high school graduation rate for 2015-16 is 76.1 percent, just behind the statewide average of 80.7 percent. However, there’s a disparity among graduates based on race. Among white students, Escambia County’s graduation rate is 81.5 percent and among African-American students it’s 63.6 percent. May believes those numbers can improve and the community can help bridge the gap with more support for students. “We see great success stories, but some kids get discouraged no matter how much they want to succeed, because negative influences drag them down,” explained May.

Durkin developed an interest in becoming an ambassador and helping inform decision makers about evidence on social work topics after working with the state Legislature to get Title IV-E passed for child welfare. He said the ambassador role and his appointment to the Board of Directors for Covenant Alzheimer’s Care provide him with the opportunity to open doors for the Department of Social Work and the University as a whole. “My involvement with these organizations helps the Department

UWF professor leads the fight against Alzheimer’s disease in Northwest Florida Dr. Daniel Durkin, assistant professor in the University of West Florida Department of Social Work, was recently named the Alzheimer’s Association Ambassador for the Florida Panhandle and was selected to the Board of Directors for Covenant Alzheimer’s Care. “We’re incredibly proud of Dan’s work with the Alzheimer’s Association and Covenant Alzheimer’s Care,” said Dr. Roy “Butch” Rodenhiser, professor and chair of the Department of Social Work. “He’s been very active as an advocate for senior citizens and I’m sure his work will continue in his recent appointments. He will carry the torch in support of advocating for people with and at risk of Alzheimer’s disease.” The Alzheimer’s Ambassador Program is designed to enhance the Alzheimer’s Association’s federal government relations efforts. That is made possible through personal con-

tact between targeted members of Congress and constituents, who are capable of building relationships with decision-makers and their staff and holding them accountable to their commitment to fighting Alzheimer’s. Ambassadors are grassroots volunteers selected to serve as the main point of in-district contact for a member of Congress for a one-year term. Ambassadors play a critical role in helping the Alzheimer’s Association meet its federal legislative goals and work directly with National and chapter staff to implement federal advocacy activities at the community level. “As ambassador, I hope to build relationships with legislators and provide them with information and evidence that will help them make informed decisions about policies and programs for people with Alzheimer’s disease, their caregivers and older adults,” Durkin said.

Council on Aging of West Florida will be participating in the 15th annual March for Meals – a month-long, nationwide celebration of Meals on Wheels and the homebound and vulnerable seniors who rely on its vital safety net. Council on Aging’s March for Meals celebration will include meal routes with Pensacola dignitaries, partnerships with local restaurants and client testimonials. “The services that we provide the seniors of Escambia and Santa Rosa counties are critical and the need is rapidly increasing,” said John Clark, President and CEO of Council on Aging. “Together, with help from volunteers, donors, and those who raise awareness about this service, we can keep seniors living independently, healthier at home and feeling more connected to their community as they age.” Since 2002, Meals on Wheels America has led the annual awareness campaign in an effort to fill the gap between the seniors served and those in need that is widening due to increased demand with a rapidly aging population combined with declining public and private resources, and rising food, transportation and operational costs. This March, hundreds of local Meals on Wheels programs, like Council on Aging’s, will reach

out to their communities to build the support that will enable them to deliver nutritious meals, friendly visits and safety checks to America’s seniors all year long. SCOTT PICKS POLITICAL ALLIES FOR CONSTITUTION PANEL By DARA KAM THE NEWS SERVICE OF FLORIDA

Gov. Rick Scott on Friday named 14 people --nearly all of them loyalists who have served the governor or been appointed by him in other capacities --- to the state Constitution Revision Commission. Scott’s selections included a number of Republican political allies, including influential insurance lobbyist Fred Karlinsky, a major Scott political fundraiser, and Brecht Heuchan, a Tallahassee GOP consultant who has been a key player with the governor’s “Let’s Get to Work” political committee. In a statement accompanying Friday’s announcement, Scott said the picks “stood out as exemplary choices” whose “diverse backgrounds and experience in education, business and policy will ensure we continue to champion policies that make Florida the best place for families for generations to come.” Scott’s appointees included his former general counsel Tim Cerio; state Education Commissioner Pam Stewart; and utility regulator Jimmy Patronis,

