This summer has been an exciting and productive season for Bay Area Houston and I am proud to reflect on the tremendous progress we have made together. We have welcomed new members to the organization, expanded our partnerships across the state, and are currently involved in twenty-nine economic development projects throughout the region. Varying across a number of industries, each new member strengthens our collective voice and helps us build the relationships that fuel our mission.

I am excited to share that BAHEP has assumed leadership of the Texas Aerospace Scholars (TAS) program for the FY2026-2027 biennium. This partnership with San Jacinto College, NASA Johnson Space Center and the Texas A&M Engineering Experiment Station (TEES), will help build the next generation of engineers and highly skilled workforce in Houston and throughout Texas.

BAHEP is also working on another project with TEES and the U.S. Department of War to introduce Smart Manufacturing technologies to manufacturers across the region. Our goal is to help local companies learn more about how tools like artificial intelligence, automation, and datadriven systems can improve efficiency, reduce costs, and strengthen competitiveness in today’s manufacturing environment.

Protecting our coastline remains an important endeavor as we continue our advocacy and support for the Gulf Coast Protection District and the Coastal Texas Project to provide storm surge protection. Additionally, we are supporting the creation of new jobs in the region by hosting foreign delegations interested in relocating their companies to the U.S.

As we look ahead, I am confident that the momentum we’ve built this summer will continue to drive us forward. Together, we are shaping the vibrant Bay Area community where industry, academia, non-profit, and government thrive side by side, creating opportunities that will benefit generations to come

General Membership Meetings

The Bay Area Houston Economic Partnership (BAHEP) hosts a monthly meeting that provides opportunities to connect with the BAHEP team, network with fellow members, and gain insights from a distinguished keynote speaker.

89th Legislative Session Briefing

On June 25, 2025, BAHEP’s Political Protocol Committee hosted a special General Membership Meeting at the South Shore Harbour Resort & Conference Center. The event spotlighted the region’s elected officials, followed by a panel briefing on the 89th Legislative Session, moderated by Dr. Brenda Hellyer, Chancellor for San Jacinto College District. The elected leaders on the panel included Senator Carol Alvarado, 6th Senate District; Chairman Greg Bonnen, M.D., 24th District; Representative Dennis Paul, 129th District; Representative Terri Leo-Wilson, 23rd District; and Representative Jeff Barry, 29th District with the Texas House of Representatives. The meeting provided an opportunity for BAHEP members and community partners to engage the region’s legislative delegation on key topics ranging from budget appropriations, education, public safety, and disaster relief.

BAHEP hosted a General Membership Meeting on August 20, 2025 at the Hilton Houston NASA Clear Lake, featuring a keynote address by the Texas Department of Insurance (TDI) Commissioner Cassie Brown.

The event attracted business executives, community leaders, educators, and legislative staff to learn more about TDI and how they protect Texan insurance consumers. In her presentation, Commissioner Brown provided a clear overview of TDI’s mission and responsibilities, key legislative updates from the 89th Legislative Session, and a look at the current landscape of the Texas insurance market. Commissioner Brown stated, “My focus is the people of Texas. Serving you and making sure that TDI is providing excellent customer service in everything we do, and providing information that makes a difference.” After the presentation, Brian Freedman gave an update to the members on the NASA budget before adjourning the meeting.

U.S. Senator Ted Cruz Keynotes at September GMM

BAHEP hosted U.S. Senator Ted Cruz as the keynote speaker for the General Membership Meeting held on September 22, 2025, hosted at the Hilton Houston NASA Clear Lake. The event brought together elected officials, business executives, community leaders, educators, and legislative staff for an update on Senator Cruz’s national and local priorities.

Senator Cruz delivered an engaging address highlighting Texas’ decade of remarkable growth; while outlining key legislation he championed to strengthen the economy, bolster national security, and prepare the future workforce.

Cruz also discussed the NASA budget, the President’s “One Big Beautiful Bill”, and the additional $10 billion dollars he secured to sustain Artemis, Gateway, and the International Space Station. When speaking about the NASA budget, Senator Cruz stated, “it is my job to fight for 31 million Texans, and it is the job of an elected official to lay out a vision and big objectives. And so going to Mars is United States policy, that is the objective.”

Workforce Development

Texas Aerospace Scholars, New BAHEP Special Initiative

BAHEP is excited to partner with NASA Johnson Space Center, the Texas A&M Engineering Experiment Station (TEES), and San Jacinto College District to support program delivery of a new BAHEP initiative, Texas Aerospace Scholars (TAS) Program.

Entering its 27th year, TAS is a statefunded program that promotes STEM education and workforce development across Texas. BAHEP now oversees TAS program management, while San Jacinto College executes program implementation. TEES continues to provide strategic oversight, and NASA provides additional internal support. Maddy Monaco, who has held the role of program coordinator for three years, has joined the BAHEP team to continue overseeing TAS.

