Area housing market healthy even as national and state economic expansion matures By Dr. Rick Harper The two-county Pensacola metro area is poised for continued employment and population growth over the near to medium term even as national and state job growth rates slow in a mature economic expansion. Our local job and population growth will in turn drive housing demand and the ability of developers and builders to successfully bring their product to market. Escambia and Santa Rosa counties will need to bring the infrastructure and services, at a reasonable cost, that will enable this growth without compromising the excellent quality of life that has always been our strength. Home prices, particularly for existing homes, rose strongly through the first half of 2017 before slowing somewhat, but the data reveal no signs of the overbuilding that characterized the 2003 to 2006 period and worsened the subsequent housing market bust. Escambia and Santa Rosa have always been joined at the hip economically, but that interdependence has increased in recent years, and is clearly reflected in choices in the housing market. Escambia County’s urban core has long been a regional job hub, but in recent decades has seen the holders of those jobs choose to live in newer suburban neighborhoods in Pace as well as in Gulf Breeze. Santa Rosa families, particularly in Navarre and other southern neighborhoods, also commute to high wage jobs at the military installations to the east. Okaloosa, more than any other county in Florida, is where Florida’s military works, but Santa Rosa is where military families, including retirees, choose to live. Escambia is not far behind Okaloosa in terms of the density of military employment. Because retail follows rooftops, Santa Rosa has in turn seen retail, health care, and other job growth arise to meet the needs of the resident population. As always, Escambia’s success spurs Santa Rosa success, and vice versa; neither county can thrive without a healthy partner. Among the factors that argue for continued robust growth
in the demand for homes is the ongoing hiring associated with the multiyear expansion of Navy Federal Credit Union (NFCU) facilities. Analysis done in 2015 by the UWF Haas Center calculated that NFCU hiring would increase job growth rates for the twocounty metro area by 78 percent relative to their long run average. This growth will spike as NFCU’s new facilities approach completion and begin to be occupied later this year. Additionally, the growth in military budgets under discussion in early 2018 in Washington will likely bring increased spending to Northwest Florida and military families. The continued growth in tourism spending for the local area and the revitalization of the Pensacola urban core will also bring growth. Escambia and Santa Rosa are poised to outperform existing forecasts. Growth in total nonfarm payrolls slowed in the second half of 2017 for the Pensacola area relative to the fast growth of the last several years. However, the community closed the year with 1.7 percent year-overyear growth in December 2017, versus 1.4 percent for the nation. October’s 3.5 percent unemployment rate was below the national rate, and as low as we’ve seen in this area except for during the peak of last decade’s housing boom. Although one must be mindful of demographics, and that baby boomer retirements decrease measured labor force participation, these low unemployment rates are causing household incomes to rise. Given that both 2015 and 2016 saw decent inbound migration and wage growth, current forecasts for local housing market demand, and thus units sold and median price, will likely need to be revised upward, particularly if the unusually high job growth is sustained over several years. The signs are that it will. Current labor market and retiree migration data point to strong continued demand for traditional single family residences, along with townhouses, condos, and apartments, within both
Escambia and Santa Rosa. In keeping with tradition, Santa Rosa will be largely single family homes, with only 4 percent of units over the past several decades built to the multifamily market. Escambia building permits have been much more reflective of multifamily and rental demand. With vibrant downtown development and the likelihood of substantial housing demand in more northerly neighborhoods, Escambia is poised to attract and retain households that formerly might have located elsewhere. Santa Rosa will continue to tout good schools, low taxes, and affordable homes, but needs to work on availability of affordable buildable lots in order to ensure ongoing cost and amenity competitiveness. However, there are worries that the counties might fail to capitalize on available opportunities. Many neighborhoods in desirable areas are largely built out. Builders report that increases in buildable lot prices have led them to hold back on other amenities, including square footage, as they attempt to match home prices to available household income. Given the regional job growth that is to come, Escambia can assume a role as the preferred home for the families that fill the best jobs. While Escambia’s population density might not appear to be large relative to other parts of the state, the traditional difficulty of access to land available for development that lies north of I-10 meant that scarcity constraints were real. Santa Rosa, with its national and state parks, and the Eglin AFB reservation, faces even greater scarcity constraints. These constraints will require that developers are able to bring both infill and new buildable lots to the market at a greater rate. The rates of new lot creation and sales of the last decade will not be sufficient to meet anticipated housing demand at affordable prices. Access to those properties, along with improved opportunities for infill development in older areas, are prerequisites for

