There really is something for everyone at Ballina Salvage Shed (the Tip Shop).
One day it's lawn mowers, tools, snowboards and bikes. The next it's records, CDs and a drum kit. Then, just when you think you've seen it all, someone donates a billy cart… or a TARDIS door. It’s not only exciting to hunt for hidden
treasures and great for your hip pocketevery item given a second life also helps reduce waste. The Salvage Shed diverts more than 350 tonnes of pre-loved goods from landfill each year.
Jen Evans and Siri Borsa from the Salvage Shed know how to recycle right. The pair recently won the inaugural Wearable Arts Gala at the Lismore Lantern Parade. They crafted a stunning dress using fencing wire, packing tape, an old lampshade and other items from the Salvage Shed to bring their creation to life. What wonderful treasure will you find on your next visit to the Salvage Shed?

welcome from the mayor
Every year, Council makes decisions that balance the needs of today with planning for tomorrow. The 2026/27 Delivery Program and Operational Plan outlines almost $140 million of investment in infrastructure, alongside the everyday services that keep Ballina Shire running. Every dollar helps build a stronger, more connected future. Discover more about this year's investment on pages 4-5.
Alongside our plans for the future, this edition celebrates the people, projects and events that make our community special. I was especially delighted to see the Salvage Shed recognised at the Wearable Art Gala, showcasing the creativity and sustainability our community is known for.
Speaking of recycling, don't miss the story on page 6 about how tree trunks are being repurposed to help stabilise our riverbanks. It's another great example of Council finding practical, sustainable ways to deliver the infrastructure our growing community needs.
In July we celebrated NAIDOC Week with the Annual Celebration Walk, art exhibitions, an Elders luncheon, and sporting and cultural activities. It was wonderful to see our community come together to celebrate the culture, achievements and contributions of Aboriginal and Torres Strait Islander peoples. Thank you to everyone who helped make these events possible.
Hundreds also gathered at a memorial service to honour the sacrifice, commitment and service of Marine Rescue Ballina volunteers and local first responders following the tragic events of 4 May. I am so proud of the way our community has supported one another during such a difficult time. As we move forward together, we continue to hold in our thoughts the families, friends, volunteers, emergency service personnel and everyone affected.
I hope you'll join us at the Community Connections Expo on Saturday 29 August. It's a chance to celebrate the organisations, volunteers and community spirit that help make Ballina Shire such a great place to live.
Take care and stay safe

Investing in Ballina Shire
Every dollar helps deliver the services you rely on today while investing in the infrastructure our growing community needs for tomorrow. This feature provides a snapshot of Council's 2026/27 budget and investment in Ballina Shire.
WHERE COUNCIL’S INCOME COMES FROM Council's income comes from a range of sources, helping fund both the delivery of everyday services and investment in infrastructure across the shire.
The budgeted 2026/27 income includes:
· $72m from rates and annual charges for water, sewerage and waste collection
$52m from user charges and fees
· $13m from operating grants and contributions
$55m from capital grants and contributions
· $5m from interest revenue
· $8m from land sales and other revenue.
Investing in Ballina Shire
How Council invests in the community
In 2026/27, Ballina Shire Council will spend, through our operating budget, approximately $115m in delivering services, as well as undertaking a capital works program of approximately $137m. This funding supports the services our community relies on every day while investing in infrastructure that supports our future. Council invests in two key ways, through delivering everday services and building for the future.
DELIVERING EVERYDAY SERVICES
The operating budget is funded through a mix of rates, annual charges, user charges and fees, grants and other income. It pays for the everyday services our community relies on, from maintaining roads, stormwater and parks and playing fields to operating libraries, collecting waste and providing essential water and wastewater services.
Major areas where Council invests funding in delivering everyday services that keep our community running and support the quality of life we enjoy, includes:
· $12m - Roads, footpaths and stormwater
· $30m - Water and wastewater services
· $25m - Waste management and resource recovery
· $18m - Libraries, community facilities and the Ballina Byron Gateway Airport
· $17m - Parks and playing fields, Council planning and environmental health.
BUILDING FOR THE FUTURE
Capital works are often funded through a combination of Federal and State Government Grants, Developer Contributions, Council Reserves, Loans and Council Revenue. Many major infrastructure projects are made possible through external funding sources.
In 2026/27, Ballina Shire Council is investing approximately $137m in infrastructure projects that will improve everyday life, support our growing community and prepare Ballina Shire for the future. Investment includes:
· $53m for the duplication of the Fishery Creek and Canal Bridges, based on a total project cost of close to $90m
· Another $30m on roads, bridges, footpaths, shared paths and stormwater infrastructure
· $16m to expand, refurbish and re-open the Alstonville Cultural Centre
· $6m on park and open space improvements
· $14m on wastewater infrastructure
· $3m on water infrastructure
· $1.6m improving the Ballina Byron Gateway Airport
· $13m in other infrastructure and corporate assets.

