Message from the CEO
The power of collaboration, local leadership & giving back
October has been a meaningful month for the Greater Bakersfield Chamber. On Wednesday, Oct. 15, we celebrated National Support Your Local Chamber Day, a day to recognize the work chambers do to help local businesses succeed. I want to thank all our members and community partners. Your support allows us to grow commerce, strengthen connections, and build a thriving local economy.
I'd like to pay special thanks to our Board of Directors, whose leadership helps us serve you even better. We held a strategic planning session this month to review the member survey, evaluate our impact, and set goals for the next 3-5 years. Your feedback plays a vital role in shaping the Chamber’s priorities, ensuring that our advocacy, programs, and resources align with the needs of our diverse membership. Thanks to your input, we can focus on the issues that matter most to you and continue strengthening the Greater Bakersfield business community. Special thanks to Board Chairwoman, Deanna Blaise for coordinating that special board meeting. Stay tuned as we develop the strategic plan to share with our members.
This month also highlighted the power of the community. As the federal government shutdown continues, many families in our area are feeling the strain of missed paychecks. We are proud to share how our member credit unions are stepping up, offering 0% emergency loans, deferred payments, fee waivers, and other support to help families stay afloat. Credit unions put people over profit, and their quick, compassionate response shows what it means to truly serve the community. Find the full resource guide here
Our Government Review Council met this month with Assistant City Manager Rick Anthony to discuss the SOAR Bakersfield Public Draft, a plan shaped by months of collaboration and community input. It outlines strategies to reduce greenhouse gas emissions, grow economic opportunities, and improve quality of life in Bakersfield. The public review is open through Saturday, Nov. 15, I encourage everyone to explore the draft and share your feedback here.

Janelle Capra President & CEO
Greater Bakersfield Chamber Blessings,

Artist Jennifer Williams Cordova honored with Urban Core Award
There is no losing when you’re surrounded by people who are doing meaningful, communitychanging work. However, it had become a running joke in my circles that I was the Susan Lucci of the Beautiful Bakersfield Awards. You see, I’ve had the incredible honor of being nominated every year since 2019, sometimes individually, sometimes as part of a project, and often in completely different categories. That’s six nominations without ever taking home an award. Still a far cry from Ms. Lucci’s nineteen, but a pretty substantial streak!
I’m a local artist and graphic designer. My business partner, Mike Willis, and I operate Willis and Williams Design Studios, Bakersfield’s longestrunning graphic design studio. In 2016, I began using my art and design skills to paint murals. The visibility and community impact of those projects have led to several nominations over the years. My work as the illustrator for the local children’s book series Indy, Oh Indy has also been recognized, and one year I was even a Young Professional nominee, a category I’ve since aged out of.
I’m always so proud of each nomination and the work behind it. And every time the other nominees are announced, I’m simply blown away by the incredible things they’re doing. Each year, I think, “Wow, our community has such spirit and generosity.”

So, as a serial nominee, I’ll say this: nominations are incredibly meaningful. We’re all out here doing the work we were called to do. For me, that’s the visual arts, using creativity to connect with others and help tell our community’s stories. If you’ve ever thought about nominating someone for a Beautiful Bakersfield Award, do it. You probably know someone quietly out there making good things happen, often without any recognition. And trust me, being nominated really is an honor. (I would know!)
Now, as a first-time winner, I’ll also say this: winning felt wonderful! I’ll never forget the cheers, the moment on stage, and the feeling of sharing my accomplishments with my community in such a big way.
Winning in the Urban Core category was especially meaningful because that’s where my work makes its impact. My murals live and breathe in the heart of the city, on walls, in alleys, in the everyday spaces where people walk, drive, and live their lives. Public art is often described as beautification, but it’s really about connection. It’s about engaging with people, creating a sense of place, and making art accessible to everyoneno entry fee required.
I’m always so grateful to the businesses and organizations that understand the impact of public art and choose to invest in artists. Downtown Bakersfield has so many people dedicating their time, sweat, and creative energy to make it thrive. We’re painting walls, opening businesses, hosting events, cleaning streets, and reimagining what our city center can be.
To be recognized as part of that movement is a moment I’ll never forget.
Nominate your favorite individual, business, or organization today at beautiful. bakochamber.com.