a former Republican lawmaker from the Panhandle appointed by Scott to the Public Service Commission more than two years ago. The governor also named Darlene Jordan, a Palm Beach Republican who served as state finance chair of Scott’s 2014 re-election campaign and was appointed last year by Scott to the state university system’s Board of Governors; Florida Board of Education Chairwoman Marva Johnson; and Nicole Washington, a onetime Scott aide who serves on the board of Florida A&M University. And Scott picked Belinda Keiser, vice chancellor of Keiser University; Gary Lester, a vice president of The Villages; Frank Kruppenbacher, an Orlando attorney and chairman of the Greater Orlando Aviation Authority; Jose “Pepe” Armas, a Miami doctor appointed by the governor to serve as a trustee for Florida International University; Lisa Carlton, a former GOP lawmaker from Sarasota; and Emery Gainey, an official in the Attorney General’s Office who was tapped last year by Scott to temporarily serve as Marion County sheriff. “The group of people the

governor selected are as diverse as any group, geographically, ethnically, just in terms of their backgrounds and their experiences,” said Heuchan, who served as a top aide to former state House Speaker Daniel Webster, now a congressman. Heuchan coordinated Webster’s picks to the 1997 Constitution Revision Commission and monitored the panel’s work, “giving him a deep understanding and familiarity of the CRC process,” Scott said in a statement. Scott’s appointees are “extremely talented people and they have a broad range of skill sets,” Heuchan told The News Service of Florida in a telephone interview Friday. “The governor is a people-person. So if there’s a common theme among these people, it’s that he’s comfortable with them because he knows them. They are a blend of very different experiences. He’s comfortable with them because their personalities blend together,” Heuchan said. On Wednesday, Scott named Manatee County developer Carlos Beruff, who lost a bid for the U.S. Senate last year, as the chairman of the Constitution Re-

vision Commission, which meets every two decades to decide on constitutional proposals to put before voters. “My goal for the CRC (the commission) is to fight for policies that will ensure a strong future for Florida, and I know Carlos also shares this vision. As we undertake this historic review, I am hopeful that this commission will propose policies that build a legacy upon which the families and businesses in our great state will thrive for generations to come,” Scott, considering a run for U.S. Senate next year, said in a statement Wednesday announcing Beruff’s appointment. Scott has the legal authority to appoint 15 members to the commission, including its chairman. House Speaker Richard Corcoran and Senate President Joe Negron each have the power to appoint nine commissioners. Florida Supreme Court Chief Justice Jorge Labarga named his three appointees, and Attorney General Pam Bondi is automatically included in the 37-member panel. While Republicans who share Scott’s ideology --- or were hand-picked by him for other posts --- dominated

the governor’s selections, Negron’s picks included former Senate Minority Leader Chris Smith, a Fort Lauderdale Democrat who frequently butted heads with GOP leaders before leaving office in 2016 due to term limits. Corcoran, R-Land O’ Lakes, will be the last of the leaders to name his appointees; he has until the 2017 legislative session begins Tuesday to make his selections official. It’s not unusual for governors to pick commission members who reflect their ideology, said Florida State University political science professor Carol Weissert. “We wouldn’t necessarily expect him to go out and do a random selection process. It looked like it was a pretty diverse group, geographically and racially,” said Weissert, who also serves as director of the LeRoy Collins Institute, which is leading an educational effort focused on the commission’s work. “The proof is going to be in the pudding. When those people get together are they going to put aside their partisanship and look at the issues that are the best for Florida? And we don’t know that until they meet.”

