Business Briefs

This spring, I am proud to reflect on what has already been a fast-paced and productive year for our region. From quality events to tangible successes, we continue to build on the momentum that makes the Bay Area Houston a true powerhouse for innovation, technological advancement, and economic growth.

One of the standout moments this year so far was the Quasar Award, where we had the honor of recognizing Texas A&M University Chancellor, John Sharp, for his exceptional leadership and contributions to the greater Bay Area Houston region. His dedication to advancing Texas’ role across industries makes this award well-deserved.

BAHEP also had the opportunity to cohost the annual ASCENDxTexas event, which is the largest space conference across the State of Texas and one of the largest in the country. This event brought together aerospace and business leaders, entrepreneurs, and visionaries from across the globe to discuss the future of manned space exploration.

In addition, Bay Area Houston Day and Galveston County Day at the Texas State Capitol provided a platform to engage with state leaders and advocate for policies that benefit our growing region’s economy. These events highlighted the importance of a strong partnership between local communities and state government.

Our region's contributions to space exploration are unmatched. Events such as the Citizens for Space Exploration Freshman Trip in Washington, D.C., and Space Day Texas, allowed us to engage directly with federal and state lawmakers and their offices to advocate for policies that will maintain and grow our leadership in space exploration.

With the introduction of new marketing initiatives and strategies for our Space Alliance Technology Outreach Program (SATOP), we are showcasing the innova-

tion that flourishes in our region and translating it into jobs in Bay Area Houston and beyond.

As we move into the second half of 2025, we celebrate the many successes that have emerged through these initiatives, which continue to draw attention to our region as a prime destination for industry, collaboration, and strong partnerships and I am confident that our community will continue to thrive in economic growth. Together, we are shaping a community filled with opportunity for future generations.

Since 1994, the Bay Area Houston Economic Partnership (BAHEP) has presented the acclaimed Quasar Award annually for Economic Development Excellence to an outstanding elected official or business leader within the Bay Area region. This award honors someone who has demonstrated a strong and continual effort to support the business foundations of the greater Bay Area Houston communities.

As Chancellor of Texas A&M University, Sharp oversees the Texas A&M University at Galveston Campus located on Galveston Island. Founded in 1962, Texas A&M University at Galveston plays a significant role in Bay Area Houston's education, research, and economic development. Chancellor Sharp’s leadership also extends to the Texas A&M Space Institute, a $200 million project that will be located on the NASA Johnson Space Center campus. This institute is set to launch Texas A&M's space research capabilities and collaborations, serving as a critical touchpoint for the Texas Space Commission and fostering partnerships among universities, commercial entities, and government agencies.

Always working to sustain our thriving region. We completed our strategic plan update. We expanded our outreach and influence across Texas and around the world. We created jobs and capital investments. We established new committees. Committees to address critical needs for our region, which is another thing of this quest. We always see what needs to be done in a timely fashion. We have expanded our support to our healthcare providers. We have doubled our programming for the benefit of our members and the partners. So, 2024 was a success.”

Thanks to Gwen and Tim’s (2023 Chair) leadership, we have charted the next five years of our strategic plan, and I am ready to embark on this first year. Our region is rich in culture and history, and my goal is to take the charge of BAHEP to lead this next generation…. Together I am confident we will continue pushing these boundaries and creating a future we can all be proud of.”

Community Engagement

February GMM with Jesse Thompson

The Bay Area Houston Economic Partnership hosted its first General Membership Meeting (GMM) of 2025, on Wednesday, February 19th at the Lakewood Yacht Club in Seabrook, Texas. Sponsored by platinum member Moody Bank, and gold members Harris County Precinct 2, Houston Methodist Clear Lake Hospital, Joiner Architects, and San Jacinto College, BAHEP’s February GMM featured Jesse Thompson, a senior business economist at the Houston Branch of the Federal Reserve Bank of Dallas.