Affordability improves when family incomes rise faster than house prices, and when interest rates fall. House prices can stay low as long as builders have access to affordable inputs, including labor, materials, and land. Good job creation in the two-county metro area over the next several years will let wages grow and will keep inbound migration from other counties and states at healthy rates. A healthy national economy means that the traditional retiree dynamic that lets new households move south to adopt the Florida lifestyle and Northwest Florida affordability, is in place. However, the strong increase in the sales price for existing homes in recent months is consistent with declining inventories, and erode affordability. The more modest increase in new home prices helps affordability, but rising buildable lot, materials, and labor prices will force prices up over time. Mortgage interest rates are poised to rise. However, as both home prices and interest rates move up later this year and in 2019, fewer buyers will qualify for the mortgage loans they need, putting a slowdown on sales and price growth at that point. It is too early to say with confidence when we will hit that point. Higher home prices and interest rates not only hurt affordability for new home buyers, but also stifle mobility of existing homeowners in the region, as more of them become locked in place. This is because a new mortgage for purchase of a new or existing home will come with a higher interest rate that raises the monthly payment, even when the different home being considered comes with a purchase price no higher than their existing home. The presence of the above factors suggests that the healthy growth of 2014 to 2017 in the local labor and housing markets is sustainable, although slowing somewhat in concert with the national economy. Risks to existing local growth forecasts are more to the upside, and the most likely pattern for Escambia in coming years will be to attract a growing share of higher-income purchasers employed locally. Santa Rosa will continue to attract families looking for affordability, suburban amenities, and good schools. Both counties will see increases in the over-55 population. Taken together, these trends mean that sales of new homes will be able to expand at rates previously associated with the 2003 – 2005 housing boom, if capacity allows. Sales of existing homes can also continue to grow, although perhaps not with the price increases observed in 2015 and 2016. Pen Air FCU Employees Celebrate Giving $200k to Local Charities The employees of Pen Air Federal Credit Union (Pen Air) celebrated giving more than $200,000 to local nonprofits since 2013, when the Jeans for Communerosity (J4C) program began. Pen Air employees celebrated the milestone though “I Wear Because I Care” week, which took place February 12 - 16 through various events and activities including a puppy kissing booth with SouthBARK Animal Rescue on Valentine’s Day, an entire week of jeans, an ice cream social, a “200 Reasons Why We Love Our Community” cards display at the corporate location, a thank you video from impacted charities, and employee videos sharing why they give their time and treasure. The favorite activity amongst the employees was the “Pay It Forward for a $1,000 Surprises”. Each day of the week an employee who participated in the J4C payroll deduction program was selected to be surprised with a presentation check made out for $1,000 and left blank for the employee to choose a local nonprofit to pay it forward. The five nonprofits that were selected to receive $1,000 were: Autism Pensacola, CanHOPE Pensacola, Council on Aging of NWFL, Gulf Coast Kids’ House, and SouthBARK Animal Rescue. A social media contest was also held throughout the week, allowing followers to comment a local nonprofit they would pay it forward to for $200. The five nonprofits that were selected to receive $200 each were: Autism Pensacola, Pensacola High School IB Program: Buddy Bench Project, Phoenix Rising Rescue, Rally Pensacola, and Supporting Educational Enrichment in Daphne’s Schools. “I Wear Because I Care” week was specifically selected during the Valentine’s holiday to allow the employees to show their Communerosity spirit and love for their community. At the end of the week more than $211,000 has been given to date through J4C. J4C is an employee-driven fundraising effort to give back to those in need in the community. Each year, Pen Air employees nominate local, nonprofit organizations to be voted on as recipients of this philanthropic pro-
