Mónica S. Villalobos is President & CEO of the Arizona Hispanic Chamber of Commerce, a role she has held since 2019 after seven years as Vice President and Foundation Executive Director. She leads the Chamber’s strategic growth initiatives and operates the Arizona MBDA Business Center and the Capital Readiness Program funded by the U.S. Departments of Commerce and Treasury.
A former marketing executive and entrepreneur, Villalobos was the founding principal of ResearchByDesign and Editor-in-Chief of more than 25 major research publications, including the annual DATOS: State of Arizona’s Hispanic Market. She previously held executive roles with Capital One, Sprint/Telmex, and leading Hispanic advertising agencies, advising brands such as Wells Fargo, the NFL, Coca-Cola, and MasterCard.
Her honors include Latina Style Entrepreneur of the Year, Titan 100, Phoenix Business Journal Outstanding Woman in Business, Most Influential Minority Leader, and the OHTLI
award from the Mexican government. In 2023, Governor Katie Hobbs appointed her to co-chair Arizona’s transition committee. She currently serves on the boards of Hispanic Alliance for Career Enhancement (HACE), Valley of the Sun United Way, Delta Dental Foundation, and St. Mary’s Food Bank.
Villalobos earned her doctorate from USC, master’s from Seton Hall and bachelor’s from UCLA. She resides in Phoenix with her family.

As we reflect on the past year, I am filled with pride and gratitude for the resilience, collaboration, and shared purpose that define our Chamber and the business community we serve.
This year was marked by both challenge and opportunity. Entrepreneurs, small businesses, and community leaders continued to adapt in a rapidly changing economic environment, and our Chamber stood firmly beside them— advocating, convening, and delivering programs that empower growth and sustainability. From access to capital and procurement opportunities to workforce development and policy engagement, our work remained focused on strengthening the economic foundation of our members and our region.
Through targeted initiatives, strategic partnerships, and educational programming that build long-term capacity—offering workshops, mentorship, and leadership development that prepare business owners and professionals for the future. Knowledge-sharing and skill-building remain central to our mission, because informed leaders create stronger businesses and healthier communities. We helped businesses start, scale, and succeed. We are especially proud of our efforts to support historically underrepresented entrepreneurs, ensuring they have the tools, networks, and visibility needed to thrive.

As we reflect on 2025, I am proud to share the impact achieved by the Chamber’s Foundation in advancing opportunity and strengthening communities. This year reaffirmed our belief that lasting community impact is driven not only by grantmaking, but by informed leadership, strong partnerships, and a commitment to learning and innovation.
Through our grantmaking, the Foundation formed 572 businesses and scaled 1,058 businesses across over 45 key focus areas, with focused investments in educational opportunities and economic empowerment. Our grants expanded access to early learning, K–12 enrichment, postsecondary pathways, and workforce-aligned education, helping individuals build the knowledge and skills needed to succeed in a changing economy. At the same time, we invested in workforce development, entrepreneurship, financial education, and access to capital, advancing pathways to financial resilience and long-term economic mobility.
Beyond funding, the Chamber’s Foundation embraced its role as a thought leader and convener, working alongside grantees, community partners, and stakeholders to elevate effective practices and inform solutions to complex challenges. By sharing insights, supporting collaboration, and amplifying community voices, the Foundation helped shape conversations around education,
economic opportunity, and inclusive growth. These efforts strengthened alignment across sectors and increased the collective impact of our work.
The community impact of this approach is reflected not only in outcomes, but in relationships—relationships that foster trust, encourage innovation, and support sustainable change. We are especially grateful to our grantee partners whose leadership and on-the-ground expertise continue to inform and inspire our strategies.

