BY DAWN GRESKO The low-down on our local recycling programs and how to do your part to keep Pensacola’s green and clean initiative going Reduce, reuse, recycle: Pensacola is all about following the three Rs of the environment, especially when it means limiting the negative impacts of waste on our communal home and garden. Since 2009, the City of Pensacola’s implementation of its recycling program coupled with the recycling services provided by the Emerald Coast Utilities Authority (ECUA) has been the answer to the community’s call for a greener initiative when it came to disposal of recyclable materials. But, now, residents are asking: what items should actually go in my recycling bin? Where do the recyclables go? To answer these questions and more, Pensacola Magazine reached out to the ECUA and City of Pensacola’s Sanitation Services and Fleet Management Department to learn more about how our local recycling programs operate and how we can do our part to ensure a greener and cleaner horizon for Pensacola. Depending on where you live in Pensacola, you might have noticed your recycling bin has either an ECUA or City of Pensacola logo. This is because the City of Pensacola’s four recycling routes extend to the city limit of Pensacola, while the ECUA’s services pickup where the City leaves off— covering the remaining Escambia County residential areas, as well as those in Santa Rosa County. Chances are if you live downtown, the City handles your recyclables, while if you fall outside the city limit in areas like Ferry Pass and Brent, your recycling is handled by the ECUA. However, ECUA is also in the middle of a negotiation to accept recyclables from Okaloosa and possibly other counties in the region, too. Out of the 800 tons of waste per day produced by Escambia County alone, between 40 to 50 percent of that waste is recyclable when using traditional recycling methods.

The statistical goal for the City’s recycling program was to recycle at least 20 percent of waste that would normally go into traditional garbage and be sent to a landfill. The good news is the City achieved the goal for its program, reaching a 25 percent recycling diversion rate in 2015. The City saves roughly $130,000 in annual disposal costs by diverting materials to be recycled. If the City didn’t provide a recycling service, the cost of sending recyclables to the landfill would cost $45.06 per ton. The recyclables collected by the City are sent to Tarpon Paper in Loxley, Ala., a privately operated recyclables processor that is responsible for sorting and marketing all materials collected. Of the 4,806 tons of recyclables collected by the City in 2015, 10 percent (about 500 tons) were contaminates, otherwise called non-recyclables. If non-recyclable items are collected in recycling carts, they must be sorted out and sent to a landfill, which hurts the processor by further increasing operation and disposal costs. “The goal of the City’s recycling program is to provide customers with a convenient way of recycling much of their household waste,” explained Jerry Moore, director of the City’s Sanitation Services and Fleet Management Department. “However, using recycling carts for garbage disposal not only hurts the program, but can eventually cost all customers more money in processing fees and additional disposal costs.” As of now, the City is able to provide recycling services at no added cost to citizens, since the implementation of the curbside recycling program was done in unison with changing garbage collection from twice to only once weekly. Other than the purchase of recycling carts, there was minimal added cost to the City since the same number of trucks and manpower were (and continue to be) used for the recycling program. The recyclable materials accepted by the City’s program in-

clude plastics with labels 1-2, old corrugated containers (OCC) like cardboard boxes, mixed paper including old magazines, and some metals like aluminum. Since Tarpon Paper doesn’t have a viable marketplace in the region to sell glass, or plastics with labels 3-7, the City does not accept these materials. Furthermore, the glass is problematic for a mixed recycling operation like the City’s collection system, since broken glass comingles with other recyclables, often hindering the recovery and marketability of the other recyclable paper products. On the other hand, the ECUA’s recycling program does accept glass and mixed 3-7 plastics. This is because the ECUA was able to dispose of the materials by sending them to three privately operated recyclables processors, including the Infinitus Renewable Energy Plant (IREP) in Montgomery, Ala. Unfortunately, as a result of downturns in the recyclables

missioners launched a $10.4 million Interim Materials Recycling Facility (IMRF) project to meet the recycling needs of the community and maintain reasonable costs for the consumer. The IMRF is a 53,460 squarefoot facility that will be covered in the same type of PVC-like fabric used for airplane hangars like those on NAS Pensacola. The facility is located adjacent to the Perdido Landfill in Cantonment, Fla. Construction of the IMRF began in January 2016 and completion of the facility is expected in September 2016. The building process involved multiple parties: while Brown Construction completed site work and laying down the foundation and structure of the facility, Big Top Inc. provided the fabric for the roof of the building, and Bulk Handling Systems created the unique sorting system inside the IMRF. The 25 TPH sorting system from Bulk Handling Systems has multiple screens for separating fines from paper and containers, sorting lines and separators, an optical sorter for plastic separa-

recyclable materials already separated at the source, and “dirty” MRFs, also called mixed waster processing systems, which would sort single stream recyclables along with household garbage. For now, the IMRF will be a clean MRF. However, the project is referred as an “IMRF,” or “interim” MRF, because the ECUA and Escambia County are in negotiations with a vendor regarding the possibility of constructing a dirty MRF. Should the project for the dirty MRF move forward, the IMRF would be the temporary, or “interim,” processing facility for recyclables until the dirty MRF could be permitted and constructed. But, by all means, the IMRF would not go to waste. If the dirty MRF were to proceed in construction, then all equipment and materials from the IMRF would be incorporated into the permanent dirty MRF. “The ECUA realized its customers view recycling as a necessary and environmentally beneficial service,” said Randy Rudd, deputy executive director of Shared Services. “A

