As discussions about climate change and environmental stability have become more and more prevalent, some states are establishing laws to help create a more environmentally conscientious society. California made solar panels mandatory for new homes built after 2020, and New York City requires any roofs undergoing major construction to be covered in solar panels or a green roof system. Solar panels create clean, renewable power without the use of fossil fuels or release of greenhouse gasses like carbon dioxide. Although the state of Florida has little to no laws regarding solar panels, recent laws and damage from hurricanes have increased the price of electricity, which has made solar panels a favorable alternative to electricity. When Hurricane Michael hit, dozens of Florida cities were left without power, so the Senate passed bill 797 which allows utility companies to charge customers for any and all storm protection projects. Although this law will better prepare utility companies for storms, the House estimated the long term costs of storm-hardening could be as high as $30 billion. Florida’s utility regulator approved rate increases for Gulf Power customers to reimburse the company for its power restoration efforts. Gulf Power, which has some 460,000 customers across eight Northwest Florida counties, increased consumer’s monthly bills by $8 per thousand kilowatt hours. “On top of that, we’re seeing a national inflation rate of about three to four percent on a United States scale,” Meraki Regional Manager Robert Reid said. “Most recently, rates went up about nine percent due to hurricane Michael— $342 million rate hike over the next five years. Although Gulf Power is reliable, the cost that they have to toss onto us— no fault to Gulf Power they are a business— is too costly. At the end of the day, there are alternative ways to produce the same amount of energy but at a cheaper cost.” Pensacola is a prime area for solar panels not only because Pensacola is a city within the sunshine state but also because of Gulf Power’s increasing electricity rates. The majority of the solar companies in the area, if not all, offer zero down. Adam Najar, the owner of Suncor Solar, said that because electricity is more costly in the area, companies like his are able to make the payments for solar equipment less than the majority of their customers’ electric bills. “The big thing is that instead of renting your energy with Gulf Power and seeing your rates go up with those rate hikes, you can go solar. The sun comes up everyday,” Reid said. “You’re just putting in a locked-in rate toward your equipment and not worried about rate hikes.” If you were to pay in full to install solar panels on your home, you would completely remove the cost of your electricity bill because your solar panels
would be generating all of your home’s energy. However, you would still have to pay the monthly $17-$21 connection fee to Gulf Power, which is included in all electric bills. The extra electricity that your panels produce that your home doesn’t need will then be sold back to the electric company, as part of Florida’s net metering law. So if you are able to pay for your panels in full, you eliminate your electric bill and can even make money off of them. “Solar is an investment. You’re investing in the ability to generate energy, and electricity is a commodity with a dollar value, so essentially the best return on your investment is 100 percent offset of your consumption,” Sunfarm Energy Owner Doug Herrick said. “The net metering law in the state of Florida requires the utility to pay you retail rate for the energy that you sell back, and they do that in the form of a credit.” If you can’t purchase the panels in full, you can also get them financed and still save money. In this situation, your monthly electric bill will be replaced with your monthly payment for the solar panels until you pay them off. Because electricity in this area is higher than most areas, these solar companies are able to make the monthly payment for the equipment lower than your electric bill. “The more expensive electricity is, the better it is for people to go solar,” Najar said. “That’s why solar in California took off because electricity over there is twice as expensive as it is here, so everyone has solar over there. In Orlando and Tampa, the electricity is so cheap, so it’s super hard as a solar company to compete with that electric company. ” Now that we’ve broken down that part, what’s the process? No matter what company you choose to work with or whether your property is commercial or residential, the first thing the solar company has to do is check if the property is eligible. Herrick said that locations with southerly facing roofs and limited shading are ideal. The company will do an energy analysis to gage your consumption of electricity, which will help them determine the number of solar panels you’ll need for the property. As part of the analysis, the company will collect your electric bills from the past 12 months. Once the analysis is complete, the company will then determine if there is enough room on your roof to place the