gram. Funds are raised through payroll deductions and J4C days. The funds raised by the employees are matched by Pen Air and divided equally among the voted charities for the year. The 2013 - 2017 J4C were: Alzheimer’s Family Services, Covenant Hospice, American Cancer Society - Making Strides Against Breast Cancer, ARC of Baldwin County, Bay Area Food Bank, Beacon Shelter for Women & Children, Care House Child Advocacy Center, Children’s Home Society of Florida, Covenant Hospice, Dogs on Deployment, Loaves & Fishes Soup Kitchen, Magic Moments of AL, Pensacola Breast Cancer Society, Pensacola Humane Society, Ronald McDonald House Charities of NWFL, SouthBark, Truth for Youth, and Veteran’s Advocacy Council. The 2018 J4C Charities who will each receive $5,000 are: Baldwin County Child Advocacy, Covenant Care, Magic Moments of Alabama, myBELONGINGS, Prodisee Pantry, Ronald McDonald House Charities of NWFL, SouthBARK Animal Rescue. Florida Department of Health in Santa Rosa County Celebrates the School District of Santa Rosa County’s 2016-2018 Healthy School District Award
Florida Department of Health in Santa Rosa County recognizes the School District of Santa Rosa for receiving the 2016-2018 Florida Healthy School District award. The School District of Santa Rosa received the Gold award level. The Santa Rosa School District has achieved the Gold level distinction for 6 years. 45 out of Florida’s 67 school districts are currently recognized as Florida Healthy School Districts. The designation is for a two year period and there are currently 14 gold, 17 silver and 14 bronze level districts. ”Congratulations to the Santa Rosa County School District on the Gold award,” said Sandra L. Park-O’Hara, ARNP, administrator of the Florida Department of Health in Santa Rosa County. “The School District is a very strong partner for health and wellness in our county, and their commitment to teaching children about the importance of healthy choices is evidenced by this award. Local Comedian Supports UWF Theatre in Honor of Alumnus Son
The University of West Florida Department of Theatre recently received a $25,000 check from Pensacola comedian James Terryl “T. Bubba” Bechtol in honor of his son Robert Clayton “Carter” Bechtol, who graduated from the UWF theatre program in 1998. The check presentation was held on Feb. 16 at the Center for Fine & Performing Arts on the opening night of UWF’s spring musical “The Music Man.” The donation will establish an endowed scholarship for the Department of Theatre and will provide scholarships for juniors and seniors in the department. This is T. Bubba Bechtol’s second donation to the University; in 2015, his first gift of $25,000 set up a scholarship for women’s basketball. T. Bubba Bechtol supports higher education because of the opportunity he received after a college sports injury. T. Bubba Bechtol, 2014 and 2015 Inspirational Country Music Association’s Comedian of the Year, serves as President of the Board at the Pensacola Little Theatre. As a comedian on the Grand Ole Opry in Nashville, he toured the world in support of his five comedy
albums. “I spent 30 years of my life in the performing arts. Carter had a great run as well, and we are both theatre people,” T. Bubba Bechtol said. “I hope that any student that gets assistance from this scholarship will know that someone like me or my son wanted to help them graduate and find a way to the stars.” After graduating from UWF in 1998, Carter Bechtol went on to make six Hollywood movies before returning home. Now, T. Bubba Bechtol hopes to get him involved with his alma mater and other local theatre companies. “UWF really helped me find the spark. I found it in the arts, in theatre, and that’s when the passion of what I wanted to do came to life. That was able to happen at UWF,” Carter Bechtol said. “So many people leave to go find themselves. On Monday, February 26th, Judge Boles of the first Circuit Court of Florida accepted a Voluntary Dismissal with Prejudice from Former Commissioner Gene Valentino in the slander Lawsuit that the Former Commissioner filed against Commissioner Underhill. Judge Bowles heard Underhill’s motion to dismiss on February 6th, finding in favor of Commissioner Underhill on all four points of law that he contested. Former Commissioner Valentino was given 20 days to amend his complaint, but instead chose to drop the lawsuit on the 20th day. Commissioner Underhill commended Former Commissioner Valentino for the wisdom of his decision. “The First Amendment right to speech exists first and foremost to empower Americans to criticize their elected leadership. Whether in my role as the vocal citizen or as the Commissioner facing criticism, I hold our Constitutional rights to be sacrosanct.” This is the second failed lawsuit Valentino has filed against Underhill since he was defeated by Underhill in the 2014 Republican Primary. Underhill
considers the lawsuits by Valentino, as well as several failed ethics charges by Valentino’s allies, to be an extension of the famously dirty politics of that race. “Escambia County has proven in recent years that the voters are too sophisticated for negative campaigning”, Commissioner Underhill said. “The personality-based politics, lies and innuendo, unfounded lawsuits and ethics charges, etc. are the tools of the past that were used to keep the citizens preoccupied while the government failed to do its job. With this matter closed, we have more time for our campaign to focus on the core business practices of this county: public safety and infrastructure. Our budget failures, our infrastructure shortcomings, and our failure to fund public safety are reaching a boiling point in this county, and there is no appetite for personality-based politics.” Commissioner Underhill Represents District 2 on Escambia’s Board of County Commissioners and is currently running for re-election in the 2018 Republican primary.

