Artists Working Together: Pensacola’s Co-op Galleries Seeking refuge from corporate homogeny and big box stores, many Americans have turned to momand-pop shops or joined the do-it-yourself movement. This is true not only with clothes, music and restaurants, but art as well. Cooperative art galleries are now starting to become more commonplace, and there are a few in Pensacola that have been here since the beginning. Cooperative art galleries, or co-op galleries, are art galleries that are formed by a collective group of artists who work together to have a space to display and sell their art – each operating as basically their own business. “As a co-op gallery, we have 56 independent entreprenuers in the gallery. They create their own work and determine their own prices,” said Jim Sweida. Sweida is the President of Blue Morning Gallery, a co-op gallery that first opened in 1997. Blue Morning Gallery, located at 41 South Palafox Place, was originally formed by a group of 32 founding members who were seeking a venue to display their work. Sweida said they thought it would be a great idea to form a cooperative art gallery, and even to this day, four of those original members are still active. Blue Morning features 3D artists like potters, woodworkers and glassworkers; 2D artists like painters, photographers and illustrators; as well as jewelers of all types. They also have monthly featured artist shows where they showcase three to four artists, and the gallery is also very active in local downtown events. Sweida said Blue Morning Gallery differs significantly from consignment galleries, which are the most common types of gallery. In consignment galleries, artists rent the gallery space from the owners so they can display their art. In exchange, the consignment gallery receives a percentage of the sale when the piece is sold. “It’s not a museum; everyone has a job to do,” said Sweida. Blue Morning Gallery does not have any paid employees – instead, each member is involved in the day-to-day operation of the gallery. In order to achieve membership, you have to go through a jury process, and even then membership is limited. Currently, Blue Morning Gallery has 56 registered members. In addition to Blue Morning Gallery, Quayside Gallery is also at the head of championing the co-op gallery movement in Pensacola. Located at 17 East Zarragozza Street, Quayside was originally founded in 1973 in order to foster and promote art in West Florida. Since then, the gallery has grown to over 200 artists and members. Quayside hosts many of the artistic mediums that Blue Morning does, but they also display weavings and textiles. They consistently rotate the contents of their east and west galleries, allowing for new and exciting art to be viewed and potentially purchased. Quayside has stayed in the same build-
ing for as long as they’ve been established, and the building itself is well over 140-years-old. Despite hurricane and structural damage, both artists and fans of the gallery have kept the building repaired through fundraisers and rallies. Quayside Gallery has not only established itself as a place for new and burgeoning artists to display their works, but also as an active participant in promoting arts. They hold the annual First City Art Show and they even provide volunteers for the Fine Arts Exhibit at the Pensacola Interstate Fair. Quayside Gallery also holds a fair number of workshops, bringing in famous local, regional and national artists. This includes artists like Douglas Walton, Joan Fullerton, Sterling Edwards and Pat Weaver. These workshops not only help local artists refine their techniques, but also get new artists interested in pursuing their talent. Dick Johns, the head of advertising for Quayside, said they find it important to bring attention to the vibrant arts community of Pensacola. Quayside Gallery describes itself as “a place to turn aside from life’s storms and find peace and respite for the soul in art.” Johns said a lot of his attention comes from events such as Gallery Night. Blue Morning Gallery regularly participates in Gallery Night as well. Sweida also said past events like Ciclovía and Foo Foo Fest have also helped bring attention to the gallery and to the local artists who display there. One of the biggest advantages of the Pensacola art scene is the accessibility and affordability of it, said Sweida. “If you go to a place like New Orleans or Asheville, you can see comparable art to Pensacola art that is much more expensive. We want to let the general public know that they can afford original, local art without spending a fortune,” he said.