Appleyard Storytelling Cottage The University of West Florida Historic Trust and Apple Corps Foundation will present the Appleyard Storytelling Cottage, an exhibit featuring Pensacola’s premier storyteller, John Appleyard, starting this month at the McMillan House in Historic Pensacola Village. The exhibit will feature many of Appleyard’s stories and will celebrate his numerous contributions to the community. He worked with Cox Communications to record 51 different stories, some featuring one 15-minute episode and some including multiple episodes and lasting as long as 90 minutes. Each story will be available as a part of the exhibit. “Pensacola as a community has so many various story opportunities,” explained Appleyard. “It’s almost impossible to get an immediate grasp on what is here to be seen and understood. Visitors will be able to scan a list of titles and select an episode, and each one tells a story unto itself.” Appleyard has published more than 100

As a single mother of two daughters, and sometimes a caretaker for her siblings, Donna Snowden knows what it’s like to work hard. Although she’s employed, she has never really had a place to call her own. When the opportunity came to buy her own home through Habitat for Humanity in 2015, she grabbed a hammer and went to work. “They had to work on the purchase,” remembered Katin Davis, a Habitat for Humanity volunteer. “They had to give 300 hours, but not necessarily only to this house. They had to put sweat equity into this home and the homes of others.” Snowden attended finance, home maintenance, nutrition, and how-to-bea-good-neighbor classes to qualify for

books, including histories of prominent local families, novels and non-fiction works detailing the area’s rich history, and a series of more than 100 mysteries involving two 1900s-era Pensacola policemen. His work also includes the plays, “The Second Great Document” and “The Third Great Document,” along with numerous radio reenactments and plays focusing on local and regional history. “We are eager to celebrate the seed of storytelling that Appleyard has planted for future generations,” said Rob Overton, executive director of the UWF Historic Trust. “From sweeping panoramic overviews down to the smallest details that bring stories to life, it is our hope that this place will be an enduring home for the stories of Pensacola.” The McMillan House is located at 213 E Zaragoza St. in Historic Pensacola Village. Not only was I giving a gift, I learned so much about construction.” Snowden’s dream of owning her own home was made a reality with the help of Pensacola Women Build, a community event that empowers women to help build a Habitat for Humanity home. Last year, 111 women took part, assisting with construction and raising nearly $72,000 for the project. It was their second time hosting the event and recruitment is now underway for this year. “At Pensacola Habitat, 82 percent of our homeowners are single moms,” said Nancy Wolfe, a director at Pensacola Habitat for Humanity. “Through our Women Build campaign we raise awareness around the issue of affordable housing, an issue that impacts a

The Greater Pensacola Chamber announced that it will fight the spike in workers’ compensation rates that will take place this summer. As a result of a recent Florida Supreme Court ruling, workers’ compensation rates in Florida are scheduled to rise by 17.1 percent on August 1. “We surveyed our Chamber membership and found that our local business community is adamantly opposed to this workers’ compensation rate hike,”

stated Greater Pensacola Chamber Board Chairman Gary Bembry. “We also heard loud and clear that our membership wants the Chamber to join the fight in finding a solution to this onerous rate increase.” Eighty-seven percent of respondents to the Greater Pensacola Chamber’s membership survey said this rise in workers’ compensation rates will have a negative impact on their business, and 97 percent of survey

I would encourage people to participate because this is a ‘donation’ like no other. It is so much more than writing a check. GAY LEADERS AFTER MASSACRE: ‘TEARS ARE NOT ENOUGH’ By DARA KAM THE NEWS SERVICE OF FLORIDA Walking through a Chicago airport on Sunday, it wasn’t merely the horrific massacre of 49 clubgoers at a gay bar in Orlando earlier that morning that reduced Christian Ulvert to tears. It was how he heard a couple of fellow travelers characterizing the event. “They said it was such a tragic event, but at least it wasn’t a school where children were, it was a club where gays hung out,” Ulvert, a gay Democratic political consultant told The News Service of Florida in a telephone interview Monday. “That was a very painful moment. It was very hard to hold back the tears.” The shooting deaths of 49 people, many of them Hispanic, at Pulse, a popular gay nightclub in downtown Orlando, has sparked outrage, grief and a global outpouring of support for the LGBT community. Federal authorities say gunman Omar Mateen, 29, acted alone, but, in the words of President Barack Obama, was “radicalized” by Islamic terrorists via the internet. In the short time since the event, much of the analysis has focused on

