The fun starts at 7:30 p.m., when the United States Marine Corps will present the colors, followed by the national anthem. At the conclusion of the national anthem, the United States Navy will send fighter jets screaming over the bay for a fantastic fly-over. Then the Pensacola Symphony Orchestra will begin a musical, patriotic performance that includes the battle hymns for each branch of military service to recognize those who have served our country. The orchestra will play until 9 p.m. when the Pensacola Sertoma Fireworks begin with synchronized music from Cat Country 98.7FM. The Symphony Sparks & Stars is a special addition to the fabulous fun already planned for Downtown Pensacola, including a separate free, family event inside the Blue Wahoos Stadium with inflatables and food and drink vendors. Pensacola Sertoma’s Fourth of July festivities also offer a full day of

fun in Seville Square, with a free children’s area, live entertainment, and the largest fireworks display on the Gulf Coast. The symphony’s live, patriotic performance will be broadcast in the Blue Wahoos stadium and by Cat Country 98.7FM for this grand Fourth of July celebration.

Santa Rosa County budget office receives national award for second consecutive year The Government Finance Officers Association (GFOA) recently announced Santa Rosa County received the Distinguished Budget Presentation Award for its fiscal year 2017/2018 budget.

The award represents significant achievements reflecting the commitment of the board and staff to meet the highest principles of governmental budgeting.

Escambia County School Board Renames the George Stone Area Vocational-Technical Center During the Escambia County School Board’s June meeting, Escambia County’s 50-year-old adult education and training center, the George Stone Area Vocational–Technical Center (GSTC) known for its criminal justice, aviation maintenance, IT and welding programs – has been renamed George Stone Technical College.

Officials hope the new name will better identify its mission so that more parents of high school graduates will realize the opportunities the institution provides for career preparation after high school. Based on its name, some parents often do not seriously consider GSTC a valuable post-secondary option for their high school graduates. Many people don’t realize the facility is an attractive opportunity for students who may not want the traditional college education.

The facility offers 22 career and technical programs, from cybersecurity and firefighter/EMT to culinary arts and cosmetology. Officials believe that in order to boost awareness and enrollment at GSTC, a name change was needed.

The School Board agreed at its June 19 Regular Board Meeting to change the name to George Stone Technical College, a move that will coincide with a statewide movement. Escambia County is the 40th of the 48 school districts that offer adult education and training centers to add “technical college” to its name.

“These technical colleges saw a five to fifteen percent enrollment increase in the first year after changing their

names,” TJ Rollins, GSTC principal, said. The facility, is currently enrolling students for summer and fall terms.

“The change will improve visibility, recognition and acceptability of the school as a viable post-secondary option for high school graduates and for other citizens of the Escambia County region,” according to the district’s Workforce Education Director, Michelle Taylor Taylor said it will cost roughly $15,000 to change signs, business cards, letterhead and other materials.

The name change comes at the time of year that materials are typically printed annually.

George Stone Technical College’s vision is “to serve the community as the premier provider of career and technical education by preparing individuals for rewarding careers and to provide businesses with a highly skilled workforce.” Its mission is to provide quality academic, career, and technical education opportunities for all learners through instruction that integrates rigor, relevance, and relationships.

The educational institution began in Escambia County in 1968 and was named after Florida (strike the word Congressman) state representative George Stone, an avid supporter of vocational education in the Florida legislature.

Senior Chill Out receives record number of AC units and monetary contributions Senior Chill Out, a one-day drive to acquire donations of new air conditioners, fans and/or funds to assist seniors with heat-related challenges, was held June 15 in partnership with WEAR ABC 3, WFGX 35, Cat Country 98.7, NewsRadio 1620, and Lowe’s Home Improvement. The Pensacola, Gulf Breeze and Pace communities helped Council on Aging and our clients by contributing 269 window AC units and approximately $14,500, beating last year’s numbers of 218 AC units and $9,200. The agency also received 286 fans that will help circulate cooled air for our elders. From 6 a.m. to 6:30 p.m., Council on Aging staff, volunteers, board members and business leaders gave their time at five area Lowe’s locations to raise awareness of the challenges many elders face during Florida’s summer heat.

According to the Centers for Disease Control and Prevention, more people die from heat waves each year than from hurricanes, lightning, tornadoes, floods and earthquakes combined. It is not uncommon, for example, for homes without proper air conditioning to reach 90 degrees during the height of summer, a plight that is not only uncomfortable but dangerous.

