MAYOR ROBINSON SPEARHEADS ‘PROJECT TITAN’ AVIATI ON DEVELOPMENT

Pensacola has frequently been hailed the “Cradle of Naval Aviation,” due to NAS Pensacola’s important role in training not only future naval aviators but also air traffic controllers, maintainers and support technicians. As the birthplace of the first US Navy Air Station, built in 1914, Pensacola carries a long history of aviation initiatives. Mayor Grover Robinson is working side by side with ST Engineering, adjacent to Pensacola International Airport, to expand aviation opportunities for commercial and civilian growth. Mayor Robinson even took a recent trip to Singapore to the ST Engineering headquarters during the Singapore 2020 Airshow to discuss details about the project. ‘Project Titan’ is a $210 million project to fully develop and expand ST Engineering’s aviation campus. The plans are to build three additional hangars and expand the maintenance, repair and operations (MRO) facility. ST Engineering provides aircraft maintenance for Northwest Florida, including the upkeep of UPS aircraft. Not only will the project give ST additional facilities, but it will also result in nearly 1,300 new, high-paying jobs. “Each hanger, when fully up and running, houses about 400 jobs. So, when all four hangers are up and running at full capacity, that’s easily 1,600 people. To get to 1,300 new jobs, they will have to train nearly 3,000 people. ST believes that their need for training will be higher than what George Stone Technical School alone can provide, so we are already trying to get ahead of that. I’m most excited about the opportunity for people in our community to get an education and acquire a skill that is marketable for a job here in Northwest Florida,” explained Robinson. The project is currently in the phase of design, development and construction of the 173,000 sq. foot MRO facil-

ity. As Robinson explained, the east side of the campus will house Hangar-2, the west side will be Hangars 3-4, a warehouse, support center and administrative building. Hangar-2 is currently in the construction phase, which takes about 15 months to complete. Hangers 3-4 will take the same amount of time to complete. Robinson estimated a tertiary timeline that stretches out to 2022 or 2023. “Projects like this one continue to expand aviation opportunities in Pensacola. We’ve always had aviation jobs, but most of them were military jobs with a small amount commercial. This is really moving us into the aviation specter that will create a significant amount of civilian jobs. We have the opportunity to build upon this and build a cluster centered around aviation. Pensacola has been focused on aviation for a long time with the military in Northwest Florida, but this is the first venture into largescale commercial aviation progress,” said Robinson. Since opening the MRO facility in June 2018, ST Engineering has continued to feed into local economic growth and prosperity by offering scholarships, internships and

training programs for students and adults interested in pursuing the aviation industry. In 2020, ST Engineering launched the Pensacola Mayor’s Scholarship, which offers $2,500 annually to four students in the Escambia County School District accepted into an aviation-related post-secondary educational program. The scholarship is both based on financial need and academic performance. Previous programs offered by ST Engineering included paid on-thejob training initiatives such as the Airman Trainee Program, Structures and Interior Internships and the Military Fast Track Program. Expanding their facilities in Pensacola will continue to increase the opportunities available to students pursing aviation careers. At a recent press conference on Feb. 19 at the Pensacola International Airport, Governor Ron DeSantis announced the award of $4.8 million to Pensacola through the Florida Job Growth Grant Fund for the infrastructure and expanse of the airport. The funding will provide the construction of taxi-ways, ramps and flatwork and ensure that the airport can support the additional MRO facilities.

“Pensacola has a great history in aviation. The city has been focused not only on bringing the maintenance aviation industry back to the city but also making it an international hub. The implementation of this vision began just a few years ago when VT Mobile Aerospace, the subsidiary of ST Engineering, broke ground on a 173,000 sq. foot MRO facility here in the Pensacola International Airport. The facility has demonstrated once again how valuable maintenance and repair can be to the local economy,” said DeSantis. DeSantis also went on to explain how Florida has taken a center stage for aviation and aerospace initiatives. There are currently over 2,000 aviation and aerospace companies operating in Florida, employing over 100,000 employees. Combining military spending, commercial airport revenue and industry revenue, the Florida Department of Transportation estimated in their 2019 Statewide Economic Impact Study that the Florida aviation industry nets $175 billion in yearly economic revenue. “There are many great things happening across the state of Florida for aviation and aerospace. If you look just over the past year, I awarded $3.9 million to the Melbourne Airport for infrastructure and development. That airport is also closely linked to the space efforts that are going on in Brevard County. We also had Spirit airlines announce that they

