GROWING THE ECONOMIC LANDSCAPE OF PENSACOLA The Pensacola International Airport and the City of Pensacola are making strides in their quest to expand and diversify Pensacola’s growing economic landscape. After years of strategic planning and negotiating, the airport and the city solidified a long-sought after lease agreement with the Mobile-based company VT Mobile Aerospace Engineering (VT MAE) to construct a major aircraft maintenance, repair and overhaul facility on airport property–a project expected to bring more than 400 aerospace industry jobs to Pensacola when the facility begins operations in 2018. City officials and economic experts are hopeful the $46 million aircraft maintenance facility will serve as a steppingstone in the development of an aerospace industry in Pensacola.
VT MAE’s History
VT MAE opened its doors in Mobile’s Brookley Aeroplex in 1991 with 50 employees and one airplane hanger offering services to both commercial airlines and airfreight operators. By the end of their first year, VT MAE added a second hangar and launched their Boeing 727 passenger-tofreighter (PTF) conversion program. Just two years later, the company expanded with the addition of four more hangars. Today, VT MAE is capable of accommodating eight wide-body and 10 narrow-body aircraft simultaneously within their 10 hangars, which occupy more than 900,000 square feet. Each hangar has direct access to the Mobile downtown airport’s 9,600– foot, 24/7 operational runway. They’ve also developed additional buildings onsite to house training materials, warehouse operations and an environmentally controlled engine storage facility. VT MAE’s employees, facilities and procedures consistently meets and exceeds extremely stringent airworthiness requirements and are fully certified by the Federal Aviation Administration (FAA) and by the European Aviation Safety Agency (EASA) as an approved repair station. The repair station has been operational in Mobile for 25 years and now employs 1,000 individuals locally; their annual employee payroll reached $80 million in 2010 and totals more than $1 billion since opening the door in 1991.
Bill Hafner, president of VT MAE and chief operating officer said when VT MAE made the decision to further expand within the region and began their search for a new satellite facility location, Pensacola quickly became a contending city – both for its proximity to Mobile and the interest expressed by local residents. “The city of Pensacola, the airport, and the residents have been so receptive and so supportive of the project,” Bill Hafner said. “We looked all over Mississippi, central and northern Alabama and western Florida– but the workforce is there, and the interest to grow is there, along with the proximity to Mobile.”

The expansion of VT MAE into Pensacola’s economic landscape marks what many are hoping to be a significant milestone for new job growth within the city. Scott Luth, CEO of Florida West Economic Development Alliance said he is hopeful the aerospace company will hire predominantly local people to fill the new positions. “The new facility will be hiring for approximately 400 positions,” he said. “And hiring local people is an investment in Pensacola and the entire Gulf Coast. “ Luth noted some of the higher-experienced level positions could possibly be recruited from outside the

Aside from diversifying the job market and creating a potential hub of aviation industry, VT MAE will also encourage students from Pensacola State College and the University of West Florida to stay in the area once they’ve graduated, allowing them to utilize their skills locally. “These are jobs people can be trained for that don’t have a four-year degree and may not have a two-year degree,” Hayward said. “Our school district (PSC and UWF) have partnered with us.” Pensacola State College and several other schools within the Escambia County School District will begin offering courses in aviation, prior to VT MAE’s completion. Hayward said he believes VT MAE could help promote the renaissance of the modern American worker by supporting and encouraging the importance of specialized trade skills. I think many of us who were formally educated started to appreciate that when the economy crashed and we were envious of the plumbers and electricians,” he said. “What we did with VTMAE is a big deal and I think the community will continue to feel the benefits in the future.”
VT MAE BY THE NUMBERS The new repair facility will cost $46 million to design and construct. The blueprint of the building will cover 19 acres of Pensacola International Airport property and consist of 173,000 square feet. The facility is expected to bring more than 400 local jobs to the area. The majority of the jobs are expected to pay a salaries ranging from $30,000 to $58,000. The city will lease the newly constructed facility to VT MAE for a 30-year term lease. Construction is expected to take approximately 16 months, with an opening date taking place in early 2018.