Thompson’s presentation titled, “Soft Landing 2025: Optimism, Risks, and Uncertainty in the Houston/ Regional Outlook,” answered questions on current trends on economic data. “As we have come into the year, we have definitely seen a boost in business optimism and improved outlooks, this means that

firms are looking and are optimistic about 2025, more so than they were coming into 2024. Business investment and construction are robust amid wellsupplied energy markets [and] the U.S. looks to be on course for trend GDP growth, full employment, and continued progress towards two percent inflation."

ASCENDxTexas 2025

BAHEP partnered with AIAA, The American Institute of Aeronautics and Astronautics, to co-host the fourth annual ASCENDxTexas event at the South Shore Harbour Resort, in League City, Texas, on February 27th.

ASCENDxTexas is an aerospace community summit bringing together a broad set of stakeholders from NASA, industry, academia, and private entities to help build connections into partnerships, and engage in continuous discussions on strategy and development. ASCENDxTexas focused on impactful outcomes and identifying opportunities as a mission rather than a solution.

BAHEP Day In Austin

Bay Area Houston Economic Partnership partnered with the Clear Lake Area Chamber of Commerce to organize Bay Area Houston Day at the Capitol on March 4, 2025. Over 100 travelers from our community met with legislative offices to discuss the issues that are important to our region.

four of his cadets, Dr. Richard Walker President of the University of Houston Clear Lake, the Superintendents of Pasadena ISD and Clear Creek ISD both with high school students, former Mayor, Michel Bechtel, and Houston City Councilman Fred Flickinger. In total, our community provided information to 140 elected officials.

Important topics discussed included Aerospace, Defense Economic Adjustment Assistance Grant (DEEAG), Workforce Development, Energy, Healthcare Services, Public Safety, Small Business, Storm Surge Suppression and Flood Mitigation, and Transportation and Infrastructure.

Galveston County Day in Austin Freedman and Mitchell participated in the 89th Texas Legislature Galveston County Day alongside the Galveston Regional Chamber of Commerce, League City Regional Chamber of Commerce, and Texas City - La Marque Chamber of Commerce on March 6, 2025. BAHEP was honored to contribute to Galveston County’s mission to advocate for policies that foster economic growth, enhance quality of life, and support the unique needs of their coastal community.

The trip consisted of teams that advocated for the issues of importance to the Galveston County community including workforce development, coastal resilience, Infrastructure, maritime training, property tax revenue, land use regulations, Pelican Island Bridge replacement, insurance, water supply and power generation, and restaurants and small businesses.

Citizens For Space Exploration

Bay Area Houston Economic Partnership President, Brian Freedman, Vice President, Mark Mitchell, and Director of BayTech and Aerospace Marketing Manager, Kim Morris, traveled to Washington D.C. on March 11, 2025, for the Citizens for Space Exploration (CSE) Freshmen Mem-

ber Trip. This event provided an opportunity for space industry advocates to meet with lawmakers and promote policies supporting space exploration.

The CSE delegation pushed for continued funding for NASA’s missions, such as the International Space Station, and raised awareness about the importance of supporting the Human Space Exploration Program.; they also demonstrated the benefits of space exploration, including advancements in healthcare, scientific research, technology, and fostering future leaders in fields like engineering, physics, and mathematics.

In May, CSE teams will return for the 33rd annual Citizens for Space Exploration trip to further advocate for human space exploration and human space flight in Washington, D.C.

SpaceDayTexas2025

March 25, 2025, marked the bi-annual Space Day Texas Event at the Texas State Capitol celebrating a new age of Texas space exploration. BAHEP President, Brian Freedman, Aerospace Marketing Manager, Kim Morris, Space Alliance Technology Outreach Program (SATOP) Director, Bob Payne, and the SATOP team traveled alongside NASA, aerospace companies, and higher education institutions to showcase the latest in Texas space innovation through educational displays.

