Called 2 Rescue:
Human Trafficking Awareness in the Florida Panhandle What a local organization is doing to prepare volunteers in the Florida Panhandle on how to aggressively address and root out human trafficking in our area. The underground world of human trafficking lurks below the surface of our every day lives. While you might not have heard much about it in the local news, that is not to say that human trafficking is not an issue in our own sector of the planet: the Florida Panhandle. In fact, the state of Florida itself has been ranked second in the county for the number of human trafficking reports received by the National Human Trafficking Hotline. In honor of upcoming Human Trafficking Awareness month in January, Business Climate tracked down and spoke with local leader and advocate for missing and trafficked persons, Brad Dennis, in order to discuss human trafficking and how Called2Rescue addresses this concerns in our own backyard. Two years ago, Called2Rescue was created to educate, empower and mobilize an alliance of local churches and community partners to search for and rescue trafficked and exploited persons in our area. The organization was founded by Brad Dennis, who has over 30 years experience in search and rescue as well as crisis management; some of which stems from his career as a Cryptologic Master Chief Petty Officer in the US Navy, when he received highly decorated recognition for his intelligence analysis and counter-terrorism efforts. Since then, he has managed search efforts for over 200 missing and abducted children around the country, most famously managing the community-assisted search effort following the abduction of Polly Klaas, which has become the model for child abduction search strategies. He has been instrumental in the rescue of numerous children from sex trafficking and the intelligence he has gathered has been key in assisting in taking down several child prostitution rings.
Following the Klaas case, for 13 years Dennis has served as the National Search Director for the KlaasKIDS Foundation and the director of its National Search Center for Missing and Trafficked Children. Although Brad also serves as Master Lead Evaluator for the National Association of Search and Rescue, travelling extensively throughout the US to provide dynamic instruction concerning search and
rescue advocacy to families of missing children, child abduction search management, and the sex trafficking of minors, he also serves locally as the founder of Called2Rescue and as Pastor of Eden Fellowship Church right here in Pensacola. During his time with the KlassKIDS Foundation, he and his team discovered many of our missing children in this country have been lured, groomed and abducted into the world of human trafficking. Although the foundation worked with law enforcement agencies to find ways to interdict and rescue those children, Dennis cites the power of an aware community in protecting others from human trafficking; he witnessed how children were more likely to be rescued when
By a community was aware and readily mobilized to meet rescue efforts. “Called2Rescue was birthed from that realization,” said Brad Dennis, founder of Called2 Rescue. “The realization that an aware community can make a difference and more importantly, an aware community that educates can prevent it from happening. Called2Rescue’s mission is to educate, train and mobilize the faith-based community to action to combat child exploitation and reach out to
our vulnerable teens.” As Dennis points out, the ability to bring home children who have fallen victim to human trafficking is the result of combined efforts by local and federal law enforcement, community partners, and the people who make up a community. In our own community, we have a number of partners who aid Called2Rescue’s efforts including: KlaasKIDS Search Center for Missing & Trafficked Children, Junior League, University of West Florida, Gulf Coast Child Advocacy Center, Lakeview, Liberty Church, Freedom Church, Eden Fellowship Church, and Crown Church. However, Called2Rescue has a number of community volunteers (just like you and me) who help keep their
operations running successfully. How do they do it? By taking action and signing up for one (or all three) free training module through Called2Rescue. The training is from people who have been “on the streets,” who like Dennis have conducted direct action with law enforcement, engaged in searches for the missing, and led teams in search and rescue efforts. Prior to training, all volunteers must complete an online questionnaire before they will be contacted by a ministry
