A

countless number of children grow up in homes with strained family relations, absent, busy or unsteady role models. Some children simply lack an adult mentor that has enough time to devote to their education and future. Big Brothers and Big Sisters of Northwest Florida set out to change that in 1989 by uniting children with mentors, or Big Brothers and Big Sisters. The nonprofit organization was nationally founded nearly 115 years ago, but the local Northwest Florida agency is celebrating its 30-year anniversary this November. The history of the Northwest Florida agency began when Navy Chaplain Valerie “Elery” St. John DeLong was stationed in the region in 1989. At the time there was not a BBBS agency established for her to join and serve as a Big Sister. Through her advocation and assemblage of local community volunteers, a committee of board members was established, funds were raised and the agency opened. The agency serves a five-county area including Escambia, Santa Rosa, Okaloosa, Walton and Bay Counties. In 2018, the agency served 660 children. This year to date, they have served 560 children with 150 children awaiting matches. CEO, Paula Shell explained the impact of Big Brothers Big Sisters on the community: “That’s 660 children that in the future, long after I’m gone, are going to be making a positive change in our community. Our program is a long-lasting program. It’s not an immediate result that you see right away. The relationships that we foster do not just change individuals, but they change the community as well. We’re here to inspire and ignite the potential that we see in our Littles by showing them a different way.” Both recruitment coordinators and match specialists are the backbone of the one-to-one mentorship program. Mentors, or Bigs, are sought out and recruited by specialists at the agency, or through advertisement of the programs. Littles are introduced to the program through guidance counselors, community programs, teachers at school and their parents or guardians. Programs include in-school matches where Bigs spend time with

their Littles at school eating lunch or studying together and community matches where Bigs take their Littles out in the community for activities. To celebrate its 30-year anniversary, BBBS is throwing a birthday party at the end of November. The agency recently moved into a new facility located on 1320 Creighton Road. BBBS has been in the facility since May 13, but had an official ribbon cutting and open house on September 26. Impact 100 and the Bear Family Foundation were instrumental in the fundraising for their first permanent home location.

Q&A with CEO Paula Shell You’ve been the CEO of Big Brother Big Sister of Northwest Florida since 1997. How did you first get involved with the organization? Before I came to BBBS, I worked at Lakeview Center for about 12 years, and I managed group homes for adolescent boys and girls. Lakeview Center being a mental health facility, it was challenging work. Not just challenging in regard to responsibilities or workload, but also on the heart, too. I worked really hard over there, and it was just time to make a change, so I started looking around for something else. I came across the advertisement for this position in the classifieds section of the newspaper, and I told my friend at the time, “There’s my job. I found it.” And the rest is history. Tell me a little about yourself. What do you do outside of work? Lately it’s been a lot of work and no play. Especially because we’re in

the middle of a $1.5 million capital campaign for not only the new facility we moved into, but also for expansion of programs and services. I’m a Big Sister myself. I have been matched with my Little, Hope, for about six years, and I just can’t imagine my life without her. So, every week, I go get her and do something with her. She’s being raised by her great-grandfather, and he’s 89 years old, so she doesn’t have a lot of female influences. We are truly like two peas in a pod, so spending time with her is always fun— it never feels like a duty or chore. I also like to go and enjoy the beach when I get the chance and travel with friends. I’m currently training for a half marathon in February. I try to stay active, which is hard with the workload. I saw that you studied criminal justice and psychology at the University of West Florida—how does that background help you with your work at BBBS? It definitely plays a huge role. Right out of college, I worked at Lakeview Center, a mental health facility that encapsulated the entire psychological realm of my studies. Some of those children at the facility were connected to the juvenile justice system. Occasionally, we do have Littles that go down the wrong path, and we’re able to step in and help them, so my education has been instrumental to my work. What is the hardest part of your job and the most fulfilling part of your job? The most fulfilling are the matches and their stories. One of the things in the new facility, in my office, is a wall completely covered with match photos. That was really important

