Dear Mr. Lacey, Ms. Blair and issuing office reviewers, In response to your invitation we have organized this submission to include a portfolio of design work by our Lead Design Architect, Stephen Bartlett, AIA, which features work for premier university clients, including the projects for the University System of Maryland. Stephen’s career has been focused on designing academic buildings that seamlessly integrate innovations in planning, architecture and building systems to deliver award-winning, functionally intuitive, transformational buildings. We are exicted to have him lead the design of this very important project.

In addition, we’ve highlighted Ballinger’s relevant projects and collaborative culture as a 140-year-old integrated architectural and engineering practice. Our firm has a broad and diverse array of noteworthy work with a particular focus working for aspirational clients like the University of Maryland, Baltimore.

Approach to the Design Process Our design approach balances compelling design, precise program requirements and efficient systems. We embraced the university’s goal of balancing teaching science to students with creating the conditions for students to explore being scientists themselves. This mission led to the design of teaching laboratories that are a hybrid of research labs and maker spaces. Students are provided with the tools and a structure to pursue a hands-on science education.

The form and organization of the building are deliberately simple and direct, with the gentle curve embracing the hillside

and giving personality to an efficient double-loaded corridor.

Floor-to-ceiling windows enable daylighting and provide calming views onto the wooded hillside. The building is a robust concrete loft with structure and systems left exposed, integrating architecture and engineering to engage the site and built context.

Design Issues and Responses • Part of an existing complex, the building commons occupies a former roof terrace. The siting leveraged the existing structure, reducing both the construction cost and carbon footprint of the new project.

• Aligning with connected buildings required low floor-to-floor heights. This meant a smaller column bay spacing and thinner floor slab, and led to the open ceiling loft concept to maximize perceptible volume within the labs while conserving plenum height for MEP systems.

• The site presented a north facing main façade which inspired the development of an all glass curtainwall. This provides views for the occupants and creates a “billboard for the sciences.”

• The area outside the building serves as a large raingarden that captures roof and site stormwater. This also creates an attractive landscape ‘moat’ that allows full transparency, while separating occupants from passersby.

Role of the Lead Design Architect • Led the project from the formation phase through delivery • Participated in program development to understand its influence on the building design • Led exploration of diverse design solutions and systems integration • Ensured the project vision reflected the client’s values and stewardship of their resources

working with the CM to keep the project on budget and on schedule, this project required good listening skills and an intensive engagement with a broad range of stakeholders. This has led to long term relationships with clients, faculty and colleagues, and has been enriching both personally and professionally.

As lead designer, one of my primary roles is “Keeper of the Project Vision” on behalf of the client leadership. This requires both ensuring that the vision is clear and understood to the full team and also evaluating and responding when proposed changes impact the project budget and quality objectives.

Unique and Notable Aspects of the Project • Combination of expressive architecture with high performance building systems • LEED Platinum design that uses 50% less energy than similar lab buildings, by employing decoupled neutral air systems, chilled beams, occupancy sensors, and dual energy wheels that recover heat and moisture from exhaust air • Easily-accessible venture valve galleries at each floor level, rather than in ceiling plenums, for quiet and ease of access for maintenance

Approach to the Design Process Our design philosophy centered on creating a common home for students and faculty spread across multiple campus buildings. This led Ballinger to incorporate a shared amenity rich design including study and social spaces, computer labs, and core labs for advanced equipment located throughout the building.

The building is woven into the campus landscape with campus walkways leading into the building to become the linear commons that is the central organizing feature of the plan. Built into a hillside, it features large glass windows that overlook green common spaces and direct level entries at multiple floors. The heart of the building is the linear commons that

flows through the building and joins program spaces with a shared interaction space.

This day-lit space with ample views onto the landscape gardens creates a natural encounter point for the faculty, staff and students.

Design Issues and Responses • The new building creates more clearlydefined campus spaces and eliminates surface parking at the center of campus, reducing traffic and improving the landscape.

• Visible and naturally-lit research laboratories were a priority. We fully glazed the East and South façades and installed integral sunshades within the curtainwall to minimize

Approach to the Design Process This project creates a campus resource for teaching and research to advance UMBC’s mission of social equity and academic excellence. The program and design grew from UMBC’s documented success of improving outcomes among historically disadvantaged student groups through engaged group learning and undergraduate participation in STEM research. Lower floors include 90- and 45-seat active learning classrooms, while upper floors include research space open to all faculty across the university system.

The building weaves itself into the campus fabric through a flowing landscape of walkways around bioswales, transforming a former vehicular drop-off plaza into a memorable campus outdoor space and a new standard for landscape renewal. A major public art installation provides an anchor for the student commons and declares the deliberate fusion of art, science, and nature.

The resultant building and its complementary components hold a symbolic presence on campus and are a magnet for researchers and students.

