BUSINESS ASSISTANCE PROGRAMS Local State Legislators Briefed on 86th Legislative Agenda BAHEP’s Political Protocol Committee, chaired by Marcy Fryday with Lakewood Yacht Club, hosted a review of the 86th Texas Legislative Agenda with local state legislators on Oct. 30, 2018. Legislators participating in the

San Jacinto College Forms Advanced Technology Center (EDGE) Advisory Forum BAHEP Executive Director for Special Initiatives Dan Seal and Marketing Manager Jimmy Spence attended an industry advisory forum hosted by San Jacinto College on Oct. 8, 2018, to receive input from local aerospace companies as to what their workforce development needs are, what kinds of certifications are needed by industry,

and how programs could be structured to meet changing business demand.

The feedback received indicated a need for three types of tracks: programs that would provide certifications in specific technical areas, bridge programs that would allow students to go from high school to four-year engineering degrees while providing hands-on, practical training, and midcareer retraining and retooling to update workers on the latest technologies and methods.

This is the first of several industry advisory forums San Jacinto College will host to receive input as it looks to begin classes at its Advanced Technology Center (EDGE) as early as the 2019 spring semester.

BAHEP Hosts Judges Ed Emmett and Mark Henry for State of the Counties When the county judges from Galveston and Harris counties addressed the membership of the Bay Area Houston Economic Partnership about the State of the Counties moving forward, they each spoke of resilience and growth. The meeting took place on Sept. 27, 2018, at Lakewood Yacht Club in Seabrook, Texas.

Galveston County Judge Mark Henry gave updates on the Port of Galveston and its cruise terminals, the new Foreign Trade Zone in the City of Hitchcock, the population growth within North Galveston County, the need for federal funding for the Coastal Spine, Hurricane Harvey recovery efforts, rebuilding of IH -45 and SH 646, and expansion of SH 146.

Harris County Judge Ed Emmett spoke of the $2.5 billion in bonds to finance flood damage reduction projects in Harris County, the cost of indigent health care to the county, the newly-opened mental health Jail Diversion Center, urban governance issues for the 1.8 million people who live in unincorporated areas, and the continued need for the toll road system, which spins off $120 million per year for mobility funds.

BAHEP Hosts Introductory Meeting with New Galveston County Economic Director BAHEP President Bob Mitchell and Executive Director for Special Initiatives Dan Seal held an introductory meeting on Sept. 10, 2018, with then new Galveston County Economic Director Dane Carlson to discuss BAHEP’s mission, special initiatives, and economic development projects.

Also on Sept. 21, 2018, Seal and BAHEP Marketing Manager Barbara Cutsinger attended a welcome luncheon for Carlson, hosted by the League City Regional Chamber of Commerce (LCRCC) at the Lakewood Yacht Club in Seabrook, Texas. Attendees included Steve Paterson, president of LCRCC, Galveston County Commissioner Ken Clark, League City Economic Director Scott Livingston, and Galveston Economic Development Partnership President Jeff Sjostrom.

IMAC Hears about Tunneling as Solution to Urban Flooding The International Maritime Advisory Committee hosted Brian Gettinger, P.E., a researcher with Black & Veatch in Houston, who made a presentation on Sept. 20, 2018, on the incorporation of tunneling into the Houston region storm water system. The objective of tunneling is to provide additional conveyance capacity and storage for bayous and creeks. Gettinger said this approach would sidestep challenging property acquisition, environmental impact, and community disturbance challenges.

tinger. Economic growth scenarios developed by Black & Veatch show a significant reduction in the gross state product without this protection.

Economic Development Professionals Working Group BAHEP Executive Director for Special Initiatives Dan Seal participated in the Economic Development Professionals Working Group meeting on Oct. 24, 2018, at the Greater Houston Partnership (GHP) facility. The group met the new GHP vice president of Economic Development, Susan Davenport, and discussed collaborations between GHP and other regional economic development organizations on a variety of topics including the 86th Texas Legislative Agenda and GHP’s 2019 economic development strategy.

Rice Expert on Urban Politics and Public Policy Provides Synopsis of Mid-term Elections Robert Stein, Ph.D., Rice University Lena Gohlman Fox Professor of Political Science, shared his insights into the 2018 mid-term elections for the BAHEP members during the Nov. 13, 2018, General Membership Luncheon. Stein discussed the three variables involved in elections – trends and demography, candidates, and brand, the last of which belongs to President Trump. He reviewed the election results at the county, state, and congressional levels and discussed the historic turnout of Democrats across the state. Stein concluded his synopsis by saying that Texas is still a “red state,” but the Republicans will need to find new candidates.

