The Drones Are Coming! Written by Josh Newby We see them on television
delivering air strikes, we see them at events with mounted cameras, we see children playing with them in our neighborhoods. These Unmanned Aerial Systems (UAS), or drones as they are more colloquially known, are fast becoming a fact of life not only in the world, but in Northwest Florida, as well. Decreasing costs have led to their ubiquity, their ease of use has created an entire hobbyist subculture, and their multitude of applications are transforming the business model of many local industries. Among these applications are aerial photography and video, building and construction inspections, agricultural inspections, storm damage assessment, aerial site surveys, 3D mapping, wildlife migration tracking, search and rescue, and more. While there are still grey areas from a legislative and regulatory standpoint, most commercial drone use requires an FAA 333 Exemption. As an example of just how much the drone industry has exploded in Northwest Florida, there was just one such exemption in the area just a few years ago; today, there are 25. Drones are not just revolutionizing the business world, either.
More than 800,000 drones were sold for hobby usage this past holiday season. Many casualuse UASs can be purchased for less than $250, while most commercial-application pieces are available for under $1,000. One of the first organizations to exploit this new market in Northwest Florida was Pelican Drones. They are FAA-certified and are setting the pace for many competitors also hoping to break into this brave new world. “We saw a market that could benefit from visual storytelling and decided to help tell that story,” said Alan Gray, co-owner of Pelican Drones. “We started with real estate and boat photography and people were blown away. If you live here, you may think this is the most gorgeous place on earth, but trust me: you don’t know just how beautiful it is until you see it from the air.” Gray and fellow co-owner Chris Tonn quickly realized how much this might change a variety of businesses in the region. They were the first between Tallahassee and New Orleans to procure a commercial license for drone use. “When you get up in the sky with a 5K or 1080p camera, the amount of clarity is astounding,” said Tonn. “You can see specific
landscape breaks, you can see depth changes under the water; essentially, you can show people something they’ve seen a million times, but from a perspective they’ve never seen before.” Gray and Tonn have integrat-
400 feet, or within five miles of an airport, or at night. Commercial and hobby drone-enthusiasts are also not allowed to fly above people or above national parks, or fly without a spotter in urban areas. The drone weight
some competitive racing drones can fly over 100 mph. That means the UAS can fly in winds of about that speed, making storm-time emergency delivery that much more viable. While battery life is still a concern
Spring break on Perdido Bay, photo courtesy of Pelican Drones. ed their drone-flying acumen with technology that already exists in areas outside photography. From the comfort of the ground, they can pilot a quadcopter drone over terrain, the camera can take multiple photos and stitch them together to create a 3D model complete with height and texture. A pilot and assistant can deliver life-saving blood, defibrillation equipment or medicine to storm-stricken areas where crews may be unable to drive to and helicopters may be ill-equipped to reach. A lifeguard can pilot a buoy or flotation device out to someone who is drowning offshore. Someone deep in the wilderness who is bitten by a poisonous snake can order an emergency anti-venom transport. A delivery service can bring you, via drone, an item you ordered just moments ago, as long as you have an RFIDlanding pad and obstruction-free airspace. Drones are already changing the world. Fortunately, there are a number of safety measures in place to ensure against widespread destruction or invasion of privacy. It is illegal to fly a drone above
plus payload and fuel must also not exceed 55 pounds. Many of these regulations are built into the drone’s firmware. Every device comes equipped with GPS monitoring and a computer that is programmed to not fly where it is not allowed. This computer also compels the device to fly “home” when the battery is too low or conditions are averse to flying. The software is adaptive, too. If a signal is lost, the drone automatically returns home. If the drone senses a low-flying priority vehicle, like a medevac helicopter, it knows to avoid that airspace. “The industry is really regulating themselves through advanced software and geo-fencing,” said Gray. Pelican Drones and other commercial drone companies can sometimes skirt these restrictions by shooting national parks and people from an oblique angle, or requesting an FAA exemption if they are under contract to monitor something that would be otherwise restricted. Right now, most drones fly between 30 and 60 mph, though
for many devices (most batteries last just 17 to 22 minutes in perfect flying condition), much headway has been made to give them a longer lifespan. Drones operate in an extremely complicated yet seamless way. Much like a helicopter, drones generate lift by using rotors to transfer above air beneath them. With multiple rotors, UASs can achieve stability and a system of fail-safes to ensure safety, ease of operation and smooth flying. Controllers, which often come in the form of app-installed iPads, communicate with the drone via 2.4 gigahertz radio waves. Drones are installed with a variety of orientation equipment, including a downward-facing sonar that bounces sound waves off the ground to vertically acclimate itself. The world of drones is a new and exciting one, to be sure, and one that is not without concerns of safety and privacy. Fortunately, the companies that manufacture these life-changing devices are doing all they can to placate fears and guarantee that this new innovation improves our lives instead of destroying them

APPLICATION DEADLINE EXTENDED FOR FLORIDA’S FIRST DISTRICT COURT OF APPEAL The application deadline for a vacancy in First District Court of Appeal has been extended to noon on Friday, March 25, 2016. First District Court of Appeal Judge R. V. Swanson has announced that he will be stepping down from his position on the Court, creating a vacancy. The First District Court of Appeal Judicial Nominating Commission has been asked to provide Gov. Rick Scott with nominees on or before April 5, 2016. The JNC received few applications by the prior deadline, which leads the commission to believe there may have been insufficient notice of the vacancy and application deadline. This deadline extension should not be interpreted as a reflection on the current applicants; rather, it is a reflection of the desire of the JNC to overcome any possibility that notice of the vacancy and deadline was insufficient and to be able to consider as many qualified applicants as possible.