representative. Then, the first step in training is going through Module 1, which includes a vulnerability assessment conducted in our area to highlight potential trafficking and exploitative situations. After completing Module 1, you’ll have the option of taking on Modules 2 and 3, which possess components to get you ready to go out in the field and get your “boots on the ground.” Module 1 is the only mandatory section of training and includes an eight-hour block of instruction based around your availability. Lessons range from an overview of human trafficking, schemes that form labor trafficking, commercial sexual exploitation, as well as understanding the issue of human trafficking as it applies

to supply and demand. After Module 1, training is broken down into two separate modules in which your church, ministry or group determines the direction of your action based on the needs in your area and your level of experience. “Train-the-Trainer” programs and other opportunities are available to encourage continued education in Called2Rescue volunteers. Depending on your level of training, volunteers can fill a number of roles from educators,
teachers and mentors to joining the “Protect Initiative” and “Shepherds’ Team” programs, which Dennis has graciously broken down for us. Educators and teachers cover Human Trafficking Awareness and Child Safety classes for the community. Members attend Called2Rescue’s “Train-the-Trainer” program to offer these classes to their community, churches and businesses. On the other hand, you might prefer being a mentor: one member of a dynamic group of women who provide mentoring and life-coaching to survivors of exploitation. Your role is moving these teens and young women from victims to survivors and finally to thrivers. Participants in “The Protect Initiative,” spearhead Called2Rescue’s
Gresko proactive interdiction efforts to combat online child exploitation. These members scrub internet sites searching for child exploitation victims then develop comprehensive leads reporting to law enforcement around the country to rescue the children. Over the past two years, “The Protect Initiative,” has been a collaborative partnership between Called2Rescue, KlaasKIDS Foundation and law enforcement, which assisted in the rescue of 27 children. The most recent was their assistance in rescuing a 15-yearold in North Florida. Being a member of the “Shepherds’ Team” means being one part of a group of strategic outreach teams who reach deep into communities to vulnerable populations, providing education and awareness, offering referral services, as well as searching for missing children and ministering to the voiceless. According to the AARP Livability Index, our local communities are better than average at civic and social engagement but still need to work on maintaining quality neighborhoods and healthy communities. AARP’s Public Policy Institute launched the Livability Index in April 2015 to help people determine how well their communities meet seven different categories that gauge “livability” for all ages. According to the institute, a livable community is one that is safe and secure, has affordable and appropriate housing and transportation options, and offers supportive community features and services. According to AARP, nearly 90 percent of people over age 65 want to stay in their home for as long as possible. Atlas Oyster House is proud to present their next installment of Atlas Beverage Classes (A.B.C.). The classes will be held outside, on the Deck Bar, on the first Thursday of the month (January through June) and will feature a presenter along with Great Southern Bar Mixologist, Shaun Dixon, discussing the highlighted beverages. Classes will consist of four tasting of beverages with four tapas plates to complement each tasting. Classes will cover the basics as well as specific information regarding the history of the brewery/distillery and their beers or spirits. There is one class each month, offered at two dif-
ferent times, each lasting an hour and a half long. The first class begins promptly at 5 pm with the second class beginning at 7 pm. Class cost is $20 per person (plus tax and gratuity), per class. In addition, throughout the class, participants should be prepared for “pop quizzes,” where we will be giving away T-shirts, beer glassware, gift certificates and more. Pensacola Joins 19 Other Communities in Today’s Announcement Dedicated to Building Inclusive Tech Ecosystems Pensacola has been announced as one of 20 new White House TechHire communities, dedicated to creating pathways for more Americans to access well-paying tech jobs. Pensacola, under the leadership of Pensacola State College, joins a national network of 71 TechHire communities in receiving support to spearhead efforts to help overlooked and underrepresented Americans start technology careers. “We are very pleased to welcome Pensacola to the White House TechHire Community Initiative,” said Tess Posner, managing Director of TechHire at Opportunity@Work. “Pensacola has demonstrated a true commitment to making opportunities in tech more inclusive in your community, and we at Opportunity@Work look forward to working with you to help implement, grow, and amplify your efforts.” PSC President Edward Meadows says advanced technology programs are a stronghold of the college. “We at Pensacola State are proud of our many technology programs that prepare students for exciting, productive careers,” President Meadows said. “We look forward to work-