MARKETING BAHEP Commercial Broker and Developer Reception Draws Large Attendance BAHEP held its biennial commercial broker and developer reception on Nov. 7, 2018, at the HESS Club in Houston, Texas.

speaker. CDS, Community Development Strategies, prepared a great report for the reception attendees.

It included demographics and trends for Bay Area Houston. The report covered zip codes, population and jobs trends, household income, labor force and occupations, census employment trends, engineers and architects in the area, housing, office, apartment, and retail markets, and retail sales.

Pelican View Drone prepared four aerial videos of Bay Area Houston, including the Beltway 8 East area, San Jacinto College in Pasadena, NASA Johnson Space Center area, Baybrook Mall area, and SH 146/Kemah-Seabrook area. The aerial views were embedded in the Hot Projects presentation which was shown all evening. BAHEP Marketing Manager Barbara Cutsinger sent the Hot Projects presentation, Dan Seal’s presentation, and the CDS report to the brokers and developers who could not attend the reception.

Governmental entities with representation were: Harris County, Galveston County, City of Clear Lake Shores, City of Dickinson, City of Houston, City of Kemah, City of La Porte, City of League City, City of Pasadena, City of Seabrook, City of Webster, and Port Houston. The total attendance for the reception exceeded 130, including 75 commercial brokers and developers.

Prospect Review Meeting BAHEP marketing staff members conducted their quarterly Prospect Review meeting on Nov. 28, 2018, to review projects with city, county, and BAHEP member representatives. Upcoming marketing opportunities and trends were also discussed. Included in the discussions were the 35 Bay Area Houston projects in work. Steve Spillette with CDS,

BAHEP Works with Netherlands Business Support Office on Trade Mission to Houston BAHEP Marketing Manager Jimmy Spence met with Saskia Pardaans and Rutger Buijs of the Netherlands Business Support Office (NBSO) to provide an overview of Houston’s aerospace and aviation industry on Oct. 18, 2018.

Pardaans is in the process of planning a trade mission to the Houston region focused on aerospace, while Buijs is working on a report on synergies between Dutch and Houstonian aerospace and aviation. In addition to providing an industry overview, Spence connected the NBSO with Arturo Machuca of Houston Airport System to provide additional information. BAHEP regularly works with represen-

tatives of foreign governments to attract new foreign direct investment to the region.

BAHEP Participates in Innovation Interstate Corridor Taskforce Meeting at COM BAHEP Executive Director for Special Initiatives Dan Seal participated in the Innovation Interstate Corridor Taskforce meeting on Oct. 31, 2018, hosted

by College of the Mainland (COM) President Warren Nichols. The meeting was organized by Jeff Sjostrom, president of the Galveston Economic Development Partnership, and Steve Paterson, president of the League City Regional Chamber of Commerce (LCRCC).

Thirty-five stakeholders, including elected officials and business and academic leaders, attended the taskforce meeting, including BAHEP which has worked with all the stakeholders to foster the Innovation Interstate Corridor brand.

The meeting was kicked off with introductory remarks from various stakeholders, including Steve Paterson and Jeff Sjostrom, discussing the concept of the Innovation Interstate Corridor and accomplishments to date. This was followed by a session that addressed the taskforce and steering committee organizational structures and election of the taskforce chairperson and cochairperson.

BAHEP Facilitates Attendees for Public Market Meeting hosted by Dickinson Mayor At the request of City of Dickinson Mayor Julie Masters, BAHEP Marketing Manager Barbara Cutsinger invited the following people to attend a luncheon on Oct. 16, 2018, hosted by Mayor Masters: Steve Paterson, League City Regional Chamber of Commerce president; Doreen Hughes, Open for Busi-

ness consultant and John Maxwell leadership coach; Kathy Thomas, Community Strategies; Dane Carlson, director of Economic Development for Galveston County; and Shawna Reid, Bay Area Convention and Visitors Bureau marketing specialist, who was unable to attend. Also present was Dawn King, president of Dickinson Chamber of Commerce.

The objective of the luncheon was to gather knowledgeable individuals outside of Dickinson who would be willing to attend some of the Gulf Coast Public Market planning meetings, offer suggestions and provide assessments of the project – what will make it a success in the region. The plan is for the public market to appeal to a large portion of the Bay Area Houston population.