Mateen’s links with terrorists. But while reeling from the worst mass shooting in the nation’s history, many LGBT people throughout Florida, and the nation, feel they’re being ignored. “I think it’s pretty much gone viral that our political leaders not only in Florida but throughout the country need to say the words that this was an attack on our gay community,” said Ulvert, a Miami resident who has been married to his husband, Carlos Andrade, for three years. “You have to say those words.” Speaking to reporters at the White House on Sunday, Obama called the tragedy that brutalized Orlando “an act of terror and an act of hate” that was “especially heartbreaking for all of our friends … who are lesbian, gay, bisexual or transgender.” In his remarks to the media, Gov. Rick Scott has talked about terrorism and expressed sorrow for the victims and their families. But he has avoided references to the gay or LGBT component of the attack. “This is clearly an attack on the LGBTQ community. It was clearly an attack on Latinos as well. A supermajority of the victims that have been named

so far are young Latino men, most of them LGBTQ,” said Carlos Guillermo Smith, governmental affairs director for Equality Florida, a gay-rights advocacy group. “We have to remember that it is an attack on our community, which we have to call out for what it is— an anti-gay, anti-Latino, disgusting act of terror and hate,” Smith, a Democrat running for the state House in Orlando, said in a telephone interview. The timing of Sunday’s attack—duringaLGBT Pride month—was especially heart-wrenching. On a June night in 1969, habitues of the Stonewall Inn—an integral component in New York City’s gay community—fought back during a police raid, in an event widely believed to have given birth to the gay liberation movement. Since then, gay nightclubs like Pulse, the scene of Sunday’s bloodbath, have been considered safe havens for LGBT patrons. “These types of places, they’re the gathering spots for gay people. It is where we can be ourselves. We can go have a good time and be away from the critical eye of society and be out and open and free. The clubs have always been a

really important part of our culture,” said Susan Gage, a gay activist who lives in Tallahassee. Gays in Florida—and the nation—have racked up victories in the courtroom in recent years. Same-sex marriage has been legal in Florida for more than a year, and gay couples are now permitted to legally adopt children. But the reaction to Sunday’s attack, for many, is seen as a step backward, especially after reports that Mateen’s father said his son was enraged after witnessing two men kissing in Miami. “Our work to change hearts and minds needs to continue in a more aggressive way because that’s the only we overcome the hate,” said Ulvert, who described news of Sunday’s historic massacre as being like “a punch in the gut.” Jim Brenner, who was

one of the plaintiffs in a successful challenge to Florida’s prohibition on same-sex marriage, is focused on pushing for a ban on assault weapons, but he is also concerned that the hate-crime component of the Orlando mass murder is being downplayed. “Tears are not enough anymore. We have got to stand up and make it known that we are going to make this stop. If we have to march through hell itself, we are going to make this stop. We’re not a bunch of wimps that are going to go like lambs to the slaughter. This is not going to happen anymore,” Brenner, a Tallahassee resident, said. Many gay leaders also view Sunday’s tragedy as an opportunity to strengthen the community. “That’s the thing that this whole episode is never going to take away from the gay community. We

pull together and then we become even more of a juggernaut,” said Gage. “We’ve been hurt. We are crying. We are in pain. But we’re not backing down.” Gage is a longtime member of Mickey Faust, a community theater group she said has been a “haven” for LGBT locals in the Tallahassee area. The troupe’s Friday show will go on, Gage said. Ulvert favored a sort of “turn the other cheek” approach, despite hateful comments he said he viewed on social media accusing gays of being punished for their lifestyle. “Our community has to be resilient and not show hate with hate, instead stick to what we’ve been doing, which is love will conquer,” he said. “It’s challenging, though, when you do go online and you see people commenting. I’ve stopped looking.”

Add in beef cubes and toss to evenly coat. Cover and leave in fridge to marinate at least 30 minutes, or as long as overnight. Soak skewers in water. Heat broiler or grill to medium-high heat. Before cooking beef, mix remaining chili powder, remaining soy sauce, 2 teaspoons brown sugar, onion, coconut milk and peanut butter in saucepan. Stir sauce frequently over medium heat until simmering. Cover and remove from heat, but keep warm. Thread beef cubes on skewers. Add your favorite vegetables to skewers prior to cooking, if desired. Broil or grill kabobs. Set broiler pan so surface of beef is 3-4 inches from heat. Broil 7-9 minutes on high heat, turning once, for medium rare to rare. If grilling, heat grill to medium-high heat and grill about 7-10 minutes. Serve with warm peanut dipping sauce.

1 pound ripe firm peaches, pitted and cut into 1/2-inch pieces 2 medium plum tomatoes, seeded and chopped 3 ounces lightly salted dry roasted peanuts 1/3 cup chopped white onion 1/2 jalapeno pepper, seeded and finely chopped 2 tablespoons lime juice 2 tablespoons chopped cilantro 1/4 teaspoon salt In bowl, combine peaches, tomatoes, peanuts, onion, jalapeno, lime juice, cilantro and salt. Mix well and let stand at least 30 minutes before serving.