That does not mean, however, that they are content to leave the art scene as-is. “We’re not content to stand pat,” said Sweida. “We’re always looking ahead and trying to change with the situation.” Both Sweida and Johns said that the galleries are always looking for new ways to bring art to downtown, as well as the rest of the city. “We’re trying to stay ahead of the game and anticipate the future,” said Sweida. Ballet Pensacola Presents An American in Paris Ballet Pensacola’s winter season is sure to delight audiences of all ages with a production of Richard Steinert’s An American in Paris, on the main stage at the Pensacola Cultural Center, February 16-17 at 7:30pm and February 18 at 2:30pm. The evening opens with Artistic Director Richard Steinert’s An American in Paris, a one-act ballet inspired by the 1951 Academy Award winning film of the same name. Steinert’s production is a contemporary adaptation of the original film, yet keeps a respectful camaraderie with the taste and aesthetic in which the movie is set. Principal dancers Debi Janea and Brodrick Todd reprise the starring roles of “Jerry” and “Lise,” originally played by Gene Kelly and Leslie Caron in the movie. Janea is in her 7th season with the company after training at Ballet Pensacola Academy in her youth. Brodrick Todd is in his 3rd season with the company after training as a youth in Bremerton, Washington and performing professionally with Ballet Idaho. The evening’s second act celebrates the American spirit with Richard Stein-

Local NAACP Branch Honored With State Awards Pensacola Branch #5124 of the National Association for the Advancement of Colored People (NAACP) was recently honored at the Florida State Conference NAACP’s 74th Annual State Convention for exemplary efforts in three areas: environmental climate justice advocacy, voter registration campaigns and unit compliance. Adora Obi Nweze, president of the Florida State Conference NAACP and member of the NAACP national board of directors, presented the awards to Pensacola Branch #5124 President Rodney Jones, who accepted the awards on behalf of the branch. The Environmental Climate Justice Advocacy award was bestowed to Pensacola Branch #5124 for demonstrating exemplary leadership in collaborating with the Florida State Conference and the National NAACP Office in developing an Environmental Climate Justice Advocacy Plan in Escambia County to organize efforts and to address environmental climate justice disparities, access and equity for communities of color. The Voter Registration Campaigns award was presented in recognition of exemplary efforts of the branch to register voters, provide robust volunteer education and organize “Get Out the Vote” activities from January to November 2016. The Unit Compliance award recognized Pensacola Branch #5124 for outstanding work through paying state and national assessments, submitting monthly reports, maintaining required
memberships and participating in state conference quarterly meetings, conference calls and initiatives. UWF Exceeds 50th Anniversary Capital Campaign Goal, Raises $64.4M The University of West Florida is celebrating the success of the 50th Anniversary Capital Campaign, which raised more than $64.4 million by almost 20,000 donors, including 55 planned gifts and nearly $18 million in scholarships. “We are truly grateful for the generosity of the community we serve, the alumni we have graduated and the friends we have made over the years,” said UWF President Martha D. Saunders. “Their belief and willingness to contribute to the work we do has created a spirited community of learners launching the next generation of big thinkers who will change the world.” The campaign’s priorities for areas of giving in alignment with the University’s future vision were outlined as follows: health sciences; science, technology, engineering and math, or STEM; business, economic development and valued partnerships; historic preservation, education and tourism; scholarships; and athletics. In addition to surpassing its historic fundraising goal of $50 million, the campaign featured some of the largest gifts in the University’s history, including more than $5 million from Dr. Usha and Mahadeb Kundu to name the College of Health and another $5 million from Harold E. “Hal” Marcus to name the College of Science and Engineering. “UWF has played a critical role in the success of Northwest Florida over the last 50 years,” said Mort O’Sullivan, chair of the UWF Board of Trustees and chair of the UWF 50th Anniversary Capital Campaign Executive Steering Committee. “We have a bright future ahead.” Other notable gifts included $3.1 million from an anonymous donor to establish an endowment for need-based scholarships that will assist deserving students in their pursuit of the American Dream, and $1 million from Dr. Bob Kimball, UWF marketing and economics professor, to create the Bill and Ellie Kimball Memorial Undergraduate Scholarship Award in memory of his parents.