HISTORIC WOOLWORTH BUILDING REOPENS ANCHORING DOWNTOWN COMMERCE & COMMUNITY
After years of careful restoration, the historic Woolworth Building has reopened in downtown Bakersfield, marking a milestone not just in preservation but in economic revitalization for the city’s urban core. The grand opening block party on Saturday, Oct. 25, drew hundreds of residents to celebrate a landmark that blends nostalgia with new opportunities for commerce, creativity, and community.
First opened in 1950, the Woolworth Building is home to the last remaining Woolworth’s lunch counter in the United States. Its reopening signals a renewed investment in downtown Bakersfield, supporting local businesses, creating jobs, and establishing a hub for residents and visitors alike.
The celebration closed 19th Street (Chester to L Street) and K Street (18th to 20th Street) to host live music, dance performances, spoken word, and a curated marketplace of local artisans and small businesses. The historic Luncheonette served a limited menu, allowing attendees to experience one of the city’s most iconic culinary landmarks.
“Emily and I were born and raised here in Bakersfield,” Sherod Waite, a member of the Greater Bakersfield Chamber of Commerce board of directors, told the crowd during the ribbon-cutting ceremony, according to the Bakersfield Californian. “This town has given us so much, and our hope with this project is to

give back to the town and specifically to the downtown urban core.”
Emily Waite called the project “our love letter to Bakersfield,” emphasizing its dual purpose as a community gathering space and a driver of economic growth.
The Woolworth Building now houses the restored Luncheonette, a specialty coffee bar operated by Reverb Coffee, offices for Moneywise Wealth Management, and a soon-to-open music and events venue that will be known as The Basement. Moneywise, a strong Chamber partner and administrator of the 401(k) Multiple Employer Plan (MEP), brings additional business leadership downtown.
“The reopening of the Woolworth Building represents the best of Bakersfield, honoring our history while investing in a vibrant future.”
-- Janelle Capra, Chamber President & CEO
"We’re especially proud to see Moneywise, a strong Chamber partner and financial leader, bringing their expertise downtown and helping anchor continued

economic growth in the heart of our city,” she added.
City leaders highlighted the project’s economic significance. Ward 2 Councilman Andrae Gonzales described the reopening as “huge” for downtown Bakersfield, noting the building’s role as both a historical anchor and a catalyst for future growth.
The block party featured musical performances, comedians, and dance troupes. A marketplace curated by Kern County Vintage Flea showcased more than 40 local artisans, highlighting downtown’s growing creative economy. Community organizations shared resources and programming aimed at fostering civic engagement, workforce development, and small business growth.
The Woolworth Building’s reopening exemplifies how historic preservation can intersect with economic development. By bringing new businesses, jobs, and commercial activity downtown, the project strengthens Bakersfield’s urban core while honoring the city’s past.

Exploring the Heart of Local Government
Leadership Bakersfield participants gained a front-row seat to the inner workings of local and state government during Government Day, presented by Klein DeNatale Goldner. Themed “Growth, Community Issues, and the Government Process,” the day offered a deep dive into how public institutions shape the region’s future, through firsthand conversations, site tours, and spirited policy debates.
After a light breakfast at the Greater Bakersfield Chamber, participants walked to City Hall, where they were greeted by Assemblymember Stan Ellis. In a candid conversation, Ellis who recently announced he will not seek re-election in 2026 after less than a year in office, spoke about his experiences in Sacramento and the challenges facing California’s political system. His reflections on bureaucracy and representation sparked thoughtful dialogue about civic engagement and public service.
Next, Councilmember Zack Bashirtash of Ward 6 offered an insider’s perspective on being a local elected official. He discussed the balancing act between policymaking and constituent needs, with a particular focus on addressing homelessness in Bakersfield. His remarks highlighted the complexities of funding, collaboration, and long-term planning that local leaders face daily.
A joint presentation by Gary Hallen, Assistant City Manager for the City of Bakersfield, and Nancy Anderson, Chief Administrative Officer for Kern County, provided an overview of city and county government structures. Their discussion highlighted the importance of intergovernmental partnerships in tackling issues like infrastructure, housing, and public safety.
The class then took an exclusive behind-thescenes tour of the historic Woolworth Building, led by co-owner Emily Waite of Moneywise Wealth Management. Ahead of its grand reopening, Waite described the four-year restoration as both a challenge and a labor of love. “We often say this building is our love letter to Bakersfield,” she shared, emphasizing the project’s role in revitalizing downtown and creating nearly 50 new jobs.
Over lunch at The Rice Bowl, the cohort engaged in a lively bipartisan discussion on Proposition 50, moderated by Matthew Martins of the Kern

