AIRPORT BOULEVARD WORKS UNDERWAY The construction of a new entrance road to the Ballina Byron Gateway Airport is underway.

This new road will unlock future industrial land in the Southern Cross Industrial Estate.

Once complete, the road will provide an impressive entrance to the airport and connect future proposed expansion of the Southern Cross Industrial Estate.

The Airport Boulevard project includes the construction of three roundabouts. The first roundabout connects to Southern Cross Drive and Ballina Byron Gateway Airport. Works are progressing to plan with asphalt laying and landscaping underway.

Traffic detours remain in place at the airport. Existing carpark entries/exits are temporarily closed and traffic is being detoured via Southern Cross Drive, turning left at Seven Mile Brewing. The taxi rank and bus stop remain in the same location, with changed direction to access.

Council meetings at a glance

Over the last 18 months we’ve become very skilled at adapting and we will continue to adapt!

Due to the current situation in Sydney, the Local Government Elections have been re-scheduled to 4 December 2021. But there’s always a silver lining, and for me it’s the opportunity to serve this community for a few extra months.

Kingsford Smith Reserve is one of Ballina’s major sporting and recreation precincts, and Council is looking forward to upgrading this area for our community’s enjoyment. Following consultation with key stakeholders, Council has developed the draft Kingsford Smith Reserve Master Plan. This plan will be on exhibition in August and I encourage you to take a look and have your say on the future of this key community reserve. See page 3 for more information.

Thank you to everyone who submitted feedback on the Barlows Road Link. Following this consultation Council decided to proceed with the project and funding has now been allocated from Ballina’s Road Contribution Plan. Once complete, the road will be an important link in our road network and will connect West Ballina to Cumbalum and North Ballina. See page 11 for more information.

TUCKOMBIL QUARRY SITE BYRON STUDIOS

Council will undertake a tender process for a block of land at Wollongbar to be used for a pilot social housing project and continue to lobby government for further action.

Council agreed to enter into further investigations for the use of Tuckombil Quarry site for Byron Studios.

ROADS CONTRIBUTION PLAN BARLOWS ROAD

KINGSFORD SMITH RESERVE MASTER PLAN

Council’s budget will now include the Barlows Road Link Project, connecting North Ballina with West Ballina via Barlows Road and Flathead Lane.

Council will place the draft master plan on exhibition for public comment and proceed with Stage 1 works already supported by grant funding.

Policies on Exhibition Council develops policies when there is a legal obligation to fulfill, an issue that requires consistent guidelines, or where there is a requirement to set a standard to carry out a function.

We review all policies on a regular basis and any changes are reported to Council. Community consultation is a key element when reviewing and developing policies. The following policies are currently on exhibition and submissions close Wednesday 1 September 2021: BIODIVERSITY COMPENSATORY

CONNECTIONS

A new policy to establish a transparent and consistent framework for when offsets can be used in relation to mitigation of biodiversity impacts and how they are applied.

Council held stakeholder meetings and conducted a community survey in June 2021. This community consultation has informed the development of the draft Master Plan, which identifies key values for the precinct and top priorities for each park area.

Council has received $3.6 million in funding to undertake the first stage of works in Kingsford Smith Park as part of an election commitment from The Hon. Ben Franklin and the NSW Office of Sport. This investment is to specifically improve and upgrade sporting facilities.

The grant funding is expected to enable delivery of an initial stage of the project. All future stages of work identified in the draft Master Plan are currently unfunded. However the Master Plan, which outlines a long-term vision for the precinct, will support Council to work with community groups and government to attract additional funding for other projects identified in the plan.

The River Street Duplication project is progressing well, and work has now started on the final section of the inbound lanes on the northern side of River Street adjacent to Cedars Caravan Park.

Landscaping works As part of the River Street Duplication project, Council will be completing landscaping works along River Street between Burns Point Ferry Road and Quays Drive (opposite Emmanuel Anglican College). The landscaping aims to create a sense of arrival and establish a strong visual identity for Ballina.

BURNS POINT FERRY annual maintenance The Burns Point Ferry will be closed in late August/early September for 2-4 weeks. The ferry will be taken to a local slipway to carry out regulatory inspections, undertake repairs, and to sandblast and repaint the vessel.