Meeting the Client’s Objectives

• In support of UMBC’s mission to engage historically disadvantaged students, the project features glass partitions to demystify science practices and make them accessible to the student body.

UMBC created a very clear organization for the design team to interface with. Technical input was offered by empowered user groups endorsed by university leadership, and I carefully considered and incorporated their valuable feedback in forming the project. While I was the primary guiding hand in developing the design of the project, it was also the result of input from this broad range of stakeholders and my responsibility was to understand their needs and contributions in forming and refining the design. The result is an award winning project that captures UMBC’s aspiration while respecting their campus context, budget and schedule.

• The floor of the commons features a design that maps celestial movement, provoking curiosity in students visiting the space and evoking the broader context of scientific exploration.

• Monumental tryptic panels in the student commons form a public art installation fusing the arts and sciences. The selected artist creates works using digital design tools taught in the engineering curriculum, creating both beauty and relevance for the campus community.

Role of the Lead Design Architect • Led the design team to create a project vision that unified the desires of the project stakeholders and UMBC’s culture and values.

• Worked closely with the University Architect to balance the image of the building as an icon for the sciences at UMBC that also supported and blended with the campus context.

Unique and Notable Aspects of the Project • Design echoed the form and materiality of legacy buildings across the quad through use of glass volumes grafted to a brick mass.

• LEED Gold design with over 40% energy savings compared to similar buildings and a total energy cost savings of nearly $300,000 per year.

• Recognized with a COAA Project Leadership Award for demonstrating the quality of cooperation throughout project delivery.

School of Social Work Building

As an integrated design firm, Ballinger creates buildings that respect the greater campus, the precincts in which they reside and the programs for which they were created.

Designing buildings that are indispensable contributors to the “community of buildings” that form the greater whole of the campus experience has been a central tenet of our practice in academia. The different design responses in our portfolio honor each project’s unique campus setting, program and overall project goals.

The new School of Social Work building’s three primary design goals of functional flexibility, warm and welcoming aesthetics, and environmentally sensitive sustainable design will be the cornerstones of the design process and a measure of this project’s success.

We will approach the design of the School of Social Work Building and site with a collaborative process to seek the appropriate design response for this building’s unique campus and programmatic criteria.

Working with the program and site, we will seek innovative strategies to address these goals and organize the large quantity of offices into welcoming neighborhoods for faculty and staff that will inspire excellence in research and teaching.

We believe functional and flexible spaces for research and contemplation can only be successful when paired with spaces that support inclusion, socialization and collaboration.

Functional Flexibility, Hub Spaces & Active Learning The ground floor program for the School of Social Work suggests a large assembly space that will be highly flexible to accommodate a wide variety of uses and events. We have extensive experience designing multifunctional spaces, such as the assembly space described in the School of Social Work Part II Program. These flexible, showcase spaces require rigorous study and technical expertise to ensure acoustical performance and ease of use for configurational changes and technical systems that support multiple set ups.

Description

Design Objectives

In its early days, the university campus was a strictly structured space, with a building for each discipline. Over time, that compartmentalization evolved into co-location, with related departments housed adjacent to one other. However, when George Washington University (GW) needed to co-locate its science and engineering units into a single new building, Ballinger seized the scale of the undertaking as an opportunity for an evolutionary jump in campus culture.

The scale of GW’s first major new laboratory building in 50 years was, at first glance, daunting on two levels: the size of the building—at 500,000 GSF program space it would span a city block — and the number of academic units it would house—nine in all. The challenges were daunting, too. The big building needed to feel small to its occupants, give them a sense of community, and give their disciplines a higher profile, on and off campus. The building had to put GW’s science and engineering on the map.

Approach

Results

Ballinger found the design solution within the challenges of the project. The team saw that the magnitude of the project could create a gravitas, signaling that this was a place for serious innovation. Encompassing many disciplines under one enveloping roof could lead to creative collisions and spontaneous collaborations, under the right working conditions.

Ballinger responded to the building’s wide floorplate with intentional transparency that, making the interior space as “see-through” as possible. Light floods the interior through exterior glass façade and travels further into the building through glass fronted offices and labs, giving occupants abundant access to natural light and creating an environment that is legible, navigable, and vibrant. In GW’s new hall, transparency is a clear statement about the sense of community and creativity that comes when academic disciplines are encouraged to converge.

Ballinger provided those conditions by organizing the interior into research/teaching “neighborhoods.” A ground-floor, publiclyaccessible commons features teaching labs and open work zones for capstone projects, signaling the dovetailing of disciplines as well as the integration of teaching and research.

That strategy continues into the 8-story tower, where different disciplines are integrated by clustering their labs and offices around common spaces called “collaboratoriums.”

These unique spaces are visible to passersby outside and invigorating to those inside, providing tangible cohorts for people to feel part of.