ENGINEERING COLLEGE LOOKS TO IMPROVE ‘GRAND EXPERIMENT’

Three years after lawmakers debated splitting up the engineering college jointly run by Florida A&M University and Florida State University, the school is at a critical juncture. J. Murray Gibson, hired last year as dean of the engineering college, is dealing with longtime challenges, including pay inequity among faculty, a decline in minority students and a need to increase faculty and research dollars. But in an interview, Gibson, who started on July 1, said he sees tremendous potential in the FAMU-FSU College of Engineering because of its unique role in bringing together Florida A&M, a top member of the Historically Black College and Universities, with Florida State, a university striving to become one of the top 25 public research institutions in the country. Gibson, who has a doctorate in physics from Cambridge University and has worked at top research facilities, including Bell Labs,

said the FAMU-FSU engineering partnership is poised to address two major issues: increasing the number of African-Americans in engineering professions while also addressing the overall shortage of engineers. While acknowledging “a long and complex history” for the college, which was created in 1982, Gibson said he sees the school as “a grand experiment in the sense it bridges a divide in the world of research engineering that is not bridged anywhere else.” With the National Science Foundation reporting only 4.3 percent of the engineers in the U.S. were AfricanAmericans in 2015, Gibson said the joint engineering school has the potential to become one of the nation’s top producers of minorities with bachelor and graduate engineering degrees. But he said Florida A&M students currently only represent about 15 percent of the college enrollment, which has about 2,300 undergraduates and 300 graduate students. That’s down from a previous high of about 40 percent, he said.

“We have to turn it around,” Gibson said. He said the joint college offers minority students the chance to attend a top historically black university while at the same time being able to enroll in school backed by Florida State, a research institution that has far greater resources than historically black universities. From Florida State’s perspective, an engineering college with a large number of minority students will help attract more research dollars and support from industries and groups looking for top-quality research while at the same time seeking to diversify the workforce, Gibson said. Gibson said the school has about 100 faculty and staff members and about $20 million in research funding, which he said are inadequate for FSU’s expectation to join the ranks of the top-tier research institutions in the country. “We have something that nobody else has and something that can really address that challenge,” Gibson said. “And I believe that it will benefit both institutions be-

cause it will attract resources to the college and it will give our students access to capabilities and things they wouldn’t otherwise have.” Gibson also said it is critical that both FSU and FAMU remain committed to the partnership. “It can only be done by both partners,” Gibson said. “Neither partner alone can really accomplish that.” Gibson was the founding dean of Northeastern University’s College of Science, which saw a dramatic improvement in faculty, research dollars and students under his tenure. He said FAMU and FSU administrators have been committed to making the joint venture successful. FSU President John Thrasher, who as a member of the state Senate in 2014 supported taking steps to split up the engineering school, said the joint college “is one of the keys to the future success of Florida State.” Thrasher said he agrees with Gibson’s assessment that “the future is bright” for the college. “We are doing everything we can to support

Dean Gibson to enhance the quality and potential of the college,” he said. As part of that effort, FAMU and FSU are backing a $7 million request in the 2017 legislative session for the college. It would provide $1 million to level pay equity issues between FSU and FAMU faculty, Gibson said, adding if the issue is not resolved it could be “corrosive” to faculty morale. Another $3.63 million would go to hire five new faculty members, with the bulk of the request targeted for equipment, laboratory renovations and other items required to attract top-level researchers. Some $1.2 million is slated to help retain engineering students, with the school now experiencing about a 50 percent drop-off from students who begin pre-engineering classes but move to other degree programs or drop out. Gibson said if lawmakers back the funding request, it will help move the joint college “in the right direction.” “This is almost like a new beginning, that’s why it is really important,” he said.

NORTH FLORIDA JUDGE HIT WITH SIX-MONTH SUSPENSION

The state Supreme Court on Thursday ordered a six-month suspension and other penalties for a North Florida judge who has been the focus of potential impeachment proceedings launched by House Speaker Richard Corcoran. The high court ordered the suspension of Circuit Judge Andrew Decker, a public reprimand and payment of costs following an investigation into alleged wrongdoing before he was elected to the bench in 2012. Decker is a judge in the 3rd Judicial Circuit, a sprawl-

ing rural area made up of Columbia, Dixie, Hamilton, Lafayette, Madison, Suwannee and Taylor counties. The court’s penalties were harsher than a 90-day suspension without pay recommended by the Judicial Qualifications Commission, a panel that oversees judges. Decker last month was the focus of a probe by the House Public Integrity & Ethics Committee as part of an attempt by Corcoran, R-Land O’ Lakes, to shine a light on judicial wrongdoing and the time it takes for resolving investigations into the activities of judges. Another judge targeted by the House committee