“Our donors believe in the transformative power of higher education and demonstrate it with their invaluable support,” said Howard J. Reddy, interim vice president for university advancement. “We thank them for their vital investment in helping move UWF forward.” The University raised more than $48 million of the campaign’s total during its quiet phase, which launched in 2011. In 2012, Quint and Rishy Studer gave their first of two $1 million gifts, to fund the Pensacola Pledge Scholar Program. The second $1 million gift was given in July 2015, to develop the Center for Entrepreneurship. Pen Air Federal Credit Union committed $1 million to name Pen Air Field, home of UWF football on the Pensacola campus, while $250,000 of a $770,000 legacy gift from the estate of John Thayer and Joan Ames Burr served as the lead gift for football, with the remainder supporting high impact and undergraduate research initiatives in the Hal Marcus College of Science and Engineering. With the momentum gained from the 50th Anniversary campaign, the University is looking ahead to its future growth. One key upcoming development in the University’s future vision is the Innovation Campus Network, a “transformative university model” that will connect physical campus destinations along the Gulf Coast of Northwest Florida for innovation, collaboration, research and engaged learning to prepare students for the changing world and workforce of tomorrow. Among its main priorities, the Innovation Network will create “knowledge centers” fostering partnerships among UWF students and faculty, state colleges, industry experts, K-12 educators and the community, and providing enhanced opportunities for multidisciplinary learning, research and discovery relating to high demand career fields, such as cybersecurity, supply chain logistics, advanced manufacturing and STEAM. GENERATOR ISSUES CONTINUE TO CONFRONT STATE, INDUSTRY By CHRISTINE SEXTON THE NEWS SERVICE OF FLORIDA
Requiring nursing homes and assisted-living facilities to install generators after the deaths of residents at a Broward County nursing home continues to be an outstanding issue as lawmakers head into the 2018 legislative session. Gwen Graham, a Democratic candidate for governor, blasted Gov. Rick Scott’s administration on Monday after she wrote a $1,200 check to pay for public records she requested from Scott. Graham asked for the records after residents of The Rehabilitation Center at Hollywood Hills died following Hurricane Irma, which knocked out the facility’s air-conditioning system. Nursing home officials contended they tried to seek assistance from Scott by calling a cell-phone number that he had distributed before the storm hit the state. “We need to know exactly what went wrong so we can prevent an incident like this from ever happening again,” Graham said. “I wish the governor or Legislature, with all the state’s resources, was fully investigating the tragedy and why the state didn’t intervene to help.”
The Scott administration came under fire because it deleted voicemails related to the Broward nursing home. The administration contends it told nursinghome officials to call 911 if residents needed medical attention. In the public-records request, Graham asked for all communications between Scott’s private phone number and the nursing home and all communications in the governor’s office and two state agencies concerning the deaths at Hollywood Hills. The governor’s office said it would cost $1,200 to carry out the public-records request. The number of reported deaths stemming from the tragedy has ranged from a low of eight to a high of 14. The Agency for Health Care Administration contends in legal documents that 12 residents died as a result of conditions at the nursing home following the storm. In response to the deaths, the Scott administration has put in place rules that require nursing homes to have backup power generators capable of either cooling or heating the homes for four days. The rules have triggered opposition from groups that represent nursing-home and assisted-living facilities. Nevertheless, the state’s largest nursing home group, the Florida Health Care Association, said Monday it
would like the agency to quickly finalize a pair of proposed permanent rules requiring the generators. That way, the Legislature can ratify the rules during the 60-day legislative session in time for the 2018 hurricane season, said the group’s lead lobbyist Bob Asztalos. But he acknowledged that it won’t be easy. Other industry groups have filed legal challenges to the proposed permanent rules, and Administrative Law Judge Gar Chisenhall has scheduled a hearing in the dispute. Chisenhall issued an order in October that rejected emergency generator rules by the Scott administration. Asztalos said he hopes the Scott administration will work with the industry to hammer out an agreement on the permanent rules. He stressed that the industry shares Scott’s goal to have backup generator capability but that the disagreements have centered on how to implement the requirements. Rival candidate Adam Putnam, who was among a number of statewide candidates making the rounds at the conference Friday night, dismissed the notion that the Republican-dominated state Capitol resembles the Washington quagmire. “Washington is a swamp. A big part of the reason I left was to come home where you can make a difference, you make an impact, you can drive an agenda,” said Putnam, a congressman before getting elected in 2010 to the first of his two terms as state agriculture commissioner. “And that’s exactly what we’ve done. We’ve transformed the Department of Agriculture and Consumer Services in the last seven years. And with Gov. Scott we have brought Florida back from the brink. I think you can pull any random 20 people out of a Circle K and ask them where the real swamp is and all of them would know that it is Washington.”