In 2025, the Arizona Hispanic Chamber of Commerce experienced significant growth, with our Community Engagement team playing a pivotal role in advancing new strategies and achieving key objectives. Our Ambassadors’ networking meetings continue to be among the strongest in the Valley, consistently welcoming 100+ registrants per gathering and serving as a cornerstone of connection and collaboration.
This year, we strengthened our foundation by revamping member communications and pricing, updating our international programs, and introducing a new Rural Membership tier to ensure broader inclusion across Arizona. These efforts resulted in increased renewals, new memberships, revenue growth, and enhanced visibility for the Chamber.
One of my proudest moments was the Ambassadors’ 3rd Annual Artisan & Music Event, held in collaboration with Culdesac Tempe, which truly embodied the spirit of entrepreneurship and community. With a record-breaking 650 attendees, the event showcased the passion of our business owners, brought the community together, and powerfully reflected our mission in action.
This success would not be possible without the incredible support of our Chamber team. Special recognition goes to our branding, finance, and digital marketing teams, as well as our valued partners—CRP, MBDA, NABEDC, DreamBuilders, and our Board of Directors. The DreamBuilder Program is a six-week business development program designed to empower women entrepreneurs. Elevating Signature Events
One of the highlights of my time at the Chamber has been the opportunity to contribute to our Signature Events, particularly the Black and White Ball and Business Awards. Upon review of historical photos and information, I identified the opportunity to enhance the event’s prestige with a custom award. Collaborating closely with SunDevil Trophy and our branding team, we crafted a stunning, clear acrylic award shaped in our Chamber’s logo. My vision was for this award to become synonymous with excellence in Arizona, akin to the Grammy’s or Oscars in their respective fields. The elation of the Black and White Ball awardees upon receiving this beautiful trophy affirmed its success. I am immensely proud to have initiated this contribution, confident that it will honor deserving individuals and organizations for years to come.

In 2025, the Market Intelligence team continued to play an important role in helping the Arizona Hispanic Chamber of Commerce better understand, communicate, and elevate the economic impact of the Latino community. Our work focused on turning data into insight—supporting leadership, strengthening programs, and ensuring that AZHCC’s messaging was grounded in credible and timely information.
One of our proudest accomplishments this year was our continued full ownership of the DATOS publication. Through DATOS, we highlighted the scale and momentum of the Latino economy, including the rapid growth of Latino-owned businesses, which are expanding more than twice as fast as the national average and now represent over 5.6 million firms generating nearly $1 trillion annually. Ensuring that this story was told clearly and responsibly remained central to our work.
Throughout the year, we also supported AZHCC leadership, events, and program teams by developing targeted data briefs that provided context for key conversations, initiatives, and engagements. These briefs helped align efforts across the organization and ensured that data remained consistent, accessible, and relevant.
Another milestone was the continued development and stewardship of DATOS Interactive, our public-facing data platform. By maintaining full ownership of the site, we helped move data beyond static reports and into a more dynamic, user-friendly experience that supports transparency and informed decision-making.
Equally important were our ongoing meetings with the DATOS Committee. These conversations allowed us to learn directly from leaders across Arizona, hear diverse perspectives on the Latino community, and better understand how data can be used to inform policy, business, and community impact. Guest speakers throughout the year played a key role in helping us interpret trends, challenge assumptions, and elevate the quality of the data behind DATOS.
Looking ahead to 2026, we are excited to continue this work as DATOS approaches its 30th anniversary. We look forward to further expanding DATOS Interactive, including exploring AI-driven tools to help streamline data formulation and improve accessibility. As we move forward, our focus remains on strengthening AZHCC through clear, trusted, and forwardlooking data.

