How to grow your

economy

With help from just about every local government, Tallahassee, many of the area’s largest employers and education leaders, Luth and those like him have had some success.

In fact, he wants you to get a good job, to make above average wages, to put down roots in the local economy, to buy a house and spend your money here.

He wants you to enroll your kids in a career academy at a local high school, then at Pensacola State College or The University of West Florida to learn aviation maintenance or cyber security skills.

Luth wants you to start a company. He wants to put you in his small business incubator

on Garden Street, to help you grow. He wants you to hire people – to create jobs – so that other people can make above average wages and send their kids to college.

Scott Luth wants you to be the rising tide that lifts all boats.

Growing the local economy – its job pool, its wages, its skilled workforce – is what Luth, CEO of FloridaWest Economic Development Alliance, is all about.

“Everything we do is to try and bring in jobs that are above the average wage,” Luth said.

Perhaps you’ve heard of the big project at Pensacola International Airport to accommodate the aviation overhaul company VT Mobile Aerospace, or have read about the explosive growth of Navy Federal Credit Union’s Beulah campus.

VT MAE is hiring technicians, mechanics, inspectors and project managers at salaries starting at $41,000 and going up from there. The company has committed to 400 jobs at the new airport facility.

Governor Rick Scott recently announced $4 million in funding from the Florida Job Growth Grant Fund for the city to develop additional taxiways and infrastructure at the airport,

as well as facilities for education and workforce training to support the aviation workforce.

Navy Federal, the world’s largest credit union, already employs thousands at its Heritage Oaks campus in Beulah and has plans to grow that number to 10,000.

Salaries there start around $35,000 for customer service representatives.

These are the kinds of economic development “wins” that generate jobs that pay above the average $39,000 (roughly $19 an hour) a year for Escambia and Santa Rosa Counties. The more of these jobs that we can attract to Northwest Florida, the more wealth we can turn back into the local economy, generating more jobs and even more wealth, so on and a so on.

Thus is the ideal, anyway. But economic development is a competitive game. For every incentive we can offer to attract new jobs here, communities to

our East, West and North can sweeten the deal just as much to pull those jobs elsewhere.

“Obviously it’s a competitive situation so we realize all those jobs may not come here, but at least we have an opportunity to compete,” Luth said.

But bringing these jobs here is of little good if locals lack the skills to get them. Thus workforce training becomes an important piece of the economic development puzzle, both for workers seeking higher-paying jobs and companies looking to fill skilled positions.

Luth is currently working on 20 projects with secretive codenames that could represent as many 3,300 jobs. These are new and existing companies that are looking at the Pensacola 50 Business Climate

In recent weeks, the University of West Florida has announced

partnerships with the National Security Agency and the Florida Agency for State Technology to provide cybersecurity training.

Gov. Scott in February announced $1.8 million for Pensacola State College, again from the Job Growth Grant Fund, to fund workforce development programs in targeted industries, including manufacturing, aviation maintenance, cybersecurity and more.

To those ends, Escambia County middle and high schools offer more than 50 career academies which expose students to a wide array of careers including aviation maintenance, criminal justice, cybersecurity, fire fighting, robotics, sports medicine and many more.

Luth said workforce development and industry recruitment must be conducted side-by-side.

“We can’t slow up on either end of that spectrum,” he said. “We can’t quit recruiting companies or slow up on workforce development because you’ll get out of balance. “We’ve got to continue to recruit while we continue to increase the number of eligible workers in our target industry sectors. If not we’re just producing talent that’s going to go somewhere else.”

Shipping News: Blend of business and research could be future for port

t’s been a tough few years for the Port of Pensacola, but a new shipping business and the potential for a multi-million dollar research facility could hold promise for a brighter future.

The port has struggled since the collapse of the global oil market, to which an advisory committee had anchored the port’s fate near the start of the decade.

Conditions had fallen to the point in recent years that city councilman Brian Spencer, a potential mayoral candidate, had proposed exploring alternative uses for the roughly 50 acres of waterfront property the port occupies.

Good news for the port came in January with the announcement that World Direct Shipping, based in Tampa, would begin

shipping cargo between Pensacola and Mexico.

With the port’s main tenant, Offshore Inland, nearly $1 million behind on payment of dockage fees and port expenses outpacing revenue, securing new business is a major win for the port, particularly as it faces stiff competition from elsewhere in the state and in Mobile.

Because of its relatively small size, Pensacola’s port had been largely left out of the container shipping market. But port director Amy Miller said that in World Direct the port found a ideal partner.

“World Direct Shipping is a big win for the Port because it gets us into the container business with a service that is a size and frequency that we can be successful with,” said Miller.