number of panels your property needs to produce the same amount of energy you require. If the number of panels needed doesn’t match the allotted roof space, there are options to do partial electrical and partial solar, or you could install the panels on the ground, garage or shed, but those options are not ideal. This issue of limited space is predominantly an issue with commercial properties. “The other thing that comes into commercial is the space,” Najar said. “I have a couple of clients who are very interested in going solar, but the space that they have versus the amount of power they use doesn’t add up. You could produce 20 percent with solar, and the rest is going to have to come from the power company. That’s not every case, but you will see that more often with commercial.” The process to get solar panels approved for residential properties can happen as early as the same day or as long as a couple of weeks. Once approved, the installation can take between two to three months. However, the process for commercial properties can take months or even years. Najar said that even though the process for commercial is lengthier, commercial deals are the ones who see the biggest return because they qualify for a tax credit, can write it off as an expense, since it is a utility bill, and since it is such a large project, they can get a little bit of a discount on the panels, too. Residential properties can also benefit from the federal solar tax credit, or investment tax credit (ITC). ITC allows both residential and commercial owners to deduct 26 percent of the cost of installing a solar energy system from their federal taxes with no cap, but the ITC is set to expire in 2020. The ITC was originally made to be part of the Energy Policy Act of 2005, which was set to expire in 2007, but extensions throughout the years have kept it from expiring. Herrick, Najar and Reid all said that they are hoping for the tax credit to be renewed once more. Common concerns about investing in solar panels are roof damage due to panel installation, maintenance and potential damage from storms. Solar panels are installed to the roof either through a ballasted racking system or a roof clamp system, and neither require drilling holes in the roof. Herrick confirmed that every solar system is required to have a structural engineering permit

and are designed to meet wind codes. Some home insurance includes solar in their plans. As for panel maintenance, companies suggest cleaning them once a year. “Mother nature does a very good job keeping the modules clean,” Herrick said. “We do recommend getting the modules be cleaned maybe once a year, but beyond that, these systems are designed with a 25 year plus life span.” Herrick explained that the panels are made from silica, the second most abundant element on the planet. The silica is melted to the point that a crystal is formed. The crystal is then cut extremely thin and the conductors are wafered in between the crystal sheets. It’s a wellknown fact that Pensacola has hurricanes, and hail and excessive wind and rain can wear down roofs, but the solar panels can function as a roadblock between the severe weather and the roof. Herrick said that Sunfarm Energy prefers to install solar systems on the conditioned spaces, such as your home’s roof, because the panels add additional shading and protection for the roof. “In recent experience with hurricane Micheal, the solar panels protected the roof,” Herrick said. “Shingles were torn off only in areas where the solar panels were not at.” The University of California San Diego conducted a study on solar panels and found that panels help reduce the temperature inside the home up to 35 percent. “The southerly facing areas of the home get the most beating from the UV rays, which really damages the roof over time,” Herrick said. “That’s where we install the systems, so the roof gets additional protection from the panels.” The United States’ residential solar market is at an all time high. The U.S Solar Market Report, from Wood Mackenzie Power & Renewables and the Solar Energy Industries Association (SEIA), stated that in the third quarter of 2019, 712 megawatts of solar were installed, which broke the 2016 national record by 25 megawatts. The Florida panhandle has also seen a spike in the solar panel market. Pensacola’s Naval Air Station is home to Florida’s largest solar energy project. The three largest combined solar facilities on Department of Defense property are located here on the panhandle: the Eglin Air Force Base, NAS and Whiting Field’s (NOLF) Holley Field. All three combined have approximately 1.5 million solar panels, which are capable of generating up to 120 megawatts of electricity. ALL-ELECTRONIC TOLL ON BOB SIKES BRIDGE TO PENSACOLA BEACH IS COMING SPRING 2020
The new all-electronic tolling system on Bob Sikes Bridge to Pensacola Beach will begin in the spring of 2020. The toll will remain $1, and cash and change will no longer be accepted at this location. Until this change is implemented, Escambia County will continue to monitor traffic levels and will waive toll fees as needed during peak traffic times. All tolls will be collected electronically. Motorists will use either SunPass®, another interoperable transponder or be billed utilizing the TOLL-BY-PLATE system. TOLL-BY-PLATE customers will be charged a $1 toll, plus a monthly $2.50 administrative fee and will receive a bill by mail. You may pay cash at SunPass kiosks to replenish and pay TOLL-BY-PLATE invoices. There are many ways to get to Pensacola Beach. Transponders are available at the Santa Rosa Island Authority and any retailer where SunPass and E-Pass are available. Other options for passes include the
NC Quick Pass, Peach Pass and tolling apps such as PayTollo. The community can still walk, bike, ferry or ride ECAT bus routes 61 and 64 to Pensacola Beach. “All-electronic tolling is going state-wide and the goal is to get everyone to Pensacola Beach quicker,” said District 4 County Commissioner Robert Bender. “We want to make it easy to go to the beach in a safe, comfortable amount of time.”