PROJECT UPDATE

Streets as Shared Spaces survey findings Community survey results for the Streets as Shared Spaces project show the temporary streetscape features in and around Park Lane, Lennox Head, have slowed traffic, improved pedestrian safety and enhanced street appeal.

Council will continue to monitor this pilot project and use community feedback to guide what is made permanent as part of the Lennox Village Vision project.

The temporary streetscape features in Lennox Head were installed as part of the Streets as Shared Spaces program funded by the NSW Government.

Stage one starting soon The Lennox Village Vision project aims to improve Lennox Head’s village centre while retaining its low-key, social, and coastal village feel.

Following extensive community consultation, planning, and concept development, this project is expected to kick off by the end of September 2021. The works will be completed in four stages, over two financial years, as funding and grant opportunities become available.

Stage one will start soon and continue until January 2022 (subject to approvals, weather and site conditions). Stage one works will consist of:

PROGRESSING CULTURAL HERITAGE INVESTIGATIONS UNDERGROUNDING OF ELECTRICAL LINES, INCLUDING CONNECTIONS TO PROPERTIES RELOCATION OF WATER SERVICES, INCLUDING CONNECTIONS TO PROPERTIES INSTALLATION OF STORMWATER POLLUTION MITIGATION DEVICES IN ROSS PARK AND LENNOX PARK ROSS PARK UPGRADE. The Ross Park upgrade will include a new play space with an all-ability carousel, timber fort and nest swing, accessible toilet, interactive sculpture, covered picnic areas, shade trees and seating.

Please remember speed humps are not pedestrian crossings and do not give right of way to people walking, riding or skateboarding.

A great idea is to walk your wheels whenever you are crossing or entering the road.

Drivers are also reminded to slow down along Park Lane, Rutherford Street and Ballina Street as these are high pedestrian activity areas.

Keep a special lookout near the Lennox Head Skatepark where children are present.

To find another park or playground near you, please visit ballina.nsw.gov.au/playgrounds Stages two to four will include road, stormwater and pavement reconstruction, installation of street furniture and landscaping. Stage two will commence in the first quarter of 2022.

When construction commences there will be delays and impacts to street parking. Please allow extra travel time and check for project updates on our website.

Traffic control and signage will provide direction for motorists and pedestrians during the works. Council will communicate directly with impacted businesses and residents during each stage of works.

RICHMOND RIVER COASTAL MANAGEMENT PROGRAM

Stage 1 of the new Richmond River Coastal Management Program (CMP) has commenced, and the community is invited to share local knowledge.

DOG AGILITY EQUIPMENT AT OFF LEASH AREA

The CMP will follow on from work achieved over the past 10 years through the Coastal Zone Management Plan (CZMP) for the Richmond River Estuary, which was developed in 2012.

The aim of this program is to update the CZMP for the Richmond River in line with new legislation and establish a whole-of-catchment management approach that will capture all issues and activities impacting the health of the estuary.

The Richmond River estuary and catchment is highly valued by the community as it supports a network of ecosystems, a rich biodiversity, and a range of human land uses and activities.

The area is also the traditional home of the Bundjalung Nation and has spiritual and cultural significance.

The catchment area extends from the Queensland border, out to the Tenterfield and Clarence Valley local government area in the west, and south to the Clarence River catchment. Land uses across these regions have a significant impact on the health of the coastal zone.

The Stage 1 Scoping Study, the first of five stages, is now underway. Community input is a critical part of this stage and will help the project team to develop the Coastal Management Program.

Bring your four-legged friend down to the Compton Drive Off-Leash Dog Park to check out the new agility course!

The new course includes hurdles, weaving poles, a balance beam, tunnel, and bridge crossings.

Agility training is a fun and creative way to involve physical and mental exercise in a daily routine for your pet. Dog agility is not only for competitions, it enhances a dog’s physical and mental health. The course is designed to test balance, coordination, strength, speed, and endurance through various obstacles. It also enhances communication and training, helping to build a strong bond between owner and pet. Owners may also find that their pet is more energetic, confident and relaxed thanks to agility training.

The Compton Drive agility course has been funded

by Ballina Shire Council. Council also plans to improve the entry and exit points to Compton Drive park in response to community feedback.

What’s that smell?

Ballina residents may have noticed a bit of an unpleasant smell lately.

Our Environmental Health Officers have investigated and confirmed the smell is caused by rotting mangrove fruit pods.