Space Day Texas brings together organizations from across the state through interactive exhibits, installations, and a variety of events including the Artemis Moon Tree Ceremony, Ice Cream Social at The Legislative Conference Center, and Q&As with the

BAHEP organized five teams consisting of twenty members of the BAHEP Aerospace Advisory Committee to hold scheduled meetings with key elected officials to advocate for the commercial space industry in Texas as well as highlighting the positive impact to the state’s economy as the industry continues to grow.

BAHEP’s SATOP team staffed a BAHEP exhibit inside the Capitol building where they showcased how they are supporting space industry growth by connecting small businesses to FREE technical assistance.

Ryan Walsh Talks “Hosting the World” at BAHEP General Membership Meeting

The new CEO of the Harris CountyHouston Sports Authority, Ryan Walsh, gave the Hosting the World presentation at the Bay Area Houston Economic Partnership’s General Membership Meeting on April 3, 2025, at the new

Great Wolf Lodge Water Park and Resort located in Webster, Texas.

In this new role, Walsh will collaborate with partners in the city, county, and with Houston’s professional sports teams. Together with the Sports Authority Board, he aims to elevate the area’s world -class venues to remain competitive in the constantly changing sports landscape and drive economic impact through high-profile events. Walsh’s vision for the Sports Authority is to find innovative ways to increase financial contributions to the maintenance and development of sports facilities.

Alongside 3 host countries, and 16 host cities, the Harris County- Houston Sports Authority plans to leverage the power from the FIFA World Cup to expand access and economic impact across the region.

Ryan Walsh answered questions from major stake holders in the Bay Area Houston Region stating, “Part of what makes the Houston region great are the amenities all over the region, including those in the Bay Area. We will be highlighting and promoting these amenities and work with you all to continue to promote these as we have millions of people traveling to our city.”

Key Leaders Meet for Galveston County Economic Developers Luncheon

Bay Area Houston Economic Partnership hosted Galveston County Regional Economic Developers for

the bi-monthly luncheon on April 10, 2025. This event gathers regional stakeholders to discuss the vitality and future of Galveston County’s economic landscape.

BAHEP Vice President, Mark Mitchell, kicked off the luncheon with welcoming remarks, setting the tone for an engaging discussion, while BAHEP President, Brian Freedman, provided attendees with an overview of upcoming organizational initiatives and projects.

The event featured guest speaker, Barry Ferguson, the Vice President of Wycoff Development and Construction, LLC, who delivered a presentation highlighting Wycoff Development’s legacy and its commitment to regional growth. Ferguson explained the importance of understanding the specific needs of cities and counties within a region, and how tailored strategies can lead to sustainable development.

Ferguson displayed Wycoff’s expertise in attracting new business, eliminating common pitfalls, fostering strategic partnerships, and contributing to consistent growth planning. His insights emphasized the value of collaboration and partnership between the public and private sectors in shaping economically resilient communities.

Space Alliance Technology Outreach Program

What is SATOP?

The Space Alliance Technology Outreach Program is a state-funded program, designed to assist Texas small businesses (100% FREE of charge) overcome product development challenges. Our network of alliance partners speeds the transfer of aerospace knowledge. Administered by the Bay Area Houston Economic Partnership (BAHEP), we enable small businesses to grow and strengthen the Texas economy by facilitating the development of new and improved products.

Mission Statement

Our mission is to foster job creation, support new products for market, and overall stimulate the economy in the state of Texas. We accept requests for technical assistance from entrepreneurs and small businesses who face challenges in prototyping and product development. Through a network of alliance partner volunteers, SATOP translates aerospace industry expertise into practical solutions to advance innovation and boost the Texas economy.

SATOP Attends Houston Methodist Innovation TechHub

SATOPs Technical Specialist, Dr. Lissa Blackert, attended the Houston Methodist Innovation TechHub event at the Ion on January 16, 2025. The Houston Methodist Innovation TechHub explored innovative

ideas and provided a networking opportunity for Houston area professionals interested in healthcare innovations.

