Fresh off last year’s championship season, the Pensacola Blue Wahoos will return to play this month, with a new coaching staff and new amenities for the fans. The Wahoos will start the season on April 5 in Mobile. The team’s first homestand will begin on April 11 against Chattanooga. By Will Isern The Wahoos clenched the South League Championship last year, for the first time in franchise history. Team president Jonathan Griffith said winning the season was great, but that his focus always remains with providing the best fan experience. “Our whole feeling is if we’re providing that fan satisfaction, we’re going to keep the fans coming back,” Griffith said. “Winning is great but we don’t control that. We do control the customer service, so that’s always our focus.” To that end, Griffith said, the team is planning to roll out several new amenities at Blue Wahoos Stadium this year, including new snack and beverage vendors, new uniforms and branding, new mascots in addition to the popular Kazoo, and virtual reality location that will give fans the experience of going up against a pro pitcher. At the end of March, the Wahoos announced they would be rebranding the fan exprience at Blue Wahoos Stadium from “Wahoos Life” to “Hoosville.” The rebranding comes with a new promotional schedule for each day of the week, including Military Monday, Tap and Taco Tuesday, Wahoo Wednesday, Thirsty Thursday, Fantastic Friday, Fireworks Saturday, and Family Sunday. The team will also welcome chef Jason Perry, a veteran of Jackson’s Steak house as their new head chef. Perry

competed in the 2016 and 2017 World Food Championships and the Great American Seafood Cook-Off in 2017 where he represented the state of Florida. Perry will be responsible for re-imagining the menu served at the stadium. “For a minor league team to have a chef on staff is not a normal thing, but its something we believe in to have the best food we can here,” Griffith said. That focus on fan satisfaction has paid off. Roughly 300,000 fans have attended Wahoos games each year for the last six years and the team maintains a 90 percent “net promoter score,” meaning that fans are extremely likely to recommend the games to others. On the field, the Wahoos will be led by new manager Jody Davis, bench coach Lenny Harris and hitting coach Mike Devereaux. Pitching coach Danny Darwin is the only member of the coaching staff to return from last season. Following his All-Star professional career, Davis has spent 10 years coaching at the minor league level and the last two seasons as the hitting coach with the Triple-A Louisville Bats. Harris and Devereaux each won World Series championships as major league players and have spent years coaching in the Marlins’ and Rockies’ organizations, respectively. “They’re all pretty veteran guys in the game of baseball, so that’s exciting,” Griffith said.

The Wahoos popular former manager Pat Kelly has taken over the Louisville Bats. The Wahoos’ player roster is controlled by the team’s parent organization, the Cincinatti Reds, so the player lineup won’t be unveiled until just before the start of the season. There will be changes in the game itself, as well. Major League Baseball announced in March that it would implement changes at the minor league level intended to speed up the game. Pitchers will now have just 15 seconds to begin their pitching motion when there are no runners on base. In games that go to extra innings, a runner will start the inning on second base. “We believe these changes to extra innings will enhance the fans’ enjoyment of the game and will become something that the fans will look forward to on nights where the game is tied late in the contest,” Minor League Baseball President Pat O’Conner said in a statement. Weekend game times will see a change this season, as well. Saturday games will begin at 6:30 pm, and Sunday games will begin at 1 pm until after May, when they will move to 5 pm to relieve the summer heat. (FFN) of Lakeview Center wants the community to know how they can help keep children safe from harm. Last year, the Florida Abuse Hotline referred 11,000 calls from the fourcounty area to the Department of Children and Families for investigation to determine if children could safely remain in their homes. In those instances where it was not safe, FFN received the call to help find homes. FFN services help ensure the safety of children who have been abused, abandoned and neglected. The agency also works with biological parents to provide counseling, education and treatment so that the families can reunite. However, when a judge deems that it’s not safe for a child to return home, FFN will seek a permanent, adoptive home with a relative, close friend or adoptive family. The community also can play a role by fostering, adopting and reporting

behavioral foster care to help children who have experienced severe trauma. Community Input Period Extended on Draft Urban Design Standards for CRA Neighborhoods The City of Pensacola Community Redevelopment Agency has extended the Community Input period for the draft Urban Design Standards Overlay to include additional Public Input Sessions on Tuesday, April 3, 2018 at 5:30 pm and Friday, April 6, 2018 at 8:30 a.m. Both meetings will be held at City Hall, Hagler Mason Conference Room, 2nd Floor, City Hall, 222 W. Main Street, Pensacola, FL 32502. Since February 6, 2018, the CRA has hosted a series of meetings to present information and receive citizen input on Design Guideline Standards proposed for the CRA neighborhoods located outside a Special Review District. To accommodate community interest, additional sessions have been scheduled to provide additional community input and comment opportunities on the draft Design Guideline Standards. Each additional session will include a presentation by the CRA’s consultant, DPZ CoDesign and time for public comment. The community’s