Kahn Family Foundation donates more than $200,000 to Pensacola State
Pensacola State College received a $201,200 scholarship from the Robert H. Kahn Jr. Family Foundation on Tuesday. The gift, made in honor of the late Bobby Kahn Jr., was presented to Pensacola State President Ed Meadows during a 10:30 am ceremony in the college’s District Board of Trustees board room in Building 7. A community leader, Kahn passed away in 2014. The gift created the Robert H. Kahn Jr. Endowed Scholarship in Business and Management at Pensacola State. The first scholarships have been awarded for the spring 2017 semester and Dominique Massey-Johnson is one of four students to receive this award. Kahn’s wife, Suzanne Kahn, and daughter, Dorothy Kahn Galloway, established the scholarship to honor his interest in helping people achieve their dreams. “Bobby believed so much in supporting those who make our community such a wonderful place to live. He appreciated that hard work and education were keys to changing lives,” Suzanne Kahn said. “This is a special way that we can help continue doing what he believed in.” Meadows applauded the Kahn family for honoring the college. “Suzanne Kahn and Dorothy Kahn Galloway have shown a strong commitment to Pensacola State College and our outstanding students. We are profoundly grateful for their fantastic support that will expand student scholarship opportunities,” he said. Kahn attended local schools, graduated from Pensacola High School in 1941, and attended Tulane University for two years until World War II interrupted his schooling. He enlisted in the U.S. Army in 1943 and served in the European Theater. He returned to Tulane to complete his degree in business administration, graduating in 1947. Kahn then entered the family business, the Lewis Bear Co., where he spent his career serving in various capacities
including vice president, president and chairman of the board. He retired in 1985. He was a past president of Temple Beth-El and the Rotary Club of Pensacola. A member of Pensacola Yacht Club and an offshore sailor for more than 50 years, Kahn sailed the Pensacola-to-Mexico race seven times ─ winning it in 1975. Kahn also was a hunter and all-around outdoorsman. He taught Junior Achievement in local schools, and volunteered as a coach of the Junior NROTC rifle teams. A particular interest of his was interfaith relations. The Robert H. Kahn Jr. Family Foundation was established in 1998 with the mission of supporting arts and culture, education and religious activities. Pensacola State’s Business Department offers the Marjan Mazza Bachelor of Applied Science in Business and Management degree, which includes seven areas of concentration: Graphic Design Management, Health Care Management, Human Resources Management, Law Enforcement Administration, Organizational Administration, Project Management, and Public Safety Management; an Associate in Arts degree with advisement tracks in Business and Pre-Law/ Pre-Legal Administration; Associate in Science degrees in Accounting Technology, Business Administration, Criminal Justice Technology, Cyber Forensics and Paralegal Studies; and multiple certificate programs. The various programs offered by the Business Department are designed to provide a foundation in business and prepare students to seek employment in a variety of business fields. Women in Leadership Conference returns to UWF in March The University of West Florida College of Business Executive Mentor Program will host its annual Women in Leadership conference on Friday, March 3, 2017, from 11:45 am to 5 pm in the UWF Conference Center and Auditorium, Building 22, on the Pensacola Campus. Registration will be open starting on Monday, Jan. 9, 2017. Entering its fourth year, the conference is themed, “Designing Your Future,” and features presentations and panel discussions from recognized thought-leaders. The free event is open to the public and welcomes men, women, students and professionals. Registered attendees will receive complimentary lunch in the auditorium. “Attendees will enjoy the enthusiasm, honesty and powerful, inspiring stories of our highly successful speakers,” said Dr. Sherry Hartnett, Women in Leadership Conference chair and director of the UWF College of Business Executive Mentor Program. “We hope participants will leave the conference with motivation and ideas for designing their future careers and lives.”
Dr. Martha Saunders, who will become UWF’s sixth president on Jan. 1, 2017, will deliver the welcome address. UWF music professor honored as commissioned composer by statewide association
The Florida State Music Teachers Association, FSMTA, selected University of West Florida faculty member Dr. Joseph T. Spaniola as its commissioned composer for 2016. Spaniola, associate professor and director of jazz studies and music theory in the UWF Department of Music, was nominated for the honor by former UWF colleague Dr. Lynne Lauderdale. He then submitted a portfolio to the FSMTA, which has named a commissioned composer annually since 1969. Upon learning he had been selected, Spaniola wrote “Tenacious,” a work for flute, violin, clarinet, bassoon and piano. A quintet comprised of UWF faculty and alumni performed his piece at the FSMTA State Conference in Altamonte Springs in October. “I am hon-
ored to be a part of the commissioned composer tradition and make new music for educators,” Spaniola said. “It is always an honor to be held up by performers and music educators. Tenacious is dedicated to and inspired by music teachers and musicians everywhere, and their passionate, focused and relentless spirit. We could not do what we do without being tenacious.” The commissioned composer program combines the need in the United States to perpetuate the art of new American music and provides states with an opportunity to highlight live performances of new music, according to the Music Teachers National Association. Dr. Sheila Dunn, chair of the music department at UWF, said, “It is a tremendous honor for Dr.

