E a r learning Playground coming to Downtown Pensacola By WILL ISERN

More than 250 years ago, Spanish forces built a series of structures in downtown Pensacola behind the present day T. T. Wentworth Museum. When the British took control of Pensacola in 1763, they expanded the site to serve as the headquarters for their commanding officer. When the Spanish took it back, they made it their military administrative center. When Andrew Jackson took control of Florida in 1821, he did it from the site. Today, the University of West Florida is nearing realization of a vision to transform the site into an educational plaza linking Palafox Street with Historic Pensacola.

The project is part of the UWF Historic Trust’s Interpretative Master Plan, which was announced in Fall 2015. Remnants of the old buildings, including a foundation and remains of a brick oven, can still be seen at the site. The Historic Trust has already completed installation of the main exhibit, called the Commanding Officer’s Compound, including large informational panels and ground markings that outline different parts of the old structure and depict which por-

tions were built by Spanish, British and American forces. Soon to be completed are an early learning playground, rose garden and storytelling circle. The early learning playground was made possible thanks to a $150,000 grant from Quint and Rishi Studer, and will be similar to the playground at the Studer’s Brew Thru coffee shop on Main Street. The rose garden and storytelling circle are being funded by a $107,000 grant from IMPACT 100 Pensacola. The garden is

being installed where historic maps of the British fort show a garden used to be. Robert Overton, president of the Historic Trust, said the new plaza is about linking the past with the present. “This gives us a place to help better interpret the archeological resources that are at our feet and relate them to what’s around us,” Overton said. The Historic Trust manages many historic properties throughout downtown Pensacola, including the T.T. Wentworth Museum, Historic Village and Barkley House. “This adds another green space between Plaza Ferdinand and Seville Square and it will more tightly marry the Wentworth, the Children’s

Museum and Museum of Commerce with the rest of our operation in Historic Pensacola,” Overton said. The early learning playground will be themed around the lumber and shipping industries that were the driving force of Pensacola’s early development. Funding the playground aligns with the Studer Community Institute’s mission of making Pensacola the nation’s first Early Learning City. The Historic Trust held a naming contest for the new playground, though the winning name has not yet been announced. “Their vision is to incorporate early learning into public spaces in order to enhance childhood education and community advocacy,” said

UFW Vice President for University Advancement Howard Reddy. The site will also feature an education pavilion capable of seating up to 300 people, which will be available to local teachers and school children as an outdoor classroom. Already, the site has served as an outdoor exhibition for local art. The outdoor murals created as part of the CUBED project during Foo Foo Fest in 2017 have since been housed on Museum Plaza’s lawn. Overton said he foresees the lawn becoming a regular exhibition space for other largescale art installations. Overton said he hopes to see final construction of the playground and rose garden completed by June.

The IOLTA funding, based upon interest rates, through the Florida Bar Foundation has decreased from $724,000 in 2008 to $0.00 in 2018. In the past year (2017} we were able to complete 3,073 cases with expenditures of $593,470. With your help we will continue doing everything within our power to provide the high quality legal assistance to the members of our community having legal needs. In an attempt to decrease the confusion between the two legal service programs in our area with very similar names, we began doing business as EMERALD COAST LEGAL AID effective June 01, 2015. Take Stock in Children of Escambia State Road 87 Landscaping Project Awards $300,000 in Scholarships Breaks Ground Take Stock in Children and the Escambia County Public Schools Foundation awarded $300,000 in scholarships at the May 29 “Graduation and Unsung Hero Celebration” at Skopelos at New World. Sponsored by Cox Communications and the Studer Family Children’s Hospital at Sacred Heart, the event honored 21 graduating seniors who received four-year tuition scholarships and a laptop computer. Also recognized were the volunteer mentors of who have met weekly with their student. Students receive college scholarships, caring volunteer mentors, college readiness skills and hope for a better life. Students are selected through a