Its flagship program, High School Aerospace Scholars (HAS), offers a free, year-long experience for high-school juniors beginning with a five-month online course focused on NASA missions, space exploration, earth science, and aeronautics. Students who pass the online course are invited to a virtual

summer experience, Moonshot, where they collaborate on an Artemis-themed design challenge with NASA mentors. Top -performing teams earn an all-expenses paid week-long residential visit to NASA’s Johnson Space Center.

BayTech: High Demand Hidden Careers

The Bay Area Houston Economic Partnership collaborated with the Bay Area Houston Advanced Technology Consortium (BayTech) on a Texas Workforce Commission grant to train and certify eligible residents as research administrators. The grant successfully concluded on August 31, 2025 with 28 total participants enrolled in the High Demand Hidden Careers (HDHC) program.

Through partnerships with six medical institutions: Houston Methodist Academic Institute (HMAI), University of Texas Medical Branch (UTMB), UTHealth-Houston Rice University, University of Houston (UH), and TIRR Memorial Hermann (TIRRMH), the HDHC program combined online coursework, professional networking, and internships to candidates. In total, 28 participants were enrolled in the internship program, 6 have found full-

time employment, and the remaining interns are actively seeking employment.

BayTech applied for a second year of grant funding, but the grant extension was not selected. BayTech plans to apply for a new Texas Workforce Commission grant next spring for FY2027.

BAHEP Hosts 2nd Annual Space City Job Fair

On July 22, BAHEP hosted a job fair in partnership with Space Center Houston and the University of Houston-Clear Lake. Attendees from around the region came together to learn about career opportunities and engage with industry leaders and hiring managers from local aerospace companies.

The annual job fair helps to further the BAHEP initiative of investing and strengthening our workforce in the region.

A total of 18 leading aerospace employers, including Intuitive Machines, KBR, Oceaneering, and others, engaged with 400 attendees to foster networking and explore local career opportunities.

Planning for Navy Fleet Week

BAHEP’s Political Protocol Committee provides a forum for communication and outreach on issues affecting businesses in Bay Area Houston with elected officials, candidates, and other key individuals. On September 10, 2025, the committee hosted State Representative Dennis Paul (District 129) to discuss legislation that was passed or considered during the 89th Legislative Specials Sessions.

The City of Houston will host the 2025 U.S. Navy Fleet Week from November 5 12 consisting of ships and military personnel visiting multiple venues around the city. Andy Thueme, BAHEP’s SATOP Program Manager, participated in planning meetings between the U.S. Navy and the City of Houston. The Navy, Marine Corps, and U.S. Coast Guard will engage in community activities through schools and civic groups to educate on naval careers as well as highlight related STEM aspects. Fleet Week will begin on November 5, with the Parade of Ships arriving to the docks, a flyover by Navy and Marine Corps aircraft, and a welcoming ceremony with City of Houston Mayor John Whitmire.

The panel featured insights from Karen Korir, Houston Airports System Director of Planning & Development; Fred Flickinger, City of Houston Councilmember, District E; Emilien Marchand, Wisk Aero Director of Ecosystem Partnerships; and Tiko Reynolds-Hausman, Harris County Precinct 2 Deputy Chief of Staff Operations.

Visit Galveston Updates Healthcare Committee on Medical Tourism Market

BAHEP’s Healthcare Committee hosted Tony Lyle, Executive Director of Visit Galveston, during their June 3rd meeting to speak about medical tourism in Galveston. The medical tourism market includes everything from cosmetic surgery and fertility clinics to cardiovascular and oncology treatments.

Visit Galveston is working to attract more medical tourism to the area using digital strategies to highlight the benefits of being cared for and recovering on Galveston Island including the island’s peaceful gulf coast setting and easy access and proximity to Houston Airports.

NASA & Commercial Aerospace Advocacy

Saving Low Earth Orbit (LEO) Economy Workshop Hosted by BAHEP

BAHEP’s Aerospace Advisory Committee (AAC) organized and hosted a workshop on June 10, 2025 to develop strategies and an action plan regarding the President’s FY 2026 Budget Request (PBR) for NASA a plan that would reduce or eliminate key space exploration programs in NASA and at the Johnson Space Center (JSC).

Mark Gittleman with Aegis Aerospace led the development of the action plan with more than 60 business leaders participating. Additionally, Chairman Dr. Greg Bonnen, presented his perspective on the issues aerospace companies are facing.

The plan the committee developed focused on a letter writing campaign to key congressional members and staff members of Senate and House committees, along with social media posts conveying their concern about the proposed budget cuts and the future of NASA and commercial space exploration.

BAHEP Hosts AIAA For Bid for 2029 International Astronautical

Congress

BAHEP brought together Bay Area Houston leaders and the American Institute of Aeronautics and Astronautics (AIAA) leadership team as AIAA evaluates Houston for the 2029 International Astronautical Congress (IAC).