That meant working with Pate Stevedores, our harbor pilot and other service providers to provide a total pricing package that worked. But it wasn’t just about price. Customer service was a factor, too. Working with a smaller port and a local, family owned stevedore allowed World Direct the opportunity to get the level of attention and personalized service that larger ports and larger firms reserve for only their top customers and that was important to them.”

It’s unclear so far what impact World Direct might have on port revenues, but Miller said it could be worth several hundred thousand dollars if the service can be marketed effectively.

“Port of Pensacola is never going to be a major container port.

We’re just too small in terms of land area to handle hundreds of thousands of shipping containers. However, we’ve long believed that there are small, niche container services that would be a good fit for us. World Direct fits that bill perfectly.”

Miller said that discussions with World Direct lasted for nearly a year and required beating out several other ports as the company looked to expand.

“At the end of the day, it came down to a combination of factors,” said Miller. “Price, of course, was one of those

That kind of a hybrid model, with a mix of research and commercial interests at the port, could point the way back to prosperity for a port that predates the founding of the nation.

Pensacola Mayor Ashton Hayward’s spokesman, Vernon Stewart said that Hayward plans to unveil an action plan for the port later this year, and that the CDOT is part of that “new context.”

“When it comes to the future of the port it’s important to remember that being a port city doesn’t mean always being the same kind of a port,” said Stewart. “In order to continue to generate positive economic benefit to their owners (in our case the taxpayers), ports all over the world evolve and reinvent themselves over time.

Oftentimes traditional port operational zones and facilities morph into active, communityloved spaces that continue to support water-dependent uses and harbor activities. We expect to unveil our port action plan later this year that will establish a new context for the port that brings together public infrastructure, private industry, the research and development community and public and private funding sources.

Certainly the proposed Center for Dynamic Ocean Technologies can be part of that context.”

Whatever the plan, it will be up to a new administration to steer the port into the future.

Hayward announced in March that he would not seek reelection for a third term as mayor.

Ronald McDonald House provides sanctuary for families in time of crisis

by Ashley Gillis Our House becomes a family’s home for days, weeks, and even months while their child is battling an illness, recovering from surgery, or coping with serious health issues. In the middle of their most challenging times, families have a comforting place to call home at the Ronald McDonald House – a place to find other families facing similar circumstances, a place where they can be close to their child, and a place where families can stay together. For families facing these challenges, even the smallest acts of kindness make a significant impact.

Ronald McDonald House families come in all shapes and sizes, with members of all ages, races, backgrounds and cultures.

The warm hugs and smiling faces at the House brought us much needed comfort during our week-long stay.

And every now and then, we meet a family who took quite a journey to meet their son for the first time. From the Yost family of Oronogo, Missouri: “On August 21st, while the rest of the world watched the solar eclipse, the stars aligned for our family when we were contacted by a young mother who was making an adoption plan for her son. She had chosen us to be his parents and asked if we could quickly fly from

Missouri to Pensacola. The next thirty-six hours were a joyful flash, then she told us he was experiencing respiratory distress.

By the time we arrived, he was having difficulty eating as well as breathing.

When we planned to adopt, we never thought about the possibility of medical complications. We had been saving money for adoption fees and expenses, but considering additional medical costs made

the situation very stressful.

We were brand new parents, miles away from family and everything was new and scary.

The warm hugs and smiling faces at the House brought us much needed comfort during our week-long stay. On many occasions, we had forgotten to eat, but there was always something yummy to grab.

We would never have had the money to stay in such a nice place. The day Kellen was released from NICU, we took him home to RMH. Everyone was so excited to meet him!

This experience has been very humbling. We thank you and will never forget you showing us so much love.”

Ronald McDonald House Charities of Northwest Florida opened our first House in 1984. We had six bedrooms and served 271 families in that first year.

In response to the growing need, we relocated to our current House in 2010.

We now have 26 bedrooms to help keep even more families close during a medical crisis. With 1,100 plus families served annually and over 30,000 individuals served, gracious donors and volunteers help continue our mission of keeping families close. There are many ways to help support RMH, one is as easy as taking a casual day.

What does a community-wide casual day have to do with helping families with critically ill children? For over a decade, our supporters “going casual” has meant the world to the Ronald McDonald House families.

Kaps for Kids (K4K) is our largest fundraiser, generating more than $100,000 per year; the equivalent of 1,000 room nights for struggling families. Every person who donates for this year’s pink shirt helps make our House a home. A special thanks to all of our area children who entered their art to be considered for the front of our shirt.

Escambia County Receives Grant Awards for Three RESTORE Projects from U.S. Treasury On March 1, Escambia County received grant awards for three RESTORE Direct Component Pot 1 projects from the U.S. Department of Treasury as part of the county’s RESTORE Multi-Year Implementation Plan. These planning projects include the Carpenter Creek and Bayou Texar Revitalization Plan, the Universal Public Access Plan and the Eleven Mile Creek Basin Stormwater Ponds Plan. All three projects are expected to begin in the spring.