need-based application process in middle school, and comprehensive services continue through high school and include the students’ transition into college. Each student is matched with a volunteer mentor who meets with the student weekly at school. Scholarships are funded through a unique public-private fundraising model in which local scholarship donations are matched by the Florida Prepaid College Foundation when scholarships are purchased each year. Laptops were donated through a program coordinated by Paul Snider Jr. and started by Nick and Nathan Gupta. Big Brothers Big Sisters launches license plate campaign Big Brothers Big Sisters of Northwest Florida is partnering with the Escambia County Tax Collector’s Office to promote the sale of their specialty license plate. A portion of the proceeds for each sale will be donated to the agency. Big Brothers Big Sisters of Northwest Florida matches at-risk youth with caring adult mentors. The mentors, also called Bigs, provide their mentees, called Littles, with both emotional support and schoolwork assistance. The program reaches beyond improving grades – it also improves life outcomes. Last year, of all the Littles matched six months or longer, 97 percent remained crime free and 88 percent maintained or improved their school attendance. In Escambia County, there are currently more than 250 active matches. “It costs about $3 a day to support each match,” Big Brothers Big Sisters of Northwest Florida President and CEO Paula Shell said. “One way the

community can help offset these costs is to purchase our license plate. A portion of the proceeds come to the agency and help us support matches and perform vital duties like background screenings, volunteer recruitment, and training.” “The purchase of a Big Brothers Big Sisters specialty license plate is an investment in our community and the ability of a child to succeed in life,” Escambia County Tax Collector Scott Lunsford said. Big Brothers Big Sisters of Northwest Florida has been the area’s leader in one-to-one mentoring for 29 years by serving children ages 6 to 18. Our mission is to provide children facing adversity with strong and enduring, oneto-one relationships that change their lives for the better, forever. Last year, Big Brothers Big Sisters of Northwest Florida served 616 children in Northwest Florida.

Santa Rosa County has broken ground on a landscape beautification project for State Road 87 in Navarre to enhance the heart of Navarre tourism corridor for visitors and residents alike. The task area encompasses two sections of State Road 87, from U.S Highway 98 north to Laredo St. and East Bay Blvd. north to River Rd. Work has begun on the installation of an irrigation system. Irrigation work will take approximately six weeks with planting scheduled for July. The landscaping design includes perennial peanut as groundcover as well as added landscape beds featuring crepe myrtles,

The Escambia County School District’s Social Studies Department, in conjunction with the local social studies council (EACSS), are proud to announce the 2017/2018 Social Studies Teachers of the Year. Each recipient was nominated by their school for their outstanding work in Social Studies education. The ECSD social studies teachers of the year are: • Bonny Shiflett, Lipscomb Elementary School • Nichole Beckius, Bailey Middle School • Robin Blalock, Tate High School “Mrs. Shiflett brings history to life for her students through reading The Adventures of Rush Revere book series,” Lipscomb Elementary School’s Principal Susan Sanders said. “She has correlated many Social Studies standards, as well as ELA (English and Language Arts) standards, directly with the content of these books. She has instilled a true love for history with each of her students! She has also been instrumental in gaining many resources for our school, as well as the school district. Her passion for teaching social studies is contagious. When asked if she would train other teachers in our district, she willingly accepted. 39th Chip Boes Basketball Camp The 39th Chip Boes Championship Basketball Camp, hosted by the City of Pensacola Department of Parks and Recreation Sports Specialty Summer Camp Program, will conduct three fun filled sessions for boys and girls ages 7 to 13 this summer. Blue Morning Gallery Announces Monthly Spotlight on Art

The Spotlight on Art this month is Nature of Art and features the art of Mark Schmitt – Tile Art; Carol Loethen – Painting and Marianne Arroyo – Painting. The spotlight will run through June 30. Arroyo finds inspiration in the glimpses of everyday life around her. Inspiration can come from seeing patterns in nature, or how light hits an object or casts shadows. Loethen’s artwork speaks to the soul and the eyes. Whether depicting portraiture, animals, or nature, her art work is uplifting and joyful and reflects her passion. Schmitt is only one of a handful of artists working in tile art. His unique art consisting of colorful tile and wood is recognizable by the precision cuts and spacing of tiles in his wall hangings, mirrors, clocks and tables. The next Spotlight on Art show is Projections: Perspectives in Photography and Pottery which features the exclusive, creations from award-winning Suzanne Tuzzeo, Photographer and Tammy Caspersen, Potter and runs July 1 through August 4. Color, shape, and abstract images pulled from reality all play to the photographic style of Tuzzeo. Projecting

