It has been a vibrant winter filled with beloved community events like NAIDOC Week celebrations, the Skullcandy Oz Grom Open, and the popular Airing of the Quilts at Crawford House Museum. Exciting upcoming events include the Alstonville Quota Craft and Garden Fair, Newrybar Bonfire and Fireworks Night, and the Rainbow Region Dragon Boat Club’s Regatta.

In Pop Denison Park, a new playground is under construction, featuring challenging play equipment and amenities for older children. The upgrade includes additional BBQs and picnic shelters, enhancing the park’s facilities for birthday parties.

Relay makes historic Ballina stop
Ballina Shire was honoured to be part of the Legacy Centenary Relay 2023 in late June, with Mayor Sharon Cadwallader proudly representing the community as an official torchbearer.
This six-month relay aims to honour and acknowledge veterans’ families and raise funds for Legacy Australia.
The torch will travel over 50,000km, visiting 100 stops and will be carried by approximately 1,500 torchbearers.
The relay commenced on ANZAC Day in France, received a royal welcome at Buckingham Palace, and arrived in Australia in May.
The Centenary Torch will visit all 45 Legacy Clubs worldwide.

SIGNALISED PEDESTRIAN CROSSING SWITCHED ON
The signalised pedestrian crossing on River Street near the Westower Tavern in West Ballina is now fully installed.
The lights were activated in July, providing a safer crossing for pedestrians and cyclists. The crossing operates in a ‘staggered’ manner, requiring pedestrians to cross in two stages to minimise traffic disruptions.
Transport for NSW has granted approval for the lights and will handle their ongoing operation.
The project also involved widening the bus bay at the existing bus stop, constructing a new shared path, updating line markings and signage, and conducting minor landscaping.
New footbridges for North Lakes
Council’s contractor recently completed the replacement of two new pedestrian bridges within the North Lakes Estate in Ballina, which connect Seahorse Place and Teraglin Place.
The two new bridges have replaced the previous timber structures that reached the end of their useful life and saw one of the bridges temporarily closed.
The new bridges are constructed of composite fibre material and will have a significantly longer life compared to the previous structures.

RIVER STREET DUPLICATION
Stage 2 from Henry Philp Avenue to Tweed Street is progressing well with most work set to be completed in early August 2023. The new traffic lights at the intersection of River Street and Brunswick Street with additional traffic signals and mast arms to be installed are expected to be operational in mid-August.
KERR AND BENTINCK STREET INTERSECTION
The Kerr and Bentinck Street intersection upgrade is set to be completed in August. Installation of traffic lights is underway, with additional traffic signals and mast arms to be installed. Completed works include stormwater services, new kerbs, lane duplication, line marking, and protected right-hand turns.
ANGELS BEACH DRIVE RECYCLED WATER MAIN RENEWAL
Council’s Water team is renewing the recycled water main alongside Angels Beach Drive, between Sheather Street and the southern side of Prospect Bridge in Ballina. Traffic changes include reduction of the speed limit to 40km/h through sections of the construction zone with traffic control in place. Please allow extra travel time as short delays may be experienced. Pedestrian/cyclist access will be maintained along the shared path. This essential recycled water main renewal is part of Council’s ongoing commitment to improve our shire’s water assets and will improve the reliability of the local water network.
MOON STREET ROADWORKS
A section of Moon Street in Ballina, between Bangalow Road and Fox Street, is being reconstructed. This project, which is part of Council’s ongoing Road Reconstruction program, involves a full dig out of the existing roadway and improved road sealing. The works extend from Bangalow Road to Fox Street and are expected to be completed by mid-August 2023 (weather permitting). During this time Moon Street, between Bangalow Road and Fox Street, will be closed to through-traffic with a detour in place. However, access will be maintained for residents in Moon Street and Treelands Crescent via Bangalow Road.
CRANE AND MARTIN STREET INTERSECTION
As part of Council’s Road Reconstruction program, the existing roadway at Crane and Martin Street intersection was completely excavated and replaced with a new bitumen seal. The school drop-off area on Crane Street, in front of the Ballina Public School administration building, has been sealed and designated parking spaces established through line markings. The pedestrian crossings at Martin Street and Crane Street have also been reinstated with fresh line markings, enhancing visibility for drivers and ensuring pedestrian safety.

Lennox Village Vision project update
With the Byron Street/Ballina Street intersection now complete and fully reopened, Ballina Shire Council’s crews are focusing on Stage 5 of the Lennox Village Vision project at the Ballina Street and Park Lane intersection.
Stage 5 includes road and drainage upgrades, new paving, and landscaping. This will take six weeks and require a full closure of the intersection to ensure works are completed as quickly as possible.
Northbound motorists need to continue along The Coast Road to access the Lennox Head CBD via Byron Street.
TEMPORARY ROUNDABOUT - BYRON STREET AND BYRON BAY ROAD
(THE
COAST ROAD)
To assist traffic flow, a temporary roundabout has been installed at the intersection of Byron Street and Byron Bay Road (The Coast Road) for the duration of the works. Changed traffic conditions and reduced speed limits are in place. Please follow all signage.
OTHER TRAFFIC ARRANGEMENTS:
Motorists will be able to enter and exit Ballina Street via Byron Street. U-turn bays will be available on Park Lane and Ballina Street.
Access to businesses on Park Lane will be maintained, however at times access may be changed or unavailable for short periods.
Motorists will need to use alternative parking on either side of the construction zone. Pedestrian access will be maintained, however at times there may be pedestrian detours around construction zones.
The bus stops located on Ballina Street (Lennox Park and Lennox Head Medical Centre) will be relocated to Pacific Parade, opposite The Lennox Hotel.