The Carpenter Creek and Bayou Texar Revitalization Plan will develop a master plan to enhance the environmental and economic resilience of the watershed. An environmental assessment will identify the causes of legacy

environmental impairments to Carpenter Creek and Bayou Texar. A master plan will be developed, based on stakeholder input, to identify comprehensive restoration and recreational opportunities within the watershed.

Approximately $1,308,000 has been contributed from the RESTORE Pot 1 allocation.

The Universal Public Access Plan will evaluate public infrastructure, including facilities, in Escambia County for compliance with Americans with Disabilities Act Standards to identify enhancement opportunities to meet the needs and desires of citizens with disabilities by upgrading existing infrastructure and facilities.

Citizens, specifically disabled citizens, will provide input to identify amenities and priorities for future implementation by Escambia County and partner community organizations. A total of $360,000 has been contributed from the RESTORE Pot 1 allocation.

The Eleven Mile Creek Basin Stormwater Ponds project will plan and design two new stormwater ponds in the Eleven Mile Creek basin that will provide flood attenuation, improve water quality, expand and/or improve adjoining floodplains/wetlands, and positively impact coastal areas of Escambia County that border Perdido Bay. These pond and stream restoration sites in the Eleven Mile Creek basin have been evaluated in a recently completed due diligence report performed by the county. This application will design and permit two stormwater ponds out of 14, along with an associated drainage conveyance system. A total of $268,800 has been contributed from the RESTORE Pot 1 allocation.

The Natural Resources Management Department will provide a status update for all RESTORE projects during the Escambia County Board of County Commissioners meeting on March 8.

NSA partners with UWF to accelerate cybersecurity degree completion and workforce development The University of West Florida and the National Security Agency announce a partnership to enhance cybersecurity workforce development and create accelerated pathways toward completion of an undergraduate cybersecurity degree program.

The agreement allows students who complete the Joint Cyber Analysis Course to earn undergraduate credit hours at UWF. JCAC is open to active military. The six-month JCAC course is designed to train individuals with limited computer experience and make them proficient in cyber analysis.

“This partnership is an excellent opportunity

to prepare our students for successful careers in cybersecurity by providing our educational resources,” said UWF President Martha D. Saunders. “It aligns with our unwavering commitment to train cybersecurity talent and address the critical cybersecurity workforce shortage across the nation.”

IMPACT 100 Pensacola Bay Area Awarding Over a Million Dollars to Local Nonprofits IMPACT 100 Pensacola Bay Area, a local women’s philanthropic group, is pleased to announce its 2018 Membership Drive successfully concluded with a record-setting total of 1,103 members. IMPACT 100 will give back $1,103,000 by awarding 11 high-impact project grants of $100,300 each to nonprofit organizations in Escambia and Santa Rosa counties on October 14, 2018.

This is the 15th anniversary year of IMPACT 100 awarding grants to local nonprofits. After awarding the 2018 grants, IMPACT 100 Pensacola Bay Area will have funded 98 grants, totaling $10,498,000.

Cox’s Jonathan Tucker Named to FloridaWest Board of Directors FloridaWest Economic Development Alliance is pleased to announce that Jonathan Tucker, Director of Business Sales for Cox Business Florida and Georgia, has joined the Board of Directors as an Associate Member.

Mayor Hayward Appoints Ginny Cranor as next Fire Chief Mayor Hayward announced today that he will appoint Ginny Cranor to succeed David Allen, who is retiring on April 12, as Chief of the Pensacola Fire Department. Cranor, who is currently in her 20th year with the fire department, will be the first female fire chief in the department’s 208-year history.

Prior to becoming a Pensacola firefighter in 1998, Cranor was a volunteer with Escambia County Fire Rescue. She rose through the ranks and was promoted to Battalion Chief in September 2016 and currently serves as

Around the Region the battalion chief for the department’s “C” watch. Cranor earned a bachelor’s degree in nursing from the University of West Florida in 2012. She also has associate degrees in fire science and emergency medical services from Pensacola State College in addition to multiple professional certifications. Cranor is a member of the International Association of Fire Chiefs, the International Association of Women in Fire & Emergency Services, and has been a fire academy instructor for 18 years.

Cranor will begin to lead the department’s staff of 123 firefighters and administrative personnel after the City Council gives its consent to her appointment. Mayor Hayward will request Council’s consent at its April 12 meeting.

UWF receives $39,550 donation from Frank Brown Songwriters Festival for Larry Butler Award The University of West Florida celebrated a $39,550 donation to the UWF Department of Music in support of the Larry Butler Memorial Music Award on Wednesday at the Museum Plaza in Historic Pensacola. The new funds are a result of a special concert at the Flora-Bama and a private concert in the home of Teri Levin, featuring Don Schlitz, a Grammy award-winning songwriter and newly-inducted member of the Country Music Hall of Fame, as part of the Frank Brown International Songwriters Festival, in November 2017.