her visual perspectives with the backdrop that people all see something different in the same scene or image, provides a wide variety of content and imagery in her photography. From raw clay to finished product, Caspersen follows steps established over the centuries by potters on every continent. In this show, she utilizes talents learned over the years to show her perspectives in pottery from the whimsical to the stylized reality of the Everglades. Throwing on the wheel, hand building techniques, sculpting, and the use of graffito all tell her stories. Blue Morning Gallery has moved back to its new and former location located at 21 S. Palafox. The gallery moved from what was formerly the Dollarhide Music location. Blue Morning Gallery has new Sunday hours. The gallery will now be open 11 a.m. to 6 p.m. every Sunday. Senior Chill Out to Help Elders Remain Safe and Cool this Summer The annual Senior Chill Out, a one-day donation drive to collect new air conditioners, fans and/or funds to help seniors beat the heat, will be held by Council on Aging of West Florida, WEAR ABC 3, WFGX 35, Cat Country 98.7, NewsRadio 1620 and Lowe’s Home Improvement June 15 at area Lowe’s stores (Fairfield Drive, Airport Boulevard and Nine Mile Road in Pensacola; Highway 98 in Gulf Breeze and Highway 90 in Pace) from 6 a.m. to 6:30 p.m. The community is encouraged to help seniors who experience dangerous health complications as a result of the stifling summer heat by donating ACs or fans. Monetary contributions are also appreciated. According to the Centers for Disease Control and Prevention, more people die from heat waves each year than from hurricanes, lightning, tornadoes, floods

and earthquakes combined. The elderly are particularly vulnerable to the adverse effects of excessive heat due to their body’s decreased ability to regulate temperature. They are also in potential peril because of medical conditions and prescription medicines that can impair their ability to feel hot or even perspire. “The Florida summer presents a unique challenge for our clients and other older citizens,” John Clark, President/ CEO of Council on Aging said. “Imagine having no relief in your home on those days that reach 90 or even a hundred degrees. It’s extremely uncomfortable and very dangerous. There’s really only one way to solve this problem: air conditioning. We provide that solution, thanks to our great community partners and donors.” Each year, hundreds of local elders are helped through the program. In 2017, Council on Aging

was able to assist more than 500 at-risk older people avoid the costly and hazardous effects of heat-related health complications. “It wasn’t unusual for the inside of my house to reach 90 degrees in the summer,” Mary Cunningham said, who despite having high blood pressure and asthma, has not had air conditioning since 1993. Until Council on Aging helped her in 2017, she worried the extreme temperatures would cause her condition to deteriorate even more. “My two grandbabies live with me, too, so I was worried about their health. Things are much better now. The window unit is small but it makes the summer much more comfortable.” Information on heat stress and heat stroke will be available at the event, as well as information on how our community’s vulnerable seniors can receive donated AC units and fans.

PRISON VISITATION CHANGES SPARK OUTCRY

By DARA KAM THE NEWS SERVICE OF FLORIDA TALLAHASSEE – Tearful, angry and resentful family members of Florida inmates pleaded Thursday with state corrections officials to abandon proposed changes to visitation rules that could cut in half the amount of time they are able to spend with locked-up loved ones. The Department of Corrections is proposing a change that would allow the agency to limit prison visits – which can now take place on Saturday and Sunday, in addition to holidays – to every other weekend. Under the proposed rule, changes to the “standard” visitation schedule would be implemented on a prison-by-prison basis and would be based on a variety of factors, such as staffing shortages and the amount of contraband being sneaked into the institutions. The proposal eased off an original plan, floated last month, which could have allowed corrections officials to impose the reduced visitation schedule throughout the prison system and reduce the current six-hour daily visitation period to two hours. But the modifications did not eliminate the concerns of dozens of people who urged corrections officials to drop the plan during a hearing about the proposed rule Thursday. “I really don’t want my visits or anyone’s visits to be taken,” 11-year-old Cody Calhoun told prison officials, say-