--- former Duval County Circuit Judge Mark Hulsey --- resigned the day before the committee began a public inquiry. Decker was accused of a conflict of interest while representing clients as an attorney and of, among other things, declaring that he was “pro-life” and Republican at campaign events before his election in 2012. The judge’s lawyers maintained that his comments were “political speech” protected by the First Amendment. In March 2015, the Judicial Qualifications Commission recommended that Decker receive a public reprimand and be suspended

for 90 days without pay. Six months later, the Florida Supreme Court ordered Decker to show why he should not be removed from the bench. “Judge Decker’s misconduct unquestionably warrants the imposition of a serious sanction,” Chief Justice Jorge Labarga and justices Peggy Quince, Charles Canady, Ricky Polston and Alan Lawson wrote Thursday. Justices Barbara Pariente and R. Fred Lewis concurred in a separate opinion. The court found that Decker violated campaign restrictions for judicial candidates and violated rules of professional conduct while working as an attorney for, among

other things, failing to withdraw from a lawsuit because of conflicts of interest. “All the violations established in this case demonstrate a pattern of poor judgment, and lack of concern for jointly represented clients and for other counsel and their clients,” the Supreme Court wrote. But the majority also pointed out that Decker’s misconduct did not result in any harm to his clients or anyone else. “Although the series of acts by Judge Decker involving misconduct requires the imposition of a serious sanction, we have concluded it does not merit removal from office,” the opinion said.’’

JUSTICES UPHOLD BAN ON OPENLY CARRYING GUNS By JIM SAUNDERS THE NEWS SERVICE OF FLORIDA

Rejecting arguments by Second Amendment supporters, the Florida Supreme Court on Thursday upheld a longstanding state ban on people openly carrying firearms in public. Justices, in a 4-2 ruling, said the state law “regulates only one manner of bearing arms and does not impair the exercise of the fundamental right to bear arms.” In doing so, the Supreme Court sided with the 4th District Court of Appeal, which ruled in 2015 against a man arrested in St. Lucie County for openly carrying a gun in a holster. “(We) agree with the 4th District and are satisfied that the state’s prohibition on openly carrying firearms in public with specified exceptions --- such as authorizing the open carrying of guns to and from and during lawful recreational activities --while still permitting those guns to be carried, albeit in

a concealed manner, reasonably fits the state’s important government interests of public safety and reducing gun-related violence,” said the 47-page majority opinion, written by Justice Barbara Pariente and joined fully by Chief Justice Jorge Labarga and Justice Peggy Quince. Justice R. Fred Lewis agreed with the result but did not sign on to the opinion. But Justice Charles Canady, in a dissent joined by Justice Ricky Polston, said the law “collides with the Second Amendment right as understood” in a landmark 2008 U.S. Supreme Court decision striking down a Washington, D.C. gun law. He described as “feeble” arguments that the open-carry ban is justified for public-safety reasons. “Of course, many people are made uncomfortable by the fact that others are permitted to keep and bear arms at all,” Canady wrote in the 10-page dissent. “But contemporary sensibilities cannot be the test. Such sensibil-

ities are no more a basis for defeating the historic right to open carrying than for defeating the understanding that the Second Amendment recognizes the right of individuals to keep and bear arms.” Justice Alan Lawson, who joined the court at the end of December, did not take part in the case. The challenge to the law stemmed from the 2012 arrest in St. Lucie County of Dale Norman, who had a concealed-weapons license but was carrying a gun openly in a holster. A jury found Norman guilty of a seconddegree misdemeanor, and a trial judge imposed a $300 fine and court costs, according to Thursday’s ruling. Norman, who was represented by attorney Eric Friday of the Second Amendment group Florida Carry, then took the case to the 4th District Court of Appeal before ultimately going to the Supreme Court. Pariente’s majority opinion traced issues in the case