DeSantis, who on Saturday gave a partisan overview of where Congress is going in 2018, told reporters that his “swamp” comparison was more in reference to a culture where sexual harassment and entitlement behavior are rampant in both locations. “I think the thing that we’ve seen in Tallahassee is a lot of people having to resign from the Legislature. A lot of bad conduct has come out. I think there are problems with harassment that need to be addressed,” DeSantis said. “In Washington, the bureaucracy really doesn’t change when Republican get in there. It’s a permanent bureaucracy. So, it’s a little bit different.” A number of this year’s statewide candidates addressed different caucuses Friday, with some hosting ice cream socials. State Rep. Jay Fant of Jacksonville, running for attorney general on a platform of “God and family, the United States Constitution and free enterprise,” vowed to prosecute elected officials who support “sanctuary cities” and told party members that “you want to see Planned Parenthood go away. I want to see them go away the very first day I’m attorney general.” Former Hillsborough County Circuit Judge Ashley Moody, also running to replace term-limited Attorney General Pam Bondi, pointed to courtroom experience on issues ranging from the opioid epidemic to human trafficking and senior abuse. “These are complicated prosecutions,” Moody said. “You need somebody who has handled these in the past. This is not time for Florida to elect an attorney general who is a politician. We need a practitioner.” While Ingoglia noted statewide candidates in attendance, he acknowledged that some state lawmakers were excusably absent on Saturday, as this was the final weekend to raise money before Tuesday’s start of the 2018 legislative session. Legislators are prohibited from fundraising during the 60-day session. Scott, meanwhile, is widely expected to challenge Nelson for the U.S. Senate seat, though he has not declared his candidacy. Scott was not in attendance at the party meeting. U.S. Sen. Marco Rubio told members of the Republican Party of Florida gathered for an annual meeting in Orlando to stick with the game plan of policy and tax reform and judicial appointments pushed by President Donald Trump. “All the headlines in the year to come are going to be about how Republicans are going to get wiped out because in a mid-term election, the president’s party always loses seats. But I would just say this is not a conventional president,” Rubio said to applause. “I think if we’ve learned anything in the last year-anda-half is that Americans have changed a lot in the way they view politics and in the way they consume news and information. And the country is facing some real stark choices.” Party Chairman Blaise Ingoglia, a state representative from Spring Hill, advised members to maintain “grassroots” efforts that worked in 2016, as the GOP tries this year to keep the governor’s mansion and state Cabinet in “capable Republican hands” and to “finally send (Democratic U.S. Sen.) FIGHT BREWS ABOUT NURSING HOME LAWSUITS By CHRISTINE SEXTON THE NEWS SERVICE OF FLORIDA
The deaths of 12 residents at The Rehabilitation Center at Hollywood Hills in September has reignited a legislative battle between the state’s trial attorneys and the nursing-home industry over residents’ rights to sue long-term care providers. The Florida Health Care Association held a news conference Monday to outline priorities for the 2018 legislative session, which starts Tuesday. Head lobbyist Bob Asztalos included the nursing-home group’s opposition to legal changes supported by the Florida Justice Association trial-lawyers organization. Also in the list is a push for upward of $50 million in increased state funding for nursing homes. When matched with federal money, that request would result in a more than a $130 million increase in payments for nursing homes. Asztalos said trial attorneys have backed off agreements to limit nursing home litigation that were made in 2001 and again in 2014. Proposals include eliminating a cap on the amount of punitive damages that can be awarded in nursing home lawsuits. “Unfortunately, the trial bar is trying to take advantage of what happened in Hollywood Hills, and they are going back on their word from these negotiated pieces of legislation,” Asztalos said, referring to the deaths of patients at the South Florida nursing home in September following Hurricane Irma. Punitive damages in nursing home cases are capped at $1 million. However, the cap can increase to $3 million if it is determined that a wrongful act was