BAHEP Advocating for “Use of Texas Ports,” Legislative Priority BAHEP is making the “use of Texas Ports” a priority in its 86th Texas Legislature agenda. The proposed legislation would seek to affirm that a company that is granted Texas Enterprise Funds (TEF) will use a Texas port for all imports and exports associated with the business provided there is no competitive disadvantage.

To ensure that companies receiving Texas Enterprise Funds contribute to the $277.6 billion in economic activity to the state as a result of the 564.7 million tons of cargo moving through Texas ports, it’s important for those beneficiaries of the TEF to use Texas ports.

Seal said, “The funding is not for the Ike Dike project.” The article further noted that this money has been “set aside” for the “Sabine to Galveston project,” which again is misleading. Seal explained, “This funding is only for Jefferson, Orange, and Brazoria counties. None of this money comes to Galveston County – the entire appropriation is being spent outside of the Galveston Bay region.” Seal said, “This is the bad news. The good news is we are making progress:  There is now more state, local, and industry support for the coastal barrier than at any point since 2008, and  There is now more federal support for the coastal barrier than at any point since 2008.”

Bob Mitchell Writes Letter to National Space Council on Importance of Low Earth Orbit In response to a National Space Council (NSC) Microgravity Research Roundtable request for input into its planning process, BAHEP President wrote a letter to Chris Beauregard, policy analyst with the NSC. Mitchell emphasized the importance of “…

America maintaining its leadership in all things related to low earth orbit…” Mitchell invited Beauregard to contact him, since BAHEP serves as a hub for business, development, infrastructure, and exploration cooperation in the Greater Houston area.

Letter of Support for UHCL Data Science Program BAHEP President Bob Mitchell wrote a letter in support of the University of Houston – Clear Lake for the Master of Science in Data Science program.

Mitchell wrote, “This initiative is very timely and will help in satisfying the demand for data science professionals projected by industry and government.”

Bob Mitchell attends “First Man” Media Event at Space Center Houston BAHEP President Bob Mitchell was invited to attend a pre-release of the film, “First Man,” on Sept. 24, 2018, at Space Center Houston. The film portrays the life of astronaut Neil Armstrong through the NASA Gemini and Apollo programs, including the first lunar landing on July 20, 1969. The film generated positive reviews and opened the Venice Film Festival in August 2018.

Storm Surge Protection for Bay Area Houston BAHEP Explains Purpose of $4B Funding for Coastal Storm Protection BAHEP Executive Director for Special Initiatives Dan Seal addressed the League City city council to explain a Houston Chronicle article titled, “Feds OK $4B for Ike Dike.” The article stated that the “U.S. Army Corps of Engineers would provide nearly $4 billion for the Ike Dike project,” which is misleading.

Subsequent to Seal’s presentation to the city council, the U.S. Army Corps of Engineers announced that it supports a modified version of the “Ike Dike” proposal made by researchers at Texas A&M University at Galveston. The Army Corps of Engineers’ report states that a 70-mile-long coastal barrier system is the preferred choice for protecting the state’s coastline from future storm surges.

International Council on Systems Engineering Hear about Storm Surge Protection BAHEP President Bob Mitchell gave a briefing on how the Coastal Spine will provide protection to the Upper Texas Gulf Coast, Galveston Bay, the petrochemical complex along the Houston Ship Channel, and communities surrounding Galveston Bay to a Sept. 20, 2018, meeting of the Texas Gulf Coast International Council on Systems Engineering.

Mitchell explained why protection is important, the various studies performed, the construction process, and the cost estimates.

Preserve NASA Funding Levels BAHEP Participates in SpaceCom BAHEP Executive Director for Special Initiatives Dan Seal and Marketing Manager Jimmy Spence attended the Space Commerce Conference and Exhibition on Nov. 27-29, 2018. Seal and Spence helped to market the Houston Spaceport to prospective tenants by staffing the Spaceport exhibit booth, along with Arturo Machuca, Ellington Airport general manager, and other Houston Airport System representatives.

SpaceCom is a catalyst for innovation and growth in the commercial development of space, including the Houston Spaceport. This dynamic, three-day event highlighted ways that space technologies cut across the medical, energy, transportation, communications, and advanced manufacturing industries and demonstrated why fostering close collaboration, partnerships, and co-development on an international scale is so crucial. SpaceCom focused on the application of space technologies to fuel business innovation across the above industries.

BAHEP Presents to NASA JSC Innovation Consortium Quarterly BAHEP Marketing Manager Jimmy Spence and BayTech Director Kim Morris attended and presented at NASA Johnson Space Center’s Consortium Quarterly meeting held at the KBRwyle offices on Sept. 12, 2018. The meeting was an opportunity to hear from community organizations and technology groups about their latest efforts to encourage technology collaboration in the greater Houston area.