AZHCC MBDA BUSINESS CENTER
The Arizona MBDA Business Center celebrated an exceptional fiscal year from July 2023 to June 2024, driven by the commitment and expertise of its dedicated team. With Alika Kumar as Director, alongside talented team members Yvette Uriondo and Vanessa Castillo Bell, the Center surpassed its annual goals, achieving over 112% success.
Yvette Uriondo brought a wealth of experience in helping clients access capital and build strategic community partnerships. Her expertise was instrumental in connecting businesses with the resources they needed to expand. Vanessa Castillo Bell showcased her passion for helping businesses grow through her personalized, client-centered approach. As our “media queen,” she ensured the Center’s visibility remained high, keeping us relevant and connected with the broader community. Alika Kumar, a focused and goal-oriented leader, organized highly anticipated Businessto-Business and Business-to-Government matchmaking events, recruited subject-matter experts for workshops, built strong partnerships, and introduced new programs and events. Together, this dynamic team provided impactful and comprehensive support for socially and economically → disadvantaged clients across Arizona.
The Center’s efforts were recognized at the MBDA National Training Conference in Miami, Florida, in June 2024. Achieving “Century Club” status, the Arizona MBDA Business Center was honored with a certificate for surpassing the previous fiscal year’s goals. Another significant milestone was reached when Arizona’s Governor Katie Hobbs officially declared October 2023 as “Minority Enterprise Development Month.” To celebrate this proclamation, the Center collaborated with community partners statewide, supporting and promoting various events throughout October to bring attention to the contributions and growth of minority-owned businesses.
The team’s dedication to making a positive impact on the growth trajectory of clients was evident in the many success stories that emerged this year. The Center’s mission is to empower clients by helping them build capacity, increase revenue, and create more jobs. One inspiring success story is that of a lawyer who, through the Center’s invitation,

presented a series of workshops on essential legal knowledge for businesses. These sessions not only empowered attendees but also led her to secure several new clients, including a significant contract with a bank she connected with through the Center.
Success stories like hers reinforce the value of the Center’s support and the real, measurable impact it has on the community. Another highlight was the success of the Center’s Inner Circles B2B and Client Appreciation event. Clients reported forming valuable connections and partnerships through this platform and are now engaged in discussions to work together on new business ventures.
Reflecting on these accomplishments, Director Alika Kumar, who has led the Center since 2006, expressed pride in the Center’s evolution and continuous improvements. The Arizona MBDA Business Center’s achievements this year underscore the impact of a dedicated and passionate team and the strong support of the Arizona Hispanic Chamber of Commerce (AZHCC). The Center’s team is grateful for the accomplishments but remains committed to pushing forward with new initiatives and programs designed to support and uplift its diverse clientele.
As we continue to serve our community, we look forward to creating even more success stories in the coming year and furthering the growth and empowerment of minority-owned businesses in Arizona and beyond.
Bradney Napier, Founder & Owner of Napier Industries is a proud United States Veteran, with his business based in Michigan, serving clients and prospects across the nation. Napier Industries is a full-service construction firm specializing in general construction, civil construction, demolition asbestos abatement renewal, and site preparation. Under his leadership, Napier Industries holds federal, state, and local government certifications. Bradney has utilized our AZHCC’s CRP services for business development services, including assistance enhancing his capability statement, as well as forming a direct connection to our colleague with the Associated Minority Contractors of Arizona. This support provided him with resources to expand his business resulting in job creation and job retention. Additionally, Bradney was awarded a $15,000,000 IDIQcontract from the Department of Veterans Affairs. In addition to serving as a successful business owner, Bradney continues to give back to our nation’s vulnerable communities and actively serves as a mentor to underserved youth and their families.
AZHCC CAPITAL READINESS PROGRAM
Guillermo Gamez-Cordova, our eCommerce Manager & Business Consultant was able to assist our client, Ritika’s Global Grains with getting their product on Amazon. Ritika used every element of our Chamber’s CRP services, and Guillermo provided enhanced one-onone consulting as well as end to end eCommerce Support, including assisting with effective keywords and advertising strategies. He was able to assist with launching their ad

campaigns and then helped with setting up their Amazon Seller Account.
Guillermo built the Amazon Storefront and then created optimized listings. The client invested $800 in their advertising, sold 300 units, generated $6,000 in revenue… and all of this in less than 85 days. The client gave a wonderful accolade to Guillermo, “through Guillermo’s guidance and hands-on management, we [Ritika] successfully went from zero online presence to a fully functioning Amazona operation with a clear growth path” — Ted Williamson, VP of Sales.