ing with these business and industry partners to provide a highly skilled and educated workforce for Northwest Florida.” Pensacola State College will work with Innovation Coast, Inc., as well as employer partners - Global Business Solutions, Inc., Technical Software Services, Inc., Gulf Power Company, AppRiver, and the Institute of Human & Machine Cognition, to train and place 200 technology workers by 2020. With a focus on veterans, minorities, and economically disadvantaged individuals in the Pensacola area, students can gain skills across IT fields, including cybersecurity, coding, and networking. In addition to training, this initiative includes opportunities to make connections with potential employers and reduce unemployment. Pensacola’s designation as a TechHire Community was made possible due to the efforts of the City of Pensacola, Innovation Coast, Inc., and Pensacola State College. All TechHire communities go through an intensive and competitive application process to demonstrate their level of commitment and readiness in expand-
ing the technology sector. The TechHire designation shows that Pensacola has the partners, employers, training providers, and the civil leadership support needed to implement and scale tech job opportunities for everyone. Bense named President Emeritus by University of West Florida Trustees Today, the University of West Florida Board of Trustees named Dr. Judith Bense President Emeritus, effective Jan. 1, 2017. Bense will retire as president on Dec. 31, 2016. President Emeritus is an honorary designation reserved for university presidents who have made exceptional contributions to the institution. The board voted unanimously to adopt a resolution. “Judy has been an outstanding president for this University and this designation is well deserved,” said Lewis Bear Jr., chair of the UWF Board of Trustees. “Even though she will no longer be president, her fingerprints are on everything. She will continue to be great sup-
port for our new President Martha Saunders, and we will always think of her as President Bense.” Since taking office in 2008, Bense has focused on putting UWF on a trajectory of growth in both size and scope while also increasing partnerships in the community and developing connections throughout Northwest Florida. “Long before being named the fifth president of UWF, Judith Bense was a vital force in the growth and progress of the University,” the resolution adopted by the Board stated. Bense’s academic legacy spans across the university and the state of Florida. Prior to her role as president, she served as a UWF
faculty member where she founded the UWF Division of Anthropology and Archaeology, which recently identified the archaeological site of the Luna settlement, and the Florida Public Archaeology Network, a statewide organization that brings archaeology to the general public in the United States. “After 36 years at UWF and eight as president, this is an extraordinary honor,” said Bense. “I will always be proud of this title. When I got this job in 2008, it was the greatest gift possible. It has been a privilege. It’s been the biggest, most complicated thing I have ever done. I will always think of my years as president in that way.”
UWF Innovation Institute and FloridaShines host statewide 3-D printing contest The University of West Florida Innovation Institute and FloridaShines have kicked off a 3-D printing contest for Florida students of all ages. The contest opened on Nov. 21 and will last through Dec. 31, and it is an opportunity for the beginner, enthusiast or 3-D hobbyist to share their interest and learn more about 3-D printing. The contest is open to all currently enrolled students at Florida’s public, private, charter and home schools – from kindergarten to graduate school. “At the Institute we focus on areas of high social importance - with particular emphasis on education - to explore, design, prototype and deliver innovation for education and learning,”

STATE TAKES INTERNET CAFE CASE TO SUPREME COURT