REBUILDING STRONGER ROADS
Council's Essential Public Asset Reconstruction (EPAR) Program is now underway, delivering permanent repairs to flood-damaged roads across Ballina Shire.
Following extensive engineering investigations, planning and design, these works will rebuild stronger, safer and more resilient roads for our community.
Over the next two years, the program will include embankment stabilisation, drainage improvements, landslip remediation and road reconstruction at sites across the Shire. Residents will receive updates before works begin in their area.
To view the full program of works and stay up to date, visit ballina.nsw.gov.au/EPAR
BALLINA BRIDGES DUPLICATION – TREE TRUNKS USED TO RESTORE RIVERBANKS
Residents may have seen the trees and vegetation being cleared alongside Fishery Creek and Canal Bridges as part of the Ballina Bridges Duplication project.
But why are some tree trunks remaining? For a very good purpose! The project team is working with a local river restoration organisation to give these trunks and root systems a second life. They will be carefully removed and relocated to waterways across the Northern Rivers, where they will help stabilise riverbanks and create valuable fish habitat—providing shelter, breeding areas and feeding grounds. Other cleared vegetation has been chipped and will be used for landscaping.
CURRENT WORKS AND WHAT TO EXPECT
Careful planning continues on the Ballina Bridges Duplication project to address the area’s well-known soft soil conditions. How soft soils are treated has a strong influence on how the bridges, approach roads and supporting infrastructure will be designed and constructed.
Design is nearing completion, enabling sub-contractors to be engaged and materials ordered ahead of major construction commencing. This approach helps minimise the risk of changes and unexpected costs.
Locals can expect to see piling works starting at both bridge sites which will establish strong foundations in the soft ground conditions. Crews will also begin excavation and road widening works as part of preparing for the new duplicate bridges and upgraded road network.
Recently completed works include several new shared paths and footpaths for pedestrians, cyclists, mobility scooter users and families with prams to move safely around town during construction. These include:
• A new concrete footpath along Southern Cross Drive between Tamarind Drive and Endeavour Close, featuring new pram ramps and upgrades to existing pathways.
• Temporary footpaths on both sides of the Canal Bridge (Tamarind Drive) to maintain safe pedestrian and cyclist access while bridge and road works are underway.
• A new footpath on Catherine Crescent that will eventually connect to the shared path on the existing bridge, improving access between the River Oaks and Ferngrove estates and Ballina Fair.
This project is funded by Ballina Shire Council and a $48 million grant from the Australian Government’s Emergency Response Fund, administered by the NSW Reconstruction Authority under the Northern Rivers Recovery and Resilience Program.

ROSS LANE BETTERMENT PROJECT MOVES FORWARD
Another significant milestone has been reached for the Ross Lane Betterment Project, with the detailed design now complete and the project released to market in late June.
Interest in the project has been strong, with numerous construction companies attending a recent pre-tender onsite meeting. Tenders closed in late July and will be presented at the August Council meeting where a preferred contractor will be appointed.
Once a contractor is appointed, a construction timeline will be developed. Works are expected to start later this year. The community will be kept informed as the project progresses, including updates on the successful contractor, construction timeline and anticipated start date.
This important project will deliver a purpose-built concrete bridge, dedicated road shoulders and a raised road surface to improve safety and flood resilience.
Residents can stay up to date on the project by visiting ballina.nsw.gov.au/ross-lane-betterment-project
WARDELL VILLAGE FORESHORE UPGRADE
The next stage of the Wardell Village Centre Revitalisation is moving ahead, with upgrades planned for the Wardell foreshore between Sinclair Street and the Wardell War Memorial Hall.
Works will include a new timber boardwalk around the existing fig tree, improved footpaths, new seating, landscaping, grass and signage. The old boat ramp in front of the Wardell Hotel will also be removed, with works to stabilise and restore the riverbank to follow.
This project is funded by Ballina Shire Council and through the NSW Government’s Resilient Business Activation Program.
The upgrade aims to create a safer, more welcoming and resilient riverside space for the community and visitors to enjoy.