for me to see the progress along the way—they make me smile. The most rewarding part is seeing the faces of children whose lives have been changed through our work. The most challenging part of my job, I think if you ask any nonprofit executive, is the fundraising. You have to constantly keep that going to maintain what you’re doing and to get to a point where you don’t always feel like you’re climbing up a hill. Can you tell me about “Bigs with Badges” that launched in January 2017? What led to the creation of that initiative and how has it flourished over the years? It’s an initiative that came from our national organization. They actually call it “Bigs in Blue.” It was created to try and reflect positivity between youth and police in large inner cities and urban environments. Our national organization decided that the biggest answer for the interracial divide and tensions was relationship building. Who does it better than anyone? Big Brother Big Sister. They launched a national program called “Bigs in Blue” to get law enforcement to step up and become Big Brothers and Big Sisters to help teach Littles in those communities that law enforcement is not bad—they’re good. We took that and we decided to expand it a little bit and call it “Bigs with Badges” so that we could tap into not only law enforcement, but firefighters, EMS, corrections, really anyone that wears a badge, so we could grow the relationships with them. Currently, we’re sitting with about 15 Bigs with badges from various entities. Now that we have a full-time volunteer recruitment coordinator, we hope to see those numbers go up.

Rat Pack Reunion raises over $200k for vulnerable elders The ninth annual Rat Pack Reunion fundraiser, hosted by Council on Aging of West Florida to increase awareness and support for senior citizens in the area, raised over $200,000 on Oct. 25, putting the event among the most successful in its history. More than 350 individuals attended the black-tie gala, which featured a world-class meal, dancing, a Frank Sinatra tribute artist and live band, a “raise the paddle” fundraising segment and honorary videos and speeches from four community leaders. This year, those leaders were Ashton Hayward, Michael Murdoch, Michael Riesberg, and Brenda Vigodsky. The Rat Pack Reunion has earned and maintained its reputation as one

of the premier fundraising and social events of the year, drawing outside visitors and city insiders alike to join together and support elder adults in Escambia and Santa Rosa counties. The monies raised at the annual event go directly to the programs and services provided by Council on Aging of West Florida, such as Meals on Wheels, adult day care, respite, in-home services, companionship and more. Council on Aging boasts the BBB Accredited Charity designation and less that 9 percent of annual revenue is allocated toward administration; the rest goes directly to older adults who need our help. “We had one of the best Rat Pack Reunions ever because of the hard

Escambia County Mourns the Loss of Firefighter Killed on Duty Escambia County is mourning the loss of Dwain S. Bradshaw, age 41, a Volunteer District Chief at Escambia County Fire Rescue Station #1 in Bellview and Volunteer Assistant District Chief for ECFR Station #2 in Beulah, who was killed this morning while on scene responding to a multi-vehicle accident on the Muscogee Bridge. “The Escambia County family lost a true hero and dedicated public servant today,” County Administrator Janice Gilley said. “Our hearts go out to Dwain Bradshaw’s family, loved ones, and all of the men and women of Escambia County Fire Rescue who are grieving the loss of their colleague and friend. I, along with the Board of County Commissioners, ask that you please keep all first responders in your prayers as they continue to selflessly risk their lives every day to protect and serve the public.”

Bradshaw was on scene responding to a fatal crash early this morning near the Florida/Alabama state line when he was struck by a vehicle. He was transported by Life Flight to Sacred Heart Hospital. “I’d like to express my sincerest condolences to the family of Dwain Bradshaw as they grieve the loss of their loved one,” District 1 Commissioner Jeff Bergosh said. “This is a tremendous loss for the Beulah community and all of Escambia County, and we will continue to pray for healing and strength for everyone who knew and loved Dwain.” Interim Fire Chief Paul Williams said Bradshaw had been volunteering with Escambia County Fire Rescue since the late 1990s, but his experience expands beyond fire rescue, having served in law enforcement and in the military, most recently in the Missis-