were going to expand their Florida footprint with a $250 million investment to construct a new corporate headquarters in South Florida. United Airlines selected Tampa for a new MRO facility that will have a $30 million economic impact. We were also happy to announce, last year, the relocation of Boeing Space and Launch headquarters from Arlington, Virginia to Titusville, Florida. We also announced the relocation of Lockheed Martin’s Fleet Ballistic Missile Program Headquarters from California, also to Titusville. Then, CAE USA announced a new 290,000 sq. foot headquarters facility that will be located in Tampa international airport,” explained DeSantis. As the aviation industry continues to expand in Florida, increased opportunities for specialized training, workforce development and direct economic impact will continue to thrive. As Project Titan approaches further stages of development, opportunities for training will emerge. ESRBA'S RESPONSE TO COVID-19 Amidst concerns about the spread of COVID-19 and necessity to practice social distancing, we want to let you know that serving our members still remains our top priority. However, we are taking precautionary actions that may require us to deliver those services in a different manner for a while out of concern for our members, staff, and the community at-large. These changes include restricting access to our office and implementing processes to enable employees who are able to work remotely to do so. As of this week, we are operating as a virtual office for non-employees until further notice. This includes mem-

bers, vendors, and LRS walk-ins. We look forward to serving our members and the public via phone, email, and mail. We also encourage you to engage with us on Facebook and Twitter. If envelopes need to be dropped off, a drop box is located to the left of the front door. These steps will reduce the potential for the spread of COVID-19 through personal contact and contamination of the ESRBA office work environment. ECAT MODIFIES SCHEDULES, LIMITS TO 10 RIDERS The Escambia County Area Transit (ECAT) will move bus routes to a modified schedule starting on Monday, March 23, 2020. The safety, health and security of our customers, employees and our community are our top priorities, therefore, the ECAT is taking steps to mitigate potential exposure of the Coronavirus (COVID-19). Hours and Service Modifications: Effective on Monday, March 23, 2020 and continuing through April 14, 2020, weekday bus routes will run on a modified schedule. This modified weekday schedule will match our “Holiday Schedule”, which runs every two hours and with the final route trips departing ECAT and Downtown at 6 p.m. The same modified schedule will run on Saturdays and no service on Sundays. ESCAMBIA COUNTY TO TEMPORARILY CLOSE PUBLIC BEACHES, FOLLOW EXECUTIVE ORDER 20-71 The Escambia County Board of County Commissioners voted to temporarily close public beaches (sound side and Gulf side, Pensacola Beach and Perdido Key) effective midnight tonight until the next Board of County Commission meeting on April 2. This action will be reevaluated at that time. This includes public beach areas, public beach access ways and public beachfront parks. Boat ramps, the fishing pier and the Bob Sikes fishing bridge will remain open to the public. "This is not a decision we made lightly," said District 4 County Commissioner Robert Bender. "Escambia County medical professionals strongly urged us to make this decision for the protection of the public's health and prevent the spread of COVID-19. We hope this temporary closure will allow us to resume normalcy more quickly and have a great summer. I hope we can reopen the public beaches as soon as possible." In other discussions, Escambia County will be immediately following Executive Order 20-71 issued today, Friday, March 20, by Gov. Ron DeSantis, directing all restaurants and food establishments within the state of Florida to suspend on-premises food and alcohol consumption for customers. The executive order also requires the closures of gymnasiums and fitness centers in the state of Florida.

The executive order goes into effect immediately and includes the following: • Alcohol: All vendors licensed to sell alcoholic beverages for consumption on the premises must suspend the sale of alcoholic beverages by the drink or in sealed containers for consumption on the premises. Such vendors may continue to sell alcoholic beverages in sealed containers for consumption off premises. • Restaurants: All restaurants and food establishments licensed under Chapters 500 and 509, Florida Statues, within the state of Florida must suspend on-premises food consumption for customers. Such establishments may operate their kitchens for the purpose of providing delivery or take-out services. • Fitness centers: Gymnasiums and fitness centers within the state of Florida must close. This order shall not apply to gymnasiums and fitness centers which are: (i) amenities of hotels which have a capacity of 10 persons or less, (ii) are an amenity of a residential building, (iii) are interior to any fire or police stations or (iv) are located inside any single-occupant office building.