Through the program, Rohrer and his staff were also able to provide mental and behavioral health counseling and services in schools and pediatric centers in the area. At UWF, Rohrer served as chair of the Department of Social Work and coordinated the development of the Master of Social Work program for the University. The Mental and Behavioral Health Capacity Project served as a field education site for students in the Master of Social Work program. “The second year of the MSW program requires three days a week in a setting,” Rohrer said. “We have been that setting for many of our graduate students coming out of the school of Social Work. They spent three days a week with us in the clinics and the schools and the pediatric centers, doing the direct work.” “I’ve heard over and over from the students that, by being placed in our program, they got some of the best experience ever,” said Elizabeth Arthur, assistant director of the Mental and Behavioral Health Capacity Project. Rohrer was also able to create 27 full-time positions through the program. “When students come out of the Master of Social Work program and want to be licensed, they have to get a job and function for two years under clinical supervision. So we have hired a number of our graduates who come in and work with us after their field education,” Rohrer said. ”We’ve also hired a bunch of licensed clinical social workers to fill these 27 positions, and about half or so of those are licensed clinical social workers that came directly from the UWF program.” Rohrer retired from UWF at the end of the Fall 2017 semester as a professor emeritus. While the grant-funded program has ended, he believes it has left a lasting legacy. “There’s an enormous need there,” Rohrer said. “We have to been able to fill that to the extent of (27) jobs that we’ve created. That need does not go away. I hope we that have drawn attention to the need, and provided some continuing opportunities for that need to be met.”

SENATORS BACK SCHOOL SAFETY PLAN IN RAUCOUS MEETING By NSF STAFF THE NEWS SERVICE FLORIDA

The emotionally raw conversation about guns escalated Monday in the Capitol, as a group of gun-control advocates flailed a key Senate panel considering legislation that students, parents and educators angrily argued would do little to make Florida’s schools safer because it does not include a ban on assault-style weapons. The intense debate came during a Senate Rules Committee hearing on a broad package addressing school safety, guns and mental health, in response to this month’s massacre at Marjory Stoneman Douglas High School in Parkland that left 17 people, including 14 students, dead. More than 1,000 people, many of them wearing “Rally in Tally” neon orange T-shirts emblazoned with #GunReformNow, traveled by bus to Tallahassee to rally and meet with lawmakers before attending the Rules Committee meeting, where the outspoken and frustrated crowd berated members of the panel. The sea of orange confronted senators during a discussion of an amendment, sponsored by Sen. Jose Javier Rodriguez, that would ban more than a dozen types of semi-automatic, assaultstyle weapons like the one used by 19-year-old Nikolas Cruz to mow down students and teachers at the Broward County school. In the days following the Valentine’s Day mass shooting, many students from the Broward County school have pleaded with lawmakers --- and President Donald Trump and Gov. Rick Scott --- for the prohibition on assaultstyle weapons, an idea opposed by the powerful National Rifle Association and many leaders of the Republicancontrolled Legislature. “Assault weapons are weapons of war. They’re designed for the battlefield and then modified for civilian use … to efficiently extinguish human life,” Rodriguez, a Miami Democrat who is running for Congress, said. But Marion Hammer, the NRA’s
Florida lobbyist, argued Rodriguez’s proposed amendment would stop just “short of banning practically every gun known to man.” Eric Friday, general counsel for the gun-rights group Florida Carry, likened the weapons targeted in Rodriguez’s amendment to the “equivalent of the same hunting rifle my father and grandfather used.” The comments of the gun-rights proponents elicited jeers and hisses from the overflow crowd and drew a rebuke from two 15-year-old survivors of the catastrophic event. “I don’t understand how you can find the hobby of murdering animals the same importance as the murdering of my classmates and teachers,” Bela Urbina said. “This weapon has killed so many people. It is a militarized weapon that we don’t need. We don’t need civilians to have it.” Her friend Katherine Guerra was even more pointed. “Do you think that your sport is more important than human lives? And if you believe that, you need to reassess yourselves,” she