COURT PROTECTS HISTORIC PENSACOLA CROSS: ELEVENTH CIRCUIT TAKES CUE FROM SUPREME COURT, UPHOLDS HISTORIC WWII-ERA CROSS
A historic World War II-era cross in Pensacola, Florida will remain standing thanks to a victory at the Eleventh Circuit Court of Appeals today. In Kondrat’yev v. City of Pensacola, an atheist group sued the City of Pensacola to remove the monument, which has been standing since 1941. Following the Supreme Court’s decision in American Legion v. American Humanist Association, protecting a World War I memorial cross in Bladensburg, Maryland, the Eleventh Circuit ruled that the cross is constitutional, acknowledging that that it has become “embedded in the fabric of the Pensacola community” and that removing it could “strike many as aggressively hostile to religion.” The Bayview Cross is one of over 170 displays in Pensacola parks memorializing the City’s diverse history and culture. In 2016, four individuals represented by the American Humanist Association sued the City, demanding the cross be torn down, even though three of the individuals do
not live in Pensacola and the fourth has held his own ceremonies at the cross. The trial court and an earlier decision of the Eleventh Circuit reluctantly agreed that the cross was unconstitutional under the notorious Lemon test, which has often been successfully invoked by anti-religious plaintiffs to push religion out of the public square. Earlier this year, however, the Supreme Court ordered the Eleventh Circuit to rethink its ruling in light of the Supreme Court’s decision in American Legion, which finally scrapped the Lemon test in cases involving longstanding symbols. “The Supreme Court has now made clear that religious symbols are an important part of our nation’s history and culture,” said Luke Goodrich, vice president and senior counsel at Becket. The 78-year-old cross was built in the City’s Bayview Park in 1941, as the U.S. prepared to enter WWII, as a place for the community to unite. Since then, Pensacola citizens have held community
events such as Easter sunrise services, Veteran’s Day and Memorial Day remembrances, and other voluntary gatherings at the monument, which has become a significant symbol for the Pensacola community. “Pensacola is a city with a rich and diverse history. The Bayview Cross is an important part of that history as a symbol of our community’s coming together during a national crisis,” said Grover C. Robinson IV, mayor of Pensacola. “We are pleased by the court’s ruling in this case, and today we celebrate our long-awaited victory and the preservation of the Bayview Cross.” In the June 2019 Supreme Court ruling upholding the World War I memorial cross in Maryland, Justices cited Becket’s friend-ofthe-court brief multiple times. Becket has also successfully defended a statue of Jesus in Montana commemorating fallen World War II soldiers, a historic cross artifact at Ground Zero, and a Pennsylvania county seal.
BLUE WAHOOS ANNOUNCE CLUBHOUSE ENHANCEMENTS AT BLUE WAHOOS STADIUM
The Pensacola Blue Wahoos announced major renovations to the clubhouse at Blue Wahoos Stadium on Thursday, enhancing player amenities leading up to the 2020 baseball season. “Facilities have become more and more of an important conversation between Minor League Baseball and Major League Baseball,” Blue Wahoos owner Quint Studer said. “We always want to stay ahead. In 2012, the stadium was designed based on what everybody knew then, but there have been so many changes. Nutrition has become a much bigger aspect. The way weight-training is handled has changed dramatically. Video has become a significant emphasis. Just like any business, facilities have to change to stay up with the changing industry.” The renovations to the Blue Wahoos Stadium clubhouse will dramatically enhance the clubhouse’s kitchen and dining area that is used to serve players food pre- and post-game, bring all new weightlifting and cardio equipment into the weight room, and create a brand new, high-tech video room with five workstations for coaches and players to analyze film.