Escambia Says Goodbye, Promotes New Public Works Director

The Escambia County Board of County Commissioners welcomes Joy Jones as the new Director of Public Works, replacing Joy Blackmon, who is retiring from the position on April 2 after 19 years with the county. County Administrator Jack Brown commented on the transition, “While we are greatly saddened to lose Joy Blackmon and her wealth of knowledge to retirement, we are very much looking forward to Joy Jones stepping up to an even greater level of leadership. She is well respected both with our staff and the local engineering community. We wish Joy Blackmon safe travels as she explores the United States and all its famous landmarks.” Blackmon began her career with Escambia County in 1999 as an engineer. During her tenure with the county, Blackmon has held several positions including development plans review manager, chief of development services, division manager, assistant director of county engineering, interim assistant county administrator and public works bureau chief. Beyond the numerous road, drainage, bridge and sidewalk improvement projects for the county, she also assisted with recovery efforts from major disasters. Some examples include hurricanes George, Charley, Frances, Ivan and Dennis, and an ice storm and flooding in 2014. Jones most recently served as Escambia County’s Assistant County Engineer and Division Manager of the Public Works, Engineering and Construction Division, a position she held since April 2015. Her responsibilities included providing oversight on real estate acquisitions and contract design and construction of local option sales tax-funded infrastructure projects like bridges, new roadways, roadway resurfacing, dirt road paving, lane widening, stormwater facilities, civil site work on public property and the construction of grants and other agency-funded projects. The division also manages contracted surveys, design and construction services for infrastructure projects funded by the Federal Emer-

gency Management Agency, Natural Resource Conservation Service, Federal Highway Association, Hazard Mitigation Grant Program, RESTORE and other state and federal agencies. As Escambia County’s Public Works Director, Jones’ responsibilities will include supervising engineering, roads, and traffic divisions within the department. Jones said she was initially drawn to a position with Escambia County while working as a senior project manager for Hatch Mott McDonald, after working closely with Joy Blackmon on a private consulting project. "I was working on the private sector side and met Joy Blackmon while we were working to coordinate the water and sewer details for a project," Jones said. "She encouraged me to consider a position with the county." Jones took her first position with the county in 2004 as an engineer. Her duties included the supervised technical reviews of stormwater designs, plats, traffic access, and environmental improvements to wetlands and coastal areas. She was also responsible for the review and approval of multiple complex construction plans for compliance with the Land Development Code. Jones said she is enthusiastic about her new role as the Director of Public Works, as it will allow her to continue her work for the citizens of Escambia County. "I'm excited to be able to continue to care for the citizens and infrastructure of this county, just like I've been able to do previously with the engineering and construction division," she said. "I'm also looking forward to working more closely with the traffic and road division." Jones graduated from the University of Florida with a bachelor's degree in environmental engineering and from Pensacola State College with an associate’s degree in general engineering. She has 23 years of experience in the field of engineering and is a member of the Florida Engineering Society, the National Society of Professional Engineers, and the American Public Works Association.

Bar Association Executive Director The Escambia – Santa Rosa Bar Association (ESRBA), a Florida nonprofit incorporated association based in Pensacola, is seeking applicants for its Executive Director position. The Executive Director serves a bench and bar population of approximately 725 members, and reports to the ESRBA’s Executive Council and to the Board for the ESRBA’s supporting Foundation. Primary responsibilities include providing leadership and support to the Council and Board, overseeing the management of member meetings and events, managing a staff of two persons, ensuring accurate and timely financial statements and budgeting, maintaining executive oversight to the ESRBA’s activities and assets, and serving as the ESRBA’s ambassador to the membership and public at large. A Bachelor’s degree is required; an advanced degree in business, law, public administration, marketing, or related field is highly preferred. Chumuckla Park ribbon cutting Friday, April 6