The featured speaker at the event was Dr. Evan D. Collins, an Orthopedic Surgeon, Chief of the Houston Methodist Hand & Upper Extremity Center, and Innovator inResidency for the Houston Methodist Center for Innovation. Dr. Collins spoke about changing management when adopting new innovations.

Dr. Blackert spoke with many professionals, including Murat Uralkan, Director of Innovation at Houston Methodist Center for Innovation, on collaboration opportunities to support startups and small businesses in the Bay Area Houston region.

SATOP Kicks Off Collaborations with TAMUs EPICS

SATOPs Technical Specialist Dr. Lissa Blackert and Project Specialist Intern Drucilla Rovito travelled to Texas A&M University (TAMU) at College Station on January 17, 2025, to kick off SATOPs participation with Engineering Projects in Community Service (EPICS) class.

EPICS is a program at TAMU that provides second year engineering students with the opportunity to participate in an interdisciplinary team effort to apply engineering principles to solve open ended problems that will have a societal impact. Dr. Blackert and Rovito presented project requests from small businesses that sought help through SATOP at the start of the semester. Each project that presented was selected by the EPICS class.

SATOP attended the Indo-American Chamber of Commerce of Greater Houston (IACCGH) Small Business Series featuring the Houston Minority Supplier Development Council (HMSDC) on February 11, 2025, at Elite Restaurant in Sugar Land. Ingrid M. Robinson, President and CEO of Houston Minority Supplier Development Council shared valuable expertise on empowering minority-owned businesses.

After connecting with speaker Ingrid Robinson at the IACCGH Small Business Series, SATOP Program Manager Andrew Thueme and Project Intern Drucilla Rovito attended the Houston Minority Supplier Development Council’s (HMSDC) annual meeting on February 19, 2025. The event overviewed the incredible opportunity becoming a member is for minority small business development in Houston, including introductions to large companies for potential partnership. Following the presentations, Thueme and Rovito networked with entrepreneurs and small businesses to discuss the SATOP program and how it could be a resource to

SATOP Attends East End Small Business Resource Fair

Marcela Barton staffed a booth at the East End Small Business Resource Fair hosted by Baker Ripley on February 25, 2025. The event brings together a diverse array of organizations dedicated to supporting local businesses in the Houston region, specifically Harris County. Over 50 people attended the event throughout the morning, with over 25 people visiting the SATOP booth. Barton spoke to many small businesses and aspiring inventors with innovative ideas and products.

SATOP’s Program Manager, Andrew Thueme, and Technical Specialist, Dr. Lissa Blackert, presented at the Houston Inventors Association (HIA) on February 12, 2025. Blackert and Thueme spoke to many inventors and entrepreneurs looking for solutions to their technical challenges.

HIA is one of the largest inventors groups in America. They host monthly meetings featuring guest speakers who share their knowledge, resources, and much more for the purpose of helping entrepreneurs and inventors with their

SATOP’s Associate Project Specialist, Marcela Barton, paneled the Brownsville Community Improvement Corporation’s (BCIC) Lunch and Learn on February 19, 2025. Over 15 small business owners and entrepreneurs attended the event either inperson or virtually. Barton had robust discussions with many attendees about their ideas and products.

SATOP Participates in JSC SBC’sSpringConference

SATOP Project Specialist, Troy Morris, and Associate Project Specialist, Marcela Barton, exhibited a booth at the Johnson Space Center (JSC) Small Business Council’s (SBC) Spring Conference. This event was held at the Lone Star Flight Museum on March 31, 2025. The conference featured a matchmaking event where small businesses had the opportunity to network and discuss future collaboration opportunities.

The JSC SBC Spring Conference is held annually with the goal of strengthening communication between small businesses, contractors, and the technical community to maximize the value and impact of the small business community. SATOP representatives showcased how the program connects small businesses with professional expertise for FREE technical assistance to overcome product development challenges.