driven by unreasonable gain and up to $4 million if the defendant specifically meant to cause harm. Asztalos called it a “very fair cap.” Sen. David Simmons, R-Altamonte Springs, has filed a bill (SB 1408) that would eliminate the cap and a requirement that half of any punitive damages awarded be deposited into a state trust fund designed to improve the quality of care at nursing homes. “The trial bar wants to undo that and just put all the money in their own pockets, and we think that’s wrong,” Asztalos said. The Florida Justice Association includes “nursing home safety” as one of its priorities for the 2018 session. “The Sunshine State has the largest population of seniors in the nation. Yet, laws protecting nursing home residents have stripped away rights and remedies over the years, leaving those injured or mistreated with little recourse,” the Florida Justice Association said in its 2018 legislative issues guide. While the Florida Health Care Association criticized the trial bar for proposing changes to the legal system, it downplayed its own proposed legal changes. FHCA wants to extend the requirement for half of punitive damages to be deposited into a trust fund to also cover punitive damages secured in settlement agreements. Moreover, the FHCA wants to amend current law to make clear that money in the trust fund can be used for a grant program to help provide funding for nursing homes to acquire generators. The proposed changes are contained in two bills (SB 1260 and HB 933) that would require nursing
homes by July 1 to have generators and enough fuel to provide 96 hours of backup energy to keep facilities cool. Residents of The Rehabilitation Center at Hollywood Hills died after Hurricane Irma knocked out the facility’s air-conditioning system. When asked about the legal changes his group is proposing, Asztalos said, “This is certainly in response to the trial bar’s actions.” Asztalos denied that the Florida Health Care Association was taking advantage of the tragedy at the Broward County facility. “We are not taking advantage … because that money would go into the trust fund to improve quality of care,” Asztalos said. The Florida Legislature in 2001 tackled nursing home litigation and made efforts to curb the numbers of lawsuits filed against the industry. The resulting legislation, which was signed into law by then-Gov. Jeb Bush, included increasing the hours of direct care residents were required to have to 2.9 hours per day. That requirement was later pared back, a move Asztalos said the Legislature made due to the economic downturn. Though the nursing-home group is asking the Legislature for $22.7 million to help retain qualified caregivers, Asztalos stopped short of saying that the Legislature should revisit the staffing requirements. He noted that it’s not always the numbers of nurses and caregivers who are employed at nursing facilities but also the quality of the workers. He said the association wants the additional funding to be targeted toward recruiting and retaining qualified caregivers.
FLORIDA GETS LEGAL WIN ON SATELLITE TV TAXES By JIM SAUNDERS THE NEWS SERVICE OF FLORIDA
Ending years of legal battling about the issue, the U.S. Supreme Court on Monday refused to take up a challenge to the constitutionality of a Florida law that sets different tax rates for satellite and cable-television services. The U.S. Supreme Court, without explanation, turned down Dish Network’s appeal of a ruling last year by the Florida Supreme Court that upheld the law. The state’s communications-services tax is 4.92 percent on the sale of cable services and 9.07 percent on the sale of satellite-TV services. Local governments also can impose communications-services taxes on cable, with rates varying. Dish Network contended the different state tax rates on satellite and cable are a form of protectionism that violates the “dormant” Commerce Clause, which bars states from discriminating against interstate commerce. “The decision below (at the Florida Supreme Court) is a green light to adopt protectionist measures
encumbering the flow of commerce across state lines,” Dish Network argued in a November brief asking the U.S. Supreme Court to decide the case. “Even though Commerce Clause doctrine is a morass --- indeed, precisely because it is a morass --- it is vital for the (U.S. Supreme) Court to step in.” But Attorney General Pam Bondi’s office, which represented the Florida Department of Revenue, argued in a brief that a federal telecommunications law prevents local governments from taxing satellite services. As a result, the brief said, the state set a higher tax rate for satellite services and shares part of the money with local governments. Meanwhile, local governments can tax cable services. “If a state taxes communications services at the state and local levels, as Florida does, the only way to ensure that the state receives the same revenue from satellite as other communications services while ensuring that local governments may also receive revenue is to tax satellite at a higher rate and share the revenue with local governments,” the brief said. The state’s 1st District Court of Appeal in 2015 ruled