Just in time for spring weather, families in Santa Rosa County have a new playground to explore at the Chumuckla Community Center, 2355 Highway 182 in Jay. A ribbon-cutting celebration will be held Fri., April 6, 2:30 p.m. “This recreational project was made possible by the citizens of Santa Rosa County voting for the local option sales tax; it would not have been achievable otherwise,” said District 3 Commissioner Don Salter. “The new playground is a complement to the existing Chumuckla Community Center and ballfields, as well as the Chumuckla Elementary School.”

Playground equipment installation was completed last week while the ADA-friendly pour-in-place surfacing and fencing is being completed now. The new all-inclusive playground equipment includes play structures designed for two age groups: two through five and five through 12. Site work was provided by Santa Rosa County public works staff. Funding was made possible by local option sales tax dollars. Additional improvements, including renovation of the community center’s restroom facilities, are scheduled for later this year.

On March 24th Boys & Girls Clubs of the Emerald Coast’s Pensacola Club hosted their 2nd Annual Boys & Girls Club March Madnezz fundraiser at O’Rileys Irish Pub on South Palafox in downtown Pensacola. “This was another huge success due to our corporate sponsors, Community Unit Board and the overwhelming support from the community to help fund our Club members youth development,” said Phil Higgins, an active member of Pensacola’s Community Unit Board. The fundraiser included complimentary food and libations while featuring the 2018 NCAA Division I Men’s Basketball teams; Kansas State vs. Loyola IL and Florida State vs. Michigan. Leslie Hunter-Huff, Executive Director – Escambia County and the MVP of the evening said, “Hundreds of children will benefit from the revenue generated from this event and it enabled the community to have fun while supporting youth development.” There were several silent auction items to bid on, ranging from an autographed football donated by Green Bay Packer Donald Driver to seats in the Hancock Bank Club to see the Blue Wahoos play. PHARMACY PANEL CRITIQUES LEGISLATURE OVER FLU TESTS By CHRISTINE SEXTON THE NEWS SERVICE FLORIDA

A state pharmacy board on Monday criticized the Florida Legislature for not passing a bill that would have allowed Florida pharmacists to test and treat people for the flu and strep throat. Members of the Board of Pharmacy Legislative Committee exchanged stories about the costly bills their family members incurred after undergoing flu tests at emergency departments. there for about three, four hours,” Rivera said. “They did MRIs and everything else that goes with it. So it’s significant.” Though the apex of the 2017-18 flu season has passed, Florida continues to have higher than usual influenza activity, according to the Florida Department of Health. As of March 17, 239 pneumonia and influenza deaths had been reported to the state. Six pediatric deaths have been associated with the flu. None of the children had been vaccinated, according to the health department. Rivera’s story involved the highest costs, but it wasn’t the only one shared. Jacksonville pharmacist Jeenu Philip, chairman of the Legislative Committee, said his wife racked up a $1,000 bill emergency department bill after being

examined for flu-like symptoms. During the legislative session that ended last month, lawmakers failed to pass a proposal (SB 524) that would have authorized pharmacists, who have established written protocols with physicians and maintain $200,000 in professional liability insurance, to test and treat for influenza virus and streptococcal infections. The Food and Drug Administration has approved more than 10 rapid diagnostic tests to screen for influenza, and the tests can provide results within 15 minutes, according to a legislative staff analysis of the bill. But bill sponsor Sen. Jeff Brandes RSt. Petersburg, withdrew the measure, which was opposed by physician groups.

Jonathan Hickman, another member of the committee, said he and his wife called an urgent care center to have their young daughter tested for the flu. The couple was told not to bring in the child because the center had run out of tests, Hickman said. “My response to them was, ‘Well, can’t you diagnose this without a test?’ “ said Hickman, Regional Clinical Account Director at AstraZeneca. “We were told ‘No. Stay away.’ We did not receive medicine from that particular facility.” The Board of Pharmacy is holding committee meetings in Tallahassee Monday and Tuesday. The board will discuss proposed rules and consider disciplinary action against some Florida pharmacists.