Joe is a world-class composer and we are privileged to have him on faculty at UWF.” Dunn also said “Tenacious” has helped build community among UWF’s full-time and adjunct faculty, alumni and local professional musicians who have collaborated to perform the piece at events on campus. “The level of performance is top notch, professional and riveting,” she said. “Tenacious is a powerful message about what it takes to be effective and still passionate about music education. We are all in this together, keeping this art alive.” As Florida’s commissioned composition for 2016, “Tenacious” will be given consid-
eration for recognition at the national level, as well. A panel of recognized composers will evaluate states’ commissioned compositions in order to select the MTNA Distinguished Composer of the Year. Spaniola has spent 37 years composing and arranging music for band, orchestra, chamber ensembles, solo instruments, voice, choir and electronic tape. Prior to teaching at UWF, he was the chief composer and arranger for the United States Air Force Academy Band in Colorado Springs, Colorado, and the noncommissioned officer in charge of music production and recording. The UWF Department of Music is accredited by the National Association of Schools of Music and provides students with a high quality, personal-

TOURISM CHIEF OUT AFTER PITBULL CONTROVERSY

Gov. Rick Scott on Friday requested the resignation of the state’s tourism-marketing leader amid a controversy over an expired $1 million contract with a Miami hip-hop artist whom the governor praised for his “devotion to our great state.” Visit Florida President and CEO Will Seccombe agreed to resign from the $120,000-ayear position he’s held since November 2012. In a letter to Visit Florida Chairman William Talbert, Scott backed the need for the tourism-marketing agency while outlining reforms he’d like to see. Visit Florida has come under intense scrutiny over its contract with hip-hop artist Armando Christian Perez, better known as Pitbull, and ongoing sponsorship deals with the Londonbased Fulham Football Club and an IMSA racing team. The letter also included the call for Seccombe’s departure. “I believe it would be best for the future efforts of Visit Florida for Will to step down and allow new leadership to come in at this critical time,” Scott wrote. The request came after the positions of two agency officials, Chief Financial and Operating Officer Vangie McCorvey and Chief Marketing Officer Paul Phipps, were eliminated without any public explanation earlier in the day. Phipps was involved in the $1.25 million Fulham contract. A spokesman for Visit Florida said Seccombe agrees with the leadership changes outlined by Scott. “In the coming weeks, he will be working with the Visit Florida Board of Directors on (the) next steps,” Visit Florida spokesman Tim DeClaire said of Sec-
combe. Before taking the helm of Visit Florida, Seccombe spent nearly five years as the chief marketing officer for the agency. Scott advised Talbert to consider several changes during a Jan.9 Visit Florida meeting at Disney’s Contemporary Resort, including publishing online details about agency spending, employee salaries and vendor contracts. HERMINE, MATTHEW DAMAGES NEAR $1.6 BILLION By JIM TURNER THE NEWS SERVICE OF FLORIDA
Hurricane damages in Florida have reached at least $1.59 billion from the two storms that hammered parts of North Florida and the East Coast this year, according to the latest numbers from the insurance industry and the state. The numbers don’t include agricultural losses and some damages that local governments are handling without state assistance. Also, the director of the state’s Division of Emergency Management said the numbers remain preliminary and depend in part on future state funding. Still, the costs tied to Hurricane Hermine and Hurricane Matthew, for which the state expects to receive substantial reimbursements from the Federal Highway Administration and the Federal Emergency Management Agency, are the highest for disasters since the much more expensive 2004 and 2005 hurricane seasons, Division of Emergency Management Director Bryan Koon told members of the Senate Appropriations Committee on Thursday. “That’s to be expected. Hurricanes are our most expensive disasters,” Koon said as he outlined damages to government entities.