said. The raucous crowd erupted in applause for the girls, wearing their school colors of burgundy and silver. Dozens of speakers lined up to weigh in on the proposal. Nearly all of them spoke heatedly in favor of the ban. “Shame on all of you,” Andy Oliver, a Methodist pastor from St. Petersburg, angrily scolded lawmakers for failing to enact stricter gun laws in the wake of previous mass shootings, including the 2016 murders of 49 clubgoers at the Pulse nightclub in Orlando. “The blood is on your hands.” The amendment failed in a 7-6 vote, with Miami Republican Anitere Flores crossing party lines to join Democrats, who voted as a bloc in favor of the proposed ban on assault-style weapons. After the ban failed, the crowd again erupted, threatening lawmakers with being voted out of office in November. The overall package approved by the Rules Committee would allow specially trained teachers to bring guns to schools, prohibit people younger than 21 from buying rifles or other long
guns, and give law enforcement officers the ability to get court orders to take guns away from mentally ill people they deem dangerous. Parkland Mayor Christine Hunschofsky read notes of support for the bill, even without the prohibition on assault weapons, from the parents of two students who were killed. Fred Guttenberg, whose 14-year-old daughter Jamie was slain, called the proposal a “minimally acceptable first step.” Hunschofsky said her community is “still grieving and mourning” the event that rocked the tight-knit enclave in northern Broward County. “Everybody knew somebody who was affected,” the mayor said. “It’s a very difficult time for all of us.” Hunschofsky said the bill isn’t perfect but she supports the measure. “My friends who just buried their children, they want action,” she said. “I remind everybody, three weeks ago, I don’t think anyone in the state of Florida would have thought we would ever be discussing a bill like this. So I appreciate any step in the right direction.” The mayor said she was “not a fan” of a controversial element in the bill that would allow teachers who receive special training and are deputized by the local sheriff to serve as school “marshals.” School districts could choose whether they want to participate in the program. The school marshal program, not included in a similar package being pushed by Scott, would require trained teachers to be “distinctly and visually identifiable to responding law enforcement officers, faculty, staff, and students, in the case of any active assailant incident on a sponsoring school district’s campus.” But Rodriguez asked if such an identification program would potentially make teachers “become targets of mass shooters rather than individuals who are presumably helping defend us.” Sen. Bill Galvano, a Bradenton Republican who is sponsoring the $400 million package, said it would be up to local law enforcement “to make sure
they know who these participants are and how to identify them.” Senate Minority Leader Oscar Braynon, who is black, said he fears that arming teachers could have disastrous consequences, especially for minority children. Braynon, D-Miami Gardens, said he was unable to vote for a bill that “puts children that look like me, look like my child, in harm’s way.” “I just cannot do it,” Braynon said. Before the committee signed off on the sweeping measure (SB 7026) in a 9-4 vote, Galvano noted that lawmakers are hurriedly acting to respond to the catastrophe with the goal of preventing others. And Galvano acknowledged the topic of guns evokes passion, as it did during Monday’s 3 ½-hour meeting. He praised the Legislature for being willing to “revisit” gun regulations. “That’s not been a debate that this Legislature has ever meaningfully had since I’ve been elected,” the Bradenton Republican, who’s served in the Legislature for more than 14 years, said. “There’s still work to do, but I ask you to join me in supporting this major step in moving this to the next committee so that we never have to endure a tragedy like we have recently endured again.” After the meeting, Hammer told The News Service of Florida the NRA does not support the measure. “The bill contains gratuitous gun control language that will not save kids. We support hardening the schools. We support keeping guns out of the hands of the mentally ill. We support putting armed security in the schools. We do not support taking away Second Amendment rights of law-abiding citizens because a mentally ill young man who should have been stopped numerous times by the system wasn’t stopped, and gun owners are being blamed,” she said. The bill is expected to go Tuesday to the Senate Appropriations Committee. Also, the House Appropriations Committee is scheduled to take up the House version of the bill Tuesday.