The donation will help fund student participation in academic competitions and performance-related travel experiences, including the Lancaster International Piano Festival in Pennsylvania, the Interharmony International Music Festival in Germany and Italy, and the UWF Ireland Experience Program.

UWF Board of Trustees welcomes two new trustees The University of West Florida Board of Trustees recently welcomed two new trustees, Jill Singer and Alonzie Scott III, following their appointments by Florida Gov. Rick Scott.

Singer serves as the vice president of national security for AT&T Public Sector, where she leads the company’s business activities for the Intelligence Community, delivering strategic technology solutions and services to national security agencies. Singer holds more than 30 years of federal government and industry experience working as chief information officer for the National Reconnaissance Office, deputy CIO for the Central Intelligence Agency and director of the diplomatic telecommunications service for Department of State.

Scott, who succeeds LuTimothy May, currently serves as the program manager for the Naval Surface Warfare Center in the Enterprise Talent Management Office in Philadelphia where he also serves as the senior executive advisor to the technical director. Scott’s primary responsibilities include project and talent management.

During his career with the Department of the Navy, Scott served as the director of the Enterprise Talent Management Office for the Naval Sea System Command Headquarters.

Both new members’ terms began Feb. 9, with Singer appointed to serve through Jan. 6, 2021 and Scott through Jan. 6, 2023.

UWF Center for Cybersecurity partners with the Florida Agency for State Technology to enhance Florida’s cybersecurity resiliency The University of West Florida (UWF) Center for Cybersecurity is partnering with the Florida Agency for State Technology (AST) to provide cutting-edge cybersecurity education and training for state agency personnel and position Florida as a leader in cybersecurity resiliency and workforce development.

The program will integrate unique and innovative features and provide hands-on training and educational courses using faceto-face, online, and remote delivery to prepare state personnel to detect and protect against emerging cyber threats and attacks. The program will provide competency-based certifications to prepare state personnel for core cybersecurity work roles.

“As the threats evolve, we must continue to train our information security and technology resources. We hope our partnership with UWF will serve as a model for other states to not only provide advanced cyber training, but to offer on-going educational opportunities for state employees,” said AST Executive Director and State Chief Information Officer Eric Larson.

The initial training will commence today at the Florida Department of Revenue in Tallahassee and focus on cybersecurity awareness and fundamentals for AST personnel, state agency information security managers, and other information technology personnel. Additional topics will include cybersecurity incident management, network defense, operating system hardening, risk management, cloud security and other emerging topics.

“When we started the UWF Center for Cybersecurity, this is the type of partnership we envisioned,” said UWF President Martha D. Saunders. “Together, we will enhance the ability of state personnel to detect and defend against cyberattacks and fulfill our commitment to be a

leader in cybersecurity education and training.”

The Florida Cyber Range and UWF Cybersecurity for All program will be used to provide training. The Florida Cyber Range is a state-of-the-art platform created through a partnership between the UWF Center for Cybersecurity and Metova CyberCENTS to provide advanced training and testing solutions for academic, government, military and industry use. Metova CyberCENTS is a leader in cyber simulators, ranges and training environments.

The high-fidelity training environment can emulate the internet, replicate websites, integrate social media and support dynamic interjection of vulnerabilities.

The UWF Cybersecurity for All program provides innovative education and training on emerging topics via an online learning environment, customizable modules and handson activities using the Range. The program aligns with the National Initiative for Cybersecurity Education Cybersecurity Workforce Framework and academic pathways. The program will significantly expand the cybersecurity workforce across the state and nation and increase the number of qualified cybersecurity professionals.

“We proudly support AST in its mission to protect Floridians’ information and access to government services,” said Dr. Eman El-Sheikh, UWF Center for Cybersecurity director. “This program will position Florida as a leader in cybersecurity resiliency and innovation, enhance higher education and research, and serve as a best practice model for cybersecurity workforce development.”

Pensacola Children’s Chorus Announces New Staff Members The Pensacola Children’s Chorus is pleased to welcome Mallory Wilson to its team as the Director of Development and Community Engagement. A Pensacola native, Wilson graduated from Florida State University with a Bachelor of Science in Sociology and a minor in Communications. As a longstanding community volunteer, she has served on the boards of the Fiesta Forces Volunteer Board and Hip Hugger as well as chairing the Junior League’s Market Basket in 2011. Wilson brings eight years of non-profit work experience with a specialization in events, marketing, and enhancing social media presence.

Bekki Youngblood joined the staff in January as the Singer and Family Services Manager.