Damages from Hurricane Hermine, which made landfall in a sparsely populated part of the Big Bend and swept through Tallahassee in early September, stand around $213.6 million. The total includes $147 million in individual propertydamage claims that have been reported to the Office of Insurance Regulation. The more-powerful Hurricane Matthew, which stayed offshore but caused damage Oct. 6 and Oct. 7 in Northeast Florida, clocks in at $1.376 billion. By comparison the University of Florida’s Bureau of Economic and Business Research has placed damages from the 2004 hurricane season, in which four hurricanes hit the state, at $45 billion. The Matthew total includes 112,000 individual property-damage claims, representing $729 million in value. Volusia, Duval, Brevard, St. Johns and Flagler counties represented most of the claims. The Matthew figure also includes $430.8 million in damages to government facilities and structures, including damage to a 1.3mile section of Florida A1A in Flagler Beach that caused Gov. Rick Scott to order expedited repairs. Koon said the state’s
share of storm-damage costs is expected to be offset by money from the federal government and local contributions. Hermine is expected to directly cost the state about $9.6 million, from emergency protective actions to debris removal, with local government contributions reaching more than $5 million. Matthew may require about $130.3 million from the state, a figure that includes $77 million being sought from the Legislature in 2017 for an estimated $217 million in beach, dune and park repairs from Duval through Indian River counties. “First, we do want to focus on the immediate protections needed for structures, we want to look at projects that can be implemented in a timely manner,” said Alex Reed, program administrator for the Department of Environmental Protection’s Beach Management Funding Assistance Program. “The cost estimates are going to be refined as we get more data, and we identify the federal funding as local sponsors prepare their storm-repair plans.” The state expects to receive $90 million to $100 million from the federal government for projects to harden infrastructure from future disasters, Koon said.

A $1 million contract with the Miami rapper Pitbull was a “mistake,” but the deal shouldn’t offset successful work of the state’s tourismmarketing arm, the head of the Senate budget committee said. But, the Miami-born Perez released via Twitter the 11-page contract, which outlined the terms of the tourism ambassador deal that expired June 30. Among the provisions, Perez would do promotional work through a New Year’s Eve celebration in Miami; during at least one live appearance in South Florida; by appearing in a video series encouraging people to visit popular Florida spots; through foreign appearances; and through a video for the song “Sexy Beaches.” House Speaker Richard Corcoran, R-Land O’ Lakes, has been critical of funding for Visit Florida. While appear-
ing Thursday on WFTL radio in West Palm Beach, he said tourism numbers are more reflective of the strength of the economy and called the deal “millions of dollars wasted of taxpayers’ money.” “People are recognizing that when it comes to spending taxpayers’ money, you better be transparent, you better be open, and you better be accountable for how you spend that money,” said Corcoran, who is also critical of an $85 million funding request to help the public-private Enterprise Florida recruit businesses to the state. Along with the Pitbull contract, Visit Florida has been questioned for separate deals with London-based Fulham Football Club and an IMSA racing team. Latvala called it ironic that in the past two years the House had initially proposed higher funding levels for Visit Florida than the Senate. “I don’t think we can stick our heads in the sand and just quit advertising and quit doing things to bring people to Florida, bring business to Florida, bring movies to Florida,” Latvala said. Gov. Rick Scott questioned the lack of transparency about the rapper’s contract, calling it “ridiculous” in a tweet. But Scott also maintained support for the agency’s efforts to attract increased numbers of tourists to the state each year.