Qualifications of Applications: Applications submitted after the deadline WILL NOT BE CONSIDERED. All applicants must have been members of The Florida Bar for at least 10 years, and must be electors of the state of Florida and residents of the First District before taking office.
Instructions for Submission: 1.) Pensacola Opera Presents Jake Heggie’s Out of Darkness Pensacola Opera is pleased to present Jake Heggie’s Out of Darkness, an opera in three parts in remembrance of the Holocaust on Thursday, March 31 through Saturday, April 2 at 7:30 pm and Sunday, April 3 at 2 pm at the Pensacola Opera Center. Tickets are $35 for opening night (includes reception) and $25 for the remaining performances. Tickets can be purchased by calling (850) 433-6737 or ordering online at pensacolaopera.com. In Out of Darkness, composer Jake Heggie and Librettist Gene Scheer convey the vastness of the Holocaust’s scope through emotionally rich portraits of those caught in its grasp. The three powerfully raw works that comprise Out of Darkness are based upon the recollections and poetry of Auschwitz survivor Krystyna Zywulska, offering compelling musical witness to survival in the face of unimaginable adversity. Another Sunrise tells the amazing story of Krystyna Zywulska who, after being captured as a member of the Polish resistance, created poems and songs that circulated secretly and became anthems of defiance among her fellow prisoners. Farewell, Auschwitz adapts Krystyna’s lyrics, with their exhortations to preserve a sense of humanity in a place defined by inhuman behavior. For a Look or a Touch illuminates Nazi persecution of homosexuals, informing historical realities through an intensely in-

The City of Milton Parks and Recreation Department is preparing for the second year of the Riverwalk Market along the Blackwater River and there are vendor spots still available for the market set to open on April 8. Plans are to reopen the market area on April 8 from 6 to 9 pm, and every Friday night from April through June. The purpose of the Riverwalk Market is to allow area vendors to show off their wares and make them available for purchase by the public. “This will be a great opportunity for people to market their fresh produce, art, baked goods, hand-crafted jewelry, candles, and many other wares,” said Milton Parks Department Special Events Coordinator Kyle Kemp. “What makes this an even more attractive event for vendors is the fact it will coincide
with Bands on the Blackwater. Bands on the Blackwater will be just to the south of the vendor area, which will give shoppers the opportunity to visit the booths as well as enjoy the live concerts downtown.” Kemp is currently talking with those who are interested in being a part of the second year Riverwalk Market and providing them with information on booth spaces and other rules regarding the market. To aid Kemp, the Milton Parks Department has a Facebook page for the Riverwalk Market. On this site you can stay up to date on information regarding the Riverwalk Market as we near the date the market is expected to open. For more information you can contact the Guy Thompson Community Center at 850-983-5466, or email Kemp at kyle.kemp@ci.milton.fl.us.

GAETZ THUNDERS INTO CONGRESSIONAL RACE by Dara Kam the News Service of Florida Tying himself to Republican presidential frontrunner Donald Trump’s coattails, state Rep. Matt Gaetz announced his candidacy Monday for an open Panhandle congressional seat with an announcement blasting illegal immigrants, Muslim terrorists and the national debt. Gaetz, a Fort Walton Beach Republican elected to the state House in 2010, had been in a heated contest for a state Senate seat held by his father, Don, a former Senate president forced out of office this fall due to term limits. “Washington’s failures have left the American people with trillions in debt, illegal immigrants sucking us dry, and attacks from Muslim terrorists rising. While I planned to continue serving in the Florida Legislature, the fights we must win to save this country are in Washington. Our Constitution is being ignored, our veterans have been abandoned, and our 2nd Amendment rights are under attack,” the younger Gaetz said in a statement Monday announcing his candidacy. Gaetz’s entrance into the race makes him the first out of the gate in what could be a bare-knuckle Republican primary contest to replace U.S. Rep. Jeff Miller, who recently announced he will not seek re-election to the District 1 seat he has held for 15 years. Other pos-
sible contenders included state Sen. Greg Evers, Escambia County Supervisor of Elections David Stafford and Pensacola Mayor Ashton Hayward. But Monday, Stafford issued a statement saying he intends to stay on the sidelines, at least for now. “After considerable thought and prayer, I’ve decided to forgo the race at this time. I have tremendous confidence in the voters in Escambia County and Northwest Florida and have faith they will choose our next member of Congress wisely. As supervisor of elections, I look forward to continuing to do my part to ensure all voters have the opportunity to make their voices heard,” said Stafford, who previously served as chief of staff to Joe Scarborough during the MSNBC talk show host’s stint in Congress. Evers said he intends to make an announcement regarding the race early next week. “If I do run, it’s because I believe it’s where I can be the most effective service to my constituents, and not because I’m in a rush to enter the political fray in order to gain some sort of purely political, strategic advantage,” Evers, R-Baker, said in a telephone interview during his first visit to the nation’s capital on Monday. “I really believe these are serious times, extremely serious times. I intend to conduct myself accordingly. That requires that I do lots of prayer and research.