LENNOX HEAD SHARED PATH – PROJECT UPDATE
Construction of the new shared path between Cooper Close and Park Lane in Lennox Head continues to make good progress, with key sections now complete.
Works along Cooper Close and Byron Bay Road have been completed, including new shared path sections, upgraded crossings and landscaping. Works continue along the Byron Street section, with the project moving steadily towards completion.
Once the shared path is complete, crews will carry out the final touches, including resurfacing the road and installing guardrails.
Temporary footpath closures, pedestrian detours and traffic control will remain in place where required, with short delays possible.
The $3.55 million project is jointly funded by the Australian and NSW Governments under the Road Safety Program.
While ongoing wet weather has resulted in some construction delays, Council appreciates the community's patience as work continues toward completing this important project.

Cherry street reconstruction and beautification
Ballina Shire Council is planning to reconstruct and revitalise Cherry Street between River Street and Tamar Street.
The concept design includes renewed road infrastructure, wider footpaths, improved pedestrian connectivity, additional street trees, new seating and landscaping, while retaining existing parking numbers through a revised layout.
This upgrade will create a safer, greener and more welcoming town centre for everyone to enjoy.
Community Consultation on this project closed in late July. Council will now review feedback and refine the design plans. Construction is anticipated to commence in early 2027.

A facelift for the Gawandii Beach amenities
The public amenities at Gawandii Beach (on the north eastern side of Missingham Bridge) are set to receive a facelift with renovations now underway. The toilet block and adjacent facilities will be closed for 6 to 8 weeks and visitors to the area will need to use amenities at the Missingham Park amphitheatre or Compton Drive during the works.
Due to major rust on the steel within the building, the renovation will use products that are not affected by salt air. This will reduce ongoing maintenance costs to keep the facilities operational.
The new design will improve access, with a complete change to partitions and doors that will make them easier to open and clean.

Protecting koalas takes all of us
As koala breeding season begins across the Ballina Shire and the broader Northern Rivers region, residents and visitors are urged to take extra care to help protect koalas.
The coming months are a particularly vulnerable time for koalas, as they become more active and travel greater distances in search of mates and new territory. This increased movement places them at greater risk of vehicle strikes, dog attacks and other human-related threats.
Ballina Shire Council has rolled out vehicle strike mitigation trailers in koala road strike hotspots. If you see one of these electronic warning signs, know that these signs target our known strike hotspots – please slow down and stay alert for koalas. Protecting koalas is something everyone can contribute to, through simple everyday actions:
• Drive carefully and stay alert for koalas, particularly on roads near bushland and during dawn, dusk and at night when visibility is limited.
• Keep dogs securely contained and under control, especially near koala habitat.
• Protect and restore native vegetation to provide safe habitat and movement corridors.
• Report sick or injured koalas to Friends of the Koala as soon as possible on their 24-hour hotline 6622 1233.
Protecting koalas. It takes all of us.

Sewer pumping station upgrades
You have probably walked past a Sewer Pumping Station (SPS) and not thought twice about what is underground, what it does or why it matters. But we assure you – they are incredibly important!
Ballina Shire has one of the most pump-intensive sewer networks in regional NSW, due to the large number of sites in low-lying areas including Ballina Island, West Ballina and Wardell. With almost 120 sewer pumping stations across our shire, these stations help to move raw sewage, also known as wastewater, to sewage treatment plants via a network of underground pipes. As you can imagine, it’s essential that we keep them in tip top shape.
Ballina Shire Council has recently upgraded sewer pumping station switchboards at five sites: Tamar Street, Owen Street, Burnet Street, Cherry Street and Boatharbour Road. Another 10 sites have been upgraded across West Ballina and Wardell by NSW Public Works under a Flood Recovery grant scheme.
These new switchboards are a larger and more modern design with improved remote alarm monitoring and telemetry and raised switchboard plinths for flood resilience, where needed.
In 2026/27, Council plans to upgrade switchboards at more sites including Norlyn Avenue and Skinner Street in Ballina, and Rutherford Street, Lennox Head as well as many more.
Council is also renewing aging pumps and pipework to maintain network efficiency and cut energy use. Pump renewals are being finalised at pumping station sites in Vera Street, Racecourse Road, De Havilland Crescent and Tuckeroo Drive. Other sites around Ballina and Wardell have been identified for pump renewals in 2026/27. These renewals significantly reduce long-term maintenance costs and lower system breakdowns – which is a win-win for our community