Caramel-Nut Popcorn Crunch
Yield: 20 pieces 10 cups freshly popped popcorn 2 cups whole almonds 1 cup firmly packed light brown sugar 1/2 cup butter or margarine 1/4 cup light corn syrup 2 teaspoons vanilla 1 teaspoon almond extract 1/2 teaspoon baking soda Heat oven to 225 F. Spray 15-by-10-inch baking sheet with nonstick spray. In large bowl, mix popcorn and almonds. In medium saucepan, combine brown sugar, butter and corn syrup. Over low heat, stir mixture until sugar dissolves. Increase heat to high and boil 5 minutes. Remove from heat; stir in vanilla, almond extract and baking soda. Pour over popcorn and almonds, immediately stirring gently to coat. Pour mixture onto prepared baking sheet, spreading evenly. Bake 1 hour. Cool completely. Break into pieces and store in airtight container.

Maple Bacon Popcorn Mix
Yield: 2 quarts 6 slices thick-cut bacon 1/4 cup pure maple syrup, divided 8 cups popped popcorn 2/3 cup pecan halves, coarsely chopped 2/3 cup dried cranberries 2 tablespoons butter or margarine 1/4 teaspoon coarse ground black pepper 1/4 teaspoon maple extract Heat oven to 400 F. Line jelly roll pan with foil. Place wire rack in pan. Arrange bacon in single layer on rack. Bake 15 minutes, or until ends of bacon start to curl. Remove and reserve 2 tablespoons bacon drippings. Brush bacon with 2 tablespoons maple syrup; bake 15 minutes until browned. Cool then coarsely chop bacon. In large bowl, combine popcorn, pecans and cranberries. Combine butter, black pepper, maple extract, remaining maple syrup and reserved bacon drippings. Cook over low heat until butter is melted. Drizzle over popcorn mixture and mix thoroughly. Spread popcorn mixture in jelly roll or roasting pan. Bake 5 minutes. Toss in bacon pieces. Serve warm.

Yield: 2 quarts 2 quarts popped popcorn 1/4 cup (1/2 stick) butter or margarine 1/2 cup creamy peanut butter 1 cup milk or semi-sweet chocolate chips 1 cup confectioners’ sugar Place popcorn in large bowl; set aside. In microwave safe bowl, combine butter, peanut butter and chocolate chips. Microwave 2 minutes; stir until smooth. Pour chocolate mixture over popcorn and stir until well coated. Sprinkle confectioners’ sugar over popcorn and stir until coated. Cool to room temperature before serving. Store in airtight container, refrigerated, up to 24 hours.

Yield: 20 bars 2 1/2 quarts popped popcorn 1 cup peanuts 1 cup flaked coconut, toasted Toffee: 1 1/2 cups butter or margarine 1 1/2 cups sugar 3 tablespoons water 4 1/2 teaspoons light corn syrup Chocolate Topping: 1 1/2 cups (9 ounces) chocolate pieces 1 tablespoon shortening Heat oven to 200 F.
In large bowl, combine popcorn, peanuts and toasted coconut. Cover bottom of buttered 15 1/2-by-10 1/2-by-1-inch jelly roll pan with half of the popcorn mixture. Keep filled pan and remaining popcorn mixture warm in oven. To make toffee: In heavy 2-quart saucepan, melt butter over low heat. Add sugar and blend well. Continue to cook over low heat, stirring constantly, until mixture reaches full boil. Add water and corn syrup; mix well. Wash down sides of pan with pastry brush dipped in water to remove any sugar granules.
English Toffee Popcorn Bars Cook and stir over low heat until mixture reaches soft-crack stage on candy thermometer (280 F). Immedi ately pour mixture over warm popcorn in jelly-roll pan, making certain all popcorn is covered. Quickly spread and press remaining popcorn mixture into hot toffee. Set aside to cool. For topping, melt chocolate and shortening over low heat. Spread over popcorn mixture, making certain any loose pieces are held in place. Cool. Cut into bars. If bars will not be served immediately, wrap in plastic wrap for storage.