Key Feature The sheer scale of the project and amount of program required the team to develop and envision a design that intentionally creates varying scales of community.

Neighborhoods included research, teaching, offices, workstations, internal garden atria, and social interaction spaces to create local communities. These local communities, organized around a central element, provided a familiar scale of space and program for the occupants that contributes to the larger community of the project.

3 At human scale, the building is raised up to create visual interest and allow permeable views. It responds to the urban context by encouraging a sense of lightness and elevation that contrasts with the building’s mass.

Description The goal of the Wisconsin Institutes for Discovery (WID), located on the University of Wisconsin-Madison campus, is to inspire world-class convergent research across a wide array of engineering and science disciplines in a distinctive, collaborative setting. The 300,000 SF building is designed to attract researchers and spark discoveries toward solving society’s most complex biomedical challenges.

Design Objectives The building houses the private Morgridge Institute for

The architectural challenge was to imagine a new research environment to promote the highest levels of collaborative interdisciplinary research. The building’s site situates WID among Madison’s major civic and cultural venues, and its design positions WID as an international research hub.

Approach Surrounded by heavily traveled streets, the design concept takes a conventional building with an internalized atrium concept and inverts it—essentially placing the building inside a 39

wintergarden, creating a true community town center that attracts people from the broader campus community.

Key Features Unlike typical research environments, WID’s research floors are designed as neighborhoods and without corridors, producing an open environment that continuously reinforces the collaborative paradigm. Floors are inter-connected with multiple stairs and are visually connected with the ground floor town center through two fully-glazed atriums that extend the collaborative continuum

Results WID sets a new standard in sustainability for university research environments by utilizing 50% less energy and water than the most recent research facility constructed on the campus. In addition to the high performance thermal envelope and the terra cotta rain screen, green features of the building include: • Automatic shades to adjust to natural light • A geothermal borefield of 75 wells 300 ft. deep around the perimeter of the building • Heat recovery wheels recover heat from lab air discharge •

Ground water is captured in cisterns below the building and used for irrigation

Description This project was designed to renew and unify the Wistar campus and unify the Wistar campus: a mix of adjacent a mix of adjacent but poorly-connected buildings. The new project infilled the center of the site with a three-story atrium and central hub for the campus with a three-story atrium, creating a central hub. Conference facilities, open research labs, a new entrance, materials management spaces, and campus infrastructure are built over nine levels that include the basement and penthouse.

Design Objectives • Reinforce an independent identity for the Institute by creating a new entry that was distinct from the surrounding university campus walkways.

• Build a new MEP systems infrastructure to backfeed the campus with modern, reliable utilities.

• Create large open-plan spaces for group science, in contrast with the Institute’s traditional closed individual laboratories.

Approach Our design approach grew out of a facility assessment and master plan process that identified the deficiencies and opportunities of the existing site. This evaluation guided the project’s development, with the creation of a new street entrance emerging as one of the primary drivers of the design.

Results Scaled to integrate seamlessly with existing structures, the new building satisfies

the Institute’s need for state-of-the-art interdisciplinary research space and a stronger, more unified visual identity. The project led to a thriving institute that continues to expand, and the conference center has enabled a renewed civic presence through its lecture series and gallery exhibitions.

Key Features In contrast to the urban brick-and-block structures, the Wistar building uses sweeping glass expanses to signify renewed openness and dialogue with the surrounding community.

A circulation corridor immediately behind the glass façade creates an occupiable buffer where wider temperature ranges reduce energy use. The conference center consists of an atrium with surrounding meeting rooms and a 200-seat lecture hall. This is a dynamic nexus of scientific exchange within the West Philadelphia life science community.

The program document represents a very well defined set of spaces for the building. With this programmatic framework, Ballinger’s program leaders, Katherine Wohlsen and Katherine Ahrens, will focus on the detailed development of the program and program adjacencies that support occupant interactions which are key to the success of the School. Katherine Wohlsen brings over 25 years of experience as an academic planner and has been central to our most significant projects.

Her focus on academic spaces will be complimented by Katherine Ahrens, our workplace strategist, who will focus on the office and meeting environments. These program leaders will work closely with Stephen in the generation of concept alternatives.

Given the prominent location for the new building which will establish a new campus edge and the importance of integrating the building and site into the Market Center Historic District, we will seek a landscape architect to be a collaborator on the core team. Ballinger has longstanding relationships with several notable landscape architects who will inspire creative solutions for this very important site.

Our lead engineering Principal, Jonathan Friedan, and Associate Principal Michael Radio are nationally recognized leaders in designing highly efficient buildings and have been central to our academic initiatives. Their recent innovative work, included in Stephen’s portfolio, for the Johns Hopkins project, LEED Platinum designation, and UMBC, Nationally recognized by ASHRAE, established the concept of Air Share, a foundational principle for achieving net zero design for very intensive program facilities.