Brian Freedman, President of BAHEP, kicked off the discussion in partnership with Daniel Palomo with the Houston First Corporation to shape the compelling bid grounded in Houston’s rich aerospace legacy and its momentum as a global center of innovation. Other leaders, in both aerospace and related industries, shared their perspectives on why Houston is the right choice due to its global accessibility, robust aerospace workforce and the collaboration and partnerships in the region including government, industry,

BAHEP Briefed Inbound Delegations to Foster Aerospace Collaborations

BAHEP worked alongside the Houston Airport System (HAS) and the Greater Houston Partnership to provide briefings and business to business engagements to inbound international delegations that are interested in partnering with NASA and other aerospace companies in the region. So far this year, BAHEP has had the pleasure of hosting a German Delegation, Texas-France Space Hub Delegation, Texas-Spain Business Forum Delegation, Hungarian Delegation, Argentinian Delegation, and the Consulate General of Japan. BAHEP continues to strive to bring these international delegations to the Bay Area to strengthen relationships and share knowledge about the innovation and technology available in the region.

BAHEP Hosts U.S. Congressman Mike Collins for Space Policy Discussions

Brian Freedman, BAHEP President, and Kim Morris, Aerospace Marketing Manager, organized a meeting between aerospace executives, and Congressman Mike Collins (GA, Dist. 10) and his staff to discuss space policy and its impacts on federal programs and commercial aerospace initiatives. BAHEP members who participated in the discussion included representatives from Aegis Aerospace, Axiom Space, Barrios Technology, Bastion Technologies, Baylor College of Medicine, GeoControl Systems, Honeywell Aerospace Technologies, KBR, Logical Innovations, and Venus Aerospace.

Space Alliance Technology Outreach Program

What is SATOP?

The Space Alliance Technology Outreach Program is a state-funded program, designed to assist Texas small businesses (100% FREE of charge) overcome product development challenges. Their network of alliance partners speeds the transfer of aerospace knowledge. Administered by the Bay Area Houston Economic Partnership (BAHEP), they enable small businesses to grow and strengthen the Texas economy by facilitating the development of new and improved products.

Mission Statement

Their mission is to foster job creation, support new products for market, and overall stimulate the economy in the state of Texas. They accept requests for technical assistance from entrepreneurs and small businesses who face challenges in prototyping and product development. Through a network of alliance partner volunteers, SATOP translates aerospace industry expertise into practical solutions to advance innovation and boost the Texas economy.

Wrapping up Fiscal Year 2025

From September 1, 2024 to August 31, 2025, SATOP received 114 requests for technical assistance (RTAs). The RTAs are projects designed for consumer products such as sports equipment, healthcare, manufacturing processes, environmental, agriculture, electronics, and more.

SATOP Kicks off New School Year with New Capstones

Thirty-one capstone projects are in work with SATOP’s University Alliance Partners for the 2025 2026 school year. Capstone projects span two semesters, with senior engineering students dedicating the first semester to design solutions and the second semester to prototype development. This hands-on experience provides valuable learning opportunities for the students, while SATOP clients benefit from prototypes that put their small businesses on track for success.

SATOP Expands Partnership Networks

SATOP has expanded its Alliance Partner network statewide to meet the increased number of small businesses seeking technical assistance. To date, SATOP has 36 Alliance Partners.

Since June 1, 2025, SATOP has signed on seven new Alliance Partners: AltiSora LLC (Houson), Elevate Systems (San Antonion), Embedded Innovations LLC (Austin), GB Tech Inc. (Houston), Houston Christian University, SysThink LLC (Houston), and the University of Texas at Tyler, including its Houston Engineering Center.

Additionally, SATOP has steadily expanded its economic development organization (EDO) network to reach more small businesses across the state. They currently partner with 18 EDOs who assist in program marketing and refer community small businesses to SATOP. The EDOs are located in Austin, El Paso, Dallas-Fort Worth Area, Greater Houston Region, Lubbock, Rio Grande Valley, and San Antonio.

SATOP Hosts the SBA Houston District Office Lunch and Learn

The Small Business Administration visited the SATOP office for an informative lunch and learn this summer. Mark Winchester, SBA Houston District Director and Valerie Maher, SBA Houston Lead Economic Development Specialist, provided an in-depth review of the SBA’s wide range of services available to small businesses. Their services range from access to capital, counseling, crisis support, and more. Through their close working relationship, SATOP and SBA Houston are able to connect small businesses to each other’s resources and expertise.

The SATOP team attended the Greater Houston Women’s Chamber of Commerce (GHWCC) Bay Area Chapter Luncheon at Space Center Houston (SCH) on August 28, 2025.

Project Specialist, Troy Morris, attended the Houston MedTech Oktoberfest at Saint Arnold Brewing Company in downtown Houston.

The two-day event brought together founders, industry leaders, investors, and healthcare innovators from all over the state for engaging panel discussions, presentations, and networking opportunities. Morris networked with potential requesters and prospective alliance partners in the MedTech industry, engaging in conversations to explore collaborative opportunities.