Morris discussed BayTech’s latest initiatives in workforce development and collaborations with NASA JSC. Spence presented on behalf of Houston Airport System the latest information on the development of the Houston Spaceport

including the burgeoning collaboration with San Jacinto College on the EDGE Advanced Technology Center. BAHEP has worked to market and contribute to the development of the Houston Spaceport and prioritizes working with other organizations in the region to promote the growth of technology and innovation.

Bay Area Houston Advanced Technology Consortium Commercial Company Access to NASA JSC Facilities BayTech executed agreements between commercial companies and the NASA Johnson Space Center (JSC) Receiving, Inspection, and Test Facility (RITF) and the Engineering Directorate valued at approximately $213,000 during the period beginning Jan. 1, 2018, to present, through its reimbursable Space Act Agreement (SAA). BayTech continues to work with the NASA JSC Human Health and Performance Directorate to provide commercial access to its many state-of-the-art labs, also through the reimbursable SAA. Fiber Optic Technician Training Exceeds 2018 Wagner-Peyser Goals BayTech is completing its 2018 Wagner -Peyser grant, awarded through the Texas Governor’s Office, to provide fiber optic technician training to unemployed military veterans followed by placement into the telecommunications industry. Through BayTech’s training partner, EDS Technologies LLC, six 40hour fiber optic technician courses have been completed, and a total of 54 military veteran students have been trained. All 54 students passed the certification exam. Of the 54 students trained, the Wagner-Peyser grant funded 51 students within the grant funding, exceeding the contract goal of training 47 students. BayTech was able to train three additional veterans by leveraging grant funding from the Houston Urban League. Of the 51

grant-funded veterans who were trained in 2018, 20 have been placed in companies in the telecommunications industry.

BayTech Awarded 2019 Wagner-Peyser grant BayTech was awarded a follow-on Wagner-Peyser grant by the Governor’s Office to continue to offer fiber optic technician training to unemployed military veterans and offer placement services in 2019.

The period of performance for this grant is Dec. 1, 2018, through Nov. 30, 2019. The goal is to train 47 unemployed military veterans and offer placement services to them.

GEDP Economic Summit Participation BayTech, through its committee titled Texas Committee for Autonomous Systems (TXCAS), participated in the development and planning of a panel discussion on emerging technologies for the annual Galveston Economic Development Partnership Economic Summit on Oct. 23, 2018. BayTech Director Kim Morris participated on the panel during the event and highlighted the need to understand the workforce development needs of the emerging technologies industry.

Space Alliance Technology Outreach Program What is SATOP? The Space Alliance Technology Outreach Program (SATOP) is a State of Texas funded program that helps small businesses faced with technical challenges by providing up to 40 hours of FREE technical assistance for qualified requests. This is accomplished by utilizing the vast engineering expertise of NASA and participating Alliance Partners (NASA contractors, subcontractors, or colleges). SATOP is designed to speed the transfer of the U.S. Space Program’s knowledge and technology to the private sector, to provide economic benefits to the community, and to raise public awareness of the Space Program.

Key Legislative Staff Members Briefed on SATOP and Texas Aerospace Scholars Program BAHEP President Bob Mitchell and Aerospace Marketing Manager Jimmy Spence traveled to the State Capitol on Dec. 17, 2018, along with Arturo Sanchez of NASA Johnson Space Center (JSC) External Relations Office, to explain the importance of the Space Alliance Technology Outreach Program (SATOP) and the Texas Aerospace Scholars (TAS) Program to the chiefs of staff for Sen. Jane Nelson (chairman of

the Senate Finance Committee), Rep. John Zerwas (chairman of the House Appropriations Committee) and Rep. Dennis Paul. Discussions included the process for ensuring the funding of both programs during the Texas 86th Legislature and the positive impact these program have on the state’s economy and STEM education. Each of these legislators have a key role in determining the Higher Education Budget which includes the appropriation for both SATOP and TAS. SATOP Helping Entrepreneurs with New, Innovative Products Four local entrepreneurs who have patented, innovative products but need help in completing the development phase are being assisted by engineers working for SATOP’s Alliance Partners. The projects are: an aerial wrap that prevents dropped tools or objects falling from lift platforms, an LED lighting system for handbags or diaper bags, a flexible comfort pillow, and a user-friendly cover for the computer mouse.