That’s the reason I’m in Washington. And it was very humbling,” he said. “Our country is in a serious state of affairs right now. We have to have a leader that’s going to stand up for the Panhandle. I’ve done that at the state level, but I want to be sure that I’m the right person to do that in Washington.” The Northwest Florida district --- one of the state’s most conservative --- abuts the Alabama border and spans Escambia, Okaloosa, Santa Rosa and Walton counties and includes most of Holmes County. The winner of the GOP primary is almost certain to go to Washington, and a match-up between Gaetz and Evers could result in the type of political slugfest that the Panhandle is known for. “There’s a certain grit to the politicians that we produce. That’s almost out of a necessity. Those conservative values of hard work and play hard and leave everything on the field shows up in our politics,” said Steve Southerland, a former congressman from neighboring District 2, who served two terms in office before being ousted by Democrat Gwen Graham in 2014. During his tenure in the state House, Gaetz, a sharp-tongued lawyer, earned a reputation for his oratory skills and for being willing, if not eager, to take on high-profile, often controversial issues, including medical marijuana and gun rights. He
was also renowned for his blistering attacks on ideological --- and political --opponents. “I’ve never won any awards in Tallahassee for political correctness, but I tell the truth,” Gaetz said in a telephone interview Monday. “I have a six-year record. I am who I am. In Tallahassee, people have told me that my style is sharp and that I ought to be more politically correct with my rhetoric. But I only know one way to serve and one way to talk, and that is to tell the truth.” The 33-year-old’s campaign announcement Monday was accompanied by a video posted from his Twitter account --- with more than 7,000 followers, Gaetz is one of Florida’s more popular state legislators on the site --- featuring the hashtags #FightWashington and #RestoreAmerica. Gaetz’s announcement touted his conservative creds, while also referencing Trump, the billionaire real-estate and entertainment-industry magnate who handily won every county in the congressional district in Florida’s presidential primary election last week. “When Donald Trump is president, Northwest Florida’s voice in Con-
gress must ring loud and clear for bold, conservative reform. Mine will. Whether it was banning Obamacare-funded abortions, blocking attempts to repeal Stand Your Ground, cutting taxes by over $1 Billion, or supporting military families, I’ve been an effective leader in the Florida House. I’m ready to fight and win for Northwest Florida in Congress,” he said in the statement. But Gaetz’s alignment with Trump cost him the support of at least one Republican --- operative and lobbyist J.M. “Mac” Stipanovich, who lives in the district. Stipanovich said that he and his lobbying firm have always backed Gaetz in his previous political endeavors, including the state Senate race. But Gaetz’s endorsement of the presidential frontrunner is a deal breaker for Stipanovich. “Based on the returns in the Alabama, Georgia and Florida primaries, it’s quite probable that you cannot win a Republican primary without being a Trump supporter. But that doesn’t make you right. That just makes you ambitious,” Stipanovich said. “I recognize the nature of politics. I recognize the nature of political expediency. But there are limits
to everything. We’re talking about the fundamental structure of the United States, and expediency does not cross that line. This (Trump) is a bad man. He is a racist. He’s a xenophobe. He’s a misogynist. He’s a nativist. He’s a hyper-nationalist. He’s an authoritarian. He’s a liberal. He’s not a conservative. And it is not OK to be for Donald Trump.” Gaetz’s exit from the Senate race leaves Bay County Commissioner George Gainer, who dumped $500,000 of his own money into his campaign and could now become a virtual shoe-in for the post. As of Monday, no other candidates had registered for the seat, according to the state Division of Elections website. “George is one of us. George’s family is one of us. Our family has lived in the district for 200 years, and the Gainer family has been there longer than our family. So when you’re talking about founding families of our area, the Gainer family is one of those,” said Southerland, a lobbyist with Capital Hill Consulting who is backing Gainer in the Senate race. “He’s a good man and he’s honest. He will be a breath of fresh air.”

Remove from heat and let cool. To serve, remove rim of pan from cheesecake. Place cheesecake on large round serving plate. Place glazed pecans flat on top of cheesecake, starting at outer edges and ending in center. Spoon or pour praline topping evenly over top of cheesecake.