“We brought the Twins administration down from Minnesota and asked “How do you feel we can improve the clubhouse for your players?” They do this for a living and know the needs of the players. They are the ones who provided the initial plans and helped design the new clubhouse,” Studer said. The Twins played an integral role in developing the renovation plans. “The Minnesota Twins are grateful for the continued investment in Blue Wahoos Stadium,” Twins President and CEO Dave St. Peter said. “The player development amenities are central to our efforts to help our athletes develop to their fullest potential. Moreover, these enhancements only further advance Pensacola’s reputation as one of the best all-around markets in minor league baseball.” In addition to improving the clubhouse’s nutrition, weight-training, and video capabilities, all lockers in the clubhouse and coaches’ offices will be replaced with high-end hardwood lockers built by All Wood Lockers. STATE ASKS FOR HOLD ON AMENDMENT 4 RULING
Dara Kam News Service of Florida TALLAHASSEE — Gov. Ron DeSantis asked an appeals court Friday to continue preventing felons from voting while the state appeals a federal judge’s finding that a law requiring indigent felons to pay “legal financial obligations” to be eligible to vote is unconstitutional. A three-judge panel of the 11th U.S. Circuit Court of Appeals on Wednesday upheld U.S. District Judge Robert Hinkle’s October ruling that the state cannot deny the right to vote to felons who are “genuinely unable to pay” court-ordered financial obligations, such as fees, fines and restitution. DeSantis wants the full appeals court to review the case in what is known as an “en banc” hearing. In a brief Friday, his lawyers wrote that “a majority of the active judges on this court will likely agree to hear the case en banc” and overturn Wednesday’s decision. The state law, passed by the Republican-controlled Legislature last year, was aimed at carrying out a constitutional amendment, known as Amendment 4, that restored voting rights to felons who have completed terms of their sentences. Voting-rights groups challenged the law, arguing that hinging voting rights on felons’ finances amounts to a modern-day “poll tax.” The Florida law “unconstitutionally punishes a class of felons based only on their wealth,”
the three-judge panel wrote Wednesday. Requiring all felons to pay financial obligations violates equal protection rights guaranteed under the 14th Amendment because it “punishes those who cannot pay more harshly than those who can,” judges Lanier Anderson III, Stanley Marcus and Barbara Rothstein decided. Hinkle issued a preliminary injunction that prohibited the state from taking any action to prevent the 17 plaintiffs in the case from registering to vote. But the judge agreed to a state request to put on hold part of the injunction that would allow felons to vote if they can show they are unable to pay fines or fees. Hinkle agreed to a stay on that part of his decision until the Atlanta-based appeals court ruled or until Feb. 11, depending on which came first. The state asked the appeals court to extend Hinkle’s stay, but the court had not ruled on that extension request before Wednesday’s decision. In arguing Friday to keep Hinkle’s decision on hold, the state’s lawyers said Wednesday’s ruling created a split with another appellate circuit, making it likely the full 11th U.S. Circuit Court of Appeals will agree to review the case. “And this is not a circuit split on a mundane or inconsequential matter. Instead, it goes to the very composition of the electorate of the state of Florida, an issue of profound importance,” DeSantis’ lawyers wrote.
HOUSE COULD SCRUTINIZE E-VERIFY PLAN NEXT WEEK
News Service of Florida Staff As the 2020 legislative session dwindles down to the final weeks, the Florida House has yet to consider an E-Verify proposal that is one of Gov. Ron DeSantis top priorities. But House Speaker Jose Oliva told reporters on Thursday that the proposal may be heard in committee next week. “We want to see what comes over from the Senate, but it is possible next week to see some movement on that,” Oliva, R-Miami Lakes, said. A Senate committee on Tuesday approved a bill (SB 664) that would require all public and private employers to use E-Verify, a federal program that checks the legal eligibility of new workers. The bill includes language that would give employers the option to use a “substantially equivalent” system in lieu of EVerify, a provision that Sen. Tom Lee, the sponsor of the measure, said “guts the bill.” The governor told reporters on Thursday that he remains confident the Repub-
lican-dominated Legislature will send him an E-Verify bill, as he has requested. The Senate bill has one more committee stop before it can head to the Senate floor, and Lee has vowed to make it stronger. The revision would likely remove the option for employers to use a system that is not E-Verify, a provision Lee agreed to add “in the spirit of compromise” during Tuesday’s Senate Commerce and Tourism Committee meeting. Oliva has been skeptical about the E-Verify measure for some time, and has expressed concerns about making Florida private employers a “policing arm for a part of government.” An E-Verify proposal in the House, sponsored by state Rep. Cord Byrd, currently exempts private employers from the mandate. Byrd, R-Neptune Beach, told The News Service of Florida he plans to make changes to the private business requirements in his bill, but would not provide details about the changes.