By JIM SAUNDERS THE NEWS SERVICE OF FLORIDA Attorney General Pam Bondi’s office wants the Florida Supreme Court to take up a case involving a prominent Jacksonville lawyer who was charged with racketeering and gamblingrelated crimes because of his ties to the Internet cafe industry. The 5th District Court of Appeal in October ruled that lawyer Kelly Mathis should receive a new trial after being convicted on 103 charges stemming from his work for the group Allied Veterans of the World, which operated dozens of internet cafes that were raided and shut down in 2013 because of illegal gambling. But Bondi’s office this week gave notice that it will appeal the October ruling to the Supreme Court, according to documents posted Friday on the Supreme Court website. As is common, the notice does not detail the state’s arguments, though it says the 5th District Court of Appeal’s ruling “expressly and directly conflicts with a decision of another district court of appeal or of the Florida
Supreme Court, or both, on the same question of law.” Before going to the Supreme Court, prosecutors requested a rehearing at the appeals court. That request was rejected last week. Internet cafes, which critics derided as “storefront casinos,” offered electronic games that authorities said were akin to slot machines. Allied Veterans of the World was a major player in the industry, which effectively shut down after the 2013 raids and subsequent changes in state law. The crackdown also helped spur the resignation of Lt. Gov. Jennifer Carroll, who previously had done consulting work for Allied Veterans of the World. Mathis, a former president of the Jacksonville Bar Association, was an attorney for Allied Veterans of the World. But he faced the criminal charges because prosecutors alleged that he “knowingly provided false legal advice” about the internet cafes, according to the appealscourt ruling. A Seminole County jury found Mathis guilty of one count of racketeering, 51 counts of conducting an illegal
lottery and 51 counts of possessing an illegal slot machine. But a panel of the appeals court ordered a new trial, saying in part that a circuit judge improperly prevented Mathis from presenting evidence that could have showed he was doing legitimate legal work --- rather than aiding an illegal operation. “Appellant (Mathis) neither invested in nor received profits from the business,” the appealscourt ruling said. “The only financial benefit appellant received from Allied Veterans came from attorney’s fees incurred in the course of representing the organization. When Allied Veterans expressed interest in expanding the cafes, appellant undertook additional legal research on the proposed location to ensure compliance with zoning ordinances and other local laws, which included speaking with various local authorities --- such as police chiefs and assistant state attorneys. Prior to expansion, appellant presented Allied Veterans with a report recommending whether it could feasibly open an affiliate in the proposed location.”

Perry wrote that Kelsey is part of a “narrow class of juvenile offenders” who were resentenced after the Graham decision but before the Legislature revamped the juvenilesentencing laws in 2014. “Kelsey argues that his sentence does not currently provide the relief specified in our previous decisions and seeks the judicial review granted to other defendants who, like him, were sentenced to terms that will not provide them a meaningful opportunity for relief in their respective lifetimes. We agree,” wrote Perry, who was joined in the majority by Chief Justice Jorge Labarga and justices Barbara Pariente and Peggy Quince. But in a dissent, Justice Ricky Polston noted that Kelsey was sentenced to 45 years for crimes committed at age 15. “Because Kelsey’s term-of-years aggregate sentence is not a de facto life sentence, Kelsey will have a meaningful opportunity for release during his natural life,” wrote Polston, who was joined in the dissent by justices R. Fred Lewis and Charles Canady. “Therefore, Kelsey’s aggregate sentence does not violate Graham, and he is not entitled to resentencing.” The U.S. Supreme Court’s decisions in the Graham case and
in a 2012 case dealing with juveniles convicted of committing murders were based on arguments that life sentences for juveniles violate Eighth Amendment protections against cruel and unusual punishment. The 2014 state law attempted to address the fallout from the U.S. Supreme Court rulings by setting new sentencing guidelines. Perry wrote that the Florida Supreme Court has determined that the intent of the 2014 law was that “juveniles who are serving lengthy sentences are entitled to periodic judicial reviews to determine whether they can demonstrate maturation and rehabilitation.” He wrote that prosecutors during the resentencing could again seek life in prison for Kelsey, though such a sentence would require periodic judicial reviews of the inmate. But in a concurring opinion, Pariente wrote that she thinks Kelsey would effectively be “precluded from being resentenced to a term exceeding his current 45-year sentence when the sentencing court takes into account all of the sentencing factors set forth” in part of the 2014 law. Kelsey, who will turn 30 on Saturday, is an inmate at Jefferson Correctional Institution, according to the state Department of Corrections website.