sippi Air National Guard. Bradshaw also served as a Department of Defense Firefighter onboard Naval Air Station Pensacola. Bradshaw taught many volunteer training classes for Escambia County Fire Rescue, where Williams said his outgoing personality and extensive knowledge made him well-liked by his students. “He was one of the main ones that the volunteers liked as an instructor, so he taught quite a few classes for us here in the county,” Williams said. “He was just a really good instructor, and he was able to articulate the information very well.” Williams said Bradshaw was preparing to step in as the District Chief for the Beulah station next year once the current chief retired. Bradshaw taught many classes with members of Escambia County Fire Rescue over the years,

Escambia County Honors Former Employee Escambia County has scheduled a public ceremony to honor Maceo Perkins, a former county employee, by formally designating a portion of North Century Boulevard/U.S. Highway 29 as “Maceo Perkins Parkway.” The event will be held on Friday, Nov. 15 at 2 p.m. at 2830 N. Century Blvd. near the intersection of North Century

Boulevard and Sigler Road. Maceo A. Perkins, 41, was employed by Broad Spectrum to work on a waterline project on Highway 29 near Siglar Road. Tragically, just after noon on April 6, 2018, he was struck by a vehicle and killed. A state highway designation is an honor that requires an act of the Legis-

lature and approval by the governor. At the request of Sen. Doug Broxson and the Escambia County Board of County Commissioners, the state Legislature passed the designation, and Governor Ron DeSantis signed it into law. Sen. Broxson, Rep. Mike Hill, District 5 Commissioner Steven Barry, other commissioners and local leaders

and Williams said the entire department is feeling the loss. “The grief from the loss, it’ll be felt throughout the department,” Williams said. Alabama Highway Patrol is handling the investigation. The community is invited to pay their respects to Escambia County Fire Rescue Volunteer District Chief Dwain S. Bradshaw Tuesday, Nov. 12, when he will be honored with a service and memorial procession before being laid to rest. Tuesday’s procession will begin immediately following the funeral service, which is at 11 a.m. at Hillcrest Baptist Church. Members of Escambia County Fire Rescue will be joined by firefighters, law enforcement, service members and first responders from the local area and across the region to pay tribute to Chief Bradshaw.

Volunteers Sought for Health Facilities Authority

The Escambia County Board of County Commissioners is seeking Escambia County residents interested in volunteering to be considered for a possible appointment to the Escambia County Health Facilities Authority. Appointees serve without compensation. The Escambia County Health Facilities Authority was established in accordance with Florida statutes. The authority’s duties are to assist health facilities in acquisition, construction, financing and refinancing of projects. Knowledge of finance and/or health care administration required. Authority members serve a four-year term of office. Financial disclosure required. Under its current annual meeting schedule, the authority meets once a month on the third Tuesday at 4 p.m., except for the months of April and September when the board and staff attend educational conferences related to current topics in tax exempt capital financing for healthcare organizations. Monthly time commitments generally range from three to five hours per month, depending on

business matters under consideration. For educational conferences, the board members are out of town for up to four days, twice a year. Board members must have reasonable computer skills and access to a computer running Windows 7 or higher, with the current version of Adobe Reader, Microsoft Word and Excel, and with high-speed internet access to receive email with attachments and download large PDF files containing meeting agendas and backup materials. A new board member will spend three to five hours for the initial orientation and training on authority operations. Board members must be able and willing to learn about (1) tax exempt bond financing and federal regulations related to municipal bond financing; (2) rules and regulations for municipal bond issuers; (3) current capital financing options and techniques for nonprofit healthcare organizations; and (4) Florida laws related to local government operations and finance.