The elderly are particularly vulnerable to excessive heat due to their body’s decreased ability to adjust to changes in temperature. Increased risk of heat stroke among the senior population is

associated with other medical conditions and prescription medicines that can inhibit perspiration.

“In any other community, the day’s thunderstorms may have deterred some potential donors,” John Clark, President/CEO of Council on Aging, said, “but Pensacola is no ordinary community. From the time the sun rose until it began to set, people braved the rain and the heat to contribute to this very worthy cause. For weeks, people have been calling our office to get placed on the list as they desperately await some relief. This year, thanks to the generosity of Escambia and Santa Rosa counties, we will be able to provide that relief.”

West Florida Public Library to Host Free Jazz Film Series Jazz Pensacola and the West Florida Public Library will present a free “Jazz Film Series” Sundays throughout July at the downtown library, 239 N. Spring St. All films begin at 1:30 p.m. and feature a brief introduction and a jazz discussion by Jazz Pensacola members and library staff. In addition, filmgoers can enjoy free refreshments and a Jazz Room exhibit.

her career in Boston, New York, Harlem and Miami.

The Jazz Film Series is designed to increase public awareness of the Jazz Room collection, which began in the 1980s when LPs were transitioning to CDs, Vickers says. Today, the Jazz Room houses a curated selection of approximately 1,200 books, CDs and movies about the history, performance and culture of jazz in its many forms. Other special features of the room include a listening station where patrons can sample a variety of jazz styles, music books with play-along CDs and jazz-related artwork donated by library users.

“Eugene Fischer, then director of the library system, expressed an interest in having a jazz collection,” Vickers said.

“So, the Jazz Society of Pensacola lent its funds and expertise. The Friends of the West Florida Library graciously offered to match donations of the Jazz Society. In the ensuing years, the collection has grown and is currently valued at $20,000.”

Kathy has been an artist Quayside Gallery for forty years.She works in water, oils and colored pencils. She is known for intricate detail in botanicals, still lifes and for her serene landscapes.

Pensacola student repeats first place finish in national academic contest Max Mateer of Pensacola, Florida won first place in the Senior Individual Performance category at the national finals for the National History Day® Contest. Mateer, a 9th-grade student at Pensacola High School, won the same prize last year for the Junior Individual Performance. His back-to-back awards are nearly unprecedented in the history of the competition. Less than 10 competitors have achieved this remarkable feat. Mateer captivated judges with a project titled, Pushing the Pawn from the Purchase to the Pacific and was presented with this prestigious honor on June 14, 2018, the day celebrated as #NationalHistoryDay. This first place award is sponsored by the National Endowment for the Humanities and each recipient receives the designation NEH Scholar.

More than half a million students from all 50 states, the District of Columbia, American Samoa, Guam, Puerto Rico, and international schools in China, Korea, and South Asia competed in the 2018 National History Day® Contest. Middle and high school students around the world created documentaries, exhibits, papers, performances, and websites based on the theme, Conflict & Compromise in History. The top entries from each state/ affiliate contest were invited to the National Contest held at the University of Maryland, College Park on June 10 through 14.

Baths Offered by Humane Society Bowser needs a good, long bath and a flea treatment to get through the dog days of summer. The Pensacola Humane Society continues its 2018 doggie bathein season July 21, from 9 a.m. to 2 p.m.

Bathe-ins offer low-cost dog bathing and flea dips during the warm weather season, and groomings are available on a first come, first served basis.

Events are held the third Saturday of

the month until October. Additional days will be held Aug. 18, Sept. 15 and Oct. 20. Charges for baths and groomings are based on the dog’s weight. Bring your own towels or you may rent a towel for a one dollar donation.

INTERNET TAX RULING COULD BE MAJOR FOR FLORIDA

By LLOYD DUNKELBERGER THE NEWS SERVICE OF FLORIDA TALLAHASSEE – A U.S. Supreme Court decision expanding the ability of states to pull in tax dollars from online purchases could have a significant impact in Florida.

In a 5 to 4 ruling Thursday, the nation’s highest court upheld a South Dakota law that allowed the state to apply its sales tax to major online retailers, even if they had no physical presence in the state. The ruling reversed a 1992 court decision that held online retailers could only be required to collect and remit sales taxes if they had stores or some other “nexus” in states.