ing he “will be devastated” if the change goes into effect. “Why would you even take them away? I mean, they’re already having a bad enough time in prison. Why would you make it worse? Please. I need to see my dad on the weekends. … I love playing with him and it brings me closer to him.” Families and prison-reform experts pointed to research showing that faceto-face visits play a significant role in reducing recidivism and assisting ex-inmates to re-enter society when they are released. The critics also relied on studies showing that visitors are responsible for just a fraction of the illicit items, such as cigarettes and cell phones, brought into prisons. But Richard Comerford, assistant deputy secretary of institutions for the Department of Corrections, said those concerns, and others, were taken into consideration when corrections officials modified the proposed visitation changes, which would only go into effect if needed. “We’ll evaluate that visitation schedule based on institutional security, staffing, safety and security of the inmates, visitors and staff, the maximum capacity of these parks, the numbers of visitors and the frequency of contraband that’s introduced into our facilities,” he said. Lawmakers placed such a value on visitation that it is included in a state law, which says that “maintaining an inmate’s family and community relationships

through enhancing visitor services and programs and increasing the frequency and quality of the visits is an underutilized correctional resource that can improve an inmate’s behavior in the correctional facility and, upon an inmate’s release from a correctional facility, will help to reduce recidivism.” If there are barriers or deficiencies regarding visitation, the law also requires the corrections secretary to submit budget requests “identifying capital improvements, staffing, and programmatic needs necessary to improve the quality and frequency of family visits and the visitation program and services.” Prison officials are also responsible for “protecting society and citizens at large,” Department of Corrections lawyer Gregory Hill said at the onset of Thursday’s hearing. “It’s with these two competing goals that the department has to compose these rules, and that’s what the department’s strived to do in revising and revamping the rule that’s been presented and will be presented here today,” he said. But sharply reducing the time inmates can spend with their loved ones could put the public at risk, many of the speakers warned. Apart from committing more crimes when they are released, the reduction in visitation could lead inmates to riot, some cautioned. Heather Walker said her “baby brother” has served five years of a life sentence. “These visits are all that he has to look forward to. Decreasing them, taking them away, is no way going to help him,” a tearful Walker, who said she has another brother who is a corrections officer, said. “If this was your brother, this was your child, would you put these same standards into the law?” About 100 people showed up for the hearing, including several who said they were traveling more than 16 hours roundtrip to be able to speak. Jodi Chambers-Wilson, whose son is in prison, said even more family members would have appeared but for the reason she kept silent on prison-related matters for seven years. “Fear of retaliation,” an angry Chambers-Wilson said, reminding prison officials that the law requires them to encourage visitation. “Period. Point blank.

Let me be a mother to my son.” The corrections agency – which houses 90,000 inmates – has been chronically underfunded and is currently running a budget deficit of nearly $80 million. Agency officials attribute about a third of the deficit to spending on contracts with private health-care companies and increases in the costs of prescription drugs. The agency also is struggling with staffing shortages. The corrections department is offering $1,000 hiring bonuses at 18 of Florida’s 50 state-run institutions, according to the department’s website. The bonuses are being offered at facilities that are at least 10 percent below desired staffing levels, agency spokeswoman Michelle Glady said in an interview. But until the proposed rule is finalized, Glady said it’s impossible to know what the staffing standards would be to spark the “modified” visitation schedule. “No one would argue that visitation isn’t valuable, that the family connections aren’t important, that having those connections contributes to the reduction of recidivism,” Glady said. “In-person visitation is very important, but we have to balance the security of the institution, and that’s why the rule outlines when we would have to go to a more modified schedule.” Beth Gammie, a lawyer who has spent two decades representing people seeking clemency or parole, warned that the rule could be challenged because it fails to specify that the schedule would be modified if the frequency of contraband brought into a facility increases is due to visitors, “because that is apparently what you are trying to get at.” After the meeting, Gammie said the biggest issue with the proposed rule is the modified visitation schedule. “That’s clearly what they’ve been wanting all along,” Gammie said, referring to the corrections department. “They know that visitation is positive. So this whole rulemaking effort, which they would only do if they want to change the present practice, they’re either ignoring that or it’s not mattering that much to them.”