WASTE WATCH
The right place to dispose of problem waste
From 31 August 2026, Council will be removing the orange Community Recycling Stations from Council’s Customer Service Centre, Ballina Library, the Lennox Head Cultural Centre.
The community recycling stations were introduced in 2019 due to limited drop-off points in the shire, but that is no longer the case.
All items accepted at the Community Recycling Stations are also accepted for free, safe disposal at the Community Recycling Centre located at the Ballina Resource Recovery Centre (tip).
Alternate free drop-off points include:
• Household batteries – most supermarkets and Bunnings, search for the closest drop off site to you at bcycle.com.au
• Ink cartridges – Australia Post
• Mobile phones and accessories - Mobile Muster is the national phone recycling program with free drop-off locations including Woolworths, Optus, Vodafone and Telstra stores. Find your closest location at www.mobilemuster.com.au/recycle-a-mobile
• Eye glasses – recycle at Specsavers or check with your local optometrist. Usable reading glasses can be donated to op shops, be sure to ask staff first.
For more drop-off locations visit ballina.nsw.gov.au/crc
We appreciate our community's efforts to keep these items out of ALL kerbside bins - helping to minimise fire risk and supporting safe recycling of these valuable materials.

A beautiful day on the Lennox Headland
In June, community members rolled up their sleeves for the 21st Lennox Head Community Tree Planting Day, helping continue more than two decades of restoration work on this iconic coastal landscape.
In perfect sunny conditions, volunteers came together to plant native species that will help restore littoral rainforest habitat and support local biodiversity for generations to come.
A special focus of the planting was the critically endangered Coastal Fontainea (Fontainea oraria) — a rare native species now growing on Lennox Headland thanks to years of collaborative conservation efforts.
Since the first planting day in 2003, more than 2000 volunteers have helped plant over 19,000 trees across more than 8 hectares, transforming the headland through long-term community care and environmental action.
A huge thank you to everyone who joined us, along with our project partners GeoLINK and Rous County Council, local volunteer groups and businesses who helped make the day possible.
This event reflects Ballina Shire Council’s long-term commitment to boosting native biodiversity and strengthening the resilience of our natural landscapes. Restoring this coastal headland plays a vital role in supporting threatened ecosystems and creating essential habitat for native wildlife.

Did you know that the Shared Zone in Ballina Street, Lennox Head, extends all the way along Rayner Lane through to Rutherford Street?
A Shared Zone is a space shared safely by vehicles and pedestrians. There are some important things to know about a Shared Zone:
• The maximum speed limit is always 10 km/h.
• Drivers must give way to pedestrians at all times.
• A Shared Zone looks different - look for signs as pictured. You may also notice a different surface texture on the road and traffic calming features, such as a raised threshold.
We urge drivers to please slow down, scan the area for pedestrians, and give way to people crossing the road.

The duality of
Dale Burke
Dale Burke is a painter of mythical landscapes. He blends his own photography with found imagery, carefully collaging and crafting an imagined world that engages and questions the very concept of what landscape is. Each work is anchored in a sense of realism that is subsequently transformed by Dale’s use of watery layers of vibrant paint.
If not now, when?
Christina Waterson
By balancing self-doubt with self-belief, grief with joy, the ache of growth and healing with alchemy, Waterson maps her personal journey through the transformation of everyday materials. Through making and sharing these artworks, Waterson celebrates life, transformation and the ways art has returned her to herself and a path homeward.

Chris is the award-winning author of Scrublands, Trust, Silver and many more. Scrublands was an instant bestseller, topping the Australian fiction charts, and was shortlisted for major writing awards in Australia, America and the United Kingdom. It was the first in a series of novels featuring troubled journalist Martin Scarsden and his partner Mandalay Blonde and was made into a very successful television series.
At the author talk, Chris will discuss his latest novel Full Circle, a stand-alone blockbuster set in the wealthy enclave of Sorrento on Victoria’s Mornington Peninsula. The novel follows Private Investigator Travis Somerland as he gets entangled in a deadly generational power struggle surrounding the ultra-wealthy Clapton family, modern-day robber-barons operating out of their secluded, fortress-like estate, Montechino.
Library members can reserve Full Circle inbranch or via the RTRL catalogue. Alternatively, copies of the book can be purchased at the event through the Book Warehouse Ballina.
Bookings can be made through the Events tab of the library’s website rtrl.nsw.gov.au