to a 1987 law that authorized the state to issue concealedweapons licenses. She wrote that lawmakers also passed a separate measure that year barring people from openly carrying firearms. The majority opinion drew a distinction between the Florida open-carry ban and the U.S. Supreme Court’s decision in the Washington, D.C. case and another case involving gun laws in Chicago. She wrote that unlike those laws, “which completely banned the possession of handguns in one’s home, Florida’s open carry law regulates only how firearms are borne in public.” “Because this law does not amount to an entire ban on a class of guns or completely prohibit the bearing of firearms in public and does not affect the right to keep arms in one’s home … we conclude that Florida’s open carry law does not severely burden the right,” Pariente wrote. Canady, however, pointed to the long period of time between the 1987 leg-

islation and the U.S. Supreme Court decision in the 2008 case, known as District of Columbia v. Heller. “More to the point, the Legislature decided that the sacrifice of open carrying was a necessary and appropriate response to the public opposition generated by the passage of the concealed-carry law,” Canady wrote. “But the legal landscape has now dramatically shifted. Heller has settled that the Second Amendment protects the right of individuals to keep and bear arms. And Heller’s historical analysis points strongly to the conclusion that the individual right includes the right to carry arms openly in public.” Thursday’s ruling came five days before the start of the 2017 legislative session, which is expected to include a series of debates about gun rights. Lawmakers last year did not pass a proposal that would have allowed people with concealed-weapons licenses to openly carry firearms.

But even before he has a chance to try to break Democrats’ 20-year losing streak in gubernatorial races, he could have to navigate a primary featuring higher-profile candidates like trial lawyer John Morgan and former Congresswoman Gwen Graham. Gillum, 37, has been laying the groundwork for a statewide run for months. He laced into term-limited Gov. Rick Scott and Agriculture Commissioner Adam Putnam --- a Republican frontrunner for governor --- in a speech to Florida Democrats at the party’s national convention last summer. And Gillum has become increasingly outspoken about progressive causes. But Gillum, who was elected mayor in 2014, comes from the state’s isolated capital city, nestled in a sparsely populated media market.

“He’s very well-known in his metropolitan area, but not very well-known throughout the rest of the state,” said Aubrey Jewett, a politicalscience professor at the University of Central Florida. Jewett said Gillum could gain an advantage by getting into the race early. It could also prompt Morgan, Graham and other candidates to consider their own timelines for decisions and join the fight for endorsements and campaign donations. “Once somebody jumps in, other potential candidates begin feeling a little more pressure to make their plans clear,” Jewett said. Alison Morano, a Jacksonville-based Democratic strategist who has not decided whom to support in 2018, said she was glad that Gillum entered the race. She credited him with being a strong leader and a good listener.

But Morano said one of Gillum’s notable qualities could also have a downside. “He’s a great, really strong young leader,” she said. “He’s also young.” While perhaps not quite an endorsement, Gillum received some kind words from Julian Castro, a former U.S. Housing and Urban Development secretary and San Antonio mayor seen as a rising star in the national party. “Andrew would be a fantastic Governor,” Castro tweeted. The Republican Governors Association was also quick to pounce, pointing out that Gillum had already been forced to apologize for using citybought software to send out political emails for a Hillary Clinton campaign event. The GOP group also highlighted questions raised by Politico Florida about whether Gillum’s launch video was produced before he filed for gov-

ernor --- a potential violation of campaign-finance laws. “Florida’s next governor should be someone who will uphold the rule of law and uphold the public’s trust in its elected leaders,” the association said. “Andrew Gillum has already failed that test.” Other candidates have been ramping up their nascent campaigns. Morgan has begun a “talking tour” of the state, and Miami Beach Mayor Philip Levine is scheduled to address Palm Beach County Democrats on Thursday. Democrats are eager to gain control of the governor’s mansion for the first time since the late Lawton Chiles won re-election in 1994. For the past six years, U.S. Sen. Bill Nelson has been the party’s only statewide elected official. Scott, who is barred from running for re-election, is likely to run against Nelson in 2018.