MANY NURSING HOMES, ALFS DON’T MEET POWER REQUIREMENTS

By CHRISTINE SEXTON THE NEWS SERVICE OF FLORIDA TALLAHASSEE – Months after Gov. Rick Scott promised a hard line against nursing homes and assisted living facilities in the aftermath of Hurricane Irma, much of the industry is not in compliance with new rules as the state heads into the 2018 hurricane season. Scott pushed to require that nursing homes and assisted living facilities have backup power systems to make sure that residents can remain cool for 96 hours in case buildings lose electricity. The Agency for Health Care Administration this week released data showing that nearly 66 percent of nursing homes in the state have complied with the new rules but that only 18 percent of assisted living facilities have done so. Mallory McManus, a spokeswoman for AHCA, said the state expects full compliance with the rules, which required special approval from the Legislature because of the steep costs for businesses. The state will cite facilities that aren’t in compliance, which could lead to fines, she said. “AHCA will stop at nothing to ensure assisted living facilities and nursing homes are following this important rule,” AHCA Secretary Justin Senior said in a statement. “We will hold all facilities accountable.”

But compliance doesn’t necessarily mean that facilities have equipment, such as generators, and fuel in place to meet the requirements, which call for being able to keep buildings at 81 degrees Fahrenheit for 96 hours. That is because nursing homes and assisted living facilities that requested six-month extensions to meet the mandates also are considered compliant, McManus said. A review of the data shows that 102 nursing homes can meet the requirements and that 348 facilities have asked the state for more time. There are 686 nursing homes in Florida. The data is as of May 25, a week before the requirements took effect Friday with the start of hurricane season. Florida Health Care Association spokeswoman Kristen Knapp said nursing homes that requested extensions could face challenges at the local level such as delays in zoning approvals. “I don’t believe it’s fair to say that if a facility submitted a request for an extension it doesn’t mean they won’t be ready,” she said in an email. Likewise, 205 assisted living facilities have proper equipment to meet the mandates. Another 344 are deemed in compliance because they have approved extensions or have submitted extensions. Six requests for extensions have been denied. Unlike nursing homes that will be able to offset the costs of equipment with Medicaid funding, there is no assistance for the 3,102 assisted living facilities in the state. Skip Gregory, who served as Florida’s chief of health care facility plans and construction for 17 years, said the industry is moving to comply with the new rules but that it takes time. “It’s not as simple as snapping your fingers and saying. ‘Let there be air conditioning at all nursing home and ALFs,’ ” he said. But Gregory said there still are “gray areas” regarding the rules and rattled off a number of issues such as long-term storage of diesel fuel and the use of natural gas for generators. He also warned that allowing assisted living facilities to use gasoline generators to meet the requirements is a mistake.

He predicted that it would take 100 gallons of fuel to keep the generators powered for 96 hours and said owners of small ALFs would stockpile five-gallon gas tanks. “I just don’t think that’s a good idea,” Gregory said. “That’s like a bomb waiting to go off.” The rules are not what Scott initially sought in 2017 after the deaths of residents at The Rehabilitation Center at Hollywood Hills in Broward County following Hurricane Irma. The hurricane knocked out the nursing home’s air-conditioning system, leaving residents in sweltering conditions for three days. Authorities have attributed 12 deaths to the problems at the nursing home. The Scott administration initially issued emergency rules that required facilities to have generators installed. But the emergency rules sparked successful legal challenges from some industry groups concerned about the potential costs. The state appealed the decision and continued to enforce the rules but also worked with Republican legislative leaders on codifying a pair of permanent rules. The new rules don’t require that the equipment be installed, which indicates it could be portable, and don’t mandate a generator be used to keep air temperatures cool. They instead suggest generators but allow for each provider to determine the most appropriate equipment to meet their facility needs. Moreover, the new rules require facilities to be able to cool off a set amount of square feet based on the number of residents. Nursing homes are required to cool at least 30 square feet per resident, and assisted living facilities are required to cool 20 net square feet per resident. “By June 1, 2018, facilities must have access to an emergency power source such as a generator for use during a power outage, have arrangements to bring a power source onsite when an emergency is declared, or evacuate if the facility is in an evacuation zone,” AHCA said in a news release. Justice for Aging attorney Eric Carlson supported Scott’s original rules but was more reserved in his support of the new ones, noting that the square footage requirements were “pretty tight.” “They’ve been watered down,” he said.