Much of the state’s 17-page motion attacked the manner in which the three-judge panel reached its ruling. The state’s lawyers contend that the judges applied the wrong type of analysis, known as “heightened scrutiny,” to arrive at the decision and should have relied on a “rational-basis review” used by other courts when weighing similar matters. “It is likely that a majority of the active members of this court will want to rehear this case en banc rather than allowing the panel decision to establish such a dramatic departure from prior precedent on such an important issue,” they added. The state also argued that, because felons have already forfeited their right to vote, “this case does not implicate that fundamental right.” The precedent-setting nature of Wednesday’s ruling is even broader because of the analysis the panel relied on, DeSantis’ lawyers wrote. “It is entirely rational for the people of Florida to insist on all felons repaying their debt to society in full before rejoining the electorate, and that is true even if the analysis focuses solely on those unable to pay and even if it were true that the majority of felons were not able to pay,” they argued. The constitutional amendment, approved by more than 65 percent of Florida voters in 2018, restored voting rights to felons “who have completed all terms of
their sentence, including parole or probation,” excluding people “convicted of murder or a felony sexual offense.” Lawmakers during the 2019 legislative session then approved the requirement to pay “legal financial obligations.” Florida’s “interest in retribution is not satisfied until the terms of a felon’s sentences are completed in full,” the state’s lawyers wrote in Friday’s brief. “This is true regardless of whether a felon can afford any financial terms of his or her sentence,” they added. “By holding that a state may not rationally insist on a full measure of justice before determining that a felon’s breach with society has been healed and therefore that the felon may rejoin the voting community, the court effectively attacks the validity of the underlying punishment itself.” DeSantis, a Harvard Law School graduate, said he believes the full court will take up the case. “And because this is the first time any court has held something like this, that you could not condition re-enfranchisement of a felon on, say, payment of restitution for the victim, that would be something that, if the 11th Circuit concurred with the panel, clearly would be accepted by the U.S. Supreme Court,” he told reporters Thursday. “So, we’ll see how it goes … But I’m not sure that the folks that are driving the litigation have really thought this through. It may not work the way they think it will.”
HOUSE READY TO DISCUSS SENTENCING REFORM
News Service of Florida Staff House Speaker Jose Oliva said Thursday the House is “very open” to a Senate proposal that would loosen sentencing laws for certain drug-trafficking offenses. A similar House proposal sponsored by a bipartisan group of 27 lawmakers has not been heard by any committees. But Oliva said he is willing to consider a bill (SB 346) that the Senate is poised to pass. The measure, sponsored by Senate budget chief Rob Bradley, would allow judges to consider shorter sentences and lower fines for drug-trafficking defendants who meet certain criteria, such as having no prior felony convictions and offering full cooperation with law enforcement. The bill also would set a maximum incarceration time of 12 months for people who buy or possess less than one gram of certain controlled substances, including cocaine, heroin and methamphetamine. After talking with sena-
tors, Attorney General Ashley Moody and Gov. Ron DeSantis’ office, Bradley, a former prosecutor, this week made major changes to his bill. The changes would shrink the number of defendants who are eligible to get shorter sentences. The Senate also added language to Bradley’s bill that would give prosecutors an opportunity to make sentencing recommendations in certain drugtrafficking cases, before judges decide to depart from mandatoryminimum guidelines. Bradley, R-Fleming Island, said this week he has yet to negotiate with the House on the issue. Oliva told reporters on Thursday that talks on the issue will likely start next week, as time runs out on the legislative session that ends March 13. “Next week we are in week 7. All things really need to start to move next week or we are looking at delays,” Oliva, R-Miami Lakes, said.