Alzheimer’s Association Walk Raises Over $90,000 to Fight Alzheimer’s Disease More than 710 residents from Pensacola joined the Alzheimer’s Association Walk to End Alzheimer’s in the fight to end Alzheimer’s disease at Community Maritime Park in Pensacola. Participants raised more than $91,230 to support the care, support and research programs of the Alzheimer’s Association, achieving 118% of their goal of $77,000. Schools Could Get Antidote To Overdoses

News Service of Florida Staff Racing to try to get on the November 2020 ballot, a political committee backing a proposed constitutional amendment to legalize recreational marijuana had submitted more than 57,000 petition signatures to the state Division of Elections as of Wednesday, records show. The committee Make It Legal Florida registered with the state in August and had spent more than $1 million as of Sept. 30 as it gathers petition signatures. The proposed amendment, if approved by voters, would allow adults 21 or older to “possess, use, purchase, display, and transport up to 2.5 ounces of marijuana and marijuana accessories for personal use for any reason.” The state Division of Elections had re-

ceived 57,045 valid signatures from the committee as of Wednesday. The committee needs to submit 76,632 signatures to trigger a Florida Supreme Court review of the proposed ballot wording. Ultimately, it would need to submit 766,200 signatures by a February deadline to get on 2020 ballot. Another committee, Sensible Florida, Inc., which was formed in 2015, also is backing a proposed constitutional amendment that would legalize recreational marijuana. That committee had submitted 92,548 signatures as of Wednesday. The Make It Legal Florida Committee, however, has the backing of at least two medical-marijuana companies that poured money into its initiative in August and September.

News Service of Florida Staff Medicine cabinets at Florida schools could get a new addition: an antidote for people who overdose on opioids such as heroin. A bill that will be considered Tuesday by the Senate Education Committee would allow schools to purchase naloxone, a drug that can be injected or sprayed nasally to revive people who are not breathing. Under the proposal (SB 120), filed by Sen. Jason Pizzo, D-North Miami Beach, all Florida public schools would have the option to purchase the drug “for use in the event a student has an opioid overdose.” Schools would be allowed to enter into an agreement with a wholesale distributor or manufacturer to ensure they are getting naloxone at “fair-market, free,

or reduced prices.” The bill would require the drug to be kept in secure locations on campuses. And before school employees could administer the drug, they would have to be trained to recognize an opioid overdose and follow a protocol developed by a physician. If trained school employees administer the drug because they believe a student is overdosing, and an injury results, the bill says school districts and employees would not be held liable. An exception would be if the employees’ actions are “willful and wanton.” The bill is filed for the 2020 legislative session, which starts Jan. 14. Rep. Joe Geller, DAventura, has filed an identical bill (HB 331) in the House.

News Service of Florida Staff With the House already moving quickly on the controversial issue, a Senate committee next week will take up a bill that would require minors to get consent from their parents before having abortions. The Senate Health Policy Committee is scheduled Tuesday to consider the bill (SB 404), filed by Sen. Kelli Stargel, RLakeland. The House passed a parentalconsent bill during the 2019 session, but the proposal died in the Senate. Stargel’s bill and a House version (HB 265) are filed for the 2020 session, which starts in January. The House Health & Human Services Committee has approved the House version, readying it to go to the full House after the 2020 session starts. Sen-

ate President Bill Galvano, R-Bradenton, also said last week he supports a parentalconsent requirement. If ultimately passed, the proposal would ban physicians from performing abortions on minors unless the physicians receive notarized, written parental consent or court orders waiving the parental consent requirement. Supporters and opponents say the legislation could be a test case for the reconstituted Florida Supreme Court, which struck down a parental-consent law in 1989. With three appointments early this year by Republican Gov. Ron DeSantis, the Supreme Court now has a solid conservative majority.