in favor of the satellite-television industry and raised the possibility that Florida would have to pay refunds to satellite companies. But the Florida Supreme Court in April unanimously overturned that decision, with justices saying in a main opinion that they did not find the law was “enacted with a discriminatory purpose.” A key part of the case at the Florida Supreme Court focused on arguments by the satellite companies that the different tax rates benefited cable companies that are “in-state interests” at the expense of “out-of-state” satellite operators. But Justice Peggy Quince, writing for the court, rejected such a distinction and noted that the state’s largest cable operators are headquartered outside of Florida. “Cable is not a local, in-state interest any more than satellite,” Quince wrote. “While it may be true that cable employs more Florida residents and uses more local infrastructure to provide its services, the Supreme Court has never found a company to be an in-state interest because it had a greater presence in a state.”
SUPREME COURT WEIGHS ARGUMENTS IN WATER WAR By LLOYD DUNKELBERGER THE NEWS SERVICE OF FLORIDA
Lawyers for Florida asked the U.S. Supreme Court on Monday to reject a special master’s report denying the state relief in its long-running dispute with Georgia over water flow into the Apalachicola River. “This court has never had a situation where it’s recognized a state as being injured. It’s recognized that the upstream state is wasting a resource and it’s recognized that --- and the evidence shows that relief is possible and indeed likely and the court has said: ‘Nope, too bad, we’re going home,’ ” said Gregory Garre, a lawyer representing Florida. But in oral arguments in Washington, D.C., a lawyer representing Georgia asked the court to uphold the report and its finding that Florida did not provide “clear and convincing evidence” that imposing a water-usage cap on Georgia would benefit Florida, including improving the ecology of Apalachicola Bay. “That’s exactly what happened here,” Georgia lawyer Craig Primis said. “Florida did not prove its case. It did not prove that caps on consumption would redress their harm.” The case is the result of a lawsuit filed in 2013 by Florida seeking a more “equitable” distribution of water between the states from the ApalachicolaChattahoochee-Flint river system. Florida has alleged that growing water consumption in Georgia, including the Atlanta area, is “effectively strangling the Apalachicola region.” Georgia has opposed the consumption caps, asserting it would threaten the water supply for some 5 million residents and undermine the agriculture industry in Southwest Georgia. A key issue in the case is how much evidence Florida had to show during the special master’s hearing to prove a Georgia consumption cap could help the Apalachicola River system. Justice Elena Kagan said Florida had “common sense” on its side in arguing a cap should produce a larger downstream water flow in the region. But Kagan
said she was troubled by “a real dearth of record evidence” quantifying the amount of increased water flow and its benefits to Florida. “It just doesn’t seem as though Florida put that into the record, even though you kind of want to say, well, that must obviously be true,” Kagan said. In responding to another justice, Garre acknowledged that Florida had “to show that a consumption cap is going to work.” “I think you have to conclude on this record that relief is possible,” he said. Primis rebutted the “common sense” argument, underscoring the complexity of the ApalachicolaChattahoochee-Flint system, which includes numerous dams and reservoirs operated by the U.S. Army Corps of Engineers. “And it is not as simple as if extra water comes in, then you just pass it through to Florida because they have articulated one concern,” Primis said. “There are multiple interests in the basin, there are multiple stakeholders and multiple congressionally defined purposes.” In his questions, Chief Justice John Roberts seemed to support Florida’s argument that it did not have to show a consumption cap would result in specific changes in the Corps water policies to benefit Florida. Instead, Florida has presented evidence that the Corps would take into account any changes that resulted from a court-approved water distribution policy. Roberts likened it to a bidding-discrimination case, where someone argues that they were discriminated against, while not having to show that they would necessarily win the bid. “It seems to me it’s asking an awful lot for Florida to have to say: ‘We know that the Corps is going to change things the way it benefits us,’ ” Roberts said. Justice Stephen Breyer seemed troubled by the fact that the Corps was not a party to the lawsuit, which was a decision made by Florida. “I don’t know what to do without knowing what the Corps is likely to do,” Breyer told Deputy Solicitor General Edwin Kneedler, who was representing the