It is “highly unlikely” Florida will get federal officials to turn over control of water releases from Lake Okeechobee, and the state will not get repaid if it advances money to fix the lake’s Herbert Hoover Dike, Senate President Joe Negron advised senators on Thursday. But Negron, R-Stuart, said the federal government may reprioritize a project list for Everglades restoration if Florida approves its portion of Negron’s $2.4 billion proposal to build a 60,000-acre reservoir atop mostly sugarindustry farmland south of the lake. Negron’s proposal is aimed at reducing harmful releases from the lake into estuaries to the east and west. “Under both the Comprehensive Everglades Restoration Plan (CERP) and the Central Everglades Planning Project (CEPP), redirecting damaging Lake Okeechobee discharges southward to improve the flow, timing, and distribution of water through the Everglades has already been authorized,” Negron wrote after meetings this week in Washington, D.C. “The issue is not if we will have additional southern storage, it is when and where.” Negron’s proposal (SB 10), sponsored by Senate

Environment and Natural Resources Appropriations Chairman Rob Bradley, RFleming Island, has started moving in the Senate but has met skepticism in the House. The bill, intended to protect the Caloosahatchee and St. Lucie estuaries, proposes that the state bond $100 million a year through money voters approved in a 2014 constitutional amendment aimed at land and water conservation. Last week, House Government Accountability Chairman Matt Caldwell, R-North Fort Myers, said advancing Negron’s proposed reservoir would be “non-starter” if it displaces other projects, such as the $600 million C-43 reservoir along the Caloosahatchee River west of the lake. Also, House leaders have expressed little appetite for issuing bonds to finance Negron’s proposal, which has drawn strong opposition from farmers in the Everglades Agricultural Area, along with many residents and politicians south of the lake. EAA Farmers spokeswoman Danielle Alvarez issued a statement Thursday urging Negron to consider other solutions to reduce water discharges from the lake, including storage and treatment of water before it enters the lake from the north. “It has been made clear that any plan to acquire more land south of the lake

would be nothing more than an anti-farmer, job-killing land grab,” Alvarez said. Tammy Jackson-Moore, Pahokee’s deputy city manager representing Guardians of the Glades, an organization representing Pahokee, Belle Glade and South Bay, also took issue with Negron. “It is disheartening that Sen. Negron is willing to spend billions of dollars for his coastal constituents but is unwilling to expedite dike repairs for the safety and protection of his constituents south of the lake,” Jackson-Moore said in a prepared statement. Negron attended President Donald Trump’s address to Congress on Tuesday as a guest of Sen. Marco Rubio. While in Washington, he said he discussed lake releases and the reservoir proposal with Rubio, Sen. Bill Nelson, other members of Congress and “high-level” representatives of the U.S. Army Corps of Engineers. The Army Corps oversees the ongoing rehabilitation of the dike and the water releases. Negron said in the letter to state senators that getting Congress to turn over the water-release responsibility to Florida is “highly unlikely.” But Negron was more optimistic about getting the federal government to rearrange its list of Everglades restoration projects if state lawmakers

back the reservoir proposal. “If the Florida Legislature approves and funds additional water storage south of Lake Okeechobee, the Army Corps of Engineers will reevaluate the order of priority in the 2016 Integrated Delivery Schedule,” Negron wrote. “Florida is a partner in Everglades restoration, and its decisions influence and impact federal participation in the 50-50 matching program.” Meanwhile, Negron’s note also addressed a bill (SB 810) proposed by Sen. Da-

vid Simmons, R-Altamonte Springs, that would lead to the state providing an interest-free loan or advance to the federal government to complete repairs to the dike. But Negron wrote that the state would not get repaid if it fronted the money. “The federal government will not repay the money to Florida,” Negron wrote. “We will have simply spent hundreds of millions of dollars of general revenue funds on what is unquestionably a federal responsibility.”