LAWMAKERS BACK INCREASED SCHOOL BUS SAFETY
News Service of Florida Staff Motorists would face higher fines if they drive past stopped school buses, under a proposal that was unanimously approved Thursday by the House and has received support in the Senate. The proposal (HB 37 and SB 290) would increase from $100 to $200 the minimum fine for failing to stop for school buses. The minimum fine would increase from $200 to $400 for motorists who pass buses on the side where children get on and off the buses. “This bill is a step in the right direction,” House sponsor Ardian Zika, R-Land O’ Lakes, said before the House approved the measure. “Today, we are sending a loud and clear message that the Florida House of Representatives stands by the safety of our children and our communities.” But Rep. Joe Geller, D-Aventura, said he was “reluctantly” supporting the bill
because he thinks the proposed fines are too high. “We’re fining someone up to $400 because they look away for a second, maybe because their kids are fighting in the backseat, and they don’t see that they’re passing a school bus that’s stopped,” Geller said. “That’s just too high. It’s just too much money to be charging for what is likely to be an inadvertent mistake.” Bill co-sponsor Emily Slosberg, however, pushed back against such arguments. “I heard concern about the $400 cost being too expensive for violators,” Slosberg, D-Boca Raton, said. “Why should we care more about violator’s pocket than the value of our children’s lives?” The Senate version of the bill, sponsored by Sen. Ed Hooper, R-Clearwater, has been unanimously approved by three committees and is ready to go to the full Senate.
VOTERS CAST BALLOTS IN PRESIDENTIAL PRIMARIES
News Service of Florida Staff More than 500,000 Floridians, or about a quarter of the 2.07 million who have requested mail-in ballots, have already cast votes in the March 17 presidential primary elections, according to numbers posted midday Friday by the state Division of Elections. With four Republicans on the ballot, including President Donald Trump, GOP voters had returned 325,607 of 964,327 requested ballots. Democrats, with a larger field, had seen 183,538 ballots cast from 1.06 million requested ballots, as some party officials have ad-
vised people against voting too early. There are 16 Democrats on the ballot, including several who have suspended their campaigns since qualifying. Another 6,760 ballots had been cast by people without a party affiliation or who are registered with a third parties. More than 20 counties have other issues before voters, such as Lee County, which has elections in Fort Myers Beach and Bonita Springs, and Broward County, which has elections in Lauderdale-By-The-Sea, Lighthouse Point, Pembroke Pines and Pompano Beach.

SENATE MOVES ON COMPENSATION IN WRONGFUL INCARCERATION
News Service of Florida Staff The Florida Senate next week is slated to take up a proposal that would provide $2.15 million to a man who spent 43 years in prison after being wrongfully convicted in a murder and attempted murder in 1976 in Jacksonville. The Senate has included the measure (SB 28) on a list of bills to consider during a Wednesday floor session. The proposal, sponsored by Senate Minority Leader Audrey Gibson, DJacksonville, would provide $50,000 for each year that Clifford Williams spent in prison. A House version of the bill (HB 6507), sponsored by Rep. Kimberly Daniels, D-Jacksonville, has sailed through two com-
mittees and awaits a hearing in the Judiciary Committee. Williams’ exoneration came after a review of his case by the Conviction Integrity Review Division established by State Attorney Melissa Nelson in the 4th Judicial Circuit, which is made up of Clay, Duval and Nassau counties. The review revealed that “multiple credible alibi witnesses” were not called to testify during his 1976 trial, House Special Master Jordan Jones wrote in a report on the bill. “I find that claimant has successfully demonstrated, by clear and convincing evidence, that he is actually innocent of the crimes for which he was convicted in 1976,” Jones wrote in the eight-page report.
OLIVA WILLING TO LOOK AT NEW COLLEGE-USF MERGER
News Service of Florida Staff As the House considers merging New College of Florida into Florida State University, House Speaker Jose Oliva said late Thursday he is open to considering the idea of folding the liberal arts college into the University of South Florida. Gov. Ron DeSantis was the first official to publicly float the possibility that New College and the University of South Florida would make a better fit geographically. New College’s Sarasota campus is 57 miles from USF in Tampa and 321 miles from Florida State’s campus in Tallahassee. “I am open to the University of South Florida as well,” Oliva told reporters. The potential of merging New College into another institution has drawn protests from students, fac-
ulty and alumni. But Oliva said the proposal would save money for the state and ensure students can continue to go to a university that would offer them a “benefit.” The House is also proposing folding Florida Polytechnic University into the University of Florida. “I don’t feel that those students would in any way suffer a loss. Is it a disruption? Without a doubt. But the amount of monies that are being spent on those two institutions are entirely unjustifiable, and it is our duty to look at things like that,” Oliva said. The House proposal (HB 7087) is likely to be considered by the Appropriations Committee next week, according to Rep. Travis Cummings, a Fleming Island Republican who chairs the committee.