Dina’s Taste of Home
Dina Escutia is the Founder & Owner of Dina’s Taste of Home, a catering company renowned for outstanding food and exceptional customer service. Dina has used several elements of our program and has given a lot of credit to the Arizona Hispanic Chamber of Commerce’s — Women Starting Businesses: The DreamBuilder Project — an extension of our Capital Readiness Program. She used the modules and trainings to launch and legitimize her business. Through our services, we were able to support Dina with seed funding to help legitimize her businessImage. We have assisted with promoting and marketing her services, and we have used her catering services serval times. She created menus to meet the dietary needs of our staff, clients, members, and guests. Too, Dina was a guest speaker during our August 2025 Business Education Forum, where she shared with the audience how she got started, and why she cooks with so much love. During the October 9, 2025, Business Diversity Summit, Dina/Dina’s Taste of Home, was formally recognized and was awarded the Emerging Business of the Year.
AZHCC CAPITAL READINESS PROGRAM
The AZHCC’s Capital Readiness Program truly is the “Home for All Businesses.”
Our innate ability to conduct dynamic, nationwide outreach resulted in us engaging with more than 700 business owners and entrepreneurs. During our first grant cycle, we worked with clients across 25 states, as well as in different Tribal communities.
On August 4, 2023, history was made when Mrs. Kamala Harris, the Vice President of the United States, made a formal announcement about Capital Readiness Program and congratulated the awardees. This was further celebrated on September 1, 2023, when the Arizona Hispanic Chamber of Commerce (AZHCC) received the prestigious and historic $3 million dollar/four-year Capital Readiness Program grant from the United States Department of Commerce – Minority Business Development Agency (Washington, DC). Under the AZHCC’s Capital Readiness Program, we provide no cost business development services for all socially and economically disadvantaged business owners and entrepreneurs throughout Arizona, Nevada, Southern California, the Navajo Nation, the nation, and beyond with the goal of assisting business owners in becoming “finance and capital ready”.
Our goal is to prepare business owners and entrepreneurs with access to capital including loans, lines of credit, grants, and other funding sources. This is accomplished by offering one-on-one assistance, establishing personal/business creditworthiness, effective business plan development, access to contracts, direct support with marketing/branding, and access to unique opportunities – including export assistance and connections to capital/angel investors.
Our business consultants, as well as our outstanding contractors and partners, are passionate about the work we all do, and collectively offer guidance on making businesses stronger, profit-generating, and job-creating business entities.

AZHCC PROJECT NABEDC
The Arizona Hispanic Chamber of Commerce Foundation’s AIANNH (American Indian, Alaska Native, Native Hawaiian) Project NABEDC (pronounced “Nah Bed See”) funded by the United States Department of Commerce, Minority Business Development Agency (MBDA), since September 2019 has been assisting businesses with building scale and capacity, increasing revenue, creating and retaining jobs through regional, national, and international expansion and direct assistance services. NABEDC was also fortunate to receive additional grant funding from the Arizona Lottery and the Georgia Institute of Technology (GA-Tech). Under the GATech grant the NABEDC team supports their project team in the development of Courses and Continuing Training that addresses Building Tribal Capacities and Capabilities to Improve Readiness and Resilience for the Federal Emergency Management Agency (FEMA) by reviewing and providing technical feedback on course and training design, development, and delivery for tribal communities, as well as providing feedback on the cultural appropriateness of course content.
During the fiscal year from September 2023 – August 2024 NABEDC experienced a leadership change. Executive Director (ED), Kaaren-Lyn Graves, transitioned into the role of ED for the AZHCC’s new Capital Readiness Program and Christina Mercado-Gonzalez, rejoined the AZHCC and stepped into the role as the new ED for NABEDC in February of 2024. NABEDC also received additional grant funding from MBDA to extend its mission and services into Rural Communities across its footprint of Arizona, Nevada, Utah, and southern California. During this grant cycle, the NABEDC team was able to impact many businesses and business owners by assisting them in legitimizing their business and securing working capital, with many of them scaling from start-ups to revenue and profit generating business enterprises. • In 2023, The Arizona Hispanic Chamber of Commerce completed its strategic 10-year growth plan. Initial discussion began at the 2023 AZHCC Board Advance based on the three pillars of Processes, People, and Profit, with each pilar building out the strategic framework.
• The vision for this plan was led by Immediate Past Chair of the Board, John Ramirez, and the framework was completed with the input of the Board and key staff. Finally, implementation began in 2025 Q1, with quarterly reviews to keep the plan on track or evolve as needed.