SUPREME COURT ORDERS NEW SENTENCE IN JUVENILE RAPE CASE By JIM SAUNDERS THE NEWS SERVICE OF FLORIDA In the latest in a series of cases dealing with long prison sentences for juvenile offenders, a divided Florida Supreme Court on Thursday ordered resentencing for a man who at age 15 raped a pregnant woman at knifepoint. The court, in a 4-3 decision, overturned a 1st District Court of Appeal ruling that upheld a 45year prison sentence for inmate Thomas Kelsey. Originally, Kelsey was sentenced in March 2010 in Duval County to two life sentences after being convicted on two counts of sexual battery, armed robbery and armed burglary with an assault or battery. The crimes occurred in 2002. But a landmark 2010 U.S. Supreme Court decision in a case known as Graham v. Florida, banned life sentences without a “meaningful opportunity” for release for juveniles convicted of non-homicide crimes. That Graham ruling, which came after Kelsey received his life sentences, led to him being resentenced in 2014 to 45 years in prison for each crime, with the sentences running simultaneously. Kelsey, however, sought another resentencing based on Florida Supreme Court rulings and a 2014 law that revamped sentencing for juveniles. In Thursday’s major-

BETTER TIMES MEAN LOWER ENROLLMENT AT STATE COLLEGES By LLOYD DUNKELBERGER THE NEWS SERVICE OF FLORIDA Enrollment at Florida state colleges has plummeted 13.5 percent since reaching a peak of more than 375,000 full-time equivalent students in 2010. A new estimate, approved by state analysts on Thursday, projects the equivalent of 324,426 full-time students, known as FTEs, attending Florida’s 28 state colleges this academic year. That’s a decline of 50,866 students from the 2010-11 year. The actual head count of state college students is about 780,000 this year, down from a peak of nearly 900,000 in 2010. The FTE measurement accounts for the fact that more than six out of every 10 state college students go part-time, meaning each FTE actually represents about 2.5 students on a college campus. Madeline Pumariega, chancellor of the state college system, said she is not surprised by the decline since college enrollment reacts to the economic cycle. State colleges were formerly known as community colleges. “When the economy declines, enrollment soars,” Pumariega said. “People come back to college and take courses to get the jobs that are open.” With the economy rebounding, Pumariega said more students are attending part-time, with the system’s parttime rate climbing from 63 to 65 percent. “Why are they enrolled part time? Be-
cause they are working,” Pumariega said. The economic rebound has also changed the type of courses that college students are taking. When jobs were scarce, many students enrolled in state colleges but had to brush up on their academic skills. They took “developmental education” classes designed to improve skills in areas like math, before advancing to a regular college curriculum. Students in developmental education classes peaked at 43,359 FTEs in 2010, dropping to fewer than 14,000 this year. With the improved economy and expanded job opportunities, Pumariega said more students are enrolling in training and certificate programs that will allow them to get higher-paying jobs in fields like technology or health care. The number of students enrolling to get advanced technical training or professional certificates and degrees has climbed from about 194,000 FTEs in 2009 to more than 218,000 this year, the new estimate shows. “It says to us that students come to college to get the skills they need for a job,” Pumariega said. The new numbers show the drop in statecollege enrollment has stabilized in the past few years, with the new estimate of 324,426 FTEs representing only a 1 percent change from the 327,992 students enrolled last year. Pumariega said she
expects the current estimate to be adjusted closer to 326,856 students when analysts meet again in March to discuss the enrollment figures. That would represent a 0.3 percent decline from the prior year. In another development Thursday, the Council of Presidents, which represents the 28 college presidents, voted unanimously to support a new funding formula for the colleges. Pumariega said the changes “modernize” the funding formula, adjusting factors like a cost-of-living index and providing supplemental funding to smaller colleges while larger colleges with multiple campuses would also see an adjustment. In a conference call with the presidents, Ed Meadows, president of Pensacola State College, called the agreement on the new formula “a major accomplishment.” “I am just really pleased that we have come together this way,” Meadows said. “Spread the good news among our legislators that we have a consensus.” The state college presidents are supporting a $100 million budget boost for their system in the 2017 Legislature. The additional money, which would include $40 million in performance funding and $60 million distributed through the formula, would be used to improve counseling services, tutoring, science and technology programs and campus safety.