County Republican Party and Christian Romo of the Kern County Democratic Party. The conversation encouraged participants to think critically about political discourse and the role of civic dialogue in shaping informed voters.
In the afternoon, the group visited the Kern County Board of Supervisors Chambers, where State Senator Melissa Hurtado discussed her legislative work, including Senate Bill 556, which secured $21 million in funding to address chronic flooding in McFarland and surrounding counties. Hurtado spoke passionately about the importance of state investments in community resilience and environmental justice.
Following her remarks, Haiden Drake of Right Choice Strategies led a session on political campaign

management, offering practical insights into running effective campaigns, building coalitions, and navigating modern media landscapes.
That theme continued with Jacob Clark, political reporter for KGET-TV 17, who spoke about media’s role in government transparency and accountability. Clark emphasized the importance of ethical reporting and open communication between journalists and public officials, a crucial bridge for maintaining public trust.
The day concluded with an engaging mock hearing exercise, where participants were divided into groups to debate a proposed downtown housing project for individuals experiencing homelessness. Acting as council members, class leaders guided presentations and cross-examinations, giving participants a realistic glimpse into the decisionmaking processes that shape local policy.
As the group returned to the Chamber for closing reflections, Day Chair Alex Dominguez of Klein DeNatale Goldner commended the participants for their curiosity, collaboration, and civic-minded spirit.
“Leadership Bakersfield Government Day is about demystifying how our government works,” Dominguez said. “When emerging leaders understand the systems that serve our community, they’re better equipped to make a difference.”

Supporting Central Valley Federal Employees

As the federal government shutdown stretched into another week, hundreds of thousands of federal employees faced delayed paychecks, furloughs, and mounting financial uncertainty. In Kern County alone, local families are navigating this disruption while maintaining essential household and business operations.
The Greater Bakersfield Chamber recognized an opportunity to connect residents with resources that directly mitigate the economic stress caused by the shutdown. Our Credit Union Campaign highlights how Central Valley credit unions are offering emergency financial relief, demonstrating leadership in both service and advocacy.
Credit unions are uniquely positioned to respond quickly to members’ needs. They are member-owned cooperatives guided by principles of service, not profit.
During a government shutdown, these institutions can offer flexible solutions, zero-interest emergency loans, payment deferments, waived fees, and financial counseling, directly helping federal employees bridge the gap between missed paychecks and financial obligations.
The shutdown’s effects extend beyond individual
employees. Small businesses are experiencing delays in federal approvals, licensing, and client services.
“The government shutdown is harming small businesses and costing American economic growth that can’t be recovered.”
– Neil Bradley, U.S. Chamber of Commerce
Local business owners echo this concern. Delays in filings, approvals, and client work threaten both short-term operations and long-term community development.
Meanwhile, financial oversight and technology adoption, including artificial intelligence (AI) in financial services, face delays. Curt Long, Chief Economist at America’s Credit Unions, notes that AI investments remain a key economic driver, even as uncertainty from the shutdown slows decisionmaking.

Why we launched this campaign
The Chamber’s Credit Union Campaign reflects our mission to connect residents and businesses with trusted, practical solutions while advocating for a stable federal government.
“These institutions are providing relief, and embody the resilience and spirit of the Central Valley.”
– Janelle Capra, Chamber President & CEO
While legislators remain in stalemate, the Chamber continues to advocate for a resolution and shares timely updates on resources available to residents. Participating credit unions remain ready to help federal employees navigate this difficult period with flexible loans, payment deferments, and expert guidance.