Per court order, the MC Blanchard and Theodore Bruno Juvenile Justice Building remain open, at this time, but have limited public access. STATE WORKERS WORRY AS TELECOMMUTING LAGS ANA CEBALLOS NEWS SERVICE OF FLORIDA TALLAHASSEE — As Florida adjusts to an unprecedented public health emergency, Gov. Ron DeSantis’ administration has lagged in implementing workfrom-home policies for state workers. DeSantis has ordered bars, restaurants and gyms to shut down and encouraged state agencies to allow employees to telecommute, in an effort to curb the coronavirus known as COVID-19. But, despite health officials’ warnings against gatherings of 10 or more people, some state workers are still being asked to report to crowded offices. “There are way more than 10 employees here in this enclosed space. There are more employees in my office with the same concerns, please advise,” Lizbeth Cabanas, a driver’s license examiner with the Florida Department of Highway Safety and Motor Vehicles, wrote to a union representative in a March 19 email obtained by The News Service of Florida. Cabanas was also confused about having to work at an office that is located within a mall that has temporarily shuttered its doors to the public in Miami-Dade County, a hot spot for coronavirus cases. The option to work remotely is “certainly not uniform across state agencies” as of late last week, according to Jacqui Carmona, Florida political director for the American Federation of

State, County and Municipal Employees, or AFSCME, the union that represents state workers. “We are fully supportive of the governor’s directive to move the large majority of the state’s workforce to telecommuting, but there is significant concern among our members that we are only now seeing state agencies implement the changes,” Carmona said on Thursday. Some state agencies still had a majority of employees working on-site as of Thursday, Carmona added, while recognizing that some state workers, such as correctional officers, are unable to work remotely. “The only way to protect the health and safety of our workforce and all Floridians is limiting human interaction as much as possible,” she said. On March 15, Rose Hebert, a spokeswoman for the Department of Management Services, the state’s administrative arm, said that DMS is not tracking which agencies have implemented telework arrangements. Six days later, Hebert said that “agencies are rapidly adjusting to a quickly evolving environment.” State agencies began last week to assess “their readiness for emergency telework” and began implementing work-from-home policies that “maintain operations for their customers while providing the greatest flexibility to their workforce,” Hebert told the News Service on Saturday. The latest directive by the DeSantis’

STATE EYES HOTELS TO HOUSE PEOPLE WITH CORONAVIRUS JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — Gov. Ron DeSantis said Saturday that state officials are looking at the possibility of putting people who test positive for the coronavirus in facilities such as hotels to help prevent them from spreading the virus to family members. The idea, which also could involve using facilities such as convention centers, would be to help isolate people who have the virus but don’t need hospitalization. DeSantis said hotel owners have offered to allow use of their facilities. “The reason why you would want to do that is if somebody comes in, tests positive, if you send them back home they’re likely to infect the people that they come in close contact with in their home, so then the virus continues to spread,” DeSantis said during a news conference at the state Emergency Operations Center. “If they have a place to self-isolate where they’re not going to be in close contact with anybody, then the virus dies with them.” DeSantis emphasized that the highly contagious respiratory disease spreads mostly through personal contact. “I think the plan would be, if you have somebody that presents but doesn’t require hospitalization, you test them, you have them be isolated in a convention center, hotel, don’t go back home with your family, because the people you are most likely to affect are those very close, persistent contacts… If you are inside sharing a house with somebody, those are ob-

viously the ones,” he said. “So, yeah, we’re absolutely considering that. Hopefully it doesn’t get to that, but we’re planning for that for sure, because I think that that’s the prudent thing to do.” The number of cases of the coronavirus, known as COVID-19, continues to rapidly increase, with the Florida Department of Health website listing 763 cases in the state as of early Saturday evening. That included 706 Florida residents and 57 non-residents. DeSantis said 12 Florida residents had died. As an example of how fast the number of cases is increasing, the Department of Health on Friday morning reported 520 confirmed cases. The heaviest concentration of cases has been in South Florida, with MiamiDade County leading the state with 169 cases as of Saturday evening, according to the Department of Health website. Broward County had 164 cases and Palm Beach County had 56 cases. The coronavirus is particularly dangerous to seniors and people with underlying medical conditions. But DeSantis also said during the Saturday news conference that about 60 percent of the confirmed cases involve people under age 60. “There’s not necessarily high rates of fatalities with that, but some people have really had some serious health consequences as a result of it,” he said. “So it’s just something people need to understand that it is the elderly are obviously… most vulnerable to this, but it’s something that could affect anybody.”