Each year, around July to November, the mangroves produce fruit and drop their pods into the supporting wetlands and swamps.

Unfortunately, this natural and seasonal process releases hydrogen sulphide gas, which often smells like a rotten egg!

We can’t say how long it will linger, but in the meantime try and keep your car windows up!

Roads Contribution Plan Barlows Road Ballina Shire Council has adopted the Draft Roads Contribution Plan Version 4.2, which includes $7.8 million in funding for the Barlows Road Link.

The amended Roads Contribution Plan was on public exhibition in June 2021. During this time Council received 79 written submissions and 15 phone calls regarding the document.

Approximately 28 submissions were supportive of the Barlows Road Link, although a number of these raised concerns about the potential for increased traffic on Horizon Drive. Around 25 submissions were against the project. Whilst there were a number of reasons given for not supporting the proposal, an overwhelming majority gave their reason as the unacceptable increase in traffic and amenity impacts on the residents and school in Horizon Drive.

Traffic modelling for the Barlows Road Link shows that if through traffic was able to use Horizon Drive as a short cut to access the Barlows Road Link this would cause significant negative impacts on congestion, local access and residential amenity.

In response to this community feedback, Council resolved at the July meeting to design the Horizon Drive/ Barlows Road intersection to prevent through traffic accessing the Barlows Road Link via Horizon Drive.

This means NO LEFT TURN signage would be installed on Horizon Drive near the Barlows Road/Horizon Drive intersection and NO RIGHT TURN signage installed on the north approach on Barlows Road. The intersection would also be configured to physically enforce the turn restrictions.

DOCUMENTS ON EXHIBITION Pat Morton Lookout Our iconic Pat Morton Lookout in Lennox Head is set for an upgrade, with concept designs now on public exhibition.

The draft design outlines four options for a new carpark layout and construction of a shared path. The new shared path would provide the ‘missing link’ by connecting paths north and south of the carpark at Pat Morton Lookout.

While the configuration will depend on which option is preferred, each option looks to resurface the carpark, construct a new path, upgrade interpretive signage, build new bench seats and picnic area, and upgrade the exterior of the existing toilet facility.

The draft document was endorsed for public exhibition at the July Council meeting. The concept design has been developed with a number of key objectives in mind, including:

Try putting a stake in the ground or tying a red ribbon to clearly mark its location in your yard.

However, if the damage is caused by the property owner, contractor, or individual, Council may invoice you for the cost to repair or replace the meter.

Water meters can easily be run over by lawn mowers, damaged during a property’s construction or from landscaping earthworks.

Our water meter readers also need to access your meter. If our staff can’t locate a meter they will contact the resident and return to the property to try again. Unfortunately, this has an impact on Council resources.

If you are unsure if the issue with your meter is Council’s responsibility or yours, it is best to check with our Water Team before engaging a plumber as we are unable to reimburse costs incurred when Council has not been contacted to inspect.

WIPES GO IN THE WASTE Antibacterial wipes might be hard to find on supermarket shelves, but unfortunately there’s an abundance in our community’s wastewater network.

These products often claim they are ‘flushable’, but we are here to tell you that is not the case.

Cleaning, makeup and baby wipes are all made with reinforced material that does not break down like toilet paper. This causes a lot of problems and blockages within our wastewater network, and on average Council is fixing three wet wipe blockages a week. These often happen overnight and ultimately the staffing and material costs are worn by the ratepayer.

You are more than welcome to use wipes to keep your surfaces sanitised, we just don’t welcome them down the toilet. Instead, keep your toilet to the three Ps – poo, paper and pee!

AIRPORT BOULEVARD WORKS UNDERWAY

The construction of a new entrance road to the Ballina Byron Gateway Airport is underway.

This new road will unlock future industrial land in the Southern Cross Industrial Estate.

Once complete, the road will provide an impressive entrance to the airport and connect future proposed expansion of the Southern Cross Industrial Estate.

The Airport Boulevard project includes the construction of three roundabouts. The first roundabout connects to Southern Cross Drive and Ballina Byron Gateway Airport.

Works are progressing to plan with asphalt laying and landscaping underway.

Traffic detours remain in place at the airport. carpark entries/exits Existing are temporarily closed traffic is being detoured and via Southern Cross turning left at Seven Drive, Mile Brewing. The taxi rank and bus stop remain in the same location, with changed direction to access.