In a 16-0 vote, the Government Accountability Committee approved a bill (HB 1281) that would pay bondholders about 38 cents for every $1 of the $135 million owed on the Garcon Point Bridge, a 3.5-mile toll facility located near Pensacola. The bill would also cut the toll rate from $3.75 for a one-way trip to $2 on the span, which is widely known as Bo’s Bridge, after former House Speaker Bolley “Bo” Johnson, who pushed the project. The bridge ended up in default because not enough motorists use the facility. Rep. Jayer Williamson, a Pace Republican sponsoring the bill, offered
the span from the Santa Rosa Bay Bridge Authority by issuing new bonds through the Florida Turnpike. The bonds would have been based on more realistic projections of bridge traffic and toll revenue. The new plan seeks to acquire the bridge by taking the $135 million owed, as of last July, and then deducting a $7.9 million loan from the state and some $25 million in operations and maintenance costs that have been covered by the state Department of Transportation. That would leave $102 million, with Williamson saying the state would pay half of that, or $51 million. The state would pay for the bridge by taking the $51 million “off the top” of funding for the Department of Transportation’s annual work program, which pays for projects in seven transportation districts across the state,
over a number of years from tolls, which would also have to cover the annual operations and maintenance costs for the bridge, which are now around $1.5 million. “Over the next 20, 25 years this will look like it’s revenue neutral,” Williamson said. “But it’s going to take time. It’s almost like taking a loan from parents and paying it back.” Williamson said he advanced the cash plan Monday in an amendment because the original bill was stalling with the Florida Turnpike bond option. He said one of the keys to the new plan is the toll-rate reduction. The bill would cut the toll to $2 for a minimum of two years and then allow gradual increases. After two years, the toll could be increased to $2.50, and then every two years after that it could increase by no

A key House committee Monday approved an 83-page gambling bill that includes ratifying a 20-year agreement with the Seminole Tribe of Florida. With the vote by the Commerce Committee, the bill (HB 7067), sponsored by
Tourism & Gaming Control Chairman Mike La Rosa, R-St. Cloud, is ready to go to the House floor. The bill, which is substantially different from legislation (SB 840) in the Senate, would lead to the tribe paying $3 billion to the state over seven years. In exchange, the tribe would have exclusive rights to conduct banked card games, such as blackjack, at five of its casinos. Also, the tribe would
continue to have exclusive authority to offer slot machines outside of MiamiDade and Broward counties, and parimutuel facilities would be barred from offering lucrative “designated player” card games. Rep. Mike Miller, R-Winter Park, said the bill would provide “certainty” after years of debate about changes in the gambling industry and after legal battles between the state and
the Seminole Tribe. But Democratic opponents criticized part of the bill that would direct part of the money to charter schools, an issue that Rep. Joe Geller, D-Aventura, called a “poison pill.” The House and Senate would have to reach agreement on a final bill before the scheduled March 9 end of the annual legislative session.

Despite opposition from cities and waste haulers, a House committee Monday approved a bill that could lead to refunds for customers if they face delays in garbage collection. The House Commerce Committee backed
the bill (HB 971), sponsored by Rep. Randy Fine, R-Palm Bay, though a Senate version (SB 1368) has not been heard in committees with less than two weeks left in the annual legislative session. Fine’s bill would require that local governments or private waste haulers give refunds to customers whose garbage is not picked up within four days of the scheduled collection
date. “No one should be able to charge for something they do not provide, particularly when it is the government that mandates you buy it,” Fine said. But critics said, in part, that the bill does not include exceptions for pickup delays caused by such things as hurricanes. The bill initially also would have barred cable-television and phone companies from charging customers for
service interrupted more than 24 hours. But Fine eliminated those parts of the bill Monday, leaving only the portion related to garbage collection. Jon Moyle, a lobbyist for Waste Management, said it seemed like the other industries were getting “cut a break” with the change. “To keep solid waste in seems a little unfair,” Moyle said.