News Service of Florida Staff Floridians wouldn’t be able to know the ages of legislators and state Cabinet members or other family details, under a proposal filed Thursday for the 2020 legislative session. The proposal (SB 832), filed by Sen. Kelli Stargel, R-Lakeland, would create a public-records exemption that would shield from release the home addresses, telephone numbers and dates of birth of members of the House, Senate and Cabinet, as well as the names, employers and birth dates of lawmakers’ spouses and children. “Members of the Legislature and the Cabinet are often confronted with making difficult and impactful policy decisions,” the bill said. “As a result, legislators and Cabinet officers, and their families, may receive threats including, but not limited to, verbal threats, harass-

ment, and intimidation as a result of carrying out their official duties. Vulnerability to such threats may discourage residents of this state from seeking elected office in order to protect themselves and their families.” The measure would also shield from public records the names and locations of schools and day-care facilities attended by the children of lawmakers. House and Senate websites currently list the birthdays, if not the years of birth, for many lawmakers, along with the names of their spouses and children. The House and Senate also often list lawmakers’ occupations, educational backgrounds, religious affiliations, recreational interests and even when they moved to Florida. Stargel already receives a public records exemption for her home address as her husband, former lawmaker John Stargel, is a circuit judge.

Christine Sexton News Service of Florida TALLAHASSEE --- The convenience of getting prescriptions filled at a kiosk could soon be a reality, under a bill moving through the state House. But not everyone agrees it’s a good idea. A House health care panel on Wednesday unanimously approved a bill (HB 59) that would allow community pharmacies to use “automated pharmacy systems” to offer people access to prescription drugs. An automated pharmacy system is a mechanical system that dispenses prescription drugs. The systems have video conferencing or video teleconferencing technology that allow patients to speak with a pharmacist about prescriptions. Rep. Matt Willhite, a Wellington Democrat who sponsored the bill, touted the convenience the automated systems offer. “A lot of times when you get out of the hospital and go to the pharmacy, they’ll say come back in two or four hours,” Willhite told The News Service of Florida. “Well, if a parent has a couple of kids in the car, they can’t just go home, unload them, then load them back up to get stuff.” But Florida Pharmacy Association Executive Vice President and CEO Michael Jackson is worried that the proposal “has no guard rails.” “We don’t have issues with the use of technology,” Jackson told the News Service. “Our main issue is the details with how it’s deployed.” The bill is supported by MedAvail, a Canadian-based company that manufactures the systems. Florida law currently authorizes the use of automated pharmacy systems in institutional facilities. The Florida Board of Pharmacy in recent years gave approval for two systems to be used on hospital campuses, where they could be accessed by patients. Systems are currently in use in Jacksonville and Miami hospitals. The bill would go further by allowing community pharmacies to launch and operate the dispensing systems. “It’s just an extension of the pharmacy that already is working in your community,” Willhite said. “When the pharmacy is closed, this still would be open.” But Jackson also worries that the bill does not restrict the location of the machines to the same location as the pharmacy. He noted that the bill would allow the machines to be located wherever the phar-

macy wants to place them, whether near the storefront or dozens of miles away. “If the machines are not located in or near the vicinity where a pharmacy is located, if patients were to have a problem, what’s going to happen?” Jackson asked. But AARP Associate State Director Zayne Smith said Jackson’s concerns about safety may be exaggerated. “Not to sound crass, but what’s worse, not getting the life-saving drugs you need or an adverse reaction?” she said. Jackson’s concerns, though, don’t stop with the patient. With no placement restrictions, he argued, the automated pharmacy systems could be more than an hour away from the pharmacist who is in charge of overseeing the system. “How can I have comfort in knowing the machine is doing what it should be doing?” Jackson said. “How would I be able to inspect the machine if the system is many miles away from where I’m located?” The machines also would have to be restocked, which means that a pharmacist or a pharmacist technician might have to travel miles with prescription drugs to replenish the automated system. That also could be dangerous, Jackson said. Not all prescriptions could be obtained through the automated pharmacy systems. The committee on Wednesday agreed to amend the bill to ensure that no controlled substances could be obtained through the machines. “We don’t want anybody to try to break into a machine at night because they have an addiction or a problem,” Willhite said. The bill doesn’t address whether patients could be charged a convenience fee for accessing the prescriptions through the automated pharmacy system. Richard Pinsky, a lobbyist who represents MedAvail, said that decision would be up to the community pharmacy. But AARP’s Smith said the issue should be addressed as the bill moves along. “This shouldn’t be a cash cow (for community pharmacies),” she said. “This shouldn’t increase prescription drug costs for people who use this machine.” A Senate companion bill (SB 708) has been filed in advance of the legislative session that begins in January.