BALLINA BYRON GATEWAY AIRPORT NEWS
Runway overlay nearing completion
Crews have been working through the night since June to lay approximately 100 metres of new asphalt each night, totalling over 15,000 tonnes for the project.
The next stage involves adding grooves to enhance friction and drainage, continuing until November 2023. This essential overlay will extend the runway’s lifespan by up to 10-years. The runway lights will also be upgraded to a more efficient LED system.
The project costs $20 million, with $5.54 million provided by the Federal Government’s Building Better Regions Fund and the remainder funded through the airport’s Capital Works program.

Two new playgrounds have recently opened in Cumbalum and Lennox Head. Cummings Park, located in Cummings Crescent, Cumbalum, includes a basket swing, climbing frame, double slide and fort structure with bridge entry from the top of a surrounding sandstone wall. Elevation Park, located on the corner of Elevation Drive and Ridgeview Crescent at Lennox Head, includes a two bay swing with basket swing, rocker and a multi tower fort with slides, climbing features and activity panels.
The playgrounds were identified for replacement in Council’s Playground Upgrade and Management Plan and budgeted for in the 2022/23 Delivery Program.
Playground design options were on public exhibition in November last year, with the most popular designs selected following community feedback.

Exploring the traditional Iranian scent of rosewater and its imprint on the desert landscapes of Qamsar. Every spring, the arid terrain blossoms into a wild field of sacred roses, famously known as the Mohammadi flowers of Qamsar. This exhibition showcases Abri prints (adapted for the silk medium) presented in light boxes to emphasise this metamorphosis from desert to rose garden.

This change allows for separate payment dates for water charges.

Water meters across Ballina Shire are read manually on a quarterly basis. But there is a smarter way for residents and businesses to track their water usage in detail.
WHAT IS SMART METERING?
Smart water meters attach to your water meter and record hourly water usage data. The devices use radio technology to store and send this data to a secure Council database.

Smart meter devices can be used to: collect water usage data that is timely, accurate, reliable and secure help water users become aware of their consumption habits detect leaks rapidly (rather than waiting for quarterly readings) review consumption patterns and apply changes to save on water bills receive weekly water monitoring data via email.
THE COST
This optional service is an additional charge on top of a ratepayer’s annual water charge and usage costs. Council will install a smart meter on your existing water meter for a one-off charge of $170. After installation you can subscribe for $25 per year to access your water usage data.

Where does your water come from?
In Ballina Shire, the primary source of drinking water is Rocky Creek Dam located northwest of Lismore.
Situated high in the catchment, adjoining Nightcap National Park, water from Rocky Creek Dam is supplied by Rous County Council to four local councils - including Ballina Shire Council (excluding Wardell).
Our water comes from the land of the Widjabul Wia-bal people, sourced from our catchments and areas of ancient rainforest.
Our water is not limitless. Please be mindful not to waste it.

The three steps to register your pet
Have you received a text from Council?
Ballina Shire Council has introduced SMS (text messages) as a new way of communicating with our community quickly and efficiently. Text messages are being used for a variety of services such as pet registration, outstanding fee reminders, public health advice regarding mosquitoes, and rain alerts to check erosion and sediment controls.
HOW WILL YOU KNOW IT’S FROM COUNCIL?
Text messages from Council will always reference Ballina Shire Council and Council’s contact phone number 1300 864 444. The message will often have specific details that you are likely to be expecting, for example a reminder notice regarding your pet registration.
If you receive a text message from Council and you do not want to receive any more texts relating to that topic you can click the ‘Opt Out’ link.
If you are ever unsure if a text message is legitimate, please phone Council on 1300 864 444 and our staff will be able to confirm if you have been contacted via text.
Scam text messages have a few common trademarks, including incorrect spelling or poor grammar, abnormally long phone numbers, requests for personal information, content that is not relevant to you or you were not expecting, an urgent request (such as '24 hours to respond'), or an offer that is too good to be true.

Ballina Shire Council is offering local food businesses, community groups and residents, access to free food handler training.
The I’m Alert online food safety training helps food handlers develop the skills and knowledge needed to handle food in a safe and hygienic manner.
From 8 December 2023 food service, caterer and related-retail businesses in Australia will need to meet new food safety requirements in the Australia New Zealand Food Standards Code (the Code). One of the requirements is food handler training. Council is offering free access to the I’m Alert training program so that local businesses can meet their obligations to ensure all food sold is safe and suitable.
The program is easy to follow, includes an entertaining presentation and interactive quizzes. A training acknowledgement form can be printed upon completion to keep for your staff records.