Bobby Payne, a Palatka Republican who sponsored the measure, said any water being pumped into the aquifer must meet clean water drinking standards. “Reclaimed water can start out as many different kinds of water,” Payne told members of the House Government Accountability Committee in February. “We often have reclaimed water that we use in irrigation. But this water will be sanitized and reused as (to) the drinking water standard.” The reclaimed water will help combat salt water intrusion into the aquifer, Payne said. But David Cullen, a lobbyist for the Sierra Club, said his group opposed the measure because of the potential longterm negative impact caused by the use of chemicals. Cullen objected to “stuff we don’t know about” at wastewater treatment plants being used to treat water that would go into the aquifer.

“It’s the Pottery Barn rule,” Cullen said. “You break it, you bought it --- for decades, perhaps generations.” Rep. Wengay Newton, a Democrat from St. Petersburg who voted against the measure, also worried the proposal could impact the state’s drinking water supply. “You have people that are at odds because of fracking, because we don’t know the issue with the chemicals that are injected into the ground in that process,” Newton said. “But we’re okay with taking wastewater, mixed in with chemicals, and then deep-well inject it back into the aquifers.” But Payne said no environmental agency would allow untreated wastewater to be put into the aquifer. The Florida Water Environment Association Utility Council and the National Waste & Recycling Association are among the groups backing the measure. Meanwhile, thousands of opponents have signed onto an online petition seeking a veto from Scott, who

is expected to announce a bid for the U.S. Senate next week. During appearances in Marathon and Sarasota last week, Scott sought to boost his environmental credentials by touting his administration’s efforts to protect beaches, the Florida Everglades and Lake Okeechobee. Other legislation still awaiting action from Scott include a measure (HB 55) that would allow people buying guns to use credit cards to pay for background checks, something they now can do with a personal check, money order or cashier’s check. Another bill (HB 523) would make it a third-degree felony to trespass on airport property where properly placed signs warn people to stay off the grounds. The governor has until April 10 to act on the last batch of the 195 bills approved during the 60-day session that ended March 11. So far, Scott has only vetoed a single bill, a “local” bill that would have expanded the governing board of the Palm Beach County Housing Authority.

The proposal would allow chemically treated, recycled water to be pumped into the state’s underground aquifer, an effort supporters argue is a means to boost the state’s anount of potable water but which critics fear could contaminate Florida’s supply of drinking water. The contentious measure is part of a wide-ranging bill (HB 1149) that addresses a variety of water-related issues, including rules regarding rebuilding single-family docks and the operation of the C-51 reservoir project south of Lake Okeechobee. The sweeping proposal also directs the state Department of Environmental Protection and regional water management districts to develop rules

Elected officials from 10 South Florida cities are challenging an NRA-backed state law that imposes strict penalties on local lawmakers --including removal from office and hefty fines --- for enacting gun ordinances. The cities --- Weston, Coral Gables, Cutler Bay, Lauderhill, Miami Beach, Miami Gardens, Miramar, Pinecrest, Pompano Beach and South Miami --are asking a judge to toss out a 2011 law that imposes a $5,000 fine on local government officials who create gun rules that exceed statewide restrictions. Under the law, the officials could also be ousted from office for the gun ordinances. Weston Mayor Daniel Stermer invited invites “every municipal and county official” to join the challenge, filed in Leon County circuit court Monday. “This lawsuit impacts each and every one of us that holds office,” Stermer said. “The onerous penalties that exist in this statute … exit nowhere else in Florida statutes.” Gov. Rick Scott, Attorney General Pam Bondi, and other statewide officials, including Department of Law Enforcement Commissioner Rick Swearingen, are among the defendants named in the lawsuit, headed by the city of Weston. Scott’s office is reviewing the lawsuit, a spokesman for the governor said. Bondi’s office said she had “not yet been served” in the case. The lawsuit contends the 2011 law in part violates constitutional limitations on gubernatorial authority with respect to municipal officers, conflicts with the right of elected officials to legislative immunity, and are “overbroad, in violation of local officials’ free speech rights.” “These onerous penalties are vindictive and expressly intended to be punitive in nature,” lawyer Jamie Cole of the Weiss Serota Helfman Cole &