Parental Consent Bill Teed Up Proposal Would Block In Senate Information On Lawmakers

State, Groups Wage Court Fights Over Solitary Confinement Ana Ceballos News Service of Florida TALLAHASSEE --- In separate but parallel lawsuits, civil-rights and legal groups are challenging Florida’s use of solitary confinement in prisons and juvenile detention centers —- but are facing pushback from state agencies.. The Southern Poverty Law Center, Florida Legal Services and the Florida Justice Institute this year sued the state Department of Corrections and the Department of Juvenile Justice in federal court in Tallahassee, contending the agencies’ practices on isolation are unconstitutionally cruel and unusual punishment. But the agencies are fighting back against the allegations, with the latest salvo coming last week as the Department of Juvenile Justice filed a motion to dismiss the juvenile detention case and questioned the motives behind the lawsuit. “Unfortunately, it is clear that plaintiffs’ purpose in bringing this lawsuit is not to gain relief from some violation of constitutional rights,” the Department of Juvenile Justice motion said. “Rather, it is to lobby this court to judicially impose a level of care that is commensurate with the position papers, opinions, and articles supplied by various advocacy groups.” The department argued the lawsuit, which was filed in September, is part of an effort by the groups to “move the needle toward their obvious goal of eliminating any form of confinement for juveniles.” Lawyers for the department also told the court that “there could be risks of harm to the other juveniles, or staff, if confinement is not utilized” because detention facilities can at times be dangerous. But the lawsuit alleges there is growing consensus among medical and mentalhealth professionals that subjecting children to isolation can lead them to suffer from “heightened risk of psychological and physical harm.” “These policies and practices are inconsistent with evolving standards of decency in a civilized society,” said the lawsuit, which names three teenage plaintiffs, one as young as 13, who were placed in isolation. At juvenile detention centers, the use of confinement is limited to no more than eight hours unless an extension is granted because the minor “would imminently

threaten his or her safety or the safety of others,” according to court documents. Data provided by the Southern Poverty Law Center shows the state placed more than 14,000 children in isolation while in the care of the juvenile justice department during the 2017-2018 fiscal year. As lawyers for the plaintiffs prepare to respond to the Department of Juvenile Justice’s motion to dismiss the case, a federal judge last month allowed the separate lawsuit challenging the Department of Corrections’ confinement policies to continue. In an Oct. 24 ruling, Chief U.S. District Judge Mark Walker rejected arguments made by the Department of Corrections, saying the arguments were based on a “fundamental misunderstanding” of the claims made in the lawsuit. “This case is not about the type of restrictive housing or the specific prison where the plaintiffs were housed,” Walker wrote. “Instead, plaintiffs allege a systematic, statewide policy of isolation.” In the 90-page lawsuit, which was filed in May, attorneys representing inmates argued that prison officials “discriminate against people with disabilities in its use of isolation” and are “deliberately indifferent to the substantial risk of harm caused” by isolation practices. Shalini Goel Agarwal, a lawyer for the Southern Poverty Law Center, said Walker’s ruling “accepts the premise that a correctional system, by creating various levels for solitary confinement, cannot evade the undeniable damage caused by locking people in tiny cells for nearly 24 hours a day.” Outside of court, the Department of Corrections has defended its use of confinement as a safety measure. Michelle Glady, a department spokeswoman, told The News Service of Florida in May that confinement is used for security reasons or to effectively manage prisons. She added it is only used when “absolutely necessary.” After the judge’s decision last month to allow the case to continue, the department is prepared to keep mounting a defense of the isolation practices. “The department is moving forward with litigation,” Glady said Thursday.