Recipe courtesy of the National Honey Board Servings: 12 1/4 cup butter or margarine, softened and divided 1/2 cup honey, divided 1/2 cup chopped, toasted nuts (optional) 2 teaspoons ground cinnamon 1 pound frozen bread dough, thawed according to package directions 2/3 cup raisins Grease 12 muffin cups with 1 tablespoon butter. To prepare honey nut topping: Mix together 1 tablespoon butter, 1/4 cup honey and chopped nuts, if desired. Place 1 teaspoon topping in each muffin cup. To prepare buns: Mix together remaining butter, remaining honey and cinnamon. Roll out bread dough onto floured surface into 18-by-8-inch rectangle. Spread filling evenly over dough. Sprinkle evenly with raisins. Starting with long side, roll dough into log. Cut log into 12 slices, 1 1/2 inches each. Place one slice, cut-side up, into each prepared muffin cup. Set muffin pan in warm place; let dough rise 30 minutes. Heat oven to 375 F. Place muffin pan on foil-lined baking sheet. Bake 20 minutes, or until buns are golden brown. Remove from oven; cool in pan 5 minutes. Invert muffin pan to remove buns.

Mini Popcorn Balls with Chocolate ‘Fondue’ Prep time: 25 minutes Servings: 12

1 bag Orville Redenbacher’s Smart Pop! 94 Percent Fat-Free Butter Microwave Popcorn nonstick cooking spray 1/4 cup stick butter or margarine (1/4 cup = 1/2 stick) 1 package (10 ounces) marshmallows 1/2 teaspoon vanilla extract 1 1/2 cups light chocolate syrup colored candy sprinkles (optional) Prepare popcorn according to package directions. Remove all un-popped kernels. Spray large bowl with nonstick spray; add popped corn.

In medium saucepan over medium heat, melt butter. Add marshmallows and vanilla. Heat 5 minutes, or until marsh­mallows melt, stirring frequently. Pour over popcorn; mix well with spoon sprayed with cooking spray. Moisten hands with water before shaping pop­corn mixture into 24 small balls, about 1/3-cup popcorn mixture each. In small saucepan, heat chocolate syrup over medium heat 5 minutes, or until warm, stirring occasionally. Transfer to small, fondue-style pot. Use wooden skewers or fondue forks to pick up popcorn balls and dip into chocolate and sprinkles, if desired.

1/2 teaspoon baking soda 1/2 teaspoon ground cinnamon 1/2 teaspoon kosher salt 1/3 cup canola oil, chilled 3/4 cup sugar 1 large egg, cold Cream Cheese Frosting: 2/3 cup confectioners’ sugar 4 tablespoons reduced-fat cream cheese 1/2-1 teaspoon vanilla extract Heat oven to 350 F. Drop paper liners into 12-cavity muffin pan. Working knife up and down in measuring cup, coarsely chop beets. Place beets in blender, add 1/4 cup buttermilk and blend until beets are finely chopped. Add remaining buttermilk, vinegar and vanilla and blend to puree. Set beet mixture aside. In small bowl, combine flour, 6 tablespoons cocoa, baking powder, baking soda, cinnamon and salt, and set aside. In medium bowl, combine oil and sugar. With hand mixer on medium speed, mix until sugar is evenly moistened. Add cold egg and beat on high until mixture resembles

mayonnaise and sugar is almost com­pletely dissolved, 90 seconds. Add beet mixture and beat until combined. Sift dry ingredients into bowl and mix, either on low speed or by hand until combined with wet ingredients. Divide batter evenly among lined muffin cups, filling them about twothirds full. Bake cupcakes 28-30 minutes, or until tops feel springy. Immediately transfer cupcakes to wire rack and cool completely before frosting. Ice cupcakes, using about 1 table­spoon frosting for each. Place remain­ing cocoa in strainer and sprinkle over frosted cupcakes. If desired, let cupcakes sit at room temperature to allow frosting to set, about 2 hours. Note: Frosted cupcakes can sit at room temperature for up to 12 hours. To make Cream Cheese Frosting: In small bowl, work sugar and cream cheese together with wooden spoon or hand mixer until combined. Mix in vanilla. Note: Frosting is best when refrig­ erated 8 hours or overnight, loosely covered, before using. It keeps in refrigerator 5 days.