Dragon Boat Club walkers keep us posted
Did you know? Our local Community Connect magazine is delivered by more than 50 dedicated volunteers from the Rainbow Region Dragon Boat Club.
Following a recent Expression of Interest process, we are delighted to continue partnering with the Dragon Boat Club to deliver Community Connect.
The Club was established 21 years ago by the Rainbow Dragons Abreast (RDA) breast cancer paddlers. It has since grown to a full sports club of 150 members, welcoming paddlers from 10 years of age to seniors.
By delivering Community Connect, the Club raises funds to help purchase and maintain boats and equipment. This includes the recent purchase of a new boat for the Rainbow Dragons Abreast – their first new boat in 20 years!
Ballina Shire Council thanks the incredible team of walkers who deliver the magazine – you keep our community connected with important local news, Council projects and services.
A quick note about delivery: Community Connect is delivered to urban households, including letterboxes displaying a 'No Junk Mail' sign, as it is an official local government publication.
You can also pick up a free copy from more than 100 locations across the shire, including libraries, general stores, and service stations.
If you spot one of our volunteer walkers out and about, be sure to give them a wave or a friendly hello!

Building pathways into civil construction for women
Congratulations to 12 Northern Rivers women who have completed a Certificate II in Civil Construction at TAFE NSW Ballina, gaining practical skills and exploring new career opportunities in the industry.
The program was delivered in partnership with Ballina Shire Council, TAFE NSW and Complete Staff Solutions, and supports women to build confidence and develop job-ready skills through hands-on training.
Throughout the course, participants gained experience in key areas such as levelling, concreting, construction materials and workplace safety. They also connected with industry professionals and learned about employment opportunities across the region.
The initiative supports Council’s commitment to workforce development by creating pathways into a growing industry, while helping build a more diverse and inclusive local workforce.
With major infrastructure projects underway across the region, including the Bridges Duplication Project, some of the students who have gone through this program may end up working in the industry very soon.
For more career opportunities head to ballina.nsw.gov.au/positions-vacant

Crisp mornings, sunny afternoons and comfortable temperatures
The cooler months are the perfect time to get outdoors. From breathtaking coastal lookouts and peaceful rainforest trails to cascading waterfalls, Ballina Coast and Hinterland offers some of the Northern Rivers' most rewarding walks.
Whether you're chasing a sunrise, stretching your legs on a scenic coastal walk or venturing into ancient rainforest, there's a trail waiting to be explored.
Coastal Recreation Path
The Coastal Recreation Path stretches from Ballina to Lennox Head, creating one of the most scenic walks in the Northern Rivers. This 11.5km route links riverfront paths, quiet beaches, sweeping headlands and dramatic clifftops. You can tackle it as one long adventure or choose a shorter section that suits your pace.
Along the way you will find whale watching lookouts, resting spots and places to pause and watch the coastline shift with the light and tide. Starting in Ballina, the path hugs the Richmond River before curving along the beaches and dunes of East Ballina. As you head north toward Skennars Head and Lennox Head, the views open wide and elevate along the headlands. Some of our favourite sections:
Sharpes Beach to Pat Morton Lookout – 3km
Aboriginal Cultural Ways (Angels Beach to Sharpes Beach) - 2.5km
Lennox Head to Pat Morton Lookout – 1.2km
Water Stories 4.5km and Soundtrail 1.4kmstart at Marine Rescue Tower
Hinterland walks
Trade ocean views for lush rainforest, towering trees and cascading waterfalls. Just a short drive from Ballina, our hinterland offers peaceful walks that are perfect for families, casual walkers and anyone looking to reconnect with nature. Most feature picnic facilities, making them ideal for an easy day trip.
Victoria Park Nature Reserve – 20min
Killen Falls – 20min walk to base of falls
Rocky Creek Dam – various walks
Protestors Falls – 30min walk to base of falls
Looking for a bigger adventure? Venture a little further into the Northern Rivers' spectacular national parks. From sweeping volcanic lookouts to ancient Gondwana rainforest, these walks reward every step with unforgettable scenery. Highlights include:
Minyon Falls, Nightcap National Park
Pinnacle Lookout, Border Ranges National Park