Brick-and-mortar retailers in Florida and other states have long complained that allowing some online retailers to evade sales taxes creates a competitive advantage for the remote sellers. Consumers were supposed to voluntarily pay sales taxes on remote purchases, although it rarely happened.

In his majority opinion Thursday, Justice Anthony Kennedy cited the expansion of internet commerce since the court’s 1992 decision, noting national mail-order sales totaled $180 billion at that point, compared to $453.5 billion

in online sales in 2017, according to the U.S. Department of Commerce. “(The prior decision) puts both local businesses and many interstate businesses with physical presence at a competitive disadvantage relative to remote sellers,” Kennedy wrote. “Remote sellers can avoid the regulatory burdens of tax collection and can offer de facto lower prices caused by the widespread failure of consumers to pay the tax on their own.”

In a dissenting opinion citing the court’s prior ruling, Chief Justice John Roberts said federal lawmakers, not the court, should decide whether to tax remote sales.

“Any alteration to those rules with the potential to disrupt the development of such a critical segment of the economy should be undertaken by Congress,” he wrote.

The court decision was praised by Florida business groups.

“For years, online-only retailers have exploited this loophole that allows them not to collect sales tax, which has given them an unfair competitive advantage over brick-and-mortar stores,” said James Miller, a spokesman for the Florida Retail Federation. “This decision finally levels that playing field,

and I think that’s all any business owner wants.”

The court decision could also be important in Florida because of the state’s heavy reliance on sales-tax revenue. Expected to generate more than $24 billion for the state government in the current fiscal year, the sales tax is the single largest source of funding for the state.

Dominic Calabro, president of Florida TaxWatch, a business-oriented advocacy group, said the ability to apply the sales tax to more internet sales will keep the state’s tax structure in sync with the evolving economy.

“The taxpayers of Florida really rely heavily on the sales tax. You’ve got to have a modern sales tax, so we don’t have to have any other kind of tax that people don’t want,” Calabro said. “So, by relying on a sales tax, you have to make sure it’s modern and up to date.”

The exact impact of the ruling on Florida’s sales tax collections is unknown but it could be significant.

Last November, the federal Government Accountability Office estimated that states could have collected between $8.5 billion and $13.4 billion in sales taxes in 2017 if they had expanded taxing authority. The estimate represented between 2 and 4 percent of total state

and local sales tax collections in 2016, the analysts said.

In testimony before the Florida House Ways & Means Committee in January 2017, analysts gave a rough estimate of $200 million in potential sales tax revenue resulting from applying the tax to more remote sales.

In Florida, the sales tax has been applied to a wider range of internet sales over the last few years. In 2014, Amazon, the largest online retailer, began collecting the tax in Florida after it opened a series of “fulfillment centers” in the state.

But the tax is not applied to “third-party” sales through the Amazon network.

And according to the Supreme Court case, some large online retailers do not collect taxes on their remote sales.

Wayfair Inc., an online retailer of home goods and furniture that challenged the South Dakota law, had more than $4.7 billion in net revenue in 2017, according to the opinion.

But even with the court’s decision, not all remote sales are likely to be taxed.

The South Dakota law only applied the tax to online retailers that had at least $100,000 of annual sales in the state or 200 individual transactions.

Florida’s top financial-regulator job has attracted 34 applicants, with the most prominent being state Rep. Jay Fant, as Gov. Rick Scott and the Cabinet seek to quickly fill the position. Scott and the Cabinet --- Chief Financial Officer Jimmy Patronis, Attorney General Pam Bondi and Agriculture Commissioner Adam Putnam --- will hold a conference call on Wednesday to discuss replacing Office of Financial Regulation Commissioner Drew Breakspear. Under pressure from Patronis, Breakspear announced on May 31 he would leave the $135,158-a year job at the end of June. Patronis has already conducted some interviews, including one with Fant, a Jacksonville Republican. Fant, who oversaw the final years of a family-owned bank that went out of business after the recession, abandoned a campaign for attorney general to apply for the financial regulator job. Aides for Scott and the Cabinet members are expected to discuss the applicants on Tuesday. Putnam spokesman Aaron Keller said Monday the commissioner is waiting for Wednesday’s meeting for any interviews. Representatives for Scott and Bondi did not imme-

The Office of Financial Regulation, which oversees banks and other lending businesses, reports to the Financial Services Commission, which is comprised of Scott and the Cabinet.