United States in the case. Saying the Corps may now be Florida’s “best hope,” Breyer asked Kneedler what the justices should do. Kneedler noted the Corps has just completed a “master manual” to govern water policies in the Apalachicola-Chattahoochee-Flint system, saying Florida had the opportunity to challenge the manual but has not done so. Kneedler also said any Corps reaction to a courtordered water distribution policy could be limited by other federal laws governing the regional river system. “It’s not at all clear that the governing statutes … even allow the Corps of Engineers to allocate additional water for the Apalachicola Bay or to do so would be consistent with balancing all the other responsibilities the Corps has,” he said. After watching the oral arguments, John Sheehan, a veteran water-litigation lawyer with the Michael Best law firm, said he believed it was possible that Florida could prevail in its request to have the case returned to the special master for arguments over a water allocation plan. “I thought going in it was definitely an uphill struggle for Florida because the court would probably be a little deferential toward the special master’s report,” Sheehan said. “It was pretty clear in the arguments that the court had some problems with the special master’s report and they weren’t just going to rubber-stamp it for sure.” U.S. Rep. Neal Dunn, a Panama City Republican whose district includes the Apalachicola River, said he was optimistic after attending the oral arguments. “I think the glass is two-thirds full. It’s not full but it’s more than half,” Dunn said. “We would like to see the court direct the case back to the special master with instructions to proceed toward setting an equitable apportionment of the basin’s water,” he said. He also said a favorable decision for Florida would be “game-changing not just for Apalachicola but everybody in Florida along the river,” including Panhandle agricultural interests.

1 link (13.5 ounces) Andouille sausage, sliced 1 pound large shrimp, peeled and deveined 1 tablespoon Cajun seasoning blend linguine noodles, cooked according to package directions 1-2 lemons, sliced in thin wedges 2 green onions, sliced fresh chopped parsley Heat oven to 400 F. Line 13-by-18-inch sheet pan with parchment paper. In large bowl, combine onion, bell peppers, celery, garlic, jalapenos, tomatoes, 2 tablespoons olive oil, salt
and pepper until evenly combined. Spread out evenly on pan in single layer. Add slices of Andouille sausage. Roast 15-20 minutes, or until vegetables are tender and start to brown. Toss shrimp with Cajun seasoning and prepare linguine noodles. When ready, remove baking sheet from oven. Place shrimp on top of vegetable and sausage mixture in single layer. Top with half the lemon wedges. Return to oven and cook about 5-8 minutes, or until shrimp is no longer pink. Serve over linguine garnished with green onions and parsley with remaining fresh lemon wedges on side.

Garnish chicken with parsley and orange curls. Serve over brown rice and quinoa.

Knowing how to buy and store onions can make them true superstars in your kitchen. Growers and shippers of the National Onion Association and Idaho-Eastern Oregon Onion Committee offer these tips: Buying When shopping, buy onions with dry outer skins, free of spots or blemishes. The onion should be firm and have no scent. Avoid bulbs that have begun to sprout. Yellow, red and white onions are available year-round from producers in the United States.
Seasonal differences like flavor and texture are noticeable and highlighted during these time frames: Fall and winter onions (available August-April ) have multiple layers of thick, paper-like layers of skin. Known for their mild to pungent flavor profile, these varieties can be eaten raw, and are ideal for roasting, caramelizing, grilling and frying because they have less water content. Spring and summer onions (available March-August) have thin, often transparent skins and are typically sweeter and milder than fall and winter varieties. Due to their high