Bierman law firm and other attorneys representing the cities wrote in the 45page complaint. The municipalities have suspended or refrained from enacting “reasonable firearms measures” to reflect the views of their constituents “which may be appropriate for the specific circumstances of that municipality (as opposed to the ‘one size fits all’ approach of the State),” the lawyers argued. According to the lawsuit, gunrights groups threatened to sue Coral Gables and also urged Scott to remove individuals from office “if the city so much as passed the proposed gunrelated measures on first reading.” Marion Hammer, the National Rifle Association’s Florida lobbyist and a former president of the national organization, said elected public officials must follow the law regardless of “how important they think they are.” “When they willfully and knowingly violate state law they have to be held accountable,” Hammer told The News Service of Florida in an email Monday. “They remind me of disobedient children who whine about being punished for doing something they knew was wrong and were warned about the consequences. I personally don’t think the penalties are severe enough.” Like other elected officials throughout the country, the cities said they have been under pressure from students and adults to “take some action regarding firearms and ammunition to increase public safety” following the Feb. 14 massacre at Marjory Stoneman Douglas High School in Parkland that left 14 students and three faculty members dead. “Those 17 lives that were lost in Parkland would agree with us that we should do everything possible to keep our communities safe,” Miramar Mayor Wayne Messam said Monday during a press conference at Weston City Hall. “We’re not standing here to say we will pass laws that are unconstitutional, but to have the ability to pass constitutional

regulation on arms that could potentially damage, hurt or even take the live of anyone in the public, should be possible. And right now today, it is not possible.” The lawsuit alleges the 2011 law was created to “deter and chill local officials from even considering reasonable, constitutional firearms regulations in their own communities.” The plaintiffs “have considered a panoply of possible measures, including, but not limited to, the restricting of guns in municipal-owned facilities and parks, the placing of signs relating to guns in municipal-owned facilities and parks, the regulation of gun accessories (such as holsters or high capacity magazines), or the creation of ‘gun free zones’ or ‘gun safe zones,’ “ but are afraid of running afoul of the law, their lawyers argued. Meanwhile, Skip Campbell, the mayor of Coral Springs and a former state senator, has spearheaded a campaign to put on the 2020 ballot a constitutional amendment that would ban assault weapons. The lawsuit filed Monday comes as critics continue to blame the Legislature for not going far enough with a schoolsafety law, signed by Scott on March 9, that raises the age from 18 to 21 and imposes a three-day waiting period for the purchase of rifles and other long guns, similar to requirements in place for buying handguns. The new law also bans the sale or possession of “bump stocks,” which allow semi-automatic rifles to mimic fully automatic weapons. And it gives law enforcement officials the ability to seek court orders to seize weapons from people who pose a danger to themselves or others. The same day Scott signed the bill, the NRA filed a federal lawsuit alleging the new restrictions on rifles purchases are unconstitutional. The school-safety law also includes a controversial provision giving school boards and sheriffs the power to allow certain teachers and other school personnel, who receive special training

and are deputized by sheriffs, to bring guns to schools. “Funny, the Legislature saw fit in passing the Marjory Stoneman Douglas Act to allow local school boards and sheriffs to decide what happens locally in schools,” Stermer said. “So for some reason it’s good for that, but not for the rest of us.” The cities’ lawsuit doesn’t dispute the state has the ability to preempt certain subject matters, such as honeybee colonies and the use of electronic devices in cars. However, penalties are only outlined in the case of firearms, the lawyers argued. “In every other circumstance, the only consequence of a determination that local action violates express preemption would be a finding that such local action is null and void,” the lawsuit states. This is not the first time the law has been challenged. In 2014, a Leon County Circuit Judge ruled in favor of Palm Beach County that “the Legislature may not grant the governor the power to remove a county commissioner when that power is not provided by the Constitution.” The county had challenged the law in 2012. The ruling, however, maintained that the state could filed legal challenges to any local government official who seeks to enact local gun restrictions tougher than state law. The issue has “been bothering municipalities” since the law was enacted in 2011, Cole told The News Service of Florida Monday. “But it’s certainly become of much greater importance because of the Parkland tragedy,” he said. Cole said he expects other South Florida cities to sign onto the lawsuit. “This is a clear infringement on the home rule powers and legislative immunity of elected officials,” he said of the 2011 law. “If the Legislature is going to do this thing for firearms, they theoretically could do it for any other preemption, which would be a very bad situation.”
