Texas students and teachers finally came out as winners during this session, and, for the most part, educational leaders were very pleased with the bills that were passed. It’s very rewarding for BAHEP and its partners to see such positive results following our advocacy work on behalf of education over the past several sessions (see page 4). Alternatively, there were a number of bills that were passed (see pages 3 and 4) during the 86th Texas Legislature that will be discussed within BAHEP’s Council of Mayors and potentially revisited with our regional legislators prior to the 87th Legislature.
Bob Mitchell System toward the development of Ellington Airport, and the transformation of this historic piece of real estate has been remarkable. Ellington Field was facing closure years ago through the government’s Base Realignment and Closure (BRAC) activities. Now, Ellington is a joint U.S. defense and homeland security base with more than 5,000 national guard and reserve military personnel based there. Ellington Airport is also home to the nation’s 10th spaceport with infrastructure construction underway (page 3), as well as the newly-opened EDGE Center (page 2). The vision and leadership of so many individuals and organizations in Bay Area Houston have truly made our region a great example of what can be accomplished when we all work together.
BAHEP has been working for a number of years with the Houston Airport
Business Assistance Programs BAHEP Leads Media Campaign and Advocacy for 2020 Funding of Grand Parkway Letter to TxDOT BAHEP President Bob Mitchell wrote a letter on July 22, 2019, to the Texas Department of Transportation (TxDOT) Unified Transportation Pro-
gram stating, “I am writing this letter due to my overwhelming concern about the possible delay of the construction of the segments of SH 99 (Grand Parkway’s Segments B and C) which extend from I-45 South to Hwy. 69 (59). Construction of Grand Parkway’s Segments B and C is essential as an evacuation route, a critical corridor for citizens’ daily use, an essential means to reduce traffic congestion, and to support on-going economic de-